Board of Equalization — are scheduled to hear about 450 such appeals this year, which Commissioner Diane Mitsch Bush said is twice the usual amount. Most appeals are settled between property owners and the Routt County Assessor’s Office, never reaching the level of the commissioners. Last month, Assessor Mike Kerrigan said his department

has received about 2,800 property tax assessment appeals this year. The previous high, set in 2001, was 1,800 appeals, Kerrigan said. Officials think the record number of appeals is largely the result of a perfect storm for property value assessments for tax purposes. While Routt County residents are riding the wave of the recession — struggling to make ends meet and
watching their property values decline — their property valuations, and thus taxes, actually increased this year. The county’s total assessed property value jumped by 38 percent from 2008 to 2009. hen Scott Flower led Rock into the riding arena at Wolf Run Ranch on Saturday night, more than 400 people rose from their chairs out of respect. I can’t imagine that I was the only one who had to bite down hard to control my emotions. Rock, a 22-year-old quarterhorse, was the faithful companion of Gregory Whitfield Scott for more than 15 years until Greg died in his sleep the night of July 20 in a remote cabin in northern Routt County. Greg was Northwest Colorado’s favorite singing cowboy, one of those special personalities who define a community for longtime residents and loyal visitors. Subtract him from the Yampa Valley and the cultural landscape has been irretrievably diminished. But as we’ve learned so poignantly this summer, life must and will go on. Just the same, when the horse that carried Greg down many a trail appeared in the arena on a perfect July evening when sun beams literally streamed down from the clouds, emotions were close to the surface. The horse’s coat had been groomed to such a gloss you’d think he was on his way to the Texas State Fair. His late rider’s boots, filled with spears of white gladiolas, were reversed in the stirrups, a salute typically reserved for fallen cavalry troopers. I don’t want to get all sloppy on you. I wasn’t really that close to Greg. Sure, we had a lot of affable conversations throughout three decades, but so many of you knew the man better than I. Way back in the 1980s, I was honored to make a formal portrait of Greg and his musical partner, Thom Ward, for a CD cover. It’s a little piece of Steamboat history I’ll treasure. But I didn’t think I’d have to struggle to control my emotions at Greg’s celebration of life. During the eulogy, Jack McEncroe recalled the first time he met Greg, a perfect stranger, while pumping gas at the old Husky station on U.S. Highway 40. “He stuck out his hand, said ‘Hi, I’m Greg Scott. I’m setting up to play at the Tugboat! Why don’t you follow me?’ And I followed him.” The chance meeting led to a long friendship. “His twinkling eyes took in everything, and (those details) found their way into his songs. He was Yampa Valley’s ambassador to the world. And yes, John Denver did resemble Greg Scott,” McEncroe said. Recalling one of Greg’s bestloved recordings, he said, “Oh

Lord, I’m longing for those days, of riding with the wind.” Greg spent his last days riding Rock with the Roundup Riders organization in Big Red Park, earning his 20-year badge with that fabled outfit. At night, he and his band played cowboy songs around the campfire. What a time they must have had! Bandmates Eric Barry and Jon Gibbs stood up to reassure the assembly Saturday that Greg’s last day on the planet could not have been more idyllic. He got up Monday morning and was eager to go fishing in King Solomon Creek. The fellows bragged that they caught close to 4,000 fish but kept only 10. The men went to town for lunch, strummed a little guitar in the afternoon and dragged themselves back down to Dutch Creek Guest Ranch for dinner. Life must have been good in Big Red Park last week. “That day, we were like three little boys playing in the stream and picking guitar,” Barry said. “We were all pretty tired, and we actually went to bed at 9:45 p.m. He went with a smile.” All day Saturday, Flower and his wife, Trish, bass player extraordinaire Willie Samuelson and sound man David Buffalo worked like drovers to ensure that Greg’s family would experience a celebration of his life that reflected how much this community loved him. The result was a memorable concert where musicians walked on and off stage in a moveable feast of Western music. Ward observed that Greg lived a life of his own choosing, and proceeded to sing two newly composed songs. “He was singing songs about cowboys and keeping that lifestyle alive,” Ward crooned. “He’s keeping the lifestyle alive. One of Greg’s all-time favorite songs was “Homegrown Tomatoes.” He always sang it with great gusto, and if I had a buck for every time he sang it in public, I could afford a custommade guitar. Someone close to the family shared with me that the majority of Greg’s ashes would find their way home to their West Texas ranch. But at least a handful will be reserved for a special garden plot near his Yampa Valley home in Hayden.

A local couple has signed a lease to reopen the Space Station gas station and convenience store in downtown Steamboat Springs. The station at Seventh Street and Lincoln Avenue has sat vacant for more than two years, and its owner was nearly cited for nuisance issues by the city. Eric and Jodi Dorris, owners of Yampa Valley Services cleaning company and Central Park Laundromat, signed a lease last week with Grand Junctionbased Monument Oil, which owns the property. Eric Dorris said he hopes to have the store open by early September. “I’m shooting for Saturday of Labor Day weekend, but that may change,” Dorris said. “We have a lot of work to do. The list is endless.” Dorris said he is losing the Go-fer Foods tag and that the
entire business will be known simply as Space Station. “It’s going to be just like it was,” Dorris said. “Our goal is to have this revert back to being the locals’ convenience store. … It’s going to be good for the community.” The vacant lot has attracted litter, tall weeds and graffiti. It was surrounded by a chain-link fence in an effort to prevent parking on the site. Earlier this year, the city notified Monument Oil that it was in violation of city nuisance regulations. Planning and Community Development Director Tom Leeson said the company subsequently cleaned up the site and asked that the city not take any enforcement steps while it worked on negotiating a lease. The city agreed, and on Monday, city officials said they were thrilled to hear the property will be used again. JOHN F. In some towns, Williams rents a ballroom or an empty storefront for her temporary shows, she said. Center for Visual Arts Gallery Manager Gabrielle Savage said she was impressed by the scope and interest level of “Spirit of the American West” when she helped host the traveling show at the Depot Art Center in 2008. “It’s like a visual explosion,” Savage said.
Twenty percent of the proceeds from the weekend sale will go to the Center for Visual Arts, a nonprofit organization that features work by more than 80 local artists. The event is the first benefit for the venue since it opened in March, gallery owner Linda Laughlin said. Before the end of the year, the Center for Visual Arts will apply for 501(c)(3) nonprofit status; host a creative fundraiser involving its member artists; bring back the free Wednesday lunch workshops it started during the spring mud season; and serve as a dinner location during the Northwest Colorado Rural Philanthropy Days, Laughlin said. Thirteen years ago, fine art vendor Mary Williams wasn’t selling much of anything at her Boulder gallery. But she wouldn’t let go of her business without a fight. “I was going to go out of business, so I said to my assistant, ‘Go rent us a U-Haul and we’re leaving,’” Williams said. “We left, turned out the lights and locked the door for a month.” The pair loaded some of the antique prints, maps and posters and contemporary paintings featured at Mary Williams Fine Arts into the trailer and headed north and west. They found that the collection sold well in towns that were interested in Western culture, and the business stayed afloat. The operation has been refined through the years to include three to six road shows annually; last year, Williams decided to give Steamboat a try as a new sale location, swapping out longer trips to Montana or Idaho. At 11 a.m. Thursday, the 11th annual “Spirit of the American West” fine art show and sale opens at the Steamboat Springs Center for Visual Arts. Williams’ collection will be on display and available for sale through Sunday, and the gallery will extend its hours through the weekend. “Spirit of the American West” includes about 100 framed pieces and 500 to 600 unframed pieces in two categories: antique maps, prints and posters; and contemporary paintings, Williams said. The collection — mostly but not exclusively featuring Western

Through seven years and a handful of records, the members of Brooklyn-based rock group Akron/Family have been tagged for their experimental approach to the American song, whether it’s folk or rock or something they’ve made up. Recently, Akron/Family has shifted in a new direction, building on what it knew and what it likes to create — a fluid conceptrock-without-a-theme sound that’ll be on display Wednesday at Ghost Ranch Saloon. The show starts at 9 p.m., and tickets are $10 at the door. Dana Janssen — who along with Seth Olinsky and Miles Seaton provides vocals and buffet-style instrumental work for the band — promised an “energetic, diverse, entertaining, dynamic, fun” Steamboat performance in a recent phone interview. An incoherent truth

Right now the fate of health care reform seems to rest in the hands of relatively conservative Democrats — mainly members of the Blue Dog Coalition, created in 1995. And you might be tempted to say that President Barack Obama needs to give those Democrats what they want. But he can’t — because the Blue Dogs aren’t making sense. To grasp the problem, Krugman you need to understand the outline of the proposed reform (all of the Democratic plans on the table agree on the essentials). Reform, if it happens, will rest on four main pillars: regulation, mandates, subsidies and competition. By regulation I mean the nationwide imposition of rules that would prevent
insurance companies from denying coverage based on your medical history or dropping your coverage when you get sick. This would stop insurers from gaming the system by covering only healthy people. On the other side, individuals also would be prevented from gaming the system: Americans would be required to buy insurance even if they’re healthy, rather than signing up only when they need care. And all but the smallest businesses would be required to provide their employees with insurance, or to pay fees that help cover the cost of subsidies — subsidies that would make insurance affordable for lower-income American families. Finally, there would be a public option: a government-run insurance plan competing with private insurers, which would help hold down costs. The subsidy portion of health reform would cost about a trillion dollars over the next decade. In all the plans on the
table, this expense would be offset by a combination of cost savings elsewhere and additional taxes, so that there would be no overall effect on the federal deficit. So what are the objections of the Blue Dogs? Well, they talk a lot about fiscal responsibility, which basically boils down to worrying about the cost of those subsidies. And it’s tempting to stop right there, and cry foul. After all, where were those concerns about fiscal responsibility in 2001, when most conservative Democrats voted enthusiastically for that year’s big Bush tax cut — a tax cut that added $1.35 trillion to the deficit? But it’s actually much worse than that — because even as they complain about the plan’s cost, the Blue Dogs are making demands that would greatly increase that cost. President Barack Obama acknowledged at Thomas his news conference last week that America has made “great progress” in the direction of racial reconciliation and he is living proof of that. Having acknowledged these truths, what should be learned from the incident in Cambridge, Mass., in which

African-American scholar Henry Louis “Skip” Gates Jr. was arrested in his home after a neighbor, Lucia Whalen, called 911 to report “two men” on Gates’ porch trying to force open the front door. According to a statement issued by her attorney and backed by Robert Haas, commissioner of the Cambridge Police, she did not mention the race of the two men. If Whalen were African-American, would that change the dynamic of the conversation we’re having? That two of the officers who came to Gates’ home were minorities — one African-American, one Hispanic — apparently doesn’t count because the arresting officer, Sgt. James Crowley, is white. It also doesn’t count that Crowley teaches a class on racial profiling and that he was named to that post by his boss, an African-American, who attests to his non-racist bona fides. Like President Obama, I know Skip Gates. He recently gave me a personal
tour of the African-American museum at Harvard after we had corresponded about his excellent PBS program “African American Lives.” Gates is a classy guy with excellent social skills and a sharp mind. Also like President Obama, I wasn’t at the scene of the Cambridge confrontation. If one accepts the police report, Gates apparently said things he ought not to have said. Is that understandable? It is certainly human nature. I sometimes get upset when “profiled” by Transportation Security Administration employees because I’ve had difficulty getting off a terrorist suspect list. It is tempting to say, “If I were a terrorist shouting ‘death to America’ you’d probably let me go through,” but because I know it would do no good and that I could be arrested and miss my flight, I hold my tongue. Blue Dogs face their moment of truth and rightly so: a plan without a public option to hold down insurance premiums would cost taxpayers more than a plan with such an option. But Blue Dogs also have been complaining about the employer mandate, which is even more at odds with their supposed concern about spending. The Congressional Budget Office has already weighed in on this issue: Without an employer mandate, health care reform would be undermined as many companies dropped their existing insurance plans, forcing workers to seek federal aid — and causing the cost of subsidies to balloon. It makes no sense at all to complain about the cost of subsidies and at the same time oppose an employer mandate. So what do the Blue Dogs want?
Maybe they’re just being complete hypocrites. It’s worth remembering the history of one of the Blue Dog Coalition’s founders: former Rep. Billy Tauzin of Louisiana. Tauzin switched to the Republicans soon after the group’s creation; eight years later he pushed through the 2003 Medicare Modernization Act, a deeply irresponsible bill that included huge giveaways to drug and insurance companies. And then he left Congress to become, yes, the lavishly paid president of PhRMA, the pharmaceutical industry lobby. One interpretation, then, is that the Blue Dogs are basically following in Tauzin’s footsteps: If their position is incoherent, it’s because they’re nothing but corporate tools, defending special interests. And as the Center for Responsive Politics pointed out in a recent report, drug and insurance companies lately have
been pouring money into Blue Dog coffers. But I guess I’m not quite that cynical. After all, today’s Blue Dogs are politicians who didn’t go the Tauzin route — they didn’t switch parties even when the GOP seemed to hold all the cards and pundits were declaring the Republican majority permanent. So these are Democrats who, despite their relative conservatism, have shown some commitment to their party and its values. Now, however, they face their moment of truth. For they can’t extract major concessions on the shape of health care reform without dooming the whole project: Knock away any of the four main pillars of reform, and the whole thing will collapse — and probably take the Obama presidency down with it. Is that what the Blue Dogs really want to see happen? We’ll soon find out.
Media plays part in blacks’ crime portrayal Thomas continued from 8 To the larger point made by Gates and the president about blacks disproportionately singled out for stops and arrests because of their race: The media have some responsibility in this. Most news reports show blacks as the perpetrators or victims of violent crime. Most news interviews with black mothers (and many TV commercials) have no man in the picture, because in far too many cases there isn’t one. He is the absent father, deceased or in prison. Much of the violent crime in America occurs in low-income neighborhoods.
Race isn’t the cause of these crimes; a social system put in place by liberal Democrats is to blame. That system does not encourage minorities to succeed. It enables them in their victimhood and sense of impoverishment. Liberal Democrats refuse to allow poor black children to escape failing government schools. The welfare system, revised by a Republican Congress and reluctantly signed into law by President Bill Clinton, has doomed several generations of African-Americans to misery, complacency and despondency. Black children who succeed are accused of “acting white” and urged to fall back into the cycle
of failure experienced by many of their friends. President Obama properly apologized to Sgt. Crowley and his department for suggesting they acted “stupidly.” He is also doing the right thing by inviting Professor Gates and the officer to the White House for what one hopes will be a moment of reconciliation. He thankfully has begun (at the recent NAACP convention) to attack the underpinnings of an attitude that still reigns in much of the black community: that failure is someone else’s fault. Black people who have succeeded by playing according to race-neutral rules are testimony to the lie behind that claim.

A couple of local teens are organizing a program that will provide Steamboat Springs’ young adults with access to a number of outdoor activities. Landen Mertz, 16, and his 15-year-old sister, Morgan, are working to start a local Venture Crew. Venture Crew is a youth development program created by Boy Scouts of America for young men and women ages 14 to 20. Brian Berry, a former scoutmaster with Steamboat Troop 194, who was asked by the Mertzes to be the Venture Crew’s advisor, said the program was established by the Boy Scouts in 1995 to keep young

men involved and engaged in outdoor activities after they completed Boy Scouts. The idea to start a Venture Crew in Steamboat had been discussed for years, Berry said, and now that it’s happening, “It’s kind of a thrill.” He said Steamboat is an ideal place for a crew. “We’ve got so many great outdoor opportunities close by,” he said. Berry said crewmembers, with help from their advisor and adult volunteers facilitate the activities. Interested adult volunteers must undergo back-
ground checks and complete program training. “We get to decide what we want to do,” Landen Mertz said. “The kids run it. The adults don’t.” He said activities could include camping, water skiing, wakeboarding, hiking, biking and just about anything else. Other activities could involve travel, he said. Berry said the Venture Crew has a dual purpose of fostering the development of leadership skills and citizenship among young adults by engaging crewmembers with the community. He said they would have volunteer projects and take part in other community events.

n the far northern constellation of Auriga the Charioteer, not far from the bright star Capella, an astronomical mystery is about to play out, as it has every 27 years for the past century. Professional astronomers and citizen astronomers worldwide are watching and waiting for the star Epsilon Aurigae to begin to fade during August. Epsilon Aurigae is an eclipsing binary star, not in and of itself very unusual, but the object that is creating the eclipse remains one of the most puzzling of astronomical mysteries. For an orbiting pair of stars to eclipse each other as seen from Earth, their orbital plane must coincidentally lie almost directly in our line of sight. Only then will the objects pass in front of each other and cause the periodic dimming characteristic of an eclipsing binary star. Take, for example, the famous eclipsing binary star Algol. Every 2 days, 20 hours and 49 minutes, Algol fades to one-third its normal brightness for two hours as the fainter star eclipses the brighter star and then it returns to its

normal brightness. At a distance of 2,000 light years from Earth, the eclipsing binary system Epsilon Aurigae is enigmatic for a number of reasons. It has the longest orbital period of any known eclipsing binary system, 27.1 years, and, whatever it is that eclipses the normal star is far from normal. With its long orbital period, one would expect the eclipse of the primary star to last for several days, if the eclipser were a normal star. Instead, astronomers have observed that the eclipse lasts for two years. Whatever it is that eclipses the primary
star must be huge, and yet, it contributes very little light to the system. Exotic explanations have included black holes and semi-transparent stars, but most of these ideas have been discredited. Instead, astronomers hypothesize that the eclipser is a pair of small, hot stars in a tight orbit, hidden within an enormous torus, or donut, of opaque gas and dust. You can spot the constellation Auriga and its mystery star Epsilon rising in the east before sunrise during August. Epsilon is usually the brightest of the three stars forming the tiny triangle nicknamed “The Kids” just south of the first magnitude star Capella, but when eclipsed, it will become the faintest of the three Kids. Catch it now, before the eclipse begins, and then watch it
fade over the coming months, knowing that fellow skywatchers around the globe are doing the same. Professor Jimmy Westlake teaches astronomy and physics at Colorado Mountain College’s Alpine Campus. the peak of a tremendous real estate run-up that saw some types of property in Routt County increasing by 1.5 to 2 percent a month. “It’s hard for people to understand,” Commissioner Doug Monger said. “They’re hard this year. They really are.” The commissioners have been holding appeal hearings for the past two weeks. In addition to holding them during their regular meetings on Mondays and Tuesdays, they also have been forced to schedule them on Wednesdays, Thursdays and Fridays. On Monday, the commissioners held their first Board of Equalization hearing of the week to consider an appeal by Brian Stahl, a major landowner in the Stagecoach area south of Steamboat Springs. Stahl requested that the assessed valuation of his lots in Youngs Peak Neighborhood be reduced by a third. Stahl disagrees with the way the Assessor’s Office calculated the absorption rate for the 33 lots, which resulted in an absorption period of six years. Stahl argued for nine or 10 years to be used. “This is just wrong,” he said. “I’m getting jobbed here.” The appeal was denied by the commissioners, but Stahl was encouraged to explore appeal avenues so that the confusing method of calculating absorption rates could be clarified and a precedent could be set. “We agree on the math; we just don’t agree on how it should be applied,” Kerrigan said.

Landen Mertz said he learned about Venture Crews after attending the World Scout Jamboree two years ago in London, which brought together Boy Scout troops from across the world. Mertz said his experience with outdoor activities through Boy Scouts and attending high adventure camps in Florida and Minnesota compelled him to start the crew in Steamboat. And he said there was another reason. “My sister never really gets to camp,” he said. “Her friends want to go camping, want to go biking. We’re trying to put this together as a team so we can all do it (together).” Morgan Mertz said she’s involved in Girl Scouts, where some outdoor activities are available, but through Venture Crew, they’ll have funding, adult supervision and insurance. “I love being outdoors and doing fun stuff,” she said. “I wanted a way to do that with my friends. … (Venture Crew’s) a good way for us to get out and be active.” Landen Mertz said he’s been working with a local organization to be the Venture Crew’s charter organization, which is required by the Boy Scouts. There is a $10 annual fee to be a member of Venture Crew, but Landen Mertz said most activities are sponsored by the charter organization. He said the crew conducts additional fundraising for larger or out-of-town activities. The first meeting of the Venture Crew is from 4 to 6 p.m. today at the Howelsen Park volleyball courts. Landen Mertz said hot dogs, chips and drinks will be provided in addition to volleyball and maybe kickball games. After everyone’s had some fun and been fed, Mertz said he would give a presentation about what Venture Crew is and how it works. In addition to providing information, the purpose of the meeting is to generate interest to recruit for Venture Crew. “Hopefully a lot of people are there,” Landen Mertz said.

New home sales increased last month at the fastest clip in more than eight years as buyers eagerly took advantage of bargain prices — a clear sign, economists said, that the real estate market finally be bouncing back. Historically low interest rates and a federal tax credit for firsttime homeowners also helped push home sales to their highest level since November, the Commerce Department reported Monday. Although home prices still are falling across the country, sales have now increased for three months in a row. Construction of new homes is at the busiest level since the fall. And home resales increased in June for the third straight month. “The worst of the housing recession,” said David Resler, chief economist at Nomura Securities, “is now behind us.” And as with the overall economy, the “recovery” is likely to be slow and arduous, he said. Put in perspective, the improvement in sales is modest. The pace of sales for new homes in June was 72 percent below the peak of four summers ago, and there is still an enormous inventory of homes lingering on the market. “There’s been signs of improvement, but we’re a long ways off from being back to a normal market,” said Corey Barton, president of CBH Homes in Meridian, Idaho. Brandon Marshall is one unhappy camper. The recalcitrant Pro Bowl receiver reported to the first day of the Denver Broncos’ training camp Monday after skipping all offseason workouts while rehabbing from a hip operation and protesting his contract and what he feels Marshall was a misdiagnosis of his injury by the team’s medical staff. After catching several passes in the light afternoon workout, Marshall made it clear by his body language and evasiveness during a terse five-minute news conference that he remains dissatisfied in Denver. He said the only reason he reported to Dove Valley after skipping the team’s voluntary workout program and its mandatory minicamp was to avoid the $15,888 daily fines he could have been assessed otherwise. The Broncos’ first full squad workout isn’t until Friday, but Marshall was told to report Monday with the quarterbacks, other veterans coming off injuries and the rookies — though first-round draft picks Knowshon Moreno and Robert Ayers remained unsigned. Also noticeably absent was Marshall’s usual million-dollar smile. Marshall’s agent, Kennard McGuire, and general manger Brian Xanders were seen walking into the team’s headquarters together Monday afternoon, but McGuire declined to reveal what was discussed, and Xanders didn’t return a message. “He said he was coming and he showed up,” was about all McGuire had to sayabout his client.

Fernando Tatis hit a pinchhit grand slam in the eighth inning, and the New York Mets salvaged an otherwise miserable day by rallying for a 7-3 victory against the Colorado Rockies on Monday night. It was the third straight win for the Mets, who have been struggling most of the season on the field and had to deal with issues off it when they fired vice president Tony Bernazard during an awkward news conference hours before the first pitch. The Rockies bullpen had gone 9 2/3 innings without allowing a hit before Tatis connected off Franklin Morales with one out in the eighth. Juan Rincon (2-2) had loaded the bases by issuing walks to Luis Castillo and David Wright, then putting Jeff Francoeur aboard intentionally, before Tatis deposited an 0-2 pitch into the seats in left field. The pinch-hit slam was the first for the Mets since May 30, 2000. Brian Stokes and Pedro Feliciano (3-3) pitched three innings of shutout ball for New York, and All-Star closer Francisco Rodriguez worked a perfect ninth Troy Tulowitzki hit a tworun homer, and Clint Barmes also went deep for the Rockies, who lead the National League wild-card race and had won seven of their first 10 games since the break.

Five world records were set Monday at the world swimming championships. No surprise there. Aaron Peirsol failed to make the finals in the 100-meter backstroke. Now that’s a stunner. Peirsol, the world record-holder and two-time Olympic champion in the 100-meter backstroke, was stunningly knocked out in the semifinals. He was caught off-guard by the lightning-quick times that dealt another beating to the record book on the second day of the world swimming championships.
“It’s just a huge miscalculation,” said Peirsol, the three-time defending world champion in the 100 back. “I thought I was in a much better place, but if you’re looking straight up you don’t see much.” Michael Phelps was taking no chances in his first individual event of the meet. He breezed through the semifinals of the 200 freestyle, but looks to have quite a challenge waiting in today’s final. Germany’s Paul Biedermann, who already knocked Ian Thorpe out of the record book, was the fastest qualifier with a time that was less than a second off Phelps’ world record.
“I thought Phelps would do better,” Biedermann said. “I didn’t give it my all in the last 50 meters. It’s going to be a close race.” There’s been a staggering 11 world records set at the final major meet for high-tech bodysuits, with six more days still to go. The suits — some made of 100 percent rubber — will be banned starting in 2010, but that’s not soon enough for swimming purists who think this Roman speed show is nothing more than a sad spectacle ruining the integrity of the sport. Peirsol was wearing one of those newfangled suits, but it sure didn’t help. His time of 53.22 seconds was nearly a full second behind the top qualifier, Japan’s Junya Koga.
Michael Vick is back in the NFL. Now all he needs is a team to play for. Vick, free after serving 18 months in prison for running a dogfighting ring, was reinstated with conditions by NFL commissioner Roger Goodell on Monday. He could participate in regular-season games as early as October. Vick can immediately take part in preseason practices, workouts and meetings and can play in the final two preseason games — if he can find a team that will sign him. A number of teams have said they
would not. Once the season begins, Vick may participate in all team activities except games, and Goodell said he would consider Vick Vick for full reinstatement by Week 6 (Oct. 18 and 19) at the latest. Goodell suspended Vick indefinitely in August 2007 after the former Atlanta Falcons quarterback admitted to bankrolling a dogfighting operation on his property in Virginia. At the time, Goodell said Vick must show remorse before he would consider reinstating him. “I accept that you are sincere
when you say that you want to, and will, turn your life around, and that you intend to be a positive role model for others,” Goodell said in his letter to Vick. “I am prepared to offer you that opportunity. Whether you succeed is entirely in your hands. “Needless to say, your margin for error is extremely limited,” the letter said. “I urge you to take full advantage of the resources available to support you and to dedicate yourself to rebuilding your life and your career. If you do this, the NFL will support you.” Goodell said he spoke to current and former players and coaches as he weighed his decision and that the responses were “very mixed.”

Even as his chance of winning this year’s Tour de France slipped away, Lance Armstrong earned more than his share of attention. He announced that he was forming a new cycling team with RadioShack for next year’s race. He finished in third — not bad for 37 and more than three years away from the sport. Keeping that excitement alive in 2010 will depend on whether he can contend with 26-year-old champion Alberto Contador. “I’m staying positive,” said Armstrong, who expects to perform better with another season under his belt. “My level will be a little better next year.” It will have to be — the numbers are against him. Armstrong became the second oldest rider to make the podium, after Raymond Poulidor of France — who finished third in 1976 at age 40. Contador already has two titles and is more than a decade younger than Armstrong. The American himself
acknowledged the Spaniard has the potential to become a five-time Tour winner. “Well, he’s that good and he’s not that old, so you can do the math,” said Armstrong, who was bested by his Astana teammate’s devastating attacks in the mountains and power in the time trials. Back to competition this season after 3 1/2 years of retirement, the Texan quickly realized he wouldn’t be able to unsettle Contador on the road and challenged him mentally. Armstrong criticized his teammate’s strategy after the first mountain stage in the Pyrenees, hinting that the Spaniard was running against the team’s common interests. He then revealed tensions within the Astana team because of their rivalry. Even after securing the yellow jersey in the Alps, Contador was confronted by his team for his tactical choices. But the Spaniard didn’t even take a tumble and was so dominant that his reign on the Tour seems as if it could last a long time.
