M’nao trade links get a boost with RoRo deals E

TUBOD, Lanao del Norte -- The Pantawid Pamilyang Pilipino Program (4Ps) implementors for Lanao del Norte in cooperation wit h t he Prov i n c ial So c ial Welfare and Development Office successfully conducted its search for model 4Ps families, this province.

According to 4Ps provincial link Delmerah Unos, this is the first time that the search is conducted which aims to evaluate the impact of the Pantawid Pamilya program in the lives of the beneficiaries.

Proclaimed winners in the provincial-level were Mr. and Mrs. Rolando Mabanta and family of Kauswagan (1st Place); Mr. and Mrs. George Sayson and family of Tubod (2nd place); and Mr. and Mrs. Angelus Tahud and family of Baroy (3rd Place), all from this province.

The winning families received cash prize of P2,500, P1,500, and P1,000 for the first, second, and third, respectively.

DOST-SETUP releases over P1.5M for MSMEs in Negros Oriental

DUMAGUETE CITY- The Department of Science and Technology (DOST) turned over P255,000 worth of funding assistance recently to three local small business firms here to upgrade their current processing technology.

Ma nu Ca librat ion Center, the latest recipient of DOST-SETUP (Small Enter prise Technolog y Up g r a d i n g P ro g r a m), located at Ba ra ngay Banilad, this city, received f inancia l assistance of P 255,0 0 0 for t he technology upgrading of its ex ist ing machining capabilities.

Prov incia l Science and Technology Director Gilbert Arbon turned over the DOST-SETUP check to company owner and general manager Eduardo Supat on Monday.

The funding is intended for t he procu rement of a n i nver ter pla sma cutting machine, metal inert gas, and tungsten iner t gas machines for the enhancement of the automotive repair capacity of the shop.

DOST, media promote science and technology as economic tool in Ilocos Sur

V I G A N C I T Y- T h e Department of Science and Technology (DOST) and the Ilocos Sur media have partnered to promote science and technology as a tool to boost economy and create employment.

The par tnership was inked during the last leg of media forum held at the Salcedo Hotel in this city.

Simi la r par t nerships with other media groups in the Ilocos have been conducted in the provinces of Pangasinan, La Union, and Ilocos Norte.

Dr. Paulina Nebrida, manager of the Science and Technolog y Promotions Center of the DOST in the Ilocos, said that they need to partner with media groups

to expand the reach of DOST programs and projects.

“We can’t do it alone so we need (the media) as our partners in development,” she said.

Nebrida said that the DOST can establish media linkage and exchange ideas on science and technology information dissemination including gat hering

feedbacks from the people.

She said that media is inf luential in information del iver y to t he p e ople through radio, television and newspapers, including social media.

Vista Land plans to borrow P10B VILLAR-LED Vista Land and Lifescapes, Inc. has set a P10billion borrowing program to partially bankroll its capital expenditures for this year, an official said on Monday.

THE Philippine government said its huge investment in agriculture has paid off as the country now has enough rice to feed its growing population.

Agriculture Secretary Proceso J. A lca la made this pronouncement when he addressed participants to the weeklong Food and Agriculture Organization (FAO) conference in Rome, Italy, which kicked off on June 15.

“My government has invested heavily in these strategic agricu ltura l i n f ra st r uc t u res for t he past three years. Today, the Philippines is practically selfsufficient in rice and corn,” said Alcala in his speech.

For the past three years, he sa id, t he Phi lippine government pursued the Food Staples Sufficiency

Progra m (FSSP) t hat is centered on rice production.

FSSP is anchored on improving farm production and enabling Filipino farmers to compete with their foreign counterparts.

“Under the program, priority will be given to rice as the main staple of Fi lipinos. However, t he department has included in t heir promot ion t he consumption and production of other staples which include white corn, cassava, sweet potato and bananas to relieve the pressure on rice,” said Alcala.

If Golden Rice is approved by national regulators, then Helen Keller International will evaluate whether or not daily consumption of Golden Rice improves vitamin A status among adults through a communitybased study in the Philippines.

“That could take a year or more to complete,” IRRI said in a press statement.

“Human nutrition studies help us understand how well the beta carotene in Golden Rice is converted to vitamin A or how ‘bioavailable’ it is,” it said. “Knowing more about the bioavailability of the beta carotene in Golden Rice helps determine if it can improve vitamin A status.”

IRRI said it plans to develop a delivery program that would ensure that Golden Rice could reach those who could benefit most in vitamin A-deficient communities and contribute to addressing this important nutrition challenge for millions of women and children around the world.

Golden Rice contains beta carotene – a source of vitamin A – and could be another way to address vitamin A deficiency.

Golden Rice has gone through all safety evaluations that have been appropriate and required at each stage of our project, IRRI said.

“We are following international and national guidelines for food safety of genetically modified crops, which require assessment of the nutritional value of Golden Rice and potential toxicity and allergenicity of proteins from the new genes in it.

Citing a study published in the Journal of Nutrition, IRRI said food safety-related studies that have been plates/PAGE 10

aware of other food options and lessen their dependence on rice.

Officials of the National Rice Program said based on t hei r r i gorou s r ic e consumption analysis, the Philippines has achieved 9 3 - p e r c e n t “r i c e s e l fsuff iciency” by the f irst quarter of 2013. Midyear harvest, they said, will enable the country to have a surplus of rice as the sufficiency level is seen at 113 percent.

Apart from promoting other staples, the government has also systematized the accounting process for rice to the point of discarding the traditional annual supply estimates that starts from zero each year.

To achieve the goals of FSSP, President Aquino signed a proclamation declaring 2013 as the National Year of Rice. The proclamation aims to intensify efforts of the government through the Department of Agriculture to attain rice self-sufficiency after 2013.

organic Gov’t eyes export More rice shipped of fermented cacao to Hong Kong DAVAO CITY­—Planters and the government are making the necessary preparations to enable the Philippines to become an exporter of fermented cacao, a product that has huge demand abroad.

Edwin O. Banquerigo, national cacao i ndust r y cluster coord i nator of t he Department of Trade and Industry (DTI), noted that there is an increasing number of local cacao planters who want to take advantage of big global demand.

Banquerigo, however, said the government wants to encourage “value-adding” instead of just shipping raw cacao beans so farmers could earn more from exporting their produce.

“We want to export fermented cacao, rathern than the beans. With fermented cacao, you get the real chocolate taste and

texture of the [produce],” he told a regular Wednesday forum here.

Banquerigo said there is demand for locally produced cacao as “many known chocolate makers and cocoa drinkers have all praised the taste and texture of Philippine cacao.”

The price of cacao beans ranges from a low of P70 per kilogram to as high as P100 per kilo.

The Phi lippines, however, is sti ll producing less than the target set in the industry road map, although industry leaders said the area planted to cacao has increased to 10,000 hectares in 2010, from the previous 6,000 hectares.

‘Level playing field’ hurting tobacco monopoly—BIR MANILA—The country’s tobacco monopoly is losing ground to rivals, the Bureau of Internal Revenue (BIR) said, refuting the company’s claim that smuggling is eating into its market share.

“Their cigarette sales went down by 40 percent. But it’s not because of smuggling.

It’s because we have now leveled the playing field,” BIR Commissioner Kim Henares told reporters.

“Their market was eaten up by other players,” she said, referring to PMFTC Inc, the joint venture between Philip Morris Philippines and Fortune Tobacco Corp that controls 90 percent of the local market.

F o r t u n e To b a c c o owns 49.6 percent of the outstanding capital stock of PMFTC, which manufactures and distributes cigarettes under the Philip Morris,

Marlboro, Hope, Champion, and Fortune brands.

The BIR chief’s statement comes in the wake of claims

DENR calls for protection of eagles in Apayao

BAGUIO CITY- The Department of Environment and Natural Resources called on the residents and indigenous people in the province of Apayao to protect eagles that have been sighted in the area.

D E N R - C o r d i l l e r a Regional Director Clarence Baguilat said that there have been sig ht i ngs of the endangered Philippine Eagle in the forested areas of the province.

Based on repor ts of the Protected Areas and Wildlife Bureau (PAWB), the Philippine eagle was sig hted i n at least t wo areas in Apayao, Mount L a mb ayo i n B a r a n gay Lydia, Pudtol and in Mount Asi, Baliwanan, in Kabugao in November 2012.

Bagulat said that just recently they got reports of sightings of the country’s national bird in the thicklyforested municipality of Calanasan.

He said a team from the DENR is now conducting studies and research in Apayao to determine if the endangered eagles have nest i ng sites so t hat it would be protected and preserved.

Birdwatchers have also been going to Apayao to have a glimpse of the Philippine Eagle together with other researchers and enthusiasts f rom t he Phi lippine E a g le Fou nd at ion a nd t h e Un i ve r s it y of t h e Philippines.

Baguilat is calling on the local residents as well as the birdwatchers and other visitors not to hunt or place in harm t hese crit ica l ly enda ngered birds but instead help in its conservation.

He also calls the local officials, police and army men to protect the forest which is t he habitat of

the eagles from logging activities in the province pa r t icu la rly in t he t ribou nda ries of ApayaoIlocos Norte and Cagayan where i l lega l logging activ ities have been reported.

According to t he Philippine Eagle Foundation, the Philippine Eagle (Pit hecophaga jefferyi) is a giant forest r aptor endem ic to t he Philippines. It is considered one of the largest and most power f u l eag les i n t he world. Unfortunately, it is also one of the world’s rarest and certainly among its most critical end a ngere d ver tebr ate species. The eagle is known to be geographically restricted to the islands of Luzon, Samar, Leyte and Mindanao.

T he DEN R recent ly recognized the Cordillera mountains in nor t hern Philippines particularly Apayao as the new sites for the bird together with Iligan City in southern prov i nce of L a nao del Nor te, and centra l prov ince of Ley te af ter sightings of the majestic eagle in Apayao and Leyte provinces were reported earlier this year by the PEF and UP, respectively.

DENR Secretary Ramon Paje said these sightings offered “new beacons of hope” for the Philippine Eagle. Paje ca lled for a more c on s c iou s ef for t among Filipinos to ensure the continued existence of the so-called “ Haring Ibon” or King of Birds.

“The citizenry should manifest its stance to uphold what this charismatic and magnificent bird depicts the Filipinos’ insatiable desire and aspiration to rise and soar against the challenges they are faced with,” he said.

You’ve heard the expression, “Live and learn.”

The two should go together. But sometimes we just live.

“We all make mistakes, but it’s the wise who learn not to repeat them.”

In a way, our life’s like a ship: we can steer it by the rudder or by the rocks.

We can learn to read the signs and avoid trouble by making the right choices, or we can learn the slow, hard way by continuing to run into problems from our wrong choices.

So if we want a good life, we need to be a good student of life.

We need to realize we can learn something from everybody.

Some people even teach us by their bad example how not to live.

The culture of impunity

e have real issues that need attending to should we maintain a sustaining freedom with this democracy.

The past election unfortunately provided extended mandates to many making matters worse with dynasties metastasizing on the national levels.

It is no longer confined to local government where fiefdoms have ruled for decades but now with senators and their families ruling the country.

Then there are the convicted, the felons and many with existing graft and corruption cases that were not only allowed to run for office but won.

Congress as it is is full of politicians with dynasties.

How are we to correct this impunity of corruption and the violations towards a constitution they are supposed to up hold with direct reference to Article II Section 26?

The answer is we do not especially with this lot.

The problem most say stems from the President whose dynasty has been made the supreme example.

The politicians have followed the example of the President coming from a dynasty himself.

We have regulators supposedly created to place a check on abuses by government officials; problem is today they too run scared of these powerful politicians who are now above the law.

Violations towards our laws are commonplace and the courts are running scared with their tails between their legs.

Ergo, the culture of impunity!

The people have spoken and their decisions we suffer the next three years.

And should all things remain the same after another three, we continue to suffer another three.

The biggest losers of course are the poor.

BSP at 20: Four Awards and Counting in 2013

he Bangko Sentral ng Pilipinas (BSP) will mark its 20th anniversary not until July 3, but the “gifts” have come well ahead of schedule starting from January this year.

By gifts, I meant the awards from reputable organizations here and abroad that recognized the exemplary performance of the Philippines’ monetary authority. Showing great promise and focus, the BSP has already brought home four awards in just less than half a year.

The first one came early 2013 when one of the world’s premier finance and banking resource, The Banker, named BSP Governor Armando M. Tetangco Jr. the “2012 Central Banker of the Year for Asia-Pacific.”

Tetangco was credited by the publication for successfully steering our economy amid the financial crises that hit the global financial market last year.

The award is already the third in a row for Tetangco, who was previously given an “A” rating by Global Finance magazine and was chosen as “Central Bank Governor of the Year for Asia” by the Emerging Markets magazine for 2012.

BSP’s second “gift” came in April 23, courtesy of the Asian Banker, one of Asia’s leading financial services consultancies.

After a rigorous selection process, the BSP was hailed as the “2013 Best Macroeconomic Regulator in the Asia Pacific Region” at the Asian Banker Leadership Achievement Awards (ABLAA) in Jakarta, Indonesia. The ABLAA is widely-acknowledged as the highest recognition for industry professionals in the Asia Pacific Region.

The program involves the integration of finance lessons in the elementary education curriculum and the promotion of saving among the youth by developing child-friendly deposit products in banks.

Meanwhile, the latest award received by the BSP arrived last June 4. It is the “Red Orchid: award from the Department of Health (DOH), a special citation given to institutions that got a total score of 90-99 percent when it comes to implementing a 100-percent tobacco-free environment.

Though fairly different in nature from the first three honors, the BSP takes pride of this award in the same manner as it emphasizes its adaptability, pro-activeness, and results orientation as an organization. Part 1: Transfusion Transmitted Diseases

hile I was doing my rounds of the Laboratories under my care, a patient came to see me, wanting an explanation and brought me her test result that was performed in another place, repeated three times in different laboratories.

Result was the same: Positive for RPR, which is a screening test for Syphilis.

The only pertinent data that I gathered was a history of blood transfusion ten years ago during delivery of her youngest child.

Transfusion transmitted disease is a problem and a challenge that we still face even in this era of modern diagnostic capabilities to detect the micro-organisms that can be transmitted through blood and/or blood products.

The problem is directly proportional to the prevalence of the infection in the blood donor community.

It is not uncommon really to hear sad stories of patients claiming that they were infected after a history of blood transfusion.

The infectious agents can be a virus, bacteria, or a parasite.

Laboratory screening for donor’s blood include tests for Hepatitis B, C, HIV, Malaria, Syphilis.

It is worth mentioning here that Filaria ( another mosquito borne disease ), is transmissible through blood.

I know for a fact that our friends at the City Health Office I n Focus are active in their monitoring By Dr. Mary Jean Loreche and surveillance activities in following up cases in the surrounding barangays.

Bacterial contamination during extraction, handling and processing of the blood, and even during the preparation of the unit like in preparing for the blood or the components ( which I hope to discuss some other time ) during transfusion itself can be sources for transmission of infectious agents during transfusion.

Blood being the elixir of life must therefore be treated with extreme caution.

It is incumbent upon the members of the team: the requesting clinician, the donors and recipients, family members, the Nursing Unit and the Laboratory in the Blood Bank Centre and the Hospitals to join hands in making lroeche/PAGE 10

Holcim contest on utstanding Filipino masons now open Cement manufacturer Holcim Philippines, Inc. is now accepting nominations for the fourth cycle of the Hol c i m G a l i ng Ma s on Award, a program to honor Filipino masons who show great skill and pride in their work and are also model citizens in their community.

Holcim Philippines, which kicked off the prog ram st ar t ing June will accept nominations until August 16, 2013. Any reputable individual or legitimate organization may nominate working masons who are at least 25 years old and have resided in their area for no less than a year.

Persons to be nominated should be holders of valid Te c h n i c a l E d u c a t i o n and Skills Development Aut hor it y (TESDA) Certificate on Masonry.

Certificates of good moral character from at least two local organizations, along with other necessary documents should accompany the nomination to be submitted to the TESDA Provincial Office in their areas.

Nominees will go through three levels of selection process: provincial, regional and

national. Only the top three (3) nominees from each region get to compete in the regional level, the winners of which move on to the national competition.

“We Grow Minds” TESDA programs address employment concerns, generation for underemployed and ‘needing skills’

BWM MEDIA CENTER, Cagayan de Oro – The Technical Education Skills Development Authority (TESDA) in the region has continued to successfully embark on schemes to measure the impact on regional development in both training and employment, said Engr. Edgar Sales, OIC-regional director of TESDA 10 during the weekly BWM Media Center’s News Conference (NEWSCON), held last June 21, here.

Dir. Sales was accompanied by Ms. Kotie Bax, TESDA 10 Regional Operations Division chief, and Ms. Honey Analou Dona, TESDA 10 SMAC Focal.

TESDA, is an agency of the government under the Department of Labor and Employment (DoLE) responsible for managing and supervising technical education and skills development.

Dir. Sales identified the measures as (1) Private Education Student Financial Assistance (PESFA) Program, (2) Training for Work Scholarship Program (TWSP) and (3) Cash for Training Program (CTP).

PESFA Program has been established through Section 8 of R.A. No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education

(GASTPE) Act. PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree courses.

Engr. Sales said the Commission on Higher Education (CHEd) and TESDA handle the administration of the program for degree and non-degree courses, respectively. The program seeks to extend financial assistance to marginalized but deserving students in post secondary non-degree TVET courses; promote technical vocational education and training (TVET); contribute to the development of a competent skilled workforce; and assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings.

TWSP is a facility to provide the necessary supply to address the skills demand of

the industries. Specifically, it aims to provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment.

It also seeks to empower private education and training institutions to offer relevant training programs that meet job requirements.

“Remember that we focus on food, shelter and clothing, which are the basic needs, and our role is to address employment concerns and generation,” Dir. Sales said.

To realize the objectives of this program, TESDA works with other government agencies to provide the funds for either full or partial scholarship grants to high

school graduates, those employed but ready for a career change, underemployed or unemployed, with or without experience and ready to undergo training in the selected priority sectors and other sectors with identified highly critical skills requirements namely: Agribusiness, Cyberservices, Aviation, Metals Engineering, Construction (Heavy equipment Operators); Health and Social Services (Massage Therapists, Spa Therapists, Pinoy Hilot, Biomedical Equipment Technician); Hotel and Restaurant Management (Barista and Cooks/Chef); Support Programs (National TVET Trainors/Assessors Qualification Program, Pre Assessment of CCAs and Medical Transcriptionists); and Special Programs (Special employment Program for Mindanao, Disabled Soldiers (DND), Livelihood or Training Program for OFWs) On the other hand, Dir. Sales spells out TWSP through the program’s two objectives: (1) To provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment and (2) To empower private education and training institutions to offer relevant training programs that meet job requirements.

TWSP is a joint project of government agencies spearheaded by TESDA, DoLE and Office of the Presidential Adviser for Job Creation (OPAJC), private sector organizations, industry associations, labor unions and public and private education and training institutions.

“While TESDA focuses

on education, it also addresses employment generation through programs and services. However, there are parameters that we have to consider. These are ‘working age population’ and ‘post secondary’ in our effort to address both employment generation and the needs of those living under the poverty line, the underemployed and those needing skills,” Dir. Sales said.

TWSP, he said, is a program that should provide work immediately after graduation or six months after, even as it helps jobless individuals to go abroad. Lately, 14 people managed to leave for Australia through the said program.

As for CTP, some 4,695 slots have been provided for Region 10, including the areas of Bukidnon, Misamis Oriental and Misamis Occidental while the areas of Camiguin and Lanao del Norte are still undergoing processing.

At least 68 schools in Misamis Oriental are TESDA-accredited with some 6,000 annual graduates.

Also at the NEWSCON were Cyril Ranile, TESDA coordinator for 1st District, and Nanny James Munalem, admin officer of International Labor Force Mastery, Inc./ Skills Mastery Institute.

Other topics discussed during last Friday’s NEWSCON were the following: Role of TESDA in providing employment to returning OFWs economically displaced as a result of global economic crisis; major activities/events which TESDA is undertaking relative to the TESDA anniversary celebration on August 2013; and Holcim Galing Mason Awards.

The increase in cacao plantations, however, slowed in 2009 and hardly met the industry target of expanding areas planted with cacao by 10,000 hectares per year. The industry road map, which was developed in 2009, targeted the planting of 6.5 million cacao trees per year across Mindanao.

“We export $6 million worth of cacao beans, but we import $100 million of it from other cacao producers,” he said.

Banquerigo noted that Ivory Coast and Ghana in Africa are two major cacao producers in t he world, accounting for 60 percent of global production.

He said Belgium, the Net herla nd s a nd ot her European countries are major importers of cacao beans and fermented cocoa. In Asia, Japan is considered as a major user of cacao products.

Banquerigo said cacao is increasingly being used in other industries such as cosmetics, which presents more opportunities for local growers.

Laurilla added, the latest delivery was Don Bosco MPC’s second shipment for Hong Kong and the third this year.

On May 15, the cooperative shipped an initial delivery P3 tons to Hong Kong. Both shipments form part of the 40 metric ton volume they have contracted to deliver in a period of six months, Laurilla explained.

On May 6, some 15 metric tons of black rice produced by the MPC was part of the 35-metric ton rice exported to Dubai, United Arab Emirates, which according to t he Department of Agriculture was the largest exportation the country had in 40 years.
