Travellers to get fair deal with ‘Air Passengers Bill of Rights’

OZAMIZ City -- Air passengers can now get a fair deal from the carriers during delay of flight schedules and flight cancellations, as spelled out in the “Air Passengers’ Bill of Rights.”

For example, if already at the airport at the time of the announcement of the f light cancellation, a passenger have the right to demand from the carrier, suf f icient refreshments, meals or snacks consisting of at least a bottle of water and sandwich, or breakfast, lunch, dinner, or a voucher for the same, as the case may be.

The passenger shall also have the right to demand

for a hotel accommodation, conveniently accessible from the airport, transportation from t he airport to t he hotel, free phone calls, text or emails and first aid, if necessary.

Likewise, in case the air carrier cancels the f light because of force “majeure” or unforeseen circumstances, s a fe t y a nd /or s e c u r it y reasons, as certified by the Civil Aviation Authority of the Philippines (CAAP),

a passenger shall have the right to be reimbursed for the full value of the fare.

The above conditions are only some of the rights of air passengers and carrier obligations enumerated under the Joint Administrative Order (JAO) No. 1, s. of 2012, of the Department of Tr a n s p or t at ion a nd Communication and the Department of Trade and Industry (DOTC-DTI) or the “Air Passenger’s Bill of Rights,” which is based on two laws: RA 776, known as the Civil Aeronautics Act of the Philippines, with DOTC through the Civil Deal/PAGE 10

Maur also said the region’s employment rate has also increased from 93.50 percent to 94.03 percent. In terms of unemployment rate in the region, Maur said the region’s data has decreased from 6.48 percent in 2010 to 5.98 percent in 2011.

However, the off icial said the underemployment rate of Caraga has increased from 22.23 percent to 26.00

percent.

Maur further explained Caraga Region has achieved moderate accomplishment with respect to employment creation, where laborers and unskilled workers comprise a big chunk of the total labor force.

She also said number of jobs created did not grow fast enough and there is still high level of underemployment in the region.

ne news item in the States grabbed my attention and Traces recently and pushed me to the

By Fr. Roy Cimagala edge of disbelief. It claimed that there are now 110 million cases of sexually transmitted infections in the US. With 313 million population, that statistics is indeed high, though the report clarified that an individual can have multiple incidences.

W hat is even more horrifying is that 50% of the new cases come from the 15-24 age bracket. I’ve read somewhere before that in many American schools, the practice and even the culture of hook-up, casual relations, the so-called flings and onenight stands, have become prevalent. The news should come as no surprise then.

This is not to mention that in that country as in many others, the cases of infidelity and promiscuity continue to grow, sustained by a thriving if devouring sex industry and a legal system that is reinforcing rather than restraining this drift.

Take the case of the so-called gay or same-sex marriages, now the hot issue in the States. The proponents are cleverly packaging their position as asking simply for marriage equality before the law if only to claim some rights and benefits for married couples.

Their main argument is that marriage need not be between one man and one woman, since marriage need not be meant for procreation. Otherwise, according to them, many marriages of couples who have no children due to old age and other causes should not be considered as marriages.

That’s indeed a strange argument because the very nature and main purpose of marriage is for procreation even if no children would result from it. It can have many other secondary purposes, but its main and irrenunciable purpose is procreation. Obviously, marriage should be driven by love in the first place.

Do the right thing

f all the jobs in news and journalism, being a war correspondent is the most dangerous. Some reporters are captured as prisoners, some escape, and some die.

Young 25-year-old Leonard Spencer was a reporter for the London Morning Post. His assignment was the Boer War in South Africa. Leonard was riding a train to the frontlines of battle when suddenly there was a violent crash. The Boer army had ambushed and attacked this British train. During the shooting, Leonard jumped out into all the bullets and exploding shells to help clear the train tracks. In fact, after the train pulled out of this trap, with many British soldiers saved, the one man who was left behind to face the enemy alone was this young newspaper reporter.

He was captured and put into the Pretoria prison, which was world famous for its high security and few escapes.

Amazingly, young Leonard escaped this famous prison.

Yet he still had 300 miles of enemy territory to survive and find his way through to freedom. He walked alone for many days and nights, continually dodging enemy soldiers.

Tired, hungry and thirsty, he finally reached a mining town and knocked on the door of the only British person living there. Leonard was then smuggled onto a train to the British consul and safety.

BSP vindicated

he Bangko Sentral ng Pilipinas was vindicated in a decision recently issued by the Court of Appeals (CA), which effectively denied the petition by Banco Filipino investors to reopen the beleaguered bank.

“Unless the Banco Filipino can specify its independent and strong financial commitment to address its present predicament, we do not see any cogent reason to sustain its sought rehabilitation, much less its re-opening, at this time,” the CA said in a decision promulgated on November 21, 2012.

The appellate court reversed its earlier judgment issued in January, 2012, which had granted the petition of Banco Filipino Savings and Mortgage Bank stockholders. Banco Filipino had asked the court to prevent the Bangko Sentral, its Monetary Board (MB), and the Philippine Deposit Insurance Corporation (PDIC) from enforcing and implementing MB Resolution No. 372-A, which closed the bank for insolvency in early 2011.

Citing grave abuse of discretion, the January, 2012, judgment also ordered the BSP and the Monetary Board to reopen Banco Filipino and allow it to operate with a “viable rehabilitation plan, in order to ensure fast and immediate recovery of the bank from the ill-effects of the illegal closure.”

However, in its most recent decision, the appellate court stressed that the Bangko Sentral “is the central monetary authority of the Government which has the statutory duty to supervise the operations of banks and to exercise regulatory powers thereon.”

The CA also pointed out that consistent with the BSP-MB’s findings on Banco Filipino’s insolvency, the PDIC likewise discovered that while Banco Filipino’s assets amounted to around P11.77 billion, its liabilities amounted to around P23.02 billion as of its closure date.

The appellate court further explained that the BSP, the MB, and the PDIC “have merely exercised their legal and statutory duties as expressly granted to them by law.”

“Considering all the foregoing, we all the more disagree with this Court’s earlier finding of grave abuse of discretion amounting to lack or excess of jurisdiction on the part of any

The CA also pointed out that in the absence of any commitment from the stockholders themselves to help rebuild the bank, the sought rehabilitation of Banco Filipino “would utterly rely only on public funds through loan grants from the BSP.” “This would be tantamount to a Government dole-out at the expense of public funds with no definite guarantee of return,” the court stressed.

The CA likewise pointed out that the BSP, as the “lender of last resort which aims to promote and preserve monetary stability and the convertibility of the national currency, can only extend loans and advances to banking institutions for liquidity purposes.”

“Absent any sure safeguard, it should not gamble public funds and thereby compromise the Nation’s monetary stability,” the appellate court emphasized in its decision.

A show of courage, devotion, loyalty amid turbulent times THERE have been many outstanding employees during Manulife’s more than 105-year history in the Philippines.

But perhaps none were more exceptional when it came to company devotion and loyalty than Manulife’s own “heroes,” individuals who displayed exemplary courage despite adversity during the Second World War. Paquita Gonzalez and Ernesto Perlas were both employees of Manulife’s Philippine Branch during the Japanese occupation of t he c ou nt r y. T h at time, it meant instant death for anyone found keeping documents, cash or vouchers coming from foreign companies, as these were to be confiscated by the Japanese occupying forces. But Paquita and Ernesto were unperturbed as both risked their lives to help protect the company’s customer records a nd funds.

W hen t he Japa nese invaded the Philippines back in 1941 and occupied the country for almost four years, Dr. Edward Hall, then Manager for Ma nu l i fe’s Ph i l ippi ne Branch, knew that normal business operations had to

come to an end. They had to clear out in a hurry and hide the company’s records and money as discreetly as possible. Ernesto was the one tasked to take care of the money and other negotiable securities. In an instant, he took it all from the office safe and hid it in his home. On the other hand, Paquita found herself as the steward of all the branch records, accounts and bank papers, which she hid as well in her home for proper safekeeping.

There were many nervewracking instances for the two when trying to keep the company’s cash and important documents away from the prying eyes of the occupying Japanese forces.

In meeting with Dr. Hall to facilitate transactions, both had their own share of close calls with the Japanese in their efforts to try and keep the company documents and funds intact.

AQUINO III President of the Republic of the Philippines Malacañang, Manila Dear President Aquino, We wish to reiterate our appeal to you expressed in a Joint Resolution and personally handed to you last February 26, 2013 during your visit to the Laguindingan Airport: REQUESTING FOR THE DEFERMENT OF THE PLANNED 30 APRIL 2013 OPERATION OF THE LAGUINDINGAN AIRPORT PENDING COMMISSIONING OF ITS AIR NAVIGATION AND SUPPORT SERVICES FACILITIES (ANSSF) and in a separate Oro Chamber Resolution: STRONGLY OPPOSING THE PREMATURE OPERATION OF THE LAGUINDINGAN AIRPORT PENDING COMPLETION OF THE ELECTRONIC LANDING FACILITIES pouched last January 18.

In a meeting of the RDC X Special Committee on the Laguindingan Airport Development Project last March 15, 2013, we were informed that the planned opening of the Laguindingan Airport will push through on April 30, 2013, the main reason being that the installed facilities’ one-year warranty will start countdown upon the official turn-over by the contractor, HANJIN, to the Philippine government on April 15.

ON HANJIN’S TURNOVER OF ITS CIVIL WORKS AND WARRANTY On the matter of the warranty, we implore you to help us extend the warranty period to the date wherein the Laguindingan Airport has already completed the installation and testing of the air navigational facilities as HANJIN’s works actually interfaces with the completion of the ANSSF such as the duct banks, and the testing and commissioning of equipment installed in all buildings. A year of extended warranty will coincide with the total operation, at full capacity, of the airport thus ensuring public safety and efficient ground operations.

ON DECONGESTING NAIA TERMINAL 2 AND 3 We also highly support the move to effectively manage traffic at the NAIA Terminal 2 and 3. Hence, we recommend locating the Sangley military base temporarily at the Laguindingan Airport so as not to adversely affect the Lumbia airport’s operation. For one, our air force pilots are trained to do flight maneuvers and can very well fly aircrafts using VFR more than their commercial counterparts.

In view thereof, we would like to reiterate the stand of the private sector and the civil society in Cagayan de Oro City and Region X, especially the 32 organizations who signed the joint resolution, of our opposition and strong reservations to the premature opening of the Laguindingan Airport on April 30, 2013 or to any date thereof without the prior installation of the needed air navigational facilities to:

1) Ensure public safety; 2) Avert millions of pesos of losses to businesses who are now enjoying the increased traffic, cargo volume and flight frequencies to and from Cagayan de Oro; 3) Strengthen the infrastructure readiness of the airport by constructing four-lane roads and other required facilities; and 4) Boost the Laguindingan Airport complex operational efficiency and optimal utilization through the award of its O&M to the private sector under the PPP as enunciated by your administration.

Interestingly, the airport requires at least 4MW of power to run the necessary airport facilities, which include, among others, elevators, escalators, air conditioning units, automated weighing scale and conveyors, baggage carousel and CCTV cameras. The current power supply available for the airport’s operations is only 2MW, which can only cover 50% of the actual power needs of the airport.

Knowing the full implications of our letter and trusting that you will listen to us, your Bosses as you have stated so often, we appeal to you, Mr. President, as our country’s Head of State and Chief Executive, to listen to the sentiments of the various stakeholders in Cagayan de Oro and Northern Mindanao Region whose lives will be adversely affected once the Laguindingan Airport will be allowed to operate under the aforementioned conditions.

In view of this, we are appealing to His Excellency to direct the Department of Transportation and Communications (DOTC) and the Civil Aviation Authority of the Philippines (CAAP) to reschedule the opening of the said airport tentatively on the second quarter of 2014 when the ANSSF project is expected to be completed, tested and commissioned.

Fr. D’Ambra: In service to Muslims and Christians M A N Y people in t he Philippines and other parts of world k now t hat t he Silsilah Dialogue Movement promotes the spirituality of life-in-dia log ue as a foundation of the Culture of Dialogue, path to peace. This spirtuality has inspired many Muslims and Christians to build friendship and work together for the common good.

Fr. Sebastiano D’Ambra of the PIME community has been in the Philippines for some 35 years. Most of these years have been spent in the mission of promoting Muslim- Christian dialogue.

When he was still in the mission station of Siocon where he served soon after arriving in the Philippines he gained the friendship of the Muslims there such that the MNLF trusted him enough to make him their negotiator with the GRP military forces in the area. Gaining the trust of the Muslims was at best a two-sided coin for then the Christians felt uneasy with him, wondering whether he was on the side of the Muslims. It has to be remembered that there was a shooting war then between the MNLF and the government forces in particular areas of Mindanao and loyalties of the people in those areas were aligned with one or the other.

F r. S e b a s t i a n o w a s working for dialogue which at its simplest means being open to and respectful of the

“other”. This is an orientation that is still new to many people even to this day.

He is considered a friend among many Christian lay people, the priests and the bishops who by and large appreciate the work he does promoting dialogue between Muslims and Christians.

But more than others Fr. Sebastiano knows that the first element to be addressed is the level of trust that Muslims and Christians have for each other. Because of this Muslims on one side and Christians on the other are wary about the motivation of Silsilah and its work.

He is known as one who believes and lives the spirit of dialogue, that spirit that says “dialogue starts from God and brings people back to God”. It is this spirit that makes Silsilah a “space” common to both Muslims and Christians and people of other faiths which helps them all to grow spiritually each in his/her own faith and commitment to society so that they move together towards the common good.

Fr. Sebastiano knows that being a Catholic priest who has made it his mission to promote understanding b e t we e n Mu s l i m s a nd Christians is no guarantee that he pleases both sides.

Some Muslims are wary of the work of Silsilah, in the mistaken belief that Silsilah is out to proselytize and make converts of them to the Christian faith. Christians

on the other hand do not understand t he work of Silsilah, a movement headed by a Catholic priest and perceived to be very friendly to Muslims. This has been found difficult to understand in the context of the history of the Mindanao troubles.

But what can I say of some who try to discourage Muslims to be close to Silsilah because the leader is a priest? In my long study of Islam in different schools and universities in Italy, in Egypt and other places I learned that there are friendly messages in the Holy Qur’an about Christians, with a special attention to “priests”. The Holy Qur’an says: “Find those who say, “We are Christians”: because among these are men devoted to learning and men who have renounced the world, and they are not arrogant” (Surah 5, 85). The understanding of this verse is that Muslims have to be friendly with Christians, especially because among them there are those consecrated to God as the priests. Thus, if the leader of Silsilah is a priest I suppose D’ambra/PAGE 10

Other measures reiterated by the coalition is petitioning government to immediately start the Balo-i plains f lood control project to allow the capacity of upstream Agus plants to increase by up to 100 MW, within one year or so from start of construction.

For the long term, Mr. Tauli said local governments should submit applications to the DOE for the development of small and large hydropower plants, in their respective territories that have been determined to be the least-cost hydropower plants in those areas.

“LGU’s should apply for and own the hydropower plants to be constructed in partnership with the private sector to keep the generation rates low because of the lower internal rates of return (IRR) projected by LGUs compared to the private sector,” Mr. Tauli noted.

When LGUs undertake the development of hydro plants, the permitting process should take a shorter time to approve compared to the private sector, say one year vs. three or more years. It would take longer, though, to arrange for ODA or other soft loans to finance the projects, he added.

Among the hydro projects identified by the coalition are t he 68-MW Tagoloan 2 in Bukidnon, 175-MW Uguiaban on the Cagayan River, Agus 3 (225 MW) in Lanao del Norte, Mainit hydro (25 MW) in Agusan del Norte, Maganoy No. 5 hydro (300 MW) on the Agusan River, Tandik and

other small hydro plants (total of 15 MW) in the Compostela Valley, and the Dapitan small hydro plants (10 MW total) in Zamboanga Norte.

There remain many other economica l ly v iable sma l l hydropower plants all over Mindanao, he added.

Another option would be for electric cooperatives and LGUs to petition the ERC for higher feed-in tariff rates for solar PV of around PhP 16 per kWh as originally determined

by National Renewable Energy Board (NR EB) to be viable during the FIT hearings last year.

“There is a potential for 100 MW or more of solar PV plants throughout Mindanao,” Mr. Tauli said.

The proposal of the DOE to deploy modular gen-sets will be used to justify the higher FIT for solar PV. The diesel gen-sets will cost PhP 18 per kWh with a rate impact of PhP 4 per kWh compared to solar PV at PhP16 pesos/kWh, which will only have a rate impact of less than five centavos per kWh because of the operation of the FIT mechanism.

“There are in fact many things that Mindanao power stakeholders can do in response to the government’s attempt to blackmail Mindanao consumers into accepting diesel-fueled modular gen-sets at a cost of 18 pesos per kilowatt hour,” said David A. Tauli, spokesman of the Mindanao Coalition of Power Consumers. “The A s sociat ion of M i nd a nao Rural Electric Cooperatives (AMRECO), Mindanao LGUs, Chambers of Commerce, and Mindanao NGO’s could initiate the petitions.”

The measures listed by Mr. Tauli include the operation of the Iligan Diesel Power Plant (IDPP) under the same terms and conditions as the 2010 power crisis, when it was operated

by Napocor/PSALM and only charged consumers for fuel and other consumables; petitioning the government to transfer to Mindanao the three 32-MW power barges in Iloilo, to be operated by NPC-Mindanao to supply power to Mindanao consumers.

“These would enable NPCMindanao/PSALM to supply the present shortfall in their contracts with their customers in Mindanao, due to the lack of power from their hydropower plants,” Mr. Tauli said. “The rates for the supply from these emergency sources of power should be the same rates NPCPSALM is now charging, but the Mindanao consumers could pay full-cost recovery rates, which should be around nine pesos per kWh or less.”

“We find the third option to be ideal for us considering our financial capability,” Galarse said in a press conference yesterday even as he admitted that Mindanao electric cooperatives have considered the solution a literal expression of “ kapit sa patalim (cling to the blade).

Since the onset of the energy crisis in Mindanao this year, ASELCO has been incurring an average 10,000 kilowatt power deficiency per month and is expected that this would go up to 13,000 kilowatts this month.

“If we have just about 50 megawatts made available within t he grid because ma l ls a nd industrial centers opt to use their generator sets, then that capacity would reduce brownout by at east 2 hours,” said Secretary Luwalhati Antonino, MinDA chair, in a post in MinDA’s website.

Antonino said the current ILP rate, based on the Energy Regulatory Commission (ERC) 2010 ILP ruling, which allows only for fuel recovery is not encouraging mall owners or factories because it is lower than the cost needed to run the generator sets.

MinDA had previously asked Davao Light and Power Company (DLPC) to undertake a study and prepare the petition in behalf of Mindanao distribution utilities.

The filing for ILP petition is a necessary act by a distribution utility before ERC can amend its rules and effect new recovery rates making the scheme attractive to ILP participants, Antonino said.

The ERC, also a member of MPMC, has set the public hearing for the ILP petition in Davao City tomorrow (April 10).

“We’re ha l f way t hroug h the 30-day period required to complete the process, therefore we hope ERC could come up with a favorable ruling within the month,” she said.

Zamboanga del Sur’s average rice yield of 4.2 metric ton per hectare, however, is way below Compostela Valley’s 5.2 MT per hectare in 2012. But unlike ComVal’s, ZamboSur’s rice is pure organic.

The rice-duck farming method is an “environmentfriendly system that benefits b ot h t he f a r me r s a nd t he env iron ment,” sa id Jose Apollo Pacama lan, programme director of the Philippine Agrarian Reform Foundation for National Development (PARFUND), which has been teaching rice farmers this technology. “ T he duck s g row i ng alongside the rice paddies eliminate t he use of chemicals; ducks eat pests, their dung fertilises the soil, and the paddling movement of their feet cultivates the soil and destroys weeds,” Pac a ma la n s a id of t he I nte g r ate d R ic e -D uc k s Farming System (IRDFS).

Zamboanga del Sur has a total rice production area of 69,623 hectares, 2.5% of which is being targetted for full conversion into rice-

ducks farms, said Provincial Ag ricu lturist Ma ri ly n Bersales.

“This will be enough to make the province the IRDFS center of the Philippines,” she said.

D e p a r t m e n t of Agriculture data showed that the typical Filipino rice farmer “is only 40% efficient” with only 25% of this number able to attain a harvest of 4 MT per hectare.

“If one hectare will have an average rice production of about 4.2 MT, it will be enough to ma ke t he Philippines rice sufficient by 2013,” the DA said.

ZamboSur, however, has attained this average yield per hectare as early as 2010 when the IRDFS system was officially adopted by the province, raising a hectare’s annual rice yield by as much as 10% to 15%.

Ever since ducks were integrated into ZamboSur’s rice paddies, its rice production has continually increased. In 2010, its total output was 286,754 MT and in 2011, it was 296,736 MT. The province is also being

self-sufficiency by 2013, said Dante Delima, DA assistant secretary and National Rice Program coordinator.

Del i ma ident i f ied at least 8,000 hectares of rice cultivation in the Sa lug Valley in Zamboanga del Sur, which is composed of six municipalities. Potential planting areas in the area are irrigated by the Salug River.

Zambaonga del Sur was named among 10 provinces as recipients of the 2nd AgriPinoy Rice Achievers’ Awards last March 15. The other rice achiever provinces are Nueva Ecija, Isabela, Pangasinan, Nueva Vizcaya, Bulacan, Kalinga, La Union, Davao del Sur and Compostela Valley.

Each received P4-million worth of project grants, aside from the Agri-Pinoy trophy.

The combined rice production of the top 10 provinces was 5.34 million metric tons (MMT), or 30% of the country’s total harvest of 18.03 MMT in 2012, which is a major headway in the country’s efforts to be rice self-sufficient by this year.

Other MPMC members, such as the National Electrification Administration (NEA) and the Association of Mindanao Rural Electric Cooperatives (AMRECO), are meeting here (Cagayan de

Oro City) today (April 9) with potential generator set suppliers in order to determine the most viable rental options and the indicative rates.

THE DOE had earlier pushed for the use of gen-sets to provide temporary power supply until new capacities will be online by 2015.

Aside from the ILP, the MPMC has also proposed the setting up of the Interim Mindanao Electricit y Market (IMEM), wherein current ly available but uncontracted capacities from embedded generators of distribution utilities could also be tapped through electricity spot market.

I M E M i s a me c ha n i sm designed to provide an immediate venue for transparent and efficient utilization of additional capacities to address Mindanao’s energy supply shortfall. The scheme will allow energy distributors to sell power supply from its embedded generators to areas and cities that

are experiencing power shortage.

“We are currently working to provide central dispatch and price for available capacities while consultations are scheduled this month for the draft market rules,” said Energy Secretary Carlos Jericho Petilla during a recent power forum in General Santos.

The DOE has set the public consultation for the IMEM here (Cagayan de Oro City) tomorrow (April 10). Expected to attend the public hearing is the Philippine Electricity Market Corporation (PEMC), which is operating the Wholesale Electricity Spot Market (WESM) for Luzon and Visayas .

Petilla had earlier asked the PEMC to draft the IMEM rules and present this for public consultations.

Since its creation in July 2012, the MPMC have convened on several occasions to work on the recommendations submitted during the Mindanao Power Summit held in April last year.

That this issue has gone as far as the Supreme Court of the US only ref lects the extreme degree of moral crisis the country is suffering but not acknowledging. At least, one justice said he felt the move to approve same-sex marriage is putting the country in some uncharted waters.

But other political leaders, like the former president Clinton, said the country is now before another crossroad, and with the country’s collective experience of crossroads, he felt it is now time to legalize same-sex marriage.

Ok, let’s just leave that issue at that for the moment, wallowing in legalistic and political maneuverings. What is imperative now is intensify the campaign to clarify and spread the good news about modesty and chastity.

These are virtues that seem to be killed and buried by many people and countries today. These are virtues that now scream for a resurrection, obviously requiring nothing less than God’s grace and also our all-out effort.

These are virtues that are badly understood, and of course lived in ways that are worse. Many now believe that these virtues, as defined by our Christian faith, are impossible to live. In fact, many now are demanding that the Church should change her teaching.

In short, the Church should stop being the Church of Christ. The Church should rather be the church of the people, a church of consensus, a church not anymore established by Christ but rather by us.

Modesty and chastity should now be more deliberately and actively taught to everyone, starting with the families and with the children even at their tender age. They are actually beautiful, positive virtues that enhance our dignity as persons, as citizens of our country and as children of God. They show us who we are, what role our body and especially our sexuality play in the development of our personhood and in our relation with God and with others. They give us a complete but realistic and practicable, not a partial, distorted picture of ourselves.

They stress what is essential in our sexuality, and give out the do’s and don’t’s in this delicate aspect of our life.

They nourish our conscience and our spiritual life in a healthy way, and protect us from being dominated by the blind forces of emotions, passions and some dangerous social conditionings.

Globe network better than rival

Metro Manila mobile telecommunications subscribers perceive Globe Telecom services to be superior when it comes to 4G offerings and fast internet using a cellphone, prompting the telco company to dispute its competition’s sweeping and misleading self-declaration of being the “better network.”

Based on a brand health study conducted recently by Nielsen, an independent research firm, among the questions asked were hinged on brand perception, which included “the brand that is a leader in 4G,” “the brand that has the biggest 4G network,” “the brand that was first to offer 4G,” “fast internet downloading using my cellphone,” and “fast internet uploading using my cellphone.”

Results show that Globe had a clear and significant edge over its rival on the abovementioned qualities. In other statements on brand imagery such as call connections and quality, SMS transmission, signal quality, coverage, load sending and receiving, Globe was at parity with competition.

Contrary to generalized claims propagated in late 2012 by its competitor, Globe is actually perceived to be better with its 4G offerings such as its leadership in fourth generation (4G) technology, better mobile internet services, and perceived to be at par in a number of significant qualities by Metro Manila prepaid and postpaid subscribers based on the results of the survey done through random sampling by face-toface interviews from September 10 to 30, 2012.

According to the incidence of prepaid and postpaid ownership among all surveyed users, subscribers with prepaid

SIMs within the Globe network are at 96% and 8% postpaid, while almost all of the other network ’s subscribers are using prepaid SIMs at 99%. Both Globe and its rival network have almost the same percentage of prepaid subscribers against the total number of customers.

In its unsubstantiated claim of being the “better network,” the rival telco overlooked the aspect of 4G superiority and fast mobile internet performance, which Metro Manila survey respondents perceive as the strengths of Globe.

“The study validates that a substantial number of consumers actually say that the Globe network is performing well, if not superior, compared to its rivals, even while the test was conducted during the initial rollout of our network modernization program.

Unsubstantiated claims often mislead the public, and offers no true benefit either to consumers or to the industry,” said Yoly Crisanto, Head of Globe Corporate Communications.

“It is outright preposterous to claim being the “better network ” when consumers feel and experience that this is not so. More importantly, these claims failed to dent perception when it comes to 4G superiority, despite hyped up promotions and negative publicity directed at us,” she stated.

M City Cagayan de Oro recently hosted the UNESCO-ITI World Theatre Day; performers from Integrated Performing Arts Guild (IPAG), the resident theater company of the Mindanao State University – Iligan Institute of Technology (MSU-IIT)under the tutelage of Steven Patrick Fernandez, took center stage along with performers from different colleges and universities in Mindanao.

Hobart Savior, Xavier Center for Culture and the Arts director and the artistic director for the World Theatre Day celebration, chose SM City Mall to gain more audiences for the performances, also for Kagay-anons to have the chance to appreciate performing arts.

“I think what is important is to really remind all the people that we have the performing arts as a tool of social action or making ourselves relevant in the community. So I think artist have to unite themselves in order for us to really extend what we want the audience to understand so this time we want the audience to have a safe and clean election so that’s why we hope that they are and will be able to facilitate that,” Savior enthused.

Likewise Professor Efren Mercado of the Liceo de Cagayan University read a message as a member of the Xavier Stage and expressed his sentiments given the chance to contribute to the World Theater Day Celebration.

“I’m overwhelmed with this opportunity’s given to me by director, Hobart. I’m looking forward to be part of the celebration next year or any other theater activities,” said Mercado in an actual interview.

Savior was also pleased with the outcome of the World Theater Day Celebration and vision-optimistic about the future opportunities in theatrical activities.

“I will be able to say this is successful because I am thinking now of what’s the next project. If it leads me to think for the future for the next program maybe this is successful so there are a lot of plans already. We will celebrate every year as long as we live as artists.”
