Just get yourself a guitar and learn to play real music
W
elcome to the age of the “Guitar Zero.” You may fool yourself into thinking you’re playing “Stairway to Heaven” on your PlayStation 3, but it’s only a half step above air guitar. The cover story of Sunday’s The New York Tom Ross Times PILOT & TODAY Magazine is an indepth, and I have to say fascinating, look at pop culture. The article, by Daniel Radosh, provides a behind-the-scenes look at the creation of the new video game The Beatles: Rock Band by Harmonix, which is owned by MTV. The game allows gamers to simulate playing along with classic Beatles tunes. The article is titled “While my Guitar Gently Beeps,” and I’m really envious of the headline writer. Paul McCartney says the game is groovy, but it may not be a coincidence that Sir Paul and Ringo, along with the widows of John Lennon
and George Harrison, are looking forward to the release of re-mastered Beatles CDs next month. RollingStone magazine reports the new CDs are set to drop Sept. 9. That’s the same date the game will be released. The article by Radosh goes into the phenomenon of cranky people such as myself who have hostile reactions to fake guitar video games. I still say there’s no excuse for
piddling your time away playing Guitar Hero 5 — due in stores any day now — or The Beatles: Rock Band. Especially not when an equivalent amount of money will buy a perfectly playable Takamine acoustic guitar at First String Music in Steamboat. That’s right, for $100, proprietor Steve Boynton will sell you a real guitar, with strings and everything. He’ll even sign you up for lessons! And if it turns out that you really don’t like practicing guitar after all, you can easily re-sell a brand name guitar to another Guitar Hero convert. Or, better yet, give it to a niece or nephew. Alternately, you could shop for a new or used guitar at Mr. Money on Ninth Street. If you think you can’t afford music lessons, look for endless free lessons on YouTube. Or shop for an instructional DVD. The DVD will allow you to take the same lesson over and over until you master it. And don’t worry — you won’t hurt Boynton’s feelings. “I remember after Guitar Hero II came out, I had people come in and say, ‘I’ve been playing Guitar Hero for a while now, so it shouldn’t be that hard to learn to play real guitar, right?’” Boynton said Monday.
Wrong, Mr. Purple Haze Breath. Expertise in Guitar Hero or Rock Band does not translate into the ability to play a real guitar. That’s the whole point — you have to be motivated (even if your motivation is meeting members of the
opposite gender) and you have to be willing to practice. Don’t get me wrong. I understand that people derive many hours of harmless enjoyment from playing digital guitar games. It just makes me regretful to think those hours of digital pantomiming could be spent learning to play a real musical instrument and reaping the lifetime of fulfillment that comes with it. I’ve actually attempted Guitar Hero — it takes skill and practice. However, as someone who has been a pretty crummy guitar player for decades, I can assure you, picking up your Wii controller and jamming with Aerosmith does not provide the same release of tension as plugging your own bad-to-the-bone axe into a practice amp, popping a concert DVD into your home stereo system and jamming along with Eric Clapton and Buddy Guy. Or, if you’re more talented than me, you could invite friends to sit around the campfire and sing “Michael Row the Boat Ashore” while you strum C, F and G7 chords. Heck, maybe you should throw an E minor in there. Yep, that’s an important chord in that song. And it’s one of the easiest chords you will ever learn. What? Michael Row the Boat doesn’t float your boat? A simple three-chord version of ZZ Top’s “Sharp Dressed Man” can be played using D, C and G chords. You easily can find the lyrics on the Internet. If you aspire to becoming a rock star wannabe, people, at least get yourself an electric guitar and take some time and learn how to play — even a little bit. ’Cause every girl’s crazy ’bout a sharp-dressed man. Routt County Riders advocates for bicycle paths and legislation, while working to create and maintain trails and organize bicycle-based events. “We felt there were greater opportunities for us to move forward with fundraising if we had 501(c)3 status,” Craigen said. He said the group will work on the application process over the winter. The club also will change its organizational structure to a board of directors. The club had used a member-elected panel in the past, but Craigen said the group now is operating under an executive committee, formed of previous leaders. The committee will appoint members to a board. In an effort to raise funds and increase membership, the

Routt County Riders is stepping up fundraising efforts and organization as the bicycling advocacy group solidifies and earns nonprofit recognition. Routt County Riders is in the process of becoming a 501(c)3 group, giving it a nonprofit status and allowing the group to apply for more funding than otherwise would be available. President Robin Craigen said the move will help the growing organization raise more money and achieve greater goals. “Because of the scope and the range of things that we were getting involved in, it was totally overwhelming our abilities as a volunteer organization,” he said. To remedy that, the group in May hired Jackie Brown as a part-time executive director for the organization. “Every indication is, this is going to be a big step forward for Routt County Riders,” Craigen said. Brown, who works at Marabou Ranch, has experience in nonprofit work from her time working for the charities division for the Phoenix Coyotes hockey team. By applying for the nonprofit status, Craigen said the organization will be eligible for more

Christine Epp first got the idea to send books and supplies to a tsunami-destroyed school in the Solomon Islands after meeting a Hayden High School student, a native of the islands, whose sister taught there. With the girl’s help, Epp, then a kindergarten teacher at Hayden Valley Elementary School, began sending supplies to the Three Swallows School on the tiny island of Gizo, east of Papua New Guinea, in 2007. One problem: It’s expensive to ship things across the globe. Last year, after Epp began teaching first grade, the project continued — under the name “Classroom Bridging Continents” — with help from a local grant provided by the Legacy Education Foundation. Epp’s class sent books and supplies to the school, after it was rebuilt following the April 2007 tsunami. And when the upcoming school year begins Sept. 8 — after being awarded a $2,000 Unsung Heroes grant from ING, a global financial services company — Epp’s new class will continue the project, hopefully expanding it to elicit help from other classes at the school. Epp, who was born and raised in Hayden and

has taught in the district for 27 years, said Monday that she plans to get some of her students from last year’s class as ambassadors to enlist the help of the rest of the school. She said the project is important because it helps her students understand citizenship, stewardship and diversity, and it provides them with an idea about what life is like in another place.

It was the blooper heard round the world. In an editorial denouncing Democratic health reform plans, Investor’s Business Daily tried to frighten its readers by declaring that in Britain, where the government runs health care, the handicapped physicist Stephen Hawking “wouldn’t have a chance,” because the National Health Service would consider his life “essentially worthless.” Krugman Hawking, who was born in Britain, has lived there all his life, and has been well cared for by the National Health Service, was not amused. Besides being vile and stupid, however, the editorial was beside the point. Investor’s Business Daily would like you
to believe that Obamacare would turn America into Britain — or, rather, a dystopian fantasy version of Britain. The screamers on talk radio and Fox News would have you believe that the plan is to turn America into the Soviet Union. But the truth is that the plans on the table would, roughly speaking, turn America into Switzerland — which may be occupied by lederhosen-wearing holey-cheese eaters, but wasn’t a socialist hellhole the last time I looked. Let’s talk about health care across the advanced world. Every wealthy country other than the United States guarantees essential care to all its citizens. There are, however, wide variations in the specifics, with three main approaches taken. In Britain, the government itself runs the hospitals and employs the doctors. We’ve all heard scare stories about how that works in practice; these stories are false. Like every system, the National
Health Service has problems, but overall it appears to provide quite good care while spending only about 40 percent as much per person as we do. By the way, our own Veterans Health Administration, which is run somewhat like the British health service, also manages to combine quality care with low costs. The second route to universal coverage leaves the actual delivery of health care in private hands, but the government pays most of the bills. That’s how Canada and, in a more complex fashion, France do it. It’s also a system familiar to most Americans, since even those of us not yet on Medicare have parents and relatives who are. Again, you hear a lot of horror stories about such systems, most of them false. French health care is excellent. Canadians with chronic conditions are more satisfied with their system than their U.S. counterparts. And Medicare is highly popular, See Krugman, page 9

For the past month, I have watched British media report and comment on the American health care uproar. American cable networks also are available here. The back-and-forth reporting and commentary resembles a replay of the War of 1812, this time with verbal salvos. Conservative American politicians and commentators fire at the British National Health Service system and the British Thomas fire back, sometimes on the same program, repeating the Democrats’ mantra of how 47 million Americans are “uninsured” and how medical treatment in the United States depends on how much patients, or their

insurance companies, will pay. Here, they say, health care is “free,” thanks to taxpayers, a minority of which (i.e. the successful) bears ever-greater amounts of the burden. A conservative British politician trashes the NHS on Fox News and the BBC carries an excerpt, along with a defense of the NHS by other British politicians, including Tory leader — and prime minister in waiting — David Cameron. In an apparent effort to outflank the critically ill Labour Party, Cameron promises to strengthen the NHS. The British media are conflicted. They patriotically defend the NHS while simultaneously acknowledging its serious shortcomings. One example: A recent Daily Mail editorial praised the NHS for its free care and universal availability, but then added, “Our survival rates for breast, prostate, ovarian and lung cancers are among the worst in Europe, despite huge additional expenditures.” Free is nice, but
best is better. Beyond the headlines are some disturbing trends within the NHS that ought to serve as a warning to Americans, should they wish to abandon, rather than improve, our current system for treating the sick. Last week, a London Times story began: “Hospitals Creaking Under the Strain as NHS Vacancies Are Left Unfilled.” The story reported that socialized medicine has created a shortage of doctors, nurses and other clinical staff. As of March 31, a survey found a 5.2 percent vacancy rate in these critical fields, compared to a 3.6 percent vacancy rate a year earlier. According to the Times, “Qualified nurses and midwives are retiring at a greater rate than newly trained staff can enter the professions.” A poll conducted by the Royal College of Nurses See Thomas, page 9 Bruce Tinsley

too easily undermine the whole effort. But a Swiss-style system of universal coverage would be a vast improvement on what we have now. And we already know that such systems work. So we can do this. At this point, all that stands in the way of universal health care in America are the greed of the medical-industrial complex, the lies of the right-wing propaganda machine and the gullibility of voters who believe those lies. In his column published in Saturday’s Steamboat Today, Krugman mistakenly asserted that Sen. Johnny Isakson was responsible for a provision in a House bill that would allow Medicare to pay for end-of-life counseling. In fact, Isakson is responsible for a provision in a Senate bill that would allow a different, newly created government program to pay for such counseling.

as evidenced by the tendency of town-hall protesters to demand that the government keep its hands off the program. Finally, the third route to universal coverage relies on private insurance companies, using a combination of regulation and subsidies to ensure that everyone is covered. Switzerland offers the clearest example: Everyone is required to buy insurance, insurers can’t discriminate based on medical history or pre-existing conditions, and lower-income citizens get government help in paying for their policies. In this country, the Massachusetts health reform more or less follows the Swiss model; costs are running higher than expected, but the reform has greatly reduced the number of uninsured. And the most common form of health insurance
in America, employment-based coverage, actually has some “Swiss” aspects: To avoid making benefits taxable, employers have to follow rules that effectively rule out discrimination based on medical history and subsidize care for lower-wage workers. So where does Obamacare fit into all this? Basically, it’s a plan to Swissify America, using regulation and subsidies to ensure universal coverage. If we were starting from scratch, we probably wouldn’t have chosen this route. True “socialized medicine” undoubtedly would cost less, and a straightforward extension of Medicare-type coverage to all Americans probably would be cheaper than a Swiss-style system. That’s why I and others believe that a true public option competing with private insurers is extremely important. Otherwise, rising costs could all

British, Canada care need full examination found that among 8,600 young people, aged 7 to 17, “only 1 in 20 considered nursing to be an attractive career.” Anthony Halperin, a Trustee of the Patients Association, said: “Nursing staff see that there are higher rewards in the private sector while doctors and dentists no longer see medicine as a career for life or are having their hours cut back by European legislation. All of this has negative outcomes for patients.” A man attending a town meeting in America and who opposes the Democrats’ reform plan said on Fox News, (and replayed on BBC): “Have you seen British teeth?” Anyone wishing to revise America’s medical system
and model it after Britain and Canada ought to thoroughly examine how these health care systems function before plunging into the same pool. A reasonable conclusion is that these systems require long waits and treatments (if you can get them) that are inferior to the U.S., based on government “guidelines” that frequently approve care only if the patient is deemed “worthy of the investment.” As a symbol, Adolf Hitler has been overused, but the philosophy behind the horrors he unleashed can be found in the beliefs of some of those who would use the power of the state to determine who gets help and who doesn’t. The 1933 Sterilization Law was one of Hitler’s first acts after taking power. Called
“The Law for the Prevention of Genetically Diseased Offspring,” it required compulsory sterilizations for those deemed by the state to be “racially unsound,” including people with disabilities. In a posting on the Huntington’s Disease Web site at www.hdac.org/features/article. php?p_articleNumber=384, Phil Hardt, who along with his wife visited the Holocaust Museum in Washington to study the Third Reich’s view of medicine and the sick, reached this conclusion: “Perhaps when you reduce a human being to nothing more than an ‘element,’ they somehow become easier to abuse and later kill.” As with a journey, so it is with inhumanity: Both begin with a single step.

Council to address ‘virtually vacant’ Iron Horse Inn nance, which provides rules for businesses such as strip clubs and adult book stores. “I don’t see this as a whole lot different than that,” Hays said. “Just like you have regulations for an adult book store or a liquor store, you should have them for a marijuana dispensary.” Kevin Fisher said Aug. 5 that he thought a moratorium was unnecessary and that it was unfair to compare a dispensary to an adult-oriented business. “There’s absolutely no correlation there,” he said. “This is a legitimate remedy for people who suffer from a wide range of medical issues. … You have to get rid of the stigma.” Colorado’s Amendment 20 made the medical use of marijuana legal, with restrictions and a doctor’s recommendation, beginning in 2001. There
is little oversight of dispensaries at the state level. Other Western Slope communities — such as Basalt, Frisco, Silverthorne and Breckenridge — have approved similar moratoriums. Steamboat City Council members, however, responded coolly when the idea was presented to them two weeks ago without prior notice.
Also on the table The City Council will receive an update tonight from Deputy City Manager Wendy DuBord about the Iron Horse Inn, which is on track to suffer a $500,000 loss this year. The city borrowed $5.3 million in 2007 to purchase the Iron Horse Inn to provide affordable, work force housing for city employees and others. It since has suffered several setbacks including a bed-bug infestation and the falling out of a contract with a local property manager.
The inn now is “virtually vacant,” according to a city staff report, and council members will be asked whether they want to contract with New West Inns — which owns and operates the Comfort Inn in Steamboat — to manage the Iron Horse Inn as a nightly rental facility or have the city manage the inn itself. Both scenarios are projected to result in six-figure annual losses. Council members also will consider today the approval of a pre-annexation agreement with the developers of 360 Village; the first reading of an ordinance instituting a surcharge on violations of the municipal code including parking and traffic violations; the first reading of an ordinance that would prevent developers from demolishing property at the base of Steamboat Ski Area without an approved plan for redevelopment; and the second reading of

Band played in ‘Titanic’ Gaelic Storm continued from 5 orchestras across Europe. She came to Colorado for the snow in the late 1990s. “I did the ski thing and realized I needed a bit more to stay interested and employed, and then I just hounded Strings in the Mountains for about three months, I think,” Burns said. The festival eventually gave Burns a job and a way to stay involved in music. “It was a fantastic grounding in festival production and sound and lighting, and I met some incredible musicians who really encouraged me to go for it myself,” she said. During her five years in Steamboat, Burns founded and played fiddle for the Irish band Shenanigans. The group was the house band at an Irish pub in Ski Time Square and featured
local musicians including Bob Shaffer, Von Wilson and John Aviza. Gaelic Storm got an early boost when its members appeared as the sinking ship string band in the 1997 blockbuster “Titanic.” With seven fulllength records, seven headlining appearances at the Milwaukee Irish Fest and hundreds of concerts from then until now, the band has developed an infectious, danceable sound Burns said appeals to all ages. Judge Michael O’Hara said he agreed the photos were “shocking,” but ruled the scientific evidence they contained outweighed the possibility of prejudice. “We’re a pretty small rural community,” Epp said. “A lot of kids here don’t have experience with kids in other places. Our lifestyle — there’s a range in different incomes, jobs and careers, but the diversity isn’t as wide as bigger schools. Our kids don’t have that different exposure. “I’ve always thought it was important to expose them to different people and to help out,” she added. “We have a responsibility to be good stewards and citizens to the community, country and the world.” Last year, she said, her students collected donations and used the grant funding to ship the books and supplies. This year, Epp said her students will create “ABC books,” which will be sent to the school in Gizo as a teaching tool and to inform the students there about what
life is like in Hayden. She said the books would identify something for each letter of the alphabet. For the letter “A,” for example, Epp said her students could write the word “airport” then take photographs or draw pictures of Yampa Valley Regional Airport. Epp said the grant will pay for a digital camera, printer and paper to make the books, and the rest of the funding will be dedicated entirely to shipping costs. Hayden Valley Elementary Principal Rhonda Sweetser described Epp as vibrant, exciting and fun to be around, in addition to being a loving and caring teacher. Sweetser said when she heard about Epp’s project, she wasn’t surprised. “That’s just the type of person Christine is,” Sweetser said. “She’s the type of person who’s
a go-getter and likes to do different things. … She sees a need and takes care of it.” Epp said the reality of last year’s program sank in for her students when they received pictures from the school. “That made a big impact,” she said. “They really liked helping the kids and improving the lives of people in another place.” Epp was one of 100 teachers recognized by ING as “one of the nation’s most innovative educators” from a group of more than 2,000 applications, according to a news release. When scores from the Colorado Student Assessment Program come in, work at the Moffat County School District has just begun. This year, the district will look at root causes and effects of declining proficiency scores. Although there has been growth in isolated areas from year to year, the number of students performing at a proficient or advanced level is lower than
the district would like. “It’s a concern,” assistant superintendent Christine Villard said. “The students’ learning, as measured by the CSAP, is at a lower level than the state average.” In the reading category, only two grade levels had a percentage of proficient and advanced at or above the state average. In writing, none of the grades were performing at those averages. In math, two grade levels performed at or above state averages.
1 juror dismissed from trial Hankins continued from 12 enforcement on recorded confessions that he cut off his wife’s hands, legs and head after choking her unconscious and hitting her twice in the head with a crowbar. The jury heard three such recorded confessions made by Terry Hankins to law enforcement last week during the trial’s first few days. Galloway testified that the wounds on Cynthia Hankins’ body, both the physical trauma to her head and the cuts made in dismembering her body, were consistent with the story Terry Hankins gave law enforcement. That is, Galloway found the body was dismembered after her death and the wounds to her head could have happened before death. However, during the defense’s cross-examination, Galloway said it was possible the injuries to Cynthia Hankins’ face where she was struck by a crowbar could have come after death. In that scenario, Cynthia Hankins actually could have died from strangulation when Terry choked her unconscious. Galloway testified he definitely could conclude Cynthia Hankins’ cause of death because of the body’s advanced state of decomposition after being buried for about three months before law enforcement exhumed the remains at Terry Hankins’ gold claim north of Craig. However, one photo also showed Cynthia’s brain bled at least a little after she was struck in the eye with a crowbar. Galloway said that could suggest she was alive before the strike. At the same time, the photo of Cynthia Hankins’ injuries caused by the second crowbar attack did not show any bleeding, which could suggest she was dead when that attack occurred. If Cynthia Hankins died by strangulation, that would seem
to fit with the defense’s claim that Terry Hankins killed Cynthia Hankins out of self-defense after she attacked him with a fan in their bedroom. The prosecution has claimed Terry Hankins killed his wife after she refused to have sex with him. The defense has shown through witness testimony that Terry Hankins did report to the Craig Police Department that Cynthia Hankins abused him at different times during their marriage and that she had a criminal history in Texas that included various cases of her assaulting others. The prosecution has shown through witness testimony and Terry’s recorded confessions that Terry has given different accounts of what happened the night of his wife’s death. Those include some statements that he instigated the physical altercation that ended with him killing Cynthia Hankins. Galloway’s testimony came on the same day O’Hara excused one of the jurors from any further participation in the trial. No information about why the juror was dismissed was available by press time. The juror in question was a man, which leaves the jury at 10 men and three women left to preside in the case. The prosecution also called Blake Abdella, an evidence technician with the Police Department, who discussed several items law enforcement found at Cynthia Hankins’ burial site. Those included pounds of clothing, as well as some knives, bloody bedding materials and various sexual and pornographic items. Terry Hankins has stated in recorded confessions that he buried his wife with all of her belongings and the items he used during the killing and moved her body parts to his van after dismembering her.

Earthquake hits 4.4 on scale

The ground trembled briefly Monday night in Craig as Western Colorado experienced its first earthquake in more than three years. An earthquake measuring 4.4 on the Richter scale originated about 12 miles north of Craig, the U.S. Geological Survey’s National Earthquake Information Center in Golden reported Monday night. The earthquake occurred at about 8:55 p.m. As of press time Monday
night, there had been no structural damage reported in Craig as a result of the event. By 10 p.m., about 115 people had reported feeling the earthquake to the NEIC. Most of the reports were in Craig, but some were from Hamilton and Hayden, the NEIC reported. “The intensity that people described feeling is intensity 3, which is a weak amount of shaking and no damage,” NEIC geophysicist Richard Buckmaster said. He said earthquakes, particularly the kind experienced
Monday night in Craig, aren’t totally unusual. “This magnitude is certainly not out of the expectation of anywhere in the U.S.,” Buckmaster said. “It can happen almost anywhere. … It certainly doesn’t happen very frequently, but it’s not completely unexpected.” Monday night was the first earthquake in Western Colorado since a tremor measuring 3.8 on the Richter scale occurred in February 2006, five miles west of Glenwood Springs, according to the National Weather Service in Grand Junction.

Silverthorne officials are pondering what regulations to put in place for medical marijuana dispensaries as they process the town’s first business application to sell the drug. In the meantime, the town has issued a 90-day moratorium on other applications as they discuss what the hours of operations should be for the dispensaries and how close they can be to schools and other public places. Town Manager Kevin Batchelder said the moratorium won’t affect the business application for High Country Healing because that proposed dispensary already was considered a drug store or pharmacy under the town’s old codes. Batchelder said there’s little
guidance on what rules to put in place for medical marijuana dispensaries because they’re relatively new. Town officials said they’re also paying attention to what other municipalities are doing to regulate dispensaries. Frisco and Breckenridge, other Summit County towns, also have put 90-day freezes on processing applications for medical marijuana dispensaries. Before its moratorium, Frisco approved a permit for a dispensary at one of its shopping centers. Commerce City, about 20 miles northeast of Denver, also is drafting regulations. There are about 60 medical marijuana dispensaries in Colorado. More than 9,100 people are registered to use medical marijuana in the state, according to the state health depart-
ment. Officials there have said that the number of people in the state’s medical marijuana registry has grown at such a rate that as many as 15,000 people could be signed up by the end of the year. In 2000, Colorado voters passed a constitutional amendment allowing medical marijuana dispensaries, making the state one of 13 in the country with such a law. The state health department proposed limiting medical marijuana suppliers to helping only five patients at a time, but the state health board rejected the idea in July. The state’s chief medical officer, Ned Calonge, said the state needs to implement more restrictive rules on dispensaries or warned that the medical marijuana program could “continue to grow out of control.”

communities are underserved by the health care system and that 14 counties have no hospitals. “This is a way to deliver health care to rural Colorado communities where there are no doctors,” Ritter said. UnitedHealthcare is partnering with the state’s rural health program and Centura Health, with assistance from the Colorado Rural Health Center, to allow physicians using computers and electronic medical equipment to diagnose and treat patients from hundreds or thousands of miles away. Beth Soberg, chief executive officer of UnitedHealthcare of Colorado, called it “the house call of the 21st century” and said it will allow specialists in cardiology, dermatology, lung problems and diabetes. The program sets up a test
project in four communities that have yet to be identified that will treat 4,800 people a year. “The goal of this program is to augment the communities’ existing health care systems and provide more convenient access to people who need health care services,” said Lou Ann Wilroy, executive director of the Colorado Rural Health Center, a nonprofit organization that runs the state Office of Rural Health. Wilroy said Colorado has had telemedicine programs for years, including the North Colorado Medical Center’s dermatology and psychology program and a program at Swedish Medical Center working with eight rural hospitals to treat strokes. She said the new telehealth program combines treatment with education and research.

Some state employees could face furloughs DENVER
Furloughs could be in store for employees of the Colorado state legislature. House and Senate leaders ordered cuts Monday to trim about $1 million from the legislature’s budget. The savings include the possibility of furloughs or lowered salaries for about 300 people who work for the legislature. The final decisions are left up to legislative department heads. The plan also calls for cutting out-of-state travel expenses for lawmakers and delaying some computer upgrades. On Tuesday, Democratic Gov. Bill Ritter plans to announce a budget for next year that will slash hundreds of millions in state spending.

Colorado Springs police say the 59-year-old anti-tax crusader and another man, Douglas Stinehagen, were arrested at a Costco store Saturday on a misdemeanor trespassing charge. A manager at the Costco store told The Gazette that Bruce was “making a scene” and that shoppers complained. Bruce said the proposal he was collecting signatures for would eliminate “stormwater and secret utility taxes.”

Police have arrested an SUV driver witnesses say hit a cyclist on Interstate 70, then stopped to look at the hurt man before fleeing the accident. The accident happened Sunday near Evergreen in Jefferson County. Witnesses told police that the driver, 57-year-old Jeffrey Detlefs, hit and dragged a cyclist who was riding on the shoulder. Witnesses say Detlefs stopped, looped back toward the victim, but then drove off. Police say some witnesses stopped and tried to block Detlefs, but he fled. Police say Detlefs’ license plate fell off at the scene, though, and he was apprehended a short time later. The hurt cyclist, 52-yearold Rex Hegyi, was airlifted to a Denver hospital with serious injuries.

Wealthy American clients of Swiss bank UBS AG used sham corporations set up in havens from Hong Kong to the British Virgin Islands as part of their efforts to evade U.S. taxes, according to documents filed in Florida and California court cases. The shell corporations, or “pass-through entities,” were key elements of the tax-evasion schemes, but they also helped federal investigators snare the UBS clients. It’s cheap to set up the shell corporations in countries with little or no income tax and a lenient regulatory system, said Martin Press, a tax attorney with the Gunster law firm in Fort Lauderdale, Fla. The most recent UBS client to plead guilty to tax charges, John McCarthy of Malibu, Calif., used a Hong Kongbased entity called COGS Enterprises Ltd. to open a UBS account in 2003. A statement of facts signed by McCarthy shows that he had more than $1 million transferred from his U.S.-based businesses to the
secret UBS account opened in the COGS name. “It is absolutely typical. They usually use one or more pass-through entities,” Press said. “The common thread of all of them is that it is relatively inexpensive to create. The threat of violence looms over Afghan presidential election Thursday. And not just from Taliban militants. Abdullah Abdullah, a former foreign minister who is President Hamid Karzai’s top rival, told a crowd of flag-waving supporters in Kabul on Monday that he will win the election — “if they don’t steal your votes,” confident rhetoric that analysts say could stoke a violent backlash if his supporters believe they’ve been cheated. Serious questions over the fairness of the balloting could result in a winner without real legitimacy — a serious problem in a country where the central government is struggling to exert control beyond the capital. The U.S. is spending millions of dollars and pressing a new military offensive this month to make sure the voting comes off well.
Abdullah, a trained ophthalmologist who has railed against government corruption, isn’t the only one who expects fraud. Voting observers warn that cheating will most likely take place at polling stations in remote or dangerous areas where independent monitors won’t be able to be present. A black market for voter registration cards is said to be flourishing, and a suspiciously high number of women — far more than men — have been registered to vote in culturally conservative provinces where Karzai expects to do well among his fellow ethnic Pashtuns who form the majority there. Mindful of the possibility of cheating, Secretary of State Hillary Clinton called Monday for “credible, secure and inclusive elections” and urged Afghans “to make election day secure, to eliminate fraud, and to address any complaints fairly and quickly.”

Women’s rights activists alleged Monday that Afghan President Hamid Karzai has used a constitutional loophole to enact a law that allows minority Shiite Muslim husbands to refuse food and money to their wives if they deny them sex. The activists suspect Karzai took the step to appease conservative Shiite clergy ahead of Thursday’s presidential election. Nearly 20 percent of Afghans are Shiites and could become an influential voting block as Karzai contests for a new five-year term.

Eyes glued to the TV, Y.E. Yang’s family on the island of Jeju stayed up all night to watch the South Korean face off against world No. 1 Tiger Woods at the PGA Championship. Even South Korea’s president, Lee Myung-bak, watched the tournament live on TV. He later phoned Yang to offer his congratulations. “I woke up at dawn today to watch the broadcast, and you played in a calm manner,” Lee told Yang, according to the president’s office. “First of all, you enhanced our people’s morale by winning the major title for the first time as an Asian.” Lee also praised Yang for persevering despite personal difficulties, calling his win a “come-from-behind victory” that was all the more valuable because of his life story, his office said.
Russia: Missing ship found, crew is OK MOSCOW
The high seas mystery over the freighter Arctic Sea was far from solved Monday after the Russian navy found the ship off West Africa, far from the Algerian port where it was supposed to dock two weeks ago. Defense Minister Anatoly Serdyukov informed President Dmitry Medvedev that the Russian-crewed freighter had been found safe about 300 miles from Cape Verde and that the 15 crew members were taken aboard another vessel for questioning.

That didn’t take long. On the first business day, after Brandon Marshall was exonerated from battery charges following a trial Friday in Atlanta, his agent, Kennard McGuire walked into the Broncos’ headquarters between training camp workout sessions Monday. Two NFL sourMarshall ces said McGuire sought out Broncos’ management to get a feel for the team’s position on giving Marshall a contract extension. The Broncos told McGuire that at this time they were not willing to rework his deal that has one year and $2.2 million remaining. Marshall then reiterated his trade demand that he first issued in June. The Broncos again told Marshall on Monday that they would not trade him. Amid this contract disagreement was another issue that caused Broncos chief operating officer Joe Ellis to personally apologize to Marshall. A teammate had told Marshall that a member of the Broncos’ public relations staff was telling players after their preseason game Friday what to say if they were asked about Marshall’s acquittal. According to one source, the players were told, “Don’t say you’re happy for Brandon. Say it’s good for the organization that this is behind us.” Marshall, thinking the P.R. staffer was getting a directive from a superior, met with Ellis on Monday. Accompanying the receiver was Harvey Steinberg, the lawyer who represented Marshall at his trial. Ellis apologized to Marshall during the meeting. A team source said the P.R. staffer was independently offering the advice.

The morning after Y.E. Yang became the first Asian golfer to win a major championship, Peter Cho was too excited to go to work. So he grabbed his teenage son, Alex, and headed for the driving range. The Chos were hitting balls Monday morning at Majestic
Golf Land, a three-story golf center near the city’s Koreatown neighborhood. For South Koreans, Yang’s stunning win — over Tiger Woods, no less — in the PGA Championship was inspiring, even though many are Tiger fans. “When Tiger wins, Korea’s happy. When a Korean wins, Korea’s happier,” Cho said. “It
couldn’t be any better for us.” The golf world was still abuzz Monday after Yang’s astonishing victory. The South Korean who grew up on a root-vegetable farm and had frustrated ambitions of being a body builder beat the world’s best golfer. And did he ever do it in style — fending off Tiger with a couple of seriously ice-cold shots. First there was that 60-foot chip for eagle after Woods threatened
to make birdie on No. 14. And on the last hole, clinging to a one-shot lead against the man who had never before lost when he started the final round of a major atop the leaderboard, Yang hit the shot of his life. His 3-iron hybrid cleared a bunker and settled 12 feet away. Yang finished off the birdie for a championship he — and new fans all across the world — won’t forget.

Stephen Strasburg and the Washington Nationals agreed to a record contract just before Monday’s midnight deadline, a four-year deal that will pay the hard-throwing right-hander slightly more than $15.1 million.
The San Diego State pitcher was selected first by the lastplace Nationals in June and set the mark for the most money guaranteed to a drafted player. That’s been held since 2001 by pitcher Mark Prior, who received a $10.5 million, five-
year contract after he was selected with the second pick, behind Joe Mauer. “He’s chomping at the bit to get out on the mound. He’s ultra-, ultra-competitive,” acting Nationals general manager Mike Rizzo said, “and I think he was getting a little tired of sitting around the house.” Strasburg was among 16 of
32 first-round picks without announced agreements heading into the final day. Only three first-round picks failed to sign, and the deadline didn’t apply to one of them.
