Bangsamoro Darul Ifta sets moon sighting today

MARAWI CITY, Lanao del Sur (PIA)-- The Bangsamoro Darul Ifta is set to hold its crescent moon sighting activity in strategic points in Mindanao on April 20 to determine the end of Ramadan.

According to Abdulrauf Guialani, the sighting will be held in Parang and Datu Odin Sinsuat towns in Maguindanao; PC Hill and Timako Hills in Cotabato City; Iligan Bay area in Iligan City; Sunkist Seaside Pahut in Bongao, TawiTawi; Jolo port in Sulu; and Isabela in Basilan.

If the moon is sighted on April 20, Eid'l Fitr will be observed on the following day. If not, the breaking of the month-long fast will be

set for Saturday, April 22.

Eid'l Fitr, or the Feast of Ramadhan, is considered one of the festive occasions in Islam. It is celebrated on the first day of Shawwal, the tenth month in the Hijri calendar. Among the activities that are carried out in this festivity are attending the early morning Eid prayer, visiting relatives and friends, family gatherings, and giving of charity to allow the less fortunate to partake in the festivity as well.

Meanwhile, to promote religious unity and cultural awareness, President Ferdinand Marcos Jr. has declared Friday, April 21, a regular non-working holiday in the country in observance of Eid'l Fitr. (JND/PIA-10/Lanao del Sur).

Buildia completes structural works of TH Mall Puerto

THE construction of TH Mall Puerto in eastern Cagayan de Oro City entered a significant new phase Tuesday with the topping off ceremony, signaling the completion of its structural works.

Buildia is the main contractor of TH Mall Puerto construction headed by president Caraig and project manager Manuel Bugayong with F Baron Construction & Supply and First Pilipinas Power & Automation as its main suppliers.

The project, the first mall-type venture of local retail pioneer TH Cagayan, is also undertaken with the following auxiliary suppliers: principal designer and architect Ernel Bustamante, structural designer Engr. Alex Thomas III, FPPA,

Meredith ElectromechTech for the waste water treatment plant, Glazinum Glass Corporation for the glass works, LYL Dev’t. Corp. for the ready mix, Terms Concrete and Materials Testing Inc. for the soil testing/boring and MegaKonstruk Dev’t. Corp. for the piling.

In his speech, TH Cagayan president Jerry Yu said the pandemic was a blessing in disguise for the company as they could focus more on the project while the whole city was in quarantine in the early days of Covid-19. The company finally acquired the lot in barangay Puerto in Cagayan de Oro

City adjacent to Gaisano Puerto in 2017 after three long years of negotiation from the previous owner.

Things stalled until finally, construction kicked off in April 2022.

The topping off ceremony Tuesday also marked the company’s 300,000 man hours with zero accident,

considered an enormous feat under the labor standards in the country. A man-hour is the amount of work performed by the average worker in one hour.

In construction parlance, the number of man-hours is computed vis-à-vis the number of workers in a shift for the entire duration of

the construction phase.

Caraig and Yu praised the management team and the workers alike (who were all present during the topoff ceremony) for achieving the zero accident status for the past 11 months.

The Department of Labor and Employment (DOLE) considers zero accident in the workplace as a form of social accountability.

With this development, construction of TH Mall Puerto is expected to be finished this October. After the topping off ceremony, more auxiliary works such as utilities are now underway followed by both exterior and interior finishings.

TH Mall Puerto is a four-level structure with a department store, a rentable space and a basement parking for customers and workers alike. It will form part of TH Cagayan, a local pioneer in lower priced goods.

PH, Czechia Republic agree to bolster ties in trade, defense

MANILA – As the Philippines and Czechia Republic celebrate the 50th anniversary of bilateral relations this year, President Ferdinand R. Marcos Jr. said on Monday the two countries will further strengthen defense and economic ties.

AICS serves as a social safety net or a stop-gap mechanism meant to support the recovery of individuals and families from unexpected crises such as illness or death of a family member, natural and manmade disasters, and other crisis situations.

PH Air Force joins gas-oil platform takedown exercises in Palawan

MANILA – One of the Philippine Air Force’s Bell 412 combat utility helicopters served as aerial platform for the troops participating in the gas-oil platform takedown (GOPLAT) exercises off Matinloc in El Nido, Palawan.

PAF spokesperson Col. Ma. Consuelo Castillo said the exercise’s objective was to develop mutual defense capability and strengthen the country’s maritime security.

The helicopter was from the 205th Tactical Helicopter Wing and deployed to help in executing the socalled fast rope insertion and extraction system (FRIES) last April 16.

“FRIES” is a specialized mechanical system that enables rapid tactical insertion and extraction of personnel in areas where helicopter landings are not permissible.

“The demonstration involved the protection of a retired Matinloc platform, which served as a stand-in for the Malampaya platform. The Bell 412 helicopter facilitated the vertical insertion of the elite assault troops from the Naval Special Operations Unit (NAVSOU) through ‘FRIES’,” she added.

Participants in the GOPLAT exercises also include the Philippine Navy and witnessed by US military counterparts as observers. (PNA)

Albay steps up E-CLIP case management for former rebels

LEGAZPI CITY – The provincial government of Albay, through the Provincial Social Welfare and Development Office (PSWDO), has started to enhance its guidelines for managing former rebels (FRs) through the conduct of its first provincial Enhanced Comprehensive Local Integration Program (E-CLIP) orientation training on case management.

In an interview on Monday, PSWDO officer in charge Maria Vivien Andes Cea said that after the training, they expect the concerned offices to be able to better address the identified gaps, especially in implementing the program including the handling and monitoring of the returnees.

“Pagdating sa monitoring (When it comes to monitoring), we need the help of the different social welfare officers of the 15 towns and three cities in Albay where those FRs reside. With the training, it will be easier to see and monitor the services they need and what we can give, what improvements they want and we need to really know the actual situation of the FRs,” Cea said.

“The training and orientation conducted last April 13 to 14 also want to equip

social workers and partners with the competencies to meet the needs of insurgent returnees in their respective localities and enumerate possible efforts in promoting the end of local com -

munist armed conflict. It also wants to have more effective implementation of E-CLIP and to encourage more rebels to surrender,” Quising said.

To date, Cea said some 34 FRs in Albay have received E-CLIP from the government since Janu -

ary 2022 and an additional six were interviewed to be recommended to different agencies for livelihood interventions.

“Under this program, each former rebel receives PHP15,000 in immediate cash assistance and PHP50,000 in livelihood

assistance, as well as remuneration for every firearm they will bring along during their surrender,” she noted.

Cea thanked the social workers and their partner agencies for their commitment and effort in implementing the E-CLIP.

Court martial vs. 2 ranking PA officials starts this week

MANILA – The Philippine Army (PA) will start this week court martial proceedings against two ranking military officials and five enlisted personnel for their alleged involvement in the murder of model and businesswoman YvonetteChua Plaza in Davao City last December.

Army spokesperson Col. Xerxes Trinidad, in a statement, said the Army had finished the review of administrative liability of Brig. Gen. Jesus Durante III, former 1001st Infantry Brigade commander, his deputy commander Col. Michael Licyayo and five enlisted personnel. Administrative charges against them have been approved by Army commander Lt. Gen. Romeo Brawner Jr.

"(These were) subsequently referred to the GCM (General Court Martial). The GCM is chaired by the Court President, Maj. Gen. Jose Eriel Niembra, who is the current 10th Infantry

Division commander," he added.

The accused enlisted personnel were identified as Staff Sergeants Gilbert Plaza and Delfin Sialsa Jr.,

He was telling me how amazing the Filipino nurses in serving and caring for their patients as caring for the sick is not only done through medicine but through loving care.

But I was more amazed in recently meeting no less than the founder/CEO of the Bright Horizons Caregiver Training Hub and Technical School, Inc. Ms Gregoria C. She told me that as King Solomon had pronounced in Ecclesiastes, “wealth, fame, power are just all meaningless, utterly meaningless.” What is important is what have you done during your lifetime in serving the least of your brethren as reinforced by the biblical line, :”What would profit a man if he gains the whole world but suffers the loss of his soul.”

Well, such is indeed very amazing in a world that has been buried in so much materialism and consumerism, where there is so much veneration to the profit-motive that has already captured the mindset of all governments, all institutions, all universities and even of religious group. Here is an amazing person whose purpose in life is “to capacitate the Filipinos, to encourage personal growth, to develop competence, motivate confidence, increase job satisfaction and reduce stress in building dreams into reality.”

As envisioned by the founder of the caregiving herself, “I believe that perpetuating the cycle of aspiration, trust and empathy, our value will lead to meeting the needs of the people regardless of their educational qualification. Importantly, they showed respect and believed that positive attitudes led to their desire to improve living quality.” Indeed, Ms. Salon is correct in underscoring the importance of developing one’s potentials. This is clearly stated in a poem of Thomas Gray entitled, “An Elegy Written in a County Churchyard.”

Tacloban-Palo Diversion Road gets P400-M initial funding

TACLOBAN CITY - The national government has set aside at least PHP400 million to start the Tacloban-Palo Diversion Road designed to solve traffic jams and flooding near the boundary of this city and the nearby town.

Department of Public Works and Highways Eastern Visayas regional director Edgar Tabacon said Monday the allotment this year will finance the road construction and drainage project within a 345-meter section in three sites in Campetic and Pawing villages in Palo town and San Jose district here.

The entire 3.22-kilometer road stretch needs PHP3.5 billion, which is higher than

the PHP2.7 billion originally proposed fund because of needed realignments.

Tabacon told the Philippine News Agency that the agency is optimistic the project will be completed within five years.

Under its revised plan, the DPWH intends to build the four-lane road that will start from San Jose-Candahug Road in this city to Maharlika Highway in Campetic village in Palo, traversing the Pawing village.

The road is designed to not only decongest traffic along the Maharlika Highway but will also lessen flooding in the area.

ensure that there will be no encroachment and clogging of waterways,” Tabacon said.

Bigger drainage will mitigate flooding in the village of Candahug, Pawing, and Campetic in Palo town; and Caibaan, San Jose, Marasbaras, Manlurip, as well as V&G Subdivision and Imelda Village here.

These areas normally turn into swamps during rainy and typhoon seasons and would take weeks for floodwaters to subside.

The Tacloban-Palo Diversion Road which will also have bike lanes, sidewalks, service roads, solar streetlights, and road safety device components, is expected to convert the idle, flood-prone lands into prime commercial areas. (PNA)

Negros’ most wanted NPA rebel nabbed in Canlaon City

Military and police operatives arrested on Saturday morning a member of the Communist Party of the Philippines - New People’s

Army (CPP-NPA) tagged by the Philippine National Police as the most wanted NPA rebel in Negros. A media release from the Philippine Army’s 62nd Infantry Battalion (62IB) identified the suspect as

49-year-old Jerry Montefalcon (alias Ka Bulhot), married, and a member of the NPA’s Central Negros 1.

He was arrested by 62IB troops and Canlaon City police in Sitio Anatuling, Barangay Budlasan, Canlaon City under a search warrant.

Montefalcon is the subject of several warrants issued by the Regional Trial Court Branch 64 in Guihulngan City, Negros Oriental for murder and illegal possession of firearms, ammunition, and explosives, among others. No bail was recommended.

He was also involved in various harassments and liquidations of CAFGU Active Auxiliary and civilians

in Moises Padilla and La Castellana, both in Negros Occidental, and Guihulngan City and Canlaon City in Negros Oriental.

Lt. Col. William Pesase, 62IB commanding officer, told the Philippine News Agency (PNA) that the arrest of Montefalcon indicates the battalion’s relentless efforts to “hunt down the remaining NPA members who have killed innocent and unarmed civilians in central Negros.”

“We are reiterating our call for them to surrender now and live a normal life again with their families. Otherwise, they will either die in an encounter or languish in jail for the crimes they have committed,” Pesase said in an interview. (PNA)

Mindanao's 'most wanted NPA leader' booked in Davao

DAVAO CITY – Mindanao's most wanted New People’s Army (NPA) leader who abandoned his comrades in Davao de Oro province was presented to the media here Monday following his arrest in Malaysia earlier this month.

NPA rebel Eric Jun Casilao, the secretary of the Southern Mindanao Regional Committee (SMRC) and Central Committee member of the Communist Party of the Philippines (CPP), was apprehended at the Jeti Point International Clearance Gate in Langkawi, Malaysia, on April 1.

Authorities said Casilao was boarding a ferry bound for Koh Lipe, Thailand, when arrested.

In a press briefing at the Davao City Police Office (DCPO), Michael John Mangahis, officer-in-charge of the Criminal Investigation and Detection Group in Davao Region (CIDG-11), said Casilao was deported from Malaysia and arrived in the city around 2 p.m. on Monday.

“We are currently processing him. We conducted a medical check-up to make sure that he is in good condition,” he said of Casilao, who carries a PHP5.4 million bounty on his head.

Contributing factors to the consistent high satisfaction rating of the community on police community engagement in PNP Region 10

On May 23, 2022, the Philippine National Police (PNP) Region X and the University of Science and Technology of Southern Philippines (USTP) signed a Memorandum of Agreement (MOA) to formalize the university's role as the PNP's third-party surveyor for gauging public perception of public safety and security. The survey's findings will be applied to enhance regional efforts at public safety and crime prevention. The MOA was signed between the two parties under the direction of Police Brigadier General Benjamin C. Acorda, Jr., PNP X Regional Director, and Dr. Ambrosio B. Cultura II, President of the USTP System. A number of important USTP and PNP Region X representatives also took part in the agreement's signing.

Since then, there have been a total of four regionwide surveys conducted, involving more than 6,000 participants from the different provinces and cities of Region 10. From the results of the surveys, the community engagement of the PNP in Northern Mindanao consistently obtained a high satisfaction rating from the community, particularly in terms of trust, respect, and safety and security. These can be attributed to several factors, and the first that can be mentioned here is community-oriented policing. The PNP in Northern Mindanao has adopted a community-oriented policing (COP) approach that

focuses on building strong relationships between the police and the community.

COP is a proactive policing philosophy that emphasizes the importance of problemsolving, partnerships, and community empowerment.

The PNP's COP approach has helped to build trust and respect between the police and the community, as well as foster a sense of ownership and responsibility among community members.

Relative to this, on September 26, 2023, the Revitalized PNP Kasimbayanan Program was launched at Camp 1Lt Vicente G. Alagar, Lapasan, Cagayan de Oro City. It is a community-oriented policing strategy implemented by the PNP to enhance its delivery of services and

build stronger partnerships with communities in the Philippines. This program aims to strengthen the relationship between the police and the public by promoting transparency, accountability, and mutual trust.

Second is the collaborative partnerships. The PNP in Northern Mindanao has also established collaborative partnerships with various stakeholders, including local government units, non-governmental organizations, and other community groups. These partnerships have helped to facilitate communication and coordination between the police and the community, and have enabled the PNP to better understand and respond to the needs and concerns of the com -

munity.

Third is the improved training and professionalism: The PNP in Northern Mindanao has made significant efforts to improve the training and professionalism of its officers. This includes providing regular training and development programs for its officers, as well as implementing stricter recruitment and promotion processes. The improved training and professionalism of the PNP officers have helped to enhance the quality of service they provide to the community, which in turn has contributed to the community's high satisfaction rating.

Fourth is the effective crime prevention strategies: The PNP in Northern Mindanao has implemented

effective crime prevention strategies, such as community-based programs, intelligence-led policing, and the use of technology. These strategies have helped to reduce crime and improve safety and security in the community, which has contributed to the high satisfaction rating of the community.

Fifth is the community engagement programs: The PNP in Northern Mindanao has also implemented various community engagement programs, such as barangay (village) outreach programs, youth development programs, and community-based rehabilitation programs for drug surrenderers. These programs have helped to build stronger relationships between the police and

the community, and have enabled the PNP to better understand and respond to the needs of the community.

In summary, the consistent high satisfaction rating of the community on police community engagement in the Philippine National Police in Northern Mindanao over the years can be attributed to the PNP's adoption of a communityoriented policing approach, collaborative partnerships, improved training and professionalism of its officers, effective crime prevention strategies, and community engagement programs. These efforts have helped to build trust and respect between the police and the community, and have contributed to the community's sense of safety and security.

Incoming Rotary District 3870 Governor appoints PAG Faburada to chair District Finance Committee

To make sure district finances and expenses for Rotary Year 20232024 are properly accounted for and recorded, DGE Gilda “Gigi” Go has appointed Past Assistant Governor Lina “Boleen” Estrella Faburada to lead the finance committee team.

Go said: “Maintaining transparent financing and good stewardship makes sure that clubs remain in proper financial standing with RI and the district. This committee supervises district funds, manages district governor expenses, and prepares annual reports on the status of the district’s finances,” the incoming governor said yesterday.

The Committee, DGE Go said, “also identifies and mitigates possible risks to protect clubs and the district, and ensure that proper income and expense records are kept.

One of the members of the District Finance Committee is the DISTRICT AUDITOR.
