The Approved Code of Practice (ACoP), which accompanies CAR 2012, states that refresher training for work with asbestos should be appropriate to the individual’s job and based on a Training Needs Analysis (TNA) to determine the type of training necessary. For example, for those with extensive training needs, refresher training may involve classroom teaching or practical training. For others, it could be given as part of other health and safety updates, such as a short toolbox talk or e-Learning to refresh experienced workers on the main principles and expectations.

The e-Learning packages offered by ARCA comply with the ACoP e-Learning requirements and are intended for experienced employees who require only a refresher on the main principles and expectations.

Paragraph 251 of the ACoP details the training required for employees doing licensable work with asbestos and forms the basis of the ARCA e-Learning. ARCA e-Learning maps to the competency topics in the Asbestos Management Institute (AMI) publication, ‘Competency within the Asbestos Removal Industry’, which HSE endorses as ‘a sensible and appropriate approach to managing training and competency’.

ARCA e-Learning also maps to the Asbestos Labour Feedback App (ALFA) review criteria. If employees require additional training in any of the ALFA criteria, a specific e-Learning module can provide that training. The e-Learning modules can be individually selected to produce a combination of modules tailored to individual TNA requirements.

In summary, HSE recognises e-Learning refresher training for licensable asbestos work in the ACoP. The ARCA e-Learning modules map to the ALFA assessment criteria in the AMI publication, ‘Competency within the Asbestos Removal Industry’, which is endorsed by HSE as ‘a sensible and appropriate approach to managing training and competency’. Therefore, by using the ALFA app to carry out TNAs, and addressing any training needs using the appropriate e-Learning modules, ARCA members can ensure that the training requirements of their experienced workers are assessed, met, and recorded.
