Stolen, lost registered SIM cards can be remade: DICT

MANILA – Mobile users who lost or had their subscriber identity module (SIM) card stolen may request to have it reactivated in a new SIM card with their telecommunications (telecom) provider, an official of the Department of Information and Communications Technology (DICT) said Thursday.

In a Laging Handa briefing, DICT spokesperson and Undersecretary Anna Mae Lamentillo said registered mobile users would need to bring a valid ID and an affidavit of loss of their SIM card to their telecom provider to request a new SIM card.

MANILA – Speaker Martin Romualdez on Thursday said President Ferdinand R. Marcos Jr. is doing a yeoman’s job at the World Economic Forum (WEF) in Davos, Switzerland in attracting more investments to the Philippines to boost the momentum of growth and improve the lives of the Filipino people.

Romualdez, who is part of the President’s official delegation to Davos, noted that the Chief Executive is hard at work, and seizing all the opportunities the WEF presented, to articulate the Philippine success story to the world leaders in business and government attending the forum.

“But even more importantly, the President was able to clearly convey his strategy for sustained growth and the peculiar advantages of the Philippines that would engender investor confidence in the realization of such objective,” Romualdez said.

OWWA gives P4.1-M livelihood grants to 7 OFW groups in Bicol

LEGAZPI CITY – The Overseas Workers Welfare Administration (OWWA) has distributed PHP4.1 million in livelihood grants to seven overseas Filipino workers (OFWs) organizations in the Bicol Region.

In an interview on Thursday, Maria Via Dometita, OWWA Bicol communication officer, said the grant is part of the government’s efforts to support qualified members that aim to elevate their way of living by entering into business ventures.

Benguet, Kochi Prefecture firm up partnership

LA TRINIDAD, Benguet –

Officials of the Kochi Prefecture in Japan are now in the province for a three-day visit to boost its partnership with the provincial government of Benguet.

Governor Melchor Diclas said Wednesday the officials led by Deputy Director Kouji Yokobatake of the Department of Culture, Community and Sports are in the province to plan the 50th anniversary of the Benguet-Kochi Prefecture partnership which is slated in 2025.

Diclas claimed that the foreign officials have expressed willingness to help the province how it can market its local produce. This is on top of the efforts being extended to Benguet in upgrading the skills of the local farmers.

This, Diclas said, was their way of expanding the almost half-a-century ties that it built with the province of Benguet.

“They are going around Benguet to see different facilities so they would know how will they be able to help us market our products,” Diclas said.

Even before that, the

governor added, Kochi Prefecture has been granting internship programs to young Benguet farmers to build their skills.

“Our farmers’ internship program where young farmers from different municipalities go to Japan to undergo a one-year to three years internship in a farm in Kochi, Japan had been going on for years which is a result of our friendly ties with them,” he said.

The group on Tuesday, together with Benguet officials went to the BenguetKochi friendship park in Atok, Benguet where Sakura was planted as a symbol of friendship.

The Kochi delegation is also set to meet with the Provincial Agriculture officials, Provincial Tourism officials, and the Human Resource Officer of the Province.

They will also visit the Benguet AgriPinoy Trading

Center (BAPTC), which houses several processing facilities, managed jointly by the Department of Agriculture, Benguet provincial government and Benguet State University (BSU).

They are expected to have a dialogue with BSU officials to discuss the student exchange program.

A possible caregiver employment program might also be discussed, the governor added. ( PNA)

Keeping that apostolic fire burning

AS persons, we are meant by definition to care for one another. We are meant to relate ourselves with everybody else one way or another. No man is an island, it is said. That is why we are given the proper faculties—our intelligence, will, emotions, passions, appetites, etc.—so that we could do what we are designed to carry out.

And as persons created in God’s image and likeness, we are meant to help one another to achieve that ultimate dignity of ours—to be truly God’s image and likeness, sharers of his divine life and nature. We can say that our life here on earth is meant to work out the process of our own deification in and with God through Christ in the Spirit. This is what apostolate is all about. We are reminded of this duty of ours in that gospel episode where Christ, followed by a big crowd from different places, started to preach and to perform some miraculous cures, including driving out unclean spirits from a number of persons. (cfr. Mk 3,7-12)

We need to be more aware and, more important, more adept in fulfilling this duty of ours. We cannot deny that instead of being always concerned with the others,

we have the tendency for a variety of reasons to be self-absorbed, self-centered and self-indulgent. We have to do something about his predicament.

The secret of having that apostolic fire burning in our heart is of course that of exerting the constant effort to identify ourselves with Christ, the pattern of our humanity. We can only be truly apostolic in a stable way to the extent that we identify ourselves with Christ. Thus, the apostolate can only be the effect and the overflow of our own sanctification, that is, of our own effort to be like Christ.

We have to understand that Christ is asking us to do our part, always together with him, just as he asked his apostles to do so. And that’s because, first of all, even if Christ being God does not need us to do this, he wants it that way since he is treating us the way he treats himself. We are his image and likeness.

It’s actually for our own good. Our involvement in the apostolate actually matures and perfects us as persons and as children of God. It detaches us from our own self-centeredness and self-absorption, and

draws us to the dynamics of love and self-giving.

We have to remember that loving God who we do not see is accomplished by loving others who we see. And apostolate is that exquisite part of loving others since it involves not only caring for some material good for others, but rather for their ultimate spiritual good.

Secondly, God has designed and wired us to help one another not only in our material and temporal needs, but especially in our spiritual needs that are aimed to our supernatural destination, nothing less than our participation in the very life of God. We need to realize more sharply that we are actually responsible for one another.

Of course, this participation in the divine life can only happen with the grace of God and never just by our own efforts alone. That’s why the second person of the Blessed Trinity became man, Jesus Christ, who offers himself as our way, our truth and our life.

Peace and order crucial to economic development

PEACE and order have proven to have a direct positive impact on businesses. It is believed that where there is peace, good opportunities that can support the private sector will follow such as more customers, qualified employees, local suppliers and investors.

This is why the Philippines, under the administration of President Ferdinand R. Marcos Jr., has continued its drive against illegal drug trade. Only two weeks into 2023, police personnel have already seized millions worth of shabu from various drug bust operations across the archipelago.

Earlier this month, antinarcotics agents led by the Philippine Drug Enforcement Agency (PDEA), Bureau of Customs (BOC), Las Pinas City Police Station, and Ninoy Aquino International Airport Authority’s Inter-Agency Drug Interdiction Task Group, arrested a claimant of parcel from Nigeria containing shabu said to be worth PHP89.5 million.

In a separate operation on Jan. 2, the PDEA and BOC intercepted worth PHP13.8 million of shabu hidden in sports water bottle shipments from Thailand. The parcels were seized

at a package shipping and distribution facility in Pasay City after investigation showed suspicious X-ray scans which turned out to be white crystalline substances wrapped in plastic and aluminum foil.

In Isabela, a 35-yearold public school teacher -- tagged as one of the highest value drug criminals in the province -- was nabbed for selling three sachets of shabu to undercover PDEA agents. While in Cebu City, PDEA dismantled two drug dens where eight individuals, including a 68-year-old senior citizen, were arrested.

These anti-drug operations are in effect not only among the citizenry, but within the ranks of the Philippine National Police (PNP) as well. At present, the PNP is embroiled in a war against its own, after a series of controversies involving law enforcers in the frontlines of the drug crackdown were caught engaged in drug dealing.

Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. officially called on police personnel, from colonels to generals, to submit their “courtesy resignations”, in the government’s bid to protect the integrity

of the country’s police force and cleanse the entire organization from any links to illegal drugs.

As of writing, 904 of them, representing 95 percent of senior generals and full colonels of the PNP have heeded Abalos’ call. They will undergo lifestyle check, which is part of the efforts of the five-man committee that will assess the courtesy resignations and make a recommendation to the President.

As the series of events unravel in the coming weeks, Filipinos await with bated breath on the results of the intensive investigations. Under Abalos, there is assurance that the process is founded on transparency and integrity, and that all those found liable, whatever his/her rank may be, will be given due sanctions.

The country’s peace and order, after all, are crucial to luring business confidence and investments, which are truly vital to the country’s development. According to a report by the Institute for Economics and Peace,

Carmen town in Cebu to hold own version of ‘Sinulog’

CEBU CITY – The town of Carmen in the northern part of Cebu, the home to the famous adventure and safari park in the province, is expected to be in the limelight as it will celebrate its version of Sinulog on Sunday (Jan. 22).

Carmen Mayor Carlo Villamor on Thursday said contingents from neighboring towns would join the celebration. The contingent from the neighboring town of Consolacion will perform the grande finale.

Cebu Governor Gwendolyn Garcia has confirmed her attendance. She will also offer a dance ritual in the Ati-Atihan-inspired Sinulog festival.

Villamor said the town is 90 percent ready to hold its own version of the festival

in honor of the Sr. Sto. Niño at the town’s Olympic-size grandstand.

“Nag-estorya na mi ni Gov. Gwen naay moparticipate nga additional contingents mao nga iya gi-enhance ang preparation sa Carmen (We have talked with Gov. Gwen that there will be additional contingents to participate in the event, so she enhanced the preparation in Carmen),” Villamor said in a radio interview.

He said the mayors of all the towns and components cities in the province, including Cebu City Vice Mayor Raymond Alvin Garcia, are invited to attend the event.

The celebration is expected to draw more crowds in this year’s event, citing Garcia’s dance performance

and the well-publicized preparation and the confirmation of 22 contingents, including five groups from the capital city.

He also assured that the town prepared a traffic plan to avoid congestion, especially on the North National Highway.

The organizers, he said, will set up LED walls at the municipal hall as well as in the public market for the townsfolk to see live the grand parade through monitors in order to avoid overcrowding at the Sinulog venue.

PWDs want their voices heard in Bangsamoro parliament

COTABATO CITY –

Persons with disabilities (PWDs) in Bangsamoro communities have expressed their desire to join in the decision-making process of the Bangsamoro government.

In interviews in Maguindanao del Norte and in the Special Geographic Area in Pikit town of Cotabato province on Tuesday, PWDs expressed willingness to participate in the planning, legislation and policy making in the three-year-old Bangsamoro Transition Authority (BTA).

“Yes, we were consulted, and parliamentary procedures in the BTA were presented to us. We may not have enough technical knowhow in policymaking and in crafting laws, but we are more than willing to learn so our voices will be heard,” said Kenneth Angas Pasaol, who heads the group of PWDs in the Special Geographic Area of Pikit, North Cotabato.

Norhanie Mamasabulod-Taha, an officer of the PWD association in Pagalungan, Maguindanao del Sur, said their members have been meeting regularly and discussing how to make their presence felt in the Parliament.

“We need decrees or rules to promote our interests in the BARMM,” Taha said, adding that every PWD deserves equal opportunities as those who have no disabilities.

Taha noted the need to look seriously on the civil rights of PWDs, and the construction of railings and pathways in government offices and public places that the PWDs need. Most local government units in the BARMM, she said, are still not aware about the rights of PWDs.

Taha said they also want to have equal opportunities in job creation, social

services, and other social protection programs, she added.

“Unlike before that they hide us from the public or our members are insecure of our status, it’s different now because we are more empowered,” she added.

But she said they can best air their views if they will have a sectoral representative in the Parliament.

“We pray that with the Bangsamoro government still at the helm our voices will be heard,” Taha added.

During Monday’s visit of European Union Ambassador Luc Veron in Bangsamoro region, he highlighted the need for a massive and extensive public consultation where the marginalized and the vulnerable like the elderlies and persons with disabilities can be reached.

“We hope that more people will be reached, especially those in the remote areas of the region, more voices heard from widely disseminated information and public service efficiently delivered,” he said at the event of the group called Support for Bangsamoro Transition in

the Bangsamoro Government Complex.

Pasaol said that as of now, all the PWDs in SGAPikit are in a quandary as to their status since the political setup remained unclear for them.

“We are optimistic that the 63 villages will soon be constituted into one political entity with leaders to implement basic social services not only for us PWDs but to all,” he said in the vernacular.

A proposed Bangsamoro PWD code is currently being deliberated upon in the plenary of the BTA.

Pasaol said their group was informed that they should be physically present in the plenary when the draft code will be discussed.

The PWDs in the region are getting support from the Mindanao Organization for Social and Economic Progress (MOSEP) Inc., as well as from The Asia Foundation, in promoting the interests of the disadvantaged sector while a new government structure is in the making in BARMM. Census found 32 water bird species thriving in 2 Agusan Norte towns

BUTUAN CITY – At least 32 water bird species are found thriving inside the monitoring site in Lake Mainit stretching across the towns of Jabonga and Kitcharao, highlighting the need for sustained ecological preservation.

“The census also recorded 12 new water bird species foraging and taking refuge inside the monitoring site in Lake Mainit,” Community Environment and Natural Resources Office in Tubay, Agusan del Norte (CENRO-Tubay) said in a statement Thursday.

It was referring to the Annual Asian Water Bird Census (AWC) launched on Wednesday, which is conducted during the second and third weeks of every January not only in the country but also in other parts of the world, particularly in Asia.

– The newly-appointed Indigenous People’s Mandatory Representative (IPMR) in Bukidnon has vowed more participation in the province’s legislative agenda and programs, particularly those concerning the IPs’ welfare.

In a statement Thursday, Arbie Saway Llesis, the new ex-officio IPMR

board member in the province, vowed to abide by the mandates under Republic Act 8371, or the Indigenous Peoples Right Act of 1997.

Llesis noted that at least 60 percent of Bukidnon’s population are IPs, and that

SSS implements contribution hike

THE Social Security System (SSS) said today it has started implementing the provisions of the Republic Act of RA 11199 or the Social Security Act of 2018, which mandated a contribution hike to ensure the financial viability of the state pension fund for private sector workers.

SSS President and Chief Executive Officer Rolando Ledesma Macasaet said the law-mandated contribution increase would translate to immediate benefits to the country’s 13 million workers and will ensure the viability of the SSS fund designed to provide them with social security protection.

Enacted on February 7, 2019 by Congress, the Social Security Act of 2018 rationalized and expanded the powers and duties of the Social Security Commission (SSC) to ensure the long-term viability of the SSS. Under the law, SSS should gradually increase the contribution rate by one percentage point every two years until it reaches 15 percent by 2025.

In accordance with the schedule provided under RA 11199, the contribution rate increased to 14 percent from 13 percent in the previous year. Under the new contribution rate, employers will shoulder the one percent increase, which means their contribution will now be at 9.5 percent. The remaining 4.5 percent will be deducted from the employee.

SSC Chairperson Benjamin E. Diokno has expressed his support for the new contribution rate saying, “it is the right thing to do for the institution and its members.”

Macasaet said the implementation of the contribution hike would eventually redound in a system that would serve workers better.

“The contribution hike will benefit the workers with the SSS being able to provide a financially viable social protection system to Filipino workers and their families,” Macasaet said. “It will not be a burden on workers but will be shouldered by employers. Workers earning less than P25,000 per month, who comprise 78 percent of SSS-paying employee members, will not be affected,” he added.

Macasaet served as President and General Manager of the Government Service Insurance System (GSIS)

during the Duterte administration and was appointed by President Marcos to head the SSS last January 5 to replace former SSS PCEO Michael Regino.

At the same time, Macasaet noted that under existing tax laws, employers would be allowed to deduct their share of the contribution hike from their taxable income. “This underscores a whole-of-nation approach in securing the future of our workers with the Philippine government also contributing to the form of tax relief to employers,” Macasaet explained.

The SSS is being urged by employer groups, such as the Philippine Chamber of Commerce and Industry (PCCI), the Employers Confederation of the Philippines (ECOP), and the Philippine Exporters Confederation Inc. (PECI), to suspend the implementation of the Social Security Act of 2018 that

The request of the employers’ groups was opposed by SSS officials as postponing the measure would reduce the actuarial life of the fund. The SSS said they gave due consideration to the plight of small employers in past contribution hikes, but ultimately had to act in favor of workers’ interests and the fund’s long-term solvency.

In his statement, Macasaet clarified that employees would not be required to shoulder the addition financial burden that goes with the contribution hike.

“The contribution hike will not be paid by the lowly worker but by financiallystable employers who can

afford such adjustments. I am appealing to the PCCI, the ECOP, and the PECI, who we consider our valuable partners in our mission to provide social protection to our workers, to treat the contribution hike not as another operational expense but as a noble investment to ensure the viability of the workers’ pension fund,” Macasaet said.

“We appeal to our friends in big business to help us provide meaningful protection to the members of the working class and their families against the hazards of disability, sickness, maternity, old age, death, and other contingencies resulting in loss of income or financial burden,” he added. “A socially protected working

class is our best recipe for continued industrial peace in our country.”

the livelihood projects of beneficiaries.

“Last Jan. 13, we (OWWA Bicol) awarded the Tulong PUSO livelihood grant to Guinobat Overseas Filipino Workers Family Association of Tabaco City. The association members warmly accepted their first tranche of the PHP250,000 approved livelihood grant. The said OFW group is the second grantee in the province of Albay, while the San Antonio Cale OFW Organization of Tiwi, Albay was the first grantee who received PHP561,900,” she said.

She also encouraged other interested OFWs to avail of the assistance.

“They have to submit their business proposal for assessment of the regional evaluation committee of OWWA based on its viability and success rate,” she said.

“Those groups who want to avail of this livelihood grant will be mentored and capacitated by OWWA Bicol so that their proposal can be improved and their handling of the business will be even better once the grant is given,” she added.

OFW groups -- two each from Albay and Sorsogon, and three in Camarines Sur -- also received livelihood grants.

Meanwhile, the Department of Social Welfare and Development in Bicol (DSWD-5) has provided cash assistance to 373 persons with disability (PWDs) Albay province via its cash-for-work program.

Ranelle Anne Sertan, DSWD5 social marketing officer, said a total of PHP1.28 million was distributed to 373 beneficiaries from Libon town in Albay.

“We distributed the cash assistance last Tuesday, each beneficiary received PHP3,450 cash assistance in exchange for the 10 days of community work,” Sertan said.

She said the cash-for-work program for PWDs is under the Kapit-Bisig Laban sa Kahirapan

-- Comprehensive and Integrated Delivery of Social Services.

“The beneficiaries were selected based on the result of the assessment of Listahan or the National Household Targeting System for Poverty Reduction, while validation was conducted by the local government units,” she said. ( PNA)

Rice posted the biggest losses with a total value loss of PHP152.02 million, followed by high-value crops at PHP3.82 million, livestock at PHP836,400 and root crops at PHP227,650.

Sultan said validation and acceptance of reports from affected areas is still ongoing, adding that they began receiving reports as early as Dec. 28.

He also said that while the flooding did not actually affect the total production output since most farms are still in the preparatory stage, they would anticipate a delay in the harvest time.

“The recent flooding will not really affect the total production output target since most of the farms are still in the prepara -

tory stage and some are newly planted. However, it is expected that harvest time in some areas will be delayed,” Sultan said.

The department has vowed to provide free rice seeds to affected farmers from four regions spared by flooding brought about by low pressure area and shear line.

The department has urged local government units to continuously monitor the field situations and submit damage reports.

Affected farmers are encouraged to immediately report their losses to their respective municipal or city agriculture office for immediate validation and inclusion in the reports.

Since the third week of December, the region has experienced heavy rains due to weather disturbances.

Eastern Visayas is an agricultural area. Forty-five percent or 976,415 hectares of its total land area is devoted to agriculture, 70 percent of which is used to plant coconut, while 20 percent is for rice and corn and the rest is for other crops. ( PNA)

Weann Sandag, civilmilitary operations officer of 15IB, told the Philippine News Agency (PNA) that the first encounter took place around Wednesday noon in the hinterlands of Barangay Camalandaan, Cauayan and later in the afternoon in Purok Malipayon, Barangay San Jose, Sipalay during the pursuit operations on of around 20 rebels from the NPA’s South West Front.

“We received information about the rebels’ extortion activities. The army acted upon the report and we found it to be true,” she added.

A soldier of 15IB was injured in the Sipalay encounter but is now out of danger while the evacuees from Purok Malipayon are still staying at the Binulig Elementary School in Barangay San Jose.

Sandag, who helps in debriefing and interviewing of affected individuals, said the evacuation

site currently houses 210 persons, including children, from 53 families, based on the report of the City Social Welfare and Development Office (CSWDO).

“We are thankful to the local government of Sipalay and the CSWDO. They were ready to provide billeting areas and food packs. Other stakeholders also came here to help,” she said.

Sandag said the 15IB troops are still clearing at the encounter site to ensure the safety of the residents when they return home.

“They are waiting for our go-signal to allow to allow them to go home,” she added.

In a statement, the city government said classes in three schools in Barangays San Jose and Camindangan were indefinitely canceled due to armed encounters.

Affected are Binulig Elementary School, Gil Montilla National High School-Binulig Extension and Omas Integrated School.

It added that hours after the clash in Purok Malipayon, the CSWDO provided meals to the evacuees while the City Nutrition Office and the City Disaster Risk Reduction and Management Office are also working to provide their other needs.

Some 60 tents were provided to evacuees, who are also receiving medical services and medicines from the City Health Office. (PNA)
