Cebu-Cot flight

COTABATO City — A Philippine Airlines (PAL) 86-seat Q 400 plane from Mactan International Airport landed at the Cotabato-Awang airport in Datu Odin Sinsuat, Maguindanao del Norte on Thursday morning, opening an air route between Cebu in the Visayas and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

A water cannon salute greeted the plane’s maiden flight, which BARMM officials said opened up opportunities for the region’s economy and tourism.

The plane landed around 7 am, ahead of schedule, with 33 passengers on board before proceeding to Tawi-Tawi, BARMM’s southernmost province.

Housing for IPs

DAVAO City – Members of the Indigenous Peoples (IP) community in Sto. Tomas Davao del Norte received 100 housing units from the National Housing Authority in Davao Region (NHA-11), the agency said in a statement Thursday. Engr. Ariel Puyos, acting division manager of NHA-11, said the turnover of the PHP20 million project on Nov. 29 at the Ata-Manobo community in Barangay San Jose, Sto. Tomas, is a manifestation of the government's commitment to uplift the lives of vulnerable sectors. Called the "Balai Karoyawan No Bakalag" or a beautiful house, each housing unit costs P200,000.

Support for ARBs

THE Department of Agrarian Reform (DAR) has formed a team that will survey areas settled by agrarian reform beneficiaries (ARBs) to determine what assistance they need to improve their living conditions.

Agrarian Reform Secretary Conrado M. Estrella III said in a statement Sunday that the project development team will determine which of the 57 settlement areas are in need of poverty-relief programs. The team’s creation was authorized by Special Order No. 643.

Mr. Estrella said DAR is planning to introduce agribusiness, job-creation, and law and order initiatives.

SC affirms sale of Iligan power plant

THE Supreme Court has validated the divestment of the 103-megawatt IIigan diesel power facility to Conal Holdings Corporation (CHC), a subsidiary of the Alcantara-led Alsons Power Corporation.

A recent ruling by the high court upheld the approval granted by the Commission on Audit (COA) on the sale of the plant to the Alcantara firm; which was concretized through a privatization process pursued by the city government of Iligan.

Since 2013, the plant has already been placed under the charge of Mapalad Power Corporation, which is also a subsidiary-company of the Alcantara group; and that corporate entity has been

operating the asset since then.

The question on the generating facility’s sale stemmed from the valuation drawn by the city government; which was also subsequently upheld by the State auditor.

According to Alsons Power CEO and MPC President Tirso G. Santillan, Jr., ““the Supreme Court’s decision en banc validates the agreement we reached with the city government.”

Villanueva merges Christmas, fiesta activities, launches ‘FiesKo 2022’

DUE to the proximity of their patron saint’s feast and the traditional Christmas festivities, the local government of Villanueva in Misamis Oriental led by Mayor Jennie Uy-Mendez launched on Thursday, December 1, the “Fiesko 2022”, the merging of the town’s fiesta activities and the Christmas celebration.

Uy-Mendez said during the insugural Christmas lighting of their 25-meter torch tower kicking off the one-month celebration last December 1, that it has been

the tradition of Villanuevanons to hold the twin celebrations simultaneously.

Prior to the Christmas lighting Thursday evening, a fun run was already held in the morning, kicking off the celebration.

DAVAO City – The development of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is at the centerpiece of government efforts under the administration of President Ferdinand “Bongbong” Marcos Jr., according to Secretary Carlito G. Galvez,

Jr., chief of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).

“We saw the discussion of the President after we reorganized the OPPAP, more than half of personnel will be dedicated to Bangsamoro. In fact, we assigned more than 200 personnel for implementation

of the Bangsamoro and IGRB (Intergovernmental Relations Body),” Galvez said in a press conference at the Malacañan of the South in Davao City on Thursday.

OPAPP stands for the Office of the Presidential Adviser on the Peace Process, the old name of OPAPRU.

BFAR-9 imposes closed sardines fishing season

ZAMBOANGA City – The Bureau of Fisheries and Aquatic Resources -Zamboanga Peninsula (BFAR-9) positioned Thursday two monitoring, control, and surveillance (MCS) vessels to implement the three-month closed season for the conservation of sardines in Sibuguey Bay, Basilan Strait, and East Sulu Sea. Deployed during a ceremony at the Ensign Majini pier of the Naval Station Romulo Espaldon here were MCS-3006 and MCS-3001, manned by personnel of the Philippine Coast Guard and BFAR’s Fishery Protection Regulatory Group. The annual closed fishing season, which took

effect Thursday and ends on March 1 next year, aligns with BFAR Administrative Circular No. 255, otherwise known as the Establishing of Closed Season for the Conservation of Sardines within the three areas. Al-Zath Kunting, BFAR-9 acting director, said the closed fishing season is a conservation measure to protect valuable fish species during their spawning period by allowing juveniles to mature and replenish. “Data shows that the closed fishing season has been effective not only in conserving sardines but also in enriching the waters of Zamboanga Peninsula, Basilan Strait, and East of Sulu

Sea,” Kunting said. He said monitoring of landed catch, composed mostly of sardine species Sardinella lemuru, locally known as tamban, in at least 33 landing sites in the Zamboanga Peninsula showed a continuous 10.7 percent annual growth from 2016 to 2020. Kunting noted that the highest increase was observed in 2020 when fish catch recorded a growth of 28 percent resulting in a total volume of 357,804.41 metric tons. Of the total 1,398,342 metric tons landed catch in the Zamboanga Peninsula recorded by DA-BFAR’s National Stock Assessment Program (NSAP) during the five years, 989,029

metric tons or 70.7 percent is Sardinella lemuru. NSAP data validates that the sardine species dominant in the Zamboanga Peninsula is Sardinella lemuru at 97.8 percent. Other sardines species

consisted of Amblygaster sirm, Sardinella gibossa, Dissumeria acuta, Sardinella fimbriata, Herklotsichthys quardimaculatus, Sardinella albella and Escualosa albella. Sardines make up

around 15 percent of the total fish catch in the country and are one of the most accessible protein sources for Filipinos. A large portion of the production comes from the East Sulu Sea. (PNA)

NGCP lifts manual load dropping in Zambo Peninsula, other areas

ZAMBOANGA City – The National Grid Corporation of the Philippines (NGCP) has lifted the implementation of Manual Load Dropping (MLD) on all 69-kilovolt (KV) lines servicing seven electric cooperatives in three provinces.

The electric cooperatives include the Zamboanga City Electric Cooperative; Zamboanga del Norte Electric Cooperative; Zamboanga del Sur Electric Cooperatives 1 and 2; Misamis Occidental Electric Cooperative Incorporated 1 and 2; and Lanao del Norte

Electric Cooperative.

In a statement on Wednesday, the NGCP said the Baloi-Aurora 138-KV and Agus 5-Aurora 138-KV lines, particularly between Towers 22 and 23, “are now cleared from tall-grown trees and hazardous vegetation.”

The NGCP said its personnel completed the clearing activities at the two towers at 5 p.m. Tuesday in Barangay Tingin-Tingin, Kauswagan, Lanao del Norte.

Classroom management can be the most important thing a teacher can do for his or her classroom. Classroom management is ensuring that the classroom run smoothly. When a classroom is managed, it creates an environment where the students are focus and there is a positive environment which creates growth in the classroom. Classroom management should start the first day the students enter your classroom. When the classroom is mange it ensures that the students and you are on the same page. Once a teacher loses control of their classroom it is difficult to regain control. To have a successful classroom that is well manage there should be structure, student involvement; the teacher should remain calm and try different teaching practice.

Effective teaching and learning cannot take place in a poorly managed classroom. Every classroom should have

structure. Structure is the foundation of every classroom and students respond well to structure. Not only does it provide students with a safe environment, but it helps increase their ability to succeed in the classroom. Effective teachers will have a routine and procedures in place. They will have planned and organized lessons, students are engaged, and transitions flow very easily. Teachers must also be effective in the way they handle student behavior.

Disruptive behavior in school has been a source of concern for school systems for several years. Indeed, the single most common request for assistance from teacher is related to behavior and classroom management and classrooms with frequent disruptive behaviors have less academic engaged time, and the students in disruptive classrooms tends to have lower grades and do poorer on standardized test.

On Nov. 14, the NGCP said the Baloi-Aurora and Agus 5-Aurora 138-KV lines tripped due to an uncooperative landowner refusing access to NGCP personnel to clear vegetation in Kauswagan town.

The NGCP expressed its appreciation to the Lanao del Norte provincial government and the security sector for the support and assistance that led to the completion of the lineclearing operation.

The NGCP continues to appeal to the public not to plant trees along power line corridors to prevent prolonged power interruptions. (PNA)

Think a minute… The famous car manufacturer Henry Ford was the first to use the assembly line in his factory for mass production. His company built and sold hundreds of cars each and every day. But one day the big generator that produced all the electricity for Ford’s factory suddenly stopped working. The entire factory shut down, costing Ford a massive amount of money. He quickly called one of the nation’s top engineers to come fix it. The expert engineer soon arrived and began examining and tinkering with the big generator. After only one hour, the engineer had found the problem and fixed it! Immediately Ford’s factory began making cars and money again.

A few days later Ford received the bill in the mail from that top engineer for fixing Ford’s factory generator. The bill was $10,000! Ford could not believe how expensive it was, so he called the engineer on the phone. In 2004, an estimated 80% of Filipinos remained unbanked. To help solve this problem, Globe Telecom entered fintech and launched GCash under its subsidiary: Mynt - Globe’s Fintech Innovations.

When Ant Financial invested in GCash, it took a simple payments app and transformed it into a super app that millions of Filipinos now use daily.

In June 2021, GCash reported that it had over 46 million users. By March 2022, GCash had an average of 60 million users. Just three months later in June 2022, GCash breached the 66 million mark.

GCash President and CEO Martha Sazon proudly reported this achievement during the Mobile 360 Asia Pacific Fintech Summit held in Singapore recently. It was notable that during one of the largest gatherings of the global fintech community, GCash was the lone Philippine digital financial service which was featured.

In separate interviews by leading business media, Globe President and CEO Ernest Cu discussed GCash's industrychanging innovations that have improved the lives of Filipinos and spurred inclusive economic growth.

With Nasdaq TradeTalks' Jill Malandrino, Cu shared: "We're extremely well

positioned to help drive inclusion in the Philippines digitally.”

Cu traced Globe's history of transforming telecommunications in the country from voice to data services to financial technology and more.

"Our latest evolution now is creating businesses around the many things that we have," said Cu.

"GCash being the first manifestation, we're also getting involved in healthcare, education, and many others, with an objective of looking at Filipino problems. The Philippines, as a developing country, has many issues where we can improve efficiency, customer experience, or just simply improve access." Cu also touched on Globe's sustainability and green solutions.

In a separate interview with Bloomberg Markets Asia's Haslinda Amin, Cu discussed GCash's role in promoting inclusion by further expanding its digital financial services from payments and loans to the "unchartered waters" of retail stock trading.

Said Cu: "When GCash came about, it was to solve the problem of inclusion; people did not have access to financial services. So over time, we

ROCKINGHAM, North Carolina—As I write this, the Filipino-American communities all over the US had celebrated in their own way the birth anniversary of Gat Andres Bonifacio as part of their efforts to maintain their connection to the Philippines.

Also I was scheduled to have as guest in my program ‘Susan Live’ (new schedule on Tuesdays and Thursdays at 10 am every week over at RPNdxKO TV 5 and broadcast live in their TV, radio channels and Facebook page) Atty Ban Pacuribot to talk about, among other things, the Bonifacio Day in the Philippines and maybe, just maybe, some updates on Cagayan de Oro City Hall.

I was incidentally scheduled to interview former city councilor Enrico Salcedo who was tasked by incumbent Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy in leading City Hall’s relocation of 1,600 plus ambulant vendors from their former spots at JR Borja and Capt. Vicente Roa Streets and JR Borja Extension to their new allocated spaces somewhere near the Cogon market site.

Salcedo was unable to show up for one reason or another which I attribute to probably his being too busy overseeing the maintenance of order in the ambulant vendors areas which are sectioned according to dry goods and street foods sections. At any rate, the relocation of

vendors is something that won’t be resolved overnight or probably even within the next few months.

As I pointed out last Tuesday (Nov. 29) in my program, things may come to a head come the homestretch of the Christmas season in December. As Mayor Klarex kept repeating time and again, the ambulant vendors were given four and a half months to follow traffic rules and keep their products within reasonable space away from the riding public who had been greatly inconvenienced by their presence.

I must say that even the ambulant vendors cannot be blind, deaf and dumb to the inconvenience that the presence of their goods had towards the commuters and the motorists and we don’t need Mayor Klarex to declare that these vendors had practically occupied more than half of the road to themselves. Yet these vendors will insist on their rights to sell even at the discomfort they cause on the riding public.

In examining City Hall’s moves in dealing with the ambulant vendor problem I did some Google searching for Bayani Fernando, the former mayor and congressman of Marikina City who if I recall was credited with transforming that city’s public market into one of the most, if not the most efficiently managed public market in the country.

developed payments and now, it's the payment system in the Philippines. We branched into lending; today, we have a P40 billion portfolio in lending. And next, of course, are other things that people have never been able to access, and trading on the stock exchange is one of them. [..] Hopefully, we can democratize equity trading in the Philippines.!"

Here are some significant GCash milestones as culled from the company’s various disclosures.

GCash by Alipay was first launched by Globe Telecom as GCash in October 2004 offering SMS-based domestic money transfer that does not require bank accounts or cards considering 80% of the Philippine population were unbanked or underbanked at the time.

Users were allowed to convert their cash to e-money via cash-in and cash-out outlets like sari-sari stores with a transaction fee of P1.00.

In 2012, the GCash app was launched as a move to transition from cash-in and cash-out outlets to a fully cashless system.

In 2017, GCash partnered with Facebook to integrate its services with Facebook Messenger.

In 2020, GCash partnered

with Philippine Seven Corporation allowing the use of the GCash app to pay in 7-Eleven branches via barcode throughout the country. 7-Eleven also has its own CLIQQ Wallet system for cashless transactions and its branches are one of the cash-in locations for GCash users. Later that year, GCash partnered with another convenience store chain, Mini-Stop to add more cash-in locations in the Philippines.

On July 25, 2021, GCash announced that its remittance service, GCash Padala, is now available to non-app users through its 2,000 partners nationwide.

In November 2021, GCash's parent company, Mynt, announced that it raised $300M in funding at a $2B valuation, making Mynt a Philippine double unicorn.

In August 2022, GCash Jr., which is designed for users aged 7 to 17, was launched.

His efforts at clearing the sidewalks and Marikina City’s public market of ambulant vendors was also met with resistance but eventually public support won over such resistance resulting in him being appointed as chairman of the Metro Manila Development Authority (MMDA) where he would introduce several other reforms in traffic management that are being pursued by his successors even today like installing U=turn slots and footbridges.

Such was Fernando’s popularity in Luzon that he even ran for the presidency though was unsuccessful. Still, his efforts to clear the sidewalks of ambulant, irresponsible vendors is proof that with enough goodwill coupled with efficient, determined and effective implementation of crystal clear, yet flexible guidelines that order can be maintained in the streets without sacrificing the livelihood of these vendors.

That said, there’s one crucial element to this issue that cannot be ignored and that’s the ongoing COVID-19 pandemic which hit a lot of businesses both big and small across the world. The ambulant vendors are no exception and even perhaps with their best efforts to comply with health protocols, they are more than desperate to earn extra especially during the holidays.

Again as I write this,

there had been little to zero resistance to City Hall’s relocation efforts by the ambulant vendors except for some verbal threats reportedly issued by some of them during Mayor Klarex’s two-day dialogue with them. And to be fair, Mayor Klarex had been bending over backwards to their pleas, though was resolute in seeing that his administration’s relocation plan push through.

Mayor Klarex even said he’s ready to deal with the threats and I can only monitor whatever developments may come through social media feeds. Never let it be said, however, that City Hall under Mayor Klarex’s administration is taking things in stride as I received word of constant meetings with all stakeholders on the ambulant vendor problem.

SEC busts Zambo-based

Silverlion investment scam

THE Securities and Exchange Commission (SEC) continues its crackdown against unauthorized investment schemes as it busted the operations of Silverlion Livestock Trading Corp. in Zamboanga City.

In a joint operation on November 26, the combined forces of the SEC Zamboanga Extension Office (ZEO) and the National Bureau of Investigation (NBI) 9 (Zamboanga Peninsula) successfully implemented a search warrant against Silverlion in its offices at Apolinario Loop, Guiwan and Green Valley National Highway, Barangay Manicahan, both in Zamboanga City.

The Zamboanga City Regional Trial Court Branch 15 issued the search warrants against Silverlion for violations of Section 8.1, 26, and 28 of Republic Act (RA) 8799, or the Securities Regulation Code (SRC), in relation to RA 10175, otherwise known as the Cybercrime Prevention Act of 2012.

The SEC ZEO and NBI9 seized bundles of cash,

vouchers, and other devices in Silverlion’s office, which were supposedly scheduled to be used for the upcoming payout of profits to its existing investors.

The SEC ZEO filed criminal cases for violation of the SRC against Silverlion’s incorporators, officers, and agents identified as Ryan Cagod Ladoing, Renan Lara Ladoing, Rosemarie Alvarez Guzman, Neña Ewayan Algoy, John Paul Dellara Lopez, and Michael Villalobos Berja before the inquest prosecutor of the Office of the City Prosecutor of Zamboanga City.

Ryan Ladoing has also been involved in the investment scam RGS World Marketing, which was the subject of a cease-and-desist order (CDO) and advisory issued by the SEC earlier this year.

Upon application by the Enforcement and Investor Protection Department (EIPD), the commission en banc on November 17 issued a CDO against Silverlion, enjoining the group to stop soliciting investments from the public without the

necessary licenses from the commission.

The CDO was simultaneously served on the company together with a show-cause order issued by the EIPD, directing the company to explain why its registration as a corporation should not be revoked for serious misrepresentation as to what it can do or is doing to the great prejudice of or damage to the general public.

Investigations by the SEC ZEO showed that Silverlion had been offering and selling investment packages to the public with guaranteed returns of 35 percent within just 15 days.

With this, investments ranging from P1,000 to P100,000 could yield returns worth P1,300 to P130,000, respectively.

The scheme involves the sale and offer of securities to the public in the form of investment contracts, whereby a person invests his money in a common enterprise and is led to expect profits primarily from the efforts of others, according to the SEC.

PH manufacturing posts uptick in Nov. performance

THE country’s manufacturing sector has logged an uptick in its November performance, the S&P Global manufacturing purchasing managers index (PMI) reported Thursday.

The records showed the manufacturing PMI improved to 52.7 from last month’s 52.6.

An index above 50 signals improvement in the manufacturing sector while below the neutral score means deterioration.

The uptick was linked to greater demand conditions that led to higher sales and output, PMI said, adding that the output and new orders growth rates last month were the highest since June of this year.

“The improvement across the sector primarily stemmed from greater demand conditions which drove higher sales and output,” S&P

Global Market Intelligence economist Maryam Baluch said.

The report added that domestic demand supported Philippine-based factories in November, as new orders from foreign markets continue to decline since March. However, the contraction last month was softer than the decrement in October.

Filipino manufacturers also increased purchasing inputs in November in anticipation of higher orders in the coming months.

The S&P also noted the decline in the work backlogs due to improved production efficiency.

On the other hand, surveyed manufacturers recorded a decline in headcount that ended the series of job creation in May this year.

Resignation among

employees was one of the common reasons cited for the fall in workforce numbers, the S&P report added.

Inflationary pressures remained elevated, with input prices increased last month due mainly to higher energy costs and peso depreciation.

Factories passed on the increasing costs to clients as S&P observed an increment in output prices.

“As the manufacturing sector has heavily relied on demand to help boost growth, the rise in rates, with the prospect of further potential monetary tightening, could impact customer spending,” Baluch added.

Manufacturers remain optimistic for the next 12 months often linked to greater client activity, economic recovery, and companies undertaking new projects. (PNA)

WB sees slower growth in PHL remittances in 2023

REMITTANCE INFLOWS to the Philippines are expected to rise by 3.6% this year, the World Bank (WB) said, but it sees growth slowing in 2023 as a looming global economic slowdown is likely to weigh on overseas Filipino workers’ (OFWs) ability to send more money home.

In the latest World Bank Migration and Development Brief, the multilateral lender said remittance inflows to the Philippines are estimated to go up 3.6% to $38 billion this year.

The World Bank and

BSP’s remittance growth forecasts are slower than the 5.1% annual expansion seen in 2021.

“(Remittance growth) reflected benefits of bilateral arrangements that the Filipino government forged recently with destination governments (including Saudi Arabia) to improve the treatment of Filipino workers,” the World Bank

said.

The Philippines lifted the ban on the deployment of OFWs to Saudi Arabia in November. The ban was imposed in 2021 due to reports of alleged maltreatment of OFWs by Saudi employers.

HIKES in interest rates are not expected to greatly dampen the domestic economy’s 2023 growth, with Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla citing pent up demand and recovery of tourism as drivers of growth.

“I would say that the DBCC (Development Budget Coordination Committee (DBCC) growth targets are still feasible,” Medalla told journalists Tuesday night.

DBCC’s next year growth target ranges between 6.5 to 8 percent, which is also the assumption until 2028.

BSP to release banknotes with signatures of Marcos, Medalla

THE BANGKO Sentral ng Pilipinas (BSP) is looking to release banknotes bearing the signatures of President Ferdinand R. Marcos, Jr. and central bank chief Felipe M. Medalla.

The new banknotes will be presented by the central bank to Malacañang in the first or second week of December, Mr. Medalla said on the sidelines of the BSP’s Stakeholders Appreciation ceremony on Tuesday evening.

These will be under the New Generation Currency (NGC) series of the central bank. The series has been the designated money for general circulation in denominations of P20, P50, P100, P200, P500, and P1,000.

In 2020, the BSP launched the enhanced NGC banknotes featuring the latest anti-counterfeiting technology. It also aimed to help the elderly and the visually impaired.

Mr. Marcos won the presidency in the May elections and assumed office on June 30. Mr. Medalla became the central bank governor as appointed by Mr. Marcos, replacing former BSP chief Benjamin E. Diokno, who now heads the Department of Finance.

The local currency has been bearing the signatures of the Philippine president and the central bank governor since 1949.

Meanwhile, the BSP is

also circulating 500 million pieces of P1,000 polymer banknotes in phases until June 2023.

The limited circulation test is meant to assess if the benefits reaped by other countries from using polymer bills will also be seen in the local setting.

According to the central bank, the new banknote is cleaner, and stronger than the current paper banknotes and can boost efforts against counterfeiting.

Its growth assumption for 2022 ranges 6.5 to 7.5 percent.

Economists and multilaterals forecast domestic growth to be around 5 to 6.3 percent next year.

Medalla cited as drivers of his optimism the possible pick-up of international tourism, which is among the major growth contributors for the Philippine economy.

“There’s also still quite a bit of pent up demand,” he said, adding that “postponed capex (capital expenditure) is still there.”

Household final consumption expenditures (HFCE) account for around 70 percent of the economy’s annual output.

In the third quarter of this year, HFCE grew by 8 percent year-on-year.

Growth, as measured by gross domestic product (GDP), in the third quarter rose further to 7.6 percent from quarter-ago’s upwardly revised 7.5 percent, bringing the year-to-date average to 7.8 percent.

Aside from domestic consumption and tourism, Medalla said the business process outsourcing (BPO) sector is among the sources of structural dollar inflows for the country.

He said the BPO sector also has “some legs”, noting the additional boost that it has been providing to domestic growth in the past years.

Earlier, Medalla said the recovery of the domestic economy is expected to cushion the impact of the continued hikes in the central bank’s key policy rates.

Since last May, the central bank’s policy-making Monetary Board (MB) has increased the BSP’s key rates by a total of 300 basis points as it bids to help address the accelerating domestic inflation rate.

The rate of price increases breached the government’s 2 to 4 percent target band last April when it climbed to 4.9 percent from 4 percent in the previous month due to the impact of higher oil prices.

He narrated that “upon the COA’s approval of the sale, we were able to rehabilitate and operate the MPC Iligan diesel power plants just in time to deliver much needed power to Iligan City and other key areas in Mindanao during the May 2013 elections.”

Around that time, many areas in the Mindanao grid were being tormented with electricity service interruptions, hence, the Iligan diesel plant was able to shore up supply primarily for consumers in Iligan, Zamboanga City, General Santos, Pagadian, Butuan as well as other key cities.

The diesel generating assets were originally developed by the Alcantara group on a build-operate-transfer (BOT) scheme in the 1990s – and its counterparty then was state-run National Power Corporation.

Then after the lapse of that arrangement, the plant was turned over to NPC; and afterwards, it was acquired by the host city government; which was also instrumental in the asset sale to the Alcantaraled CHC in 2012.

The Iligan diesel plant remains as ‘peaking power source’ in the portfolio of the Alcantara group, in addition to its coal fleets as well as its forthcoming renewable energy-generated capacities.

outright aggression, the ambulant vendors in Cogon market and elsewhere in the city’s public markets must realize by now that their continued congestion of the city’s streets by flooding the narrow city streets with their products won’t benefit them and the buyers they’re trying to court in the long term.

Sure they need to earn a livelihood but not at the expense of others who are also income earners like them that need to report to work and come home early. The more they remain defiant, the more they will invite public antagonism and I hope there won’t come a time when commuters, motorists and the ambulant vendors end up in violent confrontations over traffic congestion.

Not all of us can afford not to work for a living and what little effort these vendors and the riding public can spare to solve the traffic congestion will go a long way towards making Cagayan de Oro City’s streets and roads more passable and accessible to everyone.

The SEC continues to be more proactive in its fight against illegal investment-taking activities.

This year, it has already issued 82 advisories against groups and individuals found to be soliciting investments from the public without the necessary license from the commission.

Earlier this month, the commission also issued an advisory against Frutas Comida Zamboanga, another unauthorized investment scheme in the region, to stop the public from investing in the group. (PR)

Unloading Teachers with Non-Teaching Functions

The recent directive from DSWD to free teachers from preparing reports for Pantawid Pamilyang Pilipino Program (4Ps) is highly commendable. This is a very good example of addressing problems on the delivery of quality education to learners. A teacher who has a lot of nonteaching responsibilities could no longer focus on classroom instruction.

While it is in the teacher’s position description to perform other functions that would be assigned to him/her, but too much non-teaching functions will contribute to the deterioration of effective teaching. It will consume time, energy and even money and put a teacher under stressful situation. Stress affects productivity in the workplace.

There are other non-teaching functions that teachers could be free from so that they could concentrate on teaching-related responsibilities. The most common one is the preparation of liquidation reports, canvassing and purchasing of supplies.

Doing these tasks largely affects holding of classes. Preparing liquidation reports is stressful and time consuming that affects teachers time for lesson planning and making instructional materials. Holding of classes are also sacrificed in canvassing and purchasing of supplies.

Usually, these tasks cannot be finished in one day. Besides,

teachers usually spend their own money for transportation expenses.

Teachers’ tasks related to the disbursement of the school’s Maintenance and Other Operating Expenses (MOOE) could be done by other personnel so that teachers can focus on teaching. One way of addressing this concern is through the support of the provincial and municipal LGU by way of assigning job orders or casual employees to the schools. The Department of Education also may create personnel item in every school for this purpose. We know this adds to the problem on shortage of teachers but we also know that this is also geared towards delivery of quality education.

The aforementioned job orders or casual employees may also assist teachers assigned as Property Custodian and ICT Coordinator especially in encoding and submission of reports. They will not function as full-time Property Custodian and ICT Coordinator but they can do clerical jobs. They can also assist teachers in preparing other reports such as nutritional status, immunization, feeding program and others. Somehow, this will lessen the burden of teachers who are very busy

preparing instructional materials for their respective classes.

“With nearly 40-60% of their emigrants employed in the United States and the United Kingdom, the Philippines and Vietnam benefited from the wage hikes and labor shortages in these countries, even as the pandemic-related stimulus subsidies were phased out and recordhigh inflation eroded their remitting ability,” it said.

According to the World Bank, remittances to low- and middle-income countries jumped by an estimated 5% to $626 billion this year, slower than the 10.2% increase in 2021.

This year, the Philippines is expected to be the fourth-biggest recipient of remittances, after India ($100 billion), Mexico ($60 billion) and China ($51 billion).

India is the first country on track to receive more than $100 billion in annual remittances, the World Bank said.

Remittances to East Asia are projected to have inched up 0.7% to $134 billion in 2022, reversing the decline in the last two years. Excluding China, remittances to the region likely went up 3.7%.

SLOWER GROWTH The World Bank said remittances may grow at a slower pace of 2% to $639 billion in 2023, as a global slowdown may slash migrants’ wage gains in host countries.

“Downside risks, including a further deterioration in the war in Ukraine, volatile oil prices and currency exchange rates, and a deeper-thanexpected downturn in major high-income countries, are substantial,” it added.

The World Bank expects the growth of remittance inflows to the Philippines to ease to 2% to $39 billion in 2023.

An economic slowdown and a cost-of-living crisis in migrants’ destination countries will likely affect remittance inflows to East Asia, including the Philippines.

“Real GDP growth in high-income countries is projected to halve from 2.4% to 1.1%, with inflation remaining high at 4.4%. This will curtail East Asian migrants’ ability to remit, especially if job losses occur,” it said.

The World Bank noted lower oil prices may dampen remittance growth from Middle East countries to East Asian nations. Slower demand for East Asia’s manufactured exports “is expected to depress remittance flows to the lower-income East Asian countries,” it added.

Capital A to combine AirAsia and AirAsia X

MALAYSIA’S Capital A will combine its AirAsia budget airline business with long-haul offshoot AirAsia X as part of a corporate restructuring designed to shed its status as a financially distressed firm, its Chief Executive Tony Fernandes said.

Capital A, headed by Mr. Fernandes, will retain the digital, logistics and aviation services businesses, while AirAsia X will be renamed AirAsia Aviation and be led by long-time Executive Bo Lingam under the plan.

Capital A hopes to submit to Bursa Malaysia Securities for approval in February.

Capital A, which racked up losses during the pandemic, was in January classified as a “Practice Note 17” or PN17 company by the Malaysian bourse, a tag given to financially

distressed firms. PN17 companies may be de-listed if they fail to regularize their finances within a set time frame.

AirAsia X is also classified as PN17, but in an interview with Reuters on Tuesday, Mr. Fernandes said under the restructuring plan, both listed companies would emerge from that status by July 2023.

Capital A investors will receive an in-specie distribution in the former AirAsia X, giving them exposure to a pure airline business with multiple brands.

“From what looked like a very sick airline, we’ve saved it,” he said of AirAsia, which grounded most of its fleet during the pandemic. “We are refloating it and listing it as an independent listed vehicle.”

The AirAsia Aviation business would raise capital, possibly in tandem with a dual listing in the United States or elsewhere in Asia, Mr. Fernandes said, and pursue growth opportunities like setting up new airlines in places such as Vietnam and Cambodia.

Capital A, in turn, could look to list its aviation services business, including maintenance and catering, in Singapore where rivals like Singapore Technologies Engineering and Singapore Airport Terminal Services could serve as comparable companies, he added.

AirAsia expects to have 140 planes out of its fleet of 205 back in service by the end of the year, down from an August estimate of 160, as it faces maintenance capacity bottlenecks after more than two years of

groundings, Mr. Fernandes said.

Capital A will release its third-quarter financial results on Wednesday.

Mr. Fernandes said a recent decline in the oil price and strengthening of local currencies was helping to improve the company’s outlook.

Capital A shares have fallen 25% since the start of the year, underperforming rivals with stronger balance sheets such as Singapore Airlines and Cathay Pacific Airways, which have posted gains of 9% and 21%, respectively.

Mr. Fernandes said the distressed-company status had a “major impact” on the airline’s share price by reducing investor confidence, which he hoped to restore through the restructuring plan.

Foundation urges planting of more trees to combat global warming

MANILA – In its continued support to contain the ill effects of global warming and climate change, the Million Trees Foundation, Inc. (MTFI) has renewed its call for all stakeholders in the country to plant more trees in support of the government's ongoing reforestation program.

“Our goal is to plant more trees and grow them. MTFI’s objective is really to grow trees in critical watersheds and continue the gains of the Annual Million Tree Challenge,” MTFI president and executive director Melandrew Velasco said in a statement sent to the Philippine News Agency on Wednesday.

Solon seeks naming of Albay town as eco-tourism zone

LEGAZPI CITY – A lawmaker in Albay province has filed a bill seeking the declaration of Jovellar town as an eco-tourism zone.

In a social media post on Friday, Albay 3rd District Representative Fernando Cabredo noted that House Bill No. 6016 is a re-filed proposed measure and was already approved by the 18th Congress.

"I believe that developing

G7, Australia agree on $60 price cap for Russian oil per barrel

WASHINGTON – Members of the Group of Seven (G7) and Australia have agreed to set the price cap on Russian oil at the level of $60 per barrel, the countries said in a joint statement.

"The G7 and Australia, as current members of the Price Cap Coalition, on 2 December 2022 reached consensus on a maximum price of 60 U.S. dollars per barrel for seaborne Russian-origin crude oil," the statement says.

The decision will enter into force "on 5 December

2022 or very soon thereafter.".

The price cap on petroleum products, agreed by the G7 and Australia, will come into force on February 5, 2023, the countries said in a joint statement.

"We reiterate our decision that the price cap on Russianorigin petroleum products will enter into force on 5 February 2023. We will announce the maximum prices for Russian-origin petroleum products (one for high-value and one for low-value refined products)

separately," the statement says.

Countries of the Group of Seven and Australia are set to gradually phase out the use of Russian oil on their domestic markets, according to a joint statement released.

"We reaffirm our intention to phase out Russian-origin crude oil and petroleum products from our domestic markets," the document says.

COUNCILOR BALABA DISTRIBUTED OVER 200 NEGO CART TO CDO VENDORS IN 2022

Cagayan de Oro - There are already over 200 Nego Cart distributed by the Department of Labor and Employment (DoLE) here in the city for this year alone for the city's small entrepreneur that was requested by 2nd District Councilor Girlie Balaba.

Balaba is hoping that there are still sets of Nego Cart will be availed by vendors of the city were she already talk to DoLE for another sets of business equipments for interested individuals .

The lady Councilor was overwhelmed by the turned out of the cart were many are benifited on it and it can create to her a very heartwarming

gesture when she saw every corner of main thoroughfare of the city a Nego Cart loaded with enterprise and food products but there are also few who are unattended.

She asks every Kagayanon to

report to her any unattended carts for DoLE will retrieve it and give it to others who are interested.City Councilor Girlie Balaba is the Chairperson in the Committee on Labor and Employment and Social services.
