“We still are falling within our budget, so we’re not overly concerned with that number because it is one of our smaller months,” Weber said. “We don’t have to make any additional cuts to our budget because of that fall in sales tax.” The city has cut its budget to align with an expected 18

Work has begun on a $400,000 restoration of the cityowned Rehder Building downtown. The work is not expected to have a significant impact on Steamboat Art Museum operations. Holmquist-Lorenz Construction Company, which also performed restoration work on the historic Routt County Courthouse downtown, has been contracted to perform the work, which is being aided by $150,000 in grant money from the Colorado State Historical Fund. City Facilities Manager Bob Robichaud said the work will be completed this year and includes window and masonry restoration, the replacement of a door and floor reinforcement. “It has to be done before it gets cold because of the work we’re doing,” Robichaud said. Deputy City Manager Wendy DuBord said the renovations are part of about $1 million worth of needed maintenance that has been identified for the Rehder Building. The work was

previously postponed because of budget concerns and was almost delayed indefinitely when DuBord recommended that the city return money from the Rehder Building fund to the operations budget and forfeit the grants. City Council ultimately decided against that move. Details about when the remaining renovations will be completed, and whether they
will be carried out by the city or Steamboat Art Museum, have yet to be determined. The two parties’ attorneys are working to craft a 99-year lease for the building, which also is home to Antares restaurant through the 2009-10 ski season. Kayla Wille was in the right place at the right time with the right sheep. The 7-year-old South Routt County resident won the title of supreme grand champion at an open sheep show Sunday in Bowman, N.D., with a ewe lamb her family had bought the day before. Kayla was traveling with her dad, Rod, and her grandparents, Pete and Charnel Wille. They’d bought the lamb in Minot, N.D., and stopped at a hotel in Bowman just by chance. Rod Wille found out the Bowman County Fair was going on and that it included an open sheep show. His daughter was excited, Charnel Wille said. “Kayla said, ‘Grandma, Grandma, I’m going to show my sheep tomorrow,’” she said. Kayla brought her “A” game, apparently. She competed against 10 others in the overall competition and four others in the cham-
pionship class. Her Rambouillet sheep took the overall title. “It was just kind of a fluke that we rolled into that town,” Rod Wille said. Kayla has shown quite a few sheep already, he said. She isn’t old enough to participate in the 4-H livestock project, but she’s part of what’s called the futurity program with the American Rambouillet Sheep Breeders Association. Participants buy a sheep, raise it for a year, and then show it. The program aims to help youths start flocks of their own, Rod Wille said. Kayla has participated for two years. Her new ewe lamb will be part of the project. At the open show in Bowman, Kayla was graded on the sheep, not her showing abilities. But she still had to lead it out and square it up to give the judges the best possible view. Kayla had trouble getting the ewe to stay still for a photo shoot Tuesday. She was getting sore from holding the sheep’s head.
“Last time, she didn’t hurt my arm because there were lambs around” to distract her, Kayla said. She’ll be in third grade at South Routt Elementary School next year. Kayla said she enjoyed working with sheep. “I get to work with lambs and do 4-H and stuff,” she said. Rod Wille said there weren’t many open sheep shows in this area. By winning supreme grand champion, Kayla earned points in the futurity program. The top 10 participants split a pot of money at the end of the year of raising their sheep. “Showing the sheep, it’s competitive,” Rod Wille said. “Not only do you have to enjoy showing the sheep, you have to be competitive. I think she’s competitive, which is good.” The $100 Kayla won in North Dakota might sharpen her competitive edge. She plans to put the money toward a corgi puppy. Kayla needs another $180 — maybe a few more “flukes” — to hit the goal.

A hearing for David Capote, one of two Miami men charged in connection with the January fight that led to the death of Sgt. 1st Class Richard Lopez, was delayed Wednesday. Routt County Judge James Garrecht delayed the hearing to allow Capote and his attorney, David Capote Charles Feldmann, to decide whether to comply with 14th Judicial District Attorney Elizabeth Oldham’s motion to combine the case with the one against Capote’s brother, Eduardo. David Capote’s case was continued June 24 to allow his attorney more time to review evidence.
COURT BRIEFS He is charged with two counts of misdemeanor thirddegree assault for his role in the Jan. 2 altercation at Seventh Street and Lincoln Avenue in downtown Steamboat Springs. David Capote is not implicated in Lopez’s death but was accused of fighting with Lopez’s two friends. Eduardo Capote is charged with felony second-degree assault and two counts of misdemeanor third-degree assault for his role in the altercation. An arrest warrant accuses Eduardo Capote of punching Lopez in the face, which caused him to fall and hit his head on the pavement during the altercation. According to the warrant, witnesses told police the Capotes instigated the fight and that neither Lopez nor his friends fought back.
Lopez died Jan. 5 at a Denver hospital of severe head and brain trauma. The altercation stemmed from the two groups’ earlier disagreement about song selection on a restaurant jukebox, according to police. After leaving the restaurant, the groups crossed paths at Seventh Street and Lincoln Avenue. Witnesses said the men yelled at one another before Eduardo Capote rushed at Lopez and hit him in the face, knocking him to the ground. Oldham said combining the cases would be more convenient because they occurred in the same incident and involved similar evidence and many of the same witnesses, some who are serving in the military overseas. Hayden not eliminating bus School district officials plan to cut down on number of stops The Hayden School District won’t cut bus service next year for students who live in town. Instead, the district plans to consolidate a number of stops to reduce the wear and tear on its buses and other vehicles that take children to and from school, Transportation Director Festus Hagins told the Hayden School Board on Wednesday night. Hagins presented board members with a preliminary proposal to reduce the number of daily stops to 16 from its current 42. Superintendent Greg Rockhold said he asked Hagins to begin working on consolidating the bus stops to avoid picking up and dropping off children every 100 yards — and in some cases right in front of their homes. That would save wear and tear on vehicles, saving the district money, he said. “We’re still picking up in town,” Rockhold said. “We’re not asking a child to cross (U.S.) Highway 40. We’re trying to be more efficient.” Hagins said by eliminating some stops, some children would have to walk farther to get picked up. No child would have to walk more than a half-

mile, nor would they have to cross U.S. 40. Some morning and afternoon stops differed to keep children off the highway. The thought of their children walking a half-mile in the snow still left several of the parents who attended Wednesday’s meeting feeling uneasy. safety issue.” She said those safety issues stemmed from Hayden’s lack of streetlights, sidewalks and crosswalks. In the winter, when the snow banks are as tall as she is, Frentress said there’s nowhere to walk except on U.S. 40. Amanda Archuleta, another parent, said she lived on U.S. 40 for five years and wouldn’t ever consider sending her kids to a bus stop on the side of the highway. “I don’t think Highway 40 is even close to alright,” she said. Parent Leslie Hockaday circulated a petition when she first heard the rumor that the district was considering cutting bus service to students who live in town. The fireworks have been canceled, but the show will go on at this year’s Hayden Daze. Events start Friday night, when the American Legion will serve hamburgers and the street dance will be held at Hayden Town Park. Besides the lack of fireworks, most of the events will be the same as last year, Parks and Recreation Director Kathy Hockett said. “The fireworks are canceled due to the economy and budget restraints,” she said. “We’re hoping we can reinstate those next year.” The town would like to find a sponsor, or several, for the $8,000 fireworks show. Officials tried to cut the show to $6,000, but the money just wasn’t there. A fireworks show much cheaper than that isn’t really worth having, Hockett said. “It’s really an investment, but it allows locals to stay home and not spend money and to get to know their neighbors,” Hockett said. She’s still welcoming entrants

The event includes lunch and prizes and costs $30 a person. “Any of the proceeds do go to the Parks and Rec youth programs and back into this event,” Hockett said. She said she was excited to welcome the El Jebel Shrine back to the Saturday parade. The shrine brings 35 small cars with it, which the crowd enjoys, Hockett said. The Northwest Colorado Shrine is sponsoring the barbecue after
the parade Saturday. “The parade theme this year is ‘Let the Good Times Roll,’ and with that we’re really trying to promote that even in tough economic times you can get out and still have fun and let the good times roll,” Hockett said. After the parade, the Town Park will be buzzing with inflatables for children, games, a rock-climbing wall and a bungee jumping structure, Hockett said. A community potluck dinner Saturday evening will serve as an open house for the new Dry Creek Park building, Hockett said. Rain would push that event to the Routt County Fairgrounds Exhibit Hall. The American Legion will participate in Hayden Daze as it usually does. The group will sell hamburgers in front of its hut on Third Street starting at 7 p.m. Friday, said Police Chief Ray Birch, commander of American Legion Post No. 89. The Hayden post supports its town, he said. “We’re a nonprofit organization, and the monies we receive in these concession stands go back into the community,” Birch said.

KIRKUK, IRAQ
I’m in the provincial headquarters building in downtown Kirkuk — the oil-rich district of northern Iraq that is the most disputed corner of this country. The provincial leaders — Sunnis, Kurds, Turkmen and Christians — have come to meet America’s top military officer, Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, with whom I am tagging along. Friedman All 11 Iraqi leaders are seated on one side of a conference table and local U.S. officials have provided me a color-coded guide, identifying each Iraqi politician, their political tendencies and religious affiliation. Each Iraqi leader tells the admiral,
through an Arabic translator, why his or her community deserves to have this or that slice of Kirkuk, until it comes to a Kurdish representative, who announces in English: “I want to tell a joke.” It’s my lucky day. “After Saddam was ousted in 2003,” said Deputy Provincial Council Chairman Rebwar Talabani, “there was an elderly citizen who wanted to write a letter to the new government to explain all his sufferings from the Saddam era to get compensation. But he was illiterate. As you may know, outside our government offices we have professional letter writers for illiterate people. So the man told the letter-writer all of his problems. ‘In the ’50s, they destroyed my house,’ he said. ‘In the ’60s, they killed two of my sons. In the ’70s, they confiscated my properties,’ and so on, right through until today. The letter writer wrote it all down. When he was done, the man asked if the letter writer
would read it back to him before he handed it to the governor. So the letter writer read it aloud. When he got done, the man hit himself on the head and said, ‘That is so beautifully done; I had no idea all this happened to me.’ “ Talabani’s joke seemed to have been directed as much to his fellow Iraqis as to Mullen. My translation: “Everyone here has a history, and it’s mostly painful. We Iraqis love to tell our histories, and the more we do the better they get. But with you Americans leaving, we need to decide: Do we keep telling our stories or do we figure out how to settle our differences.” And that is my take-away from this visit: Iraqis know who they were, and they don’t always like it, but they still have not figured out whom they want to be as a country. What did President Obama achieve for himself and for America during last week’s G-8 summit? Not much. Despite what presumably was his best effort at using the charm, personality and teleprompter that catapulted him into office, he was unsuccessful in persuading either wealthy or developing nations to sign off on a plan to combat “global warming.” It’s not that he lacks support from Thomas the European media. CNN International and the BBC, among others, continue to blanket their networks with “green” propaganda in a disinformation blitz that would have made Joseph Goebbels proud. If President Obama can’t convince

17 of the world’s leading polluters to do more than pump out political hot air with nothing meaningful beyond unspecified pledges to reduce carbon emissions, why should Americans go it alone, or with only some European nations joining us (maybe)? Congress favors a far more restrained approach to “global climate change” than those who pollute the planet far more than we do. The president announced more aid for poor African nations, something that will have a limited effect given the track record. The British, especially, are fixated on African poverty, perhaps as atonement for past colonial sins. Obama persuaded the G-8 to increase from $15 billion to $20 billion throughout three years the money wealthy nations will send to poor African countries. Given the corruption that has siphoned off huge amounts of aid in the past — a fact Obama acknowledged even while committing and asking for more money — it is unlikely new
money will produce different results than old money when poured down the same rat hole. What Africa needs is political, religious and economic reform and only then might aid help poor Africans become self-sustaining. In the most important arenas — foreign policy and domestic security — nations and terrorists who mean America harm have a right to think President Obama is weak and can be challenged with few consequences. While the response to the Somali pirates offered an initial sign that the president was prepared to use force against bad people with evil intent, subsequent statements and inaction to other threats are not encouraging. Why not do in Iraq what we did in Bosnia? focused on securing a decent outcome here. Vice President Joe Biden is overseeing Iraq policy, but he has too many other things to do. Iraq needs a big, tough, full-time mediator. Senior Iraqi officials are too proud to ask for our help and would probably publicly resist it, but privately Iraqis will tell you they want it and need it. We are the only trusted player here — even by the people who hate us. They need a U.S. mediator so they can each go back to their respective communities and say: “I never would have made these concessions, but those terrible Americans made me do it.” After we invaded and stabilized Bosnia, we didn’t just toss their competing factions the keys. President Bill Clinton organized the Dayton peace talks and Richard Holbrooke brokered a deal that has lasted to this day. Why are we not doing in Iraq what we did in Bosnia — when the outcome here is 100 times more important?

After his initial reluctance to say much about the fraudulent election in Iran and the huge demonstrations that led the government to bloody and kill unarmed civilians, the president denounced the violence but said nothing about what might happen if it continued. And so it continued. The G-8 said little and did nothing, but will meet again in September to “consider” a stronger statement. Honduras? The president is on the wrong side of this one, too. As Hondurans have demanded adherence to their
Constitution, the Obama administration has sided with a protege of Hugo Chavez and the Castro brothers who tried to obliterate it. Terrorists in waiting mostly remained in the shadows during the Bush administration, but now think they can meet openly to plot the downfall of the United States. Hizb ut-Tahrir, an international movement that wants to re-establish a Caliphate and indoctrinate Muslims into supporting jihad, will step up its recruitment efforts at a planned meeting July 19 in a Chicago suburb, reports the Investigative Project on Terrorism. “The group, whose alumni include 9/11 mastermind Khalid Sheikh
Mohammed and suicide bombers, will hold a conference entitled ‘The Fall of Capitalism and the Rise of Islam.’” Why should they fear a president who still wants to negotiate with the Iranian nuclear bomb builder Mahmoud Ahmadinejad? There is nothing worse for the world than to have a president of the United States who is perceived as weak. Weakness can result in the deaths of innocent people, a wrecked economy (again) and new attacks on American allies and interests around the world. This perception of weakness may be contributing to the drop in President Obama’s approval ratings.

want to go there again. Yet on the big unresolved issues — how will power be shared in Kirkuk, how will the Sunnis who joined the “awakening” be absorbed into the government, how will oil wealth and power be shared between provinces and the central government — the different ethnic communities still don’t want to compromise much either. I am amazed in talking to U.S. Army officers here as to how much they’ve learned from and about Iraqis. It has taken way too long, but our soldiers understand this place. But what about Iraqis? There are now many Iraqis embedded with U.S. forces in Kirkuk. In the dining hall on the main base, I like to watch the Iraqi officers watching the melting pot of U.S. soldiers around them — men, women, blacks, whites, Asians, Hispanics — and wonder: What have they learned from us? We left some shameful legacies here of torture and Abu Ghraib,
but we also left a million acts of kindness and a profound example of how much people of different backgrounds can accomplish when they work together. We are going to find out just what Iraqis have learned soon. As Mullen told the Iraqi leaders around that table: “The U.S. is not going to solve” Iraq’s problems. That is the job “of a sovereign nation.” So Iraqis better get to work, because “on the current withdrawal plan, coalition forces will not be here in 18 months.” That’s an important message — otherwise, Iraqis will delay forever resolving their big, nation-shaping disputes. We can’t do it for them — but our diplomats could do more to help them forge those compromises. We have special envoys for Iran, Afghanistan, Pakistan and Arab-Israeli affairs, but for Iraq — a country key to the Middle East in which we have lost so many lives and are spending a trillion dollars — there is no special envoy, or secretary of state, totally

Cemetery questioned about burial plots COLORADO SPRINGS
A Colorado Springs City Council member is questioning whether a city-owned cemetery covered existing graves with up to five feet of dirt and planned to sell new burial plots on top of old ones. A city official denies that cemetery managers planned any such thing. Councilman Tom Gallagher says dirt excavated for a city construction project appears to have been spread over part of the 130-year-old cemetery. He’s asking whether cemetery managers planned to sell new burial plots over old ones. Assistant City Manager Paul Butcher tells KRDO-TV in Colorado Springs the city has no plans to sell new plots and denies cemetery managers did anything illegal. He says some fill dirt was added to control erosion that was carrying away the soil around graves.

Police say the arrest came Monday, but they refused to release the juvenile’s name, age or gender, or say whether the slaying was connected to the sexual assault case. The juvenile was arrested on suspicion of first-degree murder in the June shooting of 43-year-old Jon Hazard. Hazard was scheduled to go on trial days later on charges of child sexual assault and contributing to the delinquency of a minor. Hazard was arrested in December. An arrest warrant affidavit accused him of sexually assaulting the girl at least twice in 2008.

Police say the driver who was turning left was pinned in his car and died of his injuries. One of the other drivers was taken to a hospital with minor injuries.

An annual event in Colorado Springs organized by gays and lesbians has the ceremonial support of a city leader for the first time in years. Vice Mayor Larry Small has issued a personal letter of support for PrideFest, which will
include a parade and interfaith religious service Sunday. Mayor Lionel Rivera often issues proclamations for city events, but has withheld his support for PrideFest because the event hosts same-sex commitment ceremonies and he opposes gay marriage. Small, a self-described conservative Republican, says gays and lesbians are members of the community who pay taxes and own businesses. Colorado Springs is the home of Wil Perkins, author of a 1992 ballot issue that barred Colorado cities from passing laws to protect gays from discrimination. The U.S. Supreme Court overturned the law.

The psychological trauma of fierce combat in Iraq may have helped drive soldiers in a single battle-scarred Army unit to kill as many as 11 people after their return home, the military said Wednesday. In a report billed as the most comprehensive examination to date of violent crimes and combat exposure, an Army task force of medical experts looked at members of Fort Carson’s 4th Brigade Combat Team, 4th Infantry Division, known as the Iron Eagles. Soldiers in the unit were accused in five killings in separate attacks around Colorado Springs in 2007 and 2008, including the slaying of a couple gunned down while posting a garage-sale sign. They were also involved in six more slayings in Colorado and other states since 2005.

The report compared the unit of about 3,700 soldiers with a similarly sized unit and found it suffered more combat deaths in Iraq and was deployed there longer. “This investigation suggests a possible association between increasing levels of combat exposure and risk for negative behavioral outcomes,” the study said. It added that the soldiers faced “significant disruptions in familysocial support.” During its two long tours in Iraq, the unit suffered 113 combat deaths, according to Fort Carson spokeswoman Brandy Gill. The unit is now in Afghanistan, where it has suffered two combat deaths since arriving in May. Lt. Gen. Eric B. Schoomaker, the Army’s surgeon general, said the unit’s crime cluster appeared to be unique among Army bases and its combat exposure and length of deployments are just two factors officials are looking at.
The soldiers accused of the killings had committed crimes before and abused drugs and alcohol. Also, some of the GIs claimed they were discouraged from seeking mental help, or were too afraid of being belittled if they did so, officials said. Task force members suggested the Army find a way to identify soldiers who have been exposed to fierce combat. They also recommended better training for officers to manage soldiers with behavioral problems and ensure that GIs who seek help are not humiliated. “Identifying at-risk soldiers is a complex issue. How do we know which soldier may be the very one to take his own life or the life of someone else?” said Maj. Gen. Mark Graham, commanding general, Division West, 1st Army. Nationally, at least 121 Iraq and Afghanistan veterans have committed a killing in the U.S. or been charged in one.

Firefighters attacked a southwestern Colorado wildfire from the air and ground Wednesday as they tried to protect 40 nearby houses. About 20 houses have been evacuated because of the fire, which has grown to 877 acres in less than 24 hours. It started Tuesday afternoon five miles
northwest of Norwood. Bureau of Land Management spokeswoman Erin Curtis said engines were stationed near the evacuated homes to protect them. She also said fire crews were working to keep the fire from spreading to another 20 houses near the fire. Two area churches are serving as shelters. The cause of the fire isn’t known. No structures have

burned. About 120 firefighters are fighting the fire, including four hotshot crews. Four heavy air tankers, two single-engine air tankers, two helicopters and more than 16 engines also are being used. However, she said crews will be working to hold those lines in the midst of hot, windy weather. The fire is burning in pinonjuniper and sagebrush. Full containment isn’t expected until Friday. The Rocky Mountain Area Coordination Center, which coordinates firefighting in five mountain and plains states, said Wednesday that areas west of the Continental Divide in Colorado and Wyoming will dry out and warm up significantly through Saturday. The agency said eastern portions of the two states still are relatively moist.

Because of the number of competitors, the meet was sorted into various levels of competition. Steamboat won the meet with 103 points. Craig came in a distant second with 31 points, and Platte Canyon rounded out the top three with 17 points. Although the numbers at the meet were down, Kenttala said Steamboat’s performance certainly wasn’t.
The results prove her point. Steamboat had nearly all the top point-getters in each division. Because there were several other meets around the state, the Craig event didn’t bring a lot of the top competition. Still, Kenttala said the meet allowed a good portion of the See Swimming, page 20

For a quarter century, the Steamboat Mountain Soccer Tournament has drawn the best teams from across the state to the fields of Steamboat Springs. This weekend 105 teams — a dozen of them from Steamboat — will help the tournament celebrate its 25th anniversary.
For visiting teams, the tournament is a chance to enjoy the town’s scenery and mountain vibe — and maybe take home a title. For the Steamboat Springs Youth Soccer Association, it’s a chance for local teams to grow in a competitive atmosphere while raising money to support local programs and fund its traveling teams. “This tournament has always brought a high number of quality teams from the Front
Range,” Ben Beall said. Beall grew up playing in the tournament and is now helping to coach the U-12 boys soccer team. Last year, the team he coached with Michael de Jong won the U-11 division. “This is great tournament,” Beall said. “It’s a chance for our players to wake up in their own beds and play on their own fields. It’s a chance for visiting players to come to Steamboat Springs and enjoy the moun-
tains and our community.” De Jong, who works closely with Beall, agrees that the tournament is important, and knows firsthand the impact playing in it can have on a youth team in Steamboat Springs. “It was huge for us,” de Jong said about winning the tournament last year. “After the tournament, we had a lot more confidence in our ability to play See Soccer, page 20
Mark Witcher was sure he’d have honors and bragging rights on the next hole after putting his tee shot on No. 7 at Haymaker Golf Course to within 3 feet. But playing partner Daryl Levin had his “bread-and-butter” club in hand. One easy swing later and Levin had his first hole-in-one. Levin, hitting from 126 yards out on July 6, used his trusty sand wedge. “That’s my favorite club from 2 or 3 feet off the green to 130 yards away,” Levin said, noting that Witcher made his kick-in birdie. “If I could hit all my clubs like that, wow. That’s what you dream of. It’s like your favorite pair of skis in powder.” The twosome was admittedly playing well up to that point. Both walked off the No. 6 hole with pars, and Witcher’s strong tee shot on No. 7 set up the drama. The yardage just about set up perfect for Levin. He said he made a smooth swing and the ball flight looked good. The pin was tucked in the right front of the green, and Levin originally thought it had gone just past the pin. “I went first,” Witcher said. “I thought it was pretty good until he hit his ball a little to the right and it trickled in.” Levin said he has been hitting his short irons really well the past couple of years, including holing five or six shots from 100 yards and closer. “It was nice,” Levin said. “It’s one of those things I never thought about it much. I thought it would be nice to get a hole-inone. It felt good.” Levin, who is an avid skier, said he hopes to play golf and ski for the rest of his life. But when it comes down to it, which is better — skiing deep powder or getting that hole-in-one? “I have to say the hole-inone,” Levin said. “I’ve had so many great powder days. A holein-one or a 24-incher? Give me the hole-in-one.”

When it comes to mountain bike races in Colorado, winning is nothing new for Barkley Robinson. The local biker dominates the Town Challenge mountain bike series — a winning streak that dates back to last season was only snapped last week when he had a serious crash early in the race. But he said he has no illusions about what will happen when he settles into the saddle Saturday. Pro football players swept across Capitol Hill on Wednesday and asked lawmakers to take a tough look at owners’ profits as the two sides prepare to decide how to divide their big pot of TV money and other revenues. During the lobbying visits, the NFL players’ union leader urged members of Congress to consider the potential impact of labor strife on retired and disabled players. They could see their benefits cut unless there is a deal soon, executive director DeMaurice Smith said. The contract between players and owners doesn’t expire for two years, but only one more season will have a salary cap.

When that goes, Smith said, so does the league’s responsibility for paying its share of benefits for retired and disabled players. The league denies that. “I don’t think it’s morally right” for those athletes to see their benefits reduced “when a league makes $8 billion a year,” Smith said during a meeting with Rep. Linda Sanchez, DCalif., and several players. But NFL Vice President Joe Browne said in an e-mail that “there is nothing in the collective bargaining agreement that terminates pensions or disability benefits to our retired players in an uncapped year, and it is wrong to suggest that this may occur if there is an uncapped season in 2010.” Two years ago, Sanchez held a hearing that highlighted problems the retirees had in fighting through red tape while trying to overcome multiple surgeries, dementia and homelessness. Sanchez told Smith that his predecessor, the late Gene Upshaw, seemed more concerned with current than retired players. Smith responded that the union has a “moral obligation” to retired players. “We’ve all embraced change,” he said.

Mark Cavendish won the 11th stage of the Tour de France on Wednesday, Rinaldo Nocentini of Italy held onto the yellow jersey and Lance Armstrong remained third overall. Armstrong finished safely in the main pack, with his Astana teammate Alberto Contador narrowly ahead of him in second place overall after Wednesday’s 119-mile trek from Vatan to SaintFargeau. Nocentini leads Contador by six seconds and Armstrong trails by eight. “I feel in very good shape,” Nocentini said. “I hope to keep the yellow jersey.” Nocentini was among the rid-
ers who fell in two early crashes, giving Belgian rider Johan Van Summeren and Marcin Sapa of Poland the opportunity to break away after 18.7 Armstrong miles. “I was in a fall, but nothing too serious. I didn’t hurt myself,” Nocentini said. “I managed to get back up and finish calmly.” Cavendish sealed his second straight stage win and fourth of the Tour. The British cyclist finished about half a bike length ahead of American Tyler Farrar in a sprint finish on a flat stage. The 24-year-old Cavendish finished in 4 hours, 17 min-
utes, 55 seconds. Armstrong, who did not stop for reporters after the stage, finished in 54th place. Contador was 43rd. “Fast start, crashes a plenty, then a breakaway,” Armstrong wrote on his Twitter feed. “Ended up being pretty relaxed. Cav wins again. (No.) 4 for him. Congrats to him.” Cavendish took the green jersey from Thor Hushovd, of Norway, who finished fifth, and equaled British rider Barry Hoban’s tally of eight Tour stage wins.
