Changes at ARCA

I

am happy to be able to say that after 18 months of restrictions of one kind or another, we are now returning to something like normality. As a result, we have confirmed regional face to face meetings for November and the ARCA Annual General Meeting (AGM) is to go ahead at Lords Cricket Ground on the 8th of October.

Regular attendees at the AGM will note that for the first time in over 20 years this is not the first Friday in October, knock on effects of COVID-19 are still at play, resulting in the cricket season being extended. Therefore, our booking for the first Friday in October, has been rescheduled to Friday, 8th October. I am pleased to confirm that Samantha Lord, HM Principal Specialist Inspector & Strategic Lead for Asbestos, has agreed to speak at the AGM to provide us with an HSE update.

Many of you will be aware that Geoff Silver left us at the end of June, for many years Geoff was ARCA’s Membership Compliance Manager with responsibility for ensuring the ARCA Rules of Membership were complied with, and for managing the Site Audit Accreditation Scheme and the Association’s ISO 9001 Quality Management System. As a result of Geoff’s departure, we had the opportunity to look at restructuring. As a result, Juliette Church has now taken on responsibility for managing the Site Audit Accreditation Scheme and Matt Boulton will undergo an ISO 9001 training course so he can take on responsibility for the Quality Management System. We have also taken on two additional operational members of staff. Steve Brodie, based in Manchester, has joined the team to expand our abilities to provide training, NVQ assessments and site auditing, particularly in the North West region. And Rob Southall, based in York, joins to encompass the ATaC Manager role, along with an IQA role for the NVQ assessment process, as well as supplementing training, auditing and NVQ assessing when necessary.

I look forward to working with them in the future and I am sure they can only add to the ability we have to deliver the services our members require. As a result of the recruitment process, the restructuring of staff and the necessity to continue to provide the core services we offer, the development of the site audit portal has been delayed, however we still hope to be able to showcase it at the November regional meetings. We have continued with the development of ALFA, and a system for our licensed asbestos removal contractor members is now being piloted with a handful of members. This system will allow members to carry out their own assessments/ratings of their own directly employed operatives, in a similar way to how the agency labour is rated, with these ratings acting as Training Needs Analysis (TNA) for the operatives. These TNA ratings are linked to training requirements, and where the TNA’s record the operative’s performance as generally satisfactory or better in all areas, a newly designed remote training course is available to these operatives. The training course is based on HSE guidance which states that, for those without extensive training needs refresher training could be given as part of other health and safety updates, e.g., a short toolbox talk or eLearning. This training course is expected to last half a day and is priced at £65 (excl. vat). I look forward to seeing as many people as possible at the forthcoming AGM. ince developing an Internal Site Audit App for member removal contractors, the take up continues to increase with over 120 licenses currently being used by members to support their auditing programmes. For asbestos removal contractors to run an effective audit programme it is good practice to undertake both internal and external audits. However, often these two elements can differ in what is audited, limiting the scope of analysing the audit results collectively. Via the App members can use the same

question set as the ARCA audit, which follows the ‘Plan, Do, Check’ approach to health and safety management, therefore enabling direct comparisons of external and internal audit results. To support compilation of all audit results for management and analysis ARCA is currently developing an Audit Portal for members. Here all ARCA audit reports (membership and additional audits) for individual members will be stored and data from internal audits via the Member Internal Site Audit App will be available if used. Also, grades for all these audits will be displayed in table and graph form, and broken down into ‘Plan, Do and Check’, so providing a more detailed management tool so contractors can clearly see any ‘Act’ requirements.

Contractors Handover Form

L

icensed asbestos removal contractors have a legal duty to ensure that an asbestos enclosure or work area is thoroughly clean after work has been completed, and that a thorough visual inspection has been undertaken. Following this, the contractor should complete a ‘Handover Form’ to confirm this to the Analyst. The Analyst will then check the form and the cleanliness of the area before the 4-stage clearance can start. The ‘Handover Form’ is available in the support section at arca.org.uk

ARCA Strengthens Team Two new members join the Association

W

ith the demand for training and NVQ assessments increasing, ARCA has taken the step to strengthen its team to enable it to support demand across the country. Recently two new members joined the ARCA team. Steve Brodie has joined the team to provide extra training, assessment and auditing capability in the North West area. Steve has 20 years’ experience working for a licensed asbestos removal contractor, working his way up from an asbestos removal operative to IOSH and NEBOSH qualified health and safety coordinator. Along with a wealth of experience in the asbestos removal industry, Steve has also completed numerous training courses and gained qualifications covering such subjects as waste management, Health and Safety, COSHH, RPE and Risk Assessment. We are delighted that Steve has joined the ARCA team and are confident his experience and knowledge will be a huge benefit in terms of the Association’s ability to provide services to members.

Once again, the experience and knowledge that Rob brings to the ARCA team can only be of immense benefit to the Association and its members. Following the upheaval last year as a result of COVID-19 we are determined to ‘Build Back Better’. The investment in new members of staff, which will support both the growth of ARCA and support its members, is the first step in achieving this.

A Level 2 NVQ could count towards an RSPH Level 3 NVQ If you are ready to take the RSPH Level 3 NVQ you need to know that … if you gained a Level 2 NVQ, within 5 years from the date of registering onto an RSPH Level 3 NVQ, you may be able to have two units recognised as prior learning. This could reduce the number of units to be undertaken for the RSPH Supervisor’s Level 3 NVQ to seven units. In addition, this could mean fewer assessment days. Manufacturing company fined after workers exposed to asbestos

P

ower Link Machines (UK) Ltd was sentenced for safety breaches after the Health and Safety Executive (HSE) was informed the company was using gaskets within its generator sets that contained asbestos. Analysis by HSE’s Science Division confirmed the gaskets contained asbestos. The company was served with a Prohibition Notice on 26 March 2018 requiring them to stop the use of these gaskets and ensure that they did not import any asbestos containing items. Leeds Magistrates’ Court heard that a second concern was received on 21 September 2018 stating that employees were being asked to work on a generator set, which contained gaskets which looked very similar to those found to contain asbestos earlier in the year. This unit had been imported from Power Link Machine (Shanghai) Co Ltd. An investigation by HSE found that these gaskets also contained asbestos and as the generator set had been imported into this country, the company had breached the

Prohibition Notice served in March 2018. The company subsequently allowed an untrained employee to remove these gaskets releasing asbestos fibres into the generator set and then asking two other employees to work within that generator set, exposing them to asbestos fibres. Power Link Machines (UK) Ltd of Vickers Building, Hurricane Close, Sherburn in Elmet pleaded guilty to breaching Section 2 (1) of the Health & Safety at Work etc Act 1974 and breaching Regulation 9 (1) and Schedule 6, part 2, section 2 of the REACH enforcement regulations 2008. The company was fined £22,000 and ordered to pay costs of £2,062. Speaking after the hearing, HSE inspector Rachel Brittain said: “When materials that contain asbestos are disturbed or damaged, fibres are released into the air. When these fibres are inhaled, they can cause serious diseases. “Had the company put robust checks in place to ensure that they were not importing asbestos containing materials, this incident would not have occurred.”

Company and director sentenced for exposing workers to asbestos

A

wood working company and its director have been fined after an inspection by the Health and Safety Executive (HSE) found a series of failings and risks associated with significant quantities of asbestoscontaining materials within the premises. Bristol Crown Court heard that on 10 August 2016, during an unannounced visit to a workshop on Moravian Road, Bristol, the asbestos insulating board lining the building was found to be in very poor condition with many panels having extensive damage. Enforcement notices were served requiring the risks to be controlled and the asbestos materials to be removed by a licenced contractor. Enquires further to the inspection identified that the company, and its director Wayne Braund, had failed to ensure a suitable and sufficient assessment was carried out to determine whether asbestos was present, and take relevant action to ensure any risks associated with the asbestos materials were controlled.

They also fabricated documents to make it appear that the asbestos materials were going to be removed by a relevant licenced contractor. Stairs2U (Bristol) Limited of The Old Bus Depot, Moravian Road, Bristol pleaded guilty to a charge under Regulation 4 of the Control of Asbestos Regulations 2012. The company was fined £25,000. Wayne Braund of Fieldgrove Lane, Bitton, Bristol pleaded guilty to a charge under Section 37 of the Health and Safety at Work etc Act 1974. He was sentenced to six months imprisonment suspended for eighteen months and ordered to pay £25,000 costs. Speaking after the hearing, HSE inspector Stacey Gamwell said: “The risks associated with asbestos-containing materials are well known and advice and guidance is freely available from HSE. “Duty holders are required to manage the risks from asbestos in any nondomestic premises and ensure that a suitable and sufficient assessment is

undertaken to identify asbestos-containing materials and ensure that any risks are controlled. “ “Employers should not undertake any work with asbestos materials which exposes their employees to asbestos unless the risks have been assessed and relevant control measures have been implemented. Work associated with many categories of asbestos materials including those in this case may only be undertaken by a suitably licenced asbestos removal contractor under stringent procedures.” For separate offences prosecuted by the Fire Service, Mr Braund was sentenced to a further 12 months in prison, suspended for 18 months. He was also fined £25,000 and ordered to pay £25,000 costs.

An Overview of Risk Assessments There is a need for a sensible and proportionate approach to risk management, in short, a balanced approach – this means ensuring that paperwork is proportionate, does not get in the way of doing the job, and it certainly does not mean risk elimination at all costs – Judith Hackitt, HSE Chair, HSG65 While your risk assessments, planning, information, training and supervision of work need to be both suitable and sufficient, it is not the case that employers must eliminate risk at all costs. The risk assessment should identify a reasonable and proportionate approach to working safely.

What are ‘hazards’ and ‘risks’? A ‘hazard’ is described as the potential to cause harm, while a ‘risk’ is the likelihood that the hazard will cause harm. For example, two men are working at height using identical ladders, the hazard of falling off is the same for both men. However, one ladder is tied at the top and the other is not, therefore the risk of falling from the untied ladder is higher.

What the law says The Management of Health and Safety at Work Regulations require all employers, to assess the risks to the health and safety of their employees and anyone else who may be affected by their work activities. This is to identify necessary preventive and protective measures.

Risk Assessment Method The level of detail in a risk assessment should be proportionate to the risk and appropriate to the nature of the work. Insignificant risks can usually be ignored, as can risks arising from routine activities associated with life in general, unless the work activity compounds or significantly alters those risks. Your risk assessment should only include what you could reasonably be expected to know - you are not expected to anticipate unforeseeable risks 1. Describe each task which requires a risk assessment 2. Identify hazards in each task 3. Assess the likelihood and severity of possible resulting injury from each task 4. Identify control measures for each hazard, including necessary protective clothing and equipment 5. Identify responsibilities for carrying out the control measures 6. Identify any training and supervision issues

Employers with five or more employees must record the significant findings of the risk assessment and then arrange to adopt the health and safety measures that follow on from this assessment.

Everyone employed in carrying out the task should be made aware of the hazards and the control measures to be adopted.

Employers are required to provide appropriate health surveillance where the risk assessment shows it is necessary, together with such training to ensure that employees can do their job without risk. They must be given appropriate information so that they understand health and safety matters.

Significant hazards and risks are defined by the HSE as those which will require the contractor to devote extra resources to their management. In other words, hazards such as trailing cables, which every contractor manages every day, do not fall within the category of significant risks.

A health and safety risk assessment is the systematic identification of the hazards that may exist in a workplace, or in the carrying out of a task within that workplace, and the evaluation of the risks associated with those hazards.

Risks, which are significant, are those that are not trivial in nature and can create a real risk to health and safety which any reasonable person would appreciate and would take steps to guard against. What can be considered as “insignificant” will vary from site to site and activity to activity depending on specific circumstances.

The law states that a risk assessment must be ‘suitable and sufficient’, i.e., it should show that: w a proper check was made w you asked who might be affected w you dealt with all the obvious significant risks, considering the number of people who could be involved w the precautions are reasonable, and the remaining risk is low w you involved your workers or their representatives in the process

The significant findings of the risk assessment need to be recorded, a simple statement as to what the risk is and what control measures are required to reduce the risk to an acceptable level and as low as reasonably practicable is all that is normally required. Some hazards, risks and relevant controls may be common to much of the work licensed contractors do. HSE guidance acknowledges that a general risk assessment of these can be useful. In practice, such a

guidance general risk assessment would be reflected in standard procedures (SOP) and policies. There is no requirement to replicate SOP content within a site-specific Risk Assessment / Plan of Work, although some record that existing SOP’s or policies have been assessed as suitable for controlling specific risks identified should be included. Risk ratings and probability calculations, also known as quantitative risk assessments, normally shown as matrices where the level of hazard and risk are multiplied to give a rating are not needed. They would only be used as a guide to prioritise the implementation of control measures which is usually not relevant for licensed works.

Hierarchy of Controls Risks should be reduced to the lowest reasonably practicable level by taking preventative measures, in order of priority. The Hierarchy of Controls sets out an ideal order to follow when planning to reduce risk from construction activities - consider the headings in the order shown, do not simply jump to the easiest control measure to implement. The Hierarchy of Controls, or risk hierarchy, is a system used in workplace environments to minimise or eliminate exposure to hazards. It is a widely accepted system promoted by HSE. The Hierarchy of Controls is often represented by a triangular diagram that depicts the different controls in order of how effective they might be in controlling risk (as shown).

As you move further down the pyramid, the control measures become less effective. Once you have exhausted the ‘engineering’ options, you are then becoming much more dependent on human behaviours to reduce the risk. The levels in the risk hierarchy of control measures are, in order of decreasing effectiveness: w Elimination - Redesign the job or substitute a substance so that the hazard is removed or eliminated. Physical removal of the hazard this is the most effective hazard control.

w Substitution – This is the second most effective hazard control and involves replacing the material or process with a less hazardous one (similar to elimination). For example, use a small MEWP to access work at height instead of step ladders or replacing lead-based paint with titanium white. Care should be taken to ensure the alternative is safer than the original. w Engineering controls - These do not eliminate hazards, but rather isolate people from hazards. Use work equipment or other measures to prevent falls where you cannot avoid working at height. Install or use additional machinery such as local exhaust ventilation to control risks from dust or fume. Separate the hazard from operators by methods such as enclosing or guarding dangerous items of machinery/equipment. Give priority to measures which protect collectively over individual measures. Capital costs of engineered controls tend to be higher than less effective controls in the hierarchy, however they may reduce future costs. w Administrative controls - These are changes to the way people work and are all about identifying and implementing the procedures you need to work safely. For example: reducing the time workers are exposed to hazards (e.g., by job rotation); prohibiting use of mobile phones in hazardous areas; increasing safety signage, procedure changes, employee training and performing risk assessments. Administrative controls do not remove hazards but intend to limit or prevent people’s exposure to the hazards. A simple example would be completing road construction at night when fewer people are driving. Another administrative control would be performing a daily check on plant e.g., forklifts, to ensure they are in good working order. w Personal protective equipment - Only after all the previous measures have been tried and found ineffective in controlling risks to a reasonably practicable level, must personal protective equipment (PPE) be used. For example, where you cannot eliminate the risk of a fall, use work equipment or other measures to minimise the distance and consequences of a fall (should one occur). If chosen, PPE should be selected and fitted by the person who uses it. Workers must be trained in the function and limitation of each item of PPE. Personal protective equipment (PPE) includes gloves, respirators, hard hats, safety glasses, high-visibility clothing, and safety footwear. PPE is the least effective means of controlling hazards because of the high potential for damage to render PPE ineffective. Additionally, some PPE, such as respirators, increase physiological effort to complete a task. Therefore, you may need to perform feasibility reviews and/or occupational health assessments to ensure workers can use the PPE without risking their health. It is not necessary to implement every measure. For example, in the case of a fully boarded and guarded scaffold, workers would not be expected to wear personal fall-arrest equipment.

HSE Reminders on Licence Renewal Application process T

o support licensed asbestos removal contractors in submitting a licence renewal application the HSE has provided some general reminders to ensure an efficient and smooth application process.

Plans of Work Submit recent Plans of Work (PoW), especially if changes have been made as a consequence of a review or HSE/LA inspection. Some applications have included PoWs which are no longer relevant or have previously been inspected by HSE, so further evidence will be needed which delays progress of the application.

Requests for information During the application process a contractor may be asked for further information or additional documents. The HSE will request this information via email,

and you should respond immediately, if you do not respond HSE will only follow up on two occasions and if still no response you may be left with a half complete application. An example of an email you may receive is, “Asbestos Licensing Unit’s (ALU) are still awaiting further clarification/missing information from you before your application can proceed to the formal assessment stage/before I can complete your assessment”.

Advice from HSE Inspectors who assess the applications Submit all required evidence, and ensure it is backed up with references to formalised systems, e.g. policies, procedures and standards. This could include evidence of dealing with Health & Safety issues, information of the relevance and dates training was undertaken, as well as strategies for TNA, auditing, and air/personal air monitoring.

Assessment delays When completing the application, it is essential that the names of documents in the evidence table are the same as those attached in the email, to enable the HSE to correctly connect documents. Also, double check all documents are attached, including the site files relevant to the submitted PoW, as this will avoid unnecessary delays. Preparing for your upcoming licence renewal is vital, as shortfalls could delay the process.

Understanding re-occupation testing

What clients need to know before they can move back in

If you are a property owner/ manager who may have licensed asbestos removal work undertaken at your premises, or are involved in licensed asbestos removal works, you need to understand the re-occupation process. That is what needs to happen before the building, or area where the removal took place, can be allowed to be re-occupied. The 4-stage re-occupation test is a legal requirement as detailed in the Control of Asbestos Regulations 2012 (CAR 2012).

W

hen licensed asbestos removal work is planned by both the end-client and the Licensed Asbestos Removal Contractor (LARC), sufficient time has to be allowed to complete the re-occupation test. This time is in addition to the time taken for actually removing the asbestos containing material(s) and can typically range from a few hours to 2-3 days depending on the complexity of the area affected. Planning this time is critical as delays may hold up other works and other contractors.

What is a 4-stage re-occupation test? This is a series of tests carried out after licensed asbestos removal and before the affected area is handed back to the client for re-occupation. (Licensed asbestos removal is usually undertaken inside a sealed enclosure). Its purpose is to ensure all proposed asbestos removal work has been carried out as per the pre-agreed Plan of Works, and that the area is clean, dry and dust free, as far as is reasonably practicable, and therefore fit for re-occupation.

Why do this test? The 4-stage re-occupation test is a legal requirement as detailed in the Control of Asbestos Regulations 2012 (CAR 2012) Regulation 17.

Who can conduct the test? The test can only be undertaken by a United Kingdom Accreditation Service (UKAS) accredited testing laboratory accredited to ISO 17025. This is an explicit legal requirement by virtue of Regulation 20, CAR 2012. To avoid any perceived conflict of interest, the Health and Safety Executive (HSE) strongly recommend that the analyst for site clearance certification is independently sourced and employed by the building owner or occupier (i.e. building client) in control of the premises.

What is the process for a 4-stage re-occupation test? Before starting the 4-stage re-occupation test a signed handover form should be obtained by the analyst from the licensed contractor confirming that the work area/enclosure has been thoroughly cleaned and the area has been inspected and is visually clean. After signing and dating the handover form the analyst can begin the test. As the name suggests there are four separate tests / stages which are carried out by a qualified analyst. These are:

Stage 1 Preliminary check of site condition and job completeness w Confirm scope of work w Obtain or prepare diagram showing areas requiring clearance

· Decontamination Unit · Enclosure, surrounding areas, waste and transit routes · Integrity of enclosure · Interior of enclosure using viewing panels / CCTV Estimate time thorough visual inspection will take and record it on Certificate for Reoccupation (CfR) When the analyst carrying out the test is happy that it has met the criteria for Stage 1 he/she will move onto Stage 2.

Stage 2 A thorough visual inspection This will entail: w A thorough visual inspection inside the enclosure w Check

· The completeness of the removal of Asbestos Containing

Stage 3 Clearance air monitoring Air sampling will be conducted inside the enclosure to: w Disturb surfaces at the start of air sampling

· By sweeping floors with a long handled brush · By brushing other surfaces using a short handled brush · Brush sweep for at least 1½ minutes per sample w All air sample results must be <0.010 fibres/cm3 All surfaces are brushed vigorously for a minimum of 1½ minutes per sampling location. When the air test has been carried out and the fibre concentration deemed to be less than 0.010 fibres/cm3 the enclosure can be dismantled.

Stage 4 Final assessment post-enclosure / work area dismantling After the enclosure/work area has been carefully removed the analyst will undertake the final assessment: w Visually inspect where the enclosure was located * w Reinspect waste and transit routes for asbestos debris * If during this inspection any residual asbestos is identified from the removal works the enclosure may have to be re-built and the asbestos residue removed.

What is supplied to state that re-occupation is approved? A re-occupation certificate will be issued by the analyst to both the Licensed Asbestos Removal Contractor and the end-client. Photographic evidence of each stage should be provided to support this final reoccupation certification.

Materials (ACM’s) form the underlying surfaces

· For any visible debris including in the airlock and baglock (all compartments)

· For the presence of settled dust on all surfaces within the enclosure w Ensuring the enclosure is dry as far as is reasonably practicable The time spent on this stage will depend on the size and complexity of the enclosure and in some cases, may require more than one analyst to carry out the inspection.

Mesothelioma UK M

esothelioma UK is a national specialist resource centre, specifically for the asbestosrelated cancer, mesothelioma. The charity provides specialist mesothelioma information, support, and education, and is dedicated to improving care and treatment for all UK mesothelioma patients and their carers. According to the HSE’s latest report*, there were 2,369 mesothelioma deaths in the UK in 2019. This is a distressing statistic; however, this figure is 7% lower than the annual average number of 2,540 deaths over the period 2012-18. Exposure to asbestos is responsible for up to 90% of all mesothelioma cases. There are thought to be other rare causes of the disease, but none are fully understood at this time. Mesothelioma is also known as ‘diffuse’ or ‘malignant’ mesothelioma. It affects the mesothelium which is a thin membrane that lines the inner surface of: w The chest wall, where it is known as the pleura w The abdomen where it is known as the peritoneum w The testes Mesothelioma is more common in men than in women and nearly half of the people diagnosed with the disease are over 75 years old. Furthermore, according to HSE’s latest report* annual deaths in this age group continue to increase while deaths below age 70 are now decreasing. Whilst most will have been exposed to asbestos whilst in their 20s and 30s, given the latency period between exposure and development of the disease, many will be over 75 at the time of diagnosis.

Nurses Mesothelioma UK integrates into NHS front line services to ensure specialist mesothelioma nursing is available at the

point of need. This is achieved through a network of 34 specialist mesothelioma nurses, regionally based in NHS hospitals but funded by Mesothelioma UK. Within England, we aim to cover each Cancer Alliance, as well as provide more than one nurse within large alliances, or ones with a high patient volume. In Scotland, we provide funding towards the Scottish Mesothelioma Network and are proud to work in partnership to fund clinical nurse specialists in Scotland. In 2020 we launched Project Wales to establish a multi-disciplinary team and create a network of mesothelioma clinical nurse specialists.

Research In addition to the support provided by our nurses, we acknowledge that our vision to improve patients’ experience and outcomes of treatment and care will only be realised through relevant research. The Mesothelioma UK Audit and Research Strategy outlines the charity’s plan to offer a range of grant opportunities that will fund research and explore patients’ experiences of care, through to research on patient treatments and outcomes of care. As part of this, the charity funds Sheffield University to host a centre for research, called the Mesothelioma UK Research Centre. Our vision is to use one-third of our income to fund new and existing audit research collaborations with academics, healthcare professionals and the charitable sector.

To honour members of the Armed Forces affected by mesothelioma after asbestos exposure while serving, Mesothelioma UK is planning a memorial sculpture. The ‘Mesothelioma UK – Supporting our Armed Forces’ memorial is a unique concept depicting the building blocks of life, engraved with vital awareness information about mesothelioma, asbestos and our Armed Forces. We want the families and friends of those affected to be able to visit the memorial and pay their respects or celebrate a key milestone. We’re looking for support through donations as this will help us to create and build the memorial, and one day bring together family, friends, and donors to remember our heroes. The first image this gives them is that we’re doing this just to say we’ve done it. Be enthusiastic and deliver a clear message. This will show the importance of health and safety standards on-site, and that you value their safety.

Think about the pace of your delivery:

Listen to what your workers have to say, and show them that you are listening through your body language. Obvious examples are, don’t have your arms crossed and look the team in the eyes. Consider, if you are sitting down, is it behind a desk? Does this put another barrier between you and your team, does it make them think that you are just giving them information and the formality of the setting impacts on the message? Listen actively, if you are asked a question but it is not clear, ask them to give you an example and relay it back to them to show that you’ve understood.

It’s natural to rush, however it is important to slow down, take your time. The pace of your delivery directly impacts on how the audience is taking the information in. Too quick a delivery and the audience will switch off and not listen. Too slow and it’s distracting and the audience will again switch off. Also remember to keep your head up, talking to the floor only makes you look nervous, and your voice will not be heard well. Finally, take pauses; a constant stream of words from you doesn’t help your audience. Pausing allows them to catch up, digest the information and give them the opening to ask questions.

Think about the tone of your voice: It’s an old adage, you’ll have heard before, “It’s not what you say but how you say it”, speaking in a quiet voice will switch the audience off to your message as it’s too difficult to hear. Furthermore, a quiet voice may give the impression that you are not confident in what you are saying. Conversely, a booming voice is as distracting and intimidating to the audience closest to you. Your audience are more likely to listen if you vary the tone of your voice.

Use open questions to check understanding: Ask your listeners to run through their understanding of what you have said. If you ask ‘Do you understand?’ people tend to say ‘yes’ even when they mean ‘no’. A good example of an open question to ask is, “Explain back to me how we’re going to…....”, this checks their understanding and gives you a chance to correct any misunderstandings.

Some people may need more explanation than others: If the message doesn’t seem to be getting through to some of your team, don’t keep trying the same method of delivery. Some team members may understand better if you deliver the briefing in the context of the actual work environment. ‘Show and tell’ is a tried and tested method. Check understanding by using other audience members to relay the information back, ask open questions of the audience members that haven’t grasped the information. Give yourself plenty of time. If you rush you may come across as impatient or not interested, and listeners may not feel able to ask you any questions.

Keep it positive: Remember the first point mentioned, “OK let’s get through this so we can get back to work” – that is not being positive. The way you come across, that is your body language and your delivery of a message, all needs to be in a positive manner. This will enthuse and give permission to the team to think of that message as a positive, and important. Also, focus on what workers can do to create a healthy and safe working environment instead of what can go wrong.

Act on feedback: If your audience tell you they are confused about something, or you failed to catch their attention, use this to help you see what you can do differently. Remember, at every tool box talk or safety briefing, it is important to make sure your workers know that if at any time they consider they are working in an unsafe way, that puts themselves or others at risk, they can STOP, report and seek advice!

ANDARDS DELIVERS REASSURANCE Driving high standards of short-term operatives After considerable negative feedback from members regarding the quality of labour available ARCA looked at how all parties, contractors, agencies, and operatives, could be supported to raise the overall quality. After discussions with member contractors and agencies, ARCA took the initiative to resource and develop a performance feedback app. Last year ARCA launched the first performance rating app for asbestos labour, The Asbestos Labour Feedback App, ALFA. The App enables ARCA member licensed asbestos removal contractors to rate the performance and behaviour of operatives supplied by ARCA labour supply members. Operatives can receive ratings from a number of contractors over a number of jobs, all of which are used to calculate the overall performance rating for an operative. Operatives’ details and overall performance ratings are provided to a contractor by an Agency via the App. This information provides the contractor with added reassurance of the competency of the operatives that they intend to use on their sites. This information supports contractors, as they must ensure that agency operatives working on their sites, on licensed asbestos removal work, are competent in the role. As stated in Regulation 18 of the Control of Asbestos Regulations 2012 - every employer must ensure that only competent employees enter a respirator zone; a competent employee means an employee who has received adequate information, instruction and training. By using ALFA, member contractors are supporting each other by providing ratings on operatives’ performance on their specific sites and supporting operatives in gaining good feedback and identifying any training needs that may be required. All this is to support high standards of short-term asbestos removal operatives.

Supporting membership and the industry A role of a trade association is to support its membership and as asbestos removal is a licensed industry, this support is even more important. ARCA provides a wide range of support services for its member contractors from producing guidance notes on specific regulated topics to developing an app for members to use when undertaking their own internal site audits. Also, supporting the asbestos industry is a team of experienced trainers, who continue to develop and deliver first class asbestos training courses at ARCA centres and remotely. ARCA has also taken the lead in developing qualifications for the industry, enabling individuals to gain recognition and prove their competency. Providing those working in the asbestos removal industry a clear career ladder.

Reassurance ARCA will continue to run its unrivalled audit scheme, so maintaining high standards across licensed asbestos removal contractor members and therefore providing end-clients with a strong level of reassurance. Mesothelioma statistics for Great Britain, 2021

E

arly in July 2021 HSE published provisional data on annual workplace fatality figures for 2020/21, including Mesothelioma statistics for Great Britain 2021. Mesothelioma is a form of cancer that takes many years to develop following the inhalation of asbestos fibres but is usually rapidly fatal following symptom onset. Mesothelioma has a strong association with exposure to asbestos and current evidence suggests that around 85% of all male mesotheliomas are attributable to asbestos exposures that occurred in occupational settings. Most of the remainder of male deaths and a majority of female deaths are likely to have been caused by asbestos exposures but which were not due to the

direct handling of asbestos materials. The latest information shows there were 2,369 mesothelioma deaths in Great Britain in 2019, which is 7% lower than the annual average number of 2540 over the period 2012-2018. There were 1,945 male deaths in 2019, which is 9% lower than the annual average number of 2,130 for males over the period 2012-2018. Deaths among females remained at a similar level to the last few years with 424 in 2019. So, in-line with earlier predictions suggesting that annual mesothelioma deaths would gradually start to reduce by around year 2020. They also need to be aware of any employee benefits, policies and procedures that could help the employee. 4. Review your health & wellbeing benefits It is important that all businesses, regardless of size, establish strategies and policies for managing employees with Long Covid. This is to ensure the benefits offered are fit for purpose and provide the best possible support.

Continuing Professional Development Continuing professional development, or CPD, is the ongoing process of developing, maintaining and documenting professional skills.

These skills may be gained formally, through training courses, or informally such as on the job or professional/association meetings. Some professions use the term ‘continuing professional development’ formally, and require a certain amount of development activity to be carried out and documented each year as a condition of maintaining membership of, or registration with, a professional body, or a licence to operate in that field. In other areas, CPD is used more informally. A commitment to learning and improving is, however, generally expected of anyone in a professional capacity.

The Continuing Professional Development Cycle The process of CPD is designed to help you identify and act on your own development needs. The Continuous Professional Development Cycle shows that professional development is, like much other learning, best thought of as a circular series of activities. The process moves from identifying your development needs through planning and then carrying out your learning activities, to reflecting on your learning, and then applying it and sharing it with others.

Perhaps the most important thing about CPD is that it is personal. Each individual is expected to identify their own needs, organise their own training, and learn for themselves. Part of being a professional is taking responsibility for your own skills and recognising when they need to improve.

Unconscious Incompetence

For example, you can carry out a Training Needs Analysis. You may receive feedback from colleagues or your line manager about an area in which you are weaker. Alternatively, you may have an interest in a particular area and want to develop your knowledge. Once you have identified your key areas for development, you then need to plan your activities.

2. Planning and Carrying Out Development Activities Development activities may be either: w Formal, such as training courses or particular qualifications. These are often, though not always, provided by an external provider, and may carry a cost. Your employer may have a limit on what they are prepared to pay, so you may need to consider self-funding or alternatives such as online resources that are cheaper or even free. w Informal learning, including side-by-side learning, video training, shadowing, mentoring, coaching or reading on the subject. There is a growing recognition that continuing professional development is both essential and potentially expensive. Especially in developing countries, professionals are using the internet to share teaching content for free, or at very low cost. You may find that an imaginative approach to seeking out development activities pays off.

3. Reflecting on Your Learning Reflecting on what you have learned is a vital part of continuing professional development. Learning does not emerge only from activities that you designated as ‘development’, and you may find that you are learning at least as much from your day-to-day activities. It is a good idea to keep a ‘learning log’ or diary. Make a habit of writing in it at least once a week, if not each day (if you leave it any longer, you probably won’t remember). For each event or activity that you find useful, make a note of: The situation; w What you learned; w What you will do differently as a result. w This diary can be used to assess your progress against your development goals. For any formal or informal but designated development activity, you should record the activity, what you found useful or not useful about it, and what you have learned. In each case, make sure that you are clear about how it will change what you do in future (how you apply your learning).

4. Applying Your Learning Going on training courses or watching videos is only the start. You then have to apply what you have learned to your own job. This can be quite a clumsy process, especially at first. The competence theory of learning sets out that we move through four stages when we learn: 1. Unconscious incompetence – not knowing what we don’t know; 2. Conscious incompetence – knowing where we need to develop and watching other people do it, but still unable to do it ourselves with any skill; 3. Conscious competence – being able to do something reasonably well, provided we concentrate; and 4. Unconscious competence – being able to do something almost instinctively, without needing to focus on it. After each stage, you grow in knowledge, experience and application of skills. When you have done some training or other development activity, you will probably be somewhere between conscious incompetence and conscious competence, depending on how much you have been able to practise. You therefore need to spend time applying your learning and practising to move to a stage of unconscious competence.

5. Sharing Your Learning with Others Some commentators add a fifth stage to the competence cycle – being able to teach others. It is certainly true that being able to articulate and share your learning is an important part of making sure that you have fully internalised it. It is a good idea to get into the habit of discussing your learning with your colleagues on a regular basis. Sharing each other’s learning can be a really good development tool, and can help you identify new areas for development, or ideas for other development activities, as well as helping to refine what you have learnt in your mind.

Recording Your Development An important part of continuing professional development is being able to demonstrate it, especially if your membership of a professional body depends on it. You should therefore keep a folder or portfolio of all your development activities, drawing on your learning diary. The aim of this is to be able to show how your skills and knowledge have developed over a period. You should therefore: w Keep a note of your development needs and goals, and make a regular (quarterly, sixmonthly or annual) assessment of your progress against them; w Record any training courses attended, with a copy of any certificates or qualifications obtained. Keep a record of the date, provider, aims of the training, and your thoughts on what you learned from it; w Make a note of any shadowing, videoassisted training or similar. In each case, record the provider, the aims, and your thoughts about what you learned; w For any coaching or mentoring sessions, make a note of the date, the person you were with, what you discussed, and what you intend to do differently as a result; w For any reading and other informal development that you do, make a note of the book or website, and what you have learned and will do differently as a result; w If you are involved in any critical incidents, or make particular mistakes from which you learn, record the details of the incident, what you learned, and what you will do differently as a result. And finally… Continuing professional development is an ongoing process, as well as a cycle. You are likely to continue to learn throughout your professional life. It is therefore a good idea to develop a process for it that works for you at an early stage of your career.
