“I’ve probably put in a couple hundred hours on it, and I’m not sure I’m going to have it done in time,” Potyen said. The sculpture meshes his love for art projects — in addition to pieces of the Creative Community sculpture, Potyen’s driveway boasts a colorful tarantula made from old satellite dish parts — with his profession as a piano player and
music teacher. Potyen is one of six local artists or community groups scheduled to participate in Creative Community. The project began in 2008 and was based on a similar contest at a salvage yard in San Francisco, said Stacy Weinberg, salvage yard manager for Home ReSource. See ReSource, page 13

The semi-annual scavenger hunt known as Yampa River Cleanup Day, from 10 a.m. 2 p.m. Friday, promises to round up the last layer of litter left behind by people recreating on and along the Yampa River during the summer. The Yampa through downtown Steamboat Springs is flowing at its lowest level of the season — 90 cubic feet per second — and low flows expose nearly all of the remaining refuse. Cleanup organizer Peter Van De Carr says to expect the unexpected Friday. “It kind of falls into a couple categories, there’s the stuff that river runners bring along — sunglasses and Coors beer cans, and flip-flops, and there’s industrial stuff like auto parts left from the old Detroit rip-rap (car bodies

Plans for a controversial South Valley gravel pit first proposed earlier this decade have returned — but intense public opinions about the proposal
have not. The Routt County Planning Commission today will review a pre-application for the proposed Steamboat Sand and Gravel Mine and a subsequent Land Preservation Subdivision, or LPS. The proposal is for 147 acres — 87 of which would be mined — six miles south of Steamboat Springs on the east side of Colorado Highway 131. On Tuesday, county planner Ross Easterling said he was surprised and concerned by a lack of public comment on the proposal, which is similar to a LaFarge West project approved by the county in 2005 after years of heated debate. “It was contested quite heavily” before, Easterling said. “It’s kind of concerning that this has gone under the radar. … In any event, I just wanted to make sure the public is aware of this.” The LaFarge permit was never executed and expired. LaFarge had filed a complaint in Routt County District Court contesting several provisions of the permit including the requirement of a conservation easement, the elimination of a concrete batch plant, fog mitigation requirements, restrictions on hours of operation and a limit on the maximum area of site disturbance. The court ruled in favor of the county. Chip Coe and Jarle Halsnes are representing Steamboat Sand and Gravel, but Ed MacArthur is shepherding the proposal through the planning process. MacArthur is the managing partner of Alpine Aggregates, which would operate the gravel operation if it is approved. County regulations require mining operations, at their conclusion, to reclaim mining sites and create an “aesthetically pleasing site or reclaimed area
At a glance Steamboat Sand and Gravel Mine ■ No asphalt or concrete plants ■ Life of pit: 18 to 20 years depending on market ■ Anticipated mining: 300,000 tons per year ■ Proposed hours of operation: 7 a.m. to 5:30 p.m. Mondays through Fridays; 8 a.m. to 4:30 p.m. Saturdays as needed in summer ■ Plan to mine 5 acres at a time while reclaiming previous 5 acres at the same time ■ Visual screening in the form of more than 350 cottonwoods on berms, as well as wetlands enhancement, would be done at the front end of the project

that will blend with or improve upon the surrounding areas.” The county prefers agricultural land or wildlife habitat. Steamboat Sand and Gravel Mine is proposing the creation of an LPS with five, 5-acre home sites and a remainder parcel of 107 acres that includes 37 acres of lakes. While the applicant argues the resulting LPS meets the requirement for an “aesthetically pleasing site or reclaimed area,” Easterling said county planners have concerns. “It’s kind of a double-dipping,” Easterling said. “What we look for is land to be mined and then left as a benefit … to kind of give the neighbors a break after years of putting up with it.”

Dispensary ordinance issues discussed Brandon Gee
PILOT & TODAY STAFF
STEAMBOAT SPRINGS
The Steamboat Springs City Council’s discussion with the residents of West Acres Mobile Home Park dominated Tuesday’s meeting, but it was far from the only issue of significance on the agenda. Council members also took their first look at a proposed ordinance regulating marijuana dispensaries in city limits. Dispensaries are popping up in several Western Slope communities, and the ordinance council is considering was spurred by several inquiries to the city by people hoping to open dispensaries in Steamboat. The city enacted a 90-day moratorium
on such businesses last month, but not before two dispensaries opened their doors. Under the draft ordinance, future medical marijuana dispensaries would be allowed as a permitted use, with conditions, in some commercial and industrial zone districts, but they could not be located on the pedestrian level on Lincoln Avenue or Yampa Street. Council members told city attorneys to scale back some of the more restrictive provisions of the draft ordinance, including one that would prevent dispensaries from operating within a mile of each other. Council members also said dispensaries should be allowed to operate from 7 a.m. to 7 p.m. rather than 8 a.m. to 5 p.m., as was originally suggested
by staff. Council added, however, a requirement that dispensary operators be required to undergo background checks and stuck by the suggestion that dispensaries be prevented from using the word marijuana or depictions of the marijuana plant in signs or advertising. Also Tuesday, council members voted, 4-1, to move forward with a plan to install several energy-efficient and renewable energy upgrades to its facilities citywide. The cost of the project — which includes lighting upgrades, solar system installation and optimization of heating and air conditioning systems — is estimated at $1,050,000, See Council, page 11

COMMENTARY
Do you have something to say about a story we’ve written?
High-five nation David Brooks
THE NEW YORK TIMES
On Sunday evenings, my local NPR station airs old radio programs. A few weeks ago it broadcast the episode of the show “Command Performance” that aired the day World War II ended. “Command Performance” was a variety show that went out to the troops around the world. On V-J Day, Frank Sinatra appeared, along with Marlene Dietrich, Jimmy Durante, Dinah Brooks Shore, Bette Davis, Lionel Barrymore, Cary Grant and many others. But the most striking feature of the show was its tone of self-effacement and humility. The allies had, on that very day, completed one of the noblest military victories in the history of humanity. And yet there was no chest-beating. Nobody was erecting
triumphal arches. “All anybody can do is thank God it’s over,” Bing Crosby, the show’s host, said. “Today, our deep down feeling is one of humility,” he added. Burgess Meredith came out to read a passage from Ernie Pyle, the famous war correspondent. Pyle had been killed just a few months before, but he had written an article anticipating what a victory would mean: “We won this war because our men are brave and because of many things — because of Russia, England and China and the passage of time and the gift of nature’s material. We did not win it because destiny created us better than all other peoples. I hope that in victory we are more grateful than we are proud.” This subdued sentiment seems to have been widespread during that season of triumph. On the day the Nazi regime fell, Hal Boyle of The
Associated Press reported from the front lines, “The victory over Germany finds the average American soldier curiously unexcited. There is little exuberance, little enthusiasm and almost none of the whoop-it-up spirit with which hundreds of thousands of men looked forward to this event a year ago.” The Dallas Morning News editorialized, “President Truman calls upon us to treat the event as a solemn occasion. Its momentousness and its gravity are past human comprehension.” When you glimpse back on those days you see a people — even the rich and famous celebrities — who were overawed by the scope of the events around them. The war produced such monumental effects, and such rivers of blood, that the individual ego seemed petty in comparison. The problems of one or two little people, as the movie line had it, didn’t amount to a hill of beans. See Brooks, page 9
A world of hurt Bob Herbert
THE NEW YORK TIMES
President Barack Obama took a bit of a victory lap on Wall Street on Monday, declaring that the economy had been brought back from the abyss and “the storms of the past two years are beginning to break.” The president and his economic team (and the Federal Reserve) deserve credit for moving quickly to prevent a full-blown collapse. A year ago, amid the panic that accomHerbert panied the implosion of Lehman Brothers, there were serious fears that the United States was headed toward another Great Depression. Now, with the financial sector stabilized and economists predicting that the Great Recession is nearing an
MALLARD FILLMORE
end, the sighs of relief coming out of Washington and Lower Manhattan are understandable. But this is no time to lose sight of the wreckage all around us. This recession, a full-blown economic horror, has left a gaping hole in the heart of working America that is unlikely to heal for years, if not decades. Fifteen million Americans are locked in the nightmare of unemployment, about 10 percent of the work force. A third have been jobless for more than six months. Thirteen percent of Latinos and 15 percent of blacks are out of work. (Those are some of the official statistics. The reality is much worse.) Consider this: Some 9.4 million new jobs would have to be created to get us back to the level of employment at the time that the recession began in December 2007. But last month, we lost 216,000 jobs. If the recession technically ends soon and we get to a point where some modest number of jobs are cre-
ated — say, 100,000 or 150,000 a month — the politicians and the business commentators will celebrate like it’s New Year’s. But think about how puny that level of job creation really is in an environment that needs nearly 10 million jobs just to get us back to the lean years of the George W. Bush administration. We’re hurtin’ and there ain’t much healin’ on the horizon. A national survey of jobless workers by a pair of professors at Rutgers University shows just how traumatized the work force has become in this downturn. Two-thirds of respondents said they had become depressed. More than half said it was the first time they had ever lost a job, and 80 percent said there was little or no chance that they would be able to get their jobs back when the See Herbert, page 9 Bruce Tinsley

Where has humility gone in America? Brooks continued from 8 You also hear a cultural reaction. As The Times of London pointed out on the day of victory, fascism had stood for grandiosity, pomposity, boasting and zeal. The allied propaganda mills also had produced their fair share of polemical excess. By 1945, everybody was sick of that. There was a mass hunger for a public style that was understated, self-abnegating, modest and spare. Bing Crosby expressed it perfectly on “Command Performance,” as Gregory Peck, Dwight Eisenhower and George Marshall would come to express it in public life. And there was something else. When you look from today back to 1945, you are looking into a different cultural epoch, across a sort of narcissism line. Humility, the sense that nobody is that different from anybody else, was a large part of the culture then.
But that humility came under attack in the ensuing decades. Self-effacement became identified with conformity and self-repression. A different ethos came to the fore, which the sociologists call “expressive individualism.” Instead of being humble before God and history, moral salvation could be found through intimate contact with oneself and by exposing the beauty, the power and the divinity within. Everything that starts out as a cultural revolution ends as capitalist routine. Before long, self-exposure and selflove became ways to win shares in the competition for attention. Muhammad Ali would tell all cameras that he was the greatest of all time. Norman Mailer wrote a book called “Advertisements for Myself.” Today, immodesty is as ubiquitous as advertising, and for the same reasons. To scoop up just a few examples of
self-indulgent expression from the past few days, there is Joe Wilson using the House floor as his own private “Crossfire”; there is Kanye West grabbing the microphone from Taylor Swift at the MTV Video Music Awards to give us his opinion that the wrong person won; there is Michael Jordan’s egomaniacal and self-indulgent Hall of Fame speech. Baseball and football games now are so routinely interrupted by selfcelebration that you don’t even notice it anymore. This isn’t the death of civilization. It’s just the culture in which we live. And from this vantage point, a display of mass modesty, like the kind represented on the V-J Day “Command Performance,” comes as something of a refreshing shock, a glimpse into another world. It’s funny how the nation’s mood was at its most humble when its actual achievements were at their most extraordinary.
There’s still a lot of healing to be done Herbert continued from 8 economy improves. The 1,200 respondents were jobless at some point during the past year, and most — 894 — are still unemployed. More than half said that they had been forced to borrow money from friends or relatives, and a quarter have missed their mortgage or rent payments. The survey found that affluent, well-educated workers, who had traditionally been able to withstand a downturn in reasonably good shape, were being hit hard this time around. The professors, Carl Van Horn and Cliff Zukin, described that phenomenon as “a metric of the recession’s seismic impact.” Of the workers who found themselves unemployed for the first time, more than one in four had been earning $75,000
or more annually. “This is not your ordinary dip in the business cycle,” said Mr. Van Horn. “Americans believe that this is the Katrina of recessions. Folks are on their rooftops without a boat.” Stunned by the financial and psychological toll of the recession, and seeing little in the way of hopeful signs on the employment landscape, many of the surveyed workers showed signs of discouragement. Three-fifths said that they had experienced feelings of helplessness. Said one respondent: “I’ve always worked, so this is very depressing. At age 60, I never believed I would be unemployed unless I chose to be.” Said another: “I fear for my family and my future. We are about to be evicted, and bills are piling. We have sold everything we possibly can to maintain, and are going under with
little hope of anything.” At some point the unemployment crisis in America will have to be confronted head-on. Poverty rates are increasing. Tax revenues are plunging. State and local governments are in a terrible fiscal bind. Unemployment benefits for many are running out. Families are doubling up, and the number of homeless children is rising. It’s eerie to me how little attention this crisis is receiving. The poor seem to be completely out of the picture. If we end up with yet another jobless recovery, there would seem to be little hope for impoverished families in America’s big cities, rural areas and, increasingly, suburban neighborhoods as well. The recession may be ending for some. Tell that to the unemployed.

Cleanup day in August attracted 30 people Cleanup continued from 2 the Colorado Mountain College Kayak Club. The last river cleanup day was held at the end of August when the river was still flowing at 200 cfs, Johanna Jeffery, of Backdoor Sports, said. “We had a cleanup at the end of August, and we had probably 30 people,” she said. Now that the flows have receded, she expects the river to cough up a collection of beer cans that never had their tops popped. Inevitably, much of the litter in the river is attributed to the thousands of people who enjoy floating the Yampa through town on inner tubes, some on their own tubes and others availing

themselves of the services of permitted commercial operators like Backdoor Sports. Jeffery and Van De Carr, the owner of the shop, have undertaken a new initiative this summer called Respect the Yampa. The effort is meant not only to educate floaters about their responsibilities to the river, but also to reduce conflicts between different river users — tubers and trout fishermen, for example.
“It should be a community awareness no matter what you use the river for,” Jeffery said. “I know my own friends wear flipflops to go tubing. They just don’t think about it.” Instead, the poster distributed by the Respect the Yampa Committee urges floaters to use snugly fitting river sandals or laced shoes that are less likely to be lost in the river. In addition, Jeffery said, river users are reminded to leave alcoholic beverages behind, carpool to put-in and take-out points and respect other river users. “I think we’ve taken a good first stab at getting people to respect the river,” Van De Carr said. “And I also think it’s proof we can all get along.”
Pizza Hut, Wal-Mart get liquor licenses Council continued from 5 with a payback period of nine to 10 years. The city would finance the project with “performance contracting” and service the debt with guaranteed savings in its utility bills. Councilwoman Cari Hermaicnksi voted against the plan. “I think if this is a true prior-
ity of the city, we should pay cash and keep the savings for ourselves,” she said. Additionally, council members approved 3.2-beer liquor licenses for Pizza Hut and WalMart; approved a budget for the Local Marketing District, which collects a 2 percent lodging tax across the city to support commercial flights to Yampa Valley
Regional Airport; and agreed to give $25,000 to the Steamboat Springs Winter Sports Club to help it host Olympic qualifiers for the U.S. Freestyle and Nordic Combined ski teams this winter. “The city staff is recommending it because of the national TV coverage,” City Manager Jon Roberts said. “This $25,000 is marketing money well spent.”

For every acre more than 10 that is mined, the county requires that another acre within a five-mile radius be placed into a conservation easement. Alternatively, the county commissioners can accept what they deem an equivalent public benefit in the form of open space, trails, hunting access, fishing access or other conservation easements. Steamboat Sand and Gravel Mine and Alpine Aggregates, however, propose donating a total of 20 cents to the Yampa Valley Housing Authority, of which MacArthur is president, for every ton of gravel extracted. An opening reception for the 2009 Creative Community art pieces is from noon to 4 p.m. Saturday at Home ReSource, which is at the Milner Landfill off U.S. Highway 40 west of Steamboat Springs.
Making recycled art Home ReSource aims to divert reusable materials from the Milner Landfill, and sells those materials — including doors, appliances, lumber, scrap metal and bicycles — at reduced prices, Weinberg said. “We have so many useable items out here that just need a little creative touch to them to see that they don’t have to be used for their original purpose, they can be used in creative ways,” Weinberg said. Creative Community participants also include Steamboat Arts & Crafts Gym; Wheels bike shop owner Chris Johns; local metal sculptor Brad Poissant; art team Laura Loo and Zack Murray; and Yampa Valley Recycles, project co-coordinator Genah Burditt wrote in an e-mail. Home ReSource donated materials for Creative Community projects to participating artists, who then promise their finished projects to the salvage yard. “We’re trying to just beau-

tify our landscape out here,” Weinberg said. “Our goal in the end is to create a sculpture garden that would be kind of an entrance into the salvage yard.” Saturday’s reception includes free hot dogs and drinks, art activities for children and people’s choice judging. The artist with the most popular piece gets a $1,000 credit to Home ReSource. Johnny Walker, a retired shop teacher and continuing educator, won second place at the inaugural event in fall 2008. “Last year, I placed second, and I won a $750 credit at Home ReSource — which, for a junk collector, that’s kind of
like a gold mine,” Walker said. Walker still is using his credit to the salvage yard, and wasn’t sure as of Wednesday morning whether he would submit a new sculpture for this year’s contest. He borrowed his 2008 piece, “Flower,” from Home ReSource for revamping and might return it for Saturday’s event, he said. Creative Community appeals to Walker because it gives him a chance to take common objects and turn them into something new, he said. “The real beauty of this is creating something from junk that formerly was something else, and it’s creating a whole new object,” Walker said. “We call it art, but it’s just fun.” The fall 2008 event was a way for Home ReSource to dedicate its new 3,000-square-foot building. Creative Community also acted as a memorial for Doug Bell, a former landfill general manager who died in an accident there in October 2007, Weinberg said. This year’s event continues that memorial and also is dedicated to Wayne Kakela, Weinberg said. The longtime Strawberry Park resident won the 2008 contest with a metal sculpture called “White Flight.” He died in January at age 73.
Mader said Wednesday. “We want to, quite frankly, see what we could get from Song Mountain for the school district because there will probably be more than 100 kids (who) come to the district out of that development.” Mader previously requested that developers donate land to the district for a future school. The land planner, Peter Patten, of Patten Associates in Steamboat Springs, said 46 acres on the site already had been set aside for an Oak Creek Fire Protection District station. Patten said because of the steepness of the site, he didn’t think the development included a good place to locate a school. Also tonight, School Board members will discuss a proposed Stagecoach charter school and update $150,000 in repairs to the gymnasium at South Routt Elementary School in Yampa. Organizers hope to open the charter school in time for the 2010-11 school year and plan
to present an application to district officials Oct. 1. In August, the School Board reserved taking action on the charter school until it received information from organizers about infrastructure at the site, the facility, traffic impacts and master planning. Kim Rabon is a member of the group proposing the preschool through sixth-grade charter school, which also would provide services for children younger than preschool age. She said in August that the school could be placed on a more than 9-acre designated school site adjacent to Red Hawk Village. The Neighborhood at Young’s Peak development donated the site to the district. Rabon added that the group had identified other possible alternatives to locate the school. Mader said the gym, which caught fire when it was struck by lightning in June, could be opened Friday or early next week. — To reach Jack Weinstein, call 871-4203 or e-mail jweinsein@steamboatpilot.com

probably were not on subject and probably should have been held to another forum.” Councilman Jon Quinn — who has publicly endorsed Hermacinski in the race for a four-year, District 1 seat in this year’s City Council election — leveled some of the heaviest criticisms against Bennett. Quinn said he thought the former council president was being hypocritical. A Bennettled council moved the proposed alignment for New Victory Highway to its current location a decade ago. Bennett said Wednesday it was precisely this point that brought him to the podium. Upon arriving at the meeting, Bennett said West Acres

residents told him that council members were trying to deny responsibility for the New Victory Highway problem by blaming it on him and previous councils. Bennett said he felt the need to note that the plan stayed in place after ample opportunities for review and change, most notably during the city’s 2006 update of the West of Steamboat Springs Area Plan. The update was undertaken during Hermacinski’s tenure on the city Planning Commission, but Hermacinski said she missed the final vote on it because she was in a Denver hospital with her infant daughter. “I took the opportunity to speak to all the West Acres residents in the room to set the record straight,” Bennett said. “I felt it necessary to.”
On Wednesday, Bennett also shot back at Quinn. Bennett claimed the council member approached him after the meeting and launched into a profane tirade. “Having chaired over 300 public meetings, I’ve never yelled obscenities at a speaker after the meeting,” Bennett said. Quinn acknowledged the confrontation after the meeting, but denied using the words Bennett attributed to him. “That’s a bit of a stretch, but I told him I thought it was inappropriate,” Quinn said. “What I saw last night was Kevin saw a political opportunity. I don’t like playing that way, and I think it’s inappropriate.” — To reach Brandon Gee, call 367-7507 or e-mail bgee@steamboatpilot.com

Kobus said the car struck a delineator post and crashed through a fence. Dahlin was ejected when the SUV rolled. It didn’t appear he was wearing a seat belt and there were no passengers in the vehicle, State Patrol Sgt. Scott
Elliott said. Dahlin was transported to YVMC where he was pronounced dead, Elliott said. Routt County Coroner Rob Ryg said alcohol was a factor in the crash. FBI searches home of man in terrorism probe AURORA
Federal agents on Wednesday searched the home of a suburban Denver man identified by law enforcement as having a possible link to al-Qaida. FBI special agent Kathleen Wright confirmed that agents and sheriff’s deputies had a search warrant and had entered the home of Najibullah Zazi. It wasn’t immediately known whether Zazi was at home at the time of Wednesday’s search. Zazi has denied he’s a central figure in a terrorism investigation that fed fears of a possible bomb plot and led to several police raids in New York City on Monday.
Romanoff joins Senate race against Bennet PUEBLO
Democrat Andrew Romanoff on Wednesday joined the race to represent Colorado in the U.S. Senate, saying the state deserves a lawmaker who is elected, not appointed. Romanoff, a former state legislator, told party supporters in Pueblo he would earn the seat at the polls and wage a harder fight for Romanoff Democratic ideals than Sen. Michael Bennet. Without mentioning Bennet by name, Romanoff went straight to the reason Bennet is unpopular with some Democrats: He was chosen by Democratic Gov. Bill Ritter to fill a vacancy and never before has held elected office. “This contest ought to be decided not by a tap on the shoulder but by actual voters — especially voters who live in Colorado,” Romanoff said in an apparent reference to Bennet’s sizable fundraising lead of about $2.6 million, mostly from out-ofstate contributors.

Sen. Baucus’ proposal comes with costs and benefits Ricardo Alonso-zaldivar THE ASSOCIATED PRESS

You’re a 51-year-old single mother raising two kids and juggling a mortgage and a car loan. Because you’re self-employed, getting health insurance has always been a problem. Under the new Senate plan, you still might have to stretch your budget to pay premiums even if the coverage is more secure. The health care plan unveiled Wednesday by Finance Committee Chairman Max Baucus, DMont., strives to contain costs for taxpayers, reducing the risk that covering the uninsured will blow the federal deficit wide open. But that means benefits are not as generous as in competing plans from Senate and House Democrats. For consumers, the Baucus plan comes with costs and benefits. Though people with employer-provided health care would not see dramatic changes, the plan is broad enough that it would touch every American family in some way. Here’s a look at how consumers would be affected: ■ Self-employed head of household If anyone is meant to benefit from the plan, it’s people who have to scramble to find and keep coverage because they work for themselves, not a large employer. Baucus would eliminate onerous insurance practices, such as denial of coverage because of a pre-existing health problem. But subsidies in the plan may not be enough to make coverage afford-
Baucus outlines health plan with little GOP support WASHINGTON
His calls for compromise rebuffed by Republicans, the Democratic chairman of the Senate Finance Committee unveiled sweeping legislation Wednesday to remake the nation’s costly health care system largely along the lines outlined by President Barack Obama. Sen. Max Baucus’ proposal, months in the making, drew quick criticism from liberals who said his vision was too cramped and from Republicans who deemed it overly expansive. Yet whatever its fate, its mere release marked a critical turning point in Congress’ long and tumultuous debate about Obama’s top domestic priority. The Finance Committee is to meet next week to vote on the plan, and Majority Leader Harry Reid intends to begin debate on the Senate floor as early

At least 3 million a year get caught in the gap. Medicare recipients also would get a free annual wellness visit with their doctor, to focus on ways to stay healthier. Coverage for endof-life counseling, which caused an uproar when it was included in the House bill, isn’t part of the Baucus plan. Coverage for preventive care would be expanded. ■ Single woman in her 20s People in their twenties — called the ‘young invincibles’ by

Across the Capitol, Speaker Nancy Pelosi has been waiting to see Baucus’ health care prescription before advancing companion legislation toward a vote by the House. “We cannot let this opportunity pass,” Baucus, D-Mont., said as he outlined a $856 billion plan designed to protect millions who have unreliable insurance or no coverage at all, at the same time restraining the explosive growth of medical costs. Congressional budget experts estimate the proposal would reduce the ranks of the uninsured by 29 million within a decade and trim federal deficits by $49 billion within the same period. Many of the bill’s major provisions would be delayed until 2013, after the next presidential election. — The Associated Press
policy experts — account for a sizable share of the uninsured. Under the Baucus plan, they’d be required get coverage and pay into the pool. But depending on income, they’d be eligible for subsidies they can’t get now. They’d also have the option of buying a lower-cost plan, tailored to those 25 and younger. ■ Immigrants Immigrants are more likely to be uninsured than the U.S. population as a whole. The Baucus plan would let legal immigrants get federal subsidies for health insurance, but would bar benefits for those here illegally. U.S. born children of illegal immigrants would be eligible for benefits. Baucus has called for a verification system to make sure that no subsidies go to illegal immigrants.

The investigation will examine all the systems and processes called into question by the video, Lewis said. In addition, ACORN won’t accept new admissions into its community service programs, effective immediately, and within the next few days will conduct staff training, she said. Lewis said the steps were being taken in response to “the indefensible action of a handful of our employees.” The moves are among several developments in recent days involving ACORN, a liberal-leaning group that is a popular target for Republicans. In addition to the hidden-camera video, it is under scrutiny for several voterregistration fraud cases.

US closes Iraq prison camp Officials say some released from facility returned to violence CAMP BUCCA, IRAQ
The U.S. military on Wednesday closed Camp Bucca, an isolated desert prison that was once its largest lockup in Iraq, as it moves to release thousands of detainees or transfer them to Iraqi custody before the end of the year. The sprawling facility just north of the Kuwaiti border has held thousands of men throughout the years, including the most dangerous in U.S. custody —
Sunni insurgents, Shiite extremists and al-Qaida in Iraq suspects swept up from battlefields during six years of war. Iraqi officials say some who have been freed have returned to violence. “They’ve been vetted as some of the most dangerous threats not only to Iraq but internationally,” said Lt. Col. Kenneth King, the commander of the Bucca detention facility. On Wednesday, about a dozen of the remaining 180 detainees — some of whom have been held for three years without charge —
paced in circles around a fencedin prison yard, dressed in yellow uniforms and sandals under the watch of a guard tower. One detainee inside a trailer frantically banged on a metal grill covering his window and shouted in Arabic at a group of visiting reporters, “Open the window!” By midnight, all were to be transferred to either Camp Taji or Camp Cropper just outside Baghdad, the U.S. military’s two remaining detention facilities, while cases are prepared to try to bring them to trial in Iraqi courts.
Karzai leads Afghan vote with 54 percent Heidi Vogt

KABUL
Afghan officials issued full preliminary results Wednesday showing President Hamid Karzai got 54.6 percent of the vote in last month’s election, a result that could be annulled by mounting fraud allegations. European Union election monitors say fraud is indicated in more than a quarter of the
5.6 million votes counted. The Aug. 20 vote has been so tainted by reports of ballot-box stuffing and questionable tallies that many expect the final results to vary widely from the preliminary count after fraudulent ballots are thrown out. If enough votes are thrown out for Karzai to drop below 50 percent, it will force him into a two-man runoff with top challenger Abdullah Abdullah, a former foreign minister who has
27.7 percent of the vote. The preliminary count gave Karzai 3.1 million votes to Abdullah’s 1.6 million. Recounts and investigations are likely to take weeks, pushing the date for any runoff well past the original plan for the first week of October. Snow starts blocking villages and roads in the mountainous country in November, so a long delay could make a second round logistically unfeasible until the spring.

Jim Gill said the signs that Routt County had embraced rally car racing were initially hard to detect. “In the first two or three years, people didn’t know what it was,” said Gill, the longtime organizer of the annual Rally Colorado event. “It started about three years into
it. People would call and say ‘I live on Country Road 46. Is my road going to be closed? Are they going to race past my house?’” Gill said he often paused, waiting for the wrath of homeowners concerned about the additional traffic. Then, he said, the purpose of the call became clear. “Can you have them race by my house this year?” they asked.
To all those hoping for a 2009 flyby, Gill has bad news. The course hasn’t changed and the 2009 Rally Colorado will look remarkably similar to the 2008 version, using the same backcountry roads buried in the hills and forests between Hayden and Steamboat Springs. But for all those hoping for another year of the 120 mile-per-hour, dust-raising, car-drifting action, Gill has
great news. The Rally is back for its ninth year, and all of the sport’s biggest stars are coming along for the ride. “We have more cars this year than we’ve ever had,” Gill said. It’s been 12 long days since the Steamboat Springs High School volleyball team last played a match. That isn’t necessarily a good or a bad thing heading into a 6:30 p.m. match today at Glenwood Springs. The game is the Western Slope League opener for both teams.
Although coach Wendy Hall might have liked to get another game in against real competition, the break also coincided with a bout of sickness running through the Sailors locker room. Several players battled flulike symptoms last week. The time off allowed healing time for Steamboat players, including reigning league player of the year Colleen King, who has been battling mononucleosis. King participated in a full practice for the
first time Tuesday and deemed herself between 80 and 90 percent ready for today’s game. “That obviously makes us better, but other kids, too, have taken the opportunity to get better the last two weeks,” Hall said. “Now we need to see it when we get people on the other side of the net.” In a league race that appears to be wide open, Glenwood and Steamboat look like two of the key players.
The Sailors, 3-1 overall, last played the Demons in the Demon Invitational Volleyball Tournament earlier in the month, falling 19-17 in a tiebreaking championship match. Although that loss has little bearing on today’s showdown, it’s still fresh in the minds of the Sailors. “We’ve been keeping the Glenwood game in our heads See Volleyball, page 21
Jorge De La Rosa pitched eight scoreless innings to win his sixth straight start against San Francisco, and Troy Tulowitzki homered to help the Colorado Rockies avoid a three-game sweep against the Giants with a 4-3 victory Wednesday night. Ian Stewart WEDNESDAY’S GAME: homered for the Rockies, who had Rockies 4 lost four straight Giants 3 games, including the first two in this series. That helped the Giants shave three games off Colorado’s wild-card lead, putting a heightened importance on the final scheduled meeting between the teams this season. But with De La Rosa outpitching All-Star Matt Cain (13-6) and once again dominating the Giants, Colorado leaves town with a 3 1/2game lead against San Francisco with just more than two weeks left in the season. It didn’t come easy as the Giants mounted a furious rally in the ninth. They opened the inning with three straight singles off Franklin Morales, with the first run scoring on Bengie Molina’s hit. Rafael Betancourt came in to protect a three-run lead and enduced Juan Uribe to hit a grounder to shortstop. Tulowitzki’s throw to second base was off target for an error, allowing a second run to score and pinch-runner Eli Whiteside to go to third. After pinch-runner Eugenio Velez stole second, Betancourt got Edgar Renteria to pop up, pinch-hitter Randy Winn to hit an RBI groundout and struck out Nate Schierholtz for his first save since being acquired from Cleveland in July. De La Rosa (15-9) has overcome an 0-6 start to the season to be one of the top pitchers in the National League the past few months.

Golf-Trout Tournament raises funds for scholarships SPORTS BRIEFS
PILOT & TODAY STAFF
To say the fish were biting during the eighth annual Yampa Valley Golf-Trout Tournament would be an understatement. The tournament raises funds for high school scholarships and river and trout restoration. It featured 17 teams fishing on 17 private ranches Saturday and a round of golf at Catamount Ranch & Club on Sunday. The 17 teams of four fishermen caught 860 trout Saturday, with five teams catching more than 100 fish. There were 52 fish more than 20 inches in length, with Jack Motica catching the largest, a 28inch trout. Team Duty led the way on Saturday, wrangling in 132 fish. The number of fish a team caught was put into a scoring matrix to determine golf handicaps for Sunday’s round. In the golfing portion of the tournament, the Don Sackman Team was first, the Jim Muth Team was second and the Jason Cassel Team was third. The Don Sackman Team ended up winning overall. “We couldn’t have asked for better weather,” said Jeff Ruff,
the tournament’s director. “It’s always good to see people smiling.” Ruff said the tournament traditionally raises $40,000 to $70,000 for the Yampa Valley Stream Improvement Charitable Trust. He didn’t have a figure for this year’s tournament, but he said he thinks they were right on that pace again. Time remains to sign up for Sailors Golf Shootout The Sailors Golf Shootout is just around the corner, but high school golf coach Steve Dodson says there is time to get involved. The tournament, which benefits the high school golf team and area junior programs, will tee off at the Catamount Ranch & Club on Monday. Dodson said he would love to see golfers register by Friday to play in the tournament, but stressed that no
golfers will be turned away on the day of the event. “If they come out on the day of the tournament we will do our best to get them on the course,” Dodson said. “This is a big fundraiser, and we want to get as many players as we can.” Cost to play in the four-person modified, best ball event is $175, and the tournament will begin at 8 a.m. at the Catamount Ranch & Club. For more information or to sign up a team, call Dodson at 846-4223.

Volunteers are needed to help Steamboat Springs High School host the regional high school golf tournament at Haymaker Golf Course on Tuesday. Steve Dodson, the high school coach, is hoping to find adults willing to walk the golf course with high school players and observe play and keep score. Volunteers will need to show up at the course at 8 a.m. and should expect to observe the players in their group for the entire round. Interested adults should contact Dodson at 8464223 or 879-9045.

SPORTS Public to get chance to talk with racers during welcome party

Rally continued from 20 place on Sixth Street between Lincoln Avenue and Oak Street at 5:30 p.m. Friday, giving the public an opportunity to talk to the racers about anything from car engineering to race motivation. As far as the drivers are concerned, things get started bright and early Saturday morning and stretch into Sunday evening. The weekend’s races will stretch across Routt County and the small, brightly colored cars should be impossible to miss as they zip along the area’s roads. The drivers only really fly through certain portions of the course, however, and are ranked based on their overall time accumulated in those nine stages. “This is what high school kids have been doing around here for years: going fast on dirt roads,” Gill said. “Now they get to see professionals do it.” When they do let loose, there’s 20474127

nothing similar. The appeal isn’t necessarily for all race fans, Rally America media director Ananda Siverts said. Those interested in long, leftturn-only NASCAR races, for instance, had better look elsewhere. Those in search of how’d-hecut-that turns and breathtaking tears down dirt road straightaways should be right at home. “The Rally fan is the Gore Tex fan,” Siverts said. “It’s just as much of a lifestyle as NASCAR is for some. Their biggest motivation is they want to rally. They really want to do this stuff, but maybe it’s not the time in their life or they don’t have the budget to do it. But to be a part of it, they will travel for hundreds of miles, stand in the rain and love getting pelted by rocks.” There will be no shortage of familiar names for local fans to get behind. Extreme sport connoisseur and MTV star Travis Pastrana is back and is eas-

ily the favorite to soar through Routt County the fastest and finish in first place. Pastrana won last year’s Rally Colorado event and has won the Rally America seasonlong championship three years running. Though it’s not yet official, he mathematically has already captured a fourth season title, as well. Ken Block also will race. He
helped found DC Shoes, but he got into rally car racing in 2005 and since has become one of the top drivers in the sport. Steamboat’s Chris Moore will represent locals in the weekend’s race. Other racers from state and regional circuits will fill the ranks. This year’s field of 34 cars is the largest in the event’s history.
