it lacks other public benefits. “As currently proposed, I do not support the deal that’s being offered,” said Engelken, who said the huge density boosts that accompany annexation should be accompanied by huge public benefits. Kyle Pietras, Engelken’s opponent in the at-large race, stopped

Doug Moog never went to a show at the old State Bridge Lodge, but he’s heard the stories. He’d heard about it from locals he talked to, of course, and from his friends in the band Donna the Buffalo, which played at State Bridge several years ago. “When I went there, the magic of the place was immediately apparent,” Moog said. “It’s unusual. It’s tucked in next to the river, with the tracks and the hillside there. It’s both an attraction and a challenge.” Moog has bought the outdoor venue and camping area just south of the Routt and Eagle county borders, which closed after a fire in June 2007. The property went under contract in July. Moog already is in the livemusic business, with an interest

in a theater in Ohio, and, if the name sounds familiar to people of a certain age, he’s also the second cousin of Robert Moog, who invented the first synthesizer. Doug Moog first heard about State Bridge while he was in the valley looking at residential property, but the land was under contract, so he didn’t go out. That contract fell through, though, and Moog’s broker, Bonnie Carroll, told him State Bridge was available again. Moog looked, did his due diligence, and soon had the property under contract. And, after three years, listing broker Mike Devins had made a sale. “I must have shown it 50 or 60 times over those three years,” Devins said. Moog said he plans to keep the property as a live-music venue but isn’t quite sure what the place will finally look like. “My feeling is that any development needs to preserve the

But there’s a possibility that development there may be pretty slow.” Still, Moog said, he expects to have the approvals in place for a few concerts there next summer. “There’s just so much expectation about it, we almost have to,” he said.

Howelsen Place Gallery owner Barbara McNary has pinpointed the most common reaction of visitors to the art space, which features work by sculptor David Marshall. “I think the first week I started a tally sheet of all the ‘wow’s I heard, and I got a little tired of adding that up — it’s significant,” McNary said. Howelsen Place Gallery opened at the beginning of June. The venue displays and sells metal sculptures, metal accessories and organic-styled woodroot pieces. What is it about Marshall’s sculpture and design work — much of it crafted from reused metals and materials — that elicits an awed reaction? “It’s shiny, the gold and silver look, and … it’s never been seen here before,” McNary said. “There’s something about David and his work that is very solid and inviting to people.” McNary, a North Routt resident, said she met Marshall when

he started looking at property in the northern part of the county. That was about two years ago, Marshall guessed, sitting in Howelsen Place Gallery on Thursday morning. Marshall is originally from Edinburgh, Scotland, and has lived and worked in Spain since the late 1960s. “We drove down from

Bozeman (Montana) to have a look at different places — Jackson Hole, Big Sky — and came back here again because we liked it here, and that was it, basically,” Marshall said. He and his wife, Dagmar, have a house near Hahn’s Peak where they spend a few months each year, he said. See Gallery, page 6

Steamboat Springs could see one more burst of visitors before sliding into shoulder season. The Steamboat Springs Chamber Resort Association’s lodging barometer — the final report until winter forecasts begin Nov. 25 — estimates that about 33 percent of the city’s rental pillows will support sleeping heads this weekend, up from

about 20 percent for the same weekend in 2008. The percentages represent an expected 4,500 guests tonight, up from about 3,000 a year ago. Local lodging operators cited several reasons for the upswing, including conventions, the attraction of changing fall colors and increasing consumer confidence. This weekend’s lodging increase is especially dramatic in hotels at the base of Steamboat Ski Area, where about 66 percent of pillows could be occupied, as opposed to about 25 percent on this weekend last year. Karla O’Day, executive assistant at the Sheraton Steamboat Resort, said the Sheraton was hosting two conventions this weekend: that of the Colorado Municipal Judges Association, with more than 85 attendees; and one for The Group Inc., a Fort Collins real estate organization that is bringing about 150 people to Steamboat. “We’ve had pretty good group business,” said John Curnow, general manager at the Sheraton, adding that he’s also seen vacationers. “Certainly we’re seeing with the fall colors, people are getting out of Denver for some last-minute leisure. … We were very busy last weekend, and we’re very busy this weekend.” Andy Wirth, senior vice president of sales and marketing for Steamboat Ski and Resort Corp., which operates the Steamboat Grand Resort Hotel, said the Grand was hosting a group with the United

Church of God this weekend. The group has “nearly run of house,” Wirth said, meaning it is occupying the majority of the Grand’s 1,100 pillows. “We’re actually quite pleased with the Steamboat Grand’s performance. … Not only are occupancies up, but it’s actually performing quite well from an (average daily rate) perspective,” Wirth said. Michelle Redmond, general manager of the Steamboat Hotel and the Bunkhouse Lodge, said she is seeing spillover guests this weekend from the United Church of God convention, along with seasonal visitors. “We’re starting to see the hunters,” Redmond added. In our dark night skies, far from the glare of city lights, you can see so many stars. If you are lucky, you just might glimpse one shooting across the horizon, enchanting and gone too quickly. Lorna Farrow was like one of those shooting stars, although in Lorna’s case, I would say that she was truly a “shooting” star. Lorna had many passions, and one that seemed to flow freely was her joy of shooting. Whether she was on an African safari, on the Colorado open range or at the shooting range, her love of the sport materialized in a full smile under the brim of one of her floppy hats. Those of you who were fortunate enough to meet this enthusiastic frontier woman, adorned in her endless array of purple and pink attire, will recall the respect and joy she had for the skill. She shot not for the act of just pulling the trigger, but she treated shooting as a way of developing life skills and teaching an awareness that followed her throughout her days. Lorna, in her favorite floppy hat, was an enthusiastic advocate for introducing women and children to the recreational side of gun use. She always guided

kill wood he got from Dutch Creek, which he uses as a studio and “a place to play around with all my bits and pieces,” he said. Those bits and pieces might come from the 12 or so old farm machines Marshall has disassembled and started to incorporate in his art. At Howelsen Place Gallery, there is a chair made from a polished gearbox alongside platters that started life as scrap metal. “It’s kind of like being a kid, isn’t it? Having fun, playing at what you like to do,” Marshall said.

Construction is under way on the addition. “We anticipate that when the building is open next summer, that our tourism will be back to normal, and it will give us a chance to grow just when the market is coming back on the upswing,” she said.

Stocks are up. Ben Bernanke says the recession is over. And I sense a growing willingness among movers and shakers to declare “Mission Accomplished” when it comes to fighting the slump. It’s time, I keep hearing, to shift our focus from economic stimulus to the budget deficit. No, it isn’t. And the complacency now setting in over the state of the economy is foolish and dangerous. Yes, the Federal Krugman Reserve and the Obama administration have pulled us “back from the brink” — the title of a new paper by Christina Romer, who leads the Council of Economic Advisers. She argues convincingly that expansionary policy saved us from a possible replay of the Great Depression.

But while not having another depression is a good thing, all indications are that unless the government does much more than is currently planned to help the economy recover, the job market — a market in which there are currently six times as many people seeking work as there are jobs on offer — will remain terrible for years to come. Indeed, the administration’s own economic projection — a projection that takes into account the extra jobs the administration says its policies will create — is that the unemployment rate, which was less than 5 percent just two years ago, will average 9.8 percent in 2010, 8.6 percent in 2011 and 7.7 percent in 2012. This should not be considered an acceptable outlook. For one thing, it implies an enormous amount of suffering in the next few years. Moreover, unemployment that remains that high, that long, will cast long shadows over

America’s future. Anyone who thinks that we’re doing enough to create jobs should read a new report from John Irons of the Economic Policy Institute, which describes the “scarring” that’s likely to result from sustained high unemployment. Among other things, Irons points out that sustained unemployment on the scale now being predicted would lead to a huge rise in child poverty — and that there’s overwhelming evidence that children who grow up in poverty are alarmingly likely to lead blighted lives. These human costs should be our main concern, but the dollars and cents implications are also dire. Projections by the Congressional Budget Office, for example, imply that during the period from 2010 to 2013 — that is, not counting the losses we’ve already suffered — the “output gap,” the difference between the amount the See Krugman, page 9

Ah, well. Let the games begin — somewhere else! Even President Barack Obama’s magic has its limits, it turns out. The International Olympic Committee rejected Chicago’s bid to host the Olympics, despite the president’s quickie trip to make the pitch in person. In the end, Chicago was the first to be eliminated — in the first round of voting and with fewer Page votes than fellow finalists Tokyo, Madrid and the eventual winner, Rio de Janeiro. Sometimes the magic works, sometimes it doesn’t. In fact, Obama and the rest of Chicago’s powerhouse delegation, which

included his wife, Michelle Obama; Mayor Richard M. Daley and his wife, Maggie Daley; and the powerhouse Queen of All Media, Oprah Winfrey, was fighting an uphill battle all along. Expectations were overinflated by all the media hoopla surrounding the historic trip, as media hoopla surrounds everything Obama does. But as the final bidding indicated, the insider club known as the IOC has minds of its own. Speculation runs wild as to why Chicago lost. Most of it follows a lot of personal agendas. The negatives that various analysts and critics bring up — crime, corruption and cronyism lead the pack — are hardly unique to Chicago and are certainly no worse than the problems faced by Rio. Rio took an edge in less tangible yet viscerally felt ways. Chicago’s presentation to IOC, despite the Obama glitter,

was lackluster and disorganized compared to the colorful and passionate presentation delivered by Rio. Brazil reportedly played the geopolitical card skillfully, holding up maps that showed South America to be the only region left without a single Olympics. This apparently touched the hearts of the IOC, which likes to think of itself as a groundbreaking force for international development and unity. And how unkind but savvy it was for Brazilian President Luiz Inacio Lula da Silva to use a certain Chicagoan’s famous slogan when talking to reporters to promote his country’s bid: “Yes we can!” “For some countries, it is just one more sports event that they are going to organize,” he said. “But for us, it is a unique and extraordinary thing.” That’s more than you could say for See Page, page 9 Bruce Tinsley

������� economy could have produced and the amount it actually produces, will be more than $2 trillion. That’s trillions of dollars of productive potential going to waste. Wait. It gets worse. A new report from the International Monetary Fund shows that the kind of recession we’ve had, a recession caused by a financial crisis, often leads to long-term damage to a country’s growth prospects. “The path of output tends to be depressed substantially and persistently following banking crises.” The same report, however, suggests this isn’t inevitable: “We find that a stronger shortterm fiscal policy response” — by which they mean a temporary increase in government spending — “is significantly associated with smaller medium-term output losses.” So we should be doing much

more than we are to promote economic recovery, not just because it would reduce our current pain, but also because it would improve our long-run prospects. But can we afford to do more — to provide more aid to beleaguered state governments and the unemployed, to spend more on infrastructure, to provide tax credits to employers who create jobs? Yes, we can. The conventional wisdom is that trying to help the economy now produces short-term gain at the expense of long-term pain. But as I’ve just pointed out, from the point of view of the nation as a whole, that’s not at all how it works. The slump is doing long-term damage to our economy and society, and mitigating that slump will lead to a better future. What is true is that spending more on recovery and reconstruction would worsen

the government’s own fiscal position. But even there, conventional wisdom greatly overstates the case. The true fiscal costs of supporting the economy are surprisingly small. You see, spending money now means a stronger economy, in the short run and in the long run. And a stronger economy means more revenues, which offset a large fraction of the upfront cost. Back-of-the-envelope calculations suggest that the offset falls short of 100 percent, so that fiscal stimulus isn’t a complete free lunch. But it costs far less than you’d think from listening to what passes for informed discussion. Look, I know more stimulus is a hard sell politically. But it’s urgently needed. The question shouldn’t be whether we can afford to do more to promote recovery. It should be whether we can afford not to. And the answer is no.

Obama’s critics attacked Olympics bid Page continued from 8 a lot of folks back in Chicago, where a Chicago Tribune/WGN poll indicated that, either way the IOC decided, about half of the city would be happy or, at least, relieved. Only 47 percent of Chicagoans favored bringing the games here, according to the poll, while 45 percent opposed it. That’s a fair measure, in my humble view, of an intelligent Midwestern ambivalence, two warring attitudes deeply imbedded in the cultural DNA of Chicagoans when they are exposed to a deal that sounds almost too good to be true. One of these attitudes is the boundless optimism captured in the ambitious slogan often attributed to the great Chicago architect/city planner Daniel Burnham: “Make no little plans.” Burnham brought the world

such wonders as the World’s Columbian Exposition of 1893. His grand vision is constrained in today’s Chicagoan only by a healthy skepticism, as expressed in the late Chicago City News Bureau’s slogan: “If your mother says she loves you, check it out.” Visions of Chicago’s great past triumphs danced in the heads of local folks. But, with one former Illinois governor in jail and another famously under indictment, so did the possibility of a grand, overpriced boondoggle with powerful elites stuffing their pockets and regular taxpayers left to foot the bill. Political rivals of Obama and Daley stop at nothing to wage a partisan attack — and in some cases boost TV ratings — by smearing Obama’s efforts to bring the Olympics to the United States. And that’s too bad. Los

Angeles showed in 1984 that an Olympics can make a profit, if it’s done right. It can create jobs, boost commerce and build civic pride and national unity. But that requires a sense of shared purpose that Chicago and our national politics aren’t very good at pulling together these days. Instead, Obama and his hometown’s leaders hear calls to scale things back. Don’t take on so much. Make only small plans. Little plans “have no magic to stir men’s blood,” said Burnham, “and probably will not themselves be realized.” Burnham had a point, but small plans seem to be all that a lot of Americans want to tackle these days. Someday, my Midwestern optimism tells me, the Chicago and the America that Burnham knew will be back. Until then, let the games begin in a place that appreciates big ideas: Brazil.

THURSDAY, OCT. 1 1:30 a.m. Steamboat Springs Police Department officers were called to a report of a disturbance in the 600 block of Lincoln Avenue where two people reportedly looked like they might be getting into a fight. Officers arrived, and everything was fine. 6:58 a.m. Routt County Sheriff’s Office deputies were called to an animal complaint at Fourth Street and Terhune Avenue in Yampa. 8:13 a.m. Police were called to a request for code enforcement in the 3400 block of Flagstone Court where a person reportedly was using a trash can that was not bear-proof. A code enforcement officer handled the complaint. 8:35 a.m. Colorado Division of Wildlife officers were called to a report of a bear in the 1100 block of Fairway Woods. 9:23 a.m. Police were called to a request for code enforcement in the 3400 block of Après Ski Way where a person reportedly was using a trash can that was not bear-proof. The tenants were moving out, and the matter was referred to the landlord. 9:44 a.m. Oak Creek Police Department officers were called to a report of theft in the 300 block of East Second Street. 10:19 a.m. Police were called to a report of a bicycle stolen from the 3200 block of Après Ski Way. A resident later found the bicycle, and it was returned to the owner. 10:40 a.m. Police were called to a request for code enforcement in the 100 block of James Street for a group of five people from Wyoming traveling door to door selling vacuum cleaners. The group also was offering to vacuum houses as part of a demonstration. Officers contacted the group, found that they had no warrants, and told them they needed a tax license

to sell in Steamboat Springs. The group reportedly obtained a permit, and everything was fine. 10:59 a.m. Deputies were called to an animal complaint on Routt County Road 14 near the Big Valley Ranch neighborhood where a herd of cows reportedly was on the road. Deputies helped return the cows to the pasture. 12:09 p.m. Police were called to a complaint of a vicious cat in the first block of Cypress Court where a domestic housecat reportedly was fighting with other cats and being a menace. 12:14 p.m. Police were called to a report of vandalism in the 1000 block of Crawford Avenue where the back window reportedly was broken out of a car. Officers took a report, and police said it was not clear whether a vandal or weather broke the window. 12:22 p.m. Police were called to a report of a gas skip in the first block of Anglers Drive where a man reportedly pumped about $68 worth of gasoline before driving away. Police said a clerk recognized the man from a suspected gas skip last week but was unable to stop him. Officers took a report and are investigating. 2:41 p.m. Deputies were called to an animal complaint in the 27000 block of Thorpe Mountain Drive near Stagecoach. 2:53 p.m. Police and Steamboat Springs Fire Rescue emergency responders were called to a request for a welfare check in the 300 block of Pine Street where a man reportedly was highly intoxicated and possibly comatose. Officers found the 61-year-old man passed out in bed and determined he was intoxicated. Bennett shares Engelken’s concerns about the development’s affordable housing plan and also opposes allowing Steamboat 700 to make a payment in lieu of conveying water rights to the city. Hermacinski doesn’t have a problem with either of those issues but said she was skeptical that free-market homes in Steamboat 700 would be attainable for middle-class, local residents because of the high cost of public improvements required in the annexation agreement. Councilman Walter Magill is running unopposed in the

District 3 race. He said he was proud of the current council’s work to reduce the city budget and would like to work to create a teen center, add a second sheet of ice to the Howelsen Ice Arena and improve the quality of public restrooms at city parks. It wasn’t that the Hayden football team couldn’t move the ball or stop Paonia in Friday night’s homecoming game in Hayden. It’s that the Tigers could only manage to do those things in spurts, and those spurts weren’t nearly long enough. Paonia went to the air to get past Hayden, throwing for 279 yards en route to a 20-0 victory

against the Tigers. “It’s upsetting — real upsetting,” Hayden junior Treyben Letlow said. “You get so pumped up for homecoming, play so hard, and the other team still gets the best of you. That really hurts.” Big plays have plagued Hayden (2-3) throughout the season, and one big 40-yard-touchdown pass helped sink the Tigers on Friday. But the Screaming Eagles took control of Friday’s game on the strength of quarterback Casey Gillenwater’s ability to connect

time and time again on shorter passes. Paonia ran a spread offense and spent the night torturing Hayden’s defensive backfield. In the second half alone, he was 18 of 20, including hitting 11 passes in a row. Still, the game wasn’t decided until the final 12 minutes. Steamboat (5-0 overall, 4-0 in league play) took a 20-14 lead late in the third quarter after Palisade (3-3, 3-1) had its lone turnover on a fumble on a kickoff. Hinder’s 7-yard run put Steamboat up, but the snap on the extra point was mishandled. Palisade, as it has done for what seems like forever, methodically moved the ball down the field. Terry Williams capped off a 17-play drive from a yard out to give the Bulldogs a 21-20 lead with 11 minutes, 39 seconds left in the game.

That’s when the Steamboat offense went into Hinder mode. The University of California commit went 8 for 8 on the ensuing drive, including a big fourth down conversion at the Palisade 14-yard line. Three plays later, Steamboat’s Joe Dover scored his second rushing touchdown from a yard out. Steamboat went for the two-point conversion to put the score to 28-21 with 6:06 left in the game. The Bulldogs still had a chance. Palisade moved the ball down to the Steamboat 39-yard line. But on a fourth and three play, Steamboat’s defense came up huge. “We just got to get tough. They made plays and stopped us on fourth down,” Palisade coach John Arledge said. “I like

our chances in that situation. Our hats off to them.” Steamboat got the ball with 3:40 left in the game and converted three first downs to end the game. The win puts Steamboat in the driver’s seat in the Western Slope League. If the team is able to win out, Friday’s big game victory will almost assure Steamboat a top 3 seed in the Class 3A playoffs. But, for now, all that can wait. “I don’t care what the rankings are as long as we’re there at the end of the year,” Steamboat coach Aaron Finch said. “We need to enjoy this. The players need to enjoy this. That is a year of incredible hard work right there.” Steamboat next plays at 7 p.m. at Gardner Field on Friday against Rifle.

Sisters Erin Koehler and Rachael Koehler led the team. Erin Koehler had 8 blocks and 5 kills and Rachael Koehler finished with 11 kills. “There were a lot of positives tonight,” Johnson said. “That was one of the better teams in the league, and our girls fought them hard.”

The Hayden High School volleyball team lost in four games Friday night, falling to Paonia, 25-15, 25-17, 25-21 and 25-18. “We had a lot of hitting errors, and that really hurt us,” coach Greg Johnson said. “We missed a lot of kills and serves.” After an ugly first game, the team managed to pass the ball better and was close in the second before a late Eagle run set the final score. Hayden then dug deep to win the third game.

As the economy slowly turns around, sales are slowly growing and many companies are starting to make money again. But they’re doing it by cutting costs, squeezing more work out of fewer employees and relying on part-timers and cheap overseas labor.

Man charged in Letterman plot in deep debt, DA says NEW YORK

A CBS newsman who prosecutors said was desperate and deep in debt was charged Friday with trying to blackmail David Letterman for $2 million in a plot that forced the late night comic to acknowledge having sex with some of the women who have worked for him. The bizarre case created a messy legal and professional problem for one of CBS’ most valuable personalities. Commentators and bloggers quickly accused Letterman of hypocrisy because he has made a career of mocking politicians mercilessly, often for their sexual transgressions.

Wednesday’s 7.6 magnitude temblor devastated a stretch of more than 60 miles along the western coast of Sumatra island, prompting a massive international aid operation in a country where earthquakes have taken a huge human toll in recent years. The United Nations estimates that the death toll from this quake could rise to 1,100.
