The Muntinlupa City court has ordered the arrest of former Bureau of Corrections (Bucor) chief Gerald Bantag and his deputy, Ricardo Zulueta, in connection with the killing of inmate Jun Villamor, reports reaching MDN Digital said yesterday.

Inmate Jun Villamor was the alleged middleman who conspired with the mastermind in the planned murder of radio broadcaster Percy Lapid in October last year.

Villamor died inside the prison cell, the day that self-confessed gunman Joel Escorial was arrested and presented to the media.

PNP creates 2 new provincial offices in BARMM

MANILA – The Philippine National Police (PNP) on Thursday announced that it has activated two police provincial offices (PPOs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) following a plebiscite which allowed the creation of Maguindanao del Sur and Maguindanao del Norte.

PNP chief Gen. Rodolfo Azurin Jr. said the creation of the Maguindanao del Sur PPO and the Maguindanao del Norte was approved by the National Police Commission (Napolcom) based on the ratification of Republic Act 11550 through a plebiscite in September last year.

Prisons chief orders overhaul retraining for BuCor personnel

MANILA – Prisons chief Gregorio Catapang Jr. has ordered a major overhaul for personnel of the Bureau of Corrections (BuCor) to stamp out misdeeds in the agency’s Muntinlupa New Bilibid Prisons (NBP).

“You will undergo retraining .And you will be assigned with other prison and penal farms,” Capatang said in his address to more than 700 prison officers.

Catapang urged the employees to cooperate and said improvements are yet to be seen on the handling of the Maximum Prison Compound. He said he continues to receive information of misdemeanors and

5K government housing units to rise in Pampanga town

CITY OF SAN FERNANDO, Pampanga – At least 5,000 residents of Candaba town, this province, will benefit from a housing project under the “Pambansang Pabahay para sa Pilipino Program” (4PH).

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acuzar and Candaba Mayor Rene Maglanque signed Tuesday a memorandum of understanding (MOU) for the implementation of the project that will provide decent housing units to qualified beneficiaries.

Maglanque thanked the DHSUD for helping provide decent yet affordable shelters to his constituents.

“Matagumpay pong naisakatuparan ang paglagda ng memorandum of understanding [MOU] sa proyektong Pambansang Pabahay na ipinanukala ng

ating Pangulong Ferdinand R. Marcos Jr. (The signing of the memorandum of understanding for the Pambansang Pabahay project proposed by our President Ferdinand R. Marcos Jr. was successfully realized),” the mayor said in an interview on Wednesday.

Acuzar, meanwhile, commended the local government unit of Candaba for the initial housing plan as he assured his all-out support for the realization of the project.

On March 13, the Angeles City government headed by Mayor Carmelo Lazatin Jr. likewise signed an MOU with the DHSUD for the construction of 15,000 housing units.

Under the MOU, the city government of Angeles will provide the land for the project, while the DHSUD will be in charge of its implementation in collaboration with other key agencies.

MOUs have been signed with various local government units throughout the country since the 4PH program was launched in September last year.

The signing of MOU is the initial step in the 4PH program’s process of constructing and dispensing affordable, accessible, safe and resilient homes to targeted beneficiaries, especially the informal settler families and low-income earners.

The 4PH program envisions the construction of 6.15 million housing units nationwide over the next six years. (PNA)

246K bags of inbred rice seeds allotted for 3 C. Luzon provinces

CITY OF SAN FERNANDO, Pampanga – The Department of AgriculturePhilippine Rice Research Institute (DA-PhilRice) has allotted some 246,000 bags of certified inbred seeds for distribution to rice farmers in the provinces of Tarlac, Nueva Ecija and Zambales this wet planting season.

During the kickoff seed distribution ceremony held at the Diwa ng Tarlac Convention Center in Tarlac City on Thursday, some 300 farmers in the province initially received inbred rice seeds weighing 20 kilos each.

More than 78,000 sacks of certified inbred rice seeds are set to be distributed to rice farmers in Tarlac.

Among the seed varieties for distribution are the NSIC Rc 160 and NSIC Rc 534.

Meanwhile, more than 130,00 bags of inbred rice seeds are allocated for Nueva Ecija.

Reynaldo Dumawan, president of the Barangayan Siete Irrigators Association in the Science City of Muñoz, Nueva Ecija, thanked the government for the three

bags of RCEF certified seeds he received for his 1.2-hectare field.

"Unang beses pa lamang ako nakatanggap ng binhi mula sa RCEF at sabik na ako masubukan ang natanggap na libreng binhi mula sa gobyerno (This is my first time to receive rice seeds from RCEF and I am excited to try the free rice seeds I received from the government),” Dumawan said.

In Zambales, more than 38,000 bags of certified inbred rice seeds are set to be distributed to some 16,000 rice farmers.

Magiting Garcia, RCEF provincial coordinator in Zambales, said the seed varieties for distribution include NSIC Rc 222, Rc 480, Rc 160, Rc 218SR, Rc 436 and Rc 534.

A total of 233,354 bags of certified inbred seeds were distributed to rice farmers in Central Luzon during the 2023 dry crop season which benefited some 74,316 rice farmers in the region.

SCOPE OF WORKS

The GIZ seeks to engage a suitable construction company for the construction/fit out of its CPS Program office with an approximate floor area of 248 sqm.

The new workspaces shall consist of individual offices to open offices with & without partition walls (cubical offices). Part of the design are the conference/meeting room, with the appropriate technical equipment, reception and waiting area, storage/archive area, pantry.

The construction work is expected to be completed by end of October 2023.

APPLICATION PROCESS

The construction work shall be open for all eligible local construction companies domiciled or has a project office in Davao City and or in adjacent cities and provinces.

GIZ expects to receive the preliminary planning documents from the commissioned architect within the duration of this Call for EOIs - procedure. As soon as the planning documents become available, it will be provided to all interested contractors.

It has therefore become imperative to promote social justice. Before we can promote social justice, let us reflect for a while and know the horrible “faces” of social injustice in the life of the workers, famers, indigenous peoples, fisherfolk and the common “tao” in a country that declares in the Fundamental Law (Art. II, Sec.10) that, “The State shall promote social justice in all phases of national development.”

The workers are producers of the wealth of the nation, yet, they live in dire poverty. In fact, they are leaving in droves, as if jumping from a “sinking ship,” to find jobs in foreign lands, leaving their love ones behind at so much social cost.

Food comes from their farms but the dining tables of the farmers fall short of

it, tilling lands not their own and if they do, tied-up to costly seeds and technologies that adhere to conventional agriculture which is beyond their control. They sell their products under the mercy of “compradors,” following an oppressive marketing system that makes their farming non-viable. Aptly described as the “unsung heroes” and the “backbone” of the country, yet, they wallow inside the vicious cycle of poverty. What makes it more painful is that there are agricultural p rograms designed to somehow alleviate their economic difficulties to increase their productivity (i.e. financial assistance for farm inputs and post harvest facilities), yet, could not reach them as these are trapped in the pockets of those who cannot moderate their greed.

Based on a Study of the World Bank as reported by the Food Agriculture Organization of United Nations, “in the Philippines only .02 percent is the growth of the agriculture in the Gross Domestic Product in the last decade.” Poverty is indeed worse in the rural areas which is even aggravated by the Climate Crisis as the ecological people are the victims of ecological degradation. Christ’s initiative and our correspondence

Friday in the Octave of Easter has this gospel reading about Christ taking the initiative after his own resurrection to reveal himself to his disciples. (Jn 21,1-14) This kind of behavior is always a given in Christ. We should try our best to be quick to correspond to this reality and do it as best that we can also. Let’s remember that as St. John also said in his First Letter, we can manage to love because God loved us first. (cfr. 4,19)

We should not doubt this basic truth of our faith regarding Christ’s relationship with us. Much less should we ignore it. We need to enliven this truth of our faith and, in fact, make it a constant and driving element in our very consciousness.

That is why it is important that from time to time, we pause and consider this truth so that it would really sink into our consciousness, making it the original and ultimate shaping and directing principle of our thoughts, desires, words, and deeds.

Let’s always remember that God in Christ through the Holy Spirit will always love us, irrespective of how we are toward him. In fact, even when we stray from

viable anymore, 3 out of 4 farmers have already left farming, going to the urban centers to work as janitors, drivers, waiters and what have you.

How about our indigenous peoples? Well, they have become “squatters” in their own native land as the ancestral land which their forefathers had occupied for hundreds of years are now converted into massive plantations. These are the “blessed lands” of our indigenous peoples and these are the choicest of land. According to a Study of the Development Academy of the Philippines, some 63% of Mindanao is now under the control of Trans-National Corporations (TNCs) and our IPs find themselves farming marginalized and highly steep mountainous areas. “Gamay lang nga tulod, ang kabaw moligid na.”

AGAW LUPA. AGAW TUBIG. AGAW BUHAY. That is now the order of the day in the life of the Indigenous Peoples in Mindanao. The hundreds of thousands of hectares of the Ancestral Domain have been land grabbed by powerful corporations in cohort with power-that-be

the path proper to us, God’s concern and love for us increases. This truth has been vividly dramatized in those parables of the lost coin, the lost sheep, and the prodigal son.

We should learn how to react to this tremendous love God has for us. We have to learn how to repay love with love. And that means that we should try our best to identify ourselves as completely as possible with God’s will and ways. That’s how love works.

Because of God’s love for us, he makes himself man in Christ, even going to the extent making himself like sin without committing any sin, just to identify himself with us. He showers us with many good things and ultimately gives us mercy since we cannot avoid falling into sin one way or another.

If we have to repay God’s love with love, then we have to do our best to identify ourselves with him, by getting to know and to live his very own will and ways as revealed to us in full by Christ and made perpetual through the Holy Spirit.

That is why we have to come up with a plan of life that would effectively cap -

ture and put into action this truth about us in our relation with God. We need a time for prayer. We need to study the doctrine of our faith. We need to undertake ascetical struggle, given our weaknesses, limitations, and the enemies of God and our soul as well as the spiritual and supernatural goal that we have to pursue.

We need to become true contemplatives even while immersed in the things of this world. That means that our temporal affairs should be no hindrance in our abiding relationship with God. In fact, they should become the occasion and the means to keep us with God. Even the unavoidable negative things in our life should be a reason to go and to be with God.

That’s how our correspondence to God’s tremendous and abiding love for us should look like. This should be the normal way of life for us. We need to help each other to cultivate this kind of culture in our society and in the world in general!

DILG eyes P786-M to support 119 remote villages in E. Visayas

TACLOBAN CITY – The Department of the Interior and Local Government (DILG) 8 (Eastern Visayas) is eyeing PHP786.21 million in funds to implement the Support to Barangay Development Program (SBDP) in 119 villages under the 2023 allocation.

The funds will be used for the 165 projects in the provinces of Eastern Samar, Leyte, Northern Samar, and Samar. It is intended for the construction of farm-tomarket roads, health stations, rural electrification, school buildings, and water and sanitation system.

“The allocation this year is PHP6.6 million for each village. This is high -

er compared to the 2022 allocation of only PHP4 million,” DILG-8 Director Arnel Agabe said in a press briefing Wednesday.

Projects have been identified by residents during the retooled community support program, a convergence mechanism for local governments in the village to identify issues and needed government interventions.

Of the 119 villages, 34 are in Northern Samar, 15 in Eastern Samar, 65 in Samar, and five are in Leyte province.

These communities were previously influenced by the New People’s Army, according to Agabe.

The 119 villages belong to the third batch of areas

covered by SBDP.

The first batch, covering six villages in Northern Samar, was awarded a PHP120 million budget in 2021.

In 2022, the region’s 200 villages covered listed as SBDP recipients got PHP800 million.

Last year’s allotment financed 266 projects, of which 48 have been completed, 132 are ongoing, 76 are under procurement, and 10 are still preparing documents. The budget is up for spending until the end of 2023.

Cebu police taps ‘bystanders’ in combating crimes

CEBU CITY – The regional police here will make Cebu a pilot province on a new method of combating criminalities this time utilizing “bystanders” and “street people” in crime reporting and prevention.

Lt. Col. Mark Gifter Sucalit, deputy chief for operations of the Cebu Provincial Police Office, said the director, Col. Rommel Ochave,

has directed municipal and city station commanders to implement Active Bystandership for Effective Response and Intervention (ABERIN) Program of the Police Regional Office (PRO)-Central Visayas.

The program aims to maximize the presence of people hanging around the streets to report occurring crimes.

Bystanders, he explained, would have a huge participa-

tion in sustaining peace and order in every community, stressing that they are the

first to witness when crimes unfold and eventually report them to the authorities.

Once become well-organized, Sucalit said drivers of "habal-habal", tricycles and pedicabs, vendors and ordinary people who spend most of their time on the streets could be the best allies of the police in preventing crimes.

“In our daily grind, the police are not even the first to know if a crime happens. The bystanders and even strangers are,” Sucalit said in Cebuano.

Meanwhile, financial institutions in Cebu will also be placed in another anti-crime program that would equip personnel and security guards to detect criminals fast.

Globe deploys G-Climate solution to improve business resilience during disasters

platform Globe will deploy G-Climate, a digital service used to reduce the downtime of cell sites and ensure business continuity during times of disaster, especially typhoons.

Globe collaborated with Amazon Web Services (AWS) to develop G-Climate, a cloud native service, which uses predictive analytics on various data points such as weather information, weather patterns, and cell site outage data to identify potential outages specifically during the typhoon season.

G-Climate was developed to address the impact of severe weather disturbances, which roughly causes 10 to 20 percent of outages at Globe’s cell sites.

This innovation is in line with its commitment to the United Nations Sustainable Development Goals, particularly UN SDG No.

9, highlighting the roles of infrastructure and innovation as crucial drivers of economic growth and development.

“Since communications are vital during disasters, Globe is doing its best to minimize the impact of climate-related risks, particularly the downtime of cell sites in typhoon-prone areas. G-Climate is one of the ways to mitigate the effects of severe weather conditions beyond our con-

trol,” said Yoly Crisanto, Chief Sustainability and Corporate Communications Officer, Globe Group.

“It is great to see Globe create and use G-Climate App built using AWS Machine Learning services including Amazon SageMaker to drive faster operational decisions in critical situations and natural disasters like typhoons, floods, and earthquakes. More importantly, restoring communication facili -

ties as fast as possible after a disaster strikes allows our citizens to reconnect and stay connected with families, friends, and loved ones and have access to their finances, funds, and other critical support services,” said Stephen Thomas Misa, Country Head of AWS Philippines.

To predict which cell sites may experience an outage, G-Climate uses historical and current weather data and site information. This allows Globe to optimize the location of engineers, supplies and backup power to prevent or reduce customer downtime.

G-Climate aims to improve restoration time by 30 percent to benefit subscribers impacted by typhoons. Other potential benefits include a reduction in revenue loss, infrastructure damage and restoration costs, and time spent submitting insurance claims.

Globe engineers will use G-Climate instead of compiling multiple types of

information to get weather forecasts and daily updates. Engineers assigned to a particular area receive email notifications on outage predictions for the cell sites within their area, allowing them to take precautionary measures. G-Climate’s machine learning automatically analyzes multiple sources of information throughout the day including historic cell site information and updated weather information.

G-Climate will be integrated in the network operation’s ticketing system so that engineers are able to inspect a site prior to a typhoon’s landfall. Restoration efforts, however, may still be impacted by multiple fiber cuts, and road-clearing operations.

To ensure network resiliency and business continuity, Globe equips key sites with relevant access technologies and redundant transport facilities in the event of an area-wide outage, fortifies transport facilities,

and complements backup environment-friendly batteries with higher capacity generator sets to address prolonged commercial power outages. Globe also invested in rapid-deployment solutions for stop-gap approaches and quick fixes in areas that need immediate support in times of disasters. This includes Cell Site On Wheels (COW) and Tower on Wheels (TOW), which are retractable towers that can be deployed quickly to provide temporary coverage and capacity in areas affected by network outage. Other solutions include the Cellsite-on-a-Light Truck (COLT), Genset-ona-Truck (GOAT) mobile generators and Networkin-a-Box (NIB) portable cell sites, which can be set up in strategic locations to provide temporary coverage and capacity in these affected areas.

DOST selects Camiguin as pilot site for volcanic eruption plan

– This province has been chosen as a pilot site for the formulation of a contingency plan for a volcanic eruption by the Department of Science and Technology (DOST).

During the launching of the five-day workshop on Wednesday, DOST Sec. Renato Solidum Jr. said having a comprehensive plan is crucial because, unlike any other forms of disaster, volcanic eruptions have severe implications for health, economics, and public policies.

"We have to prepare for it; the first thing we should plan is to know hazard and risk; second monitor and forecast, then know when to warn and disseminate the information to the public about the hazards," Solidum said.

Solidum said the agency picked Camiguin as a model for a national contingency plan since the island province was formed by volcanic eruptions, and home to seven volcanoes, including Mt. Hibok-Hibok, which is still considered active.

Pag-IBIG Fund recognized top employers and developers in Mindanao as it held the first of its series of Stakeholder Accomplishment Reports (StAR) in Davao City on Thursday (13 April 2023).

The Pag-IBIG StAR follows the Pag-IBIG Fund Chairman’s Report held by the agency in Pasay City in March this year, and is conducted by the agency to apprise stakeholders in each of the country’s major regions of its accomplishments and recognize them for their support.

Pag-IBIG Fund awarded its top ten developers, top collection agencies and top government and private employers during the event.

“Pag-IBIG Fund achieved its best-performing year in 2022 as our net income, membership savings, loan releases, and payment collections reached record-highs. These were made possible mainly because of the unwavering support from our partner employers and developers. We conduct the Pag-IBIG StAR to recognize their efforts and to continue building on our good business relationship, so that we can all work together in heeding

The agency also reported several record high figures for the year, with home loans reaching P117.85 billion; total membership savings collected amounting to P79.90 billion and loan payments amounting to P127.42 billion. Pag-IBIG Fund also assisted the highest number of members with 105,212 securing new homes from its housing loan programs and

over 2.61 million aided through its short-term loans. The agency ended the year with total assets at its highest, amounting to P827.40 billion.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, meanwhile, noted that the agency continues its strong performance for the first two months of the year, posting year-on-year growths on membership savings collections, housing loan takeout and loan payments.

The four-day event is a training-workshop according to the module implemented by the Office of the Civil Defense. Among the topics to be discussed are Contingency Plan factors, Hazard plan, Health-related hazard due to Volcanic Activity, Establishment of Incident Command Management Team, and more.

Located along the Pacific ring of fire, the Philippines is highly susceptible to seismic and volcanic risks. The World Risk Index 2022 stated that the country is one of the most at risk and exposed to natural hazards and the adverse effects of climate change.

With the exposure to these hazards, resilience building is a priority concern. The community should be prepared for the possibility of disasters while preventing and mitigating such from happening. The Local Government Units across the country have gradually shifted their approach from reactive to proactive disaster risk management. In this initiative, GeoRiskPH has been utilized by LGUs, and even private entities.

Dr Macario Oclarit, President of Camiguin Polytechnic State College supported the event by allowing teachers to help in the updating of the Contingency Plan for volcanic eruption.

be and when the IP leaders would stand to resist, they are killed. In fact, in the last 5 years, some 63 IP leaders have been murdered including a lady Datu for fighting for the IP’s water rights. Fear is indeed being used as a means to control the mind and to abuse the rights of the Indigenous People. In all of those killings, no one has been arrested. Thus, the killings continue without let-up.

The “blessed lands” have ceased to be so because these lands, where plantations have loomed, reek with poisons, having been bombarded for several decades with multifarious toxic chemicals, 8 of which are already internationally banned (based on the examined samples of water, air and soil in Davao.) Certainly, these chemicals are carcinogenic, the reason why cancer has become a common disease of the Mindanawons.

As for our fisherfolk, they are the ones catching fish, yet their children are hungry as malnutrition is highest in the coastal communities. This is so because the grandeur of the Philippine bays is now fast disappearing as they undergo progressive state of impairment and with it, the marginalization of the coastal populace. Unlike before when fish would literally jump into their “banca,” fish now can hardly be caught.

Why? What are the fatal blows causing the death of the once mighty marine and fishery ecosystem? Well, the bays are treated as waste pits. First is industrial pollution. Chemical waste from industries and factories are dumped in the bays. Other silent killers are the internationally banned chemical fertilizers and insecticides which are heavily used in surrounding plantations.

These non-biodegradable, petroleum-based agricultural inputs are washed from the soil into rivers and into the sea, entering food chain and polluting the watersheds. I am very certain that these toxic chemicals are already in our water system, in the water that we drink or bath and water we use for cooking. Other countries have banned these chemicals, why are these being used by big plantations?

Are we Filipinos guinea pigs?

It is about time that we stop these plantations? For heavily using these toxic chemicals that have harmed the health of the people, some of these plantations are barred to operate in their own respective countries. That is the reason why they are operating (and expanding at that!) here in the Philippines particularly in

Mindanao. What a tragedy! Gumising na po tayo!

All told, the above-cited realities are some of the horrors of social injustices that have been rammed down the throats of our oppressed but struggling people. Apparently, the victims include the ecosystems that provide the life-support systems to our ecological people in defiance of the Constitutional Principle (Art.II, Sec. 16) that, “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

Unless we rectify such, there can be no genuine development. Only mal-development that sacrifices the people and the environment to the altar of greed and profit!

How can we rectify these social wrongs when these are hidden from us by the mainstream media which beholden to the financial support of the rich powerful. No way can the outpourings of lies and misinformation be stopped. There are those who were brave enough to fight for the truth but they were eliminated as some 187 journalists/broadcasters have been killed in the last five years for exposing the truth. Real estate sales revenue recorded a 40% year-on-year (YoY) growth to Php 15.439 billion in 2022 from Php 10.996 billion in the previous year. This was mainly driven by significant construction progress, as construction hit full swing across all CLI

CLI launched close to 5,000 units across 16 projects, worth Php 19.36 billion collectively, which was 74%sold by the end of 2022.
