Briefly Charging COWD THE Cagayan de Oro City Council on Monday approved an ordinance, authorizing Mayor Vicente Emano to file charges against Cagayan de Oro Water District (COWD) and Rio Verde Consortium, Inc. T h e R i o Ve r d e Consortium, Inc. is a private supplier of COWD potable water for the city’s more than 40,000 water concessionaires.

The City Ordinance No. 2013-113 authorizing the city mayor to file case was proposed by Committee on Public Utility chair Alden Bacal.

AGUINDINGAN, Misamis Oriental – President Benigno Aquino III on Tuesday assured the public that the soon-to-be-opened Laguindingan Airport is definitely better and much safer than the existing Lumbia Airport here.

President Aquino laid to rest the debate over the safety of the Laguindingan Airport, which will finally open in June 15, 22 years after the project began, by landing at the facility.

Aquino unveiled a marker for the new P7.9-billion airport, which was begun in 1991 during the presidency of his mother, the late Corazon C. Aquino.

Concerns over safety at the Laguindingan Airport have centered mostly on its lack of an instrument landing system.

However, after landing, Aquino said: “Laguindingan, even without the navigational aids, is safer than Lumbia with the ILS system.”

GREATER diversification of production and processing of by-products in agriculture, and closer coordination b e t we e n a c a d e m e a n d industry should be pursued to generate more decent, productive, and sustainable jobs for Filipinos, according to the National Economic and Development Authority (NEDA).

This following the report of the National Statistics Office that total Philippine employment declined to 37.82 million in April 2013 from 37.84 million employed in April 2012.

The industry and services sectors generated 224,000 a nd 380,0 0 0 add it iona l jobs, respectively, in April 2013. But employment in agriculture and agriculturerelated activities registered a loss of 624,000 workers in the same period.

MGB Di rec tor L eo Jasareno issued June 6 a cease and desist order against Greenstone Resources Corp. after the MGB Regional Office XIII reported that it found a “tension crack” along the embankment of the tailings storage facility of the company’s mine in the municipality of Tubod.

danger posed by the situation, MGB ordered Greenstone to immediately stop gold ore mineral processing in the contract area under Mineral Production and Sharing Agreement No. 184-2002XIII. T he a genc y ordered G r e e n s t o n e ’s m i n e r a l processing suspended until remedial measures

B o t h t h e Ho u s e o f Representatives and the Senate approved on third and final reading the bill reorganizing the Philippine Statistical System. The House concurred with the Senate amendments to the bill before the sine die adjournment on June 6.

ABAMIN’s Rodriguez, who is one of the authors of the bill, along with his elder brother Rep. Rufus Rodriguez (2nd District, CDO) a nd Rep. Ra mon Durano VI (5th District, Cebu), among others, said that the passage of the bill will effectively prevent the duplication of work by the different agencies concerned with statistics.

T h is wa s echoed by Durano, outgoing chair of the House Committee on

Economic Affairs. Durano completed his last and final term as congressman with the 15th Congress.

“The reorganization will effect a centralization of primary data collection, negating unnecessar y duplication of work by the different agencies concerned with statistics. The problem of conf licting statistics and data gaps will also be addressed,” he said.

The Lower House of Congress approved on third and final reading on June 4, 2012 House Bill 6229, which allows the centralization of data collection and improved statistical coordination. The measure was transmitted to the Senate on June 6, 2012 which recommended its approval without amendment through Committee Report

MANILA—The Supreme Court (SC) declared moot and dismissed the petitions filed by 23 partylist groups which sought for the first time their accreditation by t he C om m ission on Elections (Comelec) in the May 13 elections.

In a press briefing, SC spokesman Theodore Te said the 23 party-list groups were not among the 52 groups that were given relief by the SC, included in the ballots, and voted upon last May 13.

Samar Island opens doors to fun and adventure tourism

TACLOBAN CITY- Eastern Visayas is not only a motorized dugout boat about the National Maharlika Highway that without an outrigger, only at the longest river of Samar connects Luzon and Mindanao.

But this region, through Samar, the country’s third largest island, offers a perfect destination for people who seek fun and adventure.

Samar in Eastern Visayas is a place yet to be explored.

But it is ready to amaze visitors with its magnificent caves, beautiful waterfalls, inviting pristine waters, historical places, and other sceneries in their mostpreserved forms.

Samar is composed of three provinces: Western Samar, which is the “mother” province as well as Northern and Eastern Samar.

Tourism regional director Karina Rosa S. Tiopez told the Philippines News Agency that Eastern Visayas has varied potentials.

Samar is ahead when it comes to adventure, with its caves as among its prominent attractions.

Samar hosts the biggest cave system in the country and second in Asia: the Langun-Gobingob caves in Calbiga town.

“You’ll find caves dotted all around the island of Samar,” she said, adding the pristine carves are even

comparable to the size of the island of Cebu.

These caves, she said, have different sizes, making available various levels of challenges; some are not even f u l ly ex plored yet including that of the LangunGobingob.

On t he ot her ha nd , Sohoton Cave in Calbayog City is dubbed as “cave for all ages” and is the most accessible because of its proximity to Tacloban City, the region’s gateway.

The cave has a flat terrain with three chambers where st a lac t ite s , st a la g m ite s and rock formations are preserved, she added.

A tour of the cave takes around an hour.

Calbayog is also known as the “city of waterfalls” and the local government unit is bent on developing Bangon Falls as one of its priorities, she disclosed.

island destinations are being paired with mainland towns that serve as their jump off point.

For instance, Biri is being paired with Lavezares town, which is now developing a kayaking activity along its mangrove area not to mention its high potential for bird watching.

Eastern Samar, on the other hand, will not be left out with the Calicoan Island of Guian town that is now dubbed as a surfing destination.

“It has the best of both worlds; part of the island facing Leyte Gulf has the big gest potent ia l to be

de veloped i nto re s or t s because the sea is calm.

Facing Pacific Ocean is the best side for surfing,” she said.

She added that surfing enthusiasts like the waves in Calicoan because they come from both directions.

It is t he favor ite de st i nat ion of su r fers , especially foreigners, from July to September and even when there are typhoons.

Tiopez added that visiting these places or in other parts of the region is not difficult with the Dept. of Public Works and Highways doing appropriate actions should there are problems in the

road network.

She also disclosed that through their tourism road map they looked forward to address the problem on accessibility especially that “large majority of natural attractions” lack the last mile access road.

Other identified destinations though can be easily reached already.

Also getting to these places from outside of the region is not difficult with direct flights from Manila, Cebu and Iloilo to Tacloban City as entry point.

They may also opt to f ly direct to Catarman in Tourism/PAGE 10

the power requirements for the next few years for FIBECO to be ready in cases like power shortages, Cortezano said.

“We created a yearly forecasting in generating possible supplies to m it igate f ut u re power crisis,” he added.

But we doing a little math with the NRW imputed raised questions: If 52 percent of the 70,000 cu.m. daily supply in the West Service Area is NRW, then COWD is only left with only 48 percent or 33,600 cu.m. to distribute to its 40,000 concessionaires. That’s 6,400 cu.m. short of the demand.

The 52% NRW will mean that you have to induce more water supply in the system or triple the demand requirement. since the system is centrally operated without any means of equally distributing the pressure and pumping operation is designed to float with the system that tends to induce more pressure. With the presence of leaks and pilferages, pressure easily dissipates resulting into low pressure or no water in some areas.

Thus, when demand doubles in the morning to approximately 3,334 cu.m. per hour, COWD only has 1,400 cu.m. per hour left to distribute, or 1,944 cu.m. short of what it should be delivering during this time.

Hepatitis C: what we need to know

ust recently, I had a most interesting talk with one of the country’s best professor & mentor in the field of Epidemiology and a world renowned Researcher.

We got into discussing the increasing number of cases of HIV/AIDS in Cagayan de Oro and GENSAN. What surprised me more was the revelation that in Cebu, with the rising cases too of HIV/AIDS, is the concurrent rise of Hepatitis C, among injecting drug users.

To date, the number of Hepatitis C cases in this group is in the 99% percentile.

Come to think of it, this data is not a surprise at all: According to the World Health Organization, in the United States alone, ¼ of HIV infected persons are infected with Hepatitis C virus, and that persons infected with HIV HAS A 50-90% probability of getting Hepatitis C virus infection too.

Hepatitis C is an infection caused by a virus that attacks the liver. Most of the affected individuals do not have symptoms, and is found out only as an incidental finding, during an annual or an executive check up, or during a clinic visit for something else.

If one were to have symptoms related to the disease, these are really symptoms that are common to a viral infection: fever, nausea and vomiting, jaundice ( yellowing of the skin or sclera ), fatigue, loss of appetite, muscle and joint pains and tenderness in the right side of the abdomen.

It takes 2 weeks to 6 months from the time of exposure to having the disease, and in 80% of cases, the affected

We need better than best

hanks to Tito Mora of SULOG, (One Sendong is Enough), for bringing to fore the most important issue facing the Cagayan de Oro City Water District (COWD) today during the latter’s media conference last Friday.

Mr. Mora asked COWD GM Rachel Beja how they were dealing with Non-Revenue Water (NRW). NRW refers to water produced or procured by COWD which are lost due to illegal connections, leaks and the like but are paid for by consumers just the same since this is included in the tariff computations.

GM Beja replied that from a high of 59 percent, it is now averaging 52-54 percent. Good it’s been reduced, but as my good friend Ralph Abragan of Save CDO Movement puts it, “You did your best, but your best isn’t good enough.”

In fairness, she admitted COWD can’t properly address the problem since its last programmed rate increase was disapproved two years ago. Ms. Beja claims addressing NRW is very capital intensive needing at least P500,000.00 for extensive pipe replacement and rehabilitation which was integrated into the proposed minimum water rate increase from PhP 16 to PhP 21/cu.m. Since the rate adjustment was shelved, she admitted “it has been very difficult to address without a major capex.”

Why is this issue relevant to the problem in the West Service Area? COWD assistant general manager for technical services Jong Batar said demand doubles between 6-8AM that even if demand is only 40,000 cu.m. a day and daily water supply is 70,000 cu.m. consumers still have little or no water in some areas (60 percent of this water supply is sourced by bulk water supplier Rio Verde and 30,000 cu.m. by COWD’s 10 production wells in the area.)

Getting infected is also a risk for the healthcare workers, and for those who receive blood transfusions.

Organ transplant recipients before 1992 were also at risk , though at present, the risk is minimized due to more modern testing and screening for the virus.

Acute infections in majority of cases are often missed out as they do not present with any symptoms.

Once a blood test is requested for the HCV antibodies and it turns out to be positive, it means that one is infected with the Hepatitis C Virus. Caution in interpreting a negative result , when one knows that he/she has any of the risks as mentioned above, should not lead him/her to believing that he/she is free from the disease.

The values of the country’s future leader

ACK of classrooms, lack of chairs, and lack of teachers are perennial problems that the Department of Education (DepEd) encounters during the opening of classes. Recognize this is a problem of our educational system. However, the problem irritates the public especially parents of the inability of the government and the DepEd to address the malady. There is this feeling that the DepEd and educational officials simply want this problem to justify getting more in the pie of the country’s national budget.

Hold it! If one talks about the approved annual budget for the Department of Education, one might have more questions than answers. With an approved national budget of P 238 billion, the Department of Education chalked the biggest chunk of the country’s national budget for the fiscal year 2013. That amount is almost half-higher than the P 152 billion budget for the Department of Public Works and Highway (DPWH).

In most, if not all cases, public schools in the country’s hinterlands are dilapidated. Rainwaters sipped into classrooms. Often, these public schools are flood prone, too. Certainly, public schools lack the maintenance. The absence of an adequate drainage system also made public schools prone to flooding. This, in addition to the problems

mentioned earlier. Even public ris iaz schools in urban centers are not immune to these problems.

As if to dramatize the public schools’ inadequacy of a lmost a ll ever y thing, budgetary constraint included, education of f icia ls urged parents to form the Parents Teachers Association (PTA).

The PTA was encouraged in all public and private schools under pretext that parents and teachers should work together to foster closer relationships. Aside from this, the creation of the PTA was to establish a favorable environment of learning. Other than this, there are no hidden agenda attached to PTA. Is it so?

On the contrary, the PTA discloses so many controversial presumptions and assumptions. For instance, the school effectively employed the PTA as a channel to fill up the education department’s inadequacies. Teachers urged diaz/PAGE 7

Antiviral drugs may be given, which has known side effects and can cause flu like symptoms.

The goals for early diagnosis is to prevent complications, which may range from the eventual development of a chronic liver disease, cirrhosis or liver cancer, and prevent the transmission of the disease to others.

Having one’s self vaccinated for Hepatitis A and B, is an important step that will free the liver from further damage as it protects one from another risk of getting a co-infection from these viruses.

Awareness of the disease, avoidance of alcoholic beverages and eating right are very doable measures that will help keep that liver of yours healthy and functioning.

More often, teachers ask parents for the painting of classrooms and the procurement of window screens, electric fans, and

others. The fund for these projects is in the guise of t he agreed contribution through PTA meetings. Such character simply exposed the DepEd’s brazen callousness.

The truth is that the education department has budgeted for this through the division of schools. In addition, the local government units have also allocated budget for maintenance of public schools. The local government funds are set aside in the local school board. Not to mention the approved national budget, where have all this money gone?

Perhaps, there is truth i n t he b e l i e f t h at t he country’s education system is laden with corruption.

W hat does one ex pects of a corrupt educational system? Inevitably, a corrupt educational system produces pupils and students with corrupted values that would certainly reflect the thinking of t he cou nt r y’s f ut u re leaders.

He chose to operate when the raw water abstracted from the Bubunawan River was less turbid and costs less to process since they could still comply with the daily requirement of 40,000 cu.m. even if they did this.

COWD management met with Rio Verde officials on April 24 and May 31 and have apparently solved the problem by increasing the volume of deliveries from Rio Verde since June 1st which has enabled them to deliver to COWD at the increased average rate of 2,000 cu.m. per hour.

GM Beja said it would take a week for the situation to normalize in the entire Western Service Area but the supply from Rio Verde has been stabilized at a constant rate throughout the day enabling COWD to maintain delivery pressure in entire system.

Although the water crisis may have been arrested for the moment, it is important for us consumers to keep in mind two important facts about this latest altercation: 1) As a bulk water supplier, Rio Verde is akin to the National Power Corporation i n t he p ower i ndu s t r y responsible for delivering water to the COWD Off-take; and, 2) COW D wou ld be l i k e C E PA L C O w h i c h i s r e s p on s i b l e for t h e distribution of power just like the former is responsible for distributing the water it

produces and procures to its concessionaires.

We share our good friend Ralph Abragan’s view on the issue which he expounded in a letter addressed to COWD: “We acknowledge the efforts of the management to explain to the public how s er v ic e s f a i le d i n some occasions before and present ly and how t hey address it, but to us the consuming public couldn’t care less about such details a nd t hat t he b o a rd of directors together with the top management obviously was not able to anticipate, much more prepa re, i n arresting possible failures related to the works of the whole system.”

“We see no concrete master plan on how to curb system loss, connection theft, future immediate demand increments and much more preventive ma intena nce to avoid service failures.

Backup systems are clearly not defined, rescue initiatives not evident. “ “We view your efforts to be your best but unfortunately you r b e s t w a sn’t go o d enough. The data you have accumulated over the years of operation are sufficient tools and references for your necessar y study or analysis and that need not be the defining line of your shortcomings.”

“On this light the public must be made satisfied, and participation of civil society and all other sectors must be given an outmost priority as taxpayers and stake holders of this failing institution.”

COWD can call all the press conferences it wants to ex pla i n t he problem with Rio Verde or NRW but it’s not going to solve the water supply problem.

Consumers need solutions, not explanations.

There seems to be a need for the COWD to revisit its mission and vision. Guided by this, an initiative to craft a master plan focused on the water equilibrium that

will depict the future of the district for the next 25 years.

A short, medium and long term development program aligned with the progressive development plan of the city and its stakeholders should be adopted to ensure a responsive, effective and efficient delivery of water services.

Perhaps the incoming cit y administration can take this into account and persuade the city council and consumers it’s time to

There are private firms which can finance the project without COWD spending a single centavo, no increase in water rate and allow the private sector to recover its investment over a period of time. Eventually, with the reduction of water losses, it will redound to the reduction of operational expense towards efficiency in operation that may lead even to the reduction of tariffs.

Think about it…

More HS grads in ZamPen enrol in Agriculture courses

ZAMBOANGA CITY­—In response to an earlier call by the Department of Agriculture (DA), many farmers in Western Mindanao (WM), also called Zamboanga Peninsula, enrolled their high-school graduate children in Agriculture and related courses this school year.

Zamboanga City Agriculture Coordinator Raul Bucoy expressed elation over the farmers’ action, saying the Philippines, known for her rich agricultural resources, direly needs graduates of Agriculture who are children of farmers themselves to help boost rice and corn production. These students born to farming families can later effectively and efficiently implement what they learned in school in their familyowned farms.

Bucoy said the Department of Science and Technology (DOST) provides scholarships for collegebound students interested to become professiona l agriculturists.

based Western Mindanao State University (WMSU), Bucoy said, has its College of Agriculture in Barangay San Ramon where students can learn the course hands-on.

Earlier, the SC issued a status quo ante order (SQAO) that stopped the Comelec f rom d isqu a l i f y i ng t he Coalition of Senior Citizens in the Philippines and the Abang Lingkod party-list groups from the May 13 elections as they appear to have garnered enough votes to land them seats in Congress.

In contrast, Laguindingan, which is being touted as the new gateway to Nor t her n Mindanao, is sited on f lat and wide terrain, which makes weather disturbances more manageable even if pilots will have to rely on visual f light rules.

Aside from Lumbia, Laguindingan will also replace the smaller Balo-i airport in Iligan City.

Laguindingan has a 2.1-kilometer long runway and a 7,184-square meter terminal.

Earlier, the Civil Aviation Authority of the Philippines said the ILS for Laguindingan would be installed by May 2014.

But on Tuesday, Aquino raised doubts about the deadline, saying his administration “is trying to expedite the process to put all of these aids in place sooner than that.”

The administration says the new airport will boost trade, tourism and economic development i n Nor t her n Mindanao and in the whole southern Philippines.

Loca l businessmen and stakeholders in both private and public entities earlier petitioned to defer the opening of the Laguindingan Airport pending installation of the airport’s Air Navigation and Support Services Facilities (ANSSF).

Stakeholders feared that the premature opening of the airport pending installation of its air navigation instruments would affect the trade and commerce of the region as some airlines threatened to trim down their f lights from six f lights daily to two daily f lights only.

For now, the new hub will operate using visual flight rules (VFR) to assist pilots to operate the aircraft during daytime and clear weather.

The Lumbia airport had a passenger volume of 1.622 million passengers in 2012, according to figures from the CAAP Area IX office.

A four-lane airport access road links the airport to the Iliga n-Cagaya n-Butua nRoad (ICBR) and the cities of Northern Mindanao and Lanao del Sur in the ARMM. “As we look forward to the start of commercial operations in June 15, we see Laguindingan

“The highway is not ready, the road transport is all but nonexistent, it costs more to get a ride from Cagayan de Oro to Laguindingan than it is to fly from there to Manila,” were but a few of the grips aired in social media in the weeks leading up to the planned June 15 opening of the new facility.

Former Misamis Oriental b o a rd memb er Cromwe l l Generalao, who hails from Alubijid but now resides in Gingoog City, said the operation of the Laguindingan Airport is a big boost to the progress of West Misamis Oriental especially to El Salvador City and the neighboring towns of Alubijid, Laguindingan, Gitagum and Libertad.

“The businessmen and city council of Cagayan de Oro who are opposed to the operation of Laguindingan Airport just want to keep Lumbia Airport operating. The progress of West Misamis Oriental is also the progress of Cagayan de Oro but they have not thought of this.”

“This move is driven by greed. They just want to keep progress all to themselves, they don’t want us to also progress.

The people of Alubijid should rise up to demand the immediate operation of Laguindingan Airport so we can also progress ourselves!”

Sec. Abaya said the operation and maintenance (O&M) of the Laguindingan airport would be bid out to the private sector through the public private partnership (PPP) scheme of the Aquino administration.

“Nowadays, poverty is what keeps people from becoming really independent. This is the reason why we have been promoting entrepreneurship as a way out of poverty for young and old people alike because it creates jobs,” Villar said.

She said people shou ld not be afraid to start small busi nesses, especia l ly t he Overseas Filipino Workers (OFWs). She emphasized that the absence of capital should not dissuade one from venturing into business because there are a lot of organizations that can lend capital.

She disclosed that their real estate company was born out of a small gravel and sand business.

“When Manny resigned f rom h is job i n 1975, he borrowed P10,000 from a bank and bought two second-hand trucks, which he used to deliver gravel and sand to real estate developers. With the help of God, coupled with sipag at tiyaga (perseverance and patience), our business grew until we became the biggest home builder in the country,” related Villar. “ S en ator Vi l l a r a nd I are living examples of what entrepreneurs can accomplish

and achieve,” added Villar.

Majority of the unemployed were high school graduates (31.7%), college graduates (21.3%) and college undergraduates (14.6%).

“There is a need to improve the employability of worker applicants, particularly those with secondary and tertiary education. A more effective partnership among firms or establishments, academe and the government will provide useful inputs to the curriculum design,” the NEDA official said.

Almost half or 48.2 percent of the unemployed are aged 15-24 years old, where about 27.5 percent are male and 20.7 percent are female.

“There should also be an aggressive promotion of skills training and apprenticeship programs to improve the quality of graduates, thereby lessening the uncertainty involved in hiring fresh graduates. The role of the government is crucial i n re du c i n g e mploy me nt information or search costs,” said Esguerra.

On the other hand, a 2.9 percent-growth year-on-year in the employment of wage and salary workers (619,000 i n d i v i d u a l s) w i t h m o r e remunerative and stable work was recorded in April 2013.

Also, the number of full time employment (worked 40 hours or more) posted a doubledigit growth from a year ago, increasing its share to 64.0 percent in the same period.

“These figures, along with the underemployment rate, manifest an improvement in the quality of employment during the period,” said Esguerra.

But he stressed t hat i ncreasi ng t he nu mber of employers in the country is still critical in creating decent and productive jobs that the Filipino workforce needs. “ T he cou nt r y shou ld continually entice domestic a nd foreig n i nve s tor s by reducing institutiona l and administrative impediments to doing business, and through the timely implementation and completion of infrastructure projects,” said Esguerra.

He added that these priorities and programs are part of the strategy and action plan on employment creation being formulated in the Philippine Development Plan 2011-2016 Midterm Update, which will be released before the year ends.
