Residents younger than 45 account for just one-fifth of the ballots cast in Routt County’s 2009 election, even though about half of the county’s registered voters are in that age group. The discrepancy has caused some to worry that the county’s first election conducted exclusively with mail-in ballots may not be conducive to young voters. Others have been motivated to try to mobilize the youth vote. “I’m personally very troubled,” said Marion Ayer, of the Steamboat Springs Chamber Resort Association’s Young Professionals Network. “The issues the (Steamboat Springs) City Council faces affect our young people the most. … If the younger generation people are not getting out and voting, they’re not going to feel connected to the community.” Ayer said she intended to e-mail the network’s members to encourage them to vote if they had not and said the group also might engage in a telephone call campaign. Ayer said issues frequently debated at City Council meetings — including affordable housing, child care, jobs and the amenities of the community — should be of particular interest to young people. Those who haven’t received a ballot and think they should have — or have any other questions — should visit the Routt County Elections Office in the See Youth vote, page 14

Maine’s approach to Nordic skiing is on target

I

wasn’t raised in a hunting family and have almost no familiarity with firearms. So it came as a surprise one dreary day this month in Fort Kent, Maine, when I was handed an exotic-looking .22-caliber biathlon rifle and invited to see whether I could hit a small black disc of a target 50 meters away. I was visiting Fort Kent’s Tenth Mountain Ski Club, which already has hosted one biathlon World Cup and hopes to host another in 2011. Biathlon is an intriguing sport that requires athletes to excel at marksmanship in the midst of a heart-pounding ski race. It ain’t easy, folks. After a safety orientation at the biathlon range, I settled onto a thick rubber mat in the prone position and peered through the sights of the rifle. Given that I have what is commonly called a lazy eye — my right eye wants to roll

up into my skull, sometimes causing double vision — and my vision in my other eye is a tad blurry — I knew my chances of hitting the target were zilch. I was resigned to embarrassing myself. Then I proceeded to clean a slate of five targets with five successive rounds. Each hit produced a satisfying metallic thunk, and I have to say, it was a cheap thrill. Of course, I cheated. I was shooting at the larger targets (about 4.5 inches in diameter) that biathletes shoot at from the difficult standing position. When they shoot from the more stable prone position,

they have to aim for a smaller target — 1.75 inches. When I emptied two clips of five rounds each at the smaller prone targets, I had very little success. And I should point out that firing at targets in the midst of a competitive biathlon race is far more difficult than what I experienced. Biathletes have to contend with the fact that their heart rate is elevated. After stopping to shoot in the midst of a cross-country ski race, they must control their heart rate and time the rise and fall of the rifle barrel with their breaths if they hope to be successful. Each miss condemns the athlete to skiing a 150-meter penalty lap in most race formats. My brief introduction to the biathlon range left me wanting more of the sport. It also left me drawing inevitable comparisons to the Steamboat Springs Winter Sports Club.

It struck me that biathlon is to the Tenth Mountain Ski Club what Nordic combined is to the Winter Sports Club here. Because both sports have relatively small bases of athletes in the United States, they

Steamboat skiers and snowboarders for whom a trip up the Storm Peak Express has become the equivalent of a morning commute could be overlooking the best qualities of chairlift rides. “Bringing your own children into the sport is very powerful, and the quality time you spend on the chairlift with them is a powerful, powerful mechanism,” Michael Berry told members of the Steamboat Springs Chamber Resort Association on Friday at the Ghost Ranch Saloon. Berry is president of the National Ski Areas Association, based in Lakewood. He came to the Chamber’s 102nd annual meeting to lay out the challenges facing the ski industry in the decade ahead. And something as seemingly innocuous as a chairlift ride could make a difference, Berry said. “We’ve been taking super care of our existing customers base, but we’ve got to welcome an entire new generation to the sport,” he said. Unless they do a better job of bringing new skiers and snowboarders to resorts and converting them to lifetime enthusiasts, ski resorts nationally will struggle to sustain modest growth into the next decade. “How do we replenish the pipeline? That’s the challenge of the next 10 years,” he said. One answer, Berry quipped,

might be to swap out the tissue dispensers in lift line mazes for Advil dispensers. The number of active domestic skiers and snowboarders is no more than 10 million, Berry said. Of those, one-third are age 50 or older, and the number of baby boomers on boards of one shape or another has steadily declined this decade from 1.25 million to 580,000. “We can slow the exit,” Berry said. “I’m convinced the remaining boomers in the sport are hardcore,” but inevitably the industry has to do a better job of cultivating the younger generation. “Erosion of aging skiers and riders is the biggest single concern, and there’s not much we can do about it,” Berry said. The industry snagged a significant age-group bubble in about 2001-02 when a group of young skiers now in their teens were brought into the sport and stuck. However, recruitment of another generation of beginning skiers and their conversion into lifelong skiers is now the industry’s biggest weakness, Berry said. “Our beginner conversions are 15 percent,” Berry said. “That means if you have 100 people give skiing a try, 15 of them stay with it. We’ve been negligent to a very important group of customers. We’ve done a wonderful job increasing the frequency of visits by our existing customers. We’ve treated them very well. But the conversion rate of beginners has been hugely problematic for us.”

Research has shown that beginners are first attracted to the sport by friends, members of their church congregation and family members, Berry said. He predicted that in the next See Chamber, page 11

Jets — once again — will be the sole carriers of Yampa Valley Regional Airport passengers flying United Express. But this time, the service will come

without a six-figure price tag for the local business community. Mesa Air Group announced Thursday that it will terminate its operation of 10 Dash-8 turboprop airplanes under a codeshare agreement with United Airlines by April 30. “We face a challenging period

during the next few quarters and will strive to mitigate the impact of the termination of aircraft under our code-share agreement with United Airlines,” Mesa Chairman and CEO Jonathan Ornstein said in a news release.

A police standoff that lasted nearly four hours early Friday on Laurel Lane ended peacefully after police broke down a door and arrested a 33-year-old Steamboat Springs man.

Steamboat Springs Police Department officers were called to a report of domestic violence on Laurel Lane at about 12:45 Friday morning, Sgt. Dale Coyner said. A woman in the house was able to get out safely, but officers could not talk to the suspect, David Edward Heist.

The defining moment has arrived Paul Krugman

OK, folks, this is it. It’s the defining moment for health care reform. Past efforts to give Americans what citizens of every other advanced nation already have — guaranteed access to essential care — have ended not with a bang, but with a whimper, usually dying in committee without ever making it to a vote. But this time, broadly similar health care bills have made it through Krugman multiple committees in both houses of Congress. And Thursday, Nancy Pelosi, the speaker of the House, unveiled the legislation that she will send to the House floor, where it will almost surely pass. It’s not a perfect bill, by a long shot, but it’s a much stronger bill than almost anyone expected

to emerge even a few weeks ago. And it would lead to near-universal coverage. As a result, everyone in the political class — by which I mean politicians, people in the news media, and so on, basically whoever is in a position to influence the final stage of this legislative marathon — now has to make a choice. The seemingly impossible dream of fundamental health reform is just a few steps away from becoming reality, and each player has to decide whether he or she is going to help it across the finish line or stand in its way. For conservatives, of course, it’s an easy decision: They don’t want Americans to have universal coverage, and they don’t want President Barack Obama to succeed. For progressives, it’s a slightly more difficult decision: They want universal care, and they want the president to succeed — but the proposed legislation falls far short of their ideal. There still are some reform advocates who won’t accept anything

short of a full transition to Medicare for all as opposed to a hybrid, compromise system that heavily relies on private insurers. And even those who have reconciled themselves to the political realities are disappointed that the bill doesn’t include a “strong” public option, with payment rates linked to those set by Medicare. But the bill does include a “mediumstrength” public option, in which the public plan would negotiate payment rates — defying the predictions of pundits who have repeatedly declared any kind of public-option plan dead. It also includes more generous subsidies than expected, making it easier for lower-income families to afford coverage. And according to Congressional Budget Office estimates, almost everyone — 96 percent of legal residents too young to receive Medicare — would get health insurance. So should progressives get behind this plan? Yes. And they probably will. See Krugman, page 9

Does anyone in Washington tell the truth? Why should Senate Majority Leader Harry Reid be believed when he promises states can “opt out” of a public option for health care? This isn’t like opting out of sex education class. Individuals won’t be able to avoid the consequences of national health care once the government puts the insurance companies out of business, because there will be no Thomas other choice than the government program. With health insurance “reform,” opting out is really opting in for eventual single-payer national health insurance that will include rationing — especially for seniors, who will be told by government what treatment they are allowed

— higher taxes, longer waits and substandard care. Several Democrats have been honest about where this is headed. They deserve thanks from the public for exposing the lies their party leaders are telling us. Speaker Nancy Pelosi’s cover-up now includes word games. She thinks the public option should be renamed “the consumer option.” There will be no option for consumers when government undercuts insurance companies, which have fast become Democrats’ Halloween ogres. Don’t take it from me. Consider Sen. Evan Bayh, Indiana Democrat: “If it was a public option that was just kind of a stalking horse for a government-run health care system, I don’t think that would have a very good chance.” Kudos to Sen. Blanche Lincoln, Arkansas Democrat, for saying, “For some in my caucus, when they talk about a public option, they’re talking about another

entitlement program, and we can’t afford that right now as a nation.” Imagine that! A Democrat saying we are spending too much as Congress prepares to raise the debt limit to $12 trillion. The deficit is currently at $1.6 trillion. Sen. Kent Conrad, a North Dakota Democrat, called the push for the public option “a wasted effort” because the votes aren’t there. Sen. Byron Dorgan, also a North Dakota Democrat, agrees: “I’ve indicated I won’t vote for a bill that’s a government takeover of health insurance, or the health care system.” And then there’s Sen. Joe Lieberman, former Democrat and current Independent, who has vowed to join Republicans in a filibuster of any plan that contains a government option. The people who really have to make up their minds, then, are those in between, the selfproclaimed centrists. The odd thing about this group is that while its members are clearly uncomfortable with the idea of passing health care reform, they’re having a hard time explaining exactly what their problem is. Or to be more precise and less polite, they have been attacking proposed legislation for doing things it doesn’t and for not doing things it does. Thus, Sen. Joseph Lieberman, of Connecticut, says, “I want to be able to vote for a health bill, but my top concern is the deficit.” That would be a serious objection to the proposals currently on

the table if they would, in fact, increase the deficit. But they wouldn’t, at least according to the Congressional Budget Office, which estimates that the House bill, in particular, would actually reduce the deficit by $100 billion during the next decade. Or consider the remarkable exchange that took place this week between Peter Orszag, the White House budget director, and Fred Hiatt, The Washington Post’s opinion editor. Hiatt had criticized Congress for not taking what he considers the necessary steps to control health care costs — namely, taxing high-cost insurance plans and establishing an independent Medicare commission. Writing on the budget office blog — yes, there is one, and it’s essential reading — Orszag pointed out, not too

gently, that the Senate Finance Committee’s bill actually includes both of the allegedly missing measures. I won’t try to psychoanalyze the “naysayers,” as Orszag describes them. I’d just urge them to take a look in the mirror. If they really want to align themselves with the hard-line conservatives, if they just want to kill health reform, so be it. But they shouldn’t hide behind claims that they really, truly would support health care reform if only it were better designed. For this is the moment of truth. The political environment is as favorable for reform as it’s likely to get. The legislation on the table isn’t perfect, but it’s as good as anyone could reasonably have expected. History is about to be made — and everyone has to decide which side they’re on.

The CATO Institute remains a primary resource for ideas that will work in reforming health insurance. It recommends four steps Congress could take and the public should demand. (1) Give Medicare enrollees a voucher and let them choose any health plan on the market that fits their needs, not what the government dictates. Vouchers would be meanstested, would include Medicare spending and are, says CATO, the only way to protect seniors from rationing.

(2) Congress should reform the tax treatment by allowing large health savings accounts. This would reduce the number of uninsured Americans, would free workers to buy secure health coverage from any source and would effectively give workers a $9.7 trillion tax cut without increasing the deficit. (3) Congress should break up state monopolies on insurance and clinician licensing. CATO estimates that allowing people to buy insurance from other states could cover one-third of the uninsured without new taxes or government subsidies. (4) Congress should reform Medicaid and the State Children’s Health Insurance

Program the way it reformed it in 1996 when it block-granted the programs. This would help reduce the deficit and encourage states to target resources to those most in need. These free market ideas and others like them are a rebuke to the lie by some liberal Democrats that Republicans and conservatives have presented no plan of their own for health insurance reform. They have, but those holding power don’t want to hear them. That’s because they have their own agenda. The only way they can be stopped is by a public outcry and uprising. Not only our health, but also our lives depend on stopping them.

Mesa’s challenges have proved Steamboat Springs’ gain. The announcement came as Steamboat Ski and Resort Corp. officials were meeting with United executives in Chicago to negotiate 2010 airline service to Yampa Valley Regional Airport, according to Andy Wirth, Ski Corp. senior vice president of sales and marketing. Without Mesa Air Group available to serve YVRA with turboprops, Wirth said United offered to serve the airport with jets operated by SkyWest Airlines — without the expensive strings it previously attached to jet service. “This is great news because the traveling customer just gravitates for lots of reasons to the jet product,” Wirth said Friday. “We’re particularly thrilled about this news.”

In 2007, Ski Corp. struck a deal to move to jet-only United Express service beginning in April 2008. The RJ-50 and CRJ jets can carry more passengers and are faster, more reliable and more comfortable than the Dash-8. The move was accommodated by a contract giving United revenue guarantees from Ski Corp., the city’s Local Marketing District and the Steamboat Springs Chamber Resort Association’s Fly Steamboat program. Decreasing numbers of passengers forced an increase in the underwriting costs this past ski season and summer. For next year, the funding partners had a choice between a return to Mesa’s turboprop planes without revenue guarantees or the much-preferred jet service that could cost as much as $300,000. Wirth said the funding part-

ners were prepared to spend “in excess of $200,000” for next year, but Mesa’s announcement Thursday made the decision much easier. “With this news and given our track record of performance and overall relationship, I think (United) decided it unnecessary to strike a contract with us,” Wirth said. “They knew we’ll work hard to optimize these flights’ performance.” The LMD, including representatives of the resort community, makes recommendations to the Steamboat Springs City Council about how to spend two points of lodging tax committed to underwriting air service. The funds augment a larger share provided by Ski Corp., and Chamber members pledge money to the Fly Steamboat program in exchange for discounted ski passes. Wirth said one Dash-8 would

About 8,000, or 49 percent, of Routt County’s registered voters are younger than 45. Through Friday, Routt County had received and certified 2,797 ballots. Only 592, or 21.2 percent, came from voters younger than 45. Chrissey Faessen, a spokeswoman for Washington, D.C.based Rock the Vote, said Colorado’s young voters used mail-in ballots just as much as other age groups and that young voters’ share of the electorate grew in 2008 even as 60 percent of ballots were cast by mail. Rock the Vote is an advocacy group that works to engage young people in the political process. “In fact, in some cases (a

mail-ballot election) proves to be more convenient when (young voters) can’t stand in long lines due to their work and school schedules,” Faessen wrote in an e-mail. “That being said, the problem with mail and young voters is they are more likely to move and not re-register before these types of local elections so they never get a ballot.” Faessen said mail-in ballots should be combined with sameday registration, automatic registration, online registration and other “access strategies” to give young voters more options. Steamboat Springs City Councilman Jon Quinn, who is not up for election, said although he initially didn’t have any concerns about a mail-ballot election, he now shares Faessen’s concerns about transient young people. Of the about 1,600 ballots that have been returned to the county as undeliverable, Quinn guessed a large majority belonged to young voters. Quinn said he is particularly troubled by the lack of votes from younger residents because he thinks they represent the working class of the community. “I think that a lot hinges on this election,” Quinn said. “I

Like a snowball rolling down a hill, the Steamboat Springs High School football team is nearly impossible to stop when it gets going. Steamboat found that mom­ entum and rhythm early, kept building it up and turned Friday’s game against Buena

Vista into a complete 58-13 avalanche. No matter where people look, ­ they’ll find something Steambo­ at dominated in Friday’s game. Buena Vista had eight firsthalf possessions and came away with four three-and-outs, three turnovers and a turnover on downs. Offensively, Steamboat scored touchdowns on eight of its first nine possessions. In the only pos-

session where Steamboat didn’t score, the team took a knee at the end of the first half at the Buena Vista 1-yard line. Steamboat built a 51-0 lead at halftime and on its scoring drives averaged 3.8 plays that took just 1 minute, 9 seconds off the clock. “It doesn’t seem to matter what we call offensively,” Steamboat coach Aaron Finch said.

It certainly didn’t. From the Demons’ very first possession, a three-and-out, the Sailors dominated. the outside.” Hayden’s high tide came in the second of its three games. That the surge resulted in a loss left the team drained, coach Greg Johnson said. The Tigers won two of the first three games against Vail Mountain. Johnson said Rachael Koehler and Ashlee Doolin led the charge, capping off strong seasons with some of their best play. Still, the team couldn’t put the finishing touches on the upset, and Hayden lost in the final game, 15-13. Elsewhere, they lost in three games to the tournament’s top seed, Vail Christian, and to West Grand.

“After that five-set game, we were emotionally spent,” Johnson said. “We felt if we could pull it out, we could find a way to get into the second game, but that didn’t happen.” Holding Hayden back were many of the same mistakes that plagued the team all season. The team entered with confidence after stringing together back-to-back wins leading up to Friday’s pool play. Bad passes, plentiful errors and long scoring runs from the opposition doomed any hopes at maintaining that momentum. “We didn’t play bad all day, but it was the same things that have been hurting us for the whole year,” Johnson said. “Still, the girls played really hard throughout the day.”

We have a lot of guys that can do a lot of good things, and we’re starting to get in a groove defensively, as well.” That’s an understatement. After beating Palisade, 28-21, in early September, Steamboat has beaten its last four opponents by a combined score of 195-48. But now comes what could be Steamboat’s biggest test. The team travels to Glenwood on Friday for a game against the defending state champions. The winner of the game also will be able to stake claim to a Western Slope League championship and probably a top three seed in the Class 3A playoffs. “They’re well-coached, they have tradition and it’s a real football game,” Finch said. “We have to elevate ourselves. I’m glad to have this game going into the playoffs.”

The Denver Broncos are unbeaten because they have the top-ranked defense in the NFL and a quarterback who is very protective of the football. It’s a formula that for years worked quite well for the Baltimore Ravens, who have lost three straight. One team is undefeated, the other desperate. It should make for a very interesting Sunday afternoon for a couple of well-rested AFC powerhouses coming off a bye. “It doesn’t get any better for football,” Ravens linebacker Ray Lewis said. “There are a couple teams left undefeated. I’m OK with not being undefeated because I want to do some other things. Those guys are in a great position right now. The bottom line is, the Broncos are playing very sound football right now. They have a reason to be undefeated.” Reason No. 1 is a defense that has allowed an NFL-low 66 points, including 10 in the second half. Denver has given up only five touchdowns in 66 possessions and leads the league in third-down defense (27 percent

conversion rate). All of this has come under the direction of coordinator Mike Nolan, who held the same job with Baltimore earlier this decade. “Mike’s a very good communicator,” Denver’s rookie head coach Josh McDaniels said. “I think that’s very important for every coach, and Mike certainly has the great ability to get his players to understand what he’s asking them to do and then get it out of them. He’s very intelligent.” Nolan’s defense has been aided by an offense run by quarterback Kyle Orton, who has thrown nine touchdown passes and only one interception — on a why-not heave at the end of a half. Orton’s careful play has enabled the Broncos to compile a plus-7 turnover differential and, of course, a 6-0 record. Denver hopes the same philosophy can work against the Ravens (3-3). “They’re very good. I don’t think we’re going to be intimidated by anybody,” former Baltimore receiver Brandon Stokley said. “We will have to

be very good on offense, and be smart, to be successful against that type of defense.” The Ravens used to depend on a stingy defense led by Lewis and a conservative offense that preached running the ball and passing prudently. As recently as last year, Baltimore led the NFL in yards rushing and time of possession, which enabled the defense to stay off the field and resulted in a trip to the AFC championship game. This year, the offense has stepped it up behind two second-year players. Joe Flacco has thrown at least one touchdown pass in six straight games and running back Ray Rice leads the team with 33 catches. But the pass-happy attack has not been backed by the defense as effectively as in the past. Baltimore gave up 33 points in a loss to Minnesota before the bye, and the Ravens rank an uncharacteristic eighth in yardage allowed. Thus, Baltimore is 1 1/2 games out of first place in the AFC North after getting off to a 3-0 start. If it comes down to performance in the second half, then something’s got to give. Denver has been spectacular after halftime, but the Ravens have scored 66 points alone in the fourth quarter — including 21 against Minnesota on the road.

Derek Jeter almost seems to delight in the way this World Series is playing out. Forget all those power hitters. Pitching is priceless. “I told you,” he said with a smile. Without any offense from Alex Rodriguez, Jeter and the New

York Yankees totaled four runs in the first two games and still eked out a split at home. Now, the Series shifts to Philadelphia for Game 3 tonight, with Cole Hamels set to start for the Phillies against fellow lefty Andy Pettitte. Three wins from a second consecutive championship, Phila­ delphia could wrap it up at home. Chase Utley, Jimmy Rollins and crew can’t wait to play before their fervent fans in the second-ever

World Series game on Halloween. “We’re back in our own ball­ park. It’s going to be hostile. It’s going to be loud,” Shane Victorino said. Nothing new, according to the Yankees. “Because of the team we are, we get booed and yelled at everywhere we go,” Johnny Damon said. “Even coming off the train.” Citizens Bank Park is about 108 miles from Yankee Stadium, with all those New Jersey Turnpike tolls in between. Both teams zipped down on the train in a little more than an hour — the Phillies after their 3-1 loss Thursday night, the Yankees on Friday afternoon. During batting practice, as one slugger after another sent balls ricocheting around Philadelphia’s

cozy ballpark, it was hard to fathom how Cliff Lee and A.J. Burnett looked so dominant on the mound the previous two nights. “I can’t say enough about our advanced scout­ ing and our reports. They’re right on,” Phillies manager Charlie Manuel said. Sooner or later, though, some of these big bats are bound to break loose. Mark Teixeira’s only hit in seven at-bats is a solo homer. Phillies bopper Ryan Howard is hitting .222 with six strikeouts. A monster in the playoffs, Rodriguez is 0 for 8 in his first World Series, also with six strikeouts. “I feel pretty good. I mean, it’s only been eight at-bats, but I felt like I’ve had a lot of good

swings,” he said. “I fouled a cou­ ple of pitches off that I should have put in play.” A-Rod was mostly an October bust before this year, but Jeter insisted he’s not worried. “No, the guy’s been killing the ball for three weeks,” Jeter said. “It’s kind of hard to sit here and overanalyze things. If pitchers make their pitches, they’re going to get you out.” Damon said the rest of the Yankees need to pick up the slack for Rodriguez. But with offense at a premium, they’ll be missing a dangerous bat during the next three games. Because World Series rules do not allow a designated hitter in the National League park, New York must decide where to put Hideki Matsui. “As productive as he’s been for us this year, you don’t want to lose his bat,” manager Joe Girardi said.

Hawkins has come under fire for his team’s inconsistent play. They lost to rival Colorado State and underdog Toledo to open the season, before upsetting Kansas two weeks ago. But the momentum was short-lived as the Buffaloes (2-5, 1-2 Big 12) were soundly beaten, 20-6, at Kansas State last weekend. Dan Hawkins spoke candidly in a lengthy monologue, lay­ ing out the pitfalls that have plagued the Colorado Buffaloes program and how he planned to turn things around. The rhetoric of a des­ perate coach? Possibly. But his players bought into it, throw­ ing support behind the fourth-year Buf­ faloes coach. As Hawkins gave his solilo­ quy Tuesday at his weekly news conference, quarterback Tyler Hansen listened from a table in the back of the room.
