Rotary District 3870 convene in Oro for PETS

CITY – Hundreds of leaders from different Rotary clubs in Mindanao successfully attended a training seminar dubbed as PETS – Presidents Elect Training Seminar.

No less than District Governor-elect (DGE) Gilda “Gigi” Go convened the training seminar purposely to prepare the new leadership of Rotary District 3870 for a bigger challenge in leading the district for Rotary Year 2023-2024.

The PETS held at Chali Beach Resort in Cugman, this city, on April 14, 2023, was attended by 37 presidents-elect from District 3870 and 18 assistant district governors also from the same Rotary District. It was also attended by one President-elect (PE) and one assistant governor (AG) from District 3860.

Also present during the training were district offi -

cers from 46 clubs, making the whole day activity a very exciting learning experience especially for new leaders of the prestigious international organization.

The sessions were designed to prepare incoming club presidents for their leadership role in Rotary.

Members of the District Learning Team with particular expertise in the specific content areas spoke at the sessions.

Marcos assures no rice shortage in coming months

MANILA – President Ferdinand R. Marcos Jr. on Thursday assured the public that there would be no rice shortage in the country in the coming months.

Marcos gave the assurance following his meeting with officials of the Department of Agriculture (DA) and National Food Authority (NFA) at Malacañan Palace.

He said the country’s rice supply situation is in “good shape”, as he noted that the government is implementing measures to control the price of rice.

“Hindi tayo magkukulang sa bigas. At tinitingnan natin lahat ng paraan upang ang presyo ay ma-control

natin at hindi naman masyadong tataas (We won’t have rice shortage. And we are looking at different ways

to control the price so that it wouldn’t increase that much),” Marcos said in a video interview.

Under the DA 2023 supply outlook, the country’s total supply is at 16.98 million metric tons (MMT),

PH, US Navy ships arrive in Palawan for 'Balikatan' drills

MANILA – The Naval Forces West (NFW) on Thursday night announced that Philippine and American ships participating in this

year’s “Balikatan” exercises have entered the “joint operational area” (JOA) of the Puerto Princesa, Palawanbased Western Command (Wescom).

These ships were identi-

fied as the Philippine Navy’s (PN) missile frigate BRP Jose Rizal (FF-150) and landing dock BRP Tarlac (LD-601), and the US Navy’s USS Makin Island (LHD-8).

“Said vessels will meet up

at the vicinity of Dumaran Island and perform communication exercises while en route for the amphibious raid over the beach of Barangay Samariñana, Brooke’s Point all in the province of Palawan on April 14, 2023,” NFW commander Commodore Alan Javier said in a statement.

He said the ships left Subic Bay, Zambales on Wednesday.

“Before departure, vessels presented their respective briefings and conducted tabletop exercises on April 11, 2023,” Javier added.

He also said the Wescom, through Joint Task Force West and NFW, would assume control of the vessels while performing the different serials in the command’s JOA.

He also noted that while the government would still have to consider importation, the volume of rice allowed to enter the country has dropped significantly.

Mahatma Gandhi had put it more succinctly when he said, “If man has to be saved from doom, development must be in harmony with nature and not at its expense.” A Lumad leader was even more precise when he said, “Only when you have cut the last tree, only when you have caught the last fish, only when you have dried the last river, only then will you realize that you cannot eat your money.” Let these statements now reverberate to awaken the Cebu Landmasters, Inc. and Xavier University to stop their plan on the commercialization of Xavier University that will put to extinction some 40 species of birds in Manresa as the mini-forest will be destroyed. The 14-ha. miniforest in Manresa will serve as the much needed “shield” against the onslaught of rampaging waters when another “Sendong” hits Cagayan de Oro City, thus, please CLI, don’t transform Manresa into high-rise buildings, i.e., malls and condominiums. As you go commercializing X.U. and sacrificing its cultural heritage, please know that the world economy is

remarkably unequal and remarkably threatening to earth itself. Indeed, the world economy following the business-as-usual growth-at-all-cost development paradigm is creating a gigantic environmental crisis. Commercializing XU apparently contributes to that crisis.

April 22 is Earth Day. We must pay homage to Gaia (Mother Earth) that sustains life yet, has been abused no end, its forests raped, its biodiversity massacred, its agricultural lands poisoned by toxic chemicals, its rivers drying-up, its sea polluted and its ozone layer depleted. We are now in the 23rd year of the 21st century but we are not so certain anymore if we can reach the 22nd as the earth warms, sea level rising and climate change has set the doomsday clock to just “one minute before midnight.” We must now contend with impending ecological disasters – earthquakes, tsunamis, super typhoons, drought and floods – which are becoming horrible and fatal. Indeed, there is no free meal in nature. After sacrificing Mother Earth to the altar of greed and profit because of the development

paradigm called Neo-Liberal Capitalism also known as Corporate Globalization which is anchored on the growth-at-all-cost development strategy, nature is now taking its vengeance.

The Philippines, according to the United Nations’ Risk Disaster Index is the 4th country in the world worst hit my Climate Change. Our accelerating drive towards ecological disasters is further aggravated by the destruction of ecological base that must feed, cloth and house the exponentially growing population. The 10,000 or so earth’s inhabitants had grown to 3.3 billion in 1900 after one hundred thousand years but that 3.3 billion has more than doubled to 7 billion today, after only 120 years. By 2050, there will be some 9.3 billion people

ChatGPT and Scientific Ethics

Scientific ethics in universities is a crucial issue nowadays. All university faculties must not break the ethics in research writing. In a common discussion, it deals with plagiarism. It can be due to being unconscious. They do not realize that they have plagiarized. For example, according to research by Bakhtiyari et al., (2014), there are some factors and one of them is accidental similarity. However, it is still considered plagiarism.

The accidental similarity is the similar sentences or words which we write but they might be still similar to another author’s ideas by chance. Or, Carver et al., (2011) called it unintentional plagiarism. Unfortunately, it remains to be considered plagiarism. So, it is really difficult to have our research writing free from plagiarism. Even though all the sentences are original expressions by ourselves, when being checked by a plagiarism machine, it remains to be plagiarism. This is the problem. We are dictated by the machine. Fortunately today, we have Artificial Intelligence (AI) that can help us to cope with the plagiarism issue. It is ChatGPT. This application is easy to get on the internet. We can download it for free. We can also get it with the

premium one, with charges. But, the benefit is really great. We can use it for making all the sentences we cite and paraphrase them. The result is original, genuine, and unique. It is much different from the cited ones.

The way how to use it is easy. First, we can cite any statement or argument by another author we get from any research in Google Scholar. Don’t forget to cite the reference by clicking the cite icon. Choose which type you prefer such as the style of APA, MLA, Chicago, Harvard, or Vancouver. Copy and paste it into the reference section. This is for the credit of the author we cite.

Then, we can write any statement appropriate for our research topic and theoretical framework. We can find some ideas or arguments that support the theoretical framework we use for our research. When we finish it, we can copy all and paste them on the column slot in Chat GPT. After this, we can ask the ChatGPT to rephrase the cited arguments we have done. Then wait for a few seconds, the result will be given by ChatGPT.

It is excellent because the paraphrased is much different from the cited argument expression we have originally

cited. We can use it for our own research theoretical framework but we have to still cite the names of the sources we cited. However, to make us understand the gist of what we have cited, we can ask ChatGPT again to synthesize. This result is really fantastic because it is the synthesis of what we have argued based on the references we cited.

Above all, there must be a global consensus on whether paraphrasing with the help of ChatGPT is legally and scientifically ethical. How about if one product of research is totally paraphrased, becoming totally new then it is claimed to be our own?

500 bikers join drive for peace, wellness in Legazpi City

– At least

500 participants from various government agencies, uniformed personnel, and cycling enthusiasts joined the first "Pedal para sa Kapayapaan at Kalusugan," led by the Police Regional Office (PRO) 5 (Bicol) here Saturday.

In his message, PRO-5 Director, Brig. Gen. Westrimundo Obinque, thanked the participants for promoting unity and cooperation toward peace and order in the community.

The fun cycling event

kicked off at Camp Gen. Ola in Legazpi City and proceeded to Daraga town, a 25-km. ride.

"This event brings together people from various government agencies, and other sectors, such as the students, and the youth, all of whom are stakeholders in our drive towards peace and order joining hands with the Philippine National Police in our campaign for a safer and more secure community," Obinque said.

He noted that PRO-5 wants to ensure the well-

being of the public and recognizes their collective effort.

"As we move forward, I would like to assure you that the PNP will remain steadfast in delivering the highest level of service to serve and protect the people of our community. We will continue to uphold our mandate of ensuring public safety, peace, and order, and we will do so with the utmost professionalism, integrity, and dedication," Obinque said.

The activity aims to

strengthen partnerships and promote solidarity with the community, public and private sectors, and stakeholders.

"This also intends to enhance environmental awareness and promote a culture of health and wellness among the people," he added.

Cash prizes and certificates were given to the youngest and oldest female and male riders, as well as the group with the biggest number of participants.

Motorists urged to ‘stop for children’

MANILA – The Department of Education (DepEd) and the Department of Health (DOH) on Sunday, together with a private group championing road safety, urged all Filipino motorists to share the road and stop for children.

In a news release, ImagineLaw urged drivers to observe traffic rules, drive under the speed limit, and abide by road safety policies to avoid road crashes that oftentimes lead to casualties involving children.

Globe promotes device circularity, paperless business cards Company launches take-back program for used service units

Globe is rolling out new initiatives to foster sustainable practices in the workplace. The company is standardizing its employee work tools to the latest MacBook Air lineup, and introducing the use of E-Business Cards (EBCs).

Strengthening Operational Resilience

In collaboration with HCX Technology Partners, Inc., a Globe portfolio company under the Asticom Group of Companies, and CompAsia, Globe is providing its 15,000 employees under the Globe Group the option to get MacBook Air service units as their chosen work tool to strengthen operational resiliency and promote circularity.

With regard to the company’s choice of service units, a key consideration was how Apple has taken sustainability into account in the design and production of its products.

“By investing in the best work tools for our people, we not only improve the ways of working within the Globe Group, we also empower everyone to

serve our customers better while actively participating in creating a sustainable future,” said Globe Group Chief Transformation and Operations Officer and Chief Customer Experience Officer Beck Eclipse.

In promoting circularity, the company partnered with CompAsia to initiate a “take-back”

scheme for old units, which will allow for three-year old service units to be remarketed, rather than disposed of.

By extending the life cycle of the devices, Globe is minimizing e-waste in support of its Net Zero commitments.

As of February 1, 27% of Globe employees have already

shifted to using MacBooks for day-to-day business tasks. The company expects this number to increase as more employees choose this as their main work tool.

Minimizing e-waste and giving devices a second life

In 2017, Globe launched an internal program that promoted employees’ freedom of choice when it comes to picking the best work tools that suited them. Today, the company has expanded this program to practicing circularity, engaging employees, communities and its supply chain.

• iOwnIT - Three years after the device has been issued to the employee, they have an option to own the device as a personal asset, while

they are issued a new service unit that will maintain if not maximize their productivity.

• Internal Laptop Loaner Program - Returned service units are taken in within Globe’s IT Bar, which repurposes laptops in good condition as loaned units to employees.

• Buy-Back and Trade-In Program via CompAsia -

Employees’ used service units may also be given to CompAsia, as part of the company’s initiative to buy back and redistribute them into the supply chain. Returned service units are also eligible for donation to partner beneficiary organizations, potentially providing them with access to digital worktools.

Reducing carbon emissions from purchased goods and services

In the same vein, Globe has also introduced the use of ebusiness cards to habituate the use of digital platforms and reduce carbon emissions associated with the production and delivery of traditional business cards.

Globe said the strategy for implementing the EBCs are highlighted in the product’s initials:

• Contact information may be shared easily without physical contact

• Details are stored in one

place and are quick to update

• Better for employees

• Cost-effective

• Worry-free from running out of physical copies and bringing a bulky set of cards

European diving event to boost tourism in S. Leyte

TACLOBAN CITY – The ongoing European dive event in Sogod Bay in Southern Leyte province would boost the recovery efforts of the tourism sector in the province following the onslaught of the three-year pandemic and a damaging typhoon in 2021, an official of the Department of Tourism (DOT) said Thursday.

DOT Eastern Visayas regional director Karina Rosa Tiopes said in a phone interview that she was pleased the activity pushed through after it was canceled earlier due to pandemic restrictions.

“This diving event participated in by professional divers and French celebrities is going to boost the promotions of the Sogod Bay Dive Sites, especially to the French dive market. This will also contribute to the tourism recovery program of Southern Leyte and Eastern Visayas after the slump caused by the pandemic lockdowns and

Super Typhoon Odette,” Tiopes said.

At least 34 European divers are in Southern Leyte province for a week-long dive event organized by the French-based underwater event group, the Objectif Atlantide.

The group chose Sogod Bay in Southern Leyte, known as one of the exceptional diving destinations in the country.

The event from April 10-17, 2023, is being joined by divers from France and Switzerland, inclined on observing marine life through treasure hunts, educational and fun events.

Majority of the group members are first-timers in the region and some are even in the Philippines, according to Tiopes. Among the participants are French actors Estelle Lefébure and Anthony Lambert.

“We acknowledge our dive resort owners in Southern Leyte for all that they have done to promote and

market the Sogod Bay Dive Sites, particularly to the foreign dive market, and for ensuring high-quality service and the Filipino brand of hospitality resulting to the excellent visitor experience and repeat visits,” she said.

The activity, according to Tiopes is a product of the joint participation of dive resort owners, Southern Leyte provincial government, and the DOT in dive travel fairs.

The Sogod Bay Dive Sites has been dubbed as the Rising Star of Philippine Dive Destinations. It is often described as an undiscovered divers’ paradise, that has something to suit every diver’s level of experience, preference, and expectations, according to DOT.

The 30 dive sites around Sogod Bay offer divers shore dives to world-class muck diving, pristine coral walls dives for macro photography diving and night dives.

Mayor, residents say no to mining in Negros town

Municipal and barangay officials and residents of Sta. Catalina, Negros Oriental urged the provincial government to stop the mining exploration in the town before this could become a full-scale operation that would endanger humans and the environment.

Sta. Catalina Mayor Peve Ligan said they are seeking the help of Governor Carlo Jorge Juan Reyes before the problem gets worse as tension is now brewing in Sitio Taruga, Barangay San Francisco, where the gold mining exploration has started.

“This situation is now brewing between those who favor or are opposed to the mining exploration, and in fact, a protest rally was held yesterday,” Ligan said.

Rigo Duterte donates solar streetlights to Brgy. 76-A Bucana

DAVAO CITY – First Congressional District Representative Paolo Z. Duterte’s son Rodrigo “Rigo” Duterte II donated on April 14, Friday afternoon, 10 solar streetlights with posts to Barangay 76-A Bucana of this city.

Rigo arrived at S.I.R. Phase 1 Covered Court around 2 p.m. to personally turn over the solar streetlights with posts to Barangay 76-A chief Rolando Trajera. The lawmaker’s son said the solar streetlights will be

mounted mainly on alleys.

“Para ni makahayag sa mga eskenita ug makatabang sa pagpugong sa mga krimen (The solar lights will be mounted on dark alleys to prevent untoward incidents and crimes),” Rigo said.

“Our barangay law enforcers are very active; they roam around every night. The crime rate in our barangay is also under control. Naa lang usahay man gud musalisi labi na sa mga ngitngit na dalan or eskenita. Para malikayan na,

mao nag-request ta ug light posts (But sometimes some want to take their chances, especially in a dark alley, thus, we requested for these solar lights to prevent any untoward crime),” Trajera said.

Trajera thanked the First Congressional District Office and Rigo for granting their request and said these streetlights would greatly help the barangay and the residents prevent untoward incidents and curb conceivable crimes.

Cotabato-Basilan RoRo operation OK'd

COTABATO CITY – Eco-

nomic activities between Maguindanao del Norte and Basilan are expected to increase after the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) transportation ministry approved its Roll On/Roll Off (RoRo) operation, officials said Monday.

Minister Paisalin Tago of the BARMM Ministry of

Transportation and Communication said the operation of MV Island Paradise RoRo vessel will start on April 25, which will be serving the Polloc Port in Parang, Maguindanao del Norte and Lamitan City Port in Basilan.

“The Polloc Port-Lamitan route will be daily,” Tago said in a statement.

He said the Bangsamoro Maritime Industry Authority (BMARINA) approved the

opening of RoRo operation between the Polloc and Lamitan ports during a board meeting over the weekend.

MV Island Paradise, owned by lawyer Pherham S. Saiddi of Saiddi Agri-Farm and Trading, Inc. (SAFTI), also received its Certificate of Public Convenience (CPC) for the route.

Lawyer Abubakar A. Katambak, BMARINA office-incharge, said the opening of

the RoRo operation would spur economic activities in the region.

NPA rebel killed in 15-minute Zambo Norte clash

ZAMBOANGA CITY – A New People’s Army (NPA) rebel was killed and assorted war materiel was recovered as government troops clashed with NPA rebels in Zamboanga del Norte on Saturday.

In a statement, the 97th Infantry Battalion (97IB), said the clash took place in Barangay Linabo, Polanco, Zamboanga del Norte at about 7:50 a.m.

Criminal actions are now filed on the basis of prima facie evidence and reasonable certainty of conviction, not anymore on mere probable cause. The new policy requires a higher degree of proof for filing of criminal cases in court, a departure from the current standard for

preliminary investigation which is a mere finding of probable cause. Under Department Circular No. 008 issued on February 10, 2023 and Department Circular No. 016 issued on February 24, 2023, the prosecutors must ensure the existence of prima facie case and reasonable certainty of conviction based on the available documents, witnesses, and real evidence. The policy of Justice Secretary Jesus Crispin C. Remulla is to file only quality cases in court — cases that will yield convictions.

What is PETS?

The President-elect Training Seminar (PETS) is a training program conducted by Rotary International to prepare incoming club presidents for their roles and responsibilities. PETS is typically held annually in each Rotary district and is mandatory for all incoming club presidents.

At PETS, incoming club presidents receive training on a variety of topics related to leadership, Rotary’s policies and procedures, and the organization’s strategic priorities. The training is designed to help incoming presidents develop the knowledge and skills they need to lead their clubs effectively and to work with other clubs and district leaders to advance Rotary’s goals.

PETS typically includes presentations, workshops, and group discussions, and it provides an opportunity for incoming presidents to meet and network with other Rotary leaders in their district. Andres C. Centino earlier said.

Participating forces will enhance their joint and combined capabilities in maritime security, amphibious operations, livefire exercise, urban operations, aviation operations, counter-terrorism, and humanitarian assistance and disaster response.

US, PH troops take part in logistics exercise in Aurora

Meanwhile, some 400 US troops and 200 service members of the AFP took part in the loading and offloading of cargoes during the combined joint logistics over the shore (CJLOTS) which kicked off last April 11 at the shores of Casiguran, Aurora.

The CJLOTS exercises demonstrated their capabilities of offloading/backloading US cargoes and amphibious bulk liquid transfer system (ABLTS).

The NFA is proposing the importation of 330,000 MT of rice to cover an expected deficit in the country’s buffer stock for the relief operations of various agencies in the event of calamities this year.

Agriculture officials said the proposed buffer stock of rice is equivalent to nine days of national consumption from July 2023 onwards and will ensure sufficient volume for calamity and relief requirements from July to December this year.

As of April 6, the Bureau of Plant Industry (BPI) has issued 989 Sanitary and Phytosanitary Import Clearance (SPSIC) applications for 3.170 MMT volume of rice applied out of the 3,024 SPSICs.

Of this volume, 790,449.12 MT of imported rice has arrived.

The tremendous increase in world’s population cannot be matched by food production. On the contrary, food production is decreasing because, according to well-known scientists, for every onedegree Celsius increase in the earth’s temperature, there will be a corresponding 10% decrease in yield of wheat, corn and rice.

One billion people on earth are hungry, mostly Asians. The impending occurrence of famine is now predicted as the Himalayan

glaciers are melting in addition to the daily melting of one thousand hectares of the 386-meter-high glaciers in the Arctic and the Antarctic. As an adverse consequence, it is feared that the Mekong Delta that irrigates millions of hectares of rice lands in India, China, Vietnam, Lao and Cambodia will dry-up and will instead be inundated by the rising salty water.

When this happens, some 30 million Filipinos will go hungry as we are importing 2.5 million metric tons of rice annually from these countries. The 106 million Filipinos need some 15 million metric tons of rice every year. We can only provide some 10 million metric tons, the balance of which we import. I believe it is time to make our country self-reliant on food. It is paradoxical that while we are feeding the world with all kinds of fruits and cash crops, we must import basic staples for our hungry people such as rice and milk. This is because it is the giant agribusiness corporations that own our agriculture, not the farming communities.

While we must be conscious of the state of the environment globally, it is imperative for us to be aware, more so, locally. The Philippines has long lost its ecological integrity. In fact, we are now facing ecological crisis that unless soon averted will lead to societal collapse. After losing the 17 million hectares of dipterocarp forest in just a century, there is no way in stopping the rampaging water that wreaks havoc whatever it finds in its path, be life, limb or properties. Even here in Cagayan de Oro, we have witnessed the destruction of our ecosystems with utter disregard for nature and the welfare of the future generations which has rendered the city very much vulnerable to ecological disasters. Remember what happened when Typhoon Sendong hit Cagayan de Oro on Dec. 17,2011. In just one night of flooding, some 3,000 died in cities of Cagayan de Oro and Iligan and some 11,000 families were rendered homeless. Those who died were the poor families living in the vulnerable areas while the rich and powerful loggers who were the culprits were well ensconced in their mansions. Yes, pobre lang po sila pero mga anak din po sila ng Diyos! Many of the pitiful victims were

children.

Satellite map had shown that from 37,000 hectares of forest cover 50 years ago in the uplands of Cagayan de Oro, we barely have a thousand hectares of remaining forest. From the sixties to the nineties, logging has continued without let-up, perpetuated by those whose insatiable greed had created a strong cabal of vested interest with connivance from the very people who are tasked to protect the environment. Such is the razon d’ etre, why we in Task Force Macajalar had to wage the people’s direct actions, staging human barricades to stop the 50 ten-wheeler logging trucks with armed escorts, passing the thorough fares of Cagayan de Oro from midnight till dawn. Each truck, according to reports, was paying checkpoint five thousand pesos and telling us then that we cannot stop them because 90% of the people in the office mandated to enforce environmental laws were under their payroll. Don’t you know that in one shipment of logs alone, a logger would earn some 360 million pesos, money that they also share to law enforcers? All logging activities were illegal then as these choicest of trees were cut in the prohibited zones being critical areas in terms of topography and slope. Indeed, we have lost Eden as the Philippines was so rich before in biodiversity. In one forest ecosystem alone such as Mt. Kitanglad, the number of flora and fauna found in that 5,000-hectare ecosystem is far greater compared to those found in one billion hectare- continent of North America. Our archipelago had been described before by the President of the UN-FAO, Dr. Kent Carpenter, as the center of the center of marine and fishery life on earth. Not anymore. Our vast seas became a dumping ground of toxic garbage from Korea, Australia and Canada. Of the 13 major bays in the country, 10 are already biologically dead. Of the 25 major rivers, 15 are already dried up. Our forests, our” invisible “water dam,” are now gone because our country has supplied the timber needs of the world in the last century because of the elitist and oligarchical control by the new breed of colonizers. Be that as it may, let us express our love to GAIA as we celebrate Her Day!
