Market Back On Its Knees?
o make a fair determination on whether the Steamboat Springs real estate market is weak or strong, it really depends upon what side of the market you’re on. From a seller’s standpoint, few are walking away from the closing table happy. Sellers have been forced to acknowledge current conditions and are either accepting 30% or even 40% less for their properties than what they could have snagged four years ago, or are continuing to pay carrying costs and waiting until the market turns. However, buyers are walking away with smiles on their faces knowing they may have timed their harvest when the fruit was ripe and hanging just low enough to pick. Over the past few years there has been a great deal of divisiveness over the value a seller is willing to sell their property for and what a buyer is willing to pay, but there are hints the two sides may be coming closer together, as uncovered by the most recently completed first quarter (Q1) of 2011… Purchase Activity Over the past ten years the average number of Q1 purchases is 196. Although the 146 Q1 2011 purchases is 26% less than the average, it is still 135% above 2009 (59) and over 50% better than Q1 2010 (94). Foreclosure Purchases A total of 87 foreclosures were purchased in 2010 (15% of the total 580 purchases). In the first three months of 2011 (Q1) the market saw 40 foreclosures purchased (27% of the 146 purchases). Buyers are seizing foreclosure opportunities: The average days on market for Q1 2011 foreclosures were 110, whereas it took an average of 218 days for private party sales. And there is buyer competition for those properties, where 15 sold for at least list price and seven sold by as much as 110% above list. Overall Inventory Buyers still have an excellent selection of properties from which to choose. The total number of listings at the end of Q1 in 2011 was 1,936. Although the ten year average is 1,406, there are 6% fewer listings than Q1 2009 and 9% fewer than in Q1 2010. These are slight improvements for sellers, but improvements none-the-less. Competition for buyers remain, as ‘reverse leap-frogging’ of list prices (when new listings of like-kind properties come on the market at a slightly lower price than the previously least expensive one) continues to occur. 64 | steamboat homefinder • SUMMER 2011
Market Trends with Doug Labor Foreclosure Inventory Of those 1,936 listings, a mere 53 foreclosures (2.7%) exist. However, foreclosures represented 27% of Q1 sales. The first quarter of 2011 saw a total of 45 “Notice of Election and Demands” filed by the Routt County Public Trustee, which is a precursor to foreclosure. In all of 2010 there were 305 filed, so more foreclosures are likely to come on the market, and possibly more than last year. Shadow Inventory One thought that some owners may have at this time is to hold off on listing their property until the market begins to recover. This could be due to the fact that property values have gone down so much that they would rather keep their property and wait out the storm than sell at current rates. But their desire to sell exists and this ‘Shadow Inventory’ may add substantial inventory at a later date. Developer Inventory With the lack of new projects coming out of the ground the amount of new, developerowned inventory is being depleted. Sales promotions that came out in mid-2010 proved successful with developers offering 30% price discounts and other incentives. Of the 161 condo sales in 2010, 46 (26%) were developerowned and they were sold for $31 million (43%) of the total $73 million in condo sales volume. It is hard to tell when developers will get over their recessionary hangovers and belly back up to the bar with a new project. Once the remaining amount of the existing new condominiums are extinguished (81) the opportunity for a buyer to purchase a brand new condominium may not return for quite some time, and that inventory is evenly split between the mountain and downtown. Values Sellers willing to meet buyer expectations resulted in real estate values to trend downward but also increased activity. The median price of all real estate purchased in Q1 2011
was $254,000. The prior ten year average is $274,325 (-7%), but there were substantial declines when compared to the 2008’s median price of $315,000 and 2009’s of $313,750. The Q1 2011 values seem to match the 2005 / 2006 timeframe. The highest Q1 median price ever recorded by the Steamboat Springs MLS was in 2007 at $350,000, representing a 27% reduction from peak value. A Peek into the Future In his April, 2011 Real Estate Insights newsletter, Lawrence Yun, Chief Economist for the National Association of REALTORS, forecasts in 2011 what the aforementioned indicators suggest: “The second-home market should also begin to show a recovery this year. Stock market gains are providing the financial wherewithal for wealthier households to buy vacation homes. Investors, looking for diversification and an inflation hedge, are looking at deeply discounted homes to generate rental income. The median price of an investor purchased home in 2010 was cheap – at $94,000. That is certainly better than putting money in the bank and getting essentially nothing in return, as well as protecting against the possibility of devalued currency from potential rising inflation and very high budget deficits. One thing that was lacking for the second home market in the past two years was mortgages to buy a non-primary occupant homes – because government- backed mortgages are not there for these properties. hroughout the long, deep North Routt County winter, the milliondollar home overlooking Steamboat Lake in Aspen Heights saw just two showings. Fortunately for owners Lee and Elaine Emery, both showings resulted in offers of purchase — on the same day. “That’s real estate,” buyer’s broker Nancy Jarchow said with a chuckle last week. Jarchow is a veteran Realtor with Colorado Group Realty, as are co-listers Mike and Ronna Autrey. The home was listed for $1.5 million in September and sold for $1.25 million April 24 to Tom and Darbi Gillingham. Mike Autrey said the snow was so deep in North Routt during the winter that when he took the other prospective buyer onto the west-facing covered porch, it wasn’t easy to convince him there was a big lake out there.” “I had to tell him, ‘See that group of trees over there? It’s just beyond that,’” Autrey said. “Not much has sold in North Routt this winter.” The 3,515-square-foot home combines

its close proximity to Steamboat Lake State Park with unfettered views of Sand Mountain and Hahn’s Peak. In fact, Lee Emery carefully sited building envelopes within several lots he developed nearby to ensure the views never changed. Emery, a longtime builder from the Front Range, even managed to arrange it so the window over the kitchen sink perfectly framed the pointed crest of Hahn’s Peak, named after an important figure in gold mining there. Jarchow said the Gillinghams are great friends who built a house in Big Valley south of Steamboat Springs. Darbi Gillingham owned the Ham Depot store in Central Park Plaza. The Gillinghams also started an insurance business focused on guides, outfitters and guest ranches that became so successful it took them out of the valley. “They always told me, ‘We’re going to be back,’ and they did just that,” Jarchow said. Initially, they emailed Jarchow to say they were interested in looking for a home in Steamboat Springs again but didn’t feel any urgency. She replied that
they should not wait because she sensed the Steamboat market was preparing to rebound and many of the most desirable properties in different product categories already had been plucked. At first, the couple sought a small home in Old Town. And the master bedroom had to be on the same level as the garage. Jarchow knew it was going to be a challenge to meet those criteria. Her clients soon began to look outside Steamboat, and when she showed them the Aspen Heights home, they fell for it. “It has those amazing views with floorto-ceiling windows,” she said. The home features hickory floors and solid alder doors, light fixtures that are rustic, but aren’t trendy. With its location in North Routt, it’s best suited to people who enjoy playing in the outdoors in at least three seasons. The Gillinghams, with a business devoted to recreation-based businesses, fit the description. They moved in to find a garage with ample room for grown-ups’ toys. “It just couldn’t have worked out better for them,” Jarchow said. SH

ealtor Lisa Ruffino has been
tracking sales at the 136-unit Sunray Meadows condominium project on Village Drive for eight years and has seen it evolve from stalled construction project to red-hot seller’s market to “distressed city” and now, finally, to a property with increasing demand. “I’ve seen 13 short sales there, and I have another one closing, but I never even listed it because I have a buyer already lined up,” Ruffino said. The two-bedroom, two-bathroom condos with garages that have been in demand at distressed prices below $200,000 are suddenly gone, and multiple offers are driving up the prices modestly for bankowned units, she said. Cindy MacGray, Ruffino’s colleague at Prudential Steamboat Realty, said she closed the sale of one of the smallest twobedrooms for $205,000, and there were three competing offers for the 959-squarefoot unit that had last sold for $410,000 in July 2007. BankUnited was asking $189,000 for the condo. “I think people have seen tremendous value in the projects, and when prices 86 | steamboat homefinder • SUMMER 2011
went under $200,000, it started to fly. Ruffino said she’s not aware of any more distressed two-bedroom units coming on the market and said she thinks the distressed properties have worked themselves out at Sunray. MacGray said there are four active Sunray listings, including a pair of one-bedroom units at $165,000 and $190,000 that are probably overpriced compared with the last sales prices for two-bedroom units. There is also a pair of two-bedroom units listed for prices greater than $300,000. Ruffino, who had competing offers on a Sunray unit in early February, 2011 that sold for $220,000, said it would be interesting to see what happens with any new two-bedroom condos that come on the market in that project. The story began in 2003 The project, about three-quarters of a mile from the Steamboat Ski Area gondola, got its start in 2003. Wintergreen Homes, which had successfully developed the Villas at Walton Creek and Quail Run projects just to the west on Whistler Road, experimented with a modular project in the first building at Sunray. The first units that were delivered by truck were not as complete as the contracts and government approvals had called for. The result was a construction
stoppage of more than a year. After the delay, the company switched to stick-built construction for the majority of the 136 units in the 16-building project. The developers also made certain that the original modular units were brought up to the same quality, Ruffino added. Significantly, the 18-month delay in construction allowed the project to incubate and values to rise as the Steamboat market heated up. “We started marketing in 2003, but the project wasn’t finished until 2008,” Ruffino said. “We closed the first and second buildings in February and March 2005 and closed the third and fourth buildings in May and June of 2006.” One buyer in the second phase ended up having two closings in a single day, the first to buy, the second to sell a Sunray unit, and cleared $50,000. Ruffino closed the sale of a top-floor unit she owned for $445,000 in September 2007. She continues to own two Sunray units, one she bought in fall 2007 for $280,900 (it was a developer sale that had been under contract for about a year), and another she bought for $325,000. “I just refinanced it, and I’m ready to hold on to it,” she said. T
he sudden shift to spring-like conditions in the Yampa Valley is coinciding with an uptick in real estate showings and con-
tracts. Ulrich Salzgeber, of Buyer’s Resource Real Estate, was in an upbeat mood Thursday after the Wednesday closing of the sale of a new home in Hayden’s Lake Village subdivision. Two Steamboat Springs developers, Stephan Baden and Steve Caragol, of Yampa Valley Development, acquired the home (one of five) along with the 72 unbuilt lots in the subdivision in January. Two other homes there sold in January. Salzgeber’s clients, a husband and wife who have stable employment here, bought a never-lived-in, four-bedroom, 2.5-bath home for $209,000. On Thursday, he said he had showings pending with another local couple working in government and transportation. “The one thing I’m seeing is we’re starting to get more interest from people who live and work here,” Salzgeber said. “These are people who have the wherewithal to buy a home, and they’re starting to say, ‘We think property values will come back.’” Prudential Steamboat Realty’s Colleen de Jong tracks pending sales closely not just to keep up with the current trend, but historical perspective. She said there are 95 transactions pending in the Steamboat Springs Multiple Listing Service. That compares with a recent peak of 117 in October as last year’s selling season wound down. “Historically, it’s the middle of June when things pick up here,” Salzgeber said. “But we’re seeing some nice traffic right now.” “It takes us a little while to come out of ski season,” de Jong confirmed. and perhaps townhomes priced below $500,000. She has identified 24 singlefamily homes listed in that price range in the greater city, which takes in the west Steamboat neighborhoods of West End Village, Heritage Park, Silver Spur and Steamboat II. Salzgeber said he has a client in a large Midwestern city who subscribes to his email alerts when new listings come on the market or prices are reduced. Since the beginning of March, he said, the client has focused on a list of 10 properties he is interested in and will come to see them in two weeks. However, the list has been shortened to four as six have gone under contract. When that happens, Salzgeber said, buyers begin to get the sense that the most desirable real estate in that price range has been picked off by someone else. Of the 95 pending contracts, eight
are on homes in Stagecoach, where bank sales have dominated the first four months of 2011. The federal government sponsored Federal National Mortgage Association, known as Fannie Mae, in particular is dropping prices on homes it owns without regard to market value, de Jong said. “They’re getting gobbled up,” she said, and that is creating a greater sense of urgency among real estate shoppers. A Stagecoach buyer picked up a good buy on a three-bedroom log home on 0.62 acres in Meadowgreen this week. At a selling price of $240,000 accepted by Fannie Mae, the price worked out to $122 a square foot for a home that sold for $565,000 in 2007. Bank-owned sales are likely to continue to play a major role in the market here in light of the fact that of 213 sales year-to-date, 54 have been bank-owned, de Jong concluded. SH
