Emily C. Gilbuena, DBP project manager for the HELPS program, disclosed in a press briefing that P2-billion fund allocation for the project will be accessible by wholesale lending to qualified educational institutions.

The loan, she said, will be granted to schools with ready linkages to employers abroad.

To date, only the Skills Master y Institute (SMI) is qualified for the program.

HE Commission on Audit (COA) on Wednesday reported that former Cagayan de Oro City Mayor Vicente Emano had mis-appropriated P11.5 million coming from President Benigno Aquino III’s himself.

In its 2012 audit report released only this week, COA noted that the amount was spent on the construction of Indahag Water System Phase 2. It was taken from t he a mou nt covered by

Special Allotment Release Order No. G-11-02105 dated December 19, 2011, although it was not in the list of relief and rehabilitation projects approved by the budget department.

Government auditors said the President’s Priority Development Assistance Funds (PDAF) was earmarked for the “repair, rehabilitation and reconstruction of school buildings, irrigation systems, flood control and roads and bridges in areas affected by calamities.”

While deviation from the list is allowed, a prior approval of the Office of the President is required by the rules.

PNoy urged to relax foreign ownership restrictions MANILA—Thirteen of the country’s biggest business organizations have asked President Benigno Aquino III to push for the removal of the foreign ownership restrictions in the Philippine Constitution.

This is among the items in a wish list that the 13 groups proposed to the President to sustain his administration’s economic gains.

“We strongly urge your administration to consider amending the economic provisions in the 1987 Constitution, which restrict greater private sector participation,” the June 19 letter signed by the 13 organizations read.

“Pending such Constitutional amendments we suggest an initial and immediate course of action: to revise the Foreign Investment Negative List [FINL] by reducing the list of industries where foreign participation is limited,” they said.

The government this year is reviewing the FINL ahead of releasing the 10th edition of the list next year.

The 13 signatories to the letter include Alyansa Agrikultura, American Chamber of Commerce of the Philippines (AmCham), Aust ra lia-New Z ea la nd Cha mber of Commerce of the Philippines (ANZCHAM), Canadian Chamber of Commerce of the Ph i l ippi nes (Ca nCha m), Employers’ Confederation of the Philippines (ECOP), European Chamber of Commerce of the Philippines (ECCP), Japanese Chamber of Commerce and Industry of the Philippines Inc (JCCIPI), Korean Chamber of Commerce Philippines (KCCP), Makati Business Club (MBC), Management Association of the Philippines (MAP), Philippine Association of Multinational Companies Regional Headquarters Inc (PAMURI), Philippine Chamber of Commerce and Industry (PCCI), and Philippine Exporters Confederation Inc (PhilExport).

The business groups noted that “[s]ince 2010, the Philippines has seen a resurgence in confidence, both in the economic side and in terms of governance, led by your administration’s reforms towards a more transparent, fair and inclusive nation.”

“The impressive economic growth rates, achievement of investment grade ratings, improving national competitiveness, and a palpable optimism and vigilance against corruption within the people are testaments to your leadership and the management of your Cabinet,” they said.

The business groups said the ASEAN economic integration and the country’s hosting of the Asia-Pacific Economic Cooperation (APEC) Summit both in 2015 “present a golden opportunity to further institutionalize the initial efforts leading to inclusive growth.”

Apart from relaxing restrictions to foreign ownership, the 13 organizations proposed the following: (1) acceleration and implementation “at the soonest time” of strategic transportation infrastructure projects; (2) a single, comprehensive antitrust and competition law; (3) overhaul in the Bureau of Customs alongside the creation of an oversight body with private sector participation; (4) passage of a law fulfilling the country’s commitment to the Internationa l Convention on the Simplif ication and Harmonization of Customs Procedures or the Revised Kyoto Convention; (5) rationalization of existing fiscal incentive-giving laws; (6) retention of the Philippine Mining Act; (7) conformity of local ordinances to national mining urged/PAGE 11

LGU tax exemption for BMBES urged BARANGAY Micro Business Enterprises (BMBEs) should be exempted from loca l business taxes imposed by the local government units (LGUs).

By exempting BMBEs from local business taxes, LGUs encourage the formation and grow th of barangay micro business enterprises as stated in the Barangay Micro Business Enterprises Act of 2002 (R.A. 9178), said Rep. Roman Romulo of Pasig City.

ZamPen to implement NCDDP

ZAMBOANGA CITY—Thirty three municipalities in Region 9 will begin the implementation of the National Community-Driven Development Program (NCDDP) this month.

The municipalities identified are from the provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay.

Marilyn Fabian, Social Welfare Officer IV of DSWD Field Office IX said that these municipalities have implemented the DSWD’s Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services, or the KalahiCIDSS Project, and are to continue the process in the NCDDP starting July.

The NCDDP was approved January of this year by President Benigno S. Aquino III after mayors of KalahiCIDSS towns petitioned for it to become a national program for poverty reduction and community empowerment.

From 2003, 800 community-identified and implemented infrastructure and development projects were successfully constructed in the poorest barangays covered by KalahiCIDSS. Melanie Sison, national social marketing officer of the project shares that the NCDDP, like its predecessor, Kalahi-CIDSS will largely depend on the concerted efforts of community volunteers to identify solutions to their ncddp/PAGE 11

Chrysler recalls 840,000 cars

DETROIT -- Chrysler Group LLC said on Wednesday it will recall 840,000 vehicles in the United States and other countries, mostly for active-restraint head rests that are possibly flawed.

Five sepa rate reca l ls include nearly 500,000 cars and SUVs for the activerestaint head rest issue, and another 282,000 minivans for possible malfunctioning air bags, Chrysler said.

W h i le C h r y s ler h a s improved its scores on thirdparty quality assessments such as Consumer Reports in recent years, it has issued 12 separate recalls since early June involving about 4 million vehicles.

been three reported accidents and one “minor” injury as a result of the air bag issue in the minivans and that it is not aware of any injuries or accidents related to the head rest issue.

Included in the recalls announced on Wednesday are about 490,000 cars and SUVs that have potentially fau lt y m ic ro computer components for head rests that are designed to move forward during rear-end crashes.

Siemens extends deadline for Green Technology Award SIEMENS, the world’s leading green infrastructure company, has extended the deadline to July 15 for the second edition of its Siemens ASEAN Pacific Green Technology Journalism Award 2013.

Siemens has originally given “green” journalists up to June 30 to submit their entries for the Award which was launched to recognize and reward journalists for excellent reporting in green technology, sustainability and environmental issues.

Also, Siemens now required just one entry which is composed of one published article, instead of the original three published articles, from January 1, 2012, to June 15, 2013, in print and online media. This articleentry must focused on how the application of green technology is providing answers to the challenges of megatrends like demographic change, urbanization, climate change and globalization.

KORONADAL CITY—Construction of the largest solar power plant in the country estimated to cost P1 billion is scheduled to start in September and expected to go on stream by January 2014, an official revealed last week.

The renewable energy project will be located in a 20-hectare property in Sura lla h tow n in Sout h C ot a b at o, s a id ne w l yinstalled Mayor Antonio Bendita.

“This will be a big boost to our town through the employment and revenue that the project will generate,” he said in a radio interview.

Bendita said the solar power facility will rise along the road in Barangay Tubiallah, adding they expect it

to become an ecotourism attraction of the locality.

The facility will produce power for the South Cotabato I Electric Cooperative, Inc. (Socoteco I), he said.

The supply contract has been signed Wednesday last week between Socoteco I and NV Vogt Philippines Solar Energy One, Inc., Bendita added.

MANILA -- Most parts of the country will have fair weather except for Mindanao due intertropical convergence zone (ITCZ) that will continue to induce rains, according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Tuesday.

PAGASA said an ITCZ is a merger of winds from different directions, which is also a breeding ground for low pressure areas (LPA).

In its advisory, PAGASA said that the regions of Caraga, Davao and Soccsksargen will experience cloudy skies with light to moderate rainshowers and thunderstorms.

It added that the rest of the country, including

Metro Manila, will be sunny with partly cloudy to at times cloudy with isolated rainshowers mostly in the afternoon or evening due to localized thunderstorms.

PAGASA added that moderate to strong winds blowing from the southeast will prevail over Northern Luzon and its coastal waters will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the east to northeast with slight to moderate seas.

PAGASA also issued a final gale warning due weakened southwest monsoon as a result fishing boats and other small sea crafts are alerted against moderate to rough waves.

Public cooperation among keys to successful DRR: expert MANILA -- An expert is urging people to help government protect themselves from harm by heeding disaster warnings that authorities issue instead of ignoring these.

“The warnings will be useless if people refuse to listen and to prepare for disasters,” said Dr. Alfredo Mahar Lagmay, executive director of Project Nationwide Operational Assessment of Hazards (NOAH) under the Department of Science and Technology.

He raised the point as authorities reported that they are still encountering difficulty in securing public cooperation on disaster risk reduction (DRR) and climate change efforts.

Such difficulty includes informal settlers’ resistance to being relocated from danger areas they are occupying at present, authorities noted.

Among the danger areas are banks of polluted waterways where water flow is constricted and watercarrying capacity is already reduced, making these more susceptible to overflows which flood surrounding informal and formal settlements.

Latest available global warming data also highlight need for public cooperation on DRR and climate change

as experts warned against a possible 4°C rise in Earth’s temperature by 2060, up from the 2°C they projected earlier.

They expect higher global warming to worsen repercussions of climate change.

For the Philippines, such repercussions are increasing onslaught of weather extremes as well as rise in sea level and temperature.

Climate Change Commission Vice-Commissioner Mary Ann Lucille Sering echoed Dr. Lagmay’s call for the public to be pro-active, noting people’s cooperation is key to DRR and climate change efforts.

“Government can’t do it all alone,” she said.

Dr. Lagmay noted government continues improving its DRR and climate change measures to better protect life, limb and property nationwide.

He earlier said government plans to have the entire country covered by doppler radars to help enhance its nowcasting, which is prediction of weather for the short-term.

“The plan will increasingly help us predict rainfall that’s likely to happen in the next few hours,” he said.

Authorities warned such non-cooperation on achieving zero casualty during disasters also makes rescue efforts more difficult, dangerous and costly.

To help address informal settlers’ resistance to being relocated, National Housing Authority (NHA) continues improving its resettlement sites by providing schools and other community facilities there aside from their dwelling units.

Informal settlers can also opt for NHA’s in-city housing units, the agency’s Gen. Manager Chito Cruz said.

“We’re likewise continuing our social preparation activities to help get them ready for relocation,” he continued.

Launched in 2012, Project NOAH’s mission is to conduct disaster science research and development to help boost government’s disaster prevention and mitigation efforts.

Project NOAH also promotes using cutting-edge technologies and recommends innovative information services for the same purpose.

“We aim providing real-time information particularly to LGUs,” Dr. Lagmay said.

Stealing? Only a little cheating like everyone else does to survive.

Honors his father and mother? Definitely. He sends money home all the time.

Sounds like a good person doesn’t he?

But do you know what Jesus Christ said to a young man like the one we just talked about?

Jesus saw right through this nice, church-going young man.

Jesus knew that this man really loved his good life and religious reputation more than he loved Jesus.

Yet this man thought he was a Christian and right with God just because he went to church, and was kind to other people.

But Jesus said he’s not even close! Harsh words, aren’t they?

Jesus taught that there is absolutely nothing that any person can do, whether it’s going to church or giving money to the poor, that is good enough to reach God’s standard of perfect goodness from the heart.

You see, if God can forgive and accept me into heaven just because I’m a good person, then Jesus was either a crazy lunatic, or a liar!

BSP’s ‘Special Banking Law Annoted’

conomic and financial education has always been an important component of the Bangko Sentral’s goal of developing an inclusive financial system that can ultimately empower the various segments of our society.

In line with this advocacy, the Bangko Sentral ng Pilipinas (BSP) just recently published the “Special Banking Laws Annotated” to educate and enlighten academicians, bankers, and the public on the provisions of various special banking laws.

This book, researched and written by an illustrious group of more than 30 lawyers of the BSP’s Office of the General Counsel and Legal Services or OGCLS, is the latest addition to the series on the country’s banking laws. OGCLS is headed by Deputy Governor Juan de Zuniga Jr. The first book entitled, “The New Central Bank Act Annotated,” was launched in July, 2010, while the second book, “The General Banking Law Annotated,” was launched in August, 2011.

Angels

HERE used to be some kind of fad on angels before.

This was some years ago when all of a sudden a lot people took interest in these spiritual beings. Even the media reflected this phenomenon by publishing pictures and articles about them.

But now, it seems this fondness has evaporated. And if there happens to be some mention in the media about these spiritual beings, it usually has something to do with some people’s encounters with so-called “ghosts” or paranormal experiences that cannot be clearly verified.

But angels really do exist. They are not myths, figments of our piously fertile imagination. They are pure spirits, and that’s why they cannot be perceived normally through the senses. We know them more by faith and the devotion arising from that faith.

Our Catechism, for example, tells us that “the existence of the spiritual, non-corporeal beings that Sacred Scripture usually calls ‘angels’ is a truth of faith. The witness of Scripture is as clear as the unanimity of Tradition.” (328) Thus, the Catechism continues, we have abundant references to them in the Bible. “They closed the earthly paradise; protected Lot; saved Hagar and her child; stayed Abraham’s hand; communicated the law by their ministry; led the People of God; announced births and callings; and assisted the prophets.” (332) “Finally, the angel Gabriel announced the birth of the Precursor and that of Jesus himself.” (332) An angel appeared to Joseph in a dream to tell him the real story

If we too have something spiritual, precisely because of our capacity to think, know, judge, reason, love, etc., thereby making us persons and not just things, there must be beings too that are pure spirits, unlike us whose spirit is integrated with our body.

Being pure spirit, angels live and operate in ways very different from ours. They are created directly from God, unlike us whose life depends both on God and on our parents.

And upon creation, angels immediately have to make the choice, being free beings like us, between wanting to be with God or against God. This is the peculiar property of spiritual beings. We, on the other hand, make this choice in our whole lifetime.

But for angels, they make this choice upon creation, and their choice determines their status as good or bad angels permanently. They don’t change midway. In our case, we can change status many times in our lifetime.

Just Think a Minute…

Matthew 10:8, condemns men divorcing their wives, except only when the wife has committed adultery.

“Jesus replied, `Moses permitted you to divorce your wives because your hearts were hard. But it was not this way from the beginning. I tell you that anyone who divorces his wife, except for sexual immorality, and marries another woman commits adultery’…” this particular verse clarified.

-ooo PUNISHMENT FOR DIVORCING COUPLES AND LAWMAKERS: And it would seem that not only is punishment reserved for the men divorcing their wives, or the men marrying or entering into relationships with women-divorcees, but also for those providing the situation that would allow such divorces and illicit relationships with divorcees.

In Matthew 5:19, the Bible says: “… Therefore anyone who sets aside one of the least of these commands and teaches others accordingly will be called least in the k i ngdom of heaven…”

-ooo NOT JUST JOBS, BUT DEEPER SPIRITUALITY, TOO: I am in full agreement with Senators Sonny Angara and Cynthia Villar that the Aquino government should do everything it can so that more financially rewarding jobs can be made available to poor Filipinos to stop their exodus to foreign soils just to earn better.

But just having more jobs is not enough. We must also endeavor to instill spiritual discipline among Filipinos, to compel them to have fear and love of God, which is the source of real success and prosperity.

BSP Governor Amando M. Tetangco, Jr. shared that the book’s discussions promoted understanding not only of the laws that govern particular banking institutions and consumer rights, but also of their policy implications and operational context.

“To us, the completion of our three legal books constitutes a major step forward in our continuing program to promote understanding of banking laws and regulations not only among banks, government institutions, business, legal practitioners and the academe, but also among bank customers and the public in general,” Tetangco said.

With this week’s launch of “Special Banking Laws Annotated,” I am one with the BSP officials and the book’s editorial board in hoping that this legal book project will promote better comprehension of, and hopefully bet ter compliance with, banking laws and regulations among all sectors of our society.

It’s good that we strengthen our faith in the angels and develop the appropriate devotion to them. In fact, it would really be good if we can spread this devotion more widely, because it would be a pity, a real waste of precious resource, if we ignore them.

We are told that angels do nothing other than to serve in “the accomplishment of the divine plan.” They serve the Church as well. “In her liturgy, the Church joins with the angels to adore the thrice-holy God. She invokes their assistance.”

each believer stands an angel as protector and shepherd leading him to life. Already here on earth, the Christian life shares by faith in the blessed company of angels and men united in God.” (336) Many saints have very interesting personal testimonies about angels. St. Josemaria Escriva, for example, believed it was his guardian angel who saved him when he was suddenly attacked on the road by a madman.

A stranger just came to his rescue and told him something that St. Josemaria was telling to himself in private. “How are you, donkey with sores?” In those years, St. Josemaria called himself “donkey with sores” as some kind of ejaculatory prayer.

He never told anyone about this very private practice of his.

Our guardian angels can act as our security guard, our errand boy, a finder of lost items, a memory guide, etc. A friend of mine once told me that in a trip to Hongkong by boat, he arrived with his sick mother at the port when a heavy downpour took place.

There were many passengers trying to get a taxi. Since he could not get a taxi because of the competition and his mother was getting tired, he prayed to his guardian angel, asking for a taxi.

And behold, in a few minutes, an empty taxi just stopped in front of him.

DAR hands over four Negros haciendas to 244 farmworkers THE Department of Agrarian Reform (DAR) successfully completed the acquisition and distribution of four big sugar estates in Negros Occidental, installing 244 farmworkers in their newly-owned property covering a gross area of almost 500 hectares of land in the cities of Cadiz and Sagay.

The farmworkers-turnednew landowners erupted into cheers, with some shedding tears of joy, as DAR officials and employees escorted them to their respective haciendas to identify their individual farm lots.

T h e t wo - d ay e ve nt , which began last Monday, turned into a fiesta as the farmworkers in the sugar estates butchered their stock of pigs and chicken to share simple meals celebrating their transformation into land owners.

The biggest landholding distributed to farmworkers was Hacienda Cana-an in Barangay Mabini, Cadiz City whose gross area was 386.85 hectares of which 352 hectares were distributed to farmworker beneficiaries after the segregation of the retention area of the landowner and the nonCARPable areas in the landholding such as roads, eroded portions, and others.

Each of the farmworkers in Hacienda Cana-an were given almost three hectares of farm lots as there were only 123 qualified beneficiaries in the sugar estate.

T h e i n s t a l l at i o n i n Hacienda Cana-an on the morning of June 24 was the most festive as farmworkers from four farmers’ groups,

i n c l u d i n g Ta s k F o r c e Mapalad, Katarungan and MARA, held t heir celebration independently of each other. The other group of beneficiaries is locally organized and has no national affiliation.

After the installation in Hacienda Cana-an, DAR personnel proceeded to Barangay Bulanon in Sagay City that afternoon to escort 36 farmworkers of Hacienda Vicente in their newlyowned farm lots covering 26.7 hectare.

The following day, June 25, DAR personnel trekked two kilometers on the muddy dirt road of Barangay General Luna in Sagay City to install 23 farmworkers in Hacienda Susan, which covers 23.7 hectares of land planted with sugarcane.

After lunch that day, t h e DA R of f i c i a l s and employees proceeded to Hacienda Rosemarie, also in Barangay General Luna, to install 43 farmworkers in the 50-hectare sugar estate.

DAR Assistant Secretary for Field Operations Teofilo Inocencio, who flew from Manila to super vise the i n s t a l l at i o n a c t i v i t i e s , credited the success of the two-day event to the close coordination among farmers’ organizations and

DAR personnel in Negros Occidental.

“We hop e t his le vel of c o o p e r at i on a m on g stakeholders in the agrarian reform program will help fast-track CARP implementation in Negros Occidental and replicated in other parts of the country,” Inocencio said.

Inocencio explained that installation activities are meant to assist farmworkerbeneficiaries in identifying and occupying their CARPawarded lands. Installation is crucial only in areas where tension may arise between previous landowners and qualified beneficiaries, as well as among farmworkers who are affiliated with different farmers’ organizations.

“In most part of the country, the beneficiaries given Certificates of Land Ownership Awards (CLOAs) assume possession of the land without the need of installation. We only resort to installation to prevent the possible outbreak of violence as a result of the land distribution,” he said.

“In some areas, tension is still high between the previous landowners and the beneficiaries. In other areas, the tension comes from different farmers’ groups that have conflicting claims on individual farm lots,” he added.

Unlike in rice lands where tenants occupy specific farm lots, Inocencio noted that farmworkers in haciendas have no permanent farm lots to claim as their own.

‘Project Tiniil’ brings smiles to pupils in CDO

CAGAYAN DE ORO CITY – Pupils of GL Reyes Anhawon Elementary School in barangay Bulua this city wore huge smiles as they tried to fit their perfect pair of brand new slippers from ‘Project Tiniil’ of Gawad Kalinga and Pilipinas Natin on Saturday, June 29.

Gawad Kalinga representative, Lex Cabacungan said that this project and initiative is in collaboration with Pilipinas Natin. He said that on top of their other projects such as construction of library buildings, they conceptualized this as their contribution to the little kids in school.

Asked why slippers, he said, "Slippers are the very basic need to protect our feet."

He even shared that when they started the project, they went to one of the malls here barefoot. He added that they also wanted to experience what it is like to walk without slippers or shoes in public and that they spent half a day in the mall doing so.

He also reminded the kids to really wear the slippers and not just preserve it somewhere else.

Total of 339 slippers were given to the pupils of Anhawon elementary school, said Lex. Ruby Ibarra, Filipino-American international rapper and music producer who helped in raising funds to build a library in the school was also there and thanked everyone in the program including the pupils and the teachers for the warm welcome. She said that she hopes the kids will like the new library once it is built.

Cupid Cynderland Salvacion, Teachers Club president also acknowledged and thanked partners of this project including Liceo de Cagayan University through Fritzie C. Estoque, director of Liceo Center for Community Drug Development for the donation of slippers.

The school principal, Alma Sheila Alorro also expressed her gratitude to the generous people og Gawad Kalinga and Pilipinas Natin for making this project possible.

Lastly, as gratitude, the pupils rendered various song and dance numbers to their guests and wore the slippers with smiles on their faces.

DOST 10 reminds public to visit NOAH website for comprehensive weather update

CAGAYAN DE ORO CITY -- The Department of Science and Technology (DOST) region 10 through the Philippine Information Agency’s ‘Talakayan sa PIA’ on Monday, reminded the public to visit the NOAH website www.noah. dost.gov.ph to get comprehensive weather update.

Nationwide Operational Assessment of Hazards or Project NOAH is the DOST’s response to the call of President Benigno S. Aquino III for a more accurate, integrated, and responsive disaster prevention and mitigation system, especially in high-risk areas throughout the Philippines.

In the region, director Alfonso Alamban cited that DOST has already installed automated rain gauges and

automatic water level sensors in major river systems in Iligan, Cagayan de Oro, Tagoloan, Gingoog and Bukidnon as part of project NOAH. These inst r uments will help determine the strength of the rain and transmits reading on the water level of these river basins, added director Alamban.

Further, these data are then fed into the NOAH website, which will be shared with local government units specifically the Local Disaster Risk Reduction and Management Council (LDRRMC) as baseline for implementing safety procedures in their respective barangays.

Affected models are 2013 Dodge Caravan, Chrysler Town & Country and Ram Cargo Van. In another recall announced on Wednesday, Chrysler said 69,000 of its 2013 Ram 1500 pickup trucks with all-wheel drive may have an electronic stability control software glitch.

“Like for instance the dyes they are using. Some of them use synthetic dyes. So, we told them your practices are traditional, you might as well make it as total organic materials,” the PTRI head said.

using synthetic coloring, we are teaching them now how to use natural dyes.”

Emano also said that his administration will no hesitate to file graft cases against those involved in unsettled cash advances and loans which could be found to be illegal.

“We will fix the province financial problems first, and then we will file cases,” Emano added.

Calingasan charged the four along with five other hospital officials on October 31 last year with “serious dishonesty in the course of official duties” over their use of petty cash in purchasing medicines.

Calingasan, who is back to his former position as vice governor, said he approved the recommendation of the Provincial Discipline Committee for the dismissal of the four officials based on the Revised Rules on Administrative Cases in Civil Service (RRACCS).

But he said his approval will be subject to review and final decision by the new governor.

He explained he no longer had time to execute the decision since the committee gave him its recommendation only last week.

He admitted to MindaNews on June 26 that it was one of the most difficult decisions he has ever made as a government official.

“I didn’t want to hurt anybody as I always give chance to every erring employee,” he added.

Calingasan said that while the decision may be against his principles in life “I might

reconsider” if it is what the people wanted.

Mercy Ibcas, who was acting administrator and chair of the committee until June 30, said via telephone that they only followed the provision of the RRACCS on the serious dishonesty charges against the four.

RRACCS Rule 10 Section 46A.1 states that serious dishonesty is a grave offence punishable by dismissal from government service.

The alleged anomaly has been dubbed by others “one of the biggest controversies to hit the provincial government.”

Calingasan cited earlier that the preliminary investigation report presented to the discipline committee by the special investigating committee “has uncovered in the course of its fact finding investigation several unauthorized transactions involving the use of hospital petty cash funds.”

Globe Telecom files charges vs 13 WIMAX fraudsters

Globe Telecom has filed charges against 13 individuals involved in the illegal sale and installation of hacked Globe WIMAX modems and Tattoo sticks since the start of the year.

Twelve of these individuals have already been charged with cases for violation of Republic Act 8484 or the Access Devices Regulations Act while one of the suspects was charged with theft.

I n mos t of the cases, the modus operandi has been to pull-out the WIMAX modem from legitimate subscribers on pretext of an upgrade. The modems are then reconfigured and sold at a one-time cost payment.

“We want to warn the public that Globe, in close coordination with the police, will continue to be relentless in pursuing its campaign against illegal sale and hacking of our WIMAX modems. This is a clear violation of Republic Act 8484, also known as Access Device Act and PD 1612 Anti Fencing Law,” said lawyer Froilan Castelo, Head of Globe Corporate and Legal Services Group.

According to Castelo, such unscrupulous activities not only u n d e r m i n e t h e c o m p a n y ’s broadband business but also a d ve r s e l y a f fe ct l e g i t i m ate subscribers from whom the WIMAX modems are taken. He added

those who are found guilty of violating said law will have to pay a fine of PHP24,000 and faces imprisonment of up to 6 years.

The first arrest for the year involved an entrapment operation conducted in February in SM North Reclamation area in Cebu City that resulted in the apprehension of Ian Niel Abenir and Dominic Zabala, who had offered a Globe employee a lifetime inter net connection for only PHP3,50 0 sing a hacked WIMAX modem.

A follow-up operation led to the arrest of two more individuals identified as Paul Lacaron and Danilo Manataf.

Another entrapment operation conducted in April in Novaliches, Quezon City led to the arrest of John Paul Capili for trying to sell a cloned WIMAX modem, also for PHP3,500. Two units of WIMAX modems were confiscated from Capili.

In the same month, an entrapment operation conducted in Dasmar inas, Cavite led to the arrest and filing of charges against Jose Narcida, who was also involved in the illegal hacking and sale of Globe modems. An associate of Narcida, Reynald Denapo, was also arrested but was categorized as a witness against Narcida.

Also in April, an entrapment

operation conducted by police and Globe security personnel led to the arrest of two Visatech employees, identified as Mark Villanueva and Francisco Espino and Christopher Viado, a sales agent of JV Marketing for illegal sale and installation of WIMAX modems. Three units of WIMAX modems were seized from the suspects.

In early May, another joint operation by police and Globe security personnel led to the arrest of Pedro Quias in Quezon City. The suspect is reportedly engaged in the activation of Globe WIMAX modems after pulling out the units from unsuspecting subscribers.

A flash drive containing various applications, operating systems used in reconfiguring/activating MAC addresses was seized from him.

A follow-up operation by the police in Quezon Cit y led to the arrest of Rodel Ancheta, a cellphone technician. Police seized from him 17 units of WIMAX modems, and othe r i nte r net paraphernalia.

The latest arrest took place in late May during an entrapment operation in Meycauayan, Bulacan which led to the arrest of Carlo De Ocampo, a cellphone technician, for trying to sell a Globe WIMAX modem for PHP5,000.

The City of Puerto Princesa in Palawan will offer incredible tour packages to its destination dubbed as "the Last Frontier." Puerto Princesa is home to the famous underground river which is acclaimed as one of the world's nature wonders.

Go Hotels of the JG Summit Group, which has become one of the fastest growing hotel chains in the Philippines will also unveil its Dumaguete, Mandaluyong, Tacloban, Puerto Princesa and Otis, Manila hotel properties. Go Hotels Bacolod is the official hotel of the 7th TravelXchange 2013.
