During the 3rd Philippine Financial Market Forum, De Leon said the government’s deficit reached P42.8 billion deficit at end-May, or almost double the P22.8 billion in the same five-month period last year.

THE Philippines can start building up its capacity for regulating anti-competitive practices as it shifts to a more open economy, according to an economist.

Rafaelita Aldaba of the Philippine Institute Development Studies (PIDS) said an open economy requires not only changes in laws and policies but also efficient institutions and good infrastructure to support the reforms.

The country has yet to have a competition law.

“We know that it is important that the Philippines should have a comprehensive competition law but we also need to take into account the level of development the country is right now. We need to take into account our institutional capability,” she said in a recent international symposium on competition policies held by the Asian Institute of Management.

Aldaba underscored the need for the Department of Justice’s Office for Competition (OFC) to engage first into more capacity

building before handling cases or competition issues.

Executive Order 45 created OFC which was tasked to investigate all cases involving violations of competition laws and prosecute violators, enforce competition policies and laws to protect consumers and supervise competition in markets.

“We really need to have good people; improve our human resource capacity. Training of judges is very much important; more economists having the research capacity to do case studies, I think these are important. Apart from that, they could also engage more in doing advocacy work, building awareness and more support for competition law, competition policy,” she said.

Aldaba said institutional foundation also involves education of consumers, businesses, government officials, regulators and civil society.

BDO to raise $130M loan for wind farm developer THE investment banking arm of Banco De Oro (BDO) will arrange a $130 million loan to bankroll a wind farm project of a company led by former energy secretary Vincent S. Perez.

Perez is also an independent director of BDO’s listed parent f irm, SM Investments Corp (SMIC), which is owned by Henry Sy. Eduardo V. Francisco, BDO Capital and Investment Corp president, told reporters that the company will arrange the loan for Alternergy Wind One Corp for the construction of the 67.5-megawatt wind farm in Pililia, Rizal.

“We expect to sign the loan facility in the next two weeks,” he said.

The loan represents 70 percent of the project cost, the balance of which will be shouldered by Alternergy. Fransisco said the loan will have a term of 12 and a half years.

BDO Capital will act as the lead arranger in partnership with Philippine National Bank (PNB), Rizal Commercial Banking Corp and China Banking Corp once the loan facility is ironed out.

“PNB is just taking its final board approvals,” Francisco said.

The Pililla wind farm will involve the construction and installation of 27 wind turbines along the mountains of Rizal province. Alternergy targets to commission the facility by early 2015.

4 Typhoons destroy P90-B assets in 4 years

THE Philippines has lost about P90 billion worth of assets in just four years because of the negative effects of climate change, according to Socioeconomic Planning Secretary Arsenio Balisacan.

“Climate change is not on ly a n env i ron ment a l issue but is a development concern,” said Balisacan, concurrent director general of the National Economic Development Authorit y, during a forum on Climate Public Expenditure and Institutional Review.

In the four years since 2009, Balisacan said typhoons have killed approximate 1,000 people and destroyed the P90 billion in assets, 67 percent of which were in infrastructure, 27 percent in agriculture and six percent in private, commercial establishments.

B a l i s a c a n m a d e t he remarks after the World Bank released a climate change study that showed t he Phi lippi nes w i l l be among the most affected countries as climate change increases sea levels and water temperatures.

The WB study said the country’s maximum potential catch of fish could drop by 50 percent and the sea would reclaim more beaches, requiring the relocation of citizens, 40 percent of whom live near bodies of water.

The study said the Earth’s water surface will be hotter by another 2 degrees Celcius in the next ten to 20 years and may increase to 4 degrees Celsius by the year 2080.

“It is a phenomenon that aggravates the country’s i n herent v u l ner abi l it y, a nd ha mpers or delays the country’s achievement of our development goals com m it ted bot h at t he global and national levels,” Balisacan said.

Legarda bats for ‘low-carbon’ lifestyle WITH 85% of Filipinos saying that they have experienced climate change, Senator Loren Legarda on has renewed her call to practice a low-carbon lifestyle.

A recent SWS survey revealed that eight out of 10 Filipinos “personally experienced” the effects of climate change.

“The presence of climate change could not be any clearer than this. Before, climate change was a term for the experts, now our citizens are experiencing it through extreme weather events, which in our country translate to either intense

heat or excessive rains,” said Legarda, Chair of the Senate Committee on Climate Change.

The Senator urged Filipinos to practice a low-carbon lifestyle since climate change was caused and is made worse by increased emissions of greenhouse gases such as carbon dioxide and methane.

Legarda said that Filipinos should start eating more local, plant-based, and in-season foods, because food that comes from distant places uses more energy for transportation and preservation, resulting to greater carbon emission.

PHILEX Mining Corp. and Manila Electric Co. are in talks to form a joint venture that will undertake an 80-megawatt coal-fired power project in Mindanao.

T he coa l projec t , i f pursued, will be Meralco’s first coal project in Mindanao and will energize the Silangan copper-gold mine of Philex in Surigao del Norte.

M a nu e l Pa ng i l i n a n, chairman of both Philex Mining and Meralco, said the coal project would utilize coal from Philex’s mine in Surigao del Norte.

“I think they [Philex Mining]have approached Meralco to see if they’re interested [on the project],” Pangilinan said.

M e r a l c o ’s p o w e r generation arm, Meralco PowerGen Corp., has been scouting for sites for power development, includ ing Mindanao.

Meralco PowerGen and Globa l Bu si ness Power Corp. of the Metrobank Group signed an agreement in January to pursue and e v a lu at e t he p ot e nt i a l power generation projects in Mindanao.

“It is related to t he development of the mining project of Philex in Surigao

del Norte, so the mine, should it proceed and see light of day in terms of commercial operations, would need up to 80 MW,” Pangilinan said.

Pangilinan said commercial operation of the Silangan mine was expected to start by 2017 or 2018.

Pa ng i lina n did not disclose the project cost of the 80-MW coal plant, but coal projects normally cost about $2 million to $2.5 million per MW to construct.

Sun Cellular cracks down on fraudsters Sun Cellular has conducted entrapment proceedings in Sun Shop outlets following reports that some individuals have been submitting fraudulent applications for cell phone subscriptions.

Since the start of the year, Sun Cellular has filed several cases against suspects who tried to file dubious subscription applications in an attempt to get handsets and free net work usage attached to these subscription plans.

“We are serious about bringing these fraudsters before the courts of law, not just because of the business losses that we incur with each fraudulent application, but also to make sure that the postpaid subscriptions they get from us will not be used for any other fraudulent activity,” said Reuben Pangan, Official Spokesperson of Sun Cellular.

Pangan explained the suspects usually use falsified documents to avail of new plans, and some even present stolen credit cards to avail of promotions. Some apply in multiple Sun Shops and pr e s e nt t h e m s e l ve s a s different individuals, with different sets of falsified proof of identification and proof of income.

Apart from fraudulent applications, Sun Cellular mentioned that unidentified parties have been circulating messages aimed at extorting load cred its f rom t heir subscribers.

“We advise the public to be especially vigilant as scammers keep coming up with new schemes aimed at extorting load or money from unsuspecting mobile subscribers.” Pangan said.

While these types of scam has been going on for years, Pangan said that in recent cases the scammers introduce themselves as representatives of Sun Cellular, stating that the receiver has ‘won’ some sort of promo that make the potential victim eligible to avail of free items such as load, cash or service fee exemptions and discounts, among others. The message would then require a series of numbers to be sent to 2292, which causes the receiver to unintentionally send a specific amount of load to the scammer’s prepaid number.

The set of numbers “2292” is the short-code number for Sun Cellular’s “GiveA-Load”, which is a tool Sun Cellular subscribers use to send load credits to whomever they choose, usually relatives, friends or co-workers.

Another modus operandi of text scammers is to pretend to be relatives of a certain subscriber claiming to be in an emergency or accident, or badly needing load credits.

“Some may even pose as employees from our billing and collections department,” Pangan added.

“We advise that these instances be immediately reported to Sun Cellular or to the NTC,” Pangan says. “Sun Cellular and the NTC are both working together to curb, if not totally eliminate all these prevalent fraudulent practices,” Pangan concluded.

BSP and other central banks

W

ith the economy performing very well, the upcoming anniversary of the Bangko Sentral ng Pilipinas (BSP) on July 3 will definitely be sweeter. It is a great feat for one of the youngest monetary authorities in the world.

Established in 1993, the BSP (www.bsp.gov.ph) replaced the old “Central Bank of the Philippines,” which was founded in 1949. It was created by virtue of the Philippine Constitution of 1987 and the New Central Bank Act, which gave the bank fiscal and administrative autonomy from the Philippine government.

The BSP is just one of the 186 central banks around the world. The banks differ in name – some are called “reserve bank,” “monetary authority,” or “national bank.” They, however, share common tasks such as setting monetary policy, issuing of national currency, acting as the bank of bankers, supervising and regulating banks, and lending to ailing banks. All of them also serve as the banks of their respective governments.

The central banks also manage their nation’s foreign exchange reserves. These are deposits in foreign currencies that can be used to deal, trade, or make payments internationally. For example, Asian countries have deposits which are in US dollars or Euro.

According to the International Monetary Fund, the combined foreign exchange reserves of the world’s central banks are now worth $11 trillion.

Central banks have existed a very long time. In fact, the BSP is 325 years younger than the oldest operating central bank in the world – the Bank of Sweden (www.riksbank. com), which started in 1668. The Bank of Amsterdam in the Netherlands, founded in 1609, actually preceded the

By Ignacio Bunye England (BOE), however, is the one widely considered as the pioneer of the modern central banking system. Journalist Jason Rodrigues gave a brief history of the BOE (www. bankofengland.co.uk) in his 2009 article for the British newspaper The Guardian.

He said the Bank emerged i n 1694 to s er ve a s t he government’s banker and debtmanager. Eventually, it became a “lender of last resort” to smaller banks and the issuer of the country’s national currency. Both are now common functions of central banks today, including BSP. Since every country has its own history and laws, their central banks may also have characteristics unique to them. The United States of America’s central bank for instance, which is called the US Federal Reserve System (www.federalreserve.gov), has a unique structure with not one but 12 banks.

The distinction is explained in the book The Federal Reserve System: Purposes and Functions. It said the “Fed” has one central government called the Board of Governors, which oversee 12 regional Federal Reserve Banks (FRB) situated in the country’s major cities. The Board sets the Bunye/PAGE 7

-ooo MERALCO IMPOSES NEW CHARGES: Literally and figuratively, consumers of Meralco, or the Manila Electric Company, got the shock of their lives during the week ending on June 24, 2013 when they received from it an additional billing statement, requiring them to pay an “additional bill deposit” in thousands of pesos, on top of the already hefty electric bill for the June 24, 2013 bill date. The Energy Regulatory Commission (ERC) seems to have already approved this additional fee.

The additional billing statement sent to Meralco’s customers reads: “In our effort to keep you updated… we would like to inform you of the recently implemented Bill Deposit Update Program. The bill deposit is an amount required from customers of distribution utilities as a guarantee for payment of electric bills. It is equivalent to your average monthly electricity bill and earns interest at a rate prescribed by the ERC.” How did Meralco arrive at the amount that each customer will pay as additional bill deposit? It reviewed the customer’s billing history and got the customer’s average monthly bill for the last 12 months. Then, it subtracted

ES, we need to fall in love. We would be harming ourselves if we don’t. We are made for it, wired and empowered for it. Love is the purpose of our life, its endall, its law and our true and ultimate perfection.

That’s because God created us so. As image and likeness of his, we cannot but reflect the love that constitutes the very essence of God. “Deus caritas est,” St. John says.

That’s God’s design for us to which we have to correspond freely. Love has to be repaid with love. Thus, when Christ was asked what the greatest commandment was, he immediately responded that it was to love God with all our might, and that the second greatest was to love our neighbor, that is, everyone, as oneself.

Later on, Christ would perfect and summarize these commandments into a new commandment: to love one another as he has loved us. Christ is the standard, the law, the power of our love, and not anybody or anything else—a beautiful girl, and much less, power, fame, wealth.

To Christian believers, we should not look for anything else.

That’s why there is always some embers of this essence in us, no matter how inadequately recognized, incompletely developed, thwarted or misdirected. We always tend to love, to at least pay attention to others, to need them and do something for them. We cannot be by ourselves all the time.

We need to work out this love to its fullness and its purest state. We cannot be cavalier in our attitude toward it. It’s a serious duty, in fact, the primary duty. All other duties and responsibilities flow and derive their ultimate

The love that comes from God goes beyond all these and is and should be their principle and end.

Villar pushes gradual yet sure clean-up of Laguna Lake CALAMBA City, Laguna -– Senator-elect Cynthia Villar disclosed that the government has conducted an extensive study to address the problem of flooding in the Laguna lakeshore towns and coastal areas brought about by rise in water level of the Laguna Lake.

In an inter view with newsmen here after the main program celebrating national hero Dr. Jose Rizal’s 150th birth anniversary, the newlyelected senator expressed her support to whatever possible alternatives resulting from the studies to ease flooding

in the lake’s coastal towns and cities.

Of Laguna’s 25 towns, four component cities and a science and nature city of Los Baños, 19 localities were flooded at the onslaught of the southwest monsoon Habagat last year.

Owing to the botched dredging project in the Laguna Lake, Villar said “in the meantime, we have to do whatever little ways to solve the problem on flooding.”

President Benigno Aquino III scrapped the dredging project following reports that the multi-billion consortium

waste.

Reports have it that the excavated and dredged earth and silt that are dumped along the Laguna Lake coastlines are deposited back to the lake bed by run-off waters and erosion.

Pending the results of the flood control study on the Laguna Lake, Senator-elect Villar proposed for a cheaper alternative yet the gradual “extrication by backhoes” and excavation process to lessen the impact of flooding in the areas.

concerns, Villar opted to take a “slowly-but-surely approach” to the problem.

She shared her experience on the Las Piñas River rehabilitation project undertaking where they used the backhoe and other equipment to unclog and clean the waterway with the water lilies and revive the river.

Villar also told media here their optimism that the Supreme Court will grant their petition to save the Las Piñas bird sanctuary from damage in the wake of the proposed Manila Bay reclamation project. (PNA)

The countries under it, however, still have their respective national central banks to help implement the policy and ensure the stability of the Euro. The reserves of each national bank are also separate from ECB’s reserves, which is shared by the member states.

You may be wondering, is there a lso a bank for the world’s central banks?

The answer is yes, and it is the Bank of International Settlements (BIS), the world’s oldest financial organization.

Based in Switzerland,

the BIS (http://w w w.bis. org) accepts deposits from central banks and serves as a forum for policy analysis and information-sharing among central banks. It does not, however, have any regulatory or supervisory powers over its member central banks.

It is one of the youngest and certainly, not one of the richest (yet) but the fact that it was able to keep our economy strong while the rest of the world was in a financial crisis says a lot about both its potential and capability.

And toward this end, we have to make continuing effort to clarify it in public and in private and personal conversations, going through the endless implications, theoretical and practical, that it possesses.

For one, we should prod everyone of us to love others aggressively, that is, to think well of them, showing affection and understanding, doing acts of service, even without being asked. We should not wait for others to prove they deserve our love.

We just have to love them, even before they deserve it.

In the first quarter, Philex reported a net income of P403 million, reflecting less than a month of operation of its Padcal mine. The amount was significantly lower than the P1.27 billion recorded in the same period last year due to the suspension.

In a text message, he told MindaNews Tuesday night that they got the initial P10 million royalty payment from AMRI last June 19, paving the way for the company to resume operations.

AMRI owes the Mamanwas a royalty payment totaling P30 million for the year 2012, he added.

But Dulmar M. Raagas, president of the Chamber of Mines in Caraga Region, denied that AMRI failed to

pay its royalty obligation to t he Ma ma nwa t ribe, the holder of the ancestral domain title.

“It’s not the AMRI who failed to meet the obligations.

On the contrar y, AMR I has fully paid its royalty pay ments on t ime. The delay was on the part of the National Commission on Indigenous Peoples (NCIP),” Raagas said.

He said he had talked with Omar Abanid, AMRI vice president and mine site manager, about the matter.

Raagas said the Mamanwa tribesmen should demand the NCIP to release their royalty fees.

MindaNews tried but failed to reach AMRI and NCIP officials for comments.

Buklas said it was Abanid and another staff who gave them the check and have it deposited to their bank account last Wednesday.

This was not the first time that the Mamanwa tribesmen held a barricade against a mining company in the area.

In 2009, Buklas and other chieftains barricaded against Taganito Mining Corp., forcing the company to pay its royalty obligations from 2006 to 2008 amounting to P72.5 million.

It was touted as t he “largest royalty payment” ever made to a tribe in the country’s mining history.

The Forgotten Katipunan Revolt in Mindanao and the case for a Ninth Ray of the sun in the PH Flag

any people have tried to win recognition for what local historians claim was the only Katipunan-led revolt in Mindanao at the time of the Cry of Balintawak in 1896, but to this day, the cloak of censorship thrown by Spanish authorities over the so-called Calaganan Mutiny has effectively stifled efforts to put it in its rightful place of honor in the annals of the Philippine Revolution against Spain.

Although it remains a little known fact to this day, Misamis was the only region which actively joined the Katipunan revolt against Spain in 1896. It may have occurred over 100 years ago but re-opening the archives on this forgotten chapter of the country's history could change the way the present Philippine flag looks like. Local historians believe government should fund further research into determining if there is a need to makeover the sun in the Philippine flag with nine instead of eight rays.

Every grade school student in the country is taught how the eight rays of the sun in the Philippine tricolor represent the eight provinces in Luzon which first rose in revolt against the Spaniards in 1896.

But Cagayan de Oro historian Antonio J. Montalvan II says existing historical sources indicate there was one other Katipunan-led revolt in the islands which occurred during that same period in 1896 which has not been recognized by Filipino historians.

The Calaganan Mutiny is detailed in the letters of Vicente Elio y Sanchez of Camiguin to the Manila-based Spanish newspaper "La Oceania Española" and two other historical sources but has never been linked to the First Cry of Balintawak led

by Andres Bonifacio. Mr. Montalvan believes Mr. Elio's letters never got past Spanish censors anxious to douse support for the revolution which had broken out in Luzon.

The mutiny exploded in September 29, 1896 among the so-called "Disciplinarios" or conscripts consisting mostly of convicts from Luzon, who were pressed into battle against the Moros in Lanao.

In late August of 1896, the Katipunan revolution against Spain broke out in Luzon. Exactly a month after, or September 29, 1896, a group of Filipinos from Luzon who were deported to the Spanish fort Fuerza Real de la Nueva Victoria in Calaganan (present day Balo-i, Lanao del Norte) for training in military discipline to fight against the Moros of Lanao, mutinied against their Spanish superiors upon receiving instructions from the Katipunan in Manila. They raided the Spanish armory and proceeded to Cagayan de Misamis to attack the town, being joined by some Moros.

On the way, they ransacked convents and homes of Spanish peninsulars. However, a joint force of Spanish soldiers and Filipino volunteers repulsed them in Sta. Ana, Tagoloan. From Cagayan, they proceeded to Sumilao, Bukidnon where they were joined by a band of 50 Higaonons. They next attacked the Tercio Civil outpost in

Pio Valenzuela was the trusted aide dispatched by Andres Bonifacio to foment a Katipunan-led rebellion in Mindanao.

The fortress Fuerza Real de la Nueva Victoria in Calaganan (present day Balo-i, Lanao del Norte) was ransacked by the Disciplinarios on Sept. 29, 1896 to start the only Katipunan-led revolt in Mindanao.

Balingasag, and raided the outpost of Gingoog on January 1897.

Formation of Voluntarios who were made up of Cagay-anon volunteers led by local hero Apolinar Velez who routed the Disciplarios in Sta. Ana, Tagoloan with the help of Spanish soldiers.

Women and children took shelter in the St. Augustine Cathedral while the menfolk joined the Spanish soldiers as Voluntarios to stop the incoming force of Disciplinarios from Calaganan.

By that time, news of Rizal's execution had reached Cagayan and Misamis, and this further stoked the anger of the local Katipuneros. It took the Spanish gunboat Mariveles, recalled from the Tercio Distrito de Surigao, to finally subdue the resistance in Gingoog. This was the only known Katipunan revolt in the entire Mindanao.

What is especially unique about this particular mutiny is that besides happening at about the same time as the Katipunan revolt in Luzon, there appears to be a direct link between it and the Katipunan revolt in the person of Pio Valenzuela, a cousin of the amazon warrior Arcadia Valenzuela of Lapasan, Cagayan de Misamis (as Cagayan de Oro was then known) who visited Mindanao during this period (ostensibly on instructions from Andres Bonifacio himself!) to instigate a similar revolt in Mindanao .

Mr. Montalvan maintains how Augustinian Recollect chronicles confirm that this revolt was in fact instigated by a communication from Katipuneros in Luzon, making Mindanao the ninth province to join the Katipunan revolt, albeit not included in the eight rays of the sun in the Philippine flag which represent the eight provinces which first rose against Spanish tyranny.

"We have yet to establish beyond a reasonable doubt the direct link between the Katipunan revolt in Luzon and the Calagan Mutiny, but there are extant sources which appear to indicate that such a link did exist, and that Pio Valenzuela did indeed come to Mindanao on the instructions of Andres Bonifacio to foment a revolt against the Spaniards," Mr. Montalvan said.

Another unique aspect of the revolt was that it was participated in by Mindanao's tri-people: the Christian immigrants, the indigenous natives in the

person of Higaonons from Bukidnon, and a group of Moros from Lanao, making it not only a Katipunan revolt, but one in which all three of Mindanao's tri-people was represented.

"Should a direct link be established between Bonifacio's Katipunan revolt in Luzon and the Calaganan Mutiny, then the people of Mindanao can rightfully petition the national government to add a ninth ray to the sun in the Philippine flag," Mr. Montalvan said.

What needs to be done at this point is to verify primary sources such as the Consular Letters of the French Embassy in Manila to Paris where the Calaganan Mutiny is described in detail, Montalvan added.

The letters are now in the archives of the National Museum in Manila, as are other extant documents like the historical account of the Jesuit historian Pablo Pastells in which the Calaganan Mutiny is also described in detail.
