BUTUAN Cit y– The Spanish government through its international development cooperation agency, the Agencia Española de Cooperacion Internacional para el Desarollo (AECID), is once again renewing its development endeavors with the Philippine government through its new project called the Local Empowerment and Development towards Governance (LEaDGov), to be implemented by the Department of Social Welfare and Development (DSWD) in Caraga region this year.

In relation to advancing the community-driven development (CDD) processes of DSWD’s antipoverty project Kalahi-CIDSS (Kapit-Bisig Laban sa KahirapanComprehensive and Integrated Deliver y of Social Ser vices), LEadGov aims to strengthen the capacities of local government units (LGUs) in facilitating inclusive and participatory processes that capture and integrate the priority needs of poor communities into local government poverty reduction plans.

According to Kalahi-CIDSS deputy national project director, Camilo G. Gudmalin, LEaDGov picks up from where PODER (Poder y Prosperidad de la Comunidad) the project that AECID and DSWD previously partnered on.

INDANAO is getting additional financial assistance from the World Bank to finance the island’s various agriculture and infrastructure sectors on the heels of a senior official’s meetings with the Philippine government and the Moro Islamic Liberation Front (MILF).

THE total fishery production in Northern Mindanao reached 35,342 metric tons (MT) in the first quarter of 2013, up by 0.17 percent over that of previous year’s level of 35,282.65 MT. Data from the Bureau of Agricultural Statistics (BAS) in the region showed that commercial fishing which accounted for 25 percent of the total production went up by 5.2 percent reaching 8,864.80 MT while municipal fishing declined by 1.05 percent posting 9,575.55 MT of output this year.

Aquaculture, the region’s biggest source accounting for 48 percent of the total fishery production, also went down by almost two percent from 17,178.58 MT in the first quarter of 2012 to only 16,901.66 MT this year.

McDonald’s franchise-holder to build more stores THE master franchise holder of McDonald’s in the Philippines expects to grow in the highteens through next year, as it expands its store network to match rising trend of Filipinos dining out.

growth because of tighter competition.

“It will be tough with all the competition coming in.

There are a lot of players.

It affects us but we’re still okay. Our growth is normal,” Bachoco said.

GADC plans to open 50 stores this year to bring its network to over 400 by yearend. Bachoco said bulk of the new store openings will take place in the second semester.

GADC is a joint venture between Alliance Global Group Inc of billionaire Andrew Tan and George Yang.

Ayala Land says Jan-Jun unit launches less than half of full-year target AYALA Land Inc (ALI) said it sustained its growth momentum in the second quarter with sales expected to accelerate further in the latter part of the year.

Jaime Ysmael, ALI chief financial officer, told reporters that the real estate firm’s performance in the April to June period was consistent with its results in the first quarter of the year.

“Our numbers continue to be strong in the residential, malls and office. We expect the second quarter to continue to be a good quarter,” Ysmael

said.

The strong sales were registered amid a blast that rocked its Serendra development in Bonifacio Global City.

ALI’s net income rose 30 percent to P2.76 billion in the January to March period from P2.13 billion in the same period last year on the back of the robust performance of its property development business.

In the first half, ALI launched less than half of its planned 31,000 unit rollouts for the entire year because

of “timing” and “permitting process.”

“The big part of the launches are still scheduled in the second part of the year so we expect sales from those new launches to come in in the second half of the year,” Ysmael said.

The company is on the penultimate year of its 5-10-15 plan, launched in 2009 with the world economy still reeling from the effects of the global financial crisis. Under the fiveyear plan ending 2014, the real estate firm aims to have a net income of P10 billion and a return on equity of 15 percent.

Section 10 of the ordinance states: “There are hereby set aside organic agricultural zones that will be protected from encroachment and contamination of using chemical based farm inputs, mining, including genetic pollution from genetically-engineered crops

and invasive exotic species.”

Cabaya said many farmers are already practicing organic farming in the province but they don’t have access to the market.

Though Sangguniang Panlalawigan has yet to craft the Internal Rules and Regulation (IRR) of the ordinance, Cabaya said the provincial government is now exploring the linkages of the local farmers with foreign buyers particularly in Europe.

Among the groups are Bios Dynamis in Makilala and Tree Life. Bios Dyanmis is known for producing organically-grown rice while Tree Life is known for its coco sugar industry in Carmen.

Commercial fishing increased because more fishing trips were undertaken in the provinces of Lanao del Norte and Misamis Occidental, said Engr. Cecilio Clarete, chief economic development specialist of the Development Research Division of National Economic Development Authority (NEDA) in the region during the NEDA Media Forum on July 11.

He said more unloading of seasonal species like tamban and tunaoy in Misamis Occidental and increased volume of unloaded tamban and galunggong in Misamis Oriental also contributed to the increase.

UAE examines PHL’s readiness to export frozen poultry THE United Arab Emirates (UAE) has conducted an audit of the certification system being implemented by the Philippines to find out whether local producers are ready to supply halal-certified frozen chicken.

The National Meat Inspection Service (NMIS) said inspectors from the UAE Ministry of Environment and Water (MEW) audited the country’s certification system from July 1 to 4.

“The audit was done to determine whether we are capable of supplying the UAE of halal-certified frozen chicken,” said NMIS Executive Director Minda S. Manantan in a telephone interview.

The inspectors from UAE were briefed on the country’s system of Meat Inspection and Animal Health.

They also met the National Commission on Muslim Filipinos (NCMF) Secretary Mehol K. Sadain and the Islamic Dawah Council of the Philippines

(IDCP).

The UAE team, together with the Bureau of Animal Industry, NMIS, NCMF and IDCP, inspected San Miguel Corp.’s dressing plant in Tiaong and Lucena in Quezon province.

Manantan said the Philippine government has to wait for the result of the audit and accreditation before local producers can start exporting frozen chicken to the UAE. Currently, the Philippines exports only processed chicken to the Middle Eastern country.

The visit of the UAE team took place after it lifted a ban on importing poultry products from the Philippines last month.

In a report published in the Khaleej Times, UAE officials said the ban was lifted due to “positive reports” from the Office Internationale des Epizooties about export/PAGE 10

AFTER a lull that busied them to consolidate their group’s holdings in diverse interests, top honchos Manuel V. Pangilinan and Ramon S. Ang seem headed for another business rivalry.

Conglomerates San Miguel Corp. and Hong Kong-based First Pacific Co. Ltd. are expected to shortly vie for vast hectares of land to jump-start their foray into commercial farming. The two groups have been separately announcing their respective plans to go into large-scale plantations to take advantage of the state’s food security thrusts.

With their bitter corporate duels to snag control of Del Monte Pacific Ltd., Manila Electric Co., Philippine Airlines and Maynilad Water Services Inc., to name a few, past behind them, MVP and Ang are expected to begin another slugfest in the area of agriculture.

Ag r ic u lt u re is t he nex t logical corporate battlefield.

With roads, bridges, seaports and airports being lined up and built in and around urban centers, the countryside is getting more accessible to its intended market. With a little nudge from conglomerates, farming will inevitably be the next major source of economic growth.

MVP’s First Pacific Co. Ltd. is looking at a 30,000-hectare oil palm plantation and a processing plant in Davao Oriental province to serve the domestic and export markets. The group is well versed in commercial farming. First Pacific owns Indofood Agri Resources Ltd., the largest food concern in Indonesia, where Pangilinan is president.

Davao overtures: Indofood Agri, according to Pangilinan, recently sent a team to Davao Oriental to check potential oil palm farm areas in the province.

“We are interested in others, but only palm oil has been assessed… for both production and processing. They will build not only a plantation but a factory and products will be for domestic and exports,” Pangilinan told reporters covering the agriculture beat.

Getting started, however, may not be easy. Commercial farms require the leasing of huge tracts and contiguous land that will involve permits and the go-signal from government agencies and local government units. Security rivalry/PAGE 10

SEC warns of investment scam preying on Cebu teachers THE Securities and Exchange Commission (SEC) is warning the public against another potential scam targeting teachers in Cebu.

In a notice on its website, the SEC said it received reports that CBR Energy Asia Group Inc, which uses the name CBR Global Group Inc, is soliciting funds that supposedly would be invested in an offshore oil business and earn a monthly interest rate of 20 percent for distribution to investors every week.

After one year, the company promises to return 150 percent of the investment, on top of the 20-percent monthly interest, the regulator added.

While CBR Energy Asia is registered with SEC, the company is not licensed to engage in financial investment activities.

Its funds have so far supposedly come from teachers in Ayungon, Cebu.

“The public is advised to exercise due diligence when making any investment,” the SEC said.

In August 2012, the SEC issued a similar warning against Aman Futures Philippine Inc, a company operating in Pagadian City that promised a “double your money” investment scheme. Aman Futures had duped 15,000 people in a P12-billion pyramiding scam.

BSP shutters Quezon-based rural bank THE Ba ng ko Sent ra l ng Pilipinas, through its polic y ma k ing body t he Monetary Board, has ordered the shutdown of the Quezon Traders Ru ra l Ba n k of Candelaria in Candelaria, Q u e z on pr ov i nc e , t h e Philippine Deposit Insurance Corp. (PDIC) said Friday.

In a statement, the staterun deposit insurer said monetary authorities ordered placing the rural bank under receivership by virtue of MB Resolution No. 1122 dated July 11.

The Board shutters banks if they have insufficient liquid assets to meet liabilities or cannot continue doing business without involving

losses to depositors or creditors.

The closed bank’s assets— including 582 bank accounts with deposits amounting to P46.56 million—will be managed by the PDIC. “Upon takeover, all bank records shall be gathered, verif ied and validated...

All valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000,” the statement read.

Depositors with balances of up to P15,000 and with no outstanding obligations do not need to file deposit insurance claims.

HSBC hikes PHL growth forecast GLOBAL banking giant HSBC has raised its economic forecast for the Philippines this year on improved government spending and robust private consumption, even as it cut growth projection for the whole of Asia except Japan.

In its Asian Economics Quarterly report titled “Asia’s bitter medicine,” HSBC said it now expects Philippine gross domestic product (GDP) to grow by 6.4 percent in 2013,

faster than its 5.9 percent projection earlier this year.

The British bank’s revised forecast now falls within the government’s 6 to 7 percent growth goal, but is slower than

the 7.8 percent recorded in the first quarter and the revised 6.8 percent GDP recorded in 2012.

“In contrast to slowing growth elsewhere, timely policy actions, coupled with rising income and population, boosted [Philippine] growth in 2012 and 1Q 2013 (first quarter 2013),” read the report.

But first, you and I must choose work that we enjoy and are good at.

And that’s not always easy. In fact, sometimes it takes a lot of courage to change jobs!

Especially for those of us who were taught we should choose work that’s secure and pays well even if you hate it!

After all, it’s only a job, right?

The problem is you spend so much of your life at work, so if you hate your job you’re going to hate much of your life!

Most successful people have had to face this same fear of changing jobs.

They just did it anyway. So ask yourself: “Do I want to spend the rest of my life at a job I’m not that good at? Or a job I don’t enjoy?”

If you don’t, do you have the courage to change jobs so you can start doing something you are good at and enjoy?

Think…if you improve your skill and go all the way in training for that new job or career, could you become successful?

Of course, if you have a family to take care of and provide for, then you must be very careful and responsible before you make this kind of big change.

A salute to the Philippines’ living heroes

hen you hear the word “soldier,” what is the first thing that comes into your mind? Is it the value of courage or honor? Is it the image of a man or woman in uniform, looking very prim and proper? Do you think of violence or peace?

One thing that most people will probably associate to soldiers is heroism. After all, these are the people who have sworn to dedicate their lives to serve God, country, and fellowmen.

When there is war, they are in the frontline to protect the sovereignty. When there is a disaster, they are tasked to rescue those affected. As soon as the calm has come after the storm, they are expected to help rebuild communities.

The truth is that there really is more to being a soldier than just being able to use a gun or take a bullet. They serve the nation in many different ways, making them true modern-day heroes.

Recently, ten officers of the Armed Forces of the Philippines (AFP) were honored by the Metrobank Foundation and the Rotary Club of Makati Metro for their contributions to society. Dubbed as this year’s Ten Outstanding Philippine Soldiers (TOPS), they are the living proof that heroism still exists in modern times.

This year’s honorees, selected by distinguished men and women from the public and private sectors, are all decorated military men who each have rendered more than a decade of exemplary service.

While some have repeatedly risk their lives in order to capture rebels, law offenders, and terrorists, or save lives, some have used their brilliance to improve the ways and systems in the military.

There is Col. Brawner, who led operations against insurgency in Eastern Visayas and CARAGA, Chief Sgt. Mendoza, whose team ensured peace during the East Timor’s first national elections, Tech. Sgt. Baladjay, whose sharp-shooting impaled the Abu Sayaff in ARMM, Tech.

The world we love-hate

N biblical literature, the world can elicit two opposing reactions. One is hating it or at least be cautious of it, as in, “What shall it profit a man, if he gains the whole world, and suffer the loss of his soul?” (Mk 8,36) Church Fathers have enlarged that line as typified by some words of St. Ignatius of Antioch: “No earthly pleasures, no kingdoms of this world can benefit me in any way. I prefer death in Christ Jesus to power over the farthest limits of the earth. He who died in place of us is the one object of my quest. He who rose for our sakes is my one desire. Do not talk about Jesus Christ as long as you love this world.”

The other reaction is loving it, because God himself loves it, as in, “For God so loved the world, as to give his only begotten Son; that whosoever believes in him, may not perish, but may have life everlasting.” (Jn 3,16) I am sure that after stirring our mind a bit, we can see that both reactions can be made compatible if we consider the contexts in which they are mentioned. We have to hate the world insofar as it has absorbed our own sinfulness and has become a source of temptation and sin itself.

But we also have to love it because in the first place it is also a creation of God like ourselves, and therefore is good, at least in its original state until we have corrupted it. The world is also where God has placed us to work out our free choice of whether we want to be God’s image and likeness and children as he wants us to be, or not.

It’s important that we don’t get confused and lost in this very nuanced attitude we ought to have toward the world. We have to outgrow the simplistic all-or-nothing mindset that

We need to love the world the way God loves it. We just have to learn to purif y it because of the anomalies it has acquired due to our sins.

But we need to understand that the world has an inherent objective relation to God and to us that we need to discover, appreciate and enhance.

This is still a point hardly known and understood by many of us. The common attitude is that one is simply on his own as to what to make out of the world. While it’s true that we can discover some natural laws governing the world, we fail to see how these laws come from God and are supposed to be oriented toward God. And so we feel quite free, in a licentious way, to do with it in any way that suits our purposes, but hardly connecting it with God’s plans and providence. This is the mentality that is quite embedded in us but which we have to reform drastically, since it does not conform to how we in our relation with the world should be. Chiz wants building and repair of Madrasahs Senator Chiz Escudero said Muslim public schools or madrasahs in the country should have better structures that conform to the basic infrastructural standards.

Escudero, who spoke at the First Assembly of Imam Leaders of the Autonomous Region of Muslim Mindanao in Cagayan de Oro City, said he will allocate in his Priority Development Assistance Fund for the construction and repair of madrasahs.

“We also want to legislate a law that will push for the construction and repair of madrasah or schools wherein the funds will be given to the local government units.”

Escudero said in his various visits to madrasahs, he has yet to see a decent structure of a classroom as most of these were just built with hollow blocks as walls and dirt floor.

“It should not be the case that only schools and school buildings owned by the government and the Department of Education get the funds and repairs. How can we teach and learn, provide a good education, when our madrasahs do not have an environment conducive for learning?” Escudero stressed.

The Quintessential Kagay-anon Carenderia

Every city worth its salt prides itself with a place where one can have a heavenly meal for an earthly price.

These are most often carenderias (or carinderia, if you must), small hole-in-the-wall food stalls selling simple meals for the man-on-the-street.

Z.C. Eatery along Pabayo Street is Cagayan de Oro’s garbo (pride) for such a place. Set up by the late Zita “Z.C.” Cosare-Vequilla at the ground floor of her mother Victoria Mabalos’ residence in 1988, it’s a simple, no-frills carenderia you can hardly tell apart from the row of sari-sari stores and a tailoring shop which keeps it company in relative anonymity.

“I stared by just selling viands for my neighbors, but soon my customers began asking me to put up a table where they could eat the foods fresh and hot, so I put up a table with some benches and soon we already occupied the entire ground floor of my mother’s house,” Manang Zita told the author in a 2007 interview.

It’s a place the high and mighty have no qualms coming to for a first hand culinary nirvana of Manang Zita’s simple fare. “One time, then Misamis Oriental Gov. Oscar Moreno (now Cagayan de Oro City Mayor) brought along Bukidnon Rep. Migz Zubiri and Lanao del Sur Rep. Benasing Macarambon,” recalled the owner-cook with a smile.

“We’ve also had other celebrities come here like PBA commentator Ed Picson, pro basketball stars Nelson Asaytono and Gilbert Demape, the late comedian Yoyoy Villame and his colleague Max Surban, and ABS-CBN reporter Paul Henson, to name a few.”

Manang Zita’s menu is as simple as it is savory: paksiw (or inun-on in Bisaya) na isda (with no more than 18 pieces of fish a day cooked), two vegetable dishes (rotated daily, today it’s kamote salad and ginataang nangka), humba, kinilaw, sinugba, nilagang baka and tinolang lauya are available daily from Monday to Saturday. An additional special dish (spicy chicken curry for today) reinforces the standard menu, but that’s it.

The household is up early around two o’clock dawn to be able to catch the choice vegetables which are delivered to the Cogon public market around this time. Cooking starts around three a.m. and sukis (patrons) are already inside having early morning sup of scalding hot tinola.

“We have many who have had one drink too

many and believe our hot tinola can make them sober,” Manang Zita said.

“Even if our store is still closed, they know they can come in for a bowl of hot tinola if they knock.”

Business picks up around ten o’clock when people from all economic strata start coming in droves, many of them taking home their favorite dishes in cellophane bags that’s the staple of carenderias all over the country. But an almost equal number make themselves at home in one of the eatery’s nine formica topped tables and wooden benches.

“I often take out tinola la-uya with fish heads when I’m in a hurry,” said businessman Joe Epon as he greets Manang Zita on his way out. “But nothing beats sipping it hot, straight from the pot, it’s almost like taking a meal at home.”

DXIF Bombo Radyo personality Michael “M.I.B.” Bustamante, who frequents the place along with his media colleagues, concurs. “My favorite is the tinola lau-ya with fish heads and ‘halang-halang manok’ (spicy chicken) which are really delicious because its ‘inato gyud‘ (a Bisayan expression which roughly translates to ‘our very own’ or home cooking),” Mr. Bustamante said enthusiasm.

Z.C. Eatery’s allure is so enduring it even evokes vivid memories from Kagay-anons who’ve long been living abroad like journalist Ben Emata.

“Yeah, I remember that small carinderia.

When I picked up my kids from school on my dilapidated motorcycle, I passed by the place because I found the food fresh, warm and clean and the taste terrific. My family had a feast everyday with the foods from that place. The owner was there all the time smiling and very accommodating. I wish I could visit the place and eat once more the sampayna, lauyang baka and adobo.”

Manang Zita passed away in Davao City August 15, 2009 at the age of 64. Her sisters Teofila and Isidra have opened competing stores along Pabayo street which continue the culinary legacy of Z.C. Eatery.

leasing real estate or those looking for middle management personnel for their companies.

Cortez said the online facility will be embedded in the official site of the Davao City Government www.davaocity.gov.ph. He said they are planning to launch it within three months.

Another program in coordination with the Department of Trade and Industry (DTI) and the Board of Investments (BOI) is the visit CEO activity.

In the project the DCIPC will visit chief executive officers (CEOs) of local companies and ask them of their needs and would render assistance to their concerns.

It built on the success of Kalahi-CIDSS. “ L E a d G o v, a s p e r t h e institutionalization framework of Kalahi-CIDSS, shall now gear our partner LGUs who have graduated from Kalahi-CIDSS in ensuring the sustainability of the CDD principles in the local development processes in the community,” Gudmalin added.

The new project shall ad dres s s pe c ific nee d s of LGU staff and representatives in terms of policy development, structural adjustments, systems enhancement, and resource allocation.

Regional social welfare chief, Minda B. Brigoli said that LEaDGov will “consequently c omplement the c apabilit y building and implementation support component of the local poverty reduction action plans (LPRAPs) of LGUs implementing the Bottom-up Budgeting (BuB) program of the government.”

The project will be implemented in Jabonga, Agusan del Norte and Tagbina, Surigao del Sur. Eac h will receive a grant of PhP 500,000.00 LEaDGov will be launched in Butuan City on July 19 and will run from July 2013 to March 2014. (PIA)

The rice-duck farming system was developed by Dr. Takao Furuno in Japan where rice and ducks are grown together in the rice fields.

It is adopted in Bayog—a municipality touted as a major rice granary—through the offices of the governor and provincial agriculturist.

A study made by the Department of Agriculture (DA) showed that growing rice and ducks together in rice fields resulted in higher rice production. Aside from an improved yield, the system also proved to be environment-friendly and low-maintenance.

Farmers can also benefit as the ducks start laying eggs.

Duck eggs are sold in the market at P7 each. These are purchased by balut producers in the province and are sold at P15 to P18 each.

Balut is a boiled duck egg that is sold as a local delicacy across the country while its production is considered a g row i ng i ndu s t r y i n Zamboanga del Sur. Leasing the land and converting it into commercial farms, as in the case of First Pacific, will remain a difficult task. San Miguel and Kuok unveiled their plan in 2008 and not much since then has been done.

The Environment Department, Armed Forces of the Philippines, National Commission on Indigenous Peoples and National Power Cor p. a re a l l tasked to identify the large tracts of land suitable for commercial farming.

T he gover n ment , so far, has initially identified nearly 19,000 hectares of logged-over areas in Davao del Norte as potential site for the proposed $1-billion farm project of San Miguel and the Kuok Group. San Miguel and the Kuok have committed to provide financial and technical expertise in the development and cultivation of government land and guarantee to buy all food products.

San Miguel and Kuok are leaning toward an oil pa lm pla ntat ion, which will compete directly with First Pacific’s Indofood. The Kuok Goup owns Wilmar International, the world’s largest listed palm oil trader.

HSBC’s raising of its Philippine GDP forecast comes even as it slashed its projection for Asia excluding Japan.

C i t i n g t h e r e g i o n’s “rising debt and fa lling productivity,” HSBC said growth, therefore, “might languish, but it shouldn’t collapse.”

HSBC cut its 2013 forecast for Asia excluding Japan to 6.1 percent from 7.2 percent.

China’s growth is now seen at 7.4 percent, down from an 8.6 percent projection previously.

“China’s engine might take a couple of years to service before revving up again,” the British bank said.

HSBC, meanwhile, sees “ASEAN (Association of Southeast Asian Nations)... to deliver robust, even if slightly less stellar growth” as the region’s economies “rely less on demand from China.”

“While not being strong enough to knock out Asia altogether, the recent turmoil ne ver t heless ra ises t he pressure on local officials to face up and administer some bitter medicine,” the report read.

“As t he recent yea rs have shown, reforms rarely materialize when life’s easy.

As challenges grow, it’s a lot more likely that those things get done that are needed to set Asia on a path to lasting prosperity,” it noted.

Manalo also said Mindanao is the country’s second largest land-locked area that accounts for 34 percent of the Philippines’ total land area. It is on top of the list of investment opportunities given incentives by the Board of Investments (BOI). “ Tropic a l f r u its l i ke coconut, ma ngosteen, banana, pineapple and papaya are global favorites. Since 2006, the Philippines ranked number three among all the biggest coconut producing countries,” Manalo said.

He noted eight of the top 10 provinces producing coconut are in Mindanao and the Philippines ranks number one in the global share copra production.

“Coco coir and peat are traditional export favorites.

Today, beyond traditional coconut exports, value added products like desiccated coconut, virgin coconut oil, and now coconut water,” Manalo said.

Positive assurances on coconut as enabler dietary and nutritional health has g iven rise to consu mer demand for coconut based food ingredients. Coconut derivatives have now been sought af ter ingredients even in high-end cosmetics.

Coconut milk and coconut water are now beverages of choice by the young, mobile, trendy and health-conscious men and women all over the world.

Moreover, he noted the coconut industry is a huge investment opportunity but there are other industries to

consider like carrageenan, which is compound extracted from a variety of seaweeds only commonly found or farmable in the clear waters of Sout hern Mi nda nao, Indonesia and Malaysia.

“Carageenan has many uses and its main application is on food products where it is used primarily for its gellying and thickening properties.

Seaweed production is an integral part of the Mindanao industry cluster,” Manalo said.

In 2001, the Philippines ra n ked a s nu mber one producer of carrageenan and accounted for 40.7 percent of total world production capacity. The country is the world’s largest exporter of processed c a r rageena n, which is a US$ 5 billion global market.

Manalo said DTI will continue to develop industry clusters and harness potentials of local produce.

In 2013, it plans to launch 800 Shared Service Facilities (SSF) to enable farmers sell products at prices above commodity prices locally or for export consumption.

“Though the SSF, farmers will have the capability to convert raw farm produce to value-added marketable products through capital e q u i p m e nt o r p r o c e s s interventions. These (SSF) are commonly shared by the community and monitored by a local DTI officer,” Manalo added.

He also urged businesses to take advantage of DTI programs for trade and investment promotion in the countryside such as the Regional Interactive Platform for Philippine Exporters (RIPPLES), which provides knowledge assistance from business start-up to top level engagement; and Doing Busi ness i n Free Trade Area (DBFTA), which crates awareness of the benefits of Free Trade Agreements.

In addition, the Japanese Chamber of Commerce and Industry of the Philippines, I nc . P re sident Ta k a sh i Ish iga m i presented t he big potential for palm oil industries in Mindanao.

Ishigami said that there is big potential for the palm oil industry in Mindanao considering t he world ’s current palm oil production and increasing population.

I n h i s pre s ent at ion, Ishigami noted that Indonesia and Ma laysia have been major players of palm oil production. In 2012, Indonesia and Malaysia produced 28.5 and 19 million

metric tons of palm oil, respectively. The Philippines has only been producing only 0.1 million metric tons of palm oil per year from 1995 to 2012.

In October last year, the government and MILF signed a framework agreement that will create the Bangsamoro entity in Mindanao, aimed at achieving lasting peace in the region. “ We a r e w i l l i n g t o provide additional support if the national government, loc a l gover n ment s a nd communities will seek that support,” Van Trotsenburg told reporters.

He said the World Bank is looking to finance agriculture and infrastructure projects i n t he reg ion, as t hese will generate jobs, make education and health care services accessible, as well as help alleviate poverty.

Van Trotsenburg did not say how much funding will be allotted for Mindanao, only citing the $840-million

worth of loans provided last year.

“We are f lexible. [The amount of funding to be infused into Mindanao will be] defined by substance and how we can make a difference,” he said.

“We want to be supportive in the financial, advisory and technical aspects… We want to continue our full support to the country,” he added.

In a statement issued Friday, the Washington-based lender said it turned over a new development policy loan (DPL) of $300 million to the Philippine government “to support critical reforms for accelerating growth that creates jobs and reduces poverty.”

Last March, the lender’s board approved the DPL to support the Philippine government ’s ef for ts to i mprove t he c ou nt r y ’s investment climate, st reng t hen gover na nce, and enhance poor families’ access to basic education and health care as outlined in the Philippine Development Plan (PDP) 2011-2016.

DPLs prov ide quickdisbursing assistance to c ou nt r ie s u nd e r t a k i n g reforms, a nd suppor t policy and institutiona l changes needed to create an environment conducive to sustained and equitable g r ow t h a s d e f i n e d b y t he bor rower-cou nt r y ’s development agenda.

Under t he DPL , t he gover n ment ex pec t s to increase the tax-to-gross domestic product (GDP) ratio by two percentage points from 12.1 in 2012 to 14 .1 t h is ye a r, t hu s generating more resources for financing economic and social programs.
