Every year, Emerald City Opera founder and artistic director Keri Rusthoi asserts that year’s production is the best the company has ever done. She believes the same for upcoming productions of Gaetano Donizetti’s “The Elixir of Love.” With an accomplished faculty and a chorus bulked up by a program for aspiring career opera singers, Rusthoi hopes the operatic comedy will provide

ample entertainment. “I know some people are scared of opera and they think, ‘I’m not going to get it,’” said company member Bjorn Olsson. But the production is in English, it’s funny, and it has great music, he said. “It’s really not that complicated, just come and have a good time,” he said. Tax proposals on agenda Hayden to discuss vote on car-rental, accommodation proposals Blythe Terrell

Hayden Town Council members are slated to decide today whether to put two tax proposals on the November ballot. The council will decide whether residents will vote on adding a 3.5 percent sales tax to lodging and car rentals in Hayden. Also at today’s meeting, council members are scheduled to discuss another settlement for infrastructure work at Lake Village subdivision. The tax discussion will include a public hearing. Town Manager Russ Martin said the town had gotten some questions. “We’ve had a couple from the car-rental industry call us and just want information,” he said. Martin said he expected representatives from that industry to attend tonight’s meeting. Most of the car-rental businesses in Hayden run out of Yampa Valley Regional Airport. Representatives

from Avis Rent A Car and Hertz Rent-a-Car did not return calls seeking comment Wednesday or said they weren’t authorized to talk about the proposals. “Other than that, obviously we don’t really have any lodging going on, so I don’t know if anyone from anywhere else will come in,” Martin said. If the proposed taxes go to voters and get an OK, they’ll push the total sales tax on car rentals and accommodations from 7.9 percent to 11.4 percent. Town Council Member Tim Redmond said he hasn’t gotten community feedback on the proposals. “I haven’t heard a word, which I was kind of surprised by,” Redmond said.

Redmond also hasn’t been cornered in the grocery store by people eager to talk about the Lake Village subdivision. Town Council members are scheduled to return to that issue today. Their agenda includes an amendment to the agreement with Oregon-based Robinson Construction. Robinson has agreed to finish the concrete trail system and the pond landscaping at the subdivision off Routt County Road 53 in southern Hayden. In exchange, the town would give the company the rest of the money from a letter of credit the project’s developers got to guarantee the infrastructure work. That would amount to at least $100,000, according to the proposed agreement. The only remaining work would be the second lift of

Jack McEncroe brings passion and conviction borne of service to his country when he speaks about the U.S. Constitution and his belief that all Americans must be prepared to defend their freedoms against enemies at home and abroad. “It’s time to get back to basics — our founding documents,” McEncroe said Wednesday. “It is our duty as Americans to ensure our founding documents are adhered to.” McEncroe, a former U.S. Marine Corps fighter pilot who flew more than 350 missions in the Laotian theater during the Vietnam War, was speaking to the Routt County Republican Central Committee. However, in the big picture, his intended audience is students in elementary, middle and high schools. His talk to the Central Committee was a means of spreading the word about his availability. McEncroe, who has had a home here for many years, is affiliated with the Joe Foss Institute, which enlists military veterans to spread the patriotic message of the need to defend constitutionally protected freedoms that Americans enjoy. “I’ve given presentations to fourth-graders, eighth-graders and high school students, many of them in (California’s) Coachella Valley,” McEncroe said. He added that after speaking

to one class of high school students in California, the teacher followed up to say that several of the students had been motivated by his presentation to enlist in the Marines. Foss was a legendary Marine fighter pilot and one of the most prolific aces of World War II. He received the Congressional Medal of Honor. His career was remarkably diverse. Foss served as the governor of South Dakota from 1954 to 1958. Beginning in 1959, he was the first commissioner of the American Football League for seven years, playing a role

in establishing the Super Bowl and helping the old AFL merge with the NFL to become the American Football Conference, or the AFC football fans know today. Later, he hosted the weekly “American Sportsman” TV show on ABC. McEncroe was attracted to the Foss Institute’s “Veterans Inspiring Patriotism” program, which matches veterans and active duty members of the military with interested schools and teachers. The 14th Judicial District Attorney’s Office will file charges this morning against Kent Nightwalker, who admitted he shot and killed a bear July 20 near his home in downtown Steamboat Springs. District Attorney Elizabeth Oldham said Nightwalker will be charged with three misdemeanors. They include waste of wildlife, for not taking the bear into his possession, a charge normally associated with hunting; reckless endangerment, for discharging a firearm in public; and disorderly conduct, which prohibits anyone but peace officers from discharging firearms in public unless they are lawfully engaging in target practice or are hunting. “I didn’t endanger anybody,” Nightwalker said Wednesday. “Nobody was around. The people next door (in the direction of where the shot went) were gone. I didn’t recklessly do anything. “It was me and the bear for 45 minutes. There was nobody

coming or anything. I checked it out two or three times. I checked it out two times, and the third time I went out there.” Nightwalker said upon seeing the bear in the alley behind his Eight Street home, he slammed his car door, ran inside and called 911. The dispatcher reportedly told him to go inside and wait until the bear left the area. Call logs show a call was placed from Nightwalker’s phone number at 9:59 p.m. Nightwalker said the shot he fired was intended to scare the 200- to 300-pound male bear away from the alley. Nightwalker said he shot toward the ground near the bear’s feet to scare it away after police didn’t respond to his 911 call. A second call from a neighbor, reporting the dead bear, came at 10:13 p.m. The Division of Wildlife investigated the shooting. Officer Danielle Domson declined to comment until the charges were released publicly today. Deputy District Attorney Ross Prindle said in addition to the DOW report, a report from the Steamboat Springs Police

Department also was evaluated to determine whether charges should be filed. Prindle said the disorderly conduct charge carries a penalty of a $250 to $1,000 fine and three to 12 months in jail. The reckless endangerment charge carries a penalty of a $50 to $750 fine and as many as six months in jail. And the waste of wildlife charge carries a penalty of a $100 fine and points assessed against a hunting license. “I wouldn’t say they’re unfair,” Nightwalker said about the charges, “but I would say that you have to abide by the laws of a community, a city. You have to. I was ignorant. If I had it to do over again, I would have called them (police) and called them and called them until they came to my house.” After the charges are filed today, Prindle said Nightwalker would be issued a summons for his first appearance in court. He said that appearance likely would happen in the next several weeks.

Seminar to focus on energy, climate Former congressman Phil Sharp to discuss coal, energy issues Phil Sharp plans to start his talk today by running through some governmental twists and turns. Sharp, a former U.S. representative from Indiana, is president of Resources for the Future, a nonpartisan Washington think tank devoted to energy and environmental policy analysis. He’s scheduled to speak today as part of the annual Seminars at Steamboat lecture series. Sharp said he’d start by explaining how government policy is made and changed. “We have this major move to remake American energy policy to deal with the climate issues that’s under way in Washington right now,” he said. No one is sure what the answer is or how the discussion will play out, Sharp said. He plans to offer his predictions today. “There is a consensus that something has to be done about the interaction of energy and climate,” Sharp said in a news release, “but we don’t know how to get there yet. There are a lot of serious cost, technical and other questions that need to be worked out.” Jane Stein, a board member

On Saturday, New Orleans six-piece funk band Johnny Sketch and the Dirty Notes will hit the peak of its summer Colorado tour with a spot at Red Rocks Amphitheatre’s Mountainside Mardi Gras. Before the band — which has been together for about eight years and impressed some Steamboat locals with their appearance at this spring’s New Orleans Jazz & Heritage Festival — makes it to Red Rocks, they’ll stop at Sunpie’s Bistro for a free concert. The show is from 7 to 10 p.m. today in the Sunpie’s back yard. “The saxophonist was our bartender when we were in New Orleans for Jazzfest,” said Colleen Miller, co-owner of Sunpie’s. She and Mike Miller lived in New Orleans for 10 years before making the move to Steamboat; they still have a house in the Crescent City and visit twice a year, she said. Johnny Sketch and the Dirty Notes have been playing Steamboat Springs for years, making regular stops at The Tugboat Grill & Pub, said drummer Andre Bohren. Audience members at today’s show can expect a lot of energy coming from the Dirty Notes’ threeman horn section, Bohren said. “It’s very much New Orleansbrand funk, so there’s maybe like some Dirty Dozen Brass Band kind of (feeling). We have a lot of instrumental songs that feature the horns — kind of like a Red Hot Chili Peppers with horns,” he said. Live music today The three singer-songwriters of Austin, Texas-based country rock group The Band of Heathens return to Steamboat Springs after a doubleheader at this winter’s MusicFest and Ski Jam Music Festival. When I look at the incorrigible Kim Jong Il, an insult hurled by the incomparable Billy Wilder comes to mind. Leon Wieseltier, the literary editor of The New Republic, was having dinner with Wilder years ago when the subject of Swifty Lazar, the very famous and very short agent, came up. Putting down his knife and fork, Wilder announced: “That man Dowd should go hang himself from a bonsai tree.” The diminutive North Korean leader has been known to use lifts in his shoes. This time, he demanded some special stature in the form of a diplomatic cameo by our top diplomat’s husband.

There were no bonsais in view, unfortunately. But the two leaders posed, stiff as tree trunks, in front of a mural of waves. Kim Jong Il’s bright smiles were not returned by Bill Clinton. It was strange to see the reclusive Kim so eager and the raffish Clinton so disciplined. Yet the grinning North Korean and stonyfaced American were no doubt both savoring their moment of mutual relevance. The price set by Kim for releasing the two captured American journalists, Laura Ling and Euna Lee, was a few hours basking in the presence of the ex-president who most wanted to visit North Korea. Bill Clinton was willing to bow but not scrape. Hillary sparked an international spat when she said that, as a mother, she understood that the North Koreans were simply unpopular and unruly children misbehaving to get attention.

Now, only two weeks later, those badseed children had managed to command the full attention of her husband. Maybe it was some clever North Korean revenge plot, giving the limelight to Daddy to punish Mommy. Just as Hillary muscled her way back into the spotlight, moving past her broken elbow and grabbing the focus from her bevy of peacock envoys, she was blown off the radar screen again by an even more powerful envoy: the one she lives with. It was a moment unique in the annals of diplomacy. Bill was being hailed as a dazzling statesman who might have changed the stormy weather between the U.S. and North Korea, just as Hillary was beginning an 11-day trip to Africa designed to highlight the subjects she most cares about: do-gooder development and women’s issues. Sebelius: Don’t sweat the details Cal Thomas

Health and Human Services Secretary Kathleen Sebelius wrote an op-ed column for The Washington Post on Tuesday in defense of the Obama administration’s efforts to “reform” health care. She wrote: “President Obama and I are working closely with Democrats and Republicans in the House and Senate and health care experts to make sure we get the details of health reform right. But we can’t let the Thomas details distract us from the huge benefits that reform will bring.” So, the objective is all that matters, not the process by which we get there? The most important words on a contract may be in the small print. Secretary Sebelius tells us not to worry about such things,

but trust your government leaders and anonymous “experts” and leave the rest to us. A growing number of Americans are saying “no thanks.” The details matter because they are about government deciding who gets treatment when they are sick and who does not, who lives and who dies. Are there any details more important than that? Why would anyone trust government with their health and life when there are so many things government already does poorly and inefficiently? Sebelius and members of Congress are fanning out across the country, trying to defend a health care reform plan that is only partially written, unexplainable and still unread by many representatives and senators. In a joint appearance with Pennsylvania Senator Arlen Specter, Sebelius responded to shouts and catcalls from a skeptical audience at the Constitution Center in heavily Democratic Philadelphia. She said Specter

shouldn’t be criticized because the Senate’s version of the bill has not been written. This takes hubris to a new level. It is one thing for a member of Congress to vote on legislation he hasn’t read; it is quite another for government officials to ask for support of a bill that has not been written, at least in the Senate. The attitude of the administration and supporters of its health care plan seems to be: “Take your medicine, and if you don’t like it, or question its effectiveness, you will be sent to your room as punishment because we know better than you, even though 86 percent of you are perfectly happy with the health care you have now. Who are you to question us and our ‘experts’?” The more the public learns what is in the House bill, the less they like it. That’s why the administration wants to rush this through Congress. Dowd continued from 8 The one in charge of world affairs disappeared from the news all day Tuesday. The one out of office dominated the news. His plane is rolling down the runway in Pyongyang with the two pardoned women on board? Zowie! Bill had the additional schadenfreude spritz of knowing that he had usurped three men he’d had fraught relationships with — Bill Richardson, Jimmy Carter and Al Gore (whose media company the women were working for) — by getting the high-profile assignment to rescue the damsels in distress. Richardson, labeled “Judas” by James Carville after he endorsed Barack Obama in the campaign, was reduced to the supporting role of CNN commentator, giving Bill props on protocol: “The fact that he saw Kim Jong Il is huge. He only sees big shots and heads of state.”

It’s fun to speculate whether Bill and Kim discussed the exchange of insults with Hillary. (North Korea issued a jibe back that Hillary was “a funny lady” and that “sometimes she looks like a primary schoolgirl and sometimes a pensioner going shopping.”) You can picture a charming Bill putting matters in perspective: “Pay no mind to that, Kimmie. She’s an amazin’ woman, but she just goes off sometimes. You should hear what she calls me when she gets riled up. An unruly teenager and then some.” Conservatives were screeching, naturally, that the Clinton trip would provide propaganda cover to the North Koreans to continue their nuclear shell game. “Despite decades of bipartisan U.S. rhetoric about not negotiating with terrorists for the release of hostages,” John Bolton wrote for The Washington Post’s Web site, “it

seems that the Obama administration not only chose to negotiate, but to send a former president to do so.” But the former Bush bullies have no credibility on diplomacy. They spent eight years wrecking it, and the score for them on North Korea is 0-6; zero meetings with Kim and enough plutonium for six nuclear bombs. Bill Clinton will bring back valuable information about Kim’s mental and physical health. If we’d had that sort of information about the snubbed Saddam, we would have known that he was in his own spiral of doom, trying to bluff his neighbors, with no need for our shock and awe. Hillary and President Obama look bigger when they share the stage with other talented players. And Barack and Bill may have finally started to put South Carolina behind them — without the need for a beer summit photo-op.

There are other proposals that would achieve the end of reform while preserving the high-quality treatment that is the envy of the world and simultaneously affirming deeply held American values. It is no mystery what needs to be done to reduce costs and improve health delivery services. As Rick Scott, chairman of Conservatives for Patients’ Rights, has noted, “Americans

want lower health care costs, not a government-run system. And there are several reforms we can do immediately to lower costs that won’t cost a dime, (such as) allowing insurers to compete across state lines, requiring doctors and hospitals to post their rates and results to allow consumers to shop around, and creating one standardized reimbursement form for all insurers.” Allowing employees to choose among several insurance policies (a choice available to federal workers, including Congress) would let individuals tailor policies to their needs, instead of forcing them to accept a one-

size-fits-all policy. That, too, would reduce costs. A grass-roots uprising defeated the Bush administration’s ill-conceived attempts at “comprehensive immigration reform.” The groundswell against nationalized health care may have a similar end. If the liberal Democratic congressional leadership forces a bill through anyway, Republicans may have the issue they have been looking for to help them take back at least the House of Representatives in the 2010 election and to stop this “risky scheme” and other “out of the mainstream” programs.

The U.S. Forest Service is soliciting proposals from responsible small businesses for an indefinite quantity contract on the Medicine Bow and Routt national forests. hat’s that really bright star shining in our midnight sky? It’s not a star at all — it’s the planet Jupiter, the largest planet in our solar system. You might have noticed it rising over the southeastern mountains around 10 p.m. The gap between Earth and Jupiter has been closing during the past few months and the two planets will be as close together as possible on the night of Aug. 14, when they’ll be just 375 million miles apart. That’s the night of Jupiter’s opposition to the sun, when the Earth passes directly

This year, Jupiter slowly is sliding westward each night, through the stars of Capricornus, the Sea Goat, just east of the misty star clouds of the Milky Way. Jupiter has no solid surface to stand on Jupiter’s four giant moons. A small telescope will show them even better. It’s fascinating to watch the moons dance around Jupiter, changing their positions each night. Jupiter is a different kind of planet than Earth. It is a colossal ball of hydrogen and helium gas, held together by its enormous gravity. Jupiter has no solid surface to stand on. If you tried to land on it, you would just sink down into its deep atmosphere and eventually splash down into an ocean of liquid hydrogen, thousands of miles deep. With your telescope, you

can see alternating light and dark cloud stripes in Jupiter’s atmosphere, as well as its famous earth-sized storm, the Great Red Spot. Recently, a comet or asteroid crashed into Jupiter’s atmosphere and exploded with the energy of thousands of nuclear bombs. The explosion left a dark, sooty cloud that astronomers have been monitoring carefully to understand the nature of such events. This is a stark reminder that collisions do occur in our solar system and we shouldn’t think of ourselves as immune from similar impact events. Interesting, isn’t it, that by studying Jupiter and the other worlds in our solar

system, we learn much about our own planet Earth? Spot Jupiter for yourself in the southeastern sky this month during the late evening. Professor Jimmy Westlake teaches astronomy and physics at Colorado Mountain College’s Alpine Campus. He is an avid astronomer whose photographs and articles have been published all around the world. He was very passionate, and he loved to skate.” A friend of the family, Ellen Johnson, said she remembered Shane as a 3-year-old waving at her in church when he was supposed to be sitting still and quiet. “He used to wave right up close to his face so no one could see,” she said. “People always told me not to encourage him like that, but I always waved back.” Jeff described several other memories, including at his own wedding, where Shane strutted around in his tux with his memorable smile lighting up the room. Shane went to Mesa State College for a year before returning to Craig and going to work at Carelli’s Pizza. He told his friends he was having “the best summer of his life,” going to concerts, skateboarding, longboarding and being with his friends.

Antonucci: New formula makes sense Housing continued from 1 land costs be calculated at 25 percent of construction costs. The fee generated by the initial formula then is discounted by 75 percent. That’s because of a 25 percent “leverage ratio” and the city’s belief that they will be able to leverage collected fees with funds from federal housing programs. “The theory is that the money that we’re getting has additional value because you can leverage it,” Planning and Community Development Director Tom Leeson said. In an e-mail sent to the city, Summit Combined Housing Authority Executive Director Jennifer Kermode said her organization has had “very little” success leveraging its money with federal funds. In another e-mail, city of Boulder Community Development Program Manager Jeff Yegian said the $2.6 million Boulder spends on affordable housing each year is leveraged by $1 million from federal programs. The new fee also includes a $2,500 administrative charge.

City staff had recommended $5,000. While opponents may use approval of the new formula as ammunition against City Council — candidates for this year’s election have claimed current members are too prodevelopment — City Council President Loui Antonucci said the new formula makes more sense. “It was based on sales price earlier, but we were never going to buy stuff. We were going to build it,” he said. “I never really agreed with that philosophically.” Since the funds will be used to build affordable housing, Antonucci said it makes more sense to base the formula on construction costs. He noted that sales prices as high as $850 a square foot were built into the previous formula. “Why would you do that? I don’t live in a house that costs $850 a square foot,” Antonucci said. “I don’t have any friends who live in a house that costs $850 a square foot.” The new formula was created — based on council mem-

bers’ direction — by city staff members who worked with a group of community members. Leeson said the group included representation from the development community, the Community Alliance of the Yampa Valley, bankers and others. When the formula was finalized for Tuesday’s City Council meeting, however, the city could not assemble the entire group and worked only with developer Paul Franklin as a representative of the working group. Earlier this year, City Council suspended linkage, the second component of the city’s affordable housing ordinance. Linkage is an impact fee that requires developers to mitigate — with units or a fee — a percentage of the work force housing requirements their projects are thought to create. Shane Braselton’s family, friends and acquaintances always will remember him in shorts, a T-shirt and a worn baseball cap. “He always wore that cap,” his mother, Pam, said. “Ever since he was about 5 years old, he was wearing some kind of cap.” Shane BraselBraselton ton died July 29 in Grand Junction after falling off his skateboard in Craig. He was 20. During a funeral Wednesday at St. Michael Catholic Church, Shane’s brother, Jeff, gave a eulogy that carried the memories of his family and close friends. Shane’s father, Gary, also

remembered his son’s standard wardrobe. “Even in the dead of winter, dad remembered the countless times Shane left the house wearing shorts,” Jeff said. “He’d offer to drive him, but Shane said he’d walk. He liked to walk everywhere.” More than 100 family and friends gathered in the church to say goodbye to Shane, someone Jeff called a “laid-back, compassionate dude.” Shane was born Nov. 30, 1988, in Gillette, Wyo. From the moment he was born, he wasn’t afraid to wear his emotions on his sleeve. His mother remembered how, as an infant, he loved to count to 30 and would sit on her lap and plant 30 hard kisses on her cheek. “He loved his family, and he never wanted to leave them,” Jeff said. “And he was never shy about conveying his feelings.

World Cup returns to Aspen

It will be turkey and technical races at this year’s Aspen Winternational. On Thanksgiving, two days after the lifts open for the 200910 season, women’s World Cup racing returns to Aspen Mountain for a sixth consecutive year. Two-time defending World Cup overall champion Lindsey Vonn, of Vail, and the world’s top women will compete in giant slalom Nov. 28 and slalom the next day, the Aspen Skiing Co. announced Tuesday. It is the circuit’s lone U.S. stop of the season and falls a little more than two months shy of the Vancouver Winter Olympics. While an early date presents great challenges (the resort is hosting Thanksgiving weekend races for consecutive years after alternating between November and early December dates from 2004 to 2007), it also creates a multitude of oppor-

tunities, said John Rigney, the Skico’s vice president of sales and events. “You’re trying to prep a mountain for the skiing public, we’re up against fall temps, and you’re trying to get everything else across the four mountains ramped up for business,” Rigney said. “Thanksgiving does have its opportunities, though, in that it’s a great way to kick off the season. ... We’ll be on worldwide television on Thanksgiving weekend.” One hundred million people watched the Aspen World Cup races last year on television, and 10 million watched them live in Europe, Rigney said. “We’re a global resort, and to get that message out internationally that we’re open for business, we’ve got snow, and we’ve hosted a couple of great races, it’s huge,” Rigney added. While it has a “small degree of preference” for a December date — one that provides “more of a weather cushion and fewer gray hairs,” Skico Senior Vice President David Perry joked

While the international ski community’s decision to give Aspen the early date puts pressure on the resort (coincidentally, the last time a Winternational race was postponed was in December 2007 when snow postponed the much-anticipated return of “America’s Downhill”), Perry said it also is a compliment. “Even with the huge weather challenges, we’ve been able to pull off excellent events,” he said. The U.S. Ski Team, U.S. Ski and Snowboard Association and International Ski Federation have seen the Skico do it and appreciate it, Perry added. “I think that’s one of the reasons they like coming to us in November,” he said. “Not many resorts in the world can pull off reliable races (this early).”

The local weather forecast for the next few days is dry and windy with chances of lightning — it’s not quite red alert level for local fire protection agencies, but it’s getting close. “It’s fire weather for sure,” said Ross Wilmore, with the U.S. Forest Service. Colorado wildfires have been on the rise in recent weeks, and local fire officials are paying close attention to the fire danger. Depending on the area, the fire risk in the White River National Forest is high, very high or extreme, Wilmore said. “We’re looking at the wind blowing maybe into Sunday,

and there’s a couple of fronts coming through — for that reason we are concerned with fire danger,” he said. We want people to “be really careful this weekend out in the backcountry with fire — it will be hot, dry and windy.” Heavy rains in June and July actually have made fire fuels a little bit worse, said Charlie Moore, fire chief at the Eagle River Fire Protection District. The extra fuels aren’t necessarily a major risk, he said, but they could help a fire burn more intensely. “It’s not that uncommon to see high fire risk in August and September,” Moore said. “It’s pretty normal, actually.” This is the time when all the fire preparations that local fire officials have warned about for

months become really important, said Eric Lovgren, Eagle County’s fire mitigation specialist. Things like pulling back brush and weeds around homes and getting rid of other flammable materials around homes are extremely important, he said. Residents need to take it upon themselves to know how to protect themselves and their homes, said Mark Miller, the Vail fire chief. Vail and Eagle County’s Firewise programs send fire experts to homes to look at the dangers. Miller said more people took advantage of the program last year but that residents still can schedule an appointment for the free service. “Each homeowner needs to have a self-awareness,” Miller said.

Colorado Gov. Bill Ritter says he won’t ask for a tax hike in 2010 to help balance the state budget. Ritter said Wednesday the recession is hurting state residents, and it’s not a good time to ask them to pay more. A company that operates Colorado excursion trains is reportedly interested in reviving the Ski Train between Denver and the Winter Park resort. The Denver Post reported Wednesday it obtained a letter from Iowa Pacific Holdings to the Union Pacific Railroad about operating ski service over UP tracks. A company owned by billionaire Phil Anschutz operated the Ski Train on that route until April, when it was dropped because of costs, schedules and other problems. Chicago-based Iowa Pacific told The Post it’s premature to talk about reviving the service. The company owns railroads in Arizona, Colorado, Illinois, New Mexico, Texas and Washington.

Two American journalists held captive in North Korea since March endured meals of rice with rocks, more than four months of isolation and the constant fear they would be sent to a gulag. Facing sentences of 12 years hard labor, they were allowed only sporadic contact with each other, let alone the outside world. Then, suddenly this week, they were brought into a meeting with none other than Bill Clinton, who helped win their release and flew home with them for a tearful reunion with their families. “We could feel your love all the way in North Korea,” an emotional Laura Ling said. “It is what kept us going in the darkest of hours, and it is what sustained our faith that we would come home.” Ling and Euna Lee sobbed and embraced their husbands and Lee’s 4-year-old daughter, Hana, in the sleek hangar of a Burbank airport after a 9 1/2hour flight from Japan. It was the last stop following their release from North Korea after an unusual diplomatic rescue mission headed by the former president. In a voice shaking with sobs, Ling recalled how their time in captivity came to an abrupt end after she and Lee were summoned to a meeting and found the former president standing there. “We were shocked, but we knew instantly in our hearts that the nightmare of our lives was finally coming to an end, and now we stand here, home and free,” she said. While questions swirled about the delicate negotiating dance that led to their release, Ling only talked about their

Negotiations to save the dwindling “cash-for-clunkers” fund dragged out in the Senate on Wednesday, prompting Majority Leader Harry Reid to warn vacation-bound lawmakers they might be stuck in the Capitol a few more days if they don’t pass a $2 billion replenishment for the car rebate program quickly. The government said it had spent $775.2 million of the $1 billion fund through late Tuesday, accounting for nearly 185,000 new vehicles sold, with buyers receiving rebates of up to $4,500. President Barack Obama has said the program would go broke by Friday if not replenished by Congress. That’s the same day the Senate was to follow the House into a monthlong recess, a looming break that Senate leaders often use to prod their colleagues past standoffs. Reid did just that on Wednesday, threatening to start a series of procedural votes that would eat into the coveted August break if Republicans and a handful of Democrats did not agree on whether to pass or change the replenishment approved last week in the House.

Brad Bingham won the Town Challenge mountain bike race men’s pro division for the third consecutive race, finishing the daunting and roundly saluted Emerald Mountain course in 53 minutes, 29 seconds. Forty-two minutes and 45 seconds later, Andy Weynand crossed the same finish line at the base of Howelsen Hill. He too extended a streak, adding

They didn’t all wear biking jerseys; some simply donned t-shirts. They didn’t all wear clip-in shoes; some tied on dirty sneakers. After winning two regional junior tournaments in a little more than a week, Houstonbased golfer Chris Lauinger wasn’t too sure about his chances of finding the same

success at the Haymaker Junior Championships. “I was plus seven through the first eight holes,” Lauinger said. “I wasn’t playing that well, and I thought that I might be in trouble.” But birdies on No. 9 and No. 13, both par fives, gave Lauinger some hope as he headed toward

the clubhouse. He managed to par the last hole to finish at 79 and keep his hopes for a third title alive. “I wasn’t too sure where the other guys were, but I thought I might have a chance,” Lauinger said. Skyler Martin, the only golfer left on the Haymaker course

Penn Lukens entered the 18th annual Lakeland Bi-Tri Classic on Saturday in Canton, Ill., for something fun to do while he visited his grandparents. But as soon as he got off his bike, Penn, 14, realized the fun time could turn into a victory. So facing his least-favorite third of a triathlon — this time, a mile run — Penn did all he could to get through it. The end result was a win in the youth division in a time of 25 minutes, 49.15 seconds. “I don’t know; I didn’t really expect to get first or last,” Penn said. “I was expecting to finish in the middle. When I was the first one off my bike, I thought I better run hard so I can get first.” The youth triathlon consisted of a 200-yard swim, 3-mile bike ride and mile run. Penn’s sister, Meghan, was part of a team that finished second in the women’s division. Penn, who also plays lacrosse, skis and enjoys mountain biking, said it was his first triathlon in more than a year — something he envisions changing in the future. “Yeah, I’ll probably do them again,” he said. “I might start them again next year.”

Bonesaws impressive at Breckenridge tournament The Steamboat Springs Bonesaws won the consolation bracket at Saturday and Sunday’s 2009 Quickstick Lax Tournament in Breckenridge. In a tournament that features top club teams from all across the state, Steamboat went 4-1, beating 5280 in the consolation bracket championship on Sunday. “It was good,” Steamboat defenseman Todd Wichelhaus said. “We knew going in Breckenridge was a high-level tournament.” Most of the teams were chalked full of professional and former Division I players. Steamboat opened Saturday with a win before getting beat in the quarterfinals. From there, Steamboat won three straight games behind a stingy defense and opportunistic goal scoring. Led by Wichelhaus, Sam Lane, Conor Barrett, Dave Shively, Kevin Bertrand, Joseph Lauber and Andy and Jake Flax, Steamboat was easily able to secure the consolation championship. “It’s kind of nice the club is maintaining the foundation of guys and every year brings new guys in,” Wichelhaus said. “It’s

nice to build off of what we’ve done in years past.” With the win, Steamboat earned a first-round bye in the Aspen Tournament, Aug. 15 to 16.

5 Steamboat swimmers compete at state meet Five Steamboat swimmers went to the State Seasonal Club Meet, held Friday, Saturday and Sunday in Fort Morgan. Keala Fraioli, Lucy and Clare Franklin, Amanda Walker and Brenden Carta all competed. Swimmers had to qualify for the meet. Fraioli finished first in 100-yard IM, 100 freestyle, 100 breaststroke and 50 breast. She also finished second in the 50 free and 200 free and third in the 50 back. “I had some of my friends I met at other meets to push me, and I had my wonderful coaches,” Fraioli said. “It’s the best meet of the season I’ve had.” Walker got third in the 100 free, 50 free, 25 fly and 25 free. She also got second in the 25 breast. Clare Franklin finished third in the 200 free and fourth in the 500 free, and Lucy Franklin finished seventh in the 400 IM, 50 free and 100 back. Brenden Carta finished third in the 100 breast, fourth in the 50 free and fifth in 100 fly.

When Pines learned that his family would be vacationing in Steamboat Springs this week, the first thing he did was jump on the Internet to find out when the Haymaker Championships were scheduled to take place. “I played in this tournament two years ago and finished third,” Pines said. “It was just a lot of fun.” “I started off pretty well,” Pines said about his effort Tuesday. “I didn’t focus on my score; I just tried to make pars and not make any double bogies.”

The plan paid off as Pines avoided trouble for most of the round. “I doubled one hole,” Pines said. Jake Lauinger, Chris’ younger brother, kept the pressure on most of the round. He finished second at 42. Luke Dennahy was third at 46. Fischer Matthew was first in the 9- and 10-year-old division with a nine-hole round of 47. Charlie Smith was second at 55 and McKenyon King was third with a round of 73. The juniors will have one more chance to play for titles this weekend during the annual parent-junior tournament. One of his best rides of the season netted him second place. “It’s good to be up in the pack because you know you’ve been doing pretty well,” he said. “I’ve been third in all the other races. It felt good to finish second.” He wasn’t the only racer to enjoy a good day. Kelly Boniface again won the women’s expert division, finishing in 1:04:02. Karen Tremaine, riding a single-

speed bike, was second among the women, finishing at 1:07:11. Katie Lindquist was third in 1:10:20. Bingham, meanwhile, was ahead of Robinson and Peter Kalmes, who was third at 55:59. “I’m feeling good and training better,” Bingham said. “I’m working with Jon Freckleton at Aspire, and it’s been really good.”

Steamboaters finish well at Laramie Enudro race Barkley Robinson led a crew of local riders Saturday at the Laramie Enudro 111-kilometer race in Laramie, Wyo. Facing a long and difficult course that took riders down dirt roads, across singletrack, through muddy ditches and even scrambling over barbed wire fences, Robinson prevailed in the top men’s class. He won the men’s pro/open division in 5:09:38.

“It was a pretty cool race,” Robinson said. “It’s just a challenge to stay on course. I did the race a few years ago and got way, way off course and lost really bad. Every year people have mishaps like that. It’s always a little bit of an adventure out there.” Robinson was only the first of a strong contingent of Steamboat riders to finish. Kelly Boniface was second in the women’s pro/open division in 6:04:41. Katie Lindquiest was fourth in that race, and Rose Alford finished 19th. Peter Kalmes was fifth behind Robinson and ahead of Jamie Morgan in seventh, Nate Bird in eighth, Ron McKinstry in 33rd and Rob Lutz in 82nd. Karen Tremaine finished third in the women’s single-speed division. It can be 100 degrees on the line, even when the fire still burns far away. Still, crews scurry to dig trenches, pull bushes, chop down trees and haul away wood. It’s hot, dirty, tiring work. But there is no alternative. Not for nearby landowners who fear their property might go up in smoke and not for some of the men and women who strive to hold the line. About 100 firefighters and support personnel responded to the Allred Fire this week in western Moffat County. Officially, it

got its name from Allred Peak, a hilltop southwest of Sand Wash Basin near the fire’s origin. Moffat County residents might know about the fire because of the all-red sky that lit up during Monday night’s sunset, an illumination of heat and smoke. The blaze consumed 2,064 acres before crews from the Bureau of Land Management, U.S. Forest Service, National Park Service, U.S. Fish and Wildlife and Moffat County Sheriff’s Office had it 90 percent contained by Wednesday evening. Thanks in part to those on the line. The line is where firefighters take a stand. They cut down

trees and dig at the ground until there’s no vegetation left. They have to move quickly, and they have to do it right, or the fire will do exactly what everyone is trying to avoid: spread and consume. “This area on Tuesday had all the action,” said Hans Casperson, a squad leader for the BLMsponsored Craig Hotshots fire team. “There was one helicopter after the other dropping buckets and buckets.” The Hotshots are something of a mercenary group. The government will assign them anywhere in the country they might be needed. They go, and several of them said they long for the call.
