38%/,6+(5·6 MEMO s we move into 2021 it’s great to see that there might be some light at the end of the Covid tunnel! It’s been so exciting for all of us at S&D to see how architects, engineers, builders and designers have managed to work through such a difficult time. There’s a brand new mall in Tynwald in Harare West that’s very nearly completed. The main anchor tenant, OK Zimbabwe, has already opened their supermarket and adjacent liquor outlet. Other tenants, including a food court, a pharmacy and a hardware store are set to open soon. The mall is part of an on-going maser plan to upgrade Tynwald and the surrounding suburbs and offers local residents the convenience of one-stop shopping right in their neighbourhood. In this issue we also focus on an inspiring development in Duthie road in Belgravia designed by architect Fadzai Mangoma from local architectural firm Nyambuya and Associates. An old and rather uninspiring property has been re-imagined and re-designed to include a modern office block with a very contemporary exterior, a luxurious accommodation unit and a fun and funky entertainment space. The project was overseen by Fine and Country who are expanding their property development sector. Of course, the brand new Belgravia property needed a brand new garden. Orange Turf (Pvt) Ltd have designed and created a delightful landscape which complements the contemporary structures and creates a great living and
working environment. Established trees were retained but the rest of the garden is fresh, colourful and low maintenance. We also feature Ecolighting – a local company now established in Mount Pleasant – that offers a wide range of light fittings and accessories. In addition, working with architects, interior designers and home-owners, they can create a full lighting and electrical design for your home, office, retail or hospitality space. K Zimbabwe recently opened their brand new store on the 5th November, 2020, at the Tynwald Mall, Sanganai Corner, along Kirkman Road. The supermarket is very busy and has proven to be extremely popular with residents in Tynwald, Kuwadzana and the surrounding suburbs. Previously residents were forced to travel long distances for the convenience of all-in-one supermarket shopping. Construction of the mall started towards the end of 2019 and was it expected to be completed in mid-2020 – but like most large scale construction projects the Covid pandemic seriously affected timetables, schedules, and of course budgets. The project was not without its own FKDOOHQJHV 7KH VLWH VORSHV VLJQLÀFDQWO\ IURP HDVW WR ZHVW QHFHVVLWDWLQJ some ground work and the construction of a retaining wall on the east side, separating the mall from the neighbouring – rather dilapidated – structures. Negotiations are at a sensitive stage intended to integrate the neighbours into the overall landscaping and design plan. Attention had to be paid to storm water drainage for the run off from the parking area and the sizeable roof structure. This entailed constructing a rain water drainage system – with a grid covered channel across the entrance to the parking area – leading the water into the civil drainage system and eventually to Lake Chivero. In addition almost 2 kilometres of sewer line had to be constructed to connect the mall to the council sewer line which ultimately ends up at the Crowborough treatment plant. Chisipo consulting was superintending all the engineering works on this project. The designers of the mall created a series of generic ‘white box’ spaces which tenants are then able – with assistance from the developers – to tailor make to suit their requirements. The developers have provided electricity from a dedicated ZESA transformer, a back-up generator, as well as provisions for a solar power system. Tenants have their own individual ZESA metres to make payment and contribution calculations simple and transparent. The council water supply is sporadic and unreliable so there’s an on-site borehole as well as water tanks which can store substantial amounts of water for the tenants. They’ve also included a lighting design for both the interior and exterior of the mall for the convenience and security of late-night patrons. The mall has the capacity to become a safe and convenient space for the community to meet, socialise and take advantage of all the facilities available. 7KH 2. 6XSHUPDUNHW DQG WKHLU DGMDFHQW OLTXRU RXWOHW DUH WKH ÀUVW WHQDQWV to take up trading in the new mall. Other tenants who will soon take up occupancy are expected to include a Chicken Inn food court (which will most likely incorporate their associated outlets like Bakers Inn and Pizza Inn), a pharmacy and a hardware retailer, among others. The mall is H[SHFWHG WR EH IXOO\ RSHUDWLRQDO ZLWK DOO WKH ODQGVFDSLQJ DQG ÀQDO GHWDLOV completed, within a few months. This section of Tynwald had previously been relatively neglected and under developed so the mall will bring new vigour and vibrancy to the suburb, as well as helping to create a number of employment opportunities for local residents. It’s part of a bigger urban planning scheme to upgrade the area that could include adjacent housing developments, as well as encouraging factories and warehouses to consider Tynwald as a more desirable and economically viable destination. While Tynwald has traditionally been a predominantly residential area an employment corridor along Kirkman Road is being established and is expanding rapidly. The overriding concept behind the new development is that people will be able to live, work and shop within a mixed use periurban environment where all the facilities and amenities that they need are within easy travelling distance. The development of Tynwald and the VXUURXQGLQJ VXEXUEV ZLOO LQ \HDUV WR FRPH KHOS WR UHGXFH WUDIÀF ÁRZ LQWR and out of the Harare Central Business District for work and for shopping, helping to de-congest the City centre and generally improve living conditions. The mall is the brain child of Ruswa Consulting and it was then developed and funded by a forward looking consortium of private investors, is set to change and improve the lifestyle of the currently less privileged communities on the western side of the City.

The mall has been designed so that the exterior of the structure requires minimal maintenance. Walls have been constructed of IDFHEULFN RU FODG ZLWK WLOHV RU VWRQH 6PDOO VHFWLRQV DUH ÀQLVKHG LQ plaster which tenants can choose to paint in corporate colours and there’s ample provision above the shop fronts for logos or illuminated signage to add colour and interest and draw in prospective shoppers. Vertical gardens and a green portico will provide shade and shelter for customers who choose to eat outside the food court on the pavement promenade and also soften the boxy concrete and glass facade. There’s a high roof above the entrance to the supermarket, partly to provide shelter for shoppers from sun and rain, but also to add architectural emphasis (and visual appeal) to the main access. The entrance opening has an unusually wide span – around 9 metres across – which helps to encourage shoppers to cross the threshold into the retail space. There’s also a generous amount of secure and convenient paved parking space in front and to the side of the structure for the convenience of the customers – none of the hassle LQYROYHG LQ ÀQGLQJ VDIH SDUNLQJ RIWHQ H[SHULHQFHG ZLWKLQ WKH &LW\ . ,I \RX·UH LQ WKH DUHD WKH PDOO LV GHÀQLWHO\ ZRUWK D YLVLW ² LW·V DORQJ Kirkman Road just a few kilometres past the Harare Drive intersection. hen the current owners bought the house at the beginning of 2020 it was basically a fairly sound structure of brick under concrete tiles, in the style of a Tuscan villa with rough exterior plaster and a series of stepped parapet walls supporting the roof. The roof tiles were originally a reddish terracotta colour and the exterior had been painted in a fairly bright ochre yellow with brown window frames. The exterior of the house has now been repainted in a softer, creamier sandy colour with smart white trims, white window frames with white architraves and a slate grey roof. The overall effect is cooler, crisper and much more modern. The garden was lush and tropical but somewhat overgrown and in need of some attention – mostly clearing away unchecked growth and opening up the views of the space. The garden slopes down to what was once a small perennial stream running through the property to the vlei outside the boundary. As a result of changing weather patterns, and building development in the surrounding suburb, the stream has mostly dried up, but the new owners have plans to restore it, although SHUKDSV DV DQ LQWHUQDO ZDWHU IHDWXUH UDWKHU WKDQ D QDWXUDOO\ ÁRZLQJ waterway. The house had been built in the mid-90s and had previously belonged WR D IDUPHU DQG SURIHVVLRQDO KXQWHU 2ULJLQDOO\ LW ZDV D ÀYH EHGURRP house with only three bathrooms and the internal layout was in keeping with house designs of the period – a lot of small dark rooms set out in D SDWWHUQ WKDW ZDV VRPHZKDW DZNZDUG DQG GLGQ·W UHDOO\ ÁRZ ZHOO 7KH kitchen, lounge and dining room were all separate and the bedrooms felt a little isolated and set off apart from the main living space. The property also included a separate guest cottage and various other outbuildings – a secure storeroom, domestic quarters and a slightly dilapidated greenhouse. 32

residential profile The secure storeroom has been converted to an extra kitchen and storage space to cater for when the owners host functions and events. The domestic quarters have been extended DQG UHQRYDWHG WR QRZ LQFOXGH ÀYH EHGURRPV and kitchen and bathroom spaces bringing the property more up to date. The greenhouse has also been repaired and now provides year round fresh vegetables for the table – the owners are keen cooks and enjoy entertaining friends and family. The footprint of the main house is mostly unchanged, although a new verandah has been added overlooking the pool, (the old verandah has been incorporated in to the main structure) there’s a new entrance portico with a water feature and the laundry room has been updated at the back.

Above the portico are slatted wooden panels which serve to soften the front façade. The front door leads to an entrance lobby with a guest bedroom and bathroom to the right and a guest sitting room to the left. (The guest EHGURRP LV FXUUHQWO\ XVHG DV DQ RIÀFH 7KH FHLOLQJ RI WKH VPDOOHU JXHVW sitting room has been removed exposing the ceiling trusses and adding a feeling of extra space enhanced by windows overlooking the new verandah and the pool. A space dedicated as a piano room separates the lobby from the rest of the downstairs area.
Directly in front is a rather grand dining room space with a table seating WHQ SHRSOH IRU HQWHUWDLQLQJ LQ HOHJDQW VW\OH 7KH GLQLQJ URRP ÁRZV LQWR the main lounge which was previously the old verandah. The original verandah has been incorporated in to the main structural space and now new aluminium doors which open up to an additional verandah and deck space. The new verandah is one of the few extensions to the original footprint of the house. The verandah is sheltered by another Perspex awning – similar to the one at the front door – with a retractable fabric ‘ceiling’. Because the verandah is west facing there are automated blinds to block the afternoon sun.

Upstairs is a third guest bedroom with its own en suite bathroom. The bathroom has been created by redesigning and enclosing what was originally a small balcony overlooking the domestic staff quarters. The balcony didn’t serve much purpose and the view was not particularly appealing.
Across a small shared foyer is the master EHGURRP ZKLFK KDV WLPEHU ÁRRUV DQG exposed roof trusses. The bedroom has windows on both sides so it’s very light and airy. The large windows on the west side open up to an upstairs balcony overlooking the pool and garden. Behind the bed a pony wall – clad in diagonal timber strips – demarcates a generous walk in closet. Beyond the dressing room is a luxurious, spa like bathroom with a tub and a huge glassed in shower cubicle. Large marble-look tiles of 800 x 800mm give the bathroom an elegant and sophisticated appeal. Throughout the house the old plumbing and electrics have been modernised and brought up to code so there are unlikely to be any repairs or maintenance in the near IXWXUH 7KHUH·V D SUROLÀF ERUHKROH WR VXSSO\ water for the house and a comprehensive solar set up for power. Hot water is supplied by solar pressure geysers and the whole house is run off a 20kVA Victron inverter with 6 lithium ion batteries and 24 solar panels. The interior structural design was a collaboration between Abed Khalatbari and Mirko Tucakov. Structure and Design has featured a number of their previous collaborations including Sandalwood Lodge (issue 25) and Café Nush at Village Walk (issue 12). Tucakov works as the consulting architect providing inspiration, advice and technical drawings while Khalatbari tends to have the overall vision and also functions as the project manager and interior designer. Khalatbari and Tucakov have once again proved that vision, collaboration and dedication can create beautiful, functional, modern spaces that don’t need to entail a huge budget.

Abed Khalatbari was born in the city of Isfahan in Iran and moved with his family to Zimbabwe at the DJH RI $IWHU ÀQLVKLQJ VFKRRO KH VWXGLHG &LYLO (QJLQHHULQJ DW WKH 8QLYHUVLW\ RI &DSH Town from 2005 to 2010. While successfully completing a home renovation project in Cape Town he discovered his true passion – construction, and creating and designing interior spaces. As a result he continued his studies completing courses in Construction Management and Property Development and Investment at the faculty of Engineering and the Built Environment. Khalatbari’s vision is to renovate and modernise older unusual and interesting properties around Zimbabwe, in both the residential and commercial sectors, bringing them up to date and infusing them with new style and sophistication. In order to achieve this, he is building a highly skilled and creative team to help realise his ideas. He has successfully completed design and renovation projects at the various Café Nush outlets at Avondale, Village walk and at Café Nush Organiks. He also headed up the renovations and extensions at Sandalwood Lodge as well as Avecina Clinic and DigiPost in Borrowdale. The Tuscan Villa renovation is his latest project. The Property Development arm of Fine and Country Zimbabwe is a fairly recent advancement in their local portfolio. The property development branch was started in 2016 when Fine and Country recognised a gap in the market for upscale development projects and joined up with local company, Mainland Development Group. In addition to sales, rentals and valuations of upmarket, luxury properties Fine and Country now offer an exclusive project management service for discerning clients. The service is particularly useful for Zimbabweans in the diaspora needing a trusted and experienced managerial facility with extensive knowledge of the local property and construction environment. The clients are based in South Africa and were looking for a design aesthetic similar to what they’re accustomed to and in line with international interior design trends. To this end Fine and Country (under the auspices of Senior Property Consultant Karen Nyenga) consulted with South African based company, Projects 4 Design
(P4D), for details of the interior design and décor scheme. Fine and Country, together with P4D, created the overall look and feel of the place from the colour palette to the bathroom and kitchen design. P4D commented, “The interiors on this project were well thought out and made use RI D UDQJH RI GLIIHUHQW VSHFLÀHG PDWHULDOV ZLWK WKH RQXV RI instilling a sense of balanced contemporary modernity. The spaces evoke a sense of warmth through the use of natural PDWHULDOV VXFK DV ZRRG DQG VWRQH DQG UHÁHFW WKH LGHD RI a poised and modern environment enshrined with both a sense of coziness and comfort.” Initially the house and garden were nothing special – somewhat dated and lacking in charm or pizazz, and the various structures were not particularly coherent. Fadzai Mangoma, from Nyambuya and Associates, was WDVNHG WR UHGHVLJQ DQG UHFRQÀJXUH WKH YDULRXV VWUXFWXUHV to accommodate the client’s needs. His superlative architectural design is contemporary, stylish and above all

The cladding also serves to create a modern, simple, boxy look for the older structure, while at the same time helping to conceal external plumbing and services. The steel façade is slightly away from the existing brick walls so the window recesses are quite deep, protecting the interiors from direct sunlight and adding an interesting 3D dimension. The harsh steel cladding has been partly softened by the inclusion of vertical ‘green’ wall sections. A number of GLIIHUHQW SODQW RSWLRQV ZHUH WULHG EHIRUH ÀQDOO\ VHWWOLQJ RQ DQ DUWLÀFLDO SODQW covering – zero maintenance and long lasting! The existing tiled roof has been replaced by a more contemporary metal sheet roof utilising the Klip-Lok brand. The new roof is clean and simple, leak and rust proof, easy and quick to install and on top of that looks great too.

The old cottage has been transformed in to a three-bedroomed accommodation option, with luxurious spa-like bedrooms each with en suite bathrooms. Mangoma has designed sliding solid wood barn-like doors between the bedrooms and bathrooms, which are a good space-saving option. The exposed rails on the doors add a touch of a minimalist industrial chic. The bathrooms were designed by P4D to be simple and modern, with glassed in-shower cubicles and large shower rosettes, a freestanding tub, surface mounted basin and metro-style wall tiles. The bedrooms are also uncluttered, elegant and spacious – the neutral colours and minimalist décor create a soothing and restful environment. There’s an open plan kitchen, dining and lounge area overlooking the existing pool and the entertainment gazebo. The kitchen contains up-to-date appliances, including both gas and induction hobs, and a washer and drier. The open plan space includes a small dining area and a lounge area decorated with Italian leather furniture. Most of the furniture – including the soft furnishings, curtains and blinds – was selected by Mangoma, with some input from the client regarding personal preferences. The result is elegant, sophisticated and comfortable homey spaces.

commercial profile The main access to the residential section is through a centre pivot solid meranti door into a small foyer. The foyer also has access to the double-garage as well as the hi-tech solar and inverter system, which allows the whole property to run ‘off grid’. The existing thatched gazebo by the pool has been updated by Mangoma with the addition of bi-fold doors to open up the space and a new bar counter with shelves behind. Bar stools, lounge furniture and outdoor furniture create a relaxed entertainment space. Originally, there was a pool table in the gazebo and Mangoma has re-used the pool table lights, augmented with similar lights over the bar, to create a relaxed, fun ambiance. As the business is very much based on client relationships, the pool gazebo is ideal for entertaining and winning over clients. There are two additional rooms next to the pool, which are currently used as storerooms but could be converted to additional bedrooms in the future. There’s also accommodation for a live-in groundsman/caretaker.

A CONTEMPORARY GARDEN DESIGN BY ORANGE TURF PRIVATE LIMITED FOR TRENDS RENOVATION PROJECT
T
he project began on the 2nd of June 2020 when Mr T. Mujuru, (Chairman of Trends Industrial) contacted us with an enquiry about landscaping the garden at 2 Duthie Road in Belgravia. He had been referred to us by his sister-in-law, Mrs Furusa, who had seen our previous projects in Harare. After the call a site meeting was set up for the following day when Mr Mujuru granted us the tender to design DQG ODQGVFDSH WKH 7UHQGV ,QGXVWULDO %HOJUDYLD 2IÀFHV %HFDXVH FRQVWUXFWLRQ ZDV LQ SURJUHVV WKH VLWH ZDV LQ GLVDUUD\ 2XU ÀUVW task was to create 3D drawings of the existing site which took us nearly a week to complete. Following this we produced the 3D design and the bill of quantities both of which were approved by the client. The client, Mr Mujuru, contributed immensely to the success of the project by running around Harare to purchase all the materials that were needed to execute the job. Along with the help of his drivers and the Accounts Department everything was supplied without any friction. The support we received was a stepping stone for Orange Turf’s successful project as most clients do not quite comprehend the costs and requirements that go into transforming a garden. 52

When all the necessary items were brought to the site we began the land preparation. We had a team of fourteen with two garden supervisors to ensure that all measuring and scaling was up to standard. Orange Turf prides itself on having well-trained staff who have acquired hands on skills and knowledge about gardening over the years. The job commenced in June and was completed within eight weeks. As a result of the lockdown and curfew the daily working hours were restricted but our team managed to complete the task within the desired time frame.

Belgravia is an older suburb with big trees and thick vegetation so our garden plan was designed in such a way that complimented the pre-existing vegetation. We added shorter plants in order to create a favourable visual around the area. Had we rooted taller plants with the over grown trees there as well the premises would have looked overcrowded. We then split the garden into sections with each area telling a story. For example, on either side of the entrance area we created perennial mixed borders, including some lavender to create a welcoming scent. This also allows those driving in to feel a sense of comfort as they are welcomed by a variety of familiar plants. For the car park area (west side) we included tropical plants in order to create a lush atmosphere, including palm trees, seaforthias, bamboos, arum lilies and luxuriant groundcovers to address any bare soil. We had to create something like this because as you drive in to your left there is a creeper covering the wall and to blend with that rich dark green colour we had to think tropical.

We then decided to include a new water feature at the far eastern side of the garden to merge with the thick trees and old palm trees that were already there in the garden. This was done to add interest to the look of the garden. Initially, the water feature was not part of the garden plan however it was later added to the design to beautify the garden. This happens often in landscaping one idea begets another. After a week or so the water feature was complete and we waited for cladding from South Africa to arrive to enhance our design.
We had to bring in three more cycads to blend with the one that was there from the old garden by the front. This section became a story on LWV RZQ ZLWK WKH YHUWLFDO DUWLÀFLDO FUHHSHUV RQ WKH PHWDO ZDOOV WKH LY\ DW the bottom and the Duranta ‘Goldmine’ shrubs along the pathway. We OLNHG WKH LGHD IURP WKH DUFKLWHFW RI XVLQJ DUWLÀFLDO SODQWV DIWHU ZH KDG WXUQHG GRZQ WKH XVH RI OLYH PDWHULDO RQ UXVW\ PHWDO 7KH DUWLÀFLDO SODQWV blended well with the lawns, the ‘Goldmine’ and the cycads, which was excellent. To come up with a good garden, it is not work solely for an individual, but requires great teamwork to accomplish it.

During this project we were faced with the challenge of sourcing plants from local suppliers. Our client then had to source the plants from South Africa which were then planted at a later stage because of the logistics during the pandemic. These plants were the icing on the cake as they knitted the building into the garden. To help with the maintenance of the garden we installed an easy to use irrigation system throughout the entire premises to help with easy hydration for both the lawns and the plants. Unlike most yards where gardeners use hosepipes at certain intervals during the day, the garden can now be irrigated at night during the hot season to encourage moisture retention and to curb daylight evaporation. As landscapers we often encourage gardens to be irrigated in the cool of the evening as it is extremely helpful to the plants. 7KH JDUGHQ ÁRZHU ERUGHUV DUH ÀOOHG ZLWK DUWIXO XQGXODWLQJ FXUYHV against the fence bounded by the ‘Goldmine’ plants. This displays a unique and stimulating plant arrangement starting from ground covers to shrubs and to bushes in a gradually ascending design, all starting IURP WKH ZHOO PDQLFXUHG ODZQ ,Q WKH EHGV \RX ZLOO ÀQG VXFFXOHQWV PRQGR JUDVV VDOYLDV FOLYLDV FDUUH[ JUDVV ÁD[HV DJDSDQWKXV DQG WKH PRWKHU LQ ODZ·V WRQJXH 7KH PDJQLÀFHQW FRQFUHWH ÁRZHU SRWV WKDW ZHUH added to the driveway brought a splendid hardscape look and matched the exotic pavers. Meanwhile, the garden is in its attractive and enthralling growing stage with an abundance of low maintenance perennial plants. The FKDUDFWHU DUWIXO DUUDQJHPHQW DQG FRQWUDVW RI VHFWLRQV ZLWK GHÀQHG breaks and pauses to ease the view; and the meandering lawn space around the building offers the community, occupants, visitors and gardeners adequate area to enjoy the views all year round hence providing a tranquil atmosphere. A couple of months down the line after completing this project, the current state has become a living testimony to this credence.

DND &RQFUHWH FRPPLVVLRQHG WKHLU ÀUVW PDQXIDFWXULQJ SODQW LQ 2012, conveniently situated at 1284 Delport Road, Sunway City Industrial Park, in the eastern part of Harare. Their second branch was opened in 2014 at Number 8321 Zambezi Industrial Park, in Gweru in order to serve the central region of the country. In the relatively short time that they’ve been operational they’ve rapidly grown to become one of the biggest manufacturers of concrete bricks and pavers in the country. The Harare branch has the capacity to manufacture 120,000 bricks in a single 9-hour shift, while the slightly smaller Gweru branch can produce around 20,000 bricks in a single shift. The Chairman of Vaka Concrete is Joseph Mutizwa with Daud Taranhike serving as Deputy Chairman and Nyasha Zhou as Non-Executive Director. Operations Manager Marshall Gwandira, Energy Mapanda as Production Manager and Accountant Arnold Mayara oversee the day-to-day running of the business. Although the sophisticated, automated system is less labour intensive than traditional brick making methods during peak production periods the Harare branch creates employment for around 50 locals while the Gweru branch employs around 20 people. Staff receive on the job skills training and Vaka has an excellent record for staff Health and Safety. One of the reasons for their huge manufacturing capacity is that they made a substantial capital investment in the most up to date technology and plant equipment from South African based company Birkenmayer, as well as Eirich industrial mixers. Both of these brands are recognised around the world as the leading suppliers of superior brick making equipment – built to last with German precision. 68

The terracotta and amber bricks can be used as facebricks and left unplastered or unpainted. The bricks have a solid colour throughout so they can be cut and chipped without showing colour variations – and the colour is completely fade resistant. They also manufacture pavers in a variety of colours and strengths. The Covid 19 second wave has brought in the South African variant with 61 percent of Zimbabwe cases now being this variant, which spreads faster and has a higher death rate than the original variant which has largely receded. Lockdown regulations are to be tightly enforced to minimise the higher risk. As the highest risk groups are vaccinated, the programme moves to stage two of phase one, targeting those with serious medical conditions and the over 60s, China’s batch of Sinopharm doses will be augmented by a far larger shipment also from China next March 2021. The immunisation programme is targeting 10 million people in three phases which represents 60% of the population, to complete the phase. Funds to roll-out the project will be sourced through Government budgets, public-private partnerships and donations.

Zimbabwe “has also submitted its expression of interest” to be part of an initiative by the African Union to bulk buy vaccines for the continent. The Zimbabwe Government says it has budgeted $100 million for vaccines and local businesses have also been asked to donate to the effort. Vaccination campaigns are just beginning to be launched across Africa, with jabs being given in just a handful of the continent’s 54 countries. TOWARDS THE REGULATION OF THE ZIMBABWE CONSTRUCTION SECTOR
T
here have been concerns about the local contractor who has been seen as lacking capacity. The contractors themselves are concerned that public jobs are being awarded to foreigners ahead of locals thus denying them an opportunity to build their capacity. There are also concerns of downright corruption in the sector as evidenced by the activities of tenderpreneurs and land barons. Although regulation of the sector has been through Associations such as ZBCA using a Code of Conduct for members, membership of an association is voluntary. The majority of the “companies” are not registered with any Association and thus operate as they wish. When they fail to deliver all contractors including those being regulated through Associations are then painted with the same brush of lacking capacity and ethics.
All these challenges arise from the fact that the sector is not regulated. The Zimbabwe Building Contractors Association (ZBCA) and the Construction Industry Federation of Zimbabwe (CIFOZ) under the banner of the Joint Industrial Commission (JIC) in partnership with the Government of Zimbabwe through the Ministries of Local Government and Public Works, and National Housing and Social Amenities have come up with the Zimbabwe Contractors Construction Council Bill 2019. The principles of the Bill which were debated and approved by cabinet recently seeks to establish the Zimbabwe Construction Contractors Council of Zimbabwe whose func-

These challenges can be addressed by setting up small, manageable community projects that can guarantee continued income generating mechanisms that can aid to alleviate poverty and hunger. The greatest advantage in the implementation of such project is that Zimbabwe economy is Agrarian in nature.
