All of these services and more are 90 seconds away by car in winter and an easy bike ride on flat terrain in summer. Teens could also walk across the street to catch the free bus downtown and the independence they crave. The larger of the two homes has a two-car garage, and the smaller has a three-car garage. An owner contemplating retaining a management company to facilitate vacation rentals, might opt to convert a 300 square foot portion of the unfinished basement area to permit lock storage for their personal possessions, Foote suggested. Savvy Homebuyers Make Deals TOM ROSS | Steamboat Homefinder

Even in the midst of a slow market, noteworthy sales do happen. Steamboat architect Laura Frey and her contractor husband, Gary, put their Silver Spur home under contract for $740,000 within six days of putting it on the market. The 3,456-square-foot, four-bedroom, 3.5-bath home had been listed for sale for $819,000. However, Frey said, some atypical factors reduced the sale price. She is a Realtor with Old Town Realty and listed the home herself. Her commission, minus the amount she paid her brokerage, came off the top. And she and her husband reached an agreement to lease the house back from the buyers for 18 months. The rental amount came off the top of the sales transaction. Add 2.7 percent of a 3 percent listing commission and the value of the lease back into the deal, and she estimates that they received 95 percent of their asking price through the sale. So what made the house sell so quickly in a market when sales are a trickle of what they were in 2008, let alone 2007? “A lot of people are looking for a big master (bedroom) on the main level,” Frey said. “I designed the house to include a large master suite with a study and walk-in closet on the 1,800-square-foot main level. The floor plan is not chopped up into small bedrooms.

The Frey home was on the market for six days before it went under contract.

The rest of the bedrooms are on the lower level, giving you a lot of separation” from the master. Ulrich Salzgeber, of Buyers Resource Real Estate, brought the buyers to the Frey home. He said he has been working with the buyers for several years. “The quality is a major factor right now. Once people see quality and the price is correct,” sales come together, Salzgeber said. “Even with construction costs down right now, I think it would have been hard to build this home for the price.” The Freys will spend a portion of the next 18 months planning their next move — possibly into Strawberry Park, where they own a fixer-upper on 1.5 acres with a pond and an irrigation ditch improved to look like a natural stream. wo thousand nine was an opportune year to buy in the Steamboat real estate market, but for sellers and a majority who were involved in the business side of the industry, it probably could not have ended soon enough. However, there are signs it may be on the mend.

But first, the BAD news… The 467 transactions posted by the Steamboat Springs MLS in 2009 were the lowest total of any year I have on record, which date back to 1995. The closest to this total was 785 in 1996. The $267 million in dollar volume was only better than 2001. (And you have to consider September 11.) (See graph.)

Now, the GOOD news… The 2009 average purchase price, at $571,000, was only third to the all-time high of $625,000 in 2008, then $580,000 in 2007, indicating that values have held considerably well despite the uncertainty.

Mae and Freddie Mac lending regulations put a stranglehold on a number of property types, especially condominiums that could be used as short-term rental properties. Other lending challenges came in the form of new and stiffer regulations, fewer loan options and higher down payment requirements. As of the time of this article, there are currently no mortgages available for timeshare or fractional ownership properties. Some new challenges were also seen in appraisals including cumbersome proce-

dures, and because of the lack of activity, finding recent comparable sales to help determine value was difficult. Challenges certainly remain in the market, but it appears the climate is beginning to improve. Good buys will most likely be available in 2010 as well, as sellers and buyers still determine the market, and it appears they may be beginning to agree rather than disagree more recently than in the past few years. Yes, the year ending totals show 2009 as being one of the worst years ever for Steamboat Springs real estate transactions, but a more short-term and closer-in look shows that a turnaround in activity is beginning to take shape. Buyers took advantage of record-low interest rates, distressed sellers, foreclosures, short sales, stagnant developer inventory and tax incentives ­— variables that may not be around in another year. The average amount discounted from the list price in 2009 was 8.3 percent, when as recently as 2007 sellers were only giving 3 percent away. Although 98 of the 467 transactions were at full price, there were a number of buyers who were able to make some pretty unbelievable deals. (See chart.) How did these buyers make such a catch? They went fishin’. Some may have had to make several casts before landing their big one; others may have received a strike on their first attempt. But they all threw a line in the water. That’s not to say there weren’t challenges along the way in 2009, and the biggest seemed to be financing. Condominium money was very hard to come by. Fannie

he key to selling residential properties in Steamboat Springs through the first three quarters of 2009 was the ability to come within 10 percent of hitting the bull’s-eye. Broker/owner Lori Thom­pson told a gathering of nearly 200 people at the Colorado Group Realty Real Estate Roundup and Expo that sales of single-family homes, condominiums and townhomes closed through the Multiple Listing Service this year have been for an amount within 10 percent of list price. “Homes need to be properly priced to sell in this market,” Thompson said. In the case of single-family homes, Thompson said, sales prices have on average been 92 percent of list price. And sellers have been loath to accept low offers — the lowest offer accepted was 80 percent of list price. A similar trend can be observed among the 88 sales (when sales of new projects are excluded) of townhomes and condominiums, Thompson told her audience. Those sales averaged 90 percent of list price. Four offers were accepted in the range of 70 percent of asking price. The average price of condos and townhomes actually has grown slightly in 2009 to nearly $700,000. However, the average sales price of single-family homes has dropped from more than $1.2 million in 2008 to about $700,000 this year.

Thompson predicted that financing would continue to be a challenge for most buyers in 2010, especially in the condo market, because lending rules are in flux. Bank-owned properties and short sales will continue to be a part of the market, Thompson said, but not the driving force in Steamboat. Sales at One Steamboat Place and Edgemont will lead the way in 2010, Thompson said, but she predicted that the real estate market would follow a resurgent winter tourism season with the ski industry improving on 2008-2009 lift ticket sales and lodging numbers also improving. When the economy is in recovery from a recession, Thompson said, excesses have been wrung out of the market and prices have begun to recover. Most investors still remain on the sidelines, she said. And that is the time for owners to improve their properties and wait for the expansion phase to return.
