Briefly Underemployment BUTUAN Cit y - - The problem in Caraga Region is not unemployment but underemployment or job mismatch, a top regional labor official said on Tuesday. M s . N a o m i Ly n C . Aballana, Labor and Employment Head Officer, DOLE XIII( representing DOLE XIII Regional Director Joel Gonzales) in a pres conference, marking the start of this year’s “Labor Day” celebration said that the region has 94% employment rate and only 6% unemployment rate. The official however clarified that of the 94% employed, 26% are “underemployed.” These are the group of workers, she said who still need some additional hours of work. These are the workers she also said which may also be “unskilled” to take the work available.

Public service THE utility firm Davao Light and Power Company (DLPC) has opened its first mall-based full-service center and also started airing its first radio program. The radio program titled Kaalaman sa Kuryente or Power Knowledge is aired over DXUM-Radyo Ukay every Thursday 2 p.m.-3 p.m. The program started broadcasting last April 4 and is hosted by Amy Cabusao. Several resource persons from the company will be available during the duration of the program. The radio project aims to educate consumers anything and everything about electricity with focus on safety tips and energy conservation. With the wide broadcast range the company hopes to reach many consumers particularly if they are broadcasting important announcements. Meanwhile last April 6, DLPC formally opened its first full service center at SM Lanang Premiere. The mall center located at the mall’s basement floor will handle payments, applications for new connections, metering concerns, requests and inquiries.

overnment’s failure to include the Mindanao Railway Project (MRP) in its priority development projects is a major blooper and may have negative effects on the successful operation of the Laguindingan Airport. The MRP — a vital development project that was designed to complement the Laguindingan Airport — failed to take off from the blueprints despite the completion in 2009 of the P71 million feasibility study by three private consultancy firms with the Transportation and Communications department because the DOTC did not include it in its priority projects. The MRP aims to link two vital Mindanao gateways—the Laguindingan Airport and the Mindanao International Container Terminal. It will also connect, for a total length of 124 kilometers, Jasaan town in Misamis Oriental to railway/PAGE 11
