Community raises $4461 for family
Outstanding
P3
AROHA: An event at Waikanae’s Murphy’s Law bar on Friday night raised $4461.70 for local family the Paparas, whose home and all its contents were destroyed in a rapid late night fire just over a week ago. Jamaine Papara, who has already seen a hasty influx of community donations, said he is, “so grateful for the hundreds of people who have given to us,” with “people still pumping out donations”. Legal high fight on DAVID HAXTON Council will fight the government’s reintroduction of legal high drugs into the district but, as a fallback position, has released a draft policy document, for public consultation, that limits the sales to a small area in Paraparaumu. At Thursday’s regulatory management committee meeting, it was decided council “opposes the sale of psychoactive substances within the Kapiti district and will lobby the government to seek legislative change to ban psychoactive substances.” But with the government developing regulations for the reintroduction of legal highs, which means it would be possible to apply for a license to sell, the committee approved the release of a draft local approved products (psychoactive substances) policy for public
consultation. A key part of the policy recommends an area in Kapiti Rd, Paraparaumu, as the most viable place for the sale of legal highs. The area is from the Four Square building [legal highs can’t be sold in food outlets] to the Repco building on one side of the road, and a bit of the Kapiti Coast Airport land on the other side. Council senior social wellbeing advisor Sam Hutcheson said no one wanted the sale of legal highs near them, when the area was canvassed for reaction. “They didn’t want it in that area but then no one wants it in their area.” The area wasn’t far from a Community Corrections facility but discussions with personnel there revealed having a legal high area closer “made them know what their people were up to and people could easily drive
to get legal highs anywhere”. And she was pleased the Student Transition and Reintegration Service, which is also nearby the area, was relocating next year. Banning legal highs in the district could open the council to a judicial review, and if council lost, the “door could be open to all of these people who are allowed to sell, to open wherever”. “That’s the idea of getting the policy in, we understand the majority of the people in our community don’t want it, but by making a restricted site available means we’re not opening up an opportunity for people to sell throughout the entire Kapiti community.” Sergeant Jacqui Muir said police backed the Kapiti Rd section. “We believe its going to be the best of a bad situation for the Kapiti community.
“It’s on a main through road, it’s highly visible and there’s no real hang out area for people. “Having a place less accessible but highly visible, in terms of density, is going to make it more safe for the Kapiti community.” Cr Gavin Welsh said: “The moment we accept this legislation [from the government], without a fight, then we are condoning the use of the product in our community.” Cr K Gurunathan said the public needed to have their say and “if we want to fight this then we need their support”. Cr Mike Cardiff said he didn’t want to “take a water pistol to a gunfight”. “We need the policy as a fallback. “Not having one is going to be detrimental, at the end of the day, if we do end up in a gunfight.”

Nakiyah’s story gathers support SISTERS: Nakiyah Reid, 3, pictured front with sisters Anika, 7, and Dakodah, 4, enjoying a handcrafted quilt donated to by a local woman following a story about the Paraparaumu toddler in last week’s edition of Kapiti News. Nakiyah’s story of eating success after three years of being tube fed has been widely supported by the community, which has given gifts and words of encouragement to the Reid family. Mrs Reid, whose daughter Nakiyah was the second child in New Zealand to have completed a trial weaning programme at Auckland’s Starship Hospital in August, said “it’s so overwhelming to have had such nice comments from total strangers”. “I’ve had private messages sent to me on Facebook, and people giving to Nakiyah, and honestly I can’t thank everyone enough for the kindness,” she said. “I put our story out hoping to help other tubie families in New Zealand, and to have received so much kindness means a lot, so thank you.”

Philip and Judith Crozier raise around 15,000 turkeys on their 80-acre property each year. These birds are raised truly free range and get to enjoy their lives outside on the sunny Canterbury plains, consuming a variety of foods, creating the flavour and tenderness Crozier’s turkeys are famous for. They are also surprisingly often less expensive than barn-raised turkeys! NEWS BRIEFS REOPEN
The Maclean Park kiosk at Paraparaumu Beach, that was damaged by fire a year ago, will reopen on Saturday. The building has been fully restored following a community call for it to be saved and the occasion will be marked with an open day from 9am to noon. This will coincide with anniversary celebrations for the Paraparaumu Beach market. The event is an opportunity for people to have a look at what’s been done to restore the kiosk and to engage in the process of deciding the best use of the kiosk.
FATALITY
The pedestrian who was struck by a car on State Highway 1, while walking on the western side between Poplar Ave and Raumati Rd, and who later died in hospital from his injuries, was 30-yearold Thomas Moore. The incident happened about 9.30pm on Thursday evening. The Serious Crash Unit is investigating.
SUDDEN DEATH
The death of Entyre New Zealand managing director Reiner Wenzel has been referred to the coroner. Mr Wenzel, 62, had been creating an eco-friendly tyre recycling factory Otaki. At about 8am on Monday last week, emergency services were called to the newly established tyre recycling plant, on the corner of Riverbank Rd and Akeake Place, and found Mr Wenzel dead inside the premises. His funeral is being held today at Rangiatea Church, Otaki, at 1.30pm. Constable Callan Nikora said police did not believe the death was suspicious.

Parking solutions needed now With railway station car parking at a premium in Kapiti, Greater Wellington Regional Council has been asked to give top priority to finding solutions at Paraparaumu and Waikanae or lose rail customers. Former regional councillor Chris Turver says as Kapiti’s growth continues he’s speaking out because it’s unconscionable that GWRC continues to drag its feet on finding additional parking. “What’s worse is that there is no evidence of any forward
when electrification was extended to Waikanae, a halfhour service came in, and more attractive Matangi trains were introduced.” Patronage is increasing at more than three percent a year and even Paekakariki, with 79 car parks, can be stretched. The issue now is that cars are parking in adjacent streets, blocking access for local residents and businesses, reducing shopper parking, and creating traffic hazards. Mr Turver, a former

The regional council funds 581car parks at Paraparaumu and 176 at Waikanae “but that was clearly never going to be enough right from the time
chairman of GWRC’s passenger transport committee and its environment committee, wants an urgent review of options to either reduce car parking demand or expand car parking, including: ■ extending peak time local bus services routes to pick up commuters whose nearest bus stop is currently too far away from home. ■ creating park-‘n-ride hubs outside Paraparaumu and Waikanae, with frequent peak time feeder bus services to the

train stations. Mr Turver says GWRC’s efforts to improve train services have been a success and he doesn’t want to see the public goodwill that has been generated blown away through a lack of imagination and sensible forward planning. “That imagination should include classifying rail travel as an environmental benefit as well as reducing road traffic — and prioritising the GWRC budget to recognise the dual benefits.”

Family buoyed by assistance CLOE WILLETTS Just over a week after the devastating fire that left the Papara family’s home in what insurers described as a “total loss”, the community has rallied in with an abundance of support. Efforts included a fundraiser gig at Waikanae’s Murphy’s Law bar on Friday, which raised an incredible $4,461.70 for Jamaine and Kiriana Papara, who saw their children’s bedrooms, the lounge, kitchen, bathroom and garage gutted in the late night fire, which started when a dog bed in the garage accidently caught on fire. Organised in less than a week by Huta Thomas of Paepae Soundsystem, Jamie Bradbury and Isaac King, the event drew around 380 guests and saw performances from acts Soul Collective, Jim and Roni, DJ Finatik, DJ Dangles, DJ PLEEZ, DJ Main 1, and Dj EndStar. As well as door sales, the event collected funds through five raffles, all of which boasted impressive prizes donated by local businesses. “I’m really thankful for what they did over such a small time, for aroha,” said Mr Papara, who had already received an entire home’s worth of donated items one week after the fire. “It was an awesome night.” Money raised over the weekend will go towards funds in a Papara family bank account, set up by friends to help cover costs until insurance kicks in and they can return to a fully-refurbished home in around June next year. “It’s been quite a bit harder this week, trying to get back into routine and missing our home,” Mr Papara said during his first day back at work on Monday. “The amount of support has been really humbling, from strangers walking up and handing me $500, to children at Kapanui School giving toys and envelopes with 10c, 20c and dollar coins in. “That has really pulled our heart strings.” Mr Papara said while his sons Iraia, 9, and Levi, 5 were mostly concerned about the loss of their rugby league shorts and a nearlybuilt tree fort, his two-year-old daughter Olive Grace is missing the comfort of home. “For about two hours after the
fire she was shaking. “She was probably the most affected because of the break in routine, and she’s a real homely girl. “But it’s been like Christmas for the kids, and every day they walk home from school they have bags full of gifts.” Mr Papara, who was most upset by the loss of his wedding ring and items handed down to him from his deceased father-in-law, said it is “mainly the sentimental things I’m gutted about”. “I recommend everyone have smoke alarms, because I can’t believe how quick the fire was. “If we weren’t awake, it could’ve ended differently.” Mr Thomas said the highlight of Friday evening was “seeing everyone get on board with no hesitation for the cause”. “As we all know, Jamaine has done many things for his community. “He will continue to give selflessly because that's just the person he is.” ■ Donations can be made into the

Limit legal high area ‘best option’ Restricting sales of psychoactive substances or legal highs to just one area in Kapiti is the best possible option for the district, says Paraparaumu Raumati Community Board chairwoman Fiona Vining. This follows approval by council’s regulatory management committee of a draft Local Approved Products
Policy (LAPP) to be followed by two months of community consultation. While council could have chosen to impose a ban, this would almost certainly lead to legal challenges and associated costs to ratepayers with little chance of success, she says. “We totally oppose the sale of legal highs anywhere in our district and have looked at
every other possible alternative, but we have no choice because the law says we can’t ban them. “We want to send the strongest possible message to central Government that this is not good for our community and we have invited local MP Nathan Guy and Peter Dunne to our next meeting so they can hear our views.
“We will also be joining council in lobbying central Government for legislative change.” She said the board supports council’s decision to minimise problems resulting from the availability of legal highs by restricting their sale to one area west of Kapiti Rd in Paraparaumu. “We are adamant there is no
place that is ideal, but we’ve chosen a spot away from schools and other sensitive sites which is also reasonably visible, discourages loitering, and is close to medical and police services. “Under the circumstances, we think it’s the best possible option and we look forward to hearing the community’s views on it over the coming months.”
Chris milking all good Kapiti connections CLOE WILLETTS A hidden business success story is at Kapiti’s own doorstep, exposing the potential for advanced business export from the coast. “I’m intrigued by the scale Kapiti could grow business in this community,” said Paraparaumu-based Chris Claridge, director of Carrickmore infant formula range. Carrickmore, a product available in 2600 stores in 92 cities across China, is the largest of around 20 infant formula brands currently exported from New Zealand. As one of the first New Zealand companies to have exported to China, Carrickmore has a team of 50 staff in China, where it feeds about 25,000 babies. A digital media professional and food technologist, father of two Mr Claridge has travelled to China 18 times over the last three years, to meet with buyers, distributors and store owners. “I was always interested in science and the science of food, before ending up in the ad media world,” said Mr Claridge, founder of the New Zealand Infant Formula Exporters Association. “My family’s been involved in food production companies since the 80s.” Now working alongside wife Carol from their Paraparaumu home, alongside neighbour and

employee Kim McCallum, Mr Claridge is the mind behind the company’s product design and marketing as an authentic and green cow’s milk formula. Having shifted to Kapiti from Christchurch after 2011’s earthquakes, Mr Claridge said his move was heavily influenced
by the accessibility of digital media. “From living in Christchurch during the earthquakes, we learnt you can base yourself and your business anywhere by using digital techniques. “I’ve taken what I learnt from the digital media world and
applied it to the dairy and food and beverage sectors.” Now connecting with consumers in China through online media including a company website and social media, the Carrickmore brand is back in full force following a three month sales hurdle after
last year’s Fonterra botulism scare in China. “We’ve subsequently recovered,” said Mr Claridge, who went to extensive measures to rebuild New Zealand product trust in China. “I led a delegation up to China and travelled up with the prime minister, and we did a lot of PR work and had to communicate a lot with our consumers, distributors and retailers. “ Currently is in the midst of launching a media campaign on CCTV, Carrickmore saw a television advertisement shot in Kapiti recently, set to run on Chinese television. “A production team filmed it at our home office, and some of our extended family was involved. “That’s the great thing about running an export business — you can run it from just about anywhere.”

Collaborating for the good of Kapiti Sometimes, it pays to fight for Ka¯piti as a member of a regional team. Collaborating and working with our neighbours can bring us benefits we might not be able to achieve alone. The benefits of collaboration were underlined by the Regional Mayors’ Forum I attended recently. This brought together mayors from Ka¯piti, Porirua, Wellington, Upper and Lower Hutt, Masterton, Carterton and South Wairarapa, along with the chair of the Greater Wellington Regional Council and five local MPs. The forum gives us a chance to target areas where we all can benefit by working as a team. Already, areas of collaboration
are bearing fruit. One is creating a regional approach to emergency management through WREMO, the Wellington Region Emergency Management Office. This was formed in 2012 after the Canterbury earthquakes highlighted the need for regions to organise a joint response in a major civil defence emergency. A second example of collaboration is the creation of
WREDA, the Wellington Regional Economic Development Agency, to drive growth across the entire region. In our view, if it’s good for the region, it will also be good for Ka¯piti. We’ll share in the spoils. To give an example, as a region we will work together to bring major events to the region and select the strengths of each district to make the best-possible “pitch” to the event organisers. We can decide which district has the best venues for particular events, which offer the best support logistics and how other districts can lend a hand. A good example of Ka¯piti benefitting from this kind of
collaboration is the hockey tests. The two games here were a great success and the question is — can we build on this? We have the best hockey turf in the region so it makes sense to have some of the top tests in Ka¯piti, just as it makes sense to have the top rugby tests at the Westpac Stadium in Wellington. Each district will get a chance to be in the business, sport and tourism limelight and each district has a say. I am the Ka¯piti representative at the decisionmaking table and can vouch for the fact WREDA gives us access to far greater resources than we could possibly call on by ourselves. If we stayed out, we would be a
lone voice competing against our neighbours. A third regional collaboration is lobbying for the extension of Wellington Airport runway. The forum heard a presentation on how the extension could give us an international hub for direct flights from Asia and the USA. This in not just a tourism or business issue. The Wellington region is under-represented in foreign student numbers compared to Auckland. Direct international air access would help solve that by making it easier for overseas families to visit their children — while not undermining Ka¯piti Airport’s status as our domestic gateway.
Local councils ‘the meat in sandwich’ What’s in a name? Well, ask the Ministry of Health why they want to enforce the introduction of psychoactive drugs into local communities under the innocuously named ‘Local Approved Products’. It gives the impression that it’s a local product, one supposes like those sold in local farmers’ markets. It also gives the impression it has the approval of local communities. This wolf-insheep’s-clothing strategy is designed to disarm community opposition. It is also designed to make local councils active agents of the Central Government in creating Local Approved Products Policies which will designate
places where these legalised drugs can be sold. They term it “harm minimisation”. Whatever the riskmanagement rationale, the Ministry of Health cites to justify the legalisation of these synthetic drugs, there is widespread public opposition across the country against its legalisation. The Government’s requirement of local authorities, to introduce designated areas for the sale of these drugs, have made local councils the meat in
the sandwich between Central Government intentions and massive public opposition. In the local grass roots context, council staff have become the meat in the sandwich. In advising elected members, they are obliged to pursue this Central Government directive. On the other hand, elected members, as representatives of the people’s interest, have to represent the people’s will. In the Kapiti context, council staff working with Regional Health and the Police have identified the Kapiti West area as the least risky area for the sale of these drugs. My Paraparaumu Ward colleague Cr Bell and I have door-knocked businesses in this area and close
to 100 per cent have said they are opposed to any such outlets. This week, a petition organised by these businesses cites their fears: “It will attract drug consumers from north of Otaki and south of Paekakariki. Our business area will be turned into a black spot with loitering, criminal activities, police and medical emergencies, parking problems and potential conflicts with our regular customers. This is the busiest and most congested road in the district and drug intoxicated drivers will be a dangerous threat to safety”. These are real concerns exacerbated by the fact that the Government has not got its regulatory framework on sales
sorted. Neither has its testing regime on the manufacture of these products been completed. Its testing regime had failed before and there is no guarantee it will not fail again. Effectively, it’s a cart before the horse scenario. Given the dilemma local government staff and elected members have been put to by Central Government, the ultimate voice must be those of our local communities. The voice of the people. The formal public consultation period between now and January, 30 2015 is the opportunity for that voice to be heard. I urge the public to let council and Central Government know exactly what that is.

Hot issue moved to back burner
A calculation in 2011 showed that a quarter of NZ adults volunteer around 270 million hours each year. This incorporates the obvious – involvement in sports, cultural and service organisations. For us, it’s about the wonderful people locally who volunteer at a personal level to support those who have limited access to the wider community. That is, our elderly residents living in our aged care hospital, The Lodge at Sevenoaks and those who come from the community to our day respite centre, the Nikau Club located in the grounds of Sevenoaks.
Central Government’s requirement for local government reorganisation within the Wellington region was implemented with the underlying indication that our region could possibly be the next super city off the rank, as the status quo with existing territorial governance was not an option. Well how many of us thought that this was a good idea? The district survey undertaken in Ka¯piti in May last year was certainly not conclusive either way as there was little detail of any financial implications. While the Auckland Super City example has delivered general benefits to ratepayers in the initial period, and there have been reduced levels of expenditure, chinks in the armour are now starting to appear with controversy over the stated net percentage rate increase for the next financial year and what that will amount to for individual properties. So where are we now in the Wellington region with our reorganisation proposal? What has come of the different submissions the Local Government Commission received from the nine territorial authorities? The only councils to agree with one another were the three Wairarapa councils, whose application to become a single unitary authority was supported by Ka¯piti. Greater Wellington Regional Council favoured a single-city option, which our district did not support. Despite all the mayoral meetings, posturing, jockeying and sabre rattling by politicians along with considerable regional ratepayer expenditure by councils trying to convince the hoi polloi that they have the best reorganisation option, not much has been determined at all, definitely not helped by the delay of any resolution
We are so very fortunate to have a team of over 50 individuals who volunteer what time they can, to support our residents. They range in age from 9 to over 90 and each bring their individual skills and cheerful, positive personalities with them. Some come regularly each week. Others come when and if they can make it. They provide to residents the one thing staff sometime struggle to find – time. Time to talk, to listen, to care. Time just to be there and most of all, a willingness to be kind. As with all things these days, it isn’t just a case of turning up and doing what comes to hand. Managed by our employed Lifestyle and Leisure team of Dene, Paul, Brenda and Gail, all volunteers complete an orientation programme, have the opportunity to attend a voluntary training day annually and of course, as is required in today’s world, are prepared to have a police check carried out on them. The range of ways in which they so generously support is as wide as the backgrounds of those who come. Some bring their well trained dogs to visit residents who have had loved pets in the past. Others read, provide hand massages or manicures, sit and chat or help move and be with residents as they attend group activities organised by the Lifestyle and Leisure team. This may be to bingo sessions, groups such as our Good Mates Club or to the regular movie sessions, complete with popcorn. The number of volunteers mean that at the craft sessions held on a Thursday afternoon each resident has someone to work with them one-on-one with the activity at hand. This results in great outcomes which gives the resident both pleasure and pride. There are those volunteers who on a regular basis generously give of their time to run church services, singalongs and provide piano recitals and the like.

from the Local Government Commission. We have been told to expect an announcement any day but all indications are that much of the puff has gone out of the momentum for change. The fact remains that more than half Ka¯piti residents voted to maintain the status quo and why wouldn’t they? Our district is growing and prospering and unlike other established councils our infrastructure is relatively new. Sure this has pushed our interest finance costs up but our debt per annum per ratepayer, of $259 for interest repayment on debt, compares with Auckland, at $665, Dunedin $651, Tauranga $512, Wellington $306 and Porirua $192 — so we are not in a too bad a position. In case you are wondering what our operating costs are per ratepayer, we have the second lowest overall out of the 67 local authorities. When we add finance costs we rank fourth lowest. My take on the eventual local government reorganisation within our region — be careful for what you wish and vote for.
OUR PATCH
Then we have a group of wonderful volunteers who drive our mobility van; transporting people to and from the Nikau Club and those who help with the midday lunch and the many activities that occur on a daily basis. We also have people who while not volunteers, come into the Lodge as part of groups to entertain the residents. We have talented groups who dance or are members of choral and instrumental groups. A firm favourite with residents are the children’s groups, especially in the school holidays, or as we lead up to events such as Christmas, come and sing, dance and entertain. Dene Hopkins, manager of the Lifestyle and Leisure team is always keen to hear from new groups who enjoy an appreciative audience. December 5 is International Volunteer Day. I would like to take this opportunity to thank each and every one of our volunteers for their generosity and kindness over the past year. I would also like to put the challenge out to everyone in the community – to paraphrase that well known saying: “Ask not what your community can do for you but what can you do for it?” Consider making a new year’s resolution for 2015. Become a volunteer – for whatever cause takes your fancy. If you are a parent, take your children along with you. Share with them the joy of giving.

BEST PRACTICE LAWYERS MAKING A DIFFERENCE
Government focus on water quality This Government has a real focus on improving water quality, sustainability and the environment, and balancing this with jobs and growth. It’s great therefore to see a progress report detailing the work achieved under Manawatu River Leader’s Accord. The Manawatu River Accord received $5.2 million funding from the Government, which will contribute to restoring the health and overall quality of the Manawatu River (pictured). Partners and supporters of the accord also include Horizons Regional Council, Horowhenua District Council, local iwi and industry. I realise the importance of water quality, not only on our domestic life, but also our international reputation. That is why initiatives such as the Manawatu River Accord are so important. During its short time frame, the accord has started to deliver wastewater treatment upgrades, fenced off over 200km of streams, started fish restoration projects and planted 66,000 plants. All of these efforts, achieved by numerous groups, have all contributed to the success of the Accord. And the Lake Horowhenua Accord has an action plan to achieve by 2016. Both of these environmental efforts will go a long way to restoring the health
of our region’s resources. Talking health and well-being, congratulations to MenzShed Kapiti who were recognised at the Wellington Airport Regional Community Awards. I have visited MenzShed at Waikanae Beach and it brings local residents together in a friendly environment to work on building and maintenance projects for the community. There is another shed in Kapiti that is also making waves. The Kapiti Shed Project is a local organisation that exists to provide opportunities for men with disabilities to contribute in a working environment. ‘The Shed’ receives funding from the Government, community trusts and businesses. It recently expanded to employ four people. Importantly, it allows disabled people the chance to experience a working environment and cross certain barriers they may never have had the chance to before. Both sheds are making a positive difference in our community. Keep up the good work.
Prehab works before rehab is necessary Prehab is the new and funky word given to exercises that you do to prevent you from getting injured, so opposite to rehabilitation which is what you do to repair the body after injury. Prehab exercises are often prescribed at the start of strength or conditioning sessions and they really focus in on the stabilising muscles that are often weak and susceptible to injury. People may have had injuries in the past and this will dictate what type of prehab exercises they are prescribed eg someone who has had shoulder problems with broken bones or muscular injuries would have shoulder strengthening exercises in there prehab programme which concentrates them on getting strength around the shoulder joint. When you are injury free and keeping active you can often think what is the point of doing these exercises when I’m not even injured or have never been injured, well that’s exactly the point. It’s all about maintaining that healthy body and doing everything in your power to remain injury free, even if it means doing monotonous exercises prior to ‘working out’. The more we over use our bodies and place more stress on them through exercise, poor posture and fatigue the more susceptible they become
to injury. The smaller stabilising muscles are often the ones that fatigue first which has a knock on effect to bigger muscle groups such as the hamstrings, quadriceps or back musculature. You’ll notice lots of athletes have hamstring strains, this is often the result of the stabilising muscles around the hips/pelvic starting to fatigue and the muscles become over stretched because the pelvis isn’t held as steady under fatigue. A good prehab programme should assess previous injuries and bare in mind the sport or activities you regularly participate in. Areas to focus on generally are the gluteals (bum muscles), hip flexors (top of the thighs), lower abdominals, core muscles (this includes lower back) and calfs (lower leg). See a health and fitness professional and/or physiotherapist for help with your Prehab program.

LETTERS TO THE EDITOR
Rigorous review
I read with interest councillor Gurunathan’s protestations in last week’s issue of the Kapiti News regarding the appointment of a sub-committee of council to conduct the chief executive’s annual performance review. Yes, in the the “corporate world” as he describes it, it is usual for the chief executive to be subjected to a rigorous annual performance review. It is also common practice for a sub-committee of the board of directors to undertake this review, not the whole board or whole council, as the writer is suggesting should happen in the case of the Kapiti Coast District Council (KCDC) chief executive. Corporates usually have subcommittees to deal with reviews of, inter alia, governance, risk management, audit and financial, remuneration and human resources, and these subcommittees are generally drawn from a small number of the nonexecutive members of the board. In the case of KCDC, the subcommittee the writer refers to comprises five council members and the mayor as chairman. In terms of numbers, this is probably more than enough. Having the chief executive front up to an inquisition by the whole council would be a complete overkill. Doesn’t the KCDC conduct a large portion of its business activities through sub-committees of council? So why should the annual performance review of the chief executive be any different? If the whole council wants to parade and participate in this review, it doesn’t say much for the time and effort the mayor, as chairman of that committee, puts into making sure the process will

One bite is one too many
I would like to give a perspective from a dog owner whose dog was attacked by two dogs that were roaming in a public place. We were walking our dog on his lead when two dogs appeared before us. We had encountered these dogs on earlier walks in the area. The instigator of the attack, a bull terrier, raced towards us and attacked our dog. My husband kicked him away but the bull terrier then went straight for our dog’s rear-end and locked his jaw firmly on. The owner, who had no control over these dogs, attempted to
unlatch her dog’s jaw from our dog’s rear-end while the other dog was still attacking my husband and our dog. This frenzied attack went on for 30 seconds or more. Eventually, our dog was freed from the jaws of the bull terrier. Our dog received laceration to his hind leg, requiring stitches. The vet bill was $350. My husband also received a laceration to his leg. Having witnessed this attack, I would not have been able to defend our dog nor myself if I had been on my own. Our grandchildren often take the dog for a walk, but this option will have to be revisited after this incident. There was no apology at the time of the attack, nor any interest in our dog’s welfare. Had there not been intervention by my husband and the bull terrier owner, the outcome could have been far more serious. Should these dogs get another chance to attack you or your dog? Certainly not. One bite is one bite too many. We want to have our streets and public areas safe for people, and our pets should be able to walk without fear of vicious dog attacks. Do we want Kapiti Coast to have a reputation for dogs attacking other dogs in public areas as being acceptable behaviour? MAVIS YEE Otaki

about the proposed district plan and am surprised at the misinformation that is being circulated. At no time did I hear Ms Padamsey cast doubt on the councillor’s integrity. She quite properly raised the point that Cr Ammundsen, by expressing a view regarding the proposed District Plan before submissions on the proposed plan had been determined, may have created a perception of bias. It was my understanding that, because of this perception of bias, Ms Padamsey suggested the councillor should step aside from the hearings process. As far as I know, the issue of bias is something that can only be determined by the court. Even if the decision maker’s integrity is beyond question, I understand it would be possible for the court, depending on the evidence before it, to decide it is more likely than not a decision was biased. I would have thought a wise decision-maker would manage the risk of a decision being challenged on grounds of bias by declining to participate in making a decision on any matter in which they had prior involvement, particularly when a comment has appeared in the public arena. The councillor appears to have preferred to take a stand that prevents any discussion of the issue. It is surprising an experienced politician like Cr Ammundsen appears to have chosen to take the issue raised by Ms Padamsey as an attack on her integrity. A smoke screen has now been created which obscures the more important question of whether a current or former councillor who was involved in planning process should be appointed a hearing
commissioner because there is risk of bias, however unintentional that may be. It is now difficult for the council to properly asses the level of risk to the planning process present in appointing hearing commissioners from amongst current or former elected representatives without appearing to take sides in what seems to be a personal dispute. Because bias is ultimately a matter for determination by the court, I would have thought no legal opinion could give absolute certainty on the outcome of any action so risk avoidance is the better strategy. Surely a sound riskmanagement strategy would be for the council to adopt a policy that totally independent people will be appointed to hear submissions and make decisions on any matter where councillors have had prior involvement? Efficient flight service
On page 53 of the November 19 Kapiti News, you mentioned the impending service by Sounds Air of flights to Blenheim from Paraparaumu. This appears to be a duplication of a very efficient service provided by Air 2 There since 2004, flying the same type of aircraft and offering 10 trip tickets and operating from its own terminal in Kapiti Rd. T
he Paraparaumu Beach Saturday Market is celebrating its 15th year in Kapiti this weekend, after a colourful journey growing on the coast. In what started in November 1999 and originally called The Lighthouse Market, Kapiti’s popular weekly market has come a long way following shifts, new ownerships and the expansion of local stallholders.
Bought from founder Don Eade by then-manager Kevin Jones and Kapiti Coffee Company owner Warwick Halcrow, the market shifted to its current location behind Seaview Road Four Square in 2005, after negotiation with local business owners including Harvey's Real Estate, Kapiti Club and the owner of Paraparaumu Beach’s Marine Parade properties. "Things were a bit wobbly at that time, so we ran a petition in support of the market, which gathered over a 1000 signatures from the public and more than ninety per cent of local businesses which I presented to the Community Board and Council,” Mr Halcrow said. Today, the market is booming with more stalls and a greater variety than ever becomming an important
asset at Kapiti’s beachfront shopping centre. "It's fantastic that after 15 years it keeps on growing, both in stall numbers and in quality. “It attracts a lot of people on Saturdays, which benefits local businesses, who we have developed a good working relationship with.” Mr Jones said the market is “more than just a place to buy and sell things - it is like a community centre without walls”. “People enjoy the social aspect of it, which sees friends and neighbours mingle and chat, community groups come together, and a collection of fundraisers, politicians, and buskers and artists. "We do our best to provide a community service where we can." Mr Halcrow said while it is not strictly a farmer’s market, it serves that purpose “with fresh local produce and artisan foods the main attraction”. In addition to stalls boasting a range of clothing, plants, books, knick knacks, furniture and jewellery, the market is recognised for its selection of fresh produce.
Browsers have access to local fruit, vegetables and herbs, artisan breads, baked goods including gluten free, locally-caught seafood, confectionary, coffee, preserves and jams, honey, sausages olive oil and sauces. “One of the values of the market is it's an incubator for small business start-ups,” said Mr Halcrow, who described it as a really cost, low risk way to enter the market. “We’ve have had a number of successful new businesses begin here, who have gone on to bigger things – including Thorobread, a pioneer in gluten free breads, and the Kapiti Coffee Company.” With the market likely to outgrow its current space, Mr Halcrow and Mr Jones are talking with the Beach Business Association about approaching council, to potentially close part of MacLean Street on Saturday mornings. "This Saturday, we will celebrate the last 15 years and thank all our loyal stallholders who have made this market the success it is.”
The Paraparaumu Beach Market would like to thank
Harvey's Real Estate, the Kapiti Club, Beachcomber Cafe, Peter O'Connell, Babyphunk, Shona Moller, Seaview Road Four Square, Ballantynes and Beach FM for their support.

“Old age ain’t no place for sissies,” according to Bette Davis. While this is no doubt true, there are some things that we can do to make ageing less challenging. One new innovation I have just discovered is a document called a Health Passport, put out by the Health and Disability Commissioner. Why would anyone be interested in using such a document? I quote from one of the information pamphlets: “Tired of being asked the same health and disability questions by medical staff? If you have disabilities and/or communication issues, completing and carrying your own personal Health Passport with you will provide medical staff with the information they need to support you.” Some of you might be wondering whether such a document is relevant, but we also need to remember that while one in four New Zealanders have a level of disability, that increases to 50 per cent of retirees, and if we consider Maori and Polynesian, then that figure
increases to 60 per cent. So, what do we write in the passport? The first section involves ‘things you must know about me’ and covers your medical history. Section B is ‘things that are important to me’, giving information that relates to your everyday life, while the third section is for other useful information. To me, the value of this document will hinge on me making sure I have it with me most of the time. I am violently allergic to one form of common pain relief medication, so for that reason alone it will make my life simpler. And, while we can rely upon the electronic information to be available in most circumstances, it pays to recognise that there are still places in New Zealand where there is no cellphone coverage and to be involved in a health scare or an accident in those areas will make your Health Passport a vital document. Where can these Health Passports be obtained? They are available from your local GP, out-patient department, hospital, and online from www.hdc.org.nz ■ The Kapiti Older Persons’ Council meets at 1pm on the last Wednesday of every month. Trio’s artistic talent is ‘obvious’ CLOE WILLETTS Kapiti Youth Support was behind a skill-building art programme that unearthed a fusion of young talent at this month’s Kapiti Arts Trail. Having run for 11 weeks, the art programme challenged the creative hand of three local girls, and was run by talented Waikanae-based portraiture artist Kylie King-Hazel. Mrs King-Hazel, who was also recently invited by the Ministry of Justice to teach art to young offenders, said she noticed straight away obvious talents in the young trio. “I came into this not really expecting the level of talent the girls all have. “I’m proud to see what they’ve done.” In what began as a freestyle doodling session, the programme taught the girls diverse drawing techniques using pencils, charcoal and pastels, before inviting them to produce detailed work for the arts trail, which were exhibited at the KYS building on November 15 and 16. Selected to participate in the programme as members of KYS’ youth mentoring programme Stepping Stones, the girls “demonstrated an eagerness to continue with their art”, according to KYS social worker Christina Frantik. Miss Frantik said Stepping Stones is dedicated to looking at the strengths and resiliency of young people, and helping them grow their talents and interests in order to deter them from criminal activity, increase

hour and a half.” Miss Frantik said she hopes to see KYS receive funding to continue running the art programme, for both males and females. “We’re also currently in partnership with Fit Club providing fitness groups for young people between the ages of 12-16, and hope to start creative writing and sports groups in the early New Year.”
Programme participant Ruby-Mei Franklin, 15, who saw one of her works purchased in Canada after a photo was posted online, is using the $115 earned from her sold work to purchase art supplies. Angel-Lee Nicol, 14, who drew a horse and called it Demolition “because of the pony club being demolished” sold her piece for $60, while Ella Hobcraft, 14, sold her detailed sketch of a set of eyes for $50.
The girls said the sale of their work made them a lot more motivated, and had boosted their confidence as artists. “I wanted these girls to see what it was like to finish something, and then be able to sell it and be proud of themselves,” Mrs King-Hazel said. “They’re so talented, there are endless opportunities for them.”

Donated gifts to spread festive cheer particularly stressful when it comes to financial pressure, and we’re very aware some families don’t have spare cash to buy presents for their kids.” Ngahina Family Centre, a mostly not-for-profit organisation established in 2006, works with children and parents to “support families on the Coast to become great families”. As well as having a contract with the Ministry of Education to run an Incredible Years parenting programme, the family centre offers a Kapiti Allsorts programme. Kapiti Allsorts, run in in partnership with Wellington-based mental health support provider Atareira, works with children whose parents have mental health issues. This Saturday will see a sausage sizzle outside The Warehouse from 10am to 2pm, with all funds raised going towards gifts for the angle trees. This year’s angel tree line up includes locations at The Warehouse, Westpac in Coastlands, Paraparaumu Family Church at 6 Ngahina St, and Waikanae daycare centers Castle Kids and ABC. Mr Kirby said part of the scheme is to enable parents, caregivers and guardians the opportunity to deliver the gift to the child themselves. “We want them to have the pleasure of giving that present, because empowering them is really important for us.”
CLOE WILLETTS Paper angels are gracing the branches of trees across Kapiti, in an endeavour to draw smiles from children this Christmas. Following data provided by local schools, organisations and support agencies, including Child Youth and Family, up to 150 Kapiti children will receive a donated gift for Christmas thanks to the angel tree scheme. Taken over by Ngahina Family Centre this year, after being run by The Light House for 12 years, the project invites members of the public to leave a gift for a child under one of five trees in Paraparaumu and Waikanae. Ngahina Family Centre manager Lawrence Kirby said the idea is to ensure no child misses out this Christmas. “It’s as easy as walking to an angel tree, grabbing an angel, and finding the gender and age of a child on the back. “Then you buy a $20 gift suitable for that age and drop it back in the box at the base of the tree, with the angel attached, and we’ll process it from there.” Mr Kirby said alternatively, gift vouchers to the value of $20 can be given, and cash donations made directly to the Ngahina Family Centre account. “The centre exists to support families and this time of year is

FUN: Waitohu School students dressed up in Halloween attire at their school fireworks evening. From left, Elodie Bedgood and Hannah Thompson.
Students have blast at fireworks night CLOE WILLETTS An annual fireworks event was a success for Otaki’s Waitohu School, thanks to $10,000 worth of fireworks and a colourful turnout that included a variety of Halloween-inspired fancy dress. Organisers said despite wet and windy weather on the afternoon that left tents blown and volunteers soaked, the event was a “very pleasant evening”. Held on Halloween, the fireworks saw visitors dressed in an assortment of costumes, with volunteer face painters popular among guests.
Local entertainment was on hand alongside a finale by the Makume Taiko drummers, who “had the crowd captivated as the sun went down”. Shelly Warwick said the school is “incredibly lucky to have the continued support of local businesses and individuals who sponsor and support the fireworks for the community”. “Also, a big thank you to the parents and helpers on the night who gave a few hours of hard slog pumping out burgers, hangi and desserts to the busy crowd,” she said. “It was such a fantastic fireworks display right here on our back doorstep.”

Bradley keeps cool among hot Kiwi stars CLOE WILLETTS Kapiti talent was among the collection of artists, guests and media at last Thursday’s Vodafone New Zealand Music Awards. Bradley Garner, Kapiti’s multitalented Waikanae based music, event and commercial photographer, was invited by music website muzic.net.nz to photograph the 49th annual event, which was held at Auckland’s Vector Arena and saw musicians such as Lorde grace the stage. In Auckland from Tuesday to Sunday last week, Mr Garner said one of the most interesting features of the “relatively easy job photography-wise” was seeing Lorde’s reaction to her escalating national celebrity status, made evident through her win of six Tui awards on the night. “Lorde definitely pulled the attention,” said Mr Garner, who landed five photography jobs during his four day stay up north. Mr Garner, who was invited to the after party in the arena’s foyer, said New Zealand-born singer Stan Walker made an impact on the night, as a “really humble and friendly guy” who stayed on the red carpet for an extended period of time to greet fans. While Kapiti’s busy 21-year-old said being paparazzi is not his usual forte, the night played out as an opportunity for reunion catchups with friends and meeting new people. “It was really great seeing friends I haven’t in a while, so it was like a little reunion. “It was cool to see a few familiar faces from bands I’ve worked with including Blacklist and Saving Grace, who interestingly enough are a metal band, which is quite rare for an event like the Vodafone New Zealand Music Awards.”
TALENT: Kapiti-based music photographer Bradley Garner, right, with winner of the Vodafone New Zealand Music Award’s Best Roots Album, Tama Waipara, who received the win for his album Fill up the Silence. In a hectic business trip that included a launch shoot for a new cafe´ on Auckland’s Queens Street, a modeling shoot, video and photography coverage of New Zealand band Devilskin at Real Groovy, and shooting Miss Ink New Zealand, the awards event stood out as “an all-round good evening”. “All up, putting sleep aside, I had about two hours in Auckland where I could go and chill, and the
rest of the time I was shooting or editing,” said Mr Garner, who was straight back into work on Monday. “To be completely honest, while the jobs were amazing and I learnt a lot and met a ton of people, I missed my little beach pad in Paekakariki a bit. “Now I’m looking forward to relaxing by the beach, pulling out my laptop and doing a whole lot of editing.”

Having facilitated fasting, detoxification and raw food retreats inTe Horo, as well as internationally for over the last 15 years, Jules and Michael opened their Raw Planet store in an effort to provide a “quality organic juice and ice cream bar for Kapiti folk – with quality being the key”.
With summer now creeping in,
PARAPARAUMU’S
RAW PLANET JUICE BAR
and RAW TREAT CAFE has opened its doors, offering a fresh and authentic range of food and beverages that are as healthy as they are tasty. From organic juices and smoothies, to superfoods including raw vegan pizza, organic real fruit ice-cream,
and raw sugar-free, dairy-free and gluten-free cakes and treats, Raw Planet is Kapiti’s hot spot for natural health and wellbeing. A division of Pure Wellbeing, formed by natural health and nutrition specialists Michael Hayman and Jules Barber, Raw Plane is located at 3 McLean Street and is fronted by local ex-baker and raw creator guru Bex Drummond, and her sister Rachel.
“All our produce is organic, except the pineapple, including the ice cream and our yoghurt ice cream, along with the selection of frozen fruits for the real fruit ice cream including blueberries, raspberries, strawberries, cranberries, blackcurrants, apricots and kiwifruit,” Jules said. “There’s also wheatgrass and a wide range of superfoods available to have in your juice and to take home.” Brimming with raw treats, cabinet of Raw Planet includes a collection of raw, sugar-free, dairy-free and gluten-free healthy treats, such as chocolate brownies,
macaroons, lemon/raspberry/chocolate cheesecake, bliss balls, lemon zest, pina colada bars and raw pizza. Jules describes raw food as living food that is “considered the healthiest way to eat, being alkalising to the body, energyenhancing, rich in enzymes and nutritionally dense with more vitamins and minerals than cooked food”. “When we heat/cook anything above 43 deg C, the molecular structure of the food is changed and this effectively creates inflammation in the body, higher acidity and renders the food ‘dead’. “Raw Planet aims to offer the healthiest yummiest goodies from the best ingredients nature provides, along with education on high quality nutrition.” Also teaching raw food classes, with different themes including raw desserts and raw for kids, Raw Planet looks forward to welcoming health conscious customers through its doors this season.

WOOLLY FRIEND
Paraparaumu RSA is once again holding its annual Christmas Karaoke Show on Friday, December 12, which will be run by wellknown local entertainment and karaoke hosts Dave and Sharon Ingram. Set to showcase a series of outstanding talent from Kapiti and beyond, the Christmas Karaoke Show will see a set list compiled by Sharon, with something
for everyone, as well as a special-celebrity slot. “We’ll have everyone’s favourite Christmas songs along with some big ballads, country, a bit of pop and the great old standards,” Sharon said. “We’ll also have a community sing-along of some of the great Christmas songs at the end.” Delighted to announce
the attendance of Renee Maurice, winner of this year’s New Zealand’s Got Talent, as a guest for the night, event organisers said it will be “an opportunity for Kapiti folk who enjoy great music, visit our club and enjoy what will be a spectacular show”. “On the evening, the club will be open to the public, and we welcome all
visitors,” manager Don Trevethick said. “The show is for all ages and likes, and features some of the region’s great singers and club members. ■ The event is kicking off at 7.30pm at the Paraparaumu RSA and Community Club, located at 110 Amohia St, Paraparaumu. Designed by Peter Davis & built in 2000 by Carl Van Der Meer & his team, this is a rare & unique offering for todays busy modern family. Situated amongst the towering Norfolk pines within a quiet cul de sac just minutes walk from the Links golf course & the main beach precinct, this is a home that offers both form & function. I suspect the Designers brief was to create an elegant home with generous living spaces for both adults & children, high quality service areas, a big welcoming entry hall, & a sweeping feature staircase. At around 267m² the lower interior offers a large family friendly granite kitchen as its centrepiece, a relaxed family/dining room with gas fire, a separate West facing formal lounge, master brm ensuite plus 2nd brm, & access into the double garaging. From the homes main entry hall a beautiful curved staircase leads upstairs to a generous 3rd brm with its own private lounge & wc, making it ideal for both teenagers, guests or the option of running a homestay. If it's the perfect home in the perfect location you are after, may we suggest you've found it. Welcome Home. (RV $640,000)

3 1 1 1 LATE 1960’S - SUNNY OPEN OUTLOOK
This charming cottage has a story to tell. Believed to be in the latter part of the 1930's at a time when character architecture, skilled trades people & NZ heart timbers all came together to create homes to last. Here you'll find a spacious 3 bedroom cottage which has undergone a sympathetic makeover, preserving its tradition & sense of history but with all the modern conveniences of contemporary living. This pretty cottage offers fantastic indoor outdoor living with a choice of sundecks to chill out on & a feature outdoor bar & entertaining area. The very useable and private section of around 580sqm has a variety of pretty cottage garden planting and secure off road parking. Situated for easy access to native bush walks, sandy beaches and public transport, this is a rare opportunity to purchase a great buy and a worthy long term investment.
An affordable opportunity to get on the property ladder in a very handy central Paraparaumu Beach location. This spacious late 1960's classic has been meticulously maintained (re-roofed, re-clad and insulated) and offers 3 bedrooms, a family bathroom, a modern kitchen with a separate laundry, very sunny and light open plan living and dining, good storage, a heat pump and an attached single garage with auto door. The sunny section of around 850sqm occupies an enviable position, enjoying an open outlook towards the distant hills in the east and westwards towards Kapiti Island. Situated within a short walk to the beach, shops, cafes and the golf course. City commuters can simply walk to the airport and the bus to Coastlands and the rail station stops at the bottom of the driveway. Kapiti College zoned. Move in and enjoy!

TALENTED: Kimbra Taylor.
Inspirational times Award winning artist and teacher, Kimbra Taylor says the Kapiti Arts Trail was an opportunity to inspire art uptake within the general community as well as the health and relaxation benefits of the practice. Kimbra’s research into leveraging mindfulness by accessing alpha brain waves and the right hemisphere of the brain, has seen her career progress from artist to teacher, to more recently a workshop facilitator for teams and organisations wishing to seek productivity, relaxation and mindfulness — both at work and in their personal lives. “Competency in drawing and painting involves not only fundamental technique
but also mind management skills and strategies. “These techniques and strategies are transferable to our personal and business lives, empowering us to optimise outcomes by using more of our brain’s capacity. “Having a chance for the general community to get involved in art, and the opportunity to speak with artists on the positive outcomes art can have including relaxation, stress management, time management, effective communication, problem solving, and increased productivity, may inspire others and help towards a healthier, less stressed and more focussed community.”

Teacher shares Korean experience Paraparaumu College is another step closer to its goal of getting its students “Asia Aware” and ready for the future. English and media studies teacher Evelien Hofkens spent her school holidays in South Korea as part of the Asia New Zealand Foundation Korean Study Workshop. She was one of 10 teachers nationwide selected for the programme, which was a unique professional learning opportunity that immersed teachers in first-hand learning and reflection. The objectives were to explore intercultural issues, learn about Korea as one of the world’s fastest emerging social, cultural and economic powerhouses and to enable teachers to share these experiences with their school communities. “A highlight was the opportunity to speak with Korean high school students and compare their educational experiences to those of students in New Zealand,” Miss Hofkens said. “It was an eye-opener to see the extremely high expectations that are placed on teenagers in Korea, by their parents, but also refreshing to see that many of the students hold similar values to what we see from teenagers back home.” Miss Hofkens is developing a unit of work for Kiwi students about the media representation of Korea and its people. “We have a lot of misconceptions about Korea, due to the media content we see being focused mainly on North Korea.
AWARENESS: Evelien Hofkens, back middle, spent her school holidays in South Korea. “South Korea is a modern, friendly and culturally-rich country that I would encourage all New Zealanders to visit if they get the chance.” Paraparaumu College has also just been awarded an Asia
New Zealand grant to develop an Asia Awareness programme in the school. This will provide support to set up the programme, which Miss Hofkens is keen to be involved in, along with Helen
Benson, who earlier this year went on a similar study trip to China. “Our ties to the Asian continent will only continue to strengthen as time goes on, both economically and

Stirring but not Loach’s top work Ireland has been on Ken Loach’s mind before, first with the 1990 Belfast thriller Hidden Agenda and then his 2006 Irish War of Independence drama The Wind that Shakes the Barley. Now, with the rousing, quietly angry and slyly romantic Jimmy’s Hall (rumoured to be the 77-year-old’s last feature film), Loach returns, to unearth the true story of 1930s folk hero James Gralton. If you’ve never heard of Gralton, don’t worry, few have: he was a community leader unpopular with landowners and the church in 1920s and 1930s County Leitrim. Mixing politics and education with fun, Gralton opened a village dancehall-cumstudy centre where locals could educate themselves and kick their heels back. Eventually the government booted him out of the country. Here, as in The Wind that Shakes the
REVIEW FILM: Jimmy’s Hall RATING: (M) LENGTH: 1h 49m SCREENING: Shoreline Cinema Waikanae
Barley, Loach is concerned with the failure of Irish society to reject conservative forces at the point of independence from British rule in the 1920s. He gives us a tragicomic period tale that highlights the absurdities of state and religious repression. It’s also a
celebration of people coming together, talking and having fun in the name of a higher cause. The sense of history is vivid but unfussy, and Loach has some fun poking at the bloated pomposity of the Catholic Church. We meet Gralton (Barry Ward) as he returns home after several years in exile in New York. His dancehall and Gralton himself have fallen into legend, but he’d
rather work the land and look after his elderly mum. In flashbacks we see how this corrugated iron out-building provoked the authorities ten years earlier. Back then, people were drunk on independence; now they’re living with the hangover. In reality, what’s changed? Is it too much of a stretch to think of Gralton as a version of Loach himself: who in films over five decades has stuck two fingers up at the establishment, asking hard questions about the world while entertaining? Politics and entertainment are never an easy mix, and Jimmy’s Hall is a familiar, slightly unsurprising coming together of the two from Loach and his writer Paul Laverty. ‘Jimmy’s Hall’ doesn’t quite reach the heights of Loach’s strongest recent films, such as Looking for Eric or The Wind the Shakes the Barley. — Time Out

Kiwis keen to save on power Consumers from the Kapiti and Horowhenua region visited the What’s My Number website more than 1000 times during winter to check if they could get a better deal on their electricity bill, with their average estimated savings calculated at $177.36 per annum. According to the statistics, released by the Electricity Authority, some results identified estimated savings of more than $400 per year by switching companies. “Spring is a good time to check to see if you are on the best deal. As the seasons change, so do our power needs,” says Electricity Authority chief executive Carl Hansen. “Different sized households also have different needs depending on their lifestyle, and these statistics show that families of all sizes could make significant savings by shopping around.” Over winter New Zealanders visited the What’s My Number website more than 60,000 times, with the national average for estimated savingscoming in at $175 annually. There were 96,407 actual switches nationally over winter. ■ What’s My Number is run by the Electricity Authority in partnership with Consumer NZ, putting choice in consumers’ hands by helping them to shop around. Dream of dancing comes true
Quinne Ayson, 12, is a very special young girl who has dreamed of dancing on stage just like the rest of her family. For Quinne it was extra special on Saturday when she danced with the Waikanae Dance junior performance team for their end of year show. Quinne has Dravet Syndrome a rare genetic uncontrollable form of epilepsy. She loves to watch the “little girls” as she refers to them dance and asked to dance with them. Each week she has been coming to rehearsals just like all the other dancers and perfecting her lyrical dance moves. A special costume was made for Quinne so she matched the other girls. She had her hair put in a bun and now says “I am a dancer”. Quinne will be performing her routine again on Friday at Kapanui School’s Christmas Gala. You can see her this Friday at 5.45pm on stage.
LETS DANCE: Quinne Ayson, centre back, with from back left, Grace Clarke, Kiera Headifen, Luciele Delaney, Charlotte Stewart, from front left, Neve Jarnell, Abbie Headifen, Alana Hughes.

Hat’s off to Hire a Hubby Business honoured at national awards Kapiti Hire a Hubby couple Dave and Shelley Coley took out two categories at the Westpac New Zealand Franchise Awards. They won the subcategory award for best home services franchisee and the category award for franchisee of the year in home and lifestyle services. Winning is a habit for the pair — Dave and Shelley have been the Hire a Hubby Franchisee of the Year three times in a row. But winning this national award against fierce opposition is a big step up. They have been operating their franchise, which covers Paekakariki to Otaki, since 2002.

Initially it was a one man business operated by Dave, a former bank manager who

tired of the corporate life. For nine years he enjoyed the autonomy and variety of work that Hire a Hubby offered. Then, in July 2011, it all changed. Dave had been reading Winning Matters, the autobiography of onetime builder Sean Fitzpatrick, when something clicked. He looked up from the book turned to Shelley and said, “It’s never too late to find out how good you could be”. They looked at their combined skills and strengths — Shelley was a media company manager with strong marketing expertise — and jointly decided that they could become the maintenance company of choice for Kapiti. While Dave continued to
work directly for clients with tools in hand, he took on staff to allow himself to spend more of his time to managing the company. Shelley took on the marketing role and, working together, they built their operation into a significant regional maintenance company that employs three full-time, experienced tradespeople. Last year Shelley quit her job and is now full-time at the business. “We’re delighted and humbled to win this award and extremely proud of our team,” Shelley said. “Our people are talented and committed. They believe in this business. “We’re also proud to be part of Kapiti.”

Smart school gets big tick Kapiti School has been selected to appear in the Cancer Society Wellington Division’s annual appeal letter. The school was chosen because they are an example the Cancer Society supports to become accredited through its SunSmart Schools programme. “Schools are uniquely placed to provide a sun safe environment, educate students about sun protection behaviour and reduce the risk of skin cancer by becoming SunSmart,” says Mandy Savage, the Cancer Society’s health promoter for Kapiti and Porirua. “It hasn’t been easy for Kapiti School. “They needed hats which we have sponsored but they still need more shade. “I believe that if you need help with something you should let others in your community know. “I encourage any businesses
or organisations that can support us by providing either built shade or trees for Kapiti School to contact the Cancer Society.” Member of the girls’ senior leadership team and young author Isabella Montilla, recently had her poem published on the Cancer Society’s website. Other activities the team have been involved in include lessons about protecting skin, producing a play to raise student awareness and conducting a shade audit of their school grounds. Being a SunSmart school shows that your school: ■ is committed to protecting students, staff and parents from the risks of UV radiation ■ is raising awareness about the importance of skin protection among parents and students ■ promotes the school within the community as one that is
SUN SMART: Kapiti School is providing a sun smart environment. committed to the health of its students ■ has a sun protection policy that follows the Cancer Society minimum criteria ■ promotes and supports positive sun protection behaviours such as hat wearing

NZ culture a shock for visiting pupil Exchange student Yuliana Cabrera, 17, from Uruguay, South America, spent 10 months at Otaki College engaged in New Zealand schooling culture and family life. Yuliana, whose first language is Spanish, shares her thoughts on her time at Otaki College. Coming here to study was a huge cultural shock. My school at home is quite a lot bigger than Otaki College and we have over a thousand students in the same building. I had so much fun at Otaki College and the people here are great. There were a few activities I joined, including sports I don’t have the chance to do back at home. I went on some trips for Outdoor Education, which I found quite challenging but in
the end loved. Part of the cultural shock was learning about myself and becoming a more outdoorsy person because as you could guess, coming to New Zealand meant I learnt a lot about the farm living style, due to my host family. I can’t deny it was a hard time at the beginning when everything and everyone was new, but it was just a matter of time and I was settling, making friends and getting confidence in myself. I’d recommend everyone doing an exchange because you get to see life from a different point of view, and open your mind. I had such a good time here, even if it’s a small school. I ended up feeling and being part of a huge whanau.”

FUNERAL DIRECTORY Memorialisation by Andrew Malcolm
Society has used Memorials in varying ways to honour life since time began. With about 80% cremation in this region, many people simply plan to scatter the ashes after cremation, but in the end most need a place to go, a special place to remember, and usually end up putting up a permanent memorial of some sort. Over 20 years ago the cremation wall at Paraparaumu Beach cemetery ran out of room and it was decided to place memorial plaques around an existing rose garden. This idea caught on so quickly that within only a few months the garden plaques were full and a new garden was needed. All the cemeteries in the district now have gardens with plaques for people to either place the ashes or simply have a special place to come to. For more information about memorials please contact a Funeral Home listed who can refer you to a company that can help.

Racial tensions high in brutal US legal thriller BOOK REVIEW Forty Acres by Dwayne Alexander Smith Faber and Faber, $24.99 This mystery/thriller is the first novel by Dwayne Smith and one that could easily be imagined transformed into a big screen epic. Not surprising, perhaps, given that Mr Smith is already established as a screenwriter. The novel’s title has its origins in the reconstruction politics following the Civil War and abolishment of slavery in the United States. A clause was added to the US Constitution promising each former slave family 40 acres of land and a mule. White landowners objected and when Abraham Lincoln died, the clause was hastily removed — an action that still evokes bitterness among many African Americans. Though the title might hint that the novel will be about mid19th century race relations in America, the story is very much a modern day thriller, set against the still sadly divisive issues of race and gender. The story begins with young ambitious black lawyer (Martin Grey) successfully winning a case in court in which he represented a client claiming acts of racial discrimination against his corporate employer. Grey cleverly and comprehensively defeats opposing attorney Damon Darrell,
a rich and renowned figure in the legal profession. From this develops an unexpected friendship between the two lawyers which results in Martin being invited on what appears to be an exclusive weekend retreat with Damon and his well-heeled friends. It’s run by a charismatic black man named Dr Kasim. Forty Acres ( although it is much larger than that). Although the book is 522 pages the story that unfolds is fast-paced and easy to read, taking place over only three days. The events that earn the book its description of “thriller” are set against a background of often uncomfortable (to the modern liberal mindset) notions about racial divisions and discrimination. These include the legacy of the African slave trade, and the whole idea of evil and the difficulty of distinguishing moral right from wrong. Author Dwayne Smith has very skilfully written a novel that addresses these matters without, I think, risking a knee-jerk reaction, even offence, that a less sympathetic and more clumsily written novel might do. The plot has some very violent moments, including a brutal and horrifying initiation ceremony. Forty Acres is an ideal book for a reader looking for a riveting story backed up by thoughtprovoking content about contemporary issues that affect societies that are racially divided — not just America. — David Edmunds

Kapiti goes hockey crazy for tests The Black Sticks men were victorious against Japan’s national hockey team in the fourmatch series held in Wellington and Kapiti last week. The fourth match held on Saturday night at the Coastlands Kapiti Sports Turf ended in a 3-3 tie. The Black Sticks won the second and third matches, with a nil-all tie in the first match. Hundreds of locals turned up at the Kapiti Sports Turf for the games on Friday and Saturday to watch the district’s first ever international test matches. “The hockey was hugely exciting and lots of people were there to get in behind our Black Sticks winning the series for New Zealand,” Mayor Ross Church says. “We’ve now proved we can host sport of this calibre in the district and hope many more international matches will follow. The Kapiti Sports Turf is a fantastic venue and the amount of work put into the hockey by volunteers, as well as staff from the Turf and Council, resulted in great success.” Richard Palmer, Hockey New Zealand events manager, says the Black Sticks players thought the sports turf at Kapiti was fantastic. “They really enjoyed it. “The whole venue is very well set out and there was a great crew of people who made it all happen. “I see no reason, given the success of the two matches in Kapiti, that we wouldn’t come back to play here again if it was possible.” Earlier, players visited Coastlands and Kapiti Pak ‘n

them and get their signatures. And the guys were so good with the kids, talking to them and inspiring them to keep playing hockey.” Both teams with their coaches and managers also attended a powhiri at Whakarongatai Marae in Waikanae which included kapa haka from Waikanae and Kapanui Primary School pupils.

PROVIDING ADVICE AND SOLUTIONS TO THE PUBLIC While you are shopping, going to the movies or having coffee in Coastlands, over your head upstairs on the first floor a number of community groups mainly volunteers are working hard to help fellow Kapiti residents with advice and assistance. The four organisations: Citizens Advice Bureau, Age Concern, Kapiti Family Budgeting Service and Grey Power provide advice and solutions to a wide range of issues and problems brought to them every day. Being co-located in the same suite of offices on the first floor is a big advantage for the agencies as they work closely together to provide help for people in need. For instance while Citizens Advice Bureau can provide advice on almost any issue we work closely with Kapiti Family Budget Service on matters involving debt collection or insolvency. Age Concern is the primary contact for matters involving older persons and issues such as abuse and neglect but Grey Power also assists with problems affecting these people who make up a significant number of Kapiti residents. All of the agencies work closely together for the good of the Kapiti community whatever your problem. If you require help or advice call into the offices on the first floor at Coastlands.
Age Concern
Age Concern serves the needs of older New Zealanders through a nationwide network of 32 local Age Concerns and three affiliated organisations, supported by our national office. Age Concern Kapiti has been operating since 1991. We are a charitable, incorporated society. We have an executive committee, four staff members, and up to 70 wonderful volunteers. Our core services include an Accredited Visiting Service (AVS), health promotion, Elder Abuse and Neglect Prevention (EANP),
counselling, advocacy, and constructive collaboration with other agencies. Age Concern is New Zealand’s primary organisation dedicated to delivering services to reduce loneliness among New Zealanders over 65-years-old, and is also New Zealand’s lead organisation on the education, prevention and treatment of elder abuse and neglect. Our AVS performs a critical service , alleviating social isolation and loneliness. Loneliness is crippling and painful, and, at any age, it takes a mental and physical toll. Lonely and isolated people face increased risks of serious health conditions including cardiovascular conditions, depression and dementia. Here in Kapiti, we are contracted by the Ministry of Health to deliver 3000 visits to lonely and socially isolated people every year. EANP is an umbrella term referring to a range of harms that may take place in the home, in the community, in residential care facilities and in hospitals. Abuse and neglect comes in many forms including physical, financial and psychological. Research indicates 70 per cent of abuse is suffered at the hands of family members. Call us on (04) 298 8879 to find out more about our services, or pop in and meet our friendly staff. We are open weekdays from 8.30am to 4.30pm.
Kapiti Family Budget Service
Kapiti Family Budget Service has as its primary purpose the goal of helping people to overcome financial problems. We see our key role as helping people develop the skills and knowledge that they need to help themselves. No problem is too small for us to help with. We help with drafting letters, and relevant form filling, for example. We also act as advocates for people in trouble negotiating with debt collectors, repo agents, landlords and so on. We can, and will accompany people to meetings where they feel intimidated or unsure of themselves, or just want support, provided that we have advisers
available at the time. We will help people who have received a summons to appear in district court because of debts to creditors or landlords, although we are not permitted to act as advocates, or to speak on a client’s behalf. We can, however tell them about the process, help them with a statement, or provide them with summaries of their financial position We do a lot of work also in helping people applying to withdraw funds from KiwiSaver providers on grounds of serious financial difficulty, and we advise people on insolvency options, and can provide them with applications, and even postage paid envelopes as a bonus. If you have a personal financial problem of any sort (although we do not give business advice) come and see us. We are open five days a week. Monday to Thursday 9am to 5pm and Friday 10am to 5pm.
and membership is open to all age groups. People with families can now join Grey Power so that they can take advantage of Grey Power Electricity’s cheaper electric power and gas. Should you wish to know more about us, please either call in to our office, 1st Floor, Coastlands, or phone us on: 9025680.
Kapiti Grey Power
Citizens Advice Bureau
Kapiti Grey Power was established in the late 1980’s and currently has a membership of around 4,000 members within the Kapiti Coast community. Our membership extends from Paekakariki to Otaki and provides advice on a range of topics and lobbies central and local governments on behalf of its members. The following are some of the services we provide: • Discount arrangements with retailers and trades in our own discount book. • Travel club for members. • Odd job service at a minimum cost. • Free national quarterly magazine, and a locally produced magazine 4 times a year. • Quarterly public meetings. • Fellowship. • Savings from joining the Grey Power Electricity Scheme with gas (natural gas and LPG). To get more details about Grey Power Electricity, please call 0800 473 976. We welcome new members
updated by our team. Apart from local information such as clubs, craft groups, family support, and social services etc. we can provide information on a host of other matters which are often issues for Kapiti residents. These include consumer law (where there have been a number of changes in 2014), employment law, housing and tenancy law. Neighbourhood problems such as noise, trees, and fencing also cause residents a great deal of distress and we aim to find practical solutions as well as supply information on your rights. Whatever your issue CAB Kapiti is there to help you. CAB provides a Justice of the Peace service on most Tuesdays and Fridays between 11.30 am and 1.30pm. Local lawyers make themselves available to our clients on a rostered basis throughout the year. In addition we offer a regular legal clinic providing a half hour of free legal advice on most Wednesdays in our office at Coastlands. This service is provided by the Porirua based Whitireia Community Law Centre, and covers most, but not all aspects of the law (it is necessary to book an appointment with CAB for this service). The CAB contact details are: telephone 04 298 4944 or 0800 367222 email cab.kapiti@clear.net.nz or website www.cab.org.nz
In the last 12 months over 3000 Kapiti residents asked the Citizens Advice Bureau (CAB), for help. It may have been as simple as asking for an address, a telephone number or a very complex problem requiring some hours of discussion and research. Whatever the issue the volunteers at CAB Kapiti are happy to help. The aim of the bureau is to assist citizens to solve their own problems and make considered decisions based on accurate information and advice. You can access this service by visiting or phoning the bureau, by email or by visiting the public website. The service is independent, impartial, confidential and free to everyone. Our trained and experienced volunteers are equipped to know where to look for the right information and advice, backed up by a vast amount of resource material. Apart from our printed brochures we have a huge database of local and national records, which is regularly
