A

Fryer, who has developed several custom homes in the valley, said the team determined that to stand out and succeed in this market, its latest project had to place a checkmark in about 10 essential boxes,

beginning with an unparalleled building site. "It's a big question: ‘Could you build it in this market?’ It had to be a perfect lot with a great design and all of the right finishes," Fryer said. It begins with the 0.68-acre lot that attracted multiple offers as soon as the bank that owned it placed it on the market. "How do you find a flat lot in the Rendezvous Trails neighborhood?" Fryer asked rhetorically. "We were able to do that. This is the standard expected today at this level of the market. "People are looking for something more manageable and easier to own," Fryer said. "This home is on city natural gas, it will have super-low keeping costs. It has a real nice southern exposure, so it will have a big solar gain." Emerging from a slump

T

he recovery in Routt County and Steamboat’s homebuilding market has been a little like climbing a set of stairs — one step at a time. At the end of 2012, 54 permits for new single-family homes had been issued, with 21 of them within the city limits of Steamboat Springs and 33 more outside the city, according to the Routt County Regional Building Department. It serves the city and county outside of Steamboat, with the exception of Hayden. The combined permit valuation of the new homes in the county was $19.55 million (not the same as the final cost to build). In the city, the 21 permitted new homes had a combined value of $14.8 million. The 21 permits issued in the city compares to 11 in 2011 and seven in 2010. There were eight single-family permits issued in 2009. “It’s actually like a little stair step, going up a little more each year,” Building Department official Carl Dunham said recently. “We’ve been driven by single-family residences and second homes, basically, for a long time. We’re 14 single-family homes ahead of (2011), and that’s good.” The self-funded Building Department also finished in the black in 2012, with permit fees exceeding operational costs. As recently as 2006, there were 206 single-family building permits issued in Routt County and Steamboat with a combined permit valuation of almost $85 million. But the big number missing from the local construction scene is attributable to the lack of permits for multifamily residential projects. Last year marked the fourth year in a row that multifamily projects were missing from the county’s year-end total. Even in 2008, with the

national economic crisis under way, Steamboat saw 33 permits issued for 149 units with a combined permit value of $47.13 million. The peak for multifamily in terms of valuation had come a year earlier in 2007 with 265 units valued at $61.5 million. Dunham said that as 2013 began, there were a couple of developers doing their diligence on multifamily projects. “We’ve got some people that are looking at things, and there are some unfinished projects out there people think they might” resume construction on, he said. The figures from the Building Department do not reflect permits issued in the town of Hayden, which has its own building department. However, building official Charlie Davis said his office issued just one permit for a single-family home in Hayden last year compared with three in 2011 and four in 2010. The home construction business in Hayden may be stymied by the low cost of existing homes there. Flat, buildable lots with all utilities and streets in for as low as $25,000 and $31,500 in Lake Village and $41,900 in Dry Creek Village do not seem to have stimulated demand. Davis said he has talked with contractors who told him anecdotally that the appraised value of a newly completed home in Hayden would be lower than the cost to build, presumably because of the low prices of comparable sales that appraisers use in their research.

Casey’s Pond made a difference in 2012 The total valuation of building permits issued in Routt County in 2012 was $78.8 million compared with $51.42 in 2011 and $55.2 million in 2010. However, one project, the Casey’s Pond senior living campus on

Steamboat's south side, accounts for the bulk of the increase this year. The permit for Casey’s Pond was valued at about $21 million. Among local business people doing work on the Casey’s Pond project are Columbine Granite & Stone owners Stacey and Charles “Chuck” Lorimer. A semitrailer delivered 107 slabs of granite for Casey’s Pond to the shop on 13th Street in January, and that was just the first of two deliveries. “It was our biggest single delivery by far,” Stacey Lorimer said. She confirmed that her company gradually has been ramping up the number of its employees from five or six to as many as 10 needed to complete the Casey’s Pond work. Chuck Lorimer said Columbine Granite & Stone will purchase lumber for countertops from a local lumber yard and use a local crane service in the course of doing the work for Casey’s Pond. The business also purchased a large, programmable diamond-bladed bridge saw that can make bevel cuts to very fine tolerances, varying no more than four one-thousandths of an inch along a 12-foot cut. “We needed it to be able to do this job correctly,” Stacey said. Alterations to existing homes and commercial buildings, in particular, accounted for about $11.5 million in permit valuations this year, and the 190 jobs they represented helped to support businesses in the building trades. The Building Department issued 107 permits for residential remodels valued at $4.9 million and 83 for other buildings with a combined value of $6.6 million. The Associated General Contractors of America issued a report in January showing that Colorado ranked sixth in the nation in terms of growth in construction jobs in 2012. Colorado saw construction jobs grow by 6,800 to 119,500 last year, an increase of 6 percent. SH

Substantial gains in the supply vs. demand dynamic signifies a 2012 absorption rate of 46 percent, and nearing the 59 percent average absorption rate that occurred between 1995 and 2003.

only 73 land parcels purchased, which is a far cry from the 423 that were purchased in 2007, and still a substantial decrease from the 90 bought in 2011. With a fair percentage of the local economy dependent upon the construction industry, land sales need to increase before that segment picks up again. However, the slow land market has caused an opportunity for buyers. The least expensive land purchase in 2012 was a 2.49-acre undevelopable Stagecoach parcel for $3,200. Tops was the 2,000-acre Woodchuck Mountain parcel (also in Stagecoach) that holds substantial development potential for $4,374,180. If the Steamboat Springs market trends continue to track as they have for the past four years, 2009 would be considered the year the real estate transaction ball hit the floor and 2012 may be recognized as the time when the residential real estate values hit bottom. Land may be a bit slower to recover, but once existing residential values begin to increase, land buyers will begin coming back into the market. With a steady decrease in listings and an increase in purchases, buyers and sellers are coming in line with each other, leading to a healthier market. Douglas N. O

ne of Steamboat’s venerable resort condominium buildings in the heart of the ski base is on schedule for a million dollar exterior renovation this summer. The 80-unit Ski Time Square Condominiums will gain a more contemporary look in the process of making the 40-year-old project more affordable for its owners to maintain. “We’re really going to give it a face-lift,” Donna Downing, a member of the board of the homeowners association said. “We’re trying to get the building so we spend less on maintenance and make it look more up to date.” Steamboat architect Michael JK Olsen, who will serve as the owners’ representative on the construction project, said a significant portion of the work on the building will involve replacing original wooden railings with more durable, low-maintenance metal railings that also will impart a more contemporary look. The five-story building has an unusual amount of railings because access to all but a few of the condos is via exterior doors reached by covered walkways that wrap all of the upper floors. The covering of the walkways also will be waterproofed at considerable expense. And the walkways themselves will be resurfaced to deaden the

They will have the option of financing through one of four local banks or paying for their share of the work in a lump sum to save on interest costs. Somers has been president of the board for 25 years and said the HOA’s capital fund anticipates maintenance costs 20 to 25 years into the future. For example, they anticipate replacing the roof every 20 years, and the owners’ dues include a capital fund for predictable maintenance. When the roof was replaced just a few years ago, Somers said, there was no need to make an assessment on the owners because the money was in the bank. Built in 1973 along Burgess Creek and set back from the upper end of Ski Time Square Drive, Ski Time Square Condominiums has an ideal location — not quite ski-in, ski-out but an easy walk to the Christie triple chairlift and just as close to some of the best fine dining Steamboat has to offer. Of course, floor plans and exterior finishes on a 40-year-old condominium are dated by definition, but Downing said a large number of the condo interiors have been upgraded — some of them stripped to the studs to permit a full luxury treatment. Owners who purchased their condos there a decade ago received good value. A one-bedroom, one-bath unit there with 824 square feet sold for $135,000 in 2003 and a bi-level, two-bedroom, two-bath condo totaling 1,120 square feet sold for $221,800 that same year. The large majority of the condominiums are in the nightly rental pool, Downing said, but there also are a few full-time residents. For vacationers, the project has ski lockers, indoor and outdoor hot tubs, and gas fireplaces. In summer, guests enjoy mature landscaping and a

pocket picnic area on the creek. Downing and her husband, Harold “Lynn” Downing, are among those who tried living in a one-bedroom condo in Ski Time Square after becoming hooked on Steamboat during an extended ski vacation. They purchased their condo in 2006. “We came in the winter of 2007-08, and it snowed every day,” Donna recalled. “We had so much fun, we hated the thought of leaving. So we went back to our big house on a golf course in Austin (Texas), and you’ve never seen two more depressed people in your life.” The couple missed Steamboat so much that when Donna suggested to Lynn that they could survive for a winter in a one-bedroom condo, they made the move, eventually selling their home in Austin. They have since purchased a more spacious townhome in Cornerstone at the Moraine for their permanent Steamboat residence and kept the smaller condo as a rental unit. Ski Time Square has changed dramatically since 2008, when Atira Group was tearing down all of the commercial buildings there with the exception of The Tugboat Grill & Pup. The Thunderhead Lodge, slopeside on the south side of Ski Time Square, also was torn down. “We’ve had fabulous views from the fourth floor since Thunderhead was torn down,” Downing said. Downing said the owners at Ski Time Square Condominiums understand the value they have in the modest condominiums with the great location. That perception is strengthened by the fact they still have 60 years remaining on a 100-year lease in the underground parking garage behind the Tugboat. “It’s a great old building,” she said. SH
