EXISTING PATTERN ANALYSIS & INTERPRETATION / INFRASTRUCTURE HIGHWAY PRIMARY SECONDARY RAILWAY

THE ACCES TO THE DISTRICT IS GUARANTEED BY DIFFERENT INFRASTRUCTURAL AXIS. AS YOU CAN SEE IT’S LINED BY THE HIGHWAY AND THE SUBURBAN RAILWAY. THERE’S JUST ONE MAIN ENTRANCE THAT CONNECTS THE DISTRICT WITH THE CITY , AND GIVES SUPPORT TO ALL THE SECONDARY ROADS AND TO THE USERS FLOWS.

EXISTING PATTERN ANALYSIS & INTERPRETATION / OPEN SPACES TERMINAL CONTAINERS PARKING LOT OPEN FIELD JUNK SPACES

INSIDE THE DISTRICT THERE ARE FOUR DIFFERENT KIND OF OPEN SPACES: FIRST THE TERMINAL CONTAINERS AND THE PARKING LOTS STILL USED FOR HARBOURS ACTIVITIES. SECOND THERE ARE THE OPEN FIELDS THAT ARE UNUSED SPACES. THIRD, THERE ARE THE JUNK SPACES THAT ARE USED FOR RECOLLECT INDUSTRIAL AND HARBOUR WASTE.

EXISTING PATTERN ANALYSIS & INTERPRETATION / PRIVATE SPACE & PUBLIC SPACE

WE HAVE IDENTIFIED THAT THE DISTRICT IS PARTIALLY CLOSED WITH THE FENCIES AND THE ENTRANCE IS ALLOWED ONLY FOR THE INDUSTRIAL AND HARBOURS WORKERS. SO THE POPULATION IS TEMPORARY AND LIMITED.

THE PATTERN CONTEXT /

RELATIONSHIP WITH CITADELS AND THE WHOLE CITY HARBOUR CITADELS TRANSIT AREAS OF GOODS / LOGISTIC ROLE

The areas have no relation with the whole city and the historical center.

The goods arrived/are delivered from the sea to be delivered by trucks. NO CONNECTION WITH PUBLIC TRANSPORT

AIRPORT

TRANSIT AREAS OF PEOPLE

The airport is a citadel but in the same time has a strong connection with the whole city.

People arrived from all over the world. The airport is easily connected with the whole city using the PUBLIC TRANSPORTATION SYSTEM

EXISTING PATTERN ANALYSIS & INTERPRETATION / WHICH KIND OF PATTERN IS THIS? COMMONS FEATURES

UNCOMMONS FEATURES

• EXCLUSION AND UNUSED SPACES

• NOT PLANNED • NO UNITARY DESIGN IDEAS

CITADEL

• SPECIALIZED FUNCTIONS (CRUISE TERMINAL, TERMINAL CONTAINER) • TEMPORARY POPULATIONS AND WORKERS • HIGH ACCESSIBILITY (FROM THE SEA)

• NOT A RESULT OF A URBAN PROJECT • NOT A TYPICAL SPACES FOR NEW SOCIAL PRACTICES

DIFFUSED SETTLEMENT

• MONOTONOUS REPETITION OF SIMILAR OBJECTS (WAREHOUSES) • POOR IN SERVICES AND INDOOR COMMON / PUBLIC SPACES

• NOT ALONG SOMETHING IN PARTICULAR (VALLEY, ROADS, COASTS, HILLS)

PLANNED DISTRICT

HARBOUR LOGISTIC CITADEL • AN HARBOUR AREA VERY SPECIALIZED IN FUNCTION AND POPULATION • CLOSED TO THE CITY AND INHABITANTS

THE HARBOUR REDEVELOPMENT PLAN / STRATEGY / A PROCESS GUIDED BY THE PUBLIC t0

t1

The PORT AUTHORITY is the main owner of most of the areas involved in the process of redevelopment.

t2

The PORT AUTHORITY reach an agreement with the CPH CITY to renew the harbour areas in two ways: _ moving the harbour activities from inside the city to two main harbour areas outside the city _ redesigning the inner parts in new multifunctional planned district, following the green and blue strategy of municipal plan.

The BY&HAVN CPH CITY & PORT DEVELOPMENT support some international competition of ideas to design some general masterplan for the harbour areas (nordhavn, sydhavn, nynhavn).

t3

t4 The BY&HAVN CPH CITY & PORT DEVELOPMENT discuss the masterplan with the local council and population, develop the executive local plan in which planning rules, design guidelines, new infrastructural projects are provided.

The BY&HAVN CPH CITY & PORT DEVELOPMENT build the infrastructure and sell the land plot to private investors that, following the local plan, develop the project.

COMMON FEATURES / NEW PLANNED DISTRICTS GREEN GROWTH AND NEW SUSTAINABLE NEIGHBOURHOOD Efficient public transportation system, new energetic solutions, CO2 friendly city, five minute city.

TURNING THE HARBOUR BLUE Recover pollution to create public harbour bath, system of canals and isles directly connected with the housing system, use of rainwater and wastecleaning technology.

HUMAN SCALE AND MULTIFUNCTIONAL CITY 4-5 floor building, workplaces integrated with houses and offices, free and jolly zones, public spaces and commercial first floor.

REUSE OF INDUSTRIAL BUILDING Identity and history of the place, use of silos as parking multi-floor buildings, use of exindustrial buildings as new landmarks for the new neighbourhood.

THE AIM OF THIS INTERPRETATIVE BOARD IS TO UNDERLINE THAT WITH ALL NEW POSSIBILE ACTIVITY THE OLD MONOFUNCTIONAL PATTERN IS COMPLETLY DEMOLISHED. FURTHERMORE IS IMPORTANT THE FACT THAT THIS NEW PART OF THE CITY IS VITAL EVEN IN NIGHT AND ALSO FOR A HUGE NUMBER OF POSSIBLE ABITANTS AND INHABITANTS.

FROM CITADELS TO PLANNED DISTRICTS / IS THERE SOMETHING SIMILAR IN MILANO? MILANO / RAILWAY YARDS

Total Size: 110 ha

SIMILARITIES:

• STRATEGIC POSITION OF THE AREAS INSIDE THE CITY VERY NEAR TO THE CITY CENTRE • EX INDUSTRIAL & LOGISTIC FUNCTIONS NOW UNDERUSED • TWO MAIN PUBLIC ACTORS INVOLVED IN THE PROCESS: FERROVIE DELLO STATO (MAIN OWNER), MUNICIPALITY OF MILAN & PORT AUTHORITY AND CITY OF COPENHAGEN

STRATEGIC AREAS INSIDE THE CITY, LINKED WITH THE REGIONAL AND METROPOLITAN RAILWAY SYSTEM

DIFFERENCES:

• DIFFERENT SIZES (RAILWAY YARDS ARE MUCH MORE SMALLER THAT THE HARBOUR AREAS). • DIFFERENT APPROACH TO THE URBAN DESIGN PROJECT (GIUDELINES FOR PRIVATE DEVELOPERS VS. COMPETITION OF IDEAS AND MASTERPLAN). • THE MASTERPLANS FOR THE AREAS FOLLOW THE STRATEGIC VISION FOR THE CITY AND THE GENERAL PLANNING DOCUMENT.

STRATEGIC GUIDELINES FOR THE TRANSFORMATION OF SCALO FARINI. (PGT Milano)

WHAT SHOULD WE LEARN FROM COPENHAGEN? WORKING ON A LARGE SCALE PROJECT, PROCEEDING BY INCREMENTAL APPROACH Setting priorities related to strategic issues and local opportunity of development, deciding the timetable of development keeping in mind the whole strategy for the project.

PUBLIC GOVERNANCE The public actor is the main actor. In accordance with the Port Authority, the City of Copenhagen designs and guides the complete process of transformation. The private actor is competent of architectural project in single land plot sold by the Municipality.

RELATION BETWEEN VISIONS & STRATEGIC PLANNING WITH MASTERPLANS & LOCAL PLANS There is a strong relation between the planning documents, the vision for the city and the local plans for the areas of transformation.
