Briefly Job mismatch THE Department of Labor and Employment (DOLE) has forged a partnership with the Career Guidance Counselors Network (CGN) and other government agencies to address job mismatch in Region 10.

The regional offices of D O L E -10 , D e p a r t m e n t o f Education (DepEd), Department of Science and Technology (DOST), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Professional Regulations Commissions (PRC), Department of Tourism, and CGN10 formalized their partnership through signing of memorandum of understanding (MoU) on Friday, May 24.

Under the MoU, the parties committed to work hand-in-hand in the delivery of employment services to its clientele in the labor market.

They vowed to strengthen collaboration and partnership to address the persistence of job mismatch and decrease underemployment and employment by providing students with relevant labor market information.

PH posts 7.8% growth, outpaces Asian nations

R IVEN by private and public consumption, and strong manufacturing and construction sectors, the country’s economy soared to a new height, posting 7.8 percent growth in the first quarter of the year from a revised 6.5 percent a year earlier surpassing other Asian nations, the National Statistical Coordination Board (NSCB) said Thursday.

Data presented by NSCB yesterday showed the country’s gross domestic product (GDP) expanded 7.8 percent in January to March from 6.4 percent during the same period last year. GDP last reached its all-time high of 7.9 percent in the second quarter of 2010.

The DOLE-Lanao del Norte office forged an alliance with the Department of Social Welfare and Development (DSWD) to raise awareness among Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries on the adverse effects of exposing their children to high-risk work environments.

A series of community-based anti-child labor advocacy and orientation on Republic Act 9231 providing for the elimination of the worst forms of child labor and affording stronger protection for the working children and its implementing rules and regulations were held among 4Ps beneficiaries in the province recently.

DTI offices nationwide have received a number of complaints involving online consumer transactions. The complaints covered nondelivery of the items ordered, delay in the delivery and defective items upon delivery.

Like any type of consumer transactions, online shopping is protected under the Consumer Act of the Philippines and the Electronic Commerce Act. However, it is not entirely considered safe for consumers considering the fact that they have to pay the purchase price before they receive the products they have ordered and paid for. Online sellers who can maintain bogus phone numbers and addresses may be difficult to locate especially if the products bought are found to be defective.

New investments give ARMM’s economy a boost

COTABATO City -- Cotabato City-LGU officials are set to meet Malaysian investors today, May 31, together with representatives from the National Agribusiness CorporationDepartment of Agriculture to assess and evaluate area where a Halal Slaughterhouse is set to be constructed.

With the peace agreement between the government and the Moro Islamic Liberation Front is now in its final stage, more investors are starting to set their investments in the Autonomous Region for Muslim Mindanao (ARMM).

The project would not only prov ide livelihood oppor tunities for ma ny residents but also boost the local economy through possible export of quality beef and sheep meat slaughtered and processed in said modern facility, Aniceto V. Rasalan,

secretary to the mayor, said.

The slaughter house is part of the city government’s ef forts to push and institutionalize the Halal industry in the area.

Rasalan also added that Malaysian investors also declared their interest to

start businesses in the city.

Investors are planning to import goods such as chili-flavored noodles and wheat flour in the city and in turn, Cotabato will serve as a source of exports of corn and coconut to Malaysia.

Stakeholders step up food security in Davao’s 3 towns DAVAO Oriental -- After the successful rice production in more than 5,000 hectares across the three typhoonhit towns in the province, the provincial government of Davao Oriental along with partner organizations and agencies now looks into generating more income for the farmers through massive corn production.

Assist a nt Prov i ncia l Agriculturist Rotchie M. Ravelo said that there is at

least 6,000 hectares available area for corn production in the three towns of Boston, Cateel, and Baganga.

The World Food Program and the Food and Agriculture Organization, both under the United Nations and are the province’s key partners in the successful rice production are now combining resources in providing funds for the corn production.

“There is already some sort of allocation for cash and food for work in those areas specific for food production, but more resources from other line agencies especially in debris clearing is still required,” said Mishael Argonza of the World Food

Program. Apart from the clearing, WFP also seeks assurance from the province in the provision of non-food items such as the corn seeds and other farm inputs.

Ravelo revealed that at least 4,000 bags of OPV corn is still needed as only 2,000 bags are currently available provided by Department of Agriculture.

The remaining requirement of seeds is yet to be released by the DA on the ensuing months while some portions may needed to be sourced out from funding organizations.

WFP said that they are willing to fund production on any potential crops as

soon as possible as their imminent egress of t he province is already due in September.

“Other crops which are not available now cannot wait anymore. We can look into other possible activities that we can compliment rather than waiting for inputs that will not come later on,” Argonza said.

While debris clearing is almost complete in the highways and roads, farms are next in the roster of areas bound for clearing as part of the province’s debris management for food security.

Back Better Movement of the province says that they intend to push through debris clearing while stepping up food security simultaneously by means of combining resources and expertise of key players to hit these two major targets rather than just merely clearing debris.

Meanwhile, Governor Malanyaon has ordered the Provincial Agriculturist Office office to inventory all available tractors to fast track the massive clearing of lands for the promising venture of corn production.

Lafarge to expand cement plant in Rizal LISTED CEMENT maker Lafarge Republic, Inc. is looking to expand its plant in Rizal on the back of the a nt icipated i ncrea se i n demand, the company said in a statement attached to its disclosure on Tuesday.

“Sharing his outlook, [Lafarge President Renato C.] Sunico foresees continued growth in cement demand, which Lafarge is better placed to meet with last year’s investment for additional one million metric tons (MT) in cement milling capacity in 2013,” statement said.

“He a lso a nnou nced the approval by the board of directors to invest in a new mill at Teresa Plant, which will have a capacity to produce 850,000 MT per annum, starting 2015,” it added.

The company said that, in the meantime, various productivity improvement projects are expected “to deliver addition capacity to supply t he estimated cont i nu i ng i ncrea se i n cement consumption.”

Aside from Rizal, the company has facilities in

Massive gathering of vital seaweed in Surigao alarms concerned citizens

SURIGAO CITY – The massive gathering of sargassum, the brownish floating seaweed commonly seen near the shore, has alarmed some concerned citizens in the city, fearing marine ecological imbalance.

Johanne Jake Miranda, dive master of the Surigao Dive Club, said he received several information from different island barangays in the city and in the neighboring islands of Dinagat, Siargao, and Bucas Grande that tons of sargassum are being transported continuously to the city everyday.

Miranda said t his is quite alarming because this seaweed is essential to marine life.

Locally known as “samu,” Miranda said this seaweed must be protected otherwise there would be a drastic effect on the local marine life, eventually affecting fishermen, too.

He suggests t hat t he Bureau of Fisheries and Aquatic Resources (BFAR) conduct a monitoring or study of the massive harvesting of sargassum.

Nerio Casil, regional director of BFAR-Caraga, told MindaNews that for now, there is no existing law

prohibiting the harvest of sargassum. He thus urged loca l government u nits (LGUs) to pass ordinances as a way of regulating in gathering the seaweed.

A study conducted by marine biologists at the University of the Philippines i n Di l i ma n noted t hat sargassum is “economically important” because it is being used as animal feed and liquid fertilizers, among others.

But Ariel T. Ortiz and Gavino C. Trono Jr., of UP’s Marine Science Institute, noted t hat sargassum proliferates “in vast areas along coastal waters housing myriad life forms, making t hem one of t he most ecologically important and productive communities.”

In their study published in the Science Diliman journal in 2000, the scientists noted that “in 1987, fishermen in Central Visayas and Northern Mindanao claimed a decline in fish stocks and other associated marine organisms

after tons of Sargassum were harvested and exported for seaweed meal.”

In the United States, the South Atlantic Fishery Ma nagement Cou nci l considers sa rgassu m as important in “provid(ing) crucial habitat for a wide variety of marine animals in the open ocean, including economica lly important pelagic species such as tuna, dolphin, wahoo and billfish as well as sea turtles and marine birds.”

Darwin Brian Lawas, a marine biologist of Green Mindanao Association, Inc., said the massive harvesting of sargassum must be controlled to prevent imbalance in the marine ecosystem that will affect fish and other living organisms. He said fishermen will suffer most in the long run.

Dried sargassum now sells P8 a kilo in the local market.

He said the seaweed is being exported to China.

Bukidnon provincial board eyes ‘paperless’ sessions by July

MALAYBALAY CITY – The Bukidnon provincial board has scheduled to start holding paperless sessions by July to go with the trend and to save on operating cost.

Law yer Apol lo A. Ma g u a le , S a ng g u n ia ng Panlalawigan secretary, told MindaNews Wednesday that Bukidnon is benchmarking on the experience of Agusan del Sur on paperless sessions with a visit in early June to observe at least three stages of operating a legislative body.

He said a 35-member delegation composed of officials and legislative staff will visit Agusan del Sur

to observe the provincial board’s preparation, actual s e s sion, a nd re p or t i ng activities of their paperless legislative body operations.

The Bukidnon delegation will observe the Agusan del Sur provincial board’s preparation and session on June 10 and 11.

Mag ua le cited t he provincial ordinance passed last January authorizing the provincial board secretariat to initiate transition from the manual and conventional me t ho d to “pap erle s s” sessions.

P3M worth of infra projects completed for SouthCot village

GENERAL SANTOS CITY – The Office of the Presidential Adviser on the Peace Process (OPAPP) has completed two community infrastructure projects worth P3 million in a peace and development village in Tupi town in South Cotabato.

Nelida Pereira, South Cotabato provincial social welfare and development officer, said Thursday the newly-completed projects in Barangay Palian in Tupi comprise a peace training center and multi-purpose g y m n a s iu m t h a t we r e implemented under t he national government’s peacebuilding initiative Payapa at Masaganang Pamayanan or PAMANA program.

She said OPAPP formally

turned over the projects to the beneficiaries, who are mainly former Moro National Liberation Front (MNLF) members, last Wednesday.

Pereira sa id t he construction of the two communit y projects started last January and was completed late last month.

She s a id t he mu lt ipurpose gymnasium and the peace training center, which the beneficiaries intend to utilize for their coco sugar production venture, cost around P1.5 million each.

“These were projects that were earlier identified and proposed by the beneficiaries t hemselves a nd were eventually adopted by OPAPP for the PAMANA program,” she said.

Under t he prog ra m, Pereira said OPAPP approved the proposals submitted by village residents for the implementation of the two projects, which they believe will help sustain peace and development in the area.

Declared a peace and development community in 2007, Barangay Palian is one of over 100 peace and development communities in Minda nao t hat were identified by the national government as beneficiaries of the PAMANA program.

OPAPP said in a statement that the program intends to provide communities with projects funded under the government’s stimulus fund to bring genuine peace and development.

It also aims to “reduce poverty, improve governance and empower communities in situations of conflict,” it added.

A complementary track to the peace negotiations, it said the program’s main strategy is to bring the government closer to t he identif ied PAMANA areas, “ensuring that the communities benefit from improved delivery of basic social services and are served by responsive, transparent and accountable infra/PAGE 7

They say, “The apple doesn’t fall far from the tree.”

The kind of life we live is largely influenced by our family.

From the time we’re born it’s our family’s example we naturally follow.

Home is where we learn about love, life, and laughter.

As someone said: “Happiness is home-made.”

It doesn’t matter if you’re rich or poor, because a small house will hold as much happiness as a big mansion.

But sadly, many homes are not loving and happy.

As one sad guy said: “The first half of my life was ruined by my parents, and the second half by my children.”

A best-selling book entitled, It Takes A Village, says that raising children is the job of the community.

But the reason some people expect the government and community to raise their children is because their marriage and family has broken down.

Millions of families are destroyed by divorce, adultery, greed for money, selfish parents who put themselves first before their own children, domestic violence, alcoholism, teenage pregnancies, drugs, and many other things.

The simple fact is there is no substitute for the family.

A child’s need for security, love, and acceptance from both parents will never change.

God designed us all to grow up in a family with both a father and a mother who love each other and us without conditions, and who teach us right and wrong.

This is the way our character is shaped and built so we become healthy, happy and successful.

ith the present peso appreciation, most Filipinos may wonder what forces are at play which affect the pesodollar exchange rates.

The Department of Economic Research of the Bangko Sentral ng Pilipinas explains that like most countries in today’s globalized environment, the Philippines follows a market-determined foreign exchange policy.

This means that the BSP does not fix the exchange rate at a given level, but instead allows the interplay of supply and demand for currency to determine the exchange rate.

The BSP’s participation in the foreign exchange market (by either buying or selling dollars) is only to guarantee orderly conditions by preventing wild swings in the exchange rate.

As an illustration, if the supply of US dollars is much more than the demand, the value of the dollar will plunge in peso terms.

This happens, for instance, when overseas Filipino workers send more dollars to their families before Christmas. Such a scenario also occurs when there is a slew of foreign portfolio investments (“hot money”) coming into the Philippines.

These dollars are eventually exchanged for pesos. With more dollars chasing the same amount of pesos, the result is a more expensive peso.

Poverty that enriches

e are, of course, more familiar with the poverty that truly impoverishes and dehumanizes us. And it’s right that we do everything, in the different levels of our life, from the personal to the social and global, to eliminate such poverty.

Hunger, illiteracy, ignorance, marginalization and isolation, unemployment, social injustice and inequality are some forms of this terrible kind of poverty. We need a concerted effort to tackle these problems present in all levels of society and aspects of our life.

But there’s another kind that we need to be more familiar with, because it is what is proper to us. This is the poverty that enriches us actually, because it precisely deprives us of things that we tend to accumulate but which separates us from our true and ultimate wealth, God himself.

This is the poverty spoken of in one of the beatitudes: “Blessed are the poor in spirit, for theirs is the kingdom of heaven.” It’s a very strategic kind of poverty, so indispensable in the struggle for our salvation and perfection, given our wounded nature and the confused state the world is in.

We need to understand this kind of poverty not so much under the light of not having this or that, a matter of self-denial and privation, as under the light of being more in God and in love. We need to see and live the organic connection between the depriving part and the enriching part. Otherwise, we will distort its true face and beauty.

This is the poverty taught and lived by Christ, as well as by the saints through the ages. It can have different manifestations, but the core essence is the same. It’s a matter of

emptying our heart of earthly things and attachments to fill and Traces it solely with God. It’s not so

Yes, we have to continue being wary with the rampaging waves of consumerism, commercialism and materialism afflicting our society today. But now, we have to give due attention to how we are developing and living this virtue in the way we use our time and other resources like energy, freedom, creativity, etc.

It’s in these areas where we have to check whether the self-denial and detachment involved in poverty actually leads us to get close to God and to others, whether it’s a poverty that makes us love God and others more.

Poverty is not purely a negative virtue. It is a very positive one, and of the type that needs to grow at the behest of love. It’s never idle or sterile. It’s a very fruitful kind of poverty, and exciting as well.

Christian poverty can involve the way we resolve not only our lack of money and t hings but a lso our tiredness, our lack of time, our other wea k ness and dif f icu lties t hat tend to put us down one way or another in life.

Do we ma na ge w it h God ’s grace and our effort to contend with these negative conditions, which are definitely other forms of privation, with heroism and greatness of heart, with generosity in self-giving or do we buckle down to the sheer demands of our physical conditions even other more important concerns still need to be attended to?

We need to realize that this is also one clear area where we can develop and live Christian poverty. Do we manage to make ourselves more available to ot hers, more f lex ible to t he var y ing demands of the times when we find it hard to adapt to new and unfamiliar situations?

Are we prodded to be more magnif icent in attitude when big challenges come our way? This is where t r ue C h r i s t ia n p over t y comes in.

Some island villagers are not happy with the massive gathering of the seaweed.

James Pejan, a Bantay Dagat member of Barangay Libuac here, said that he find this a destructive activity.

“Even though there is no law or ordinance on this, this should be stopped or at least put some limit to their yield,” he stressed.

“Sargassum harvesters would just cut or uproot the seaweed as much as they could and don’t bother with replanting,” he added.

Edgar Pigaro, also of Barangay Libuac, said he can gather up to 200 kilos a day. After three days of drying, he then sells it to local buyers in the city.

DoE OKs projects under delayed FiT ‘Negosyo sa Kariton’ launched THE Department of Energy has finally given the go-ahead for three proposed wind farms, with a total generating capacity of 208.5 MWs, as the country looks to escalate the development of its wind power potential, estimated to be 76 GWs. These approvals are the first to be given under the Philippines’ feed-in tariff (FiT) scheme for renewable energy.

While there has been plent y of interest f rom loca l a nd i nternat iona l investors in the wind sector since the passing of the country’s Renewable Energy Act in 2008, regulator y developments have been slow.

The FiT scheme was only agreed upon in July last

year, but since the passage of the renewable energ y law, hundreds of renewable energy project proposals have been submitted for FiT allocation but are still pending approval, according to reports.

T he t hree projec ts given approval are: Energy Development Corp’s USD300 million 87-MW wind farm in Burgos, Ilocos Norte Province; Alternergy Wind One Corp’s 67.5-MW project

in Pililla, Rizal Province; and Trans-Asia Renewable Energy Corp’s P6.3 billion (US$153 million) 54-MW development on Guimaras Island.

They are due to be in operation by 2015 and will be guaranteed under the FiT scheme to receive P8.53 (20 US cents) per kilowatt hour they generate under 20-year contracts.

It is notable t hat a l l three project are bigger than the Philippines’ largest operating wind farm, a 33MW installation in Ilocos Norte, and also outsize the 48-MW project currently being developed near Puerto Galera, in Oriental Mindoro.

Still larger wind projects have been proposed, with Italian firm Brulli Energia looking into the feasibility of building a 200-MW wind farm in Oriental Mindoro.

Under the Renewable Energ y Act of 2008, the Philippines set a goal of hav i ng ha l f it s energ y demands met by renewables by 2030.

To d a y, a r o u n d 3 9 percent of the countr y’s energy demands are met by renewable energy according to the DoE, primarily from geothermal and hydropower plants.

The Philippines went up from 43 to 38 in the World Competetiveness Yearbook as investments in telecommunications, foreign direct and portfolio invest ments, rea l gross domestic growth (GDP) per capita and real GDP growth improved.

Overall, however, the Philippines was graded to remain attractive to investors.

In Zamboanga del Norte town DIPOLOG CITY—The Department of Labor and Employment (DOLE) office here has launched its “Negosyo sa Kariton” (Nego-Kart) project in the mountain town of Labason, Zamboanga del Norte.

Zamboanga del Nortle DoLE Provincial Officer Henry Tianero said the Nego-Kart project is one of the latest livelihood initiatives of the DoLE’s regional office designed to help raise the financial condition of rural residents by providing deserving beneficiaries with livelihood grants through the provision of a push cart, tools, equipment and raw materials to serve as their working capital.

Tianero said the launch and turnover program, held at the Labason town plaza, was attended by Labason local government officials led by Mayor Wilfredo Balais, Vice Mayor Virgilio Go and members of the Sangguniang Bayan together with the DoLE provincial personnel.

The occasion was witnessed by hundreds of local residents and small-time entrepreneurs in the far-flung municipality.

Balais said the initial Nego-Kart beneficiaries were mostly low-income vendors selling various products earlier identified and recommended to the municipal government by local staff of the Department of the Interior and Local Government (DILG).

One of the Nego-Kart recipients, solo parent Porferia Morales, expressed her gratitude to the DOLE for the livelihood opportunity.

She said her Nego-Kart would enable her to travel around Labason’s outskirts and expects to increase her vending income for the sake of her growing children.

Tianero said the DOLE regional office scheduled the expansion, up to the end of this year, of its Nego-Kart project in strategic areas of Zamboanga del Norte as well as in other localities of the adjacent provinces of Zamboanga del Sur and Zamboanga Sibugay.

The national government stepped up its assistance to overseas Filipino workers (OFWs) by providing entrepreneurial development training (EDY) in an effort to improve their living condition.

Initially, 45 individuals composed of OFWs and OFW beneficiaries attended the EDT seminar and workshop in Zamboanga City last week.

The EDT is part of the social preparation of OFWs wanting to venture into entrepreneurship and establish or strengthen their business in their respective communities.

The municipality is a 2012 Gawad Kalasag (Kalamidad at Sakuna Labanan Sariling Galing ang Kaligtasan) Hall of Fame National Awardee in the field of DRRM. Better implementation of the framework of DRRM prog ra m; prepa red ness, mitigation, response and rehabilitation, Guimbal’s secret of disaster preparedness, was shared to Region 9’s RDC executives during their visit.

Municipal Information Officer Karin who represented Guimbal Mayor Christine S. Garin said they have prepared the following responses for when disaster strikes: proactive leadership, local government unit (LGU) development plan and DRR integration, communitybased mapping of households with corresponding number and hazard identification color codes for landslide, fire, flood and storm surge, multi-sectoral involvement and private sector support through a memorandum of agreement (MOA).

Karin said the sectoral involvement, implementation of the DRRM program, other LGU essential programs such as health, peace and order, agriculture, livelihood, education and business are the factors which contributed to the success of the program.

The Challenge: There is no secret to achieve excellence in the field of DRRM, only sheer determination is needed in keeping everyone at every home, every office and every community proactively safe.

Community-based DRRMs should be organized and functional at all times and the continuous campaigns a nd advoc acies for t he management of hazards and tasks should be maintained.

It is important that greater investments and efforts for the prevention and mitigation should be allocated if only to mainstream DRRM in local development plans and programs.

The RDC 9 executives are one in the belief that if the result of the RDC 9 DRRM executive briefing in Iloilo and onsite visit to the municipality of Guimbal, the Kalasag Hall of Famer, would result to the formulation of a functional draft of Region 9 DR R M plan based on standardized structures, the journey is well worth it. The additional generating capacity is much needed since brown-outs are a longstanding feature of life in the Philippines, with businesses forced to invest in back-up diesel generation facilities.

Ot her t hings being equal, the currently underdeveloped wind sector should have a big role to play in this planned expansion.

A study made by the US Department of Energy’s National Renewable Energy Laboratory shows that the Philippines’ wind potential could provide up to 76-GW of power, with 47 provinces of 73 in the Philippines having at least 500-MW wind potential and another 25 provinces at least 1-GW. Based on reports coming from t he si x regions of Mi nda nao, most of t he stalled projects gained at least a 30-percent increase of completion. To date, the total physical accomplishment of RI was pegged at 65.17 percent.

“A s of Apr i l 15, we have noticed an average of 30-percent increase of status of implementation of those active projects so expect more development to date,” she said.

“We have been announcing to local government units that as early as December 2012 that they have to finish

by June 2014 the projects in their respective areas or else they have to complete t he project using f unds from their local coffers,” Gabunales said. “Our partner LGUs and project contractors have already expressed their assurance that the project in their respective areas will be completed even before June 2014.”

Fu r t he r, t he M R DP and the LGUs have already f ina lized their catch-up plans.

“The only thing to do now is to stick to t heir agreed catch-up plan,” she said. “Summer time has been very favorable for the many projects since there were less rainy days and the implementation has been relatively fast.”

MRDP Program Director L e a ly n A . R a mo s s a id completing the project by mid-2014 would give the program management ample time to evaluate its impact and prepare for the transition from MRDP to the Philippine Rural Development Program, which is the former’s scaleup version with nationwide expanded coverage.

“While the program is urging implementing LGUs and contractors to fast-track project implementation, concerned parties should adhere to quality standards, as they will also be held accountable if the project will be found to be of poor quality,” Ramos said. “ We a r e o p e n a n d responsive to any complaints from project beneficiaries as this is one way of holding our officials accountable and, at the same time, promote greater transparency and accountability.” (BM)

Balisacan said the development on the production side was “broad-based” as all major sectors contributed positively to growth during the period. Industry rose 10.9 percent, services by 7 percent and agriculture sector by 3.3 percent.

“Business confidence and consumer optimism fueled this growth, putting to rest doubts cast on the 2012 figures as being due to base effects only,” he said.

Balisacan, also the Director General of National Economic and Development Authority (NEDA), sa id t he robust growth of the manufacturing sector contributed mainly to the industry’s growth.

“Despite the contraction of 8.4 percent in our goods exports, local manufacturing has grown at an impressive rate of 9.7 percent, primarily from what can only be deduced as a heightened domestic demand,” he noted.

The main contributors to t he st rong g row t h of m a nu f a c t u r i n g we r e ma nu fac t u res of food, household appliances, communication equipment, chemica l a nd chemica l products, transport equipment, and machinery and other equipment.

Balisacan said the c o n s t r u c t i o n s e c t o r ’s 32.5-percent strong growth l i f te d by i n f r a s t r uc t u re spending of the government indicates a good positioning towa rd s a n i ndust r y-led economy.

He sa id t he f i na ncia l i nter med iat ion recorded the highest contribution to services sector that grew 13.9

percent in the first quarter.

Balisacan attributed this to the robust growth of real estate, renting and business activities on the back of the sustained demand in residential and office spaces and the expansion of offshoring and outsourcing (O&O) activities.

He said the recovery of the fisheries sector also pushed agriculture sector growth to 3.3 percent.

With the f irst-quarter GDP in its new all-time high, Ba lisaca n sa id economic m a n a ge r s w i l l c on sid e r the growth figure in their economic assumption.

“At the rate we are going, I think we are getting there,” he sa id refer r i ng to t he country’s aspirational target of 7 to 8 percent set out in the Philippine Development Plan for 2011-2016.

To sustain higher economic growth in the next few years, Balisacan underscored the need to boost other sectors or areas that are potential growth drivers and job generators.

These are infrastructure, manufacturing, agriculture, tourism, logistics, business process outsourcing/ information technology, ship building, housing and the halal food industry.

Balisacan noted that the country needs to create an environment conducive to more investments, noting “investors want reliable power, t r a n s p or t , a i r p or t ...O u r industrial policy is to reduce the cost of doing business.”
