Who knew Winter Carnival was sexy in 1928? Steamboat historians contrast period images with modern views

ho but the dynamic duo of Harriet Freiberger and Ken Proper could come up with a sexy cover photo for a serious history book about Steamboat Springs? See it for yourself. Right there, on the front of their new book, “Then & Now: A History of Steamboat Springs, Colorado,” is a photo of four members of the Ladies Recreation Club skiing down Lincoln Avenue during the 1928 Winter Carnival Parade. Depending on your point of view, the young women are either wearing exceptionally modest bathing suits, or scandalously short mini-skirts! After all, it was the Roaring Twenties, even in the Yampa Valley. “Then and Now: A History of Steamboat Springs,” takes its inspiration from the book,

“Colorado 1870-2000” by the noted Colorado photographer John Fielder. Fielder had the idea of approximating modern versions of photos taken by frontier photographer William Henry Jackson. Fielder endeavored to go to the very spot where Jackson stood and aimed his camera where Jackson aimed his about 130 years earlier. In so doing, he captured the changes wrought by humans on the Colorado landscape. Now, Proper has done the same in Steamboat Springs, pairing modern photos with period images made by a wide

variety of photographers. Among his favorite historical images in the book is one showing a channel of the Yampa River flowing past Snake Island. In the image, a lone horse-drawn wagon is proceeding along a two-track where U.S. Highway 40 rumbles with traffic today. And the only building in the image is the Yampa Valley M. & E. Co. flourmill, occupying a spot about where the Iron Horse Inn stands today. The book is enriched by Freiberger’s text, which See Ross, page 13

Coucilwoman Cari Herma­ cinski continued to raise money at a breakneck pace last month and reported about $8,500 in fundraising in her bid for reelection in the second of three campaign finance filings this election cycle. The figure includes $3,200 Hermacinski loaned to her own campaign. Her expenditures for the same time period included the repayment of a previous $5,000 loan to her own cam­ paign. Hermacinski’s opponent for a Steamboat Springs City Council seat representing District 1, Kevin Bennett, came in a dis­ tant second with $2,300 raised in the most recent filing period. That amount includes $1,200 in contributions from himself. Friday at 5 p.m. was the dead­ line for municipal candidates to report fundraising totals and expenditures for the period from Oct. 9 to Oct. 25. Combining all contributions through Oct. 25, and subtracting her two loans, Hermacinski has raised more than $15,000 from outside contributors. Not counting the $2,700 he has contributed to him­ self, Bennett has raised a total of $5,187 from outside contributors. Bennett did not return phone messages left at his home and office Monday. Hermacinski said the amount of money she has raised trans­ lates into support and noted that she actually has raised and spent less than she did in 2007, when she won the two-year, at-large City Council seat. Hermacinski is leaving that seat to run for the four-year, District 1 seat. She said her fundraising doesn’t nec­ essarily give her an edge.

“I think Kevin has been doing a lot of door-to-door, too, and that’s effective and doesn’t cost a lot of money,” Hermacinski said. Former Councilman Jim Engelken, who faces Kyle Pietras in the race for council’s at-large seat, said the amount of money Hermacinski is spending and forcing Bennett to spend is “absolutely obscene” and could have gone to better purposes. “This is a $600-a-month job. It’s public service,” Engelken said. “I’m quite happy I didn’t have to spend more than I did, and I’m quite happy Kyle didn’t spend more than he did.” Engelken reported $350 in contributions during the sec­ ond filing period, for a total of $2,553. His opponent, Kyle Pietras, reported $1,899.20 dur­ ing the second filing period, for a total of $3,717.20. Pietras’ total includes about $1,400 he has contributed to himself. Engelken and Pietras said they did not solicit campaign contributions. “People are just very, very gen­ erous, and I’m psyched,” Pietras said. “That helps me out.” Contribution totals are near­ ly even in the District 2 race. City Council candidate Kenny Reisman raised $1,720 in the sec­ ond filing period, for a total of $3,895. He said he doesn’t view contributions as a competition. Voters are “starting to under­ stand what I’m all about,” Reisman said, “and that’s con­ ducive to fundraising.” Reisman’s opponent, Ken Solomon, is just $44 behind, with a total of $3,851. He reported $522 in the latest filing period. Solomon said he is proud that

Historic preservation is the greenest form of construction, Towny Anderson said. The executive director of Historic Routt County, which worked with Colorado Mountain College’s Alpine Campus to start a historic preservation program in the spring, said retrofitting and maintaining historic buildings is going to be important for the future of the construction industry. It’s a very cost-effective style of project, Anderson said. The Alpine Campus is trying to generate interest in its new historic preservation program and is hosting an open house from 4:30 to 5:30 p.m. today in the second-floor lounge of Bristol Hall. (drug) it’s taxable.” Mark Couch, a spokesman for the Colorado Department of Revenue, said his agency concurs with the city’s interpretation. “In our view, yes, medical marijuana is subject to sales tax,” Couch said. “We’re waiting for confirmation from the state’s attorney general.” Litzau said the city would not break out the amount of taxes collected by medical marijuana dispensaries here in its monthly sales tax reports. That is in keeping with the city’s policy of not revealing statistics that could be used to derive the revenues of individual businesses. City Council will consider the second reading of the ordinance near the end of tonight’s meeting, which is not expected to run beyond 7:30 p.m. The language of the ordinance includes some changes from the original draft that was approved Oct. 20. If Steamboat Springs City Council approves a new medical marijuana ordinance tonight, it effectively will formalize collection of the city’s 4.5 percent tax on marijuana sales. Staff Attorney Dan Foote confirmed Monday it is the city’s intent to collect tax on sales at medical marijuana dispensaries operating in the city. “On a legal level, we’ve reached the consensus that it’s taxable,” Foote said. The city code specifies that prescription drugs prescribed by a physician or pharmacist are not subject to city sales tax. However, city officials are interpreting the state constitution as classifying a doctor’s validation of an individual’s need for medical marijuana as something other than a prescription. Doctors provide medical marijuana patients with written certification for the use of medical marijuana, and patients are required to obtain an ID card from the state. “You get a card that allows you to buy it, but it’s not something that is prescribed,” Interim City Finance Director Bob Litzau said. “Since marijuana is not a prescription

Commissioners for Routt, Grand and Moffat counties agreed Monday to trim the 14th Judicial District Attorney’s personnel budget by 5 percent in 2010, to make up for lost revenue. The cut came despite District Attorney Elizabeth Oldham’s projection of an increase in court cases this year in the three-

County is looking for ways to save money because, despite 10 percent furloughs and additional cuts, Routt County Finance Director Dan Strnad said the county budget is about $400,000 over revenue projections. Overall, the budget cut amounts to $48,274 for the district attorney’s office in 2010. The three counties in the 14th Judicial District contribute a portion of the budget for the See Budget, page 11

Most American elections aren’t particularly competitive. So an off-year election cycle featuring only three significant contests doesn’t have any business being interesting. But the 2009 political season has proven surprisingly entertaining. True, the Virginia governor’s race looks increasingly like a Republican cakewalk. But today’s other two noteworthy elections, in New Jersey Douthat and far upstate New York, have become fascinating free-for-alls. And in both cases, a third-party candidate provided the spark. If it weren’t for Chris Daggett, a former Environmental Protection Agency administrator turned independent candidate for governor, the race for the Garden

Statehouse would have been a dull, grinding contest between an unpopular incumbent, Jon Corzine, and a cautious challenger, Chris Christie, who has spent his campaign promising not to be Jon Corzine and not much else. If it weren’t for Doug Hoffman, a Lake Placid accountant running on the Conservative Party line, the battle to represent New York’s 23rd Congressional District would have been a Tweedledee-Tweedledum affair, featuring a Republican, Dede Scozzafava, who’s arguably more liberal than Bill Owens, her Democratic opponent. Daggett is playing spoiler, whereas Hoffman just might win his race. But both have injected real drama into their contests — and real substance, as well. By offering a brace of policy proposals, and channeling the Northeastern moderates of yore, Daggett has peeled independents away from Christie’s largely content-free campaign. By highlight-

ing Scozzafava’s liberal voting record, Hoffmann has rallied movement conservatives against a distinctively un-conservative Republican. In the process, both men have offered voters a more intriguing choice than they would have otherwise enjoyed. It’s a shame that this doesn’t happen more often in American politics. Gerrymandered districts, the power of incumbency, and our tendency to selfsegregate along ideological lines all help make our elections uncompetitive. But so does the absence of third-party entrepreneurship. When people pine for third parties, they usually have a fantasy presidential candidate in mind — a Colin Powell or a Michael Bloomberg, riding in to purge the Beltway of partisanship and corruption. But presidential elections are the place where the two-party system seems more necessary than ever. The office of the See Douthat, page 9

The good news is that the American Recovery and Reinvestment Act, aka the Obama stimulus plan, is working just about the way textbook macroeconomics said it would. But that’s also the bad news — because the same textbook analysis says that the stimulus was far too small given the scale of our economic problems. Unless something changes drastically, we’re looking at many years of high unemployment. Krugman And the really bad news is that “centrists” in Congress aren’t able or willing to draw the obvious conclusion, which is that we need a lot more federal spending on job creation. About that good news: Not that long ago the U.S. economy was in free fall.

Without the recovery act, the free fall probably would have continued, as unemployed workers slashed their spending, cash-strapped state and local governments engaged in mass layoffs, and more. The stimulus didn’t completely eliminate these effects, but it was enough to break the vicious circle of economic decline. Aid to the unemployed and help for state and local governments probably were the most important factors. If you want to see the recovery act in action, visit a classroom: Your local school probably would have had to fire a lot of teachers if the stimulus hadn’t been enacted. And the free fall has ended. Last week’s GDP report showed the economy growing again, at a better-than-expected annual rate of 3.5 percent. As Mark Zandi, of Moody’s Economy.com, put it in recent testimony, “The stimulus is doing what it was supposed to do: short-circuit the recession and spur recovery.” But it’s not doing enough.

Suppose that the economy were to keep growing at 3.5 percent. If that happened, unemployment eventually would start falling — but very, very slowly. The experience of the Clinton era, when the economy grew at an average rate of 3.7 percent for eight years (did you know that?) suggests that at current growth rates, we’d be lucky to see the unemployment rate fall by half a percentage point per year, meaning that it would take a decade to return to something like full employment. Worse yet, it’s far from clear that growth will continue at this rate. The effects of the stimulus will build throughout time — it’s still likely to create or save a total of about 3 million jobs — but its peak impact on the growth of GDP (as opposed to its level) is already behind us. Time is right for independent candidates

We need to do more for nation’s future Krugman continued from 8 of the stimulus fades. And so far there’s no sign that this is happening. So the government needs to do much more. Unfortunately, the political prospects for further action aren’t good. What I keep hearing from Washington is one of two arguments: either (1) the stimulus has failed, unemployment is still rising, so we shouldn’t do any more, or (2) the stimulus has succeeded, GDP is growing, so we don’t need to do any more. The truth, which is that the stimulus was too little of a good thing — that it helped, but it wasn’t big enough — seems to be too complicated for an era of sound-bite politics. But can we afford to do more? We can’t afford not to. High unemployment doesn’t just punish the economy today;

it punishes the future, too. In the face of a depressed economy, businesses have slashed investment spending — both spending on plant and equipment and “intangible” investments in such things as product development and worker training. This will hurt the economy’s potential for years to come. Deficit hawks like to complain that today’s young people will end up having to pay higher taxes to service the debt we’re running up right now. But anyone who really cared about the prospects of young Americans would be pushing for much more job creation, since the burden of high unemployment falls on young workers — and those who enter the work force in years of high unemployment suffer permanent career damage, never catching up with those who graduated in better times. Even the claim that we’ll have

to pay for stimulus spending now with higher taxes later is mostly wrong. Spending more on recovery will lead to a stronger economy, now and in the future — and a stronger economy means more government revenue. Stimulus spending probably doesn’t pay for itself, but its true cost, even in a narrow fiscal sense, is only a fraction of the headline number. OK, I know I’m being impractical: Major economic programs can’t pass Congress without the support of relatively conservative Democrats, and these Democrats have been telling reporters that they have lost their appetite for stimulus. But I hope their stomachs start rumbling soon. We now know that stimulus works, but we aren’t doing nearly enough of it. For the sake of today’s unemployed, and for the sake of the nation’s future, we need to do much more.

For that matter, imagine if the Alaskan Independence Party — famous in the lower 48 because its rolls once included Todd Palin — decided to take up causes more plausible than secession, and remake itself as a populist counterweight to its state’s corrupt Republican establishment. These aren’t just idle fantasies. The Internet has democratized political organizing in ways that ought to weaken the two-party duopoly. Howard Dean and Ron Paul have proven that you can fund a presidential campaign with a laptop. Where Hoffman and Daggett have gone, others should be able to follow. For anyone who wants to try, the time is now. In a modest way, 2009 has been a good year for independent candidates. Given the public mood these days, 2010 could prove an even better one — and there will be a lot more than just three seats at stake next fall.

presidency has become so potent and so polarizing — part priestking, part ritual scapegoat — that would-be chief executives need to represent the broadest possible coalition to have any chance of success. It’s at the state and local level where an independent politician or party actually can hope to get things done. And it’s at the state and local level where we could use a lot more of them. (In this regard, the cranks and idealists in your local Green Party have more sense than the pundits who fantasized about a Bloombergfor-president campaign.) Regional third parties might get unorthodox candidates elected, and win hearings for unorthodox ideas. They could provide a counterweight to the corruption associated with one-party rule, whether in solidly red states or deep-blue cities. They could punish political machines for ignoring their own constituents — as

New York’s Conservative Party has done in the past, and is trying to do again with Hoffman’s candidacy this year. And they could help fulfill the promise of federalism, by keeping statewide races focused on state issues, rather than the national political debate. Imagine if Bloomberg, instead of using New York’s Republican Party as a fig leaf, had spent his mayoralty building up a permanent third force in city politics — a good-government party, modeled after the 19th century Mugwumps, that could provide a civic-minded counterweight to Democratic interest groups long after he’s gone. Or imagine if California’s famously polarized legislature included several smaller parties — Libertarians, Socialists, Social Conservatives — capable of forming coalitions with either the left or the right, so that every budgetary debate in that unhappy state didn’t pit a bloated Democratic majority against an

Oldham to decide how to make up cuts District Attorney’s Office based on population. Routt County contributes 45 percent, Grand County contributes 27 percent, and Moffat County contributes 28 percent. Routt County’s total budget for the district attorney’s office is $639,000. Oldham said that she expected the budget cut and will now have to decide if she will make up the 5 percent by not filling vacant positions or by cutting staff salary. She said, based on the number of cases that have gone through the court so far this year, she expects about 293 additional cases, though she said that does not fully reflect the increase in cost. “The problem is that we’re see-

ing an increase in serious crime. It used to be we had a murder every five, seven years, if that,” she said. In the past several years there have been several murder cases, including the conviction of Terry Hankins in Moffat County, the re-prosecution and conviction of Thomas Johnson after a mistrial for a murder committed in Routt County, and the conviction of Luz Cisneros for the murder of her child in Routt County in 2007. Routt County Commissioner Diane Mitsch Bush said she did not see a significant increase in serious cases based on Oldham’s projections — an increase of two felony cases in Routt County, and a total of 34 more felonies in the district — but Oldham said even a couple of high-level cases can drastically

increase costs. “Really where it effects the DA’s office, it’s not necessarily the numbers. It’s more the type of cases we’ve had,” she said. Routt County Commissioners last year declined to implement a budget cut for the DA’s office, after Grand and Moffat county commissioners said the budget already was set and they did not want to make cuts. In response, Oldham offered a $42,700 cut in the operations budget for Routt County, which commissioners accepted. Oldham said she expects to start meeting with finance directors from the three counties soon to discuss operation budgets for 2010.

Anderson said surveys of Steamboat Springs visitors and residents indicated that what makes Steamboat special was its agricultural and mining heritage and downtown. “Obviously, I’m passionate about historic preservation and old buildings,” Anderson said. “I just have this belief that maintaining and sustaining (buildings that have) historic character will be more sought after, more valuable as time goes on because there will be less and less of them.”

This fall, Anderson is teaching a course about the history of architecture. If the college is able to generate enough interest in the program, it would like to offer more courses next spring. One would be an introduction to historic preservation, while another would be an introduction to the legal, business and economic aspects of the field. Anderson said he also would like to offer a course on green preservation and one about the construction involved with historic preservation, which ideally would prepare students for a summer internship. Historic Routt County has applied for

grants to provide students from the county with scholarships, and stipends if they participate in the internship program, Anderson said. He said a project — such as the restoration of Diamond Window Cabin in Stagecoach, which was completed this fall — also would be offered to give students a practical learning experience in the field. She conducted dozens of interviews and enlisted 16 old-timers in fact checking. Some of those fact checkers did not survive to see the book published. For example, Freiberger notes that the shocking death of famed Steamboat ski racer Buddy Werner took place just five months after the assassination of President John F. Kennedy. “I wanted to give a picture of American history,” as well as local history, she said. Proper, who took most of the modern images in the book, credited designer Deanna Simonsen with pushing for the cover photo. “This photo came along, and I thought, ‘People are going to take a second look,’” Proper said. “Deanna said, ‘That picture will sell books.’” The exciting news, Freiberger added, is that most of the proceeds from the sale of the book will go to the Bud Werner Memorial Library, which endorsed the concept from the beginning and served as its publisher.

“Chris Painter and the library were a tremendous help,” Freiberger said. Production of the book was underwritten by $25,000 in grants, 75 percent of which came from the State Historical Fund. The Steamboat Springs Arts Council provided $1,300 through a re-granting process with the city of Steamboat Springs, and the library subsidized nearly 25 percent of the cost. The grants provided a stipend for Freiberger and Proper. That allows the majority of the net proceeds from the sale of the book to go to the library. The entire $25 purchase price will go to the library during a special release party Nov. 12 at the library. After that, a margin will be taken out for local bookstores, and the majority of the proceeds will go to the library. The book will not be available for purchase before the Nov. 12 event. Proper and Freiberger labored for nearly five years on the project, but the lengthy gestation period was fortuitous because it allowed them to capture the many recent changes in Steamboat’s historic downtown shopping district. The redevelopment in 2006 and 2007 of old buildings that had occupied corner lots on Steamboat’s main street for

Now, that’s how most of their fans feared the Denver Broncos would play this season: dominated on defense, overpowered on offense, squelched on special teams. It took two months for it to happen. So rookie coach Josh McDaniels has some fixing to do as the Broncos (6-1) try to bounce McDaniels back from their beatdown in Baltimore, and they’ll have to do it without one of their best offensive linemen. McDaniels said right tackle Ryan Harris won’t play against Pittsburgh next week after sustaining a toe injury in the Broncos’ 30-7 loss at Baltimore. Harris, a third-year pro from Notre Dame, has started 22 consecutive games for one of the league’s best offensive lines. He was replaced in the first half Sunday by second-year pro Tyler Polumbus, who is in line to make his first NFL start against the Steelers next Monday night. Polumbus, an undrafted second-year pro from the University of Colorado, also spelled Harris in Week 3 when he went out with a shoulder injury in the second half against Oakland. “Tyler went in and did a decent job, hung in there. Again, they’ve got some really good pass-rushers off the edge. He was matched up on (Ravens linebacker Terrell) Suggs on more than a few plays and handled the bull rush and speed rushers and those kinds of things,” McDaniels said. “But Tyler’s been in this system as long as anybody else has this year, so he’s familiar with what we’re doing. We always give him plenty of reps in practice. He handled himself well in See Broncos, page 18

Put those parade plans on hold, New York. The Phillies are coming back. Desperate to hang onto their World Series title and hounded by the Yankees to the very last swing, Philadelphia somehow held on for an 8-6 win Monday night in Game 5. Chase Utley hit two home runs to raise his Series total to a record-tying five, Cliff Lee won again and Philadelphia cut its deficit to 3-2. Ahead 8-2, the Phillies watched New York score three times in the eighth inning and

put its first two batters on in the ninth. Derek Jeter grounded into a run-scoring double play, but the fans on their feet couldn’t exhale until Mark Teixeira struck out as the tying run. Whew! Game 6 will be played Wed­ nesday night at Yankee Stadium, with New York’s Andy Pettitte going on short rest against Pedro Martinez. The Series hasn’t gone this far since 2003. “We had to do it,” Phillies shortstop Jimmy Rollins said. “We didn’t have a choice. It was either go home and watch

football and college basketball or extend the season.” Utley hit a go-ahead, threerun homer in the first inning off A.J. Burnett and added a solo shot in the seventh to join Reggie Jackson as the only players to hit five home runs in a single World Series. “It’s pretty cool,” Utley said. “It’s pretty surreal. I’m glad we got the win tonight. We’re going back to Yankee Stadium.” Philadelphia replicated its See World Series, page 18

The Saints have tied their best start to a season. Drew Brees had 308 yards passing, Pierre Thomas scored two touchdowns and Jabari Greer returned an interception for a score to help the Saints improve to 7-0 with a 35-27 victory against the Atlanta Falcons on Monday night. Brees Only the 1991 Saints began a season with as many wins. Greer’s touchdown was the Saints’ fifth score on an interception this season, tying a single-season franchise mark set in 1998. Tracy Porter also had an interception on the Saints 1-yard line on a pass tipped by Jonathan Vilma in the fourth quarter, preserving a 28-24 lead. Atlanta quarterback Matt Ryan was intercepted three times, the third straight game he’d been intercepted at least twice. Still, the Falcons stayed in it until the end, getting a 40-yard field goal from Jason Elam with 28 seconds left, then recovering an onside kick. Ryan only had time for a desperation heave in the final seconds, and Darren Sharper turned it into his seventh interception of the season. Sharper’s interception also was the Saints’ 16th overall this season, surpassing New Orleans’ total of 15 from last season. The Saints have at least one interception in every game this season. Brees hit Marques Colston for an 18-yard score. Thomas scored on a 22-yard run in the first quarter and a 1-yard catch out of the backfield with 3:03 to go, flipping backward over a tackler and into the end zone. That touchdown made it 35-24 and ignited the entire Superdome into chants of “Who dat say they gonna’ beat them Saints?”

NASCAR will point to the 58 lead changes among 26 drivers as proof of a good race at Talladega Superspeedway. But pushing those stats is much like a used car salesman trying to unload a lemon. You can spit-shine the product all you want, but a dud is still a dud. Driver after driver griped about their sanitized Sunday drive, even as they turned laps around NASCAR’s fastest track. A combination of a

pre-race ban on bump-drafting through the turns, the horsepower-sapping restrictor plates that are used to control speeds, and the desire to be racing at the checkered flag led many drivers to utilize a conservative strategy for the first three-quarters of the race. A track known for electric three- and four-wide racing had been reduced to a single-file parade lap for a large portion of the race. It was so peculiar, many wondered if it was a unified 43-driver thumbing of the nose at

NASCAR, which surprised the participants two hours before the race with a no-bumping edict. It wasn’t anything so contrived. It was instead the watereddown results of a technologydriven sport that has far surpassed the limitations of the 2.66-mile speedway. Drivers went into Sunday’s race with one of two options: race hard for 500 miles and risk wrecking early in the action, or tick off laps for two-plus hours and turn it up a notch when the checkered flag was in reach. “People know they shouldn’t
