DOLE to issue guide for employers on 13th-month pay

MANILA – The Depart ment of Labor and Em ployment (DOLE) said Friday it is set to issue an advisory regarding the grant of 13th-month pay for private sector employees.

“We will release a labor advisory to guide our employers in the pay ment of the 13th-month pay this year, for 2022. At the same time, we are also contacting our em ployers’ organizations for the correct payment of the 13th-month pay,” Alvin Curada, director of the DOLE’s Bureau of Working Conditions (BWC), said in a Laging Handa briefing.

He noted that for this year, the computation for the 13th-month pay would be based on all the basic salary that a worker received from January 1 to December 31 this year.

“It will be divided by 12. The total is the 13thmonth pay. This is 1/12 of the total basic salary earned by the employee in one calendar year or

this year,“ Curada said.

Under Presidential Decree 851, which was signed by the late presi dent Ferdinand E. Marcos in 1975, workers should get or receive their 13thmonth pay not later than December 24 every year.

Curada added that some employers give the mandatory payment in two tranches – the first half is given before classes start, usually in May, and the other half, days before Christmas Day.

“But the rule is, the employee has to have his/ her 13th-month pay not later than December 24

every year,” he said.

All rank-and-file employees of a private company are entitled to 13th-month pay, provided they have been employed for at least one month within the calendar year.

On the other hand, companies are required to report to DOLE, through its Online Establishment Report Form not later than Jan. 15, 2023, on the settlement of the 13thmonth pay.

Based on BWC data, it recorded a high compli ance rate in the payment of 13th-month pay at 97.1 percent in 2021. ( PNA )

French agency pledges funding for PH action vs. climate change

MANILA – The Agence française de développe ment (French Development Agency) has committed 482 million euros in support of the Philippines’ actions against climate change.

Senate President ProTempore Loren Legarda announced the development on Friday, an addition to the 250 million euros granted to the Philippines last year for disaster risk reduction, preparedness, and response at the local level.

“We are grateful for your

continued support for the Philippines and other devel oping nations and we hope that France will be on the side of developing nations so that the issues of loss and damage, which is important to vulnerable nations, could also be defended or even discussed,” Legarda said in a news release.

“I’m glad that France does not stop in helping in giving technological, techni cal, and capacity-building, and even financial assistance in so far as biodiversity

conservation, sustainable development, and climate action,” she added.

Legarda previously stated the importance of the Paris Agreement, a legally bind ing international treaty on climate change adopted by 196 parties at the Confer ence of the Parties 21 in Paris on Dec. 12, 2015 and entered into force on Nov. 4, 2016.

MANILA – President Fer dinand Marcos on Friday signed an executive order (EO) allowing the voluntary wearing of face masks in indoor settings.

Under EO 7, the wearing of face masks in indoor and outdoor settings shall be vol untary except in healthcare facilities, medical transport, and public transportation by land, air, or sea.

Cebu Pac, AirAsia flights between Cebu-Laoag pushed

LAOAG CITY – As Ilocos Norte aggressively promotes its tourism industry, Gov. Matthew Joseph Manotoc on Friday bared plans to resume talks with budget airlines Cebu Pacific and Air Asia about opening direct flights between Cebu and Laoag.

Manotoc said both airline companies have expressed interest to introduced new

routes to and from Laoag but are just waiting for the right time.

“I believe that Cebu to Laoag [flights] and vice versa is a strong route because it connects Central and South ern Philippines to Ilocos region,” said Manotoc citing the low-cost airline Cebu Pacific as the most ideal considering that its hub is located in Cebu.

In 2011, both the Ilocos

Norte and Cebu govern ments signed a pact for sister-province ties as they bid to promote more oppor tunities in economic invest ment, tourism, agriculture as well as the passion for culture and heritage, among other things.

The first step to maximize the sisterhood agreement is to open direct flights from Cebu to Laoag and vice versa. Currently, travelers com

ing from Cebu have to fly either to Manila or Clark in Pampanga first before reaching Ilocos Norte.

C. Luzon bags most number of good governance awardees

CITY OF SAN FERNANDO, Pampanga – A total of 61 local government units (LGUs) in Central Luzon have made it to the list of this year’s passers for the prestigious Seal of Good Local Governance (SGLG) of the Department of the Interior and Local and Gov ernment (DILG).

Based on the list released by the DILG on Thursday, Central Luzon has the most number of awardees this year, followed by Region 1 with 54 awardees.

Out of the 61 SGLG awardees, four were pro vincial governments, six were city governments, and 51 were municipal govern ments.

“Kudos to all your hard work and let us all continue to uplift the quality of lo cal governance in Central Luzon,” DILG-3 Regional Director Anthony Nuyda said in a social media post on Friday.

Nuyda called on local chief executives in the re gion to continuously de liver the best services to the people.

Meanwhile, six LGUs in the region were already awarded the SGLG six times. These are the provincial gov ernment of Bulacan, Balanga City in Bataan, Mabalacat City in Pampanga, Plaridel in Bulacan, Floridablanca in

Pampanga, and Victoria in Tarlac.

“Being a Seal of Good Local Governance awardee is, in itself, a significant achievement and being a consistent passer is a rare feat that only six LGUS from our region has accomplished since 2015,” the DILG of ficial said.

On the other hand, the four provinces in the region that were awarded the SGLG were Bataan, Bulacan, Nueva Ecija and Tarlac.

The cities were Balanga in Bataan; San Fernando and Mabalacat in Pampanga; San Jose del Monte in Bulacan; San Jose in Nueva Ecija; and Tarlac City, in Tarlac.

The municipal govern ments in the region that were conferred with the prestigious award, mean while, were Baler, Dingalan, Maria Aurora, and San Luis in Aurora; Bagac, Dinalu pihan, Hermosa, Morong, Orani, Orion, Pilar, and Samal in Bataan; Balagtas, Baliuag, Guinguinto, Pla ridel, Pulilan, and Santa Maria in Bulacan;

For a while they resisted but “might was right,” so it came to pass that by virtue of conquest, it was another culture that pre vailed over the land. That gave way to the imposition of the colonizers’ economic system that provided titles to everything that could be owned or sold.

Today, that kind of eco nomic system has gone berserk in pursuing the growth-at-all cost strategy through oligarchical control under the regime of one percent, even sacrificing mother nature to the altar of greed and profit. All because individual owner ship gives one the absolute right of exploitation, even if devoid of any sense of morality as long as there is profit. This is res ipsa loquitor (the thing speaks for itself) considering the global state of the environ ment.

In fact, they believe that there are things which by their very nature should not be owned or be the subject of commerce because these are means to life and are there fore universal in nature. A good example is air. Just imagine one entrepreneur who is able to develop a technology that can capture all the air available, then, start selling it. Only those with money will survive, isn’t it?

Based on data from Statista, the average retail price of one liter of gas in the Philippines is now up by 36.9 percent in the first half of the year versus the same period in 2021, making it a huge challenge for the transportation sector which is one of the priority sectors for the development of the Marcos administration.

In his first State of the Nation Address, President Ferdinand R. Marcos said that one of his priority pro grams is developing the country’s transportation industry through a better railway system. There were also statements assuring improvements in the mass transport system -- one that is not only efficient but also eco-friendly.

For more than a decade now, the Philippine govern ment has been promoting the use of electric vehicles (EV) with the goal of cre ating a more sustainable

There is increasing inter est in EVs in the country, and the pandemic years were a testament to this when transportation and mobility were limited to keep the virus outbreak at bay.

As compared with con ventional vehicles, EVs are more eco-friendly as they do not emit carbon dioxide that is harmful to the envi ronment and are consider ably more economical. A report said that the energy consumption cost of using an EV or electric public utility jeepney (EV-PUJ) is roughly 39 percent as against a diesel-fueled conventional PUJ.

Many companies have also incorporated EVs into

their sustainability agenda. One of which is the Manila Electric Company (Meral co), the largest distribution utility in the Philippines.

Over the last two years, Meralco has launched its Green Mobility Program which aimed to electrify its entire vehicle fleet. As of this writing, Meralco has successfully converted the entire fleet of its Metro Manila Business Centers into EVs.

To support the program, Meralco installed five fast chargers in strategic loca tions across its franchise area and looking to more than double the number over the next three months. Four more charging stations will be put up at its Power Tech facility at the Meralco Compound which can cater to almost all major commer cially available protocols to date. It is also expected to feature a vehicle-to-home bidirectional charging sta tion that will allow custom ers to use their EVs to supply power to their appliances.

Technology-wise, new models continue to evolve.

NegOcc, 2 cities grand winners in national tourism awards

BACOLOD CITY – The province of Negros Oc cidental and its two cities received top recognition in this year’s Pearl Awards held during the 23rd National Convention of the Asso ciation of Tourism Officers of the Philippines (ATOP) at the Taal Vista Hotel in Tagaytay City on Thursday night.

In a statement, Sagay City

Councilor Arthur Christo pher Maranon underscored the northern Negros city’s efforts in giving importance to sustainable tourism de velopment.

“We launched commu nity-based eco-tourism enterprises to afford our community inclusive eco nomic opportunities,” he added.

The Pearl Awards, pre sented by the Department

of Tourism and ATOP, is the highest recognition program for the best tourism prac tices of local government units in the country.

Awarded grand champi ons were Negros Occidental for Best Tourism Promotion Publication; Sipalay City, for Best Tourism Month Celebration; and Sagay City, for the Sagay Marine Reserve First Eco-Tourism Loop Community-Based

PAL targets net zero carbon emission by 2050

MANILA -- Flag carrier Philippine Airlines (PAL) announced Friday it is eyeing to achieve net zero carbon emission by 2050.

The airline is investing in an all-out carbon reduc tion program as part of a multi-year commitment to combat climate change.

This initiative, PAL said, “comes at a crucial time for the international aviation industry, which is seeking to further lessen its environ

mental impact in response to the global scientific com munity’s clarion call against irreversible climate change.”

It added that this ini tiative will be holistic and comprehensive, covering both flight and ground op erations. The process began by shifting to renewable energy for the electricity supply of its major offices, and working on the potential use of sustainable aviation fuel to power its fleet.

PAL has tapped a Fili

pino scientist to help the firm achieve the net zero carbon emission goal.

Through the guidance of an expert, PAL aims to conduct comprehensive assessments of its overall greenhouse gas emissions and move toward full de carbonization.

“Being the country’s flag carrier, we recognize that our essential role in bridging our country and the rest of the world goes hand in hand with the need for climate action across international borders,” said PAL president Stanley Ng in a statement.

Energy firms told to deliver projects on time

MANILA – The Depart ment of Energy (DOE) on Friday urged companies to complete their generation and transmission projects on time to ensure adequate supply and delivery of power to consumers.

During the Virtual En ergy Investment Forum,

DOE Director Irma Ex conde said delays in the completion of liquefied natural gas (LNG) projects and transmission projects, as well as non-compliance with the agency’s policy on the maintenance schedule of power plants, remain a challenge to the country’s power supply.

These challenges are on top of the depleting reserves of the Malampaya gas field and the continued high fuel prices in the global market, especially coal, which has the largest share in power capacity and generation mix.

For instance, Exconde said, the Luzon grid may

experience 17 yellow alerts and three red alerts next year if the 1,200-megawatt (MW) Ilijan gas power plant would not resume its operation in time for the summer period.

A yellow alert is declared when reserves fall below ideal levels, while a red alert is when reserves breach

DA gives P1.2-M support to DavOr’s coffee industry

DAVAO CITY – The De partment of Agriculture’s Philippine Rural Develop ment Project (DA-PRDP) handed over PHP1.2 million in support funds to boost Davao Oriental province’s coffee industry.

In a statement Thursday, DA-PRDP said the amount will fund the “Coffee Ad vancement for Productivity and Industry Development in the Province of Davao Oriental” convergence proj ect under I-PLAN Subcom ponent 1.2.

“The I-PLAN subcom ponent 1.2 provides support for training, research, and coordination for different priority commodities,” the DA-PRDP said.

The fund was given dur ing Mati City’s Investment Conference 2022 (Mati Con2022) on Wednesday. The undertaking was an off-shoot of the recent Phil ippine Coffee Expo where enablers and industry part ners were linked with one another.

According to the Phil ippine Statistics Author ity, Davao Oriental ranked second in the Davao region as the highest coffee-pro ducing province in terms of volume.

“The convergence initia tive aims to support and cre ate market linkages for the province as well as create the branding of Davao Oriental

coffee that would associate it to the Mt. Hamiguitan ranges similar to how Mt. Apo has been associated with Davao del Sur’s coffee,” the DA-PRDP said.

The technical support that will be funded by DAPRDP in partnership with the Department of Trade and Industry (DTI) aims to harness the potential and collaboration among the coffee farmers, proces sors, and enablers in Davao Oriental through capacitybuilding activities.

“This will also generate more convergence support with other enablers for cof fee including the provincial local government, state, other government line agen

cies, Coffee Council, and private sectors,” the state ment said.

As a way forward, DAPRDP said it will draft a memorandum of agree ment with DTI, the Tech nical Education and Skills Development Authority, the Department of Sci ence and Technology, and the provincial government, among others, to formalize the partnership and col laboration.

The MatiCon 2022 is an event organized by DTI with Mati City focusing on investment priorities of the province such as poultry, fish port, bamboo, agribusiness, and tourism for participants. ( PNA )

NCIP seeks support of SoCot IPs on 11 IPRA ‘building blocks’

KORONADAL CITY – The National Commission on Indigenous Peoples (NCIP) in Central Mindanao reiter ated anew the agency’s calls for institutionalizing the 11 “building blocks” man dated under the Indigenous Peoples Right Act of 1997 (IPRA) to ensure that IP communities are resilient and responsive.

Commissioner for Central Mindanao, explained the importance of the 11 “dy namics” during the “7th Gu Sasleng Festival du dad Blaan and the commemora tion of the 25th Anniversary of the IPRA (RA 8371) in the municipality of Tampakan.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than ten (10) years and they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on January 25, 2010 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 25, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. STATE pension fund Gov ernment Service Insurance System (GSIS) maintained its International Organiza tion for Standardization (ISO) 9001:2015 certifica tion for its major processes for seven straight years fol lowing the audit by TÜV Rheinland Philippines Inc. (TUV-R) today.

A total of nine major GSIS processes were recer tified consisting of loans processing, membership administration, maturity claims, funeral benefit claims, motor vehicle claims, data center facilities man agement, marketing process for renewal of bidding ac counts for nonlife insur ance, renewal of Philippine Charity Sweepstakes Office surety bonds, and releasing of notice to claim trans fer certificate of title for non-problematic fully-paid housing accounts.

The SGLG 2022 requires LGUs to pass all 10 gov ernance areas -- financial administration; disaster preparedness; social protec tion and sensitivity; health compliance and responsive ness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environ mental management; tour ism, heritage development, culture and arts; and youth development.

LGUs that meet the mini mum criteria will not only be conferred with the Seal of Good Local Governance but will also be entitled to a package of incentives to finance their local de velopment initiatives and access to other programs and capacity development assistance from the DILG. ( PNA )

If, at all, we have to own these essentials, i.e., land, for est, water, etc. it must follow the moral tenet that the users should be the owners. Our lumads had “owned” the forest for hundreds, if not, thousands of years, and have used them sustainably with high reverence to nature. Our agricultural lands, when not owned by the communities, are subjected to tremendous amount of poisonous chemicals which have destroyed their natural fertility. Our water utility (COWD) has a production loss of about fifty per cent. When owned by the consumers themselves, such losses will be significantly reduced because the owner-consumers will not allow that to happen simply because they have the sense of ownership.

This is also true to elec tricity. The so-called electric cooperatives must reckon with the fact that the memberconsumers are really the own ers because of their monthly payment of two items: 1) amortization of loans and 2) reinvestment. These items when computed will reach tens of thousand of pesos per member-consumer, yet no patronage credits were issued to them.

It has become imperative for all of us to rectify social wrongs which are being inflicted upon the people. Following the principle of transparency and accountability, the people have the right to know. Why have we lost our ecological integrity which is now caus ing horrible environmental disasters? Who were those who have amassed so much from selling the bounty of the forests? Why are the oligarchs masquerading as Electric Co operatives when the ECs are cooperatives in name only as decided by the Supreme Court penned by Justice Mariano del Castillo in 2003?

All told, we have to question the dominant development paradigm that subject every thing, including those which are means to life, to the com merce of men or women and even to greed, moderate or otherwise, Just like the Indian Chief Seattle, we have to start asking questions, poetically or otherwise.

According to Meralco Chief Sustainability Officer Raymond Ravelo during the recently concluded 10th Philippine EV Summit, new models now are able to reach over 800 kilometers on a single charge -- roughly the distance between Pasay City and Banaue, Ifugao, and back, whereas EVs could barely run 100 kilometers on a full charge a decade ago.

In addition, Ravelo says that EVs have improved greatly, especially as lithium-ion bat tery pack prices are now down by already 90 percent from over $1,200 per kWh in 2010 to just around $130 last year. This has consequently driven down the price of an EV with a comparable range to almost a third of price points a decade ago.

Compared to neighboring countries such as Thailand and Singapore, the Philippines’ de velopment of the EV industry is still relatively slow. This is where government participa tion plays a very crucial role.

EV industry acceleration will happen given enough

government support through policies as well as the provi sion of subsidies or incentives. Manufacturers will be encour aged to ramp up production, thereby bringing down the prices and generating more jobs.

Just as the whole world goes in the same direction, EV adoption in the Philip pines is inevitable -- it is just a matter of when. Best that we adapt early on, and educate ourselves and others on the benefits of an electrified and green future.

A 100-page description of SIDC project published on the website of the Environmental Management Bureau of the Department of Environment and Natural Resources says the land portion of the bridge will fall on the coast of Costa Marina Beach Resort, which is adjacent to Paradise Island Park & Beach Resort in Baran gay Caliclic, Babak District of Samal Island and on some residential and industrial areas in Barangay Hizon in Davao City.

Paradise Reef, a 300-meter contiguous reef situated on the coast of the two resorts, is regarded as a “hidden treasure of Samal” that, conservation ists say, is an important gene bank of marine creatures.

Yuan Xiao Cong, deputy general manager of the stateowned China Road and Bridge Corporation (CRBC), told reporters that the construction of the project will be completed in five years.

The CRBC has been se lected as the contractor for the project.

Yuan said the contractor has been conducting a geotechni cal survey since September 1 while the actual civil works on the bridge are expected to start in February 2023.

Environment groups, in cluding the Rodriguez and Lucas families, operator of the two resorts, opposed the alignment of the bridge project, saying it will destroy Paradise Reef.

Santos urged the govern ment to consider other sites for the alignment of the DavaoSamal bridge.

She said 100-year-old corals would be destroyed if the cur rent alignment pushes through.

Environment groups would seek legal relief to bar the con struction of the bridge if the government pushes through with the current alignment, she said.

Atty. Romeo Cabarde Jr., of the Ateneo Public Legal Assistance, added they would exhaust all other possible rem edies before they would pro ceed with court action.

“As to the legal plan, we have it all in place. As we say, we always use the legal battle

as the last resort, so we are exhausting all possible rem edies we could. If push comes to shove, we will get our legal arsenal ready, so I think we are gearing towards that because we’re not getting any positive response,” he said.

He added that another strategy being explored is to convince the City Council of Davao to reconsider their resolution on the issuance of the “certificate of no objection.”

“At the time they released a resolution of no objection, the presentation of the project was still very broad because they are saying we are not objecting to the idea of having a bridge between Davao and Samal. But as to the specific location, they do not have a certificate of objection to that,” he added.

He said environment groups are likewise reaching out to the local council of the Island Garden City of Samal.

“If we win in this battle that we are preparing, then it is good for us and the en vironment. But if we lose, it’s totally a loss for the environ ment and it’s a loss for PBBM’s (President Bongbong Marcos) administration, because he kept on harping on climate change as his priority but what the project is doing is you are removing the carbon sink of the ocean, the forest of the ocean,” he said.
