S
late Creek Ranch at Steamboat Springs is as rare as a powder day in July. You could search the entire Intermountain region from Idaho to Northern Arizona and every river valley in-between and not find another 1,100-acre cattle ranch with abundant water that shares a mile of its property line with a genuine ski town. And you’d have to search even harder to find that same ranch with a public general aviation airport 90 seconds from the ranch gate. That’s how special Slate Creek Ranch is. But we’ve forgotten to mention that public lands – both the Routt National Forest and BLM land that nourishes a resident elk herd through the snowy winters — bound the ranch on two sides. Still a working ranch with 100 cow/calf pairs and productive hay meadows, the ranch has potential for both recreational and residential development. buyer would be someone with the resources to conserve this sprawling cowboys’ paradise on the edge of North America’s friendliest ski town. But the possibilities are limitless.
Founding fathers looked after Slate Creek Much of that potential is due to the foresight of Steamboat’s founders, including John H. Burroughs, who had the foresight in the early Twentieth Century to build the Woodchuck Ditch Company and develop senior water rights in the Soda Creek drainage to transform the otherwise semi-arid gateway to the lower Elk River Valley. Slate Creek and the springs that feed it, along with seasonal snowmelt, supply abundant water for storage in 10 ponds on the property. But it’s the ranch’s majority share in the Woodchuck Ditch Company that makes everything possible in the future. The ranch can lay claim to owning over 38 percent of just over 20 cubic feet per second of water — enough to keep its hay meadows in production, irrigate a future golf course and still have ample supply for domestic use. “It’s a huge amount of water,” Romick said. “John Burroughs and James Crawford (Steamboat’s founder) were so savvy back then, it’s almost eerie to me to look back at how carefully and how well it was done.” www.SteamboatHOMEFINDER.com
The water right dates to 1909, the kind of seniority that is more precious than gold in the American West today. Romick’s client, Roger Brown of RJB Consolidated, based in Houston is offering the ranch at $27.95 million. Routt County planning officials were introduced in 2008 to tentative plans for development of Slate Creek as land preservation residential subdivision (LPS), with large agricultural and wildlife areas left intact. Under county regulations, such a development could afford increased residential density and room for an 18- to 27-hole golf course while preserving open spaces. In addition, representatives of the owners have worked with the county in exploring a transfer of development rights program that has recently been discussed by the city of Steamboat Springs as well.
A sequestered ranch close to town With its ranch headquarters clustered in a natural bowl and the owner’s home set back in a glade that addresses views of the ski slopes on Mt. Werner, the improvements at Slate Creek are sheltered from nearby Routt County Road 129 and the rest of the world. At the same time, the county road, known to locals as Elk River Road, provides easy access to fine dining, galleries and entertainment in downtown Steamboat, 7 minutes away. The owner’s residence, built in 1992, is a formal home featuring cherry wood throughout and comprising 5,943 square feet. Ideal for entertaining, it has four bedrooms, four and a half baths two kitchens, a three-car garage and four fireplaces, the latter a must in Ski Town USA. There are two additional homes on the ranch, including a three-bedroom guesthouse built in 1985 and a traditional threebedroom Routt County ranch manager’s home built in 1990. Both could be adapted to alternative uses, from development offices to employee housing. The large barn is set up for both cattle and horses, Romick said. He is currently pasturing rodeo bucking stock on the ranch in midweek, and marvels at how rambunctious the bareback broncs are after a few weeks on the protein rich feed on the ranch. Yet, this ranch is just as friendly to inhabitants who feast on the arts – the chamber music and diverse Americana programming of the Strings Music Festival is seven miles away and the Depot Art Center, stunning Bud Werner Memorial Library and Steamboat Art Museum are three miles down the road in downtown Steamboat. Commercial airline service, with large-body jets providing direct access to Denver year ‘round, and Houston, Dallas, Atlanta, Chicago and the Twin Cities, plus New York on weekends in ski season, is a half hour away. Private jet access at the city airport is even closer.

n my November 2008 newsletter titled “The Scoop on Routt County Foreclosures,” I reported on the status of the Steamboat Springs foreclosure market. At that time, the number of Routt County foreclosures was relatively unchanged over the past 10 years, and the 10-year average of properties that were seized by lenders for non-payment of mortgages averaged 40 per year. However, in the 18 months since that article was written, the foreclosure bug, like the pesky pine beetle, has found its way over the pass and is infecting the local market. The 2008 article also reported that although the statewide foreclosure rate was 1.85 percent in 2007 (the last full year to report at that time), the foreclosure rate in Routt County was a mere 0.33 percent. But since then, the number of foreclosures has taken a substantial jump. In 2009, the Routt County treasurer reported 195 foreclosures in 2009 — nearly quadruple the number in the prior year. Those foreclosures, out of more than 14,700 housing units, put Routt County at 1.32 foreclosures for every 100 housing units, or 1.32 percent, which is still lower than the Colorado average of 1.91 percent. Steamboat Springs was not alone in this increase in foreclosures, as similar increases occurred in other Colorado resort communities. Summit County (Breckenridge, Arapaho Basin, Keystone and Copper Mountain) doubled from 0.50 percent to 1.05 percent. Eagle County (Vail and Beaver Creek) increased from 0.52 percent to 1.68 percent. And Pitkin County (Aspen, Snowmass, Buttermilk and Aspen Highlands) rose from 0.13 percent to 0.93 percent. As foreclosures have become more prevalent in the market, the Steamboat Springs Multiple Listing Service has added a foreclosure and short sale feature to allow members to search for properties (or be aware of properties) that may fit into one of those two categories. If you’re a potential buyer of a distressed property, it is very important to know the difference. A foreclosed property is one where a lien holder (lender) has taken legal ownership of the property. Market Trends with Doug Labor holder to whom the indebtedness is owed has filed a Notice of Election and Demand (NED) with the Public Trustee, and 110 to 125 days, or the cure period, has passed with a lien holder “buying” the property through public auction. Also having passed within that timeframe is the opportunity for the borrower to cure the loan by catching up on payments and penalties with their lender, refinancing with another party or selling the property. A short sale is when an individual owner still has legal ownership of the property, but is advertising the property at a price less than the amount owed, or selling short on the indebtedness. It is most likely at a time when the owner/seller is delinquent in loan payments. Being that the seller is offering the property for an amount less than what is owed, the seller needs to obtain lender approval for the sale. The lender is the one who will be taking the loss along with the seller. Not only will a seller’s credit be impacted by this unfortunate situation, but the amount of debt relief (amount the seller is short on the mortgage) is considered income by the Internal Revenue Service, and taxes will need to be paid. short sellers have to wait at least two years before being approved for a mortgage to purchase another property. Short sales require patience, tenacity and — did I mention — patience. Lenders have stacks of delinquent mortgage files on their desks, and it takes anywhere from 30 to 120 days for lenders to even look at an offer, let alone accept one. The percentage of short sale offers making it to closing is below 30 percent, mostly due to lender consternation, but also because buyers lose patience and interest in a property; find a better one during the wait; or have a timeline to move that does not meet the timeline of the mortgage company. If you would like to take a closer look at the foreclosure market, buyers can find available properties via newspaper notices, the Public Trustee, or various web site services, including RealtyTrac (www.realtytrac. com) and www.steamboatforeclosures. com. It is equally important to select a real estate professional qualified to assist you in this specialized market segment, which may be becoming a larger part of the makeup of Steamboat Springs real estate until the economy begins to recover. he Steamboat Springs real estate community is taking a more detailed approach to sustainable homes starting now. Angela Ashby, of Prudential Steamboat Realty, reported last week that a committee of members of the Steamboat Springs Multiple Listing Service has just paved the way for home sellers and Realtors to list the green attributes of their property in a consistent and credible way. Ashby’s colleague at Prudential, Suellyn Godino, who is chairwoman of the MLS committee, and Board of Realtors President Ulrich Salzgeber helped lead the push to establish a list of sustainable home features. They vary from rammed earth homes to heat-recovery ventilators that are worthy of an EE designation on the standard MLS sheet. The sheet allows Realtors and clients to quickly assess the facts about a home listed for sale. “This is a big step, and I’m so proud that this was well received by the MLS com-

mittee and the MLS board and that we can now see the fruits of our labor,” Ashby said. She added that Tim McCarthy, of Mount Werner Realty, and Emerald Mountain Energy, was a valuable resource for answering technical questions during the two-year process. New additions to the MLS are the list of sustainable attributes with abbreviations — radon mitigation systems, for example — backed by a glossary that defines those terms. It allows Realtors representing clients with specific wants and needs to search based on their criteria for a new green home, Godino said. The goal is to someday facilitate public searches of the MLS for green attributes, she said. However, the number of data fields their software now allows for Realtor searches is limited, and the data fields for public searches are even more limited. Godino was busy Thursday afternoon updating the listing for one half of a duplex on Val d’Isere Circle, where the owners used low-VOC (volatile organic compounds) paint and carpet. “This gives the sellers a chance to put
their product out there” and gain acknowledgement for their investment in making their homes greener, Godino said. Ashby predicted that it could take time for the EE symbol to become commonplace on MLS sheets because Realtors will have to work through their listings and update them with the sustainable qualities of the properties. In addition, the pace of construction here has slowed dramatically, and the number of new homes being built to sustainable standards is reduced as a consequence. Carl Dunham, Routt County Regional Building Department official, confirmed last week that through the first six months of the year, just four new single-family homes have been permitted in the city of Steamboat Springs, with 11 more in the county (excluding Hayden). The aggregate dollar valuation of the 15 homes of just more than $12 million is on par with what the region experienced in the mid- to late 1990s, he said. Godino said it’s likely that the roster of energy-efficient criteria acknowledged in the MLS will evolve as building practices change.

ata compiled by the Routt County Regional Building Department for the first half of 2010 underscores the magnitude of the quiet construction season in Steamboat Springs and Routt County. A drop in the number and valuation of building permits in the county continues as more homeowners choose to remodel their homes and builders adapt to the slower climate. Only four single-family home permits have been issued in Steamboat Springs through June, and the number of home inspections so far this year in the city is at its lowest level since 1993. Valuation for building projects permitted in Steamboat Springs — including alterations and additions to existing buildings — was estimated to be $14.3 million for the first six months of 2010, compared with $25.3 million during the first six months of 2009. “Things are very, very quiet right now,” said Scott Ford, director of the Routt County Economic Development Cooperative. “It’s going to stay that way for a while.” Ford worked with Yampa Valley Partners to develop a forecasting system that attempts to predict the probability of future construction projects. The system looks at the correlation between the number of single-family homes on the market sold per month and the pickup of building activity. “Once you begin to sell between 2 and 2.5 percent of your existing inventory on the market on a monthly basis for over 12 months, then you begin to see a pickup in building activity,” he said. “We are currently hovering below 1 percent per month.” Ford said he sees nothing in the forecasting system that indicates Routt County will see significant building activity in the next 12 months.

Recent staff layoffs at the Routt County Regional Building Department are another indication of a slow building season. “We’re not as busy as we have been,” said Carl Dunham, head of the Routt County Regional Building Department. “We had 14 people working in the department last year, and now we’re at six.” Dunham said builders and contractors are continuing to adapt to the new construction landscape. “Some of the builders are doing all right, but it isn’t like it used to be,” he said. “Some of them say they haven’t seen it this bad, and other guys are busy. A lot of it is reputation and return customers looking for opportunities, and that’s about it. Not a whole bunch is going on out there.” Fifteen single-family home permits have been issued so far this year in all of Routt County, compared with the average of 77
single-family home permits issued countywide for the first six months of the year from 2001 to 2009. The shrinking number of permits and the slowing industry are forcing some builders to change their strategy. “We are bidding every project that we possibly can, and we’re doing a lot of small projects for past clients that have lived in their homes for 10 years now and want to expand their deck,” said Sarah Fox, a project manager for Fox Construction in Steamboat. Fox predicts that 2010 will be the worst year yet for construction in the Yampa Valley but is hopeful that 2011 will see a boost in projects. “The architects are really busy this year, which is a good indicator that 2011 should see an increase in construction projects,” she said. “Last year, architect activity was dead and some went out of business, and that was a big indicator of what this year would bring.” SH
