At an 11 a.m. hearing in the commissioners’ third-floor hearing room in the historic downtown courthouse, Routt County Manager Tom Sullivan will recommend that three county positions be eliminated because of a reduction in workload resulting from the economic downturn. County officials would not disclose Monday which positions are being considered for

elimination. Sullivan said he wanted to make sure department directors have notified the affected employees first. If the layoffs are approved, the employees would be placed on paid administrative leave through Aug. 15, per the county’s personnel policies. Routt County is facing a $5 million deficit in its 2009 budget. There have been cuts in personnel, operating and capital costs

already — including a 10 percent reduction in pay countywide — but the projected deficit still stands at $1.1 million. The three positions, if eliminated today, would save the county an additional $53,000 this year and $166,000 next year. A new location, expanded schedule and increased master classes are on tap this summer for Emerald City Opera. The Steamboat Springs performance company is entering its seventh season with a bigger schedule and a tighter budget than ever before. International singers will come to town for the company’s main stage production of Gaetano Donizetti’s “The Elixir of Love” Aug. 8, 13 and 15 in Julie Harris Theatre at PerryMansfield Performing Arts School and Camp. The new location offers greater collaboration between opera and Perry-Mansfield production faculty, and it allows the company to sell alcohol during performances, said Keri Rusthoi, ECO artistic director and founder. Alcohol sales were not possible during past shows at Steamboat Springs High School. Rusthoi said the natural feel of Perry-Mansfield should fit

Base area changes near finish Growth, development items dominate today’s council agenda STEAMBOAT SPRINGS

The creation of a high-density mountain village at the base of Steamboat Ski Area has been cited by some as a key component to the city’s longterm economic vitality. Today, the Steamboat Springs City Council will consider giving final approval to a package of amendments that would pave the way for taller, denser and more predictable developments in the base area. Proposed amendments to base area dimensional and design standards would increase the highest allowable building height from 67 feet to 105 feet. In practice, developments of about that height already have been built or approved at the base area through the city’s planned unit development process. Through the PUD process, the city negotiates public benefits such as affordable housing and green building practices in exchange for increased height and other requested code variances. Critics said the process was frustrating, drawn-out and unpredictable. Councilwoman Cari Hermacinski described the PUD process as a “horse-trading debacle” and said she is excited about the proposed changes.

Local emergency responders credited wet conditions and a strict state law for a safe Fourth of July holiday weekend in Routt County. Steamboat Springs Fire Rescue spokeswoman Deb Funston said there were no fires or ambulance calls related to fireworks incidents during the weekend. “It sounds like it was a fairly quiet weekend,” she said. “I think the rain and the moisture definitely helped.” Even in the absence of fireworks-caused damage or injuries, police and emergency responders stayed busy during the weekend responding to several fights and a structure fire. Emergency responders were called to a small barn fire at 4:40 a.m. Sunday on Colorado Highway 131 near Lake Catamount. Funston said the owner put out the fire before firefighters arrived. There were no injuries, and the incident is under investigation. Alcohol played a role in several holiday weekend incidents. From Friday to Sunday, six people were arrested in Routt County on suspicion of driving while ability impaired or driving under the influence. Steamboat Springs Police Department officers made two of the arrests for DWAI and one for DUI, and Routt County Sheriff’s Office deputies made three arrests for DUI.

between 50 and 75 mph. As the chase headed up Rabbit Ears Pass, officers deployed stop sticks at two locations to puncture the tires of the stolen pickup. Shaffer continued to elude officers, even as the truck’s tires shredded from the puncture wounds and he was left to drive on its rims. At times, Shaffer drove into oncoming lanes of traffic, but there were no reports of any accidents or injuries as a result of the pursuit. As he continued east on U.S. 40 into Grand County, Shaffer and the pickup slowed until it came to a stop near mile marker 171. Officers arrested Shaffer without further incident. Klinger said officers found 10 firearms in the pickup, including a loaded .357 magnum and a

loaded high-powered rifle, both on the front seat. The other guns were an assortment of rifles and shotguns, Klinger said. A Jackson County Sheriff’s Office drug dog uncovered a small amount of marijuana from the pickup, Klinger said. The Grand County Sheriff’s Office also responded to the incident. Shaffer’s Routt County rap sheet includes a September 2008 arrest on suspicion of thirddegree assault, menacing and harassment; an August 2002 arrest on suspicion of theft and being a fugitive of justice; and a June 2002 arrest on suspicion of theft and disorderly conduct. The disposition of those cases wasn’t immediately available Monday night.

A 50-year-old Craig man is in custody at Routt County Jail after leading authorities on a 30-mile chase Monday evening. Glen Alan Shaffer faces a bevy of charges ranging from multiple counts of motor vehicle theft to prohibited use of a weapon, eluding and alcoholrelated offenses, Routt County Sheriff’s Office Investigator Ken Klinger said. He also has an outstanding warrant related to domestic violence charges. The pursuit began after Steamboat Springs Police Department officers tried to pull over Shaffer near Fifth and Yampa streets. Officers observed him drinking a beer while driving, and he was behind the wheel of a black pickup reported stolen out of Craig, Klinger said. Shaffer led officers on a pursuit eastbound on River Road to Colorado Highway 131, where Shaffer turned north toward Steamboat Springs. Shaffer then turned east onto U.S. Highway 40 and headed up Rabbit Ears Pass with Routt County Sheriff’s Office, Steamboat Springs Police Department and Colorado State Patrol troopers in pursuit. The Congressional Budget Office has looked at the future of American health insurance, and it works. A few weeks ago, there was a furor when the budget office “scored” two incomplete Senate health reform proposals — that is, estimated their costs and likely impacts during the next 10 years. One proposal came in more expensive than expected; the other didn’t cover Krugman enough people. Health reform, it seemed, was in trouble. But last week, the budget office scored the full proposed legislation from the Senate Committee on Health, Education, Labor and Pensions. And the news — which got far less play in the media than the downbeat earlier

analysis — was very, very good. Yes, we can reform health care. Let me start by pointing out something serious health economists have known all along: On general principles, universal health insurance should be eminently affordable. After all, every other advanced country offers universal coverage, while spending much less on health care than we do. For example, the French health care system covers everyone, offers excellent care and costs barely more than half as much per person as our system. And even if we didn’t have this international evidence to reassure us, a look at the U.S. numbers makes it clear that insuring the uninsured shouldn’t cost all that much, for two reasons. First, the uninsured are disproportionately young adults, whose medical costs tend to be relatively low. The big spending is mainly on the elderly, who already are covered by Medicare.

Second, even now, the uninsured receive a considerable (though inadequate) amount of “uncompensated” care, whose costs are passed on to the rest of the population. So the net cost of giving the uninsured explicit coverage is substantially less than it might seem. Putting these observations together, what sounds at first like a daunting prospect — extending coverage to most or all of the 45 million people in America without health insurance — should, in the end, add only a few percent to our overall national health bill. And that’s exactly what the budget office found when scoring the HELP proposal. Now, about those specifics: The HELP plan achieves near-universal coverage through a combination of regulation and subsidies. Insurance companies would be required to offer the same coverage to everyone, regardless of medical history; on the other side, everyone See Krugman, page 9

She should have said no. If Sarah Palin’s political career ended last Friday, 10 tumultuous months after she was introduced as the Republican Party’s vice-presidential nominee, those five words will be its epitaph. Had she refused John McCain, Palin still would be a popular female governor in a Republican Party starved for future stars. Her scandals would be Douthat the stuff of local politics, her daughter’s pregnancy a minor story in the Lower 48, her son Trig’s parentage a nonissue even for conspiracy theorists. There still would be plenty of time to ease into the national spotlight, to bone up on the issues, and to craft a persona more appealing than

the Mrs. Spiro Agnew role the McCain campaign assigned to her. Most important, nobody would yet have realized how much she looks like Tina Fey. But she said yes. It wasn’t the right thing to do, in hindsight, but it was certainly the human thing. She was coming off a charmed rise through statewide politics. John McCain was offering her a spot on a national ticket. It was the chance of a lifetime. And now, seemingly, it’s over. Oh, maybe not forever: she’s only 45, young enough (and, yes, talented enough) to have a second act. But last Friday’s bizarre, rambling resignation speech should take her off the political map for the duration of the Obama era. One hopes that was intentional. A Sarah Palin who stepped down for the sake of her family and her mediaswarmed state deserves sympathy even from the millions of Americans who

despise her. A Sarah Palin who resigned in the delusional belief that it would give her a better shot at the presidency in 2012 warrants no such kindness. Either way, though, her 10 months on the national stage have been a dispiriting period for American democracy. If Palin were exactly what her critics believe she is — the distillation of every right-wing pathology, from anti-intellectualism to apocalyptic Christianity — then she wouldn’t be a terribly interesting figure. But this caricature has always missed the point of the Alaska governor’s appeal — one that extends well outside the Republican Party’s shrinking base. In a recent Pew poll, 44 percent of Americans regarded Palin unfavorably. But slightly more had a favorable impression of her. except the poor and near-poor would be obliged to buy insurance, with the aid of subsidies that would limit premiums as a share of income. Employers also would have to chip in, with all firms employing more than 25 people required to offer their workers insurance or pay a penalty. By the way, the absence of such an “employer mandate” was the big problem with the earlier, incomplete version of the plan. And those who prefer not to buy insurance from the private sector would be able to choose a public plan instead. This would, among other things, bring some real competition to the health insurance market, which is currently a collection of local monopolies and cartels. The budget office says all this would cost $597 billion in the next decade. But that doesn’t

include the cost of insuring the poor and near-poor, whom HELP suggests covering via an expansion of Medicaid (which is outside the committee’s jurisdiction). Add in the cost of this expansion, and we’re probably looking at between $1 trillion and $1.3 trillion. There are a number of ways to look at this number, but maybe the best is to point out that it’s less than 4 percent of the $33 trillion the U.S. government predicts we’ll spend on health care in the next decade. And that in turn means much of the expense can be offset with straightforward cost-saving measures, such as ending Medicare overpayments to private health insurers and reining in spending on medical procedures with no demonstrated health benefits. So fundamental health reform — reform that would eliminate the insecurity about

health coverage that looms so large for many Americans — is now within reach. The “centrist” senators, most of them Democrats, who have been holding up reform can no longer claim either that universal coverage is unaffordable or that it won’t work. The only question now is whether a combination of persuasion from President Barack Obama, pressure from health reform activists and, one hopes, senators’ own consciences will get the centrists on board — or at least get them to vote for cloture, so that diehard opponents of reform can’t block it with a filibuster. This is a historic opportunity — arguably the best opportunity since 1947, when the American Medical Association killed Harry Truman’s health-care dreams. We’re right on the cusp. All it takes is a few more senators, and HELP will be on the way.

Palin’s popularity has as much to do with class as it does with ideology. In this sense, she really is the perfect foil for Barack Obama. Our president represents the meritocratic ideal — that anyone, from any background, can grow up to attend Columbia and Harvard Law School and become a great American success story. But Sarah Palin represents the democratic ideal — that anyone can grow up to be a great success story without graduating from Columbia and Harvard. This ideal has had a tough 10 months. It’s been tarnished by Palin herself, obviously. With her missteps, scandals, dreadful interviews and self-pitying monologues, she’s botched an essential democratic role — the ordinary citizen who takes on

the elites, the up-by-your-bootstraps role embodied by politicians from Andrew Jackson down to Harry Truman. But it’s also been tarnished by the elites themselves, in the way that the media and political establishments have treated her. Here are lessons of the Sarah Palin experience, for any aspiring politician who shares her background and her sex. Your children will go through the tabloid wringer. Your religion will be mocked and misrepresented. Your political record will be distorted, to better parody your family and your faith. (And no, gentle reader, Palin did not insist on abstinence-only sex education, slash funds for special-needs children or inject creationism into public schools.) Male commentators will attack you for parading your children. Female commentators will attack you for not staying home with them. You’ll be sneered at for how you talk and

how many colleges you attended. You’ll endure gibes about your “slutty” looks and your “white trash concupiscence,” while a prominent female academic declares that your “greatest hypocrisy” is the “pretense” that you’re a woman. And eight months after the election, the professionals who pressed you into the service of a gimmicky, dreary, idea-free campaign will still be blaming you for their defeat. All of this had something to do with ordinary partisan politics. But it had everything to do with Palin’s gender and her social class. Sarah Palin is beloved by millions because her rise suggested, however temporarily, that the old American aphorism about how anyone can grow up to be president actually might be true. But her unhappy sojourn on the national stage has had a different moral: Don’t even think about it.

News in brief Steamboat resident Brian Stothart still missing Wyoming authorities have found a water shoe and a helmet that possibly belonged to Steamboat Springs resident Brian Stothart, but they have been unable to recover Stothart, 35, from the Encampment River where he is presumed to have drowned June 13 while boating with friends. Carbon County Sheriff Jerry Colson said the water shoe is the same size and color as the pair Stothart was wearing when he was last seen. The

helmet also is the same color as the one worn by Stothart. Colson said the river is still too high to send search teams into the area, though search dogs have indicated interest in an area of the river where Stothart was last seen. Stothart, who is married and has two young children, was with four other boaters the day he disappeared after going over a drop.

Registration ongoing for Steamboat Triathlon Registration is under way for the 2009 Steamboat

Triathlon, Aug. 30 at Lake Catamount. Offering a sprint distance event, the triathlon takes place entirely in Steamboat Springs. been left open. Also today, Sullivan will recommend that the county leave open 10 positions through 2010 that have been either frozen or not filled. By not filling those positions, the county is saving $417,000 in 2009 and would save $617,000 in 2010. Sullivan also hopes the commissioners will eliminate a county furlough plan that was enacted to reduce county employees’ hours 10 percent to match their pay reduction. Sullivan said furloughs are not sustainable and have impeded his ability to determine which departments are overstaffed. “The furlough policy is directly impacting our ability to lay off people,” he said.

The commissioners also will be asked to provide direction on the formation of a 2010 budget. To balance next year’s budget without the use of cash reserves, the county would have to leave the 10 percent pay reduction in place and eliminate about a dozen more positions. The Opera Artist Institute has become our bread and butter, and if we hadn’t incorporated that, I’m not sure what this year would look like. We put that in place before the economy fell, but boy, it’s a good thing it was in the place, because granters and donors aren’t in the same place they were in,” she said. “We were already on a shoestring budget, but in the seven years that the opera’s existed, this is the toughest year,” she said. The opera has pulled back in some ways — a 13-person chamber group will replace the 33member orchestra that backed “La Traviata” in 2008. But the company will offer about three times as many free master classes as it did last summer; has expanded the Opera Artist Institute repertoire to include varying roles in “Elixir”; and selected arias for two concerts and two performances of one-act shows.

The star quarterback and the waitress met six months ago, at a restaurant where she worked and his family often ate. He was married and 16 years older, but she seemed happy and eager to build a life with him. Steve McNair was retired from the NFL and spending time again in Nashville, McNair where he had spent the best years of his career. Sahel Kazemi was 20 years old and swept up: He gave her an Escalade for her birthday and took her on trips to Las Vegas and Key West. “She just had it made, you know, this guy taking care of everything,” her nephew, Farzin Abdi, said Monday. They were found dead on the Fourth of July — McNair from two gunshots each to the head and chest, Kazemi from a single shot. Kazemi bought the handgun found under her body less than two days before the shooting, police said. They haven’t yet linked the weapon to the shootings. On Monday, as the coach of the Tennessee Titans remembered McNair as the man who put the franchise on the map and police continued their investigation, more details of their relationship came to light. Kazemi appeared confident the pair would last and had introduced her family to McNair, her nephew said. Abdi quoted her as saying McNair was divorcing his wife and that it would be finalized soon. “I think she had already put her stuff up for sale on Craigslist,” Abdi said. When Linda Danter started the Rally for the Cure Golf Tournament in Steamboat Springs, she had no idea she would be helping Amy Brown or Julie Hagenbuch. But she was thinking about them. “Unfortunately, everyone knows somebody who has been impacted by breast cancer,” Danter said. “The great thing about this tournament is that so much of the money

stays here. People can see that the money is being used for a good cause and chances are they know somebody who has been helped.” This year’s Rally for the Cure is July 14 at Rollingstone Ranch Golf Club. Danter founded the event 10 years ago, and it has raised more than $135,000. Last year, the event drew a record field and raised $34,387, which was split between the Susan G. Komen Breast Cancer Foundation and the Yampa Valley Breast Cancer Awareness Project.

“It’s grown every year since we started it,” Danter said of the tournament. “We may not grow this year, but it’s too early to tell.” Danter is a strong believer in keeping the money in Steamboat, and she wants to maintain the same level of support for the Yampa Valley Breast Cancer Foundation as last year. “If we don’t raise as much money, we may give a little more to the local cause,” Danter said. “That money See Rally, page 14

helps locals, and I want to see it spent locally.” She’s pleased the proceeds have helped women such as Hagenbuch and Brown. The Yampa Valley Breast Cancer Awareness Project helped Hagenbuch, who was diagnosed with breast cancer in August, pay for wigs, doctor bills and lost wages. It also helped cover the cost of postsurgery massage treatments. “The process is really long with breast cancer,” Hagenbuch said. “My treatment is a year long, but I’m almost there.” Hagenbuch has health insurance, but she has learned that her plan doesn’t cover many of the things she needs. “It was a huge financial help for me,” she said of the Yampa Valley Breast Cancer Awareness Project. “It’s not really a support group, but it’s nice to know that there are people out there who care and are willing to help.” Brown isn’t fighting breast cancer, but a family history has her on the offensive. The Yampa Valley Breast Cancer Awareness Project helped her pay for pre-

ventative care that included a mammography and an MRI. Like Hagenbuch, Brown has health insurance, but it wouldn’t cover certain tests. “My insurance company still hasn’t caught up with the progressive thinking,” Brown said. “Because of my history I want to make sure I’m doing everything possible.” These are the types of stories that fuel Danter’s desire to host the Rally for the Cure Golf Tournament. This year she has a dedicated group of volunteers, the help of the Rollingstone Ranch Golf Club and many local businesses. “We have more than 200 local businesses taking part this year,” Danter said. “I’ll be at the grocery store, and a business owner will stop me and ask about the tournament and how they can help. It’s great to see, especially right now.” Danter said interest has been high among local golfers but that she still has room in the morning and afternoon sessions for the four-person scramble tournament. not far from the honky-tonks where throaty country singers belt out tales of unfaithful spouses. She was driving the Escalade SUV that McNair gave her for her birthday in May. According to an arrest affidavit, Kazemi had bloodshot eyes and alcohol on her breath. She refused a breath test and told an officer “she was not drunk, she was high.” She was charged with DUI. McNair was with her but not charged. He later made her bail. The two then apparently spent some time apart. According to police spokesman Don Aaron, McNair wasn’t with Kazemi when she bought the semiautomatic pistol that was found at the scene.

Police have declined to release the caliber or the name of the person who sold it to her. The next night, McNair was out late with friends, but he and Kazemi got together soon after at a condo within sight of the Titans stadium, a pad McNair shared with a friend. A witness told police the quarterback arrived between 1:30 and 2 a.m. Her car was already there. When McNair’s roommate, Wayne Neeley, got to the condo at midday, what he thought he saw was his friend sitting on the couch and Kazemi lying on the floor. So he went into the kitchen. Then he saw the blood, police said. Officers said they found a gun under her body. There were no signs of forced entry into the condo. Police labeled McNair’s

death a homicide Sunday, but they were reviewing every possibility before labeling Kazemi’s. Mechelle McNair, his wife of 12 years and mother of two of his four sons born between 1991 and 2004, has been described by police as very distraught about his death and has not commented on it. No court records of divorce proceedings have surfaced. The strongest public evidence that the McNairs might have been estranged is that their 14,000square-foot Nashville home has been up for sale recently, listed at $3 million. Some close to McNair — his brother Fred and his agent Bus Cook — have said they knew nothing of Kazemi before the shootings. Titans coach Jeff Fisher said Monday, “The Steve that I knew, if he were here right now, would want to say, ‘Mechelle, I love you.”’ Aaron said a solution to the case, now awaiting ballistics and gun powder residue tests, may not be as neatly resolved as people would like. “It may be we’ll never know exactly why this happened,” he said. McNair, 36, retired from the NFL last year. He had earned the respect of fellow players for shaking off defenders and injuries and the love of fans amazed at how the quarterback kept showing up for work — and winning.

If age is Lance Armstrong’s enemy, then experience is his friend. With a savvy sense of the pack and a touch of luck, the 37-year-old Texan surprised some of the younger Tour de France contenders Monday to move within striking distance of the yellow jersey. Armstrong He made up for what his legs lack in power with road smarts during the breezy third stage along the Mediterranean, rising from 10th to third place. Armstrong hitched a ride with a breakaway group led by old sidekick George Hincapie’s Team Columbia. Mark Cavendish, a Columbia rider from Britain, won the stage for the second straight day. Race leader Fabian Cancellara, of Switzerland, kept the yellow jersey for a third day in a row. The Swiss rider with Saxo Bank extended his lead and is ahead of Columbia rider Tony Martin, of Germany, by 33 seconds and Armstrong by 40. Most of the favorites were trapped by the wind during the

122-mile ride from Marseille to La Grande-Motte. Sensing the gusts were playing havoc ahead of a turn with about 18 miles to go, Armstrong simply stayed in front, outfoxing riders such as Alberto Contador, of Spain, the 2007 Tour winner and favorite this year. “Good positioning, experience, a little bit of luck,” Armstrong said. “Just before that corner I was 20 guys back and I decided just that idea to move up enough to be on their wheel. And there it went.” “Whenever you see a team lined up at the front like that, you have to pay attention,” he added. “You know what the wind’s doing, and you see that a turn’s coming up, so it doesn’t take a rocket scientist to know that you have to go to the front.” But Contador didn’t. Nor did Levi Leipheimer, of the United States, or Cadel Evans, of Australia, or 2008 Tour champion Carlos Sastre, of Spain. All lost 41 seconds to Cavendish, Armstrong and Cancellara. Contador dropped from second to fourth overall, 59 seconds behind Cancellara. Leipheimer, Armstrong’s Astana teammate, slipped from sixth to 10th, and is 1:11 back. “I was moving up with a

teammate, and we ended up in no man’s land,” Contador said. “I’m not going to evaluate the team strategy because everyone will draw their own conclusions anyway. In any case, the Tour won’t be decided by what happened today.” Armstrong, a seven-time champion coming out of retirement, agrees. “Gained valuable time but most likely minor in scheme of 3 weeks,” he wrote on his Twitter account. The race finishes July 26 in Paris. “Onward.” Armstrong said it was “not my objective” to gain ground on Contador, insisting he was “just trying to stay up front and out of trouble.” But he may have delivered a psychological blow in this stage, leaving rivals to wonder what other opportunistic strikes await. In any case, now they have to catch him. Tuesday’s stage is a 24-mile team time trial that starts and finishes in Montpellier. Astana will have an edge by riding last and seeing how riders fare. The teams set off at seven-minute intervals in a race against the clock. If Astana wins with enough of a gap on Cancellara’s and Martin’s teams, Armstrong could take the yellow jersey. Is it within reach? “Never say never,” Armstrong said. His performance also fanned questions about who deserves the role of Astana team leader. Manager Johan Bruyneel, who coached Armstrong during his record run of victories, has said it is Contador. “I have tried to stay out a little bit of the debate about who is the leader?” Armstrong said. “I have won the Tour seven times, so I think I deserve a bit of credit.”
