Market access for agri products

THE Philippines will focus on market access for agricultural products once the Japanese agrees to a definite schedule for a general review of their bilateral free trade agreement – Philippines Japan Economic Partnership (PJEPA), the Department of Trade and Industry (DTI) said.

DTI’s Special Trade Representative to Japan Dita Angara-Mathay told reporters for the debriefing of President Ferdinand R. Marcos Jr. visit in Japan that the Philippines is trying to schedule the next general review of the bilateral free trade agreement.

“We’re really pushing hard to really pin them down on honest general review. We have a lot of offensive interest in agriculture,” said Mathay as he noted of local banana and pineapple growers for greater market access of their produce.

Wage hike law review

SENATOR Raffy Tulfo on Wednesday filed a measure seeking to improve the working conditions of workers and at the same time review existing policies on the minimum wage increase to determine if they fit today's standard of living.

In his Senate Resolution 476, which seeks a review of the existing policies on minimum wage increases, Tulfo said this is to determine if last year’s wage increase could still sustain the living conditions of workers, considering that many of them are facing financial difficulties brought about by rising inflation.

The increase in minimum wage outside Metro Manila, meanwhile, took effect between June 6 and June 30 last year, with the rates ranging from P306 to P470.

Tourism revival

THE government’s big ticket infrastructure projects will not just benefit local commuters but will also boost tourism in far-flung areas, Department of Transportation (DOTr) Secretary Jaime Bautista told the Philippine IATA Agents Travel Association (PIATA) on Wednesday, February 15.

In fact, these projects will establish the Philippines as a prime tourism destination.

“Modernizing the country’s transportation system is crucial to ensure tourists enjoy their travel and vacation experience,” Secretary Bautista pointed out.

PCG suspends sea travels to Siargao, Dinagat Islands

BUTUAN City – The Philippine Coast Guard (PCG) stations in Surigao del Norte and the Dinagat Islands issued separate advisories yesterday for temporary suspension of sea travels in their jurisdictions for the safety of mariners.

This came after a gale warning issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) at 5 a.m. Thursday indicated rough to very rough sea conditions in the two provinces due to strong galeforce winds caused by the northeast monsoon and the trough of the low-pressure area (LPA).

As of 3 a.m. Thursday, the PAGASA said the LPA was located 750 kilometers east of Hinatuan, Surigao del Sur.

In its advisory, the PCG Surigao del Norte temporarily suspended the sea travels of vessels and watercraft with 20 gross tonnages and below plying the Bucas GrandeClaver-Siargao sea route.

“The sea travels of vessels with 35 gross tonnages and below from Surigao City to Bucas Grande, Dinagat Islands, and Siargao Island are also suspended temporarily,” the PCG Surigao del Norte said.

In a separate order, the PCG station in Dinagat Islands also momentarily called off voyages

of vessels and watercraft with 350 tonnages and below within its jurisdictions.

“Vessels allowed to sail are further reminded to take precautionary measures and be extra vigilant in monitoring the incoming weather disturbance,” the PCG Dinagat said.

Owners of vessels and watercraft who intend to take shelter will be permitted with no passengers onboard and with a prior written request, it added.

The PAGASA also reminded residents in the Caraga Region to be alert as the trough of the LPA will bring light to heavy rains that would cause flooding and possible landslides. (PNA)

DOT-13 to hone hospitality skills of 7K tourism players

BUTUAN City – The Department of Tourism in the Caraga Region (DOT-13) will train some 7,000 tourism frontline workers and students from the region on the Filipino Brand of Service Excellence (FBSE).

DOT-13 Regional Director Ivonnie Dumadag said the FBSE is a program initiated by the agency to equip the tourism frontliners in the country with ways of delivering customer services founded on Filipino values.

“The FBSE is a flagship

program of DOT Secretary Maria Christina Frasco. The program seeks to revive the Filipino values of respect, love, warmth, and hospitality for our visitors and to everyone,” Dumadag said in an interview Wednesday.

Economic recovery boosts OFWs remittance growth

TOTAL inflows from overseas Filipino workers (OFWs) posted a fresh monthly record-high of $3.49 billion in December 2022, bringing the full-year figure to an all-time high of $36.14 billion, up by 3.6 percent.

Data released by the Bangko Sentral ng Pilipinas (BSP) on Wednesday showed that cash remittances last December registered an annual jump of 5.8 percent to $3.16 billion, up from year-ago’s $2.99 billion.

Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort expects further improvement in remittances, citing more opening and recovery of economies hosting OFWs.

He said these developments open more opportunities for job creation that benefits the OFWs, among others. “OFW remittances at

new record highs on a monthly basis, a bright spot for the Philippine economy in terms of spurring/supporting consumer spending, which accounts for at least 75 percent of the economy, and in turn, support faster GDP (gross domestic product)/ economic growth,” he added.

Remittances account for around 9 percent of the country’s annual output for several decades now and these are among the structural sources of the country’s foreign reserves.

Ricafort said sustained rise of remittances as of last December “may be attributed to the relatively higher prices/inflation that may have required the sending of more remittances to cope up with higher prices of goods and services for OFWs and their families/dependents in the Philippines.”

The rate of domestic

price increases posted a new 14-year high of 8.7 percent last December due largely to the faster rise in the housing, water, electricity, gas and other fuels index.

Amidst the growth in remittances, Ricafort said risks remain and among these include the possible recession in the United States, the economic impact of discovery of new and more contagious coronavirus disease 2019 (Covid-19) variants, as well as increased infection cases in China following its reopening in late 2022.

He said the elevated inflation in countries hosting OFWs “could potentially reduce OFWs’ disposable income and in turn, the amount of remittances sent to the Philippines.”

He added Russia’s invasion of Ukraine is another risk as could slow down global economic recovery prospects. (PNA)

Every teacher desires to be worthy, but what precisely are the potentials that make a good educator and at the same time a coach to a sports event? What abilities, aptitudes, and individualities can they be taught or erudite?

Coaching commences with a coaching perspective. How you look at circumstances and the position determine whether you see the coaching breaks that are obtainable, or whether you simply perceive more complications. To gaze at the world over the eyes of a coach you need three things.

Inquisitiveness: You won’t see potential in circumstances unless you’re inquisitive about what’s possible. Coaches are curious about all things — how far individuals can grow and change, how things can be done inversely, and what would happen if people were willing to talk with each other instead of about each other, to name a few.

Kind-heartedness: Coaches have kind-heartedness for people. All individuals. They apprehend that everyone — themselves included —

are trying hard and doing their finest. Even when their finest selves aren’t too impressive. They distinguish the faces of fear in people who are rough or short with others or who step away instead of stepping forward in the face of a challenge. They evoke when they are afraid of themselves, and they have compassion for the dreadful as well as those who are gifted with the self-reliance to step into the headwinds of life full on.

Audacity: It always blows me up when folks tell me that coaching is “fluffy” or “spineless.” It’s something but. True coaching necessitates the audacity to tell the truth, to stay in the discussion even when excitement runs high and to risk trusting that change is conceivable when everyone else says it can’t be done. That’s what audacity looks like. That’s where coaching dialogues begin.

As a classroom teacher and a full time class adviser lead me to juggle all tasks at once. Apart from the given responsibilities, I had to manage my time taking care of my family too. Therefore, my sight and focus need to be set forth. I don’t

need to be very expert in coaching, but more importantly, I need to acquire my own expertise to suffice my coaching responsibility. In order for you to hand over new knowledge, technique, and strategy to your athletes, being a great coach needs to project through awareness and familiarity on the assigned sports to coach. You cannot give what you do not have. You may have had previous experience on how to engage with coaching sports in your teaching career or from other previous events of your life, concurrently, a successful coach needs specific expertise and in-depth familiarity of the above. Great coaches always lead from the front and make their existence immensely useful. Hopefully, others may find inspiration to other people with the same thoughts and vision. Bear in mind that successful sports coaches are always reflective and soaked with visualization of ideas and thoughts. They showcase advanced commitment, firm in spirit, flawless integrity, valuable conversationalist, and above all, a great leader.

Think a minute… One of the most famous Italians in the 20th century was Benito Mussolini, known to his people as Il Duce, which simply means The Leader. His charisma was almost like a movie star rather than a government leader, even though his charm was bathed in blood and violence.

The popularity of Mussolini was truly phenomenal. He transformed Italy into a spectacular show of national pride, parades, military power, and music. Mussolini regularly stood on his balcony with thousands of people below cheering and worshipping him at the height of his power. Parents would hold their children up to see their mighty leader. To young men he seemed to be the perfect example of a real man, fearless and tough; and to young women he represented both seduction and security in one.

Italians, and even citizens of other countries, asked for the autograph of Mussolini the superstar. One of these fans sent Mussolini a photo hoping he would sign it, but he rejected his admirer’s request. However, Mussolini would likely have signed it had he known who this fan would become. A huge anti-war protest rally is expected to be held in Washington this Friday (Feb. 17, 2023) on the anniversary of the Ukraine War and President’s Day Weekend, it’s dubbed “Rage Against the War Machine!” Speakers at the event are now famous anti-US wars dissenters Jimmie Dore, Medea Benjamin, Scott Hortan, Garland Nixon and David Swanson with war veterans, musicians and more.

The Washington “Rage Against the War Machine protest” follows a long series of European protests stretching back to November of 2022 as the Financial Times reported them, “’Ordinary Germans are paying’: anti-war protests stretch across central Europe... Demonstrations bring together unlikely hardline bedfellows from left and right over impact of Ukraine conflict.”

Earlier in mid-January 2023 anti-war protests in 50 key US cities were staged in commemoration of the Martin Luther King Day, denouncing the military alliance NATO and its escalation of the Ukraine war. At the rallies, organizers played King’s April 1967 speech when MLK castigated the US war in Vietnam.

Although the US strategic intention is to wage a limited war in the West and then in the East to depress the global economy for the US restore its economy by suppressing the rest of the world’s growth, especially China which it aims to reduce by 35 percent, there is no certainty it can be controlled.

Nevertheless, it is entirely possible that in a lengthy high-intensity conflict, economic losses would be equivalent, decisive military engagements would be elusive, and China’s postwar recovery would be faster. Combined with the benefit of regional proximity and a weakened allied presence in the Western Pacific, this means the possibility of a Chinese strategic victory in 2025 or beyond cannot be excluded.

In other words, there is no victory for the US and Chia will quickly recover. As the saying goes, “In the long run, China will win.”

The redeeming value of our suffering and death

WE need to appreciate better the unavoidable condition of our life here on earth that will always involve some suffering in one form or another, and eventually our death. If we would only adapt the mind and attitude of Christ toward human suffering and death, we know that such condition can transform itself from being a curse to being a cure.

We are reminded of this wonderful truth of our Christian faith in that episode where Christ already predicted his impending passion and death on the cross, something that even Peter, the head of the apostles who just confessed to Christ to be indeed “the Christ,” began to rebuke Christ. (cfr. Mk 8,27-33)

Rather than rot in our pains and lamentations due to this fact of life, what we should do is to quickly unite our pains and sorrows and all the negative things in our life with the suffering and death of Christ that would surely lead us to his and our

resurrection.

Of course, doing so would inevitably involve asking for forgiveness for whatever guilt we may have in those things that cause us pain, sorrow and death. And if we think that we are not guilty of any wrongdoing and yet are made to suffer, then what we have is a golden opportunity to be truly identified with Christ who was and is sinless and just bore all our sins and its consequences if only to redeem us.

Thus, if we truly follow Christ, then like him, we should not only expect suffering and death but also welcome them. That’s because in the first place we cannot avoid suffering and death in this life, no matter how much we try. But more importantly, if we have the same attitude Christ had toward his suffering and death, we know that our own would have a positive and redemptive value.

This is what Christian suffering and death is all

about. It is a consequence of all our sins but is now converted into a means of our salvation, that is, if we suffer and die with Christ.

We need to understand well this basic truth of our faith so that we can avoid suffering unduly or suffering more than we ought. In other words, this truth of our faith enables us to suffer and die properly.

We all need to be reminded that all our suffering has a positive and favorable aspect. It’s not all entirely bad and negative, though in itself it will always be bad. But if viewed and lived through our Christian faith, that is, with Christ, there is something in it that can give us a greater good.

Thus, we should never suffer alone. We have to remind everyone that when we suffer, we should see to it that we avoid suffering by our own lonesome. That would make our suffering, whatever may be its cause, whether it is self-inflicted or caused by others, a useless

and purely negative event. We have to remember that there is no human suffering that Christ is not willing to make also as his own. And he does it because he loves us, he wants to save us, he wants to bring us back to him. Christ loves us even if, according to our human standards, we do not deserve to be loved. Let’s never forget that because of this love, he, being God, emptied himself to become man, and still went further by assuming all our sins by going through his passion and death on the cross and by his resurrection!

Toyota Tamaraw revival to boost PH’s auto industry

DEPARTMENT of Trade and Industry (DTI) Secretary Alfredo Pascual has welcomed the public announcement of Japanese carmaker Toyota to revive the assembly of its utility vehicle model Tamaraw in the Philippines.

In an interview with a local radio-television network Tuesday, Pascual said the revival of Toyota Tamaraw manufacturing in the country will reinvigorate local

automotive and automotive parts production in the country, and will also support the industry’s growth as they recover from the pandemic.

During the official working visit of President Ferdinand R. Marcos Jr. to Japan last week, Toyota Motors Philippines (TMP) president Atsuhiro Okamoto presented the P4.4billion investments of the company, which will involve bringing back the local

assembly of Tamaraw.

TMP vice president Rommel Gutierrez said the P4.4 billion investments will cover vehicle production and parts localization.

Aside from the assembly of Tamaraw, Pascual said TMP will manufacture the cab and chassis and sell them to other vehicle body builders.

SMART Communications, Inc. signed a partnership deal with a Silicon Valley-based financial technology (fintech) startup company to provide its subscribers with a “buy now, pay later” service. In a press release on Wednesday, PLDT, Inc.’s wireless unit said the partnership with Plentina will enable Smart subscribers to take out micro-consumer loans to pay for their load.

“We welcome Plentina as one of our direct distribution partners. Our tie-up with Plentina provides a financial service that caters to the broader base of prepaid

customers,” said Alex O. Caeg, senior vice-president and head of the PLDT-Smart consumer sales group. The company also has plans to extend the “buy now, pay later” services to its retail and device partners to help subscribers in availing gadgets.

“We also hope to extend this service to our retail and device partners so that they can offer more convenient and flexible modes of payment for customers who may want to purchase mobile phones or other gadgets from Smart,” said Mr. Caeg.

To be able to avail of the loan for their prepaid load, Smart and Talk ’N Text subscribers will need to download the Plentina application, register and pass the credit scoring.

Psychology provides educators, curriculum experts and educational leaders information about the teaching and learning process which would help learners achieve optimum level of learning because how they learned and retained information will be considered greatly in developing the curriculum. In fact, curriculum design, development and delivery could not be

effectively undertaken without psychological considerations. For instance, the manner on how content is arranged, organized and presented to learners including the level of its difficulty is anchored on psychological basis such as the learning theories of behavioral learning, cognitive and developmental learning and humanistic learning etc.

That explains why kindergarten students learn best when teachers use visual objects, realia, manipulatives and incorporating games and play in the process of teaching and learning. On the contrary, delivering lesson content for High School will not be suited to be taught in the elementary level because principles of learning, characteristic of growth and development and personality factors are one of the psychological forces that

influence curriculum decisions and these can be best understood through different learning theories.

Acknowledging the implications of psychology to curriculum and instruction contributes to a better understanding of the aims of education by defining them, making them clearer; by limiting them, showing us what can be done and what cannot; and by suggesting new features that should be made parts of them. Furthermore, it put emphasis on organizing of ideas which would help improve the learning process and promote educational success for all students. Thus, it could be concluded that psychology is the unifying element in the learning process. It forms the basis for the methods, materials, and activities of learning, and it provides the impetus for many curriculum decisions.

“We share the vision of MinDA that there will only be sustainable development in Mindanao if there’s peace and stability. The vision that MinDA has is the vision that UNOPs and the UN system would like really to support,” Marenco said in a press briefing.

One of the major plans for the partnership, he said, is the setup of a project preparation facility (PPF), a rolling fund for local government units (LGUs), state universities and colleges, and other Mindanao partners.

“What we are creating is a financial vehicle, we are investing PPF to the Philippines level. The pledges of support in terms of finances are coming next starting with small financing to several partners,” Marenco said, adding that there is no exact amount determined yet for its allocation.

Following the signing, the UNOPs and MinDA team will formulate the guidelines for availing the facility seen to take place by next year.

Marenco said they are targeting two areas for the initiative – the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other areas in Mindanao.

“We have a situation in BARMM that is very specific. Sixty-five percent of the whole support of the UN system is focused on BARMM but this is a transitional stage, and they need additional support not only from the national level but development partners as well,” he said.

For MinDA’s part, Acosta said they will look into the needs of the LGUs in terms of the project and match it to the provider.

“That is the task of MinDA to harmonize, integrate, and that no one is left behind. With the partnership with UNOPS, it will become more efficient since MinDA, as a government agency has limitations,” she said. (PNA)

As provided in the law, “the level of consumption, subsidy and rate shall be determined by the ERC after due notice and hearing.”

On establishing the database of Filipino consumers that may be eligible to avail of the extended lifeline rate discounts, the law decreed that the ERC “shall primarily use data from the PSA in the determination of the level of consumption.”

In the initial implementation of lifeline rate subsidy under Section 73 of the Electric Power Industry Reform Act (EPIRA), the tariff discounts ranged from 25 to 75-percent depending on the magnitude of power usage of the marginalized end-user or poor household customer, and the consumption range considered is zero to 100 kilowatt-hours.
