Public Hearing held on Environmental Impact of XU Campus of the Future

THE Environmental Man agement Bureau (EMB) of the Department of Envi ronment and Natural Re sources (DENR) Region 10 held a public hearing on the environmental impact of Xavier University-Ateneo de Cagayan (Xavier At eneo) Campus of the Future on Monday, 17 October 2022, at the XU Andrew L Gotianun Sr Center for Integrated Technologies, Manresa campus.

Atty. Abbas Lao of the EMB presided over the public hearing. A review committee was also present to take note of the concerns

raised during the discussion.

Xavier Ateneo with Cebu Landmasters, Inc (CLI) as the developer, presented the EIS (Environmental Impact Statement) regarding the possible impacts of land development related to the Campus of the Future.

The EIS presentation is part of the requirements for Xavier University’s ap plication for the ECC (En vironmental Compliance Certificate) of the proposed Masterson campus. The EIS includes studies about geo-hazards, drainage, traf fic impact, flora and fauna

CAMP S.K. PENDATUN, Maguindanao – Police seized Monday evening some PHP500,000 worth of smuggled cigarettes on the coastline of Malabang town, Lanao del Sur. Col. Jibin Bongcayao, Lanao del Sur police provincial director, said Tuesday several residents tipped off the Malabang

municipal police about a motorized pump boat with suspicious contraband in it.

Bongcayao said the smugglers had fled when police officers arrived at the coast of Barangay Bo niga at 9:30 pm.

“The smugglers who were unloading the contra band quickly fled to differ

ent directions,” Boncayao said, quoting a report from the Malabang police.

Police recovered 29 boxes of smuggled ciga rettes believed to be from Jolo, Sulu, or Zamboanga City.

The Malabang police estimated the cost of contraband to be over PHP500,000. ( PNA )

SINAG seeks to extend MOA with NFA on palay procurement

MANILA – The Samahang Industriya ng Agrikultura (SINAG) said on Tuesday it hopes to extend the re cently inked Memorandum of Agreement (MOA) on buying palay from local farmers at a higher farm gate price.

The deal was inked dur ing the celebration of World Food Day on Monday to ensure help to farmers chal lenged with the production cost hike.

In an interview with Radyo Pilipinas, SINAG President Rosendo So said the signed MOA with the Philippine Confederation of Grains Association and National Food Authority (NFA) is focused on the peak of the harvest season.

“Ito is October to Janu ary, ‘yung peak ng harvest natin. Alam naman natin na ito ang pinaka-peak ng harvest so dito tayo nagconcentrate muna. Pero after that i-extend uli natin ‘no with the NFA (This is for October to January, the peak of our harvest. We know that this is the highest peak of harvest, so we concentrated on this first. But after that, we will extend this with the NFA,” he said.

Under the MOA, 7.5 bil lion kilograms or around 7.5 million metric tons of palay will be bought at PHP150 billion.

Oral arguments on village poll reset start October 21

MANILA – The Supreme Court (SC) will commence oral arguments on the pe tition questioning the re scheduling of the barangay election on Friday.

In a press briefer on Tues day, the SC said a meeting en banc set the oral arguments at 3 p.m. on October 21.

Respondents must file their comments no later than noontime of the same day.

Poll laywer Romulo Ma calintal on Monday asked the high tribunal to declare unconstitutional Republic Act (RA) No. 11935 that reset the Barangay and Sang guniang Kabataan Elections (BSKE) from December 5 this year to October 2023.

The petition also wants the SC to direct the Commis sion on Elections (Comelec) to proceed with the polls this year.

The Sangguniang Ka bataan is not included in the petition as “SK membership is a mere statutory right conferred by law and that Congress may amend at any time the law to change or even withdraw the statutory right,” Macalintal said.

Macalintal argued that the Constitution does not give Congress the power to postpone the elections nor to extend the term of office of village officials because it is within the exclusive jurisdiction of the Comelec “after it has determined that

MP Atty. Paisalin P. Tago assumes office as new MOTC Minister

LAST September 26, 2022, Chief Minister Hon. Ahod Balawag Ebrahim appoint ed the new set of ministers includ ing MOTC Minister MP Atty. Paisalin P. Tago, CPA who took his oath along with other BARMM’s Cabinet. He formally assumed the post on Monday, September 26, during the turnover ceremony at MOTC Building.

The Honorable Gentleman hails from the Islamic City of Marawi, Lanao Del Sur Province. He is a Member of Parliament and is the MOTC’s second Minister succeeding Minister Dickson P. Hermoso.

Concurrently, he is also the BTA’s Deputy Parliament Speaker as he was reappointed by President Ferdinand “Bongbong” Mar

cos Jr. for another term as one of the Bangsamoro’s Par liamentarians.

He was also a former Commis sioner of the Na tional Commission on Muslim Filipinos from 2015 up until 2018 before he was appointed as mem ber of Bangsamoro Transition Authority and Deputy Majority Leader of the newlyformed Bangsamoro Government.

Prior to his ap pointment as MOTC Minister, he served as Director of Fi nance and Budget Management from 1993 to 1994. From 1995 to 2008 he was an active member of the Regional Legisla tive Assembly (RLAARMM). Weeklong ops net 550 suspects, P2.6-M drugs in C. Luzon

By ZORAYDA TECSON CITY OF SAN FERNANDO, Pam panga – A total of 550 individuals who committed various offenses were arrested and some PHP2.6 million worth of illegal drugs were confiscated in weeklong anti-crime operations in Central Luzon.

Brig. Gen. Cesar Pasiwen, the Police Regional Office in Central Luzon (PRO3) chief, said on Tues day the anti-criminality operations from Oct. 9 to 15 were part of their continuing drive to maintain peace and order in the region.

Of the total arrested individuals, Pasiwen said 194 have standing warrants of arrest, 172 for illegal drugs, 165 for illegal gambling, 12 for illegal possession of firearms, and seven for robbery.

Of the 194 suspects with war rants of arrest, 20 are wanted for various crimes ranging from mur der, rape, and frustrated murder.

Operatives also seized PHP2.6 million worth of illegal drugs, PHP93,079 worth of bet money, and 19 assorted loose firearms.

Pasiwen lauded the operating troops for the accomplishment and asked them to continue their stepped-up efforts for a safer Central Luzon.

“Let us continue our campaign to eradicate all forms of criminality in the region,” he said in a state ment.

He likewise cited the vital contribution of the local officials and residents in PRO3’s anticriminality programs.

“We always say that every member of the society has the duty to help address crimes and lawlessness in the country.

The need for constant vigilance and accounting

CHRIST reminded us about this need of ours when he said: “Be sure of this: if the master of the house had known the hour when the thief was coming, he would not have let his house be broken into. You also must be prepared, for at an hour you do not expect, the Son of Man will come.” (Lk 12,39-40)

We have to be keenly aware that our life here on earth is a testing ground God uses to see if what he wants us to be is also what we ourselves would want to be. God wants us to be his image and likeness, to be sharers of his divine life and nature, thus, he gave us our spiritual powers of intelligence and will so we can know him and love him, and want to be one with him. Besides, he gives us his grace, so we can attain the supernatural level of his life and nature.

Every event in our life is actually an occasion to test us if we also would like to be like him. Thus, he gave us his commandments to guide us. Much more than that, he gave us Christ himself, “the way, the truth and the life,” so we would know how to be with God given our wounded condition.

We need to be always vigilant and do abiding accounting of how we are doing, given this original and ultimate condition and purpose of our earthly life. Since God has made us stewards of our own life, we need to learn how to man age the many resources en trusted to us so that we can be fruitful and productive in this life. Let’s remember that God will always ask us to account for what he has given us.

Among these resources, our time occupies a promi nent and crucial place and plays a strategic role. It has been said that time is very precious because once it has passed, it can never be recovered. Some saints have regarded time not only as a treasure but also as glory, depending on how it is used.

We have to be really good in managing our time, be ing clear about the proper motives, priorities and stan dards in the use of time. The motives should be none other than love of God and others. The priorities should always be God first, then others, then ourselves.

And we should all have an abiding concern for ac counting everything that we are and that we have. We

Importance of financial literacy amidst digital growth

THE pandemic may have brought a negative impact on global health and econo mies, but it also presented opportunities to some -such as for businesses to rethink their strategies, and for customers and em ployees to embrace a new method of engagement.

At the peak of the corona virus outbreak in 2020, the country saw a rapid growth in the e-commerce industry as people switched to a safer and more convenient way of purchasing goods.

For this year alone, a study by Statista said that the e-commerce industry in the Philippines is projected to increase to US$20.18 billion, and further by 17 percent in 2025.

Even more notable is the increase in the number of banked Filipinos with e-wallet accounts. From a mere 8 percent in 2019, the number of e-wallet users has gone up to 36 percent.

Reports said millennials and the Generation Z, which comprise 70 percent of the Philippine population, are among the driving forces behind this e-wallet adop tion.

The rise of the e-com merce industry created a domino effect on the fi nancial industry, having recorded a rise in the num ber of banked Filipinos. This was supported by the emergence of digital bank ing that has gained ground amid electronic payments and digital financial ser vices’ increasing volume and value.

According to data from the Bangko Sentral ng Pilipi nas (BSP), 23 percent of the Filipino adult population is now banked, up from only around 13 percent in 2019.

Then there are the ewallets that have further evolved, offering more services and solutions for Filipino customers. One example is Maya Bank Inc. (MAYA), formerly PayMaya Philippines, which recently integrated its all-in-one money platform under Maya app, combining the best of e-wallet, crypto, and digital banking.

PCUP empowers urban poor farmers through agri training

DUMAGUETE CITY – The Presidential Commission for the Urban Poor (PCUP) has trained farmers from infor mal settler families (ISF) in Negros Oriental province on urban agriculture.

The PCUP training, un der the leadership of its chairperson and chief-exec utive-officer Undersecretary Elpidio Jordan Jr., was held in collaboration with the city government here, a media release on Tuesday said.

Forty-four participants from the eight PCUP-ac credited urban poor or ganizations (UPOs) here attended the training and received training kits which consisted of tomato, egg plant, string beans, okra, pechay, upland kangkong and ampalaya seeds with black polyethylene pots.

Jordan thanked the ISF organizations for their par ticipation and vowed that the PCUP will continue to conduct training to help urban poor communities sustain their daily needs and improve the availability of adequate, safe, and nutri tious food.

“We all know that our

President Ferdinand ‘Bong bong’ Marcos is keen on solving poverty and he has time and again expressed his desire to promote initiatives that aim to improve the life of every Filipino family. This is what we firmly uphold so that we can fast track our country’s march towards (a) speedy recovery and progressive development,” he said.

Purpose-driven education

WHAT if purpose were the purpose of education? Pur pose is a future-directed goal that is personally meaningful and aimed at contributing to something larger than the self. A sense of purpose motivates and organizes shorter term goal setting, goal action and behavior.

With a sense of purpose, young people are more in cluded to seek out and gain the skills and expertise they need to fulfil their goals so purpose can drive learning that results in the necessary college and work life skills to succeed.

What if we put purpose – this motivating driver –at the center of education and let that purpose be the primary driver of students’ engagement with school? It

is compelling but not simple. Purpose is multidimensional and constructed individually.

A sense of purpose in cludes beyond the self-moti vation, a meaningful higher order goal and taking action. These three dimensions de velop independently and integrate, weaving together what is personally mean ingful with what is socially consequential, resulting in fully realized purpose.

To develop a sense of purpose beyond self, invite students to think about the kind of work they want to live in and how will they participate in creating that world. An example of fos tering a purpose beyond self-orientation is the value of contributing to a better world.

A Reminder of the Code of Conduct for Public Employee: Integrity and Responsibility of DepEd Teachers

When nothing governs an organization, there is chaos. When it is bounded by something, there is order. I believe that is why every organization that exists has this code of conduct. There must be something that gov erns and ‘binds’ the people in an organization. When certain laws and guidelines are laid out to people within an organization, actions and decisions are anchored on something right and legal. This, for me, creates order in the organization.

As an employee of the Department of Education, I become a government employee. Like other gov ernment employees, I am also subject to the code of conduct for public officials and employees set by law makers. I understand that as an employee of the govern ment, I must abide by the rules and regulations stated in the code of conduct. To quote from Republic Act No. 6713, “Public officials and employees shall at all times be accountable to the people and

shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest.” In a nutshell, the code of conduct asks me, as a public employee, to carry out a high standard of ethics in public service.

Even before I got into the department, I knew there were things a public em ployee must do and must not do. I understand them in a general sense. But reading through the code of conduct made me rethink its weight. Responsibility, integrity, com petence, loyalty, patriotism, justice – these are big words. And within those big words lie more specific things that I must adhere to. So, as I was reading each part of the act, I also evaluated myself, slightly, if I was upholding what is expected of me. I would not say I was perfect in all its sense; however, I would humbly say I tried my best to remain true to what it wants me to uphold.

PLDT welcomes DITO’s openness to settle P430-M debt

MANILA – PLDT, Inc. wel comed the recent statement of DITO Telecommunity, Inc. regarding its “open ness” to amicably settle its unpaid contractual obliga tion to PLDT amounting to PHP430 million.

In a statement on Tues day, PLDT said the amount is meant to pay for services that the company “continues to deliver.”

“PLDT welcomes the amicable settlement of ac counts by its debtors even if those debtors are competi tors,” it said.

It asked DITO to demon strate “good faith” by ceasing claims of interconnection issues that merit “unspeci fied legal process” instead of paying its contractual

obligation to PLDT.

“DITO must demonstrate its good faith by ceasing its attempts to confuse the issue and to mislead the public by claiming that PLDT’s efforts to collect on DITO’s debt is somehow an anticompetitive activity,” it said.

To date, it has yet to re ceive a settlement proposal from DITO.

“PLDT reserves all of its legal options, including suspension or termination of services, in case DITO does not remedy its material breach by November 4,” it said.

On Monday, DITO chief administrative officer Adel Tamano said the company is looking for an amicable settlement with PLDT about

MANILA – An executive of Union Pay International (UnionPay) Southeast Asia said issuance of the virtual cards among credit card providers is a boost amid digitalization push for fi nancial transactions in the Philippines.

During the virtual 42nd anniversary celebration of the Credit Card Association of the Philippines (CCAP) on Monday, UPI South east Asia assistant general manager David Chong said the utilization of mobile payments increases along with smart phone usage penetration in the country.

During the same event, BSP Deputy Governor Chu chi Fonacier said credit card financial has recovered after getting a hit at the onset of the pandemic, citing the double-digit growth in credit card billings and receivables as of the first half of this year.

That subject matter of this petition is the owner’s original duplicate copy of a property covered by Original Certificate of Title No. P-2,235 (ANNEX “B”) approximately covering an area of five hundred and eight square meters (508 sq. m.) located at Lanipao, Lala, Lanao del Norte and covered by Original Certificate of Title No. P-2,235 originally owned by a certain TEOTIMO GURRIA and also tax declared accordingly (ANNEX “C);

3. That with Entry No. 7,178 as reflected to the Memorandum of Encumbrances (Annex “B-1”), TEOTIMO GURRIA executed a Real Estate Mortgage in favor of the Philippine National Bank, covering the parcel of land described in this title;

4. That with Entry No. 10847 as reflected to the Memorandum of Encumbrances (Annex “B-2”), TEOTIMO GURRIA also executed a Petition to Split Over This Title and that the Title is partially cancelled with respect to areas left unsold and that corresponding Titles per Subdivision and Technical Description were issued. Transfer Certificate of Title (TCT) No. T-2,992 to T-2,998 were issued;

5. That with Entry No. 11578 as reflected to the Memorandum of Encumbrances (Annex “B-3”), TEOTIMO GURRIA also sold a portion of registered property described in this title in favor of Anastacio Oliveros with an area of 1,000 Square Meters more or less and by virtue of technical description - Transfer Certificate of Title (TCT) No. T-3,202 was issued;

6. That with Entry No. 11579 as reflected to the Memorandum of Encumbrances (Annex “B-4”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Egmidio Pasaylo with an area of 1,200 Square Meters, more or less, and that Transfer Certificate of Title (TCT) No. 3,204 was issued;

7. That with Entry No. 11580 as reflected to the Memorandum of Encumbrances (Annex “B-5”), TEOTIMO GURRIA also executed a Sale of A Portion of Registered Property described in the title in favor of Fermin P. Restauro with an area of 800 Square Meters more or less, and that Transfer Certificate of Title (TCT) No. 3,205 was issued;

8. That with Entry No. 11596 as reflected to the Memorandum of Encumbrances (Annex “B-6”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Cristobal Gurria with an area of 490 Square Meters, more or less. This certificate of title is PARTIALLY CANCELLED with respect to Entry No. 11596 and that Transfer Certificate of Title (TCT) No. 3,207 was issued;

9. That with Entry No. 11597 as reflected to the Memorandum of Encumbrances (Annex “B-7”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Primitivo Largo with an area of 2,000 Square Meters, more or less. Said Primitivo Largo also sold the property he bought from TEOTIMO GURRIA to Ponciano Cabural with Entry No. 11598. This certificate of title is Partially Cancelled with respect to Entry No. 11598 and corresponding Transfer Certificate of Title (TCT) No. T-3,208 was issued;

10. That with Entry No. 11892 as reflected to the Memorandum of Encumbrances (Annex “B-8”), TEOTIMO GURRIA also executed a Sale of a Portion of Registered Property described in this title in favor of Trinidad Aliser with an area of 405 Square Meter, more or less, and the remaining of 504 Square Meter more or less, to be taken from Transfer Certificate Title (TCT) No. T-2,997 has been sold to Trinidad Aliser. The Title was Partially Cancelled with respect to Entry No. 11892 and corresponding Transfer Certificate of Title (TCT) No. 3,227 with regards to an area of 504 Sq. M. was issued;

11. That with Entry No. 24921 as reflected to the Memorandum of Encumbrances (Annex “B-9”), Sps. TEO TIMO GURRIA and Emiliana Montecillo also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Guillermo V. Ganancial with an area of 450 Square Meters, more or less. Said Guillermo V. Ganancial also sold the property he bought from Sps. TEOTIMO GURRIA and Emiliana Montecillo to Egmidio Pasaylo with Entry No. 24922 and by virtue of a Technical Description duly approved with an area of 623 Square Meters, more or less, corresponding Transfer Certificate of Title (TCT) No. T-7,010 was issued and thus Partially Cancels this title;

12. Said GURRIA then sold a portion of the lot to a certain Candelaria Oligo, and both parties executed a Deed of Sale to that effect (ANNEX “D”). Thereafter, the heirs of Candelaria Oligo sold a portion thereof to herein petitioner EDWIN SOCORRO EPE, and upon execution of a Deed of Sale (ANNEX “D”) for the said transaction, they also gave petitioner the original owner’s duplicate copy of the said property;

13. That by virtue of a previously executed Special Power of Attorney (ANNEX “E”), said MARY JANE PUCOT was authorized by EDWIN SOCORRO EPE to transact in his behalf as regards the transfer of registra tion of portion he bought from the Heirs of Candelaria Oligo. Consequently, PUCOT received the original owner’s duplicate of the aforesaid lot to facilitate for the aforesaid transfer of registration;

14. That however, just recently when she was about to use the aforesaid Owner’s Original Duplicate Copy of OCT No. P-2,235, she found out that the said document was lost from the folder where she kept all my files;

15. That when PUCOT was about to use the aforesaid original owner’s duplicate copy of the title, she found out that it was lost from where she last placed it, and despite diligent effort of PUCOT and EPE to search the said Certificate of Title, the same was in vain, hence, said title is beyond recovery now;

16. That with the lost of the said Certificate of Title, petitioner informed the Registry of Deeds of Lanao del Norte of such loss by filing therein an Affidavit of Loss (ANNEX “F”);

17. That the owner’s duplicate copy of said title has not been delivered to any person or entity for whatever purpose and the same has not been offered and/or encumbered to secure any obligation or indebtedness;

WHEREFORE, premises considered, it is most respectfully prayed of this Honorable Court that after due notice and hearing, judgment be rendered DIRECTING the Office of Registry of Deeds of Lanao del Norte to issue to the

Petitioner new owner’s duplicate copy of Transfer Certificate of Title No. T-2,235 in lieu of the lost title.

Other reliefs and remedies as may be deemed just, proper and equitable under the premises, are likewise prayed for.

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alledging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rite on April 18, 2007 at Iligan City, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at 10th East Rosario Heights, Tubod, Iligan City and Luinab, Iligan City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for five (5) years and they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither mind ing each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on April 18, 2007 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 18, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Last week, Medalla said BSP is reviewing the inter est rate cap on credit card transactions, arguing that “given the higher interest rates, it’s obvious that we have to adjust the cap.”

Salceda said limiting credit growth should be pursued if inflation were because of “very high money supply” in the economy, but he argued that inflation isn’t a liquidity problem right now.

“Liquidity growth is ac tually slowing down. From 7.0 percent in July to 6.8 percent in August. So, given our inflation rate, there isn’t any real liquidity growth. There isn’t too much money in the Philippines,” he said.

He also noted that given BSP’s own declared policy goals to make payments cashless, an upward shift in credit card caps is “hardly encouraging”.

He said higher credit card interest rate caps will probably bring the Philip pine rates to among the highest in the Association of Southeast Asian Nations (Asean).

“In Thailand, the cap is 18 percent per annum. It’s 17.5 percent in Malaysia. It’s 28 percent in Singapore. And Indonesia has the same cap as we do. Our current average interest rates on credit cards is already for subprime customers in the US. Why inflict pain on ourselves?,” he said.

He said the House ways and means panel will review any move by the BSP to raise credit card interest rate caps invoking monetary policy.

Makati City Rep. Luis Campos Jr., meanwhile, has filed a House Resolution 459 “strongly urging” the BSP to retain the existing limits on credit card charges to help Filipino consumers cope with inflation that hit a four-year high of 6.9 percent in September.

“We want the BSP to keep credit card pricing reasonable and within reach of consumers that are now reeling from the soaring cost of goods and services,” Campos said.

He said salaried Filipinos are struggling to make ends meet.

They are increasingly relying on their credit cards to make essential purchases and to pay bills, including the tuition fees of their children, he added.

In the resolution, Campos urged the bank ing regulator to preserve the 2 percent maximum monthly interest rate on unpaid outstanding credit card balances.

Brigada Eskwela 2022 ignites cooperation

Gone are the days where children spend their first day in school by cleaning the class room and the whole campus. Today their first day is a special day for them to meet friends and explore things around them, through the conduct of Brigada Eskwela or Schools Maintenance Week/ Month.

Our way of implement ing Brigada Eskwela trans formed the school into an environment that is safe and conducive to learning. For the past two years, Cugman Elementary School opted distance learning due to the pandemic, the school atmo sphere became idle and unat tractive. The pronouncement of DepEd for the opening of in-person classes ignites the teachers, parents, and stakeholders to participate

together and commit to be ing part of the 2022 Brigada Eskwela Implementation Pro gram.

The spirit of volun teerism is evident through the unwavering support of stakeholders and partners. In fact, the school was able to generate tremendous value of donations of materials, cash, and services rendered through “Pahina”. Multiplying Signed Numbers Made Easy

One of the most important skills that a learner should develop is the ability to mul tiply. As early as grade 3 the learners were already exposed to the repeated ad dition which is shortened to multiplication. They were even asked to memorize the multiplication table 1 to 10 in order to be familiar of the products of factors from 1 to 10. However, things become more complicated in multi plication when the signed numbers were introduced.

Teachers should find ways in order to facilitate under standing of the concepts on the laws of signed numbers. The use of two types of colors, two kinds of objects, or gain and loss could be a good way to introduce addition and subtraction of signed numbers. I also thought of an easiest way to help stu dents discover the laws in multiplying signed numbers. That is to relate it to English statements.

Example, “She is very beautiful”. The statement as

a whole is positive. The word “very” denotes positive word, and beautiful is also positive. So, if we multiply (+) and (+), the result is positive (+).

For the statement, “He is not bad”. The word “not” signifies negative, and bad is also negative. But the state ment is a positive one since it means “He is good”. So, if we multiply (-) and (-), the result is positive (+).

Look at this sentence. “The students are not active.” This is a negative statement. The word “not” is negative, and active is positive. So, if we multiply (-) and (+), the result is negative (-).

For this, “I can never achieve my goal”. The state ment is negative. “I can” denotes positivity, and never is negative. Thus, if we mul tiply (+) and (-), the result is negative (-).

Relating abstract concepts to learner’s experience or simple English statements would help them easily un derstand it. Try this in your Math classes.

Game-Based Learning vs. Gamification: The Line in Between

If you’ve looked into adding game elements to your classes, you’ve probably heard of gamifi cation and game-based learning (GBL). Even though it might seem like a simple matter of words, mixing up these approaches could lead to costly consequences. What, then, is the difference?

Game-based learning is a way to teach a skill or reach a learning goal using game elements. It makes lessons and learning objectives engaging and fun. On the other hand, gamification is when game mechanics are used in situations that aren’t games to get people to act in a certain way and help them learn. Think points, badges, leaderboards, and incentives.

The main difference between the two is the integration of game mechanics with learning lessons. GBL fully integrates the two, so the game is learning. On the other hand, gamification is a way to reward learners for finishing tasks by adding game elements to them.

In a game-based learning environment, learners can practice skills and learn new ideas without taking risks. Their progress in the game is directly related to their understanding of the subject be ing taught. GBL has a significant impact on retention and recall rates with learners. Learners are more engaged with the subject matter because it makes learning fun. And when engagement rates increase, so does retention. GBL can also teach complex concepts. Fun and challenging learning keeps

students engaged for longer, which allows for teaching more complex concepts. Students can apply new skills and knowledge without realworld consequences. They get feedback to improve their skills before using them in real life. GBL has a significant disadvantage. GBL requires lesson plans, making them costly and time-consuming.

Gamification motivates stu dents by integrating educational apps and simulations with lessons. Adding levels or progress bars to lessons is easy. Points for correct answers and leaderboards can make it more complicated. Gami fication encourages participation. Gamification uses human needs to collect, compete, and succeed. They enliven simple learning lessons. Gamification encourages students to finish more courses to beat their high scores, climb the leaderboard, or earn rewards. Gamification can be added to your learning platform quickly and cheaply without having to create new lessons. But then, gamification is not suitable for all lessons. It works best for memoriza tion or non-disruptive tasks. Since the lessons are not gamified, they are not particularly interesting. Lessons must be straightforward to comprehend. If it takes too long for learners to finish, their engagement decreases, and the gamification element becomes less effective.

Applying game-based learning or gamification depends on your lessons. Without careful consider ation, either strategy can demotivate students and increase attrition.

Teachers can create and share Kahoots with one another, and students can play using anonymous usernames. Students who are usually reluctant to par ticipate in class can now participate as a group. Kahoot can be played on phones or computers, and teachers can instruct students to work independently or in groups.

Technology is a tool that will help every person communicate with peers and improve their learning experiences. Additionally, it can boost student engage ment while accommodat ing different learning styles. Technology in the classroom is frequently viewed as a valu able resource in education, in my opinion.

Understanding how finances are ably handled is also a need that was high lighted during the pan demic, with people going through unexpected finan cial challenges triggered by health emergencies, job loss, business shutdown, among others. Earlier in March, the RDC recommended P12 billion worth of projects for the 2nd District of Cagayan de Oro, District Cong. Rufus Rodri guez said.

Rodriguez asked the RDC’s endorsement for big-ticket projects that would address major problems in Cagayan de Oro, including heavy traffic and flooding in the city’s key areas during heavy rains.

The RDC unanimously endorsed the following bigticket projects:

These projects include:

(1) Construction of a Gusa flyover worth P925 mil lion

(2) Installation of a mega flood control system, including booster and water pumps, in Bitan-ag Creek, Agora Market area, and Butuan-CdeO-Iligan Road (BCIR) conjunction worth P945 million;

(3) Construction of BCIR Connector Road to the Coastal Road worth P150 million in Brgy. Gusa;

(4) Construction of an elevated walkway worth P300 million, from the Northern Mindanao Medical Center all the way to the Gateway Tower in Limketkai; and

(5) The conduct of a feasi bility study worth P 50 million for the Comprehensive Master plan of the Cagayan de Oro Drainage System.

“We have to push for the approval of these infrastruc ture projects in order that problems about traffic and flooding in the city are ad dressed,” Rodriguez said.

During the budget hear ings in September, Rodriguez worked for the approval of the P 718 billion by the Depart ment of Public Works and Highways (DPWH) and sought an additional P100 billion for

more infrastructure devel opment in the ciry’s second congressional district here.

The winning team receives the Nomura Cup, which was named after Shun Nomura, the former Vice-President of the Japan Golf Association who donated the Cup. This event also has an individual champion.

CDO’s Coby Rolida makes PH Team to Nomura Cup

CAGAYAN de Oro City’s Jacob “Coby” Rolida has made it as one of the three members to the Philippine Team to the Nomura Cup which will be hosted by the country at the Manila South woods Golf and Country Club in Carmona, Cavite on November 14 to 18.

Kristoffer Arevalo emerged as the top quali fier in the five-day Nomura Cup qualifying tournament, with Elee Bisera and Rolida earning the other slots in the qualifier staged by the National Golf Association of the Philippines (NGAP).

Despite a triple bogeydouble bogey on the 10th and 11th holes, Arevalo still managed a final round one-under 71-his fourth sub-par score in the five day tournament, for the runaway win by six strokes and 356 aggregate.

Arevalo saw action as

the captain of the national team to the 31st Southeast Asian Games in Vietnam earlier this year. He is a member of the three-peat and four-peat PAL Interclub champion teams of South woods, where he played alongside now PGA Tour star Tom Kim, and Japan Tour rookie standout Yuto Katsuragawa.

Bisera and Rolida both finished with even-par 72s on closing last-hole birdies to finish 362 and 365, to finish second and third, respectively, and suit up for the national team for the first time.

Rolida had a good show ing, seizing the lead after the second round with birdies on three of his last four holes to salvage an even-par 72, to cap a roller-coaster trip that saw him squander an early eagle on the fourth hole, and struggle with a three over card after the

Coby became enamored with golf when his family was still residing in Manolo

Fortich, Bukidnon, where he finished his grade school at the Del Monte School and trained at the famed Del Monte Golf Course and Country Club.

“He started playing golf at the age of 4 and he trained in Del Monte Golf Course in Manolo Fortich, Bukidnon as a junior golfer,” his mom Yvonne recalls. “But when we transferred to Cagayan de Oro for his High School in 2013, he started his train ing in Pueblo de Oro golf course which is home course up to now.”

Coby is a member of the Pueblo de Oro Golf and Country Club of Cagayan de Oro based at the world class Robert Trent Jones III designed course in Uptown, Cagayan de Oro where he trains whenever he’s in town.

When Coby transferred to Ateneo de Manila Uni versity for his senior high

school, he joined the Ateneo Golf Varsity which opened up opportunities for him to compete in international junior tournaments like the Boys 15-18 category as part of the Philippine Contingent to the 2019 IMG Junior World Golf Championship in San Diego, California in July 2019; the Asia Grand Final of the 13th Faldo Series held at the Laguna Lang Co Golf Course in Da Nang, Vietnam in March 2019 which brought together over 90 of Asia’s leading young golfers, plus win ners from the 2018 Europe Grand Final for a total of

108 individual entries; and the recent Singapore Open. Now 21, Coby is the cur rent captain of the Ateneo Golf Team.

“Most of his childhood was spent on the golf course,” his mom added. “He just loves playing golf so much that I think that made him so determined in practicing and joining tournaments. He is also a very positive person when it comes to golf. If ever he has a bad score on this hole, he would always think there are still a lot of holes left for him to recover.”
