For years, lawmakers noted that the 60-40 restriction on public utilities discourages foreign investors from building businesses in the country.

Rodriguez said there are currently eight legislative measures calling for the Constitutional Convention to propose amendments to the Constitution, and another two resolutions seeking to introduce economic changes.

The Public Consultation on Constitutional Reform in this city on Friday, Feb. 10, was the first public hearing outside the Batasan Pambansa.

Rodriguez said the consultation aims to hear observations and comments of different sectors regarding the proposals to amend the Constitution.

The committee is expected to conduct more consultations, including in the provinces Iloilo, Pampanga, and Bulacan, to come up with an inclusive and comprehensive report on proposed measures. (PNA) from page 1

"We can report that last year, we have a better business registry with 1,500 new businesses, and this will have an impact on our new economic dynamism," he added.

Glenn Villacin, executive director of the Iligan Investment and Incentives Promotion Center, said that around 80 percent of the CMCI requirements have been complied with under the new administration of Mayor Frederick Siao.

The remaining 20 percent is still being worked out by the CCC for submission before the Feb. 20 deadline.

Arnold Garbanzos, the public-private partnership director, said one of the indicators of the "highly competitive" city is the number of new investors coming in.

"The higher the rank (at CMCI), the more investors will come,“ he said. The CMCI secretariat is headed by the Department of Trade and Industry.

CMCI is a mechanism of rankings of local government units based on the total of five pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation.

Provincial rankings are based on population and income-weighted averages of the overall scores of cities and municipalities under a province. (PNA)

He noted that this number significantly increased by 256% during the COVID-19 pandemic as most children spent more time on the internet due to lockdowns and schools shifted to online classes.

He said spending more time in the online environment during the pandemic was a “perfect trap” set up by people who took advantage of the situation to victimize more children in the country.

The pandemic lockdowns started in March 2020. Faceto-face classes resumed only late last year.

Anand Vishwakarma, country director of Childfund Philippines, said “Websafe and Wise” is a global effort headed by Childfund Alliance to” build an accessible, safe, and exclusive digital world for children and youth.”

Nuñez said the group was also alarmed that household members who are “economically burdened” have been forced to sexually exploit or abuse the children in exchange for money.

He said the “Web Safe & Wise Campaign” was launched to educate stakeholders in the private sector, particularly the media, to contribute to efforts in eliminating online threats against children.

“Every child in the Philippines should enjoy a safer and better digital environment free from all forms of online abuse and exploitation and violence,” he stressed.

Around half of the 44 million Filipino internet users are children aged 17 years old and below, he added.

Nuñez said there is a need to protect the children from age-inappropriate content across all online platforms.

He explained that this includes engaging the minors for a consultation and educating them, including the private sector and media practitioners, through webinar

CAN ARTIFICIAL INTELLIGENCE BE CREATIVE?

By: Jinky G. Marcelo Faculty, College of Information Science and Computing Central Mindanao University

Artificial intelligence (AI) has already made significant contributions to various domains such as business, education, healthcare and agriculture, among others. However, computer applications which are developed by artificial intelligence are designed to be logical and systematic based on perceived patterns. If computers can only work in existing patterns, can AI evolve to a point where it can be creative or generate really unique data such as text, images, poetry, paintings, designs and even songs? AI has gotten smarter, and studies demonstrate that it has the potential to emulate human creativity. More recently, research has shown that generative artificial neural networks can generate images from textual description, synthesize meal images from ingredients, generate cartoon characters, translate images from semantic representations, convert photographs of people into emojis, generate images of people at different ages, create random interior designs to give decorators fresh ideas, create new music compositions in various styles and a lot more practical applications. Now, Is AI a risk to creativity? Despite these amazing breakthrough capabilities, AI will never replace the creativity of humans, but it can be used as a tool to augment human creativity. series, training, community education and outreach.

He said the media are responsible in ensuring informed reporting on issues related to child online safety and protection and should follow an ethical approach to covering issues involving OSAEC.

“Media plays an instrumental role in protecting children by increasing public discourse on the issue,” he said.

Ariel Sebellino, executive director of the Philippine Press Institute, added that efforts and initiatives must be smarter to combat challenges and problems.

“People just don’t know that once kids are left like that, they are already exposed to so many dangers, be it potential or real. These are the realities now,” he said.

He added that the role of journalists in addressing these online dangers is “very critical and crucial.” from page 1 and perimeter fences. Bukidnon...

Rodolfo noted that Bukidnon, Southern Philippines’ food basket, is ready to make it happen for global investors particularly food manufacturing players as the province offers to host them through its 40-hectare rich Bukidnon Industrial Zone.

In a statement, Monday, Feb. 13, Rodolfo said that BOI will be inviting global investors and businesses, particularly in the agriculture and food production sectors to invest in the industrial zone noting its competitive advantages.

Bukidnon has a progressive agriculture-based economy with products such as pineapple, tomato, coffee, rubber, cattle, and bamboo.

With high altitude, relatively flat land area, and consistently good weather, Bukidnon also boasts of its competitive advantages for the agri-industry. The province is among the top producers of regular bamboo and has the most abundant supply of Asper or giant bamboo in the country.

The province’s opportunitydriven infrastructure including improved all-weather provincial road networks and enhanced barangay connectivity serve as facilitating factors for greater economic development.

The province already hosts big players in the food production business including Del Monte Philippines. Inc., Republic Biscuit Corporation and Liwayway Marketing Corporation which may help attract similar projects to consider Bukidnon as their investment destination.

They are also targeting investors in the Bamboo Industry and those whose activities support sustainable development and reduced carbon footprint.

In the meeting, the Provincial Planning and Development Office of Bukidnon presented the competitive advantages of the province and why the province would be an ideal location for a domestic industrial zone. The BOI, in turn, committed to assist the local government in the promoting the industrial zone by inviting possible developers and locators.

“To realize this, we are proposing to schedule a series of roundtable meetings with industry stakeholders and industrial zone developers in the next three months from January 2023 to solicit inputs and interests and ready the industrial zone for strategic promotions,” he said. But friendship is a two-way street and the truth cuts both ways. So we need to be willing to listen when a friend cares enough to confront us about something wrong in our life. One of the most important reasons God gave us friends is to help us grow and become more like Him in our character. Jesus is the best friend you will ever have. Won’t you ask Him to forgive you for your wrong ways of living, and to take full charge of your character and way of life? That is when He can start rebuilding you into the man or woman He made you to be. Just think a minute…
