The Yampa Valley Community Foundation nearly has met its goal to raise $30,000 in 30 days for the Community Cares Fund. The fund was established to assist those residents who have been adversely affected by the economic recession. It’s an emergency short-term fund to help people in need with things such as food, housing or other needs, such as health care, said Betsey Jay, executive director of the Community Foundation. A committee established by the Community Foundation, which has assisted nonprofit groups in Routt and Moffat counties for more than 30 years, and Routt County United Way will decide how to allocate the funds to local human services organizations based on their needs. Jay said she hopes potential

As of Wednesday afternoon, Jay said, the fund is $2,420 short of its $30,000 goal, which will be matched by Community Foundation donors. The Diamond Window Cabin is getting a much-needed facelift. Preservation of the more than 100-year-old cabin, which is sagging into the hillside on the southern side of Yellow Jacket Pass, is a two-pronged approach. The first is a part of a pilot project to preserve some of Yampa Valley’s original homesteads. The second is part of a historical preservation program being offered at Colorado Mountain College’s Alpine Campus. Both are being organized by Historic Routt County. The Diamond Window Cabin is the first homestead to be preserved with funding for what Historic Routt County hopes will be a much larger restoration project in the future, and it is the first to be worked on as part of the program at CMC, said Historic Routt County Executive Director Towny Anderson. “I think you can accurately call this a local landmark,” he said. “People give directions by it. They drive by it everyday. Everyone in Stagecoach knows about the Diamond Window Cabin.” Anderson said preservation of historic landmarks in the Yampa Valley is important because if the homesteader cabins and connection to the landscape were lost, residents and visitors would have no idea what happened there. CMC offered the introduction to historic preservation class, which was taught by Anderson from January to April. Last Friday and Saturday, two visiting architecture professors from the University of Colorado at Denver used Diamond Window Cabin to teach a course on documentation and restoration principles. While the cabin is used as a physical teaching tool, a crew comprising mostly volunteers

Whenever I am preparing to return to Kenya, as I will be next week, I take the time to reflect on the progress of the nonprofit Tasaru Scholarship Fund that I established just 18 months ago. When I am home, all of my time is spent talking to whoever will listen about the Tasaru Girls Rescue Centre, the amazing Maasai girls who live there, and the futures that I hope to help them secure once they complete

secondary school. For some of the girls, completing school means leaving the place they have called home for six or seven years. Walker The Tasaru Scholarship Fund is held by Global Relief Resources, a nonprofit organization based in Santa Fe, N.M. The fund’s goal is to provide Maasai girls at risk of female genital mutilation and forced childhood marriage with the financial assistance they need to obtain job skills, education and employment once they leave the care of the Rescue Centre in Narok, Kenya. With job skills and employment, these young women are undercutting the economic factors that perpetuate mutilation and forced marriage in their culture. Just as importantly, however, they are serving as role models and mentors to other young Maasai girls at risk of mutilation and forced marriage. The network of support for the fund always is expanding. This is because of the depth of

support and interest these girls and their challenges have generated in the Steamboat Springs community. What started with two or three local donations to the fund has grown, in just one year, to more than 100 active donors contributing annual amounts ranging from $10 to $5,000. One small local book club, sponsoring one girl’s college education in Kenya, has grown into more than a dozen small groups from California, Florida and Canada sponsoring individual girls. Local and civic groups have given invaluable support to all of the girls at the Rescue Centre by financially helping rebuild the water catchment system and providing underwear, socks, toothbrushes, medical supplies, Christmas gifts, eyeglasses and school supplies. Council divided on code City officials debate possible revisions to housing ordinance Tom Ross

Steamboat Springs City Council took a step toward changing the affordable housing rules it imposes on developers Tuesday night. But council members made it clear that more work must be done before Aug. 4, when they are scheduled to make the final vote on revising the city’s affordable housing ordinance. A community task force is working with city staff to hammer out the fiscal details of a revised ordinance. City Council President Loui Antonucci asked members of the task force to meet again before the August vote. City Council is seeking a more detailed analysis of the revenue balance between allowing developers to make payments in lieu of providing affordable housing units, installing voluntary revenue transfer fees or both. City Council, city staff and members of the task force agree philosophically that developers throughout the city should be given more options than building affordable units alone to offset the affordable housing demands their projects create. They’ve come to that realization throughout time, as deedrestricted housing units at First Tracks and Howelsen Place have failed to find a market. The current debate involves what combination of payments

cussion of its merits. “This is a divisive issue and can be polarizing in the community,” she said. “I think there are some things in here that are hugely flawed. These numbers are cooked to make real estate transfer fees look bad.” For example, Hermacinski said, the transfer fee analysis prepared by staff overlooked future real estate appreciation, which would increase the revenue potential. Bentley said she would prefer to cover all bases by seeking balance between transfer fees and payments in lieu. Quinn agreed. He countered Hermacinski by saying that during intense development periods, payments in lieu could generate large onetime sums to support affordable housing needs. “Think about a year when 40 units at Edgemont and 80 at One Steamboat Place sell and generate a big number,” Quinn said.

Attorneys discuss settlement for former council candidate Collin Smith

The city of Craig has until Monday to file an answer to former City Council candidate Francisco Reina’s civil suit in Moffat County District Court. Judge Shelly Hill, with the 14th Judicial District, signed an order Tuesday granting an extension for the city’s response. The city originally had until July 6, Reina but the judge did not sign the extension until this week. Reina’s legal team, led by the American Civil Liberties Union, filed a complaint June 16 after the city cited Reina for violating a city charter provision that limits a candidate’s personal contributions to his or her campaign to $500. On his spending report filed with the city clerk, Reina declared he spent $1,512.78, more than three times the charter’s limit. Reina was cited with a Class

However, City Attorney Kenny Wohl dismissed the citation at Reina’s court appearance June 17, after the civil suit was filed in district court. Reina’s complaint against the city alleges that the spending limit is unconstitutional and goes against a 1976 Supreme Court decision, which states any limits on a candidate’s personal contributions to his or her own campaign violates the right to free speech. Court records for the civil suit indicate that part of the reason the city’s attorneys filed for an extension is because they wanted more time to negotiate an out-of-court settlement with

Liberal suicide march David Brooks

It was interesting to watch the Republican Party lose touch with America. You had a party led by conservative Southerners who neither understood nor sympathized with moderates or representatives from swing districts. They brought in pollsters to their party conferences to persuade their members that the country fervently was behind them. They were supported by their interest groups and cheered on by their activBrooks ists and the partisan press. They spent federal money in an effort to buy support but ended up disgusting the country instead. It’s not that interesting to watch the Democrats lose touch with America. That’s because the plotline is exactly the same. The party is led by insular liberals

from big cities and the coasts, who neither understand nor sympathize with moderates. They have their own cherry-picking pollsters, their own media and activist cocoon, their own plans to lavishly spend borrowed money to buy votes. This ideological overreach won’t be any more successful than the last one. A Washington Post-ABC News poll released Monday confirms what other polls have found. Most Americans love President Barack Obama personally, but support for Democratic policies already is sliding fast. Approval of Obama’s handling of health care, for example, has slid from 57 percent to 49 percent since April. Disapproval has increased from 29 percent to 44 percent. As recently as June, voters earning more than $50,000 preferred Obama to the Republicans on health care by a 21-point margin. Now, those voters are evenly split. Most independents now disapprove of

Obama’s health care strategy. In March, only 32 percent of Americans thought Obama was an old-style, tax-and-spend liberal. Now, 43 percent do. We’re only in the early stages of the liberal suicide march, but there already have been three phases. First, there was the stimulus package. You would have thought that a stimulus package would be designed to fight unemployment and stimulate the economy during a recession. But congressional Democrats used it as a pretext to pay for $787 billion worth of pet programs with borrowed money. Only 11 percent of the money will be spent by the end of the fiscal year — a triumph of ideology against pragmatism. Then there is the budget. Instead of allaying moderate anxieties about the deficits, the budget is expected to increase the government debt by $11 trillion between 2009 and 2019. Finally, there is health care. I’m here in Helmand Province in southern Afghanistan. This is the most dangerous part of the country. It’s where mafia and mullah meet. This is where the Taliban harvest the poppies that get turned into heroin that funds their insurgency. That’s why when President Barack Obama announced the more than doubling of U.S. troops in Afghanistan, this is where the Marines landed to take the fight to the Taliban. It is 115 Friedman degrees in the sun, and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, is addressing soldiers in a makeshift theater. “Let me see a show of hands,” says Mullen, “how many of you are on your first deployment?” A couple dozen hands

go up. “Second deployment?” More hands go up. “Third deployment?” Still lots of hands are raised. “Fourth deployment?” A good dozen hands go up. “Fifth deployment?” Still hands go up. “Sixth deployment?” One hand goes up. Mullen asks the soldier to step forward to shake his hand. This scene is a reason for worry, for optimism and for questioning everything we are doing in Afghanistan. It is worrying because between the surges in Iraq and Afghanistan, we are grinding down our military. I don’t know how these people and their families put up with it. Never have so many asked so much of so few. The reason for optimism? All those deployments have left us with a deep cadre of officers with experience in Iraq and Afghanistan, now running both wars — from generals to captains. They know every mistake that has been made, been told every lie, saw their own soldiers killed by stupidity, figured out solutions and

built relationships with insurgents, sheikhs and imams on the ground that have given the best of them a granular understanding of the “real” Middle East that would rival any Middle East studies professor. I’ve long argued that there should be a test for any officer who wants to serve in Iraq or Afghanistan — just one question: “Do you think the shortest distance between two points is a straight line?” If you answer “yes,” you can go to Germany, South Korea or Japan, but not to Iraq or Afghanistan. Well, this war has produced a class of officers who are very out-of-thebox thinkers. They learned everything the hard way — not in classes at Annapolis or West Point, but on the streets of Fallujah and Kandahar. I call them: “The Class Too Dumb to Quit.” I say that with affection and respect. When all seemed lost in Iraq, they were just too stubborn to quit and figured out a new anti-insurgency strategy. Health care bills don’t control inflation

More than a few Afghans prefer the Taliban Friedman continued from 8 not produced irreversible success yet — and may never. But it has kept the hope of a decent outcome alive. The same people now are trying to do the same thing in Afghanistan. Their biggest strategic insight? “We don’t count enemy killed in action anymore,” one of their officers told me. Early in both Iraq and Afghanistan our troops did body counts, a la Vietnam. But the big change came when the officers running these wars understood that RBs (“relationships built”) actually matter more than KIAs. One relationship built with an Iraqi or Afghan mayor or imam or insurgent was worth so much more than one KIA. Relationships bring intelligence; they bring cooperation. One good relationship can save the lives of dozens of soldiers and civilians. One reason torture and

Abu Ghraib got out of control was because our soldiers had built so few relationships that they tried to beat information out of people instead. But relationship-building is painstaking. And that leads to my unease. America has just adopted Afghanistan as our new baby. The troop surge that Obama ordered here early in his tenure has taken this mission from a limited intervention, with limited results, to a full nation-building project that will take a long time to succeed — if ever. We came here to destroy al-Qaida, and now we’re in a long war with the Taliban. Is that really a good use of American power? At least The Class Too Dumb to Quit is in charge, and they have a strategy: Clear areas of the Taliban, hold them in partnership with the Afghan army, rebuild these areas by building relationships with district governors and local assemblies to help them upgrade their ability

to deliver services to the Afghan people — particularly courts, schools and police — so they will support the Afghan government. The bad news? This is StateBuilding 101, and our partners, the current Afghan police and government, are so corrupt that more than a few Afghans prefer the Taliban. With infinite time, money, soldiers and aid workers, we probably can reverse that. But we have none of these. I feel a gap building between our ends and our means and our time constraints. My heart says: Mission critical — help those Afghans who want decent government. My head says: Mission impossible. Does Obama understand how much he’s bet his presidency on making Afghanistan a stable country? Too late now. So, here’s hoping that The Class Too Dumb to Quit can take all that it learned in Iraq and help rebuild The Country That’s Been Too Broken to Work.

levels. The chairmen flouted that promise because they don’t fear him. Last week, the administration announced a proposal to take Medicare spending decisions away from Congress and lodge the power with technocrats in the executive branch. It’s a good idea, and it might lead to real cost savings. But there’s no reason to think that it will be incorporated into the final law. The chairmen will never surrender power to an administration they can override. That leaves matters in the hands of the Blue Dog Democrats. These brave moderates are trying to restrain the fiscal explosion. But moderates inherently lack seniority (they are from swing districts). They usually are bought off by leadership at the end of the day. And so here we are again. Every new majority overinterprets its mandate. We’ve been here before. We’ll be here again.

ché Ann Coulter throws at the Democrats is gloriously fulfilled by the Democratic health care bills. The bills do almost nothing to control health care inflation. They are modeled on the Massachusetts health reform law that currently is coming apart at the seams precisely because it doesn’t control costs. They do little to reward efficient providers and reform inefficient ones. The House bill adds $239 billion to the federal deficit during the first 10 years, according to the Congressional Budget Office. It would pummel small businesses with an 8 percent payroll penalty. It would jack America’s top tax rate above those in Italy and France. Top earners in New York and California would be giving more than 55 percent of earnings to one government entity or another. Nancy Pelosi has lower approval ratings than Dick

Cheney and far lower approval ratings than Sarah Palin. And yet Democrats have allowed her policy values to carry the day — this in an era in which independents dominate the electoral landscape. Who’s going to stop this leftward surge? Months ago, it seemed as if Obama would lead a center-left coalition. Instead, he has deferred to the Old Bulls on Capitol Hill on issue after issue. Machiavelli said a leader should be feared as well as loved. Obama is loved by the Democratic chairmen, but he is not feared. On health care, Obama has emphasized cost control. The chairmen flouted his priorities because they don’t fear him. On cap and trade, Obama campaigned against giving away pollution offsets. The chairmen wrote their bill to do precisely that because they don’t fear him. On taxes, Obama promised that top tax rates would not go above Clinton-era

A Steamboat Springs man was chosen Wednesday to receive a $20,000 grant to make a positive impact on the environment. Tristan Frolich submitted a proposal to create a community-wide tree-planting event to the Green Effect contest, a collaboration between SunChips and National Geographic. The contest awarded grants to five recipients, who created environmentally friendly projects that would affect their local communities. More than 20,000 trees will

be planted in Routt County to combat the mountain pine beetle epidemic as part of Frolich’s proposal, Re-tree Colorado. Of the 1.16 million acres affected by the mountain pine beetle across the state, 245,000 of those are in Routt County, according to the aerial research conducted in 2008 by the U.S. and Colorado State forest services.

Officers arrested a 43-year-old man on charges of harassment and obstruction of telephone services for preventing the other party from using the telephone. 6:30 a.m. Two horses were reported outside a fence on Yellow Jacket Pass in Stagecoach. They were inside the fence when deputies arrived. 6:33 a.m. Deputies were dispatched to an altercation between a father and son in the 400 block of Moffat Avenue. The case is pending, and no other information was available. 7:56 a.m. A dead cat was reported on U.S. Highway 40 near the Heritage Park subdivision. It had been removed by the time deputies arrived. 10:10 a.m. Deputies were dispatched to a report of stolen jewelry in the 16300 block of Routt County Road 16 near Oak Creek. There were no signs of forced entry, and a report was taken for insurance purposes. 10:11 a.m. A Steamboat Springs Animal Control officer was dispatched to the 1800 block of Central Park Drive because a small dog was hiding under cars. The

dog’s owner was able to get the dog. 10:25 a.m. Four puppies were reported whining inside a fence in the 20700 block of U.S. 40. They were checked by animal control officers, who determined everything was fine. 10:30 a.m. Deputies were dispatched to conduct a death investigation of Greg Scott in the 67200 block of C.R. 500 near Clark. Routt County Coroner Rob Ryg said the Hayden musician, who performed throughout the Yampa Valley for more than three decades, died in his sleep Monday night. He was 61. 11:02 a.m. A wallet was found in the 800 block of Yampa Street. 11:44 a.m. A man was reported taking pictures of people where a baseball game was being played in the 900 block of Pine Grove Circle. 12:13 p.m. A truck with a camper shell was reported to have nearly hit another vehicle near the James Brown Soul Center of the Universe Bridge. 12:59 p.m. A woman reported that a man came up to her from behind on a bike and made several inappropriate comments before riding away in the zero block of 12th Street. Council to host public workshop Aug. 11 attorney with the ACLU who practices privately with the Law Offices of Ralph A. Cantafio in Steamboat Springs. The city also is taking other steps to deal with allegations that its charter provision is unconstitutional. At the council’s July 14 meeting, its members gave final approval to an ordinance to let voters decide whether to delete the spending limit provision in the Nov. 3 general election. Fischer said he and his colleagues were glad to see the city take that step, because city voters should be allowed to make changes to their charter. However, the Reina team does not plan to drop its suit because the provision will be up

for repeal on the ballot. “We’re looking at a stipulation that deals with every contingency,” Fischer said. “If it passes, that would resolve the complaint, and the complaint would be dismissed. The best way to resolve this is to have the voters do it. If that doesn’t happen, we’re looking at other ways to neuter (the provision) and have the city agree not to enforce it.” Fischer said he was surprised to hear the council included a line in its ordinance that states the spending limit provision violates a Supreme Court decision. “Quite frankly, that went further than we needed it to go,” he said. “But I don’t think they’re speaking to us as it pertains to the district court case. They’re speak-

ing to the citizens of Craig as to why it’s necessary to do this.” City officials hope to engage local residents on the issues surrounding the charter provision before the election, as well. The council plans to host a public workshop at 5:30 p.m. Aug. 11 at City Hall, 300 W. Fourth St., to discuss the provision, the reasons it is part of the charter and whether it violates the U.S. Constitution. Tami Tanoue, CIRSA general counsel, plans to appear and give legal advice to city officials. Wohl said he also would like to see as many residents show up as is possible. “It’s such an interesting issue,” he said. “I hope we get a lot of people with different points of view.”

The girls’ lives are changing for the better I wish it were possible to share with you all the appreciation and pride that the girls living at Tasaru feel for the opportunity they now have to shape their own futures through education, employment and economic independence. Because I spend so much time with them, these girls and young women often express their gratitude to me. And through their letters they send me from their schools when I am away from them, and an

occasional phone call just to hear their voices, I know firsthand that their lives are changing for the better. But this sense of fulfillment rightfully belongs to everyone who has given in so many different ways. It is not always easy to remain optimistic about this effort. But I recently was reminded that “it is easier to light a candle than to curse at the darkness,” as Adlai Stevenson said, when measures seem too small or efforts ineffective. I think it is this sentiment that led me to adopt the philoso-

phy of “one girl at a time” for the fund. No doubt, difficulties and challenges await me next week at the Rescue Centre. But I am counting the hours until I see the faces of the girls when I enter the gate, after a three-hour, dusty, hot and cavernously bumpy drive from Nairobi. The girls will want to hear everything about my family, and they will want me to tell them stories from my place. They will tell me that I have become huge while being home. How great is that!

Crew to make cabin level on the ground Restoration continued from 3 Wednesday to straighten out the two ridgepoles between the east and west gables where the two sides of the roof meet. They were lifted from inside the cabin at the direction of Cactus Beauregard, the contractor for the project. After the roof is replaced, the crew will trench around the cabin’s foundation to lift its east end 18 to 20 inches, making the cabin level on the ground. Beauregard said that will be the biggest part of the project. He said projects such as the Diamond Window Cabin res-

toration — unlike his normal work as a general contractor building custom homes — gave him an opportunity to learn. “There’s no square, straight or not rotten piece of wood in this cabin,” he said. “You have to figure out how to deal with that. That’s the challenge.” Volunteer Jim Williams, of Stagecoach, said he was drawn to the project having been involved with other historic restoration in the past. “I enjoy it,” he said. “It’s restoring a piece of history of the West. One of the things that attracted me to the Steamboat area was the cultural heritage.”

Among other things, the survey revealed that nonprofit groups were hurting as a result of dwindling resources. Smaller budgets have meant some health and human service organizations haven’t been able to provide an adequate level of service to those in need. Jay said the Community Foundation and United Way would like to get the fund to work quickly. She said they would like to have funds distributed by mid-August to some of the 67 human service organizations and 169 nonprofit agencies the Community Foundation works with annually in Routt and Moffat counties.

death went anything but unnoticed. Instead, it began to provide answers to three decades of questions. Robert Matteson — “Bobby” to his siblings — was born the son of poor dairy farmers near Central Square, N.Y., just north of Syracuse. He was the youngest of seven children, six of them boys. His father died when Bobby was still a boy. After high school, Bobby enlisted in the Army. He is thought to have served four tours, including two in Vietnam and two as an MP in Germany. Military papers indicate he was honorably discharged, family members said. But he returned from Vietnam a different person. “The last time he came back from Vietnam, he just didn’t seem the same,” said Judy Matteson, his sister-in-law. The death of his mother also hit him hard. He married and had two children. His son, also named Robert Matteson, was born the same year — 1975 — that his parents divorced. Rob Matteson said Wednesday that he never knew his dad and had only minimal contact with his dad’s side of the family. Nonetheless, news about his father’s passing — and whereabouts — has had an enormous impact on him. “It’s like my total existence has been turned upside down,” Rob Matteson said. “I haven’t slept since I heard. I want as many answers as I can get.” There still are plenty of blanks to be filled. Sometime after returning from Vietnam and the birth of his son, Bobby dropped off his things and told family members he was leaving. No one knows where he went or why, and the only other contact came a number of years later when he called to say he was considering returning to Oswego with his two German shepherds. He never returned, and his family never heard from him again. But

it wasn’t for a lack of effort. His brother Jim, now 73, said the family hired attorneys and private investigators to find Bobby. They tracked him as far as Topeka, Kan., before the trail went cold. Jim said his brother apparently never used his Social Security number and never used the VA for medical services. “It was like he fell off the face of the Earth,” Judy Matteson said. “We couldn’t find him.” Jay Matteson, one of Bobby’s nephews and the son of Lyman Matteson, said family members had assumed Bobby’s fate would remain a mystery. A phone call from Routt County early this week changed all that. “It provided tremendous closure for the family,” Jay Matteson said. “No. 1, we knew where he was and what had happened. No. 2, even though he was homeless, he had a home. “There were people there that looked after him. That really helped all of us feel a little bit better about what had become of our uncle, brother, father and son.” Coincidentally, the Mattesons have planned a family reunion in mid-August in Oswego. About 60 people are expected to attend, including Rob Matteson, Bobby’s only son. It will be his first time meeting many of his father’s relatives. Like many of Matteson’s

relatives who spoke with the Steamboat Pilot & Today this week, Rob Matteson is pleased to know that folks in Oak Creek looked after Bobby — or Cowboy Bob. Rob Matteson has a 14-year-old son, and he says “you couldn’t separate us with a crowbar.” He plans to bring his son to Oak Creek as soon as he can afford it. “There will be two more generations of Mattesons visiting your town,” Rob said Wednesday. Coloradans due for a 20-week extension in unemployment benefits that was supposed to kick in July 1 will have to wait until late August while state officials determine who is eligible. Payments will be retroactive to July 1. Gov. Bill Ritter signed a bill in June granting the extension to people who already have exhausted 59 weeks of benefits. It released $127 million in federal stimulus dollars to the state’s unemployment benefits trust fund. Steve Fowler, director of unemployment insurance for the Colorado Department of Labor and Employment, estimates 5,000 to 6,000 people will be due money by August. At times, the department’s computer system and phone lines have been overwhelmed by people seeking unemployment aid, since large numbers of Coloradans started getting laid off last fall. About 160,000 Coloradans are collecting benefits. The state’s unemployment rate was 7.6 percent in May. Colorado originally provided 26 weeks of benefits. As millions of Americans began losing jobs last fall, Congress authorized a 20-week extension.

Hispanics have highest rate of uninsured in state DENVER

Hispanics and Native Americans adults are uninsured at a “shamefully high” rate, putting them at the top of the list of people who lack health care, a state health department officials said Wednesday. A report by the Colorado Department of Public Health and Environment shows that

about 40 percent of adult Hispanics are without health insurance, the highest in the state. Almost 34 percent of Native Americans are uninsured, while the rate of uninsured for the entire state is about 16.6 percent, according to the report, which analyzed health issues that disproportionally affect Hispanics, African-Americans, Asian/Pacific Islanders and Native Americans. The previous such report was in 2005, but this is the first time officials have acknowledged the impact that a lifetime of discrimination can lead to conditions such as high-blood pressure and hypertension, said Ned Calonge, the state’s chief medical officer. The report said language barriers sometimes contribute to inadequate health, but Calonge said medical providers also should better understand their patient’s cultures and attitudes toward health care.

Udall, Bennet back failed concealed weapons bill Colorado’s U.S. senators voted in favor of a failed measure that would have allowed concealed-weapons permit holders from one state to carry their weapons in other states. Despite the support of Democrats Mark Udall and Michael Bennet, the measure fell two votes shy of the 60 needed to pass Wednesday. Colorado already honors permits issued by 27 states. Udall said Colorado’s experience with reciprocity led him to conclude that the measure wouldn’t have raised the risk of crime. Bennet said anyone with an out-of-state permit would

Parachutist injured in jump from formation RIFLE

Emergency responders say a parachute jumper was injured when the parachute failed to open during a leap from a western Colorado rock formation. Rifle Deputy Fire Chief Chad Harris said the jumper fell from Anvil Point near Rifle on Wednesday. The nature and extent of the victim’s injures weren’t known, and it wasn’t clear how far the jumper fell. No names have been released. Harris said it took emergency medical technicians 30 to 45 minutes to reach the person.

A land mine found in a suburban Denver Goodwill donation box forced the evacuation of a strip mall. The rectangular, olive-green box with the words “Front Toward Enemy” raised the suspicions of Goodwill workers Tuesday. Arvada police said the Claymore land mine didn’t go off in the donation box and no one was hurt. A bomb squad disposed of the device. Police Sgt. Jeff Monzingo said it’s unclear whether the device was operational or where it came from. No suspects have been identified. Claymore mines were widely used during the Vietnam war.

Tennis players from Steamboat Springs will take the courts Friday looking for titles and promoting youth tennis in the Yampa Valley. “It’s always exciting to see the next generation coming up,” said Bill Krueger, president of the Steamboat Tennis Association. Krueger said the 2009 STA Summer Championships is one of the biggest events the local organization hosts each year. The money raised from the event supports local high school tennis teams, and it also is used for grants awarded to young players who may not be able to afford the sport. This year’s STA tournament begins at 3 p.m. Friday at the Tennis Center at Steamboat Springs. Play continues Saturday and into Sunday afternoon. A dinner and live auction are from 5 to 7 p.m. Sunday. The winner of a drawing for tickets to this year’s U.S. Open, Aug. 31 to Sept. 13 in New York, will be announced. The dinner will be held at the Catamount Lakehouse Restaurant. The tournament entry fee includes the dinner for players. Non-players can purchase tickets for $25. However, tickets to that event nearly were sold out Wednesday. “This is a major source (of funding) for youth tennis in Steamboat Springs,” Krueger said. “We don’t do a lot of fundraisers, so this one is pretty big for the STA.” The format of the tournament will depend on the number of players in each bracket, which are set according to ability. Brackets range from 2.5 to 5.0 in men’s and women’s singles, men’s and women’s doubles and mixed doubles. The Steamboat Tennis Association has 150 memberships, both individual and family, in Steamboat Springs.

Kelly Boniface insisted the glittering tiara that stuck from her bike helmet wasn’t an attempt to show off or flaunt her victory in Wednesday night’s Town Challenge mountain bike race at Steamboat Ski Area. There was no better evidence to support her than the fact that her chief rival, Karen Tremaine, was the one who lodged the plastic jewelry there in the first place. The tiara actually crowned Boniface the birthday girl, but she won the race anyway to back it up. Boniface finished the challenging Sunshine Loop event in 1 hour, 16 minutes and 33 seconds. Tremaine, tackling the race on a singlespeed bike, finished at 1:20:29. Boniface may be a regular atop the Town Challenge podium, but Wednesday’s victory was no sure thing. Tremaine won the Thunderhead Hill Climb last month, and Wednesday’s course bore some similarities. It cut up the slopes of Mount Werner, and instead of stopping at the top of the gondola, it continued on a steep and challenging section in the Sunshine area. Tremaine’s dominating climbing ability again put her in front early. “She’s so fast climbing, I don’t even try to get ahead of her going up,” Boniface said. “I just tried to keep her in sight.” Boniface said Tremaine slipped from view at one point, but it wasn’t enough. World champion and fourtime Olympian Todd Lodwick was released from the hospital with bumps and bruises after a biking accident near Albertville, France, on Wednesday afternoon. U.S. Ski Team spokesman Todd Kelly said Lodwick was descending the Col de Les Saisies, after watching Stage 17 of Wednesday’s Tour de France, when a car stopped or pulled out in front of him. Lodwick swerved into the other lane to avoid a collision, but he found himself in the path of an oncom-

ing car. Kelly said Lodwick was traveling about 25 miles an hour before braking. He and the driver of the car attempted to stop, but they Lodwick collided, and Lodwick was ejected from his bike before hitting the windshield and roof of the oncoming car, Kelly said. Lodwick was transported to a hospital in Albertville where he underwent a multitude of tests and later was released with bumps and bruises. “The good news is that Todd is fine,” Kelly said. “I’m sure he’s going to be sore for a while,

Armstrong’s challenge for a spot on the podium on the Champs-Elysees rides on the question: Can he regain ground in the time-trial Thursday, and then hold on Saturday on the dreaded Mont Ventoux? He said a second-place finish still is within his reach. “Yes, it’s still my goal, I think it’s possible,” Armstrong said. “I just need to work hard on the time-trial tomorrow. We still have two big days.” Frank Schleck is 3:25 behind Contador. Armstrong, who crossed the finish 2:18 after the leading trio, now trails by 3:55 — ending any hope that he will win the Tour, barring a miracle. And Astana’s hopes of sweeping the final podium in Paris also are in trouble after another Contador attack, this time on the toughest mountain stage in this Tour, with five punishing ascents in succession. When the 2007 Tour champion, teammate Andreas Kloeden and the Schlecks were alone in front on the Colombiere, the Spaniard surprisingly mounted

his own attack on the two brothers, who had tried all day to shake the Spaniard. Contador, too, couldn’t get rid of the Schlecks and instead dropped his teammate Kloeden, who lost significant time to the brothers and dropped to fifth overall. Kloeden started the day in fourth, trailing Contador by 2:17. At day’s end, he was 4:44 back from the leader and 1:19 behind third-place Frank Schleck. The attack prompted much discussion after the stage. Armstrong tweeted: “Getting lots of question why (Alberto Contador) attacked and dropped Kloeden. I still haven’t figured it out either. Oh well.” Contador said he discussed attacking the Schlecks with team manager Johan Bruyneel by radio, who then advised him to take it up with Kloeden. “He told me, ‘Go for it,”’ Contador said later. “Andreas told me that he could attack without problem — but then the Schleck brothers surprised me a lot, and when I saw that it would be hard for me to make a gap, I stopped. “I’m not at all happy with what happened to Kloeden.” Earlier in the stage, Armstrong worked on Contador’s behalf to help him gain time on Bradley Wiggins, a time-trial specialist. Wiggins began the day in third overall, 1:46 behind the Spaniard and only 9 seconds back of Armstrong. On the Colombiere, Armstrong couldn’t keep up when Contador got out front with Kloeden, and the Schlecks, both on the Saxo Bank team. Instead, Armstrong stayed back alongside Wiggins to protect Contador. Had the Texan accelerated right away, it might have allowed Wiggins to close the gap behind Contador.

Todd Helton received a lengthy standing ovation from fans and his teammates after smacking his 500th career double. That was simply a warmup act. Helton followed up the milestone double by hitting the goahead homer in the eighth inning, propelling the Helton Colorado Rockies to a 4-3 win against the Arizona Diamondbacks on Wednesday. “It was a good day,” he said. A good day, indeed. Yet the ever-modest Helton downplayed the landmark hit. The homer was a different story.

“That got us the win,” said Helton, who put the Rockies ahead for good with a solo shot to right-center off Arizona reliever Scott Schoeneweis (12). In the third, the longtime Colorado first baseman laced a shot off the right-field scoreboard for the 500th double of his career. He is the 50th player in major league history to reach that milestone. The game was halted briefly as the crowd gave Helton a hearty hand. There was a video tribute to him, and a team employee came out to second base to switch out the bag for a keepsake. All the while, Helton just stood at second, almost bashful about the occasion.

That’s just him. He’s never liked to be the center of attention, preferring to just quietly go about his business of being one of the best in the game. “It was a neat moment, no doubt about it,” said Helton, who will receive the bag and the ball from the game. “It was cool.” Even Diamondbacks starter Jon Garland thought so, clapping into his glove as the crowd serenaded him with applause. “I respect the guy,” Garland said. Same with Diamondbacks manager A.J. Hinch. Although, he wishes the milestone would’ve come against someone else. “The longevity and consistency it takes to put up that kind of number is pretty remarkable,” Hinch said. “It doesn’t look like there’s any sign of letup.”

To fix a bothersome blister on his right middle finger, Rockies pitcher Jason Marquis tried everything from soaking it in pickle juice to taking more vitamin E. Still, the blister remained a problem. So Marquis is turning to an old-fashioned remedy: rest. Marquis, who leads the majors with 12 wins, will miss his scheduled start Friday and won’t pitch again until Tuesday

night in New York against the Mets. The Rockies are hoping the extra time will give the blister a chance to harden into a callus. Jason Hammel Marquis will take his spot in the rotation Friday night against San Francisco. “I’ve never had this before,” said Marquis, showing off the tip of his middle finger where the troublesome blister has developed. “It’s a trial-and-error

type of situation.” At the All-Star game last week, Marquis sought out Boston Red Sox pitcher Josh Beckett, who’s had some experience battling blisters in his career. Beckett gave him a list of suggestions, all things that Marquis already has tried. Marquis also has used zinc oxide, an infrared machine — which he said promotes healing from the inside — and the age-old baseball remedy of dunking his hand in pickle juice to dry out the blister. No luck — he remains in a pickle with the blister.

He admits the 1988 Saab wasn’t the most comfortable quarters — at one point, he upgraded to a 1992 Saab — but the work he put in eventually paid West off. “It was terrible,” West said. “I did that for a year and a half. It was pretty rough. It was cold. If I ever get upset about how my life is going now, I just remember how it was before. It makes me feel better.” In 2007, life for West became really good. He took third in the slopestyle event at the X Games after getting a sponsor exemption into the contest.

The bronze medal meant more sponsorships, roles in films and, most importantly, no more sleeping in his car. “It’s worked out pretty well,” he said. “I got into the X Games somehow with a sponsorship. Then, it was smooth sailing from there. I got lucky with it.” But now, West — who also won the 2008 U.S. Open Big Air competition and finished third in the 2009 superpipe Dew Tour — is getting sick of the color bronze. Because he hasn’t been on snow in a while, the ramps at Bald Eagle Lake set up perfect for what he’s trying to do. The biggest ramps at Bald Eagle Lake best simulate the ones at the X Games and on the Dew Tour, West said. He’s working on putting together doubles — the new big thing on tour. If Michael Jackson’s death turns into a manslaughter case, prosecutors would have to show that his doctor acted in a negligent or reckless fashion in causing the pop star’s death. The possibility of such a charge emerged Wednesday after authorities served a search warrant at the Houston offices of Dr. Conrad Murray, Jackson’s

personal physician. Murray’s attorney, Ed Chernoff, said investigators were looking for items “they believed constituted evidence of the offense of Jackson manslaughter.” Such a charge does not require an intent to kill, and experts said the focus more likely would be on whether Murray took unnecessary risks in administering a drug or drugs to Jackson. To prove a charge of manslaughter, authorities must show there was a reckless action that created a risk of death or great bodily injury. If a doctor is aware of the risk, there might also be an issue of whether the patient knows that risk and decided to take it. A patient’s complicity in taking the risk could reduce the

doctor’s culpability, said Harland Braun, a prominent Los Angeles defense attorney who has represented doctors in cases involving administering of drugs. “Every drug has a risk,” he said. “In the case of a manslaughter charge, you have to show it was a reckless risk to even administer it and that the drug was administered in a reckless manner.” The search warrants for Murray’s office were obtained by the Los Angeles Police Department. LAPD detectives were joined in the search by agents from the U.S. Drug Enforcement Administration. DEA spokeswoman Violet Szeleczky said the search was focused on records not drugs. Chernoff said agents left with “a forensic image” of a computer hard drive and 21 documents.

Six months in office, President Barack Obama sought Wednesday night to rally support for sweeping health care legislation he’s struggling to push through Congress, expressing support for a surtax on families making more than $1 million a year to help pay for it. Under pressure from Democrats Obama to weigh in personally on the details of legislation, Obama also vowed at a prime-time news conference to reject any measure “primarily funded through taxing middleclass families.” While the session was dominated by health care, Obama said in response to one question that Cambridge, Mass., police “acted stupidly” last week in arresting Henry Louis Gates Jr., a black scholar at Harvard, in his house. Police were called to the house to investigate a possible break-in. Gates produced identification but was arrested on a charge of disorderly conduct after protesting the police conduct. “Now I don’t know, not having been there, what role race played in that,” the president said. But he added that blacks and Latinos often are stopped by authorities in disproportionate numbers. Police have dropped charges initially lodged

against Gates. Obama stepped to the microphone looking grayer than the man who ran for president and took office in January and immediately began confronting the worst economic recession in decades. He defended his decision to set a midsummer deadline for the House and Senate to act on health care, even if it isn’t met. “I’m rushed because I get letters every day from families that are being clobbered by health care costs, and they ask me, ‘Can you help?” he said. If the consequences are high for nearly 50 million Americans who lack insurance, the political impact is huge for Obama, who is putting much of his credibility on the line to gain congressional passage. His stepped-up public role comes as he faces rising criticism from Republicans, sliding public approval ratings and divisions within his party. Obama acknowledged that many people are uneasy about growing federal budget deficits and the fastrising government debt. He said that without a deadline for action, a recent proposal to curtail the growth in Medicare costs would not have materialized “until who knows when.” He said in the past few days, leaders in both houses had agreed to incorporate it into legislation taking shape. Asked whether it was his job to produce a deal on legislation, the president said: “Absolutely, it’s my job. I’m the president. And I think this has to get done.”
