Welcome to Bellevue! On behalf of the Bellevue City Council and all our residents, I am excited to welcome and invite you to experience all that our great community has to offer. Here in the heart of the Great Plains, Bellevue sits on rolling hills overlooking the Missouri River. Our citizens enjoy a lifestyle that blends the latest in entertainment and leisure activities with an old-fashioned friendliness. Our economy is growing and encompasses both small businesses and large corporations. Bellevue has a strong technology infrastructure that supports growth and opportunity, and we continue to demonstrate to developers that “Bellevue is Open for Business.� We are excited about the new Beardmore Event Center of Bellevue and the attached Courtyard by Marriott hotel, which opened last summer. A supportive community Welcome to the Bellevue-Offutt Community, home of the “Fightin’ Fifty-Fifth!” The 55th Wing’s mission is to provide dominant intelligence, surveillance, reconnaissance (ISR), electronic attack (EA) and agile combat support to national leadership and warfighters across the spectrum of conflict — any time, any place. Offutt Air Force Base is home to the largest wing in Air Combat Command and hosts 51 associate units, including Headquarters U.S. Strategic Command, 557th Weather Wing, 595th Command and Control Group and the Heartland of America Band. Together, Team Offutt works on behalf of the American people to ensure we meet the expectations of America’s senior leaders. Since the base was first founded in 1890, Offutt has enjoyed a positive relationship with the local community. Although our military demands have changed in an ever-evolving world, the support we receive from the community has been unwavering. It is commonplace to hear a thank-you passed to military members or be told somebody has prayed for a deployed Soldier, Sailor, Airman, Marine or civilian or see the local population standing proudly while our National Anthem plays. We have been given a distinct honor to serve at Offutt Air Force Base and are encouraged to stand alongside a city with the caliber of Bellevue. As my time as commander of the Fightin’ Fifty-Fifth concludes this summer, my family and I feel grateful to have had the opportunity to serve with this extraordinary military community and will remember the experience with warm regard. BELLEVUE HISTORY
Explore Nebraska’s birthplace One-hundred-fifty years ago, the Territory of Nebraska became the State of Nebraska. Bellevue already had been an incorporated community for a decade. Its origins began as a fur trading post dating back to at least 1822. The oldest continuous settlement in Nebraska was little more than open prairie and woodland. Native Americans, members of the Otoe and Omaha tribes, lived near the Missouri River and Papillion Creek. Less than 20 years had gone by since the Lewis and Clark Expedition had passed through the area. From this sparse setting grew Nebraska’s third largest city. The most notable individual to spearhead much of the effort, Peter Sarpy, was a fur trader, trading post proprietor, ferry operator, businessman, jack-of-all-trades, and ultimately the county namesake. During Sarpy’s time, pioneers were headed out west. In an effort to convince some of them that there was no better place to establish roots, Sarpy aided in creating the Bellevue Town Company with the town officially incorporating in 1855. There was further cause for celebration when Bellevue became the county seat for the newly established Sarpy County in 1857. The original courthouse still survives at the corner of Main Street and Mission Avenue. Prospects were high for the fledgling community. In its first few years, it was anticipated the city would become the Nebraska Territorial Capital and the crossing site over the Missouri River for America’s transcontinental railroad. One-hundred years ago, America enlisted in World War I and entered the fighting already in progress “over there.” During the war, Fort Crook, present-day Offutt Air Force Base, served as a training base for its first aerial unit. Not airplanes, but the 61st Balloon Observation Company, which reported for duty on September 10, 1918. They never made it overseas as their training was cut short when the war ended in November 1918. Others however did make the voyage overseas, including a number of Bellevue native sons. Several would forever remain in France. In the wake of the war, a new name was introduced at the military installation, the Offutt Flying Field at Fort Crook, named in honor of Jarvis Offutt, a local pilot killed in the conflict.

Fort Crook would eventually become a major airbase. The base was selected as a site for the Martin Bomber Plant during the onset of World War II. More than 2,000 bombers were produced at the plant. Fontenelle Hall at Bellevue College in the early 1900s.

Historical points of interest Historic First Presbyterian Church 2002 Franklin St. Built in 1856, the church is the oldest in Nebraska. The church was regularly used for 100 years from 1858 until 1958 when the congregation outgrew the building. It featured beautiful stained glass windows, 19th century locally crafted oak pews and elevated pulpit. Mission Avenue has long been the hub of Bellevue. Today Olde Towne is home to several businesses, including Bellevue Little Theatre which is housed in the old Roxy movie theater seen in this photo.
Although the first air mission had been brief, Fort Crook would eventually become a major airbase. The base was selected as a site for the Martin Bomber Plant during the onset of World War II. Ground was broken in March 1941. Overnight, the quaint onetime fur trading town of Bellevue had become a sprawling, active community and its growth has not stopped. At its height, more than 14,000 people were employed at the factory. Forty percent of them were women and more than 700 were African-American. More than 2,000 bombers were produced at the plant, including the Enola Gay and Bockscar which were used to drop atomic bombs that ended World War II. Building D and several other structures from this time still serve a variety of purposes at Offutt. Fifty years ago, America was again at war; this time in Southeast Asia. At Offutt Air Force Base, Strategic Air Command, the nerve center of America’s strategic nuclear arsenal was highly active within the backdrop of the Cold War. Around-the-clock operations
took place as the EC-135 Looking Glass took to the skies during this era of heightened tensions. The 55th Wing, the current and longtime host unit of the base, had been stationed at Offutt for little more than a year. Its personnel and their families were quickly settling into the Bellevue-Offutt community as the state came together to take part in its centennial celebration. Today, Bellevue’s historical past has created a solid foundation for its future. From its humble beginnings as a cluster of buildings associated with a trading post to third largest city in Nebraska and significant economic player, Bellevue has been on a remarkable journey. It has been one with not only just a rich local history, but one that is intertwined with history on a national and even international level. As Nebraskans celebrate 150 years of statehood, the history of Bellevue from arrows to aerospace is something of which we should be proud. Ben Justman Executive Director Sarpy County Museum

Fontenelle Bank 212 Main St. Built originally as a bank in 1856, Fontenelle Bank soon became the first Sarpy County Courthouse for the new county in 1857. It later served as Bellevue City Hall from 1875 through 1959. It has been restored to resemble its earliest historical days, complete with oak teller cages, walk in-vault, and period era items. Log Cabin 1805 Hancock St. The cabin, built in the mid 1830s is one of the oldest buildings in the state. The structure was home to a Native American Chief, early Sarpy County judge, and a Civil War veteran and his wife. Older than nearly all similar log cabins and structures, the historic log cabin is on the National Register of Historic Landmarks. Train Caboose 2402 Clay St. The restored Union Pacific train caboose was relocated to the museum from nearby Springfield, Nebraska and helps to honor the rich railroad history of Sarpy County. Train Depot 2402 Clay St. The oldest still standing train depot in Nebraska is adjacent to the museum. It was built in 1869 and relocated to its present location in 1987. It was built by the Omaha Southwestern Railroad and later served as the Burlington Railroad depot.

Since then, extraordinary efforts have transformed the futures of more than 50,000 graduates. And today our university thrives as a remarkable community where leaders are built and lives are changed. Paul Lambert wears many hats. An ambassador for the Bellevue Chamber of Commerce, Lambert works at Jeff Henry Chevrolet in Plattsmouth and is also the Mayor of Plattsmouth. Lambert enjoys being around people and other businesses. Often at ribbon cuttings and other community and chamber events, he tries to get involved with many activities. “I guess this is my hobby,” said Lambert. “I’m out to make the community a better place. That is my goal.” As an ambassador, Lambert helps put a face with the chamber by supporting new members and informing others of what the chamber does. “There are many benefits of being a member,” he said. “We are there to help.” Lambert was honored to be chosen for this award, in part because of his respect for those who have received the award previously. “It meant a lot to me to receive that honor,” he said.
Ben Justman has been involved with the Bellevue Chamber since his first day as executive director of the Sarpy County Museum, the museum which in turn has a long history of being involved with the chamber. Justman has guided many tours over the years for Leadership Bellevue classes. The roughly half-day tours take participants through the museum and to other historical sites in Bellevue and tell the 160 plus years of local history. The director enjoyed his time with the Leadership Bellevue class. He saw places and connected with others that he would not typically have. Justman said he was both humbled and appreciative of the chamber award. “It came as a surprise,’ he said. The museum is a small operation. With only Justman and a part-time employee, it relies heavily on volunteers. “We can’t do it without community partners and involvement,” he said.

Staff of the Courtyard Marriott/Beardmore Event Center Bellevue humbly accepted the recognition of the Partners in Excellence award. Since opening in Summer 2016, the event center and hotel has been involved in the Bellevue/Offutt community. Its community involvement has included partnerships with Bellevue Public Schools Project SEARCH, a job training program through internships for students with a variety of disabilities. Other partnerships include Omaha South High School and Bellevue West High School’s business programs, which mentor students about the business world of hospitality. The event center and hotel has also made donations to various fundraisers in the community. “We pride ourselves in not taking our chamber membership lightly,” said general manager Jeremy Edens. “We want to be partners with the chamber and the whole Bellevue community.”
CHAMBER AWARD WINNERS DISTINGUISHED SERVICE AWARD Dorene Sherman 2532 Main St. Bellevue, NE 68005 shermandor@aol.com “The world wouldn’t run if it weren’t for volunteers,” said Dorene Sherman. A volunteer familiar to many in Bellevue and across the greater metro area, she was honored with the Distinguished Service Award. “I was very surprised,” said Sherman, who is retired from Offutt Air Force Base where she worked more than 40 years. She has volunteered for the Bellevue Chamber and is a lifetime member. Other places she has donated her time include, the Bellevue Little Theatre, the Durham Museum, the Rose Theater, the Mormon Trail Center and Lauritzen Gardens. She has also been recognized for her efforts as volunteer of the year and ambassador of the year. A Nebraska native and an avid reader of both Bellevue and Omaha newspapers, Sherman has lived in Bellevue for more than 60 years. “Bellevue is a great town in which to live,” she said. “And Omaha a great place to be.”

A long-time supporter of the Bellevue and Offutt community that it serves, the bank has worked to give back by encouraging staff at both branches to volunteer in the community. Employees volunteer at RiverFest, with Habitat for Humanity and for other numerous organizations. “It’s all about giving back to our community,” said Andrews.

He uses techniques that help with chronic and acute pain, break up scar tissue, treat some types of sports injuries and more. Behm is active in the chamber and had joined before he opened his clinic. “I wasn’t expecting to get the award,” he said. “But it was great to get that honor.”
This years marks the 20th Anniversary for A-Relief Services, and owner Rob French couldn’t be happier. “It’s rewarding to know that our “Passionate Pursuit of the Perfect Porta-Potty” hasn’t gone unnoticed by our peers and the community,” he said. Surprised to be honored, French pointed out the other finalist for the award is an “outstanding organization.” The company has been present for many events not just in Bellevue, but across the greater Metro area. “Everything from the Offutt Air Show and Bellevue’s Riverfest community festival to rural weddings and backyard graduation parties. Most weekends from spring through fall A-Relief has 150-350 special event units out at special events of all sizes,” said French.

Leadership Bellevue’s mission is to identify, educate and inspire leaders to serve the Bellevue-Offutt community. The program began almost 30 years ago and has close to 400 successful graduate leaders. Leadership Bellevue is designed to sharpen leadership skills by helping participants identify what Bellevue needs. The program exposes future leaders to the past, present and future of the community through presentations by current leaders, tours, panel discussions and dialogue between participants and community decision-makers. The goal is to bring participants face-to-face with Bellevue's needs and to inspire them to accept responsibility for providing necessary leadership for progress and change. Parochial schools Gross Catholic High School was founded in 1968 and offers students and their families a scholastic community where academics is at the forefront. Gross Catholic, a coed high school, is supported by a high-caliber faculty and staff committed to developing Christian leaders through academic excellence in the Marianist tradition. Principal John Schultz, is dedicated to supporting students as they work to achieve high standards in education as well as become solid leaders in the community. Gross Catholic’s Engineering Team program enjoys community-wide support. Students compete in the Society of American Mechanical Engineering’s annual high school competition each spring. Students meet after school and in the evenings, with support and guidance from professional architects and engineers, to create their projects. For students from preschool through eighth grade, St. Matthew Catholic School is dedicated to providing a balanced, student-centered education. St. Matthew is the first AdvancED and NCEA-accredited Catholic school in Sarpy County. James Daro, principal, explained the school’s unique background. “In the ’60s families at Offutt and Strategic Air Command could not find a Catholic school for their kids so they decided to build their own,” he said. Daro added that while at one time 100 percent of the students were from military families, now that number is about 40 percent. “St. Matthew’s has made a connection to local families.” St. Mary’s Catholic School serves pre-kindergarteners through eighth graders at Bellevue schools with a mission of providing an education that nurtures students' hearts and minds to become servants in the community. The school offers programs that are in-class, online and accelerated in a variety of bachelor's and master's degree programs, and one Ph.D. program. KPE grants scholarships For the tenth consecutive year, KPE awarded scholarships to local students in Bellevue and Omaha schools who are pursuing engineering/architectural studies. 2017 Bellevue recipients are Robert Storck, Bellevue East High School, and Hunter Rausch, Bellevue West High School. Storck intends to major in chemical engineering at the University of Nebraska, Lincoln. Rausch will major in mechanical engineering at the University of Nebraska, Omaha and Lincoln. KPE has awarded scholarships to 17 students, totaling more than $20,000 over the past ten years.

Restaurante El Rio A long-standing sandwich shop in Olde Towne was converted into a Salvadoran restaurant. Restaurante El Rio opened on January 3 at 1021 W. 23rd Ave. The change was inspired by Claudia Murcia, a cook for four years at the sandwich shop, who grew up in El Salvador. Salvadoran food places an emphasis on fresh ingredients and uses a variety of salsas. Included on the menu are pupusas, tacos, enchiladas, drinks like horchata and specialties with fish, beef, pork and chicken. Spicy and mild dishes are available.
Roma's Albert and Gresa Govori are bringing their love of Italian food to Fort Crook Road. One of Bellevue’s newest restaurants, Roma Italian Restaurant is at 605 Fort Crook Road North. Albert Govori is originally from Albania, but grew up cooking and eating Italian food. The couple met in Brownwood, Texas, where Albert owned an Italian restaurant. The menu includes Italian specialties such as chicken Alfredo, lasagnas, pastas and piccatas, as well as more American dishes. Roma also features a number of desserts, including cannoli, cheesecake and tiramisu.
Quick Bites Soul Food Quick Bites Soul Food at 105 West Mission Ave. in Olde Towne serves up soul food classics with a healthy twist. Owner Justin Epting has always enjoyed soul food and wanted his restaurant to be both quick and healthy. Some of the menu items available include fried chicken, fried fish, pork chops, wings, macaroni and cheese, banana pudding and pound cake, and different specials are offered throughout the week. As a veteran, Epting also wanted to serve comfort food to veterans and military personnel who are a long way from home.
Stella's Bar & Grill Stella’s Bar & Grill, 106 Galvin Road South, has won many awards for its burgers. Family secrets have been handed down since 1936 when Estelle “Stella” Francois Sullivan Tobler opened a tavern in Bellevue. Stella’s burgers still consist of 6½-ounce, hand-pressed, fresh beef patties that are cooked in a cast-iron skillet. Rotella’s buns are delivered fresh every morning to complete the stacks of food presented on napkins, just the way Stella did. Stella passed away in 1985, but left a legacy to “help others out of the kindness of your heart, without expecting anything in return.”
Moonstruck Pizza & Beer Besides a name change, downtown's popular mead purveyor is bringing beer and wine to it's restaurant. Moonstruck will no longer produce its own mead, but will offer other labels to sell at the establishment. Menu changes are in the works, too. Pecan-smoked ribs and a couple of new appetizers are being offered. The restaurants popular honey-crust pizza will remain. Gluten free crusts are also available. Diners should look for more menu items to come. “We are adding flavor, if you will,” said owner Brian Schlueter who opened the restaurant and tasting room in 2011 at 2221 Madison St.
Umami Bellevue now has a taste of Japan with Umami, a restaurant specializing in sushi and Asian cuisine. The restaurant primarily serves Japanese food, focusing on sushi and a hibachi grill feature. Owner Keen Zheng trained under a number of New York City sushi chefs. What sets Umami apart is the “fresh from scratch” philosophy. “Basically I try to do everything housemade,” Zheng said. Salmon is smoked, other fish marinated, and soy sauce is made on site. Umami, located at 1504 Galvin Road South, features lunch specials and dinner each day, as well as delivery.

The Bellevue community has a lot to be proud of with the new Courtyard Marriott/Beardmore Event Center Bellevue. Lead by general manager Jeremy Edens, the joint facility is a partnership between the City of Bellevue, which owns the event center, and Kinseth Hospitality of Iowa, which owns the hotel. The 18,000-square-foot event center and 121-room hotel had its grand opening August 2016. And it has been busy ever since. The hotel amenities include The Bistro, a casual dining experience that offers breakfast, dinner and cocktails. There is also a fitness center and indoor pool. The events center offers in-house catering. “We can handle it all,” said Edens. There is a small boardroom for up to 12 people. The center can accommodate about 650 for a lunch or dinner event and up to nearly 1,000 in a classroom-style setting. “Our biggest event so far was for the Bellevue Public Schools,” said Edens. “There was just under 900 in

BELLEVUE ARTS SCENE The creative thread that weaves through the Bellevue community seems to be everlasting. For decades, artists in the Bellevue community have found enrichment in the Bellevue Little Theatre and the Bellevue Artists’ Association.
Bellevue Little Theatre
Volunteers have made Bellevue Little Theatre, 203 West Mission Avenue, a recognized name in the greater metro community. Founded in 1968 by a volunteer board of directors, the theater is in its 48th season. For the first eight years, the community theatre staged its shows at restaurants and schools, including Bellevue University. Today, it’s a consistent winner of Theatre Arts Guild awards for quality productions. In 1977, the board purchased and renovated the 244-seat, 1940s-era Roxy movie theater building in Olde Towne. In 1992, the adjacent building was purchased for dressing rooms. The box office and a thrift shop, established 20-plus years ago, operates with an all-volunteer staff. Professional actors and musicians are hired for performances.

BELLEVUE ARTS SCENE Bellevue Artists Association
The Bellevue Artists Association hosts several art shows during the year. Locations vary. The association holds monthly meetings and a competition.
Organized in 1974, the Bellevue Artists Association works to keep the art scene hopping in the city. The association welcomes new artists, professional artists and those in the middle, said LouAnn Ayers, co-president. The association organizes several shows each year around the community. Through classes, art shows and contests, the club works to educate and promote art in Bellevue. The association meets the second Tuesday of each month at Anderson Grove Church, 12005 S. 36th St., in Bellevue. Monthly meetings include an Artist of the Month competition. Winners are chosen by popular vote in an informal competition designed to encourage artists' creativity. One of the group’s largest shows is the Silver Palette which highlights pieces produced by local artists. Bellevue is home to Champions Village, a boys baseball and girl’s fast pitch softball complex built in partnership with the City of Bellevue. Players are housed and fed on site in clubhouses and compete with other teams from all over North America. Coming together to make the city beautiful Trees and Gardens
Bellevue is becoming greener by the day, thanks to a volunteer initiative that was started by the City Council in 2009 and became Green Bellevue, a 501(C)(3) nonprofit organization in 2010. The focus of Green Bellevue is “to promote a more beautiful and environment-friendly community.” Educational programs are offered free to the public at monthly Green Bellevue meetings. Designated by the Nebraska Statewide Arboretum as a Community Arboretum and by the Arbor Day Foundation as a Tree City USA, Bellevue has 2,000 acres of forest within its city limits. Since 2009, Green Bellevue has been applying for tree-planting grants and organizing spring and fall tree planting efforts, which have resulted in the addition of more than 975 trees in public areas. It also has partnered with Fontenelle Forest to educate the public on controlling invasive species. Green Bellevue recruits volunteers to maintain and plant public gardens. Its largest undertaking to date is the design and installation of a series of rain gardens at the Eastern Nebraska Veterans Home. The largest project of its kind in Nebraska, it captures and naturally filters and prevents more than 5 million gallons of runoff from eroding Quail Creek. Other gardens include Everett Park, Gemini Park and the butterfly garden at Bellevue Public Library.

The Sarpy County Earth Day celebration is held the last week of April at the BPS Lied Activity Center and provides community members of all ages a chance to learn about caring for the environment. Featured are youth activities, local food, an athletic event, an indoor expo with many exhibitors, outdoor activities, and a youth Fashion Trashion Show. This event highlights opportunities to get involved in our community. The April 30, 2017, event will feature a special educational session organized by the City of Bellevue and an eco-friendly auto showcase.
In 2016, the Sarpy County Landfill was closed. Today, garbage is taken to a landfill in David City, almost 60 miles away. As a direct response to the 2013 announcement of the closure and lack of local landfill infrastructure, Green Bellevue began a grassroots effort to join forces with Sarpy cities to “Lighten the Load to the Landfill.� With an intention to increase Bellevue’s recycling rate, in 2015 the City of Bellevue launched a successful solid waste pilot program that has achieved an increase in recycling by more than 12 percent. This program is set on increasing Bellevue’s landfill diversion numbers; you can find more information about this program at www.bellevuesolidwaste.net. Making Bellevue a safer place The Bellevue Public Safety Foundation, in concert with Bellevue Police and Bellevue Fire and Rescue, identifies needed programs, equipment, and technology within the community and creates partnerships with local business, residents and community members to meet these needs. The foundation is dedicated to providing the Bellevue Police and Fire and Rescue Departments with supplemental resources needed to enhance the quality of life of Bellevue residents and community members. The foundation hosts several signature fundraisers each year including a golf tournament and soup competition. 2017 COMMUNITY EVENTS Nebraska's Official Veterans Parade Each November, patriotism invades Mission Avenue in Olde Towne Bellevue for Nebraska’s Official Veterans Parade. Celebrating its 18th year, the tribute honors representatives of most military branches, along with veterans from recent wars and conflicts. The morning is filled with patriotic pride. The parade typically draws more than 100 entries, including major participation from Offutt Air Force Base. This year’s parade, Nov. 11, is part of the Nebraska 150 celebrations.

From mid-May until mid-November, Bellevue’s Avenue of Flags flies proudly. Since 1999, American flags, thanks to the generosity of donors, have lined Mission Avenue and Franklin Street in Olde Towne, Galvin Road, and a stretch of Highway 370. Due to wear and tear, many flags, poles and hardware must be replaced each year. A donation of $60 helps buy a replacement flag. Make checks payable to the Bellevue Economic Enhancement Foundation. Donations can be dropped off at the Bellevue Chamber of Commerce office or mailed to B.E.E.F., 1102 Galvin Road South, Bellevue, NE 68005. National Cemetery
A new national cemetery opened near Springfield in summer 2016. The 263-acre cemetery occupies ground purchased by the National Cemetery Administration in 2012 for $6.2 million. It is located at 14250 Schram Road, which is the intersection of Highway 50 and Schram Road. The first interments took place in the fall 2016. Burials are restricted to in-ground burials for caskets and cremation urns. By the fall of 2017, services are expected to include above-ground placement for cremated remains. Veterans, their spouses, their children below the age of 27, and children of any age who developed a disability before reaching the age of maturity are all eligible for burial at the cemetery. Cemetery benefits include the opening and closing of the burial plot, the plot itself, the marker, any inscription, and perpetual care.
