AGAINST THE SALE OF XAVIER UNIVERSITY CAMPUS

THINK A MINUTE

JHAN TIAFAU HURST with my family and friends…I wear my favorite clothes every day. If it’s worth doing, I try to do it now.

I think if people had known they were dying, they would have called family and friends, including those they needed to apologize to and forgive past offenses and hurts. I’m now doing these important things, such as telling my husband and parents more often how much I love them.

I’m trying not to put off anything that would add laughter or luster to our lives. Every morning I remind myself that it is wonderful to be alive. Every day, every minute, every breath is a gift from God. Life may not be the party we hoped for, but we can still dance and live it to the fullest.”

How about you? Won’t you ask the One Who designed and made life to take full charge of your life every day? Only He can help you start making every single moment count both for now and for your everlasting life after death. Just think a minute…

With a firm collective intent, the Concerned Parents, Teachers, Alumni & Communities (COPTAC) are opposing the sale of the 6.3 hectares of the downtown main campus plus the 14 hectares of the developed Manresa campus.

As an alumnus of Xavier University having finished my elementary (Grade 7), high school, college degree (BS Agriculture) and Post Graduate (law degree) in my beloved University, I cannot help but feel so much pain at the thought that Xavier University may be sacrificing its living cultural heritage to an image of commercialism.

If that were the case, the Study of Oxfam is indeed correct which concluded, “high veneration to the profit-motive has already captured the mindset of all governments, all institutions, all universities and even of religious groups. Because humanity is now buried in unbridled consumerism and materialism, there is so much denigration of spirituality.”

The contemporaneous development paradigm has prioritized profit over Mother Earth and the people. Thousands of concerned scientists and environmentalists world-wide have categorically warned that “humanity is now in the precipice of its 6th extinction that is man-made. And yet, there continues to be climate-change deniers, many are politicians and people in leadership positions. I would like to believe that XU is on the side of Mother Earth, but with the plan of XU and Cebu Landmasters for Manresa, I am beginning to have doubts as to where XU stands.

Ecological conservation counters climate change. The agricultural spaces in Manresa contribute to ecological conservation needed by the city for open and wooded areas.

Millions of species in our planet are becoming extinct, and the plans for Manresa would contribute to this extinction and to the destruction of the species’ habitat. As stated in the COPTAC Paper, “An earlier study made by visiting Jesuit scholastic from Malaysia indicated 40 species of birds identified in the Manresa area. The community of Barangay Balulang situated at the foot of Manresa ridge has expressed their objection to the proposed development in Manresa because of the uncontrolled flooding already experienced by them during heavy rains.”

I have learned in my days at XU that it stands for the transformation of people who are kind to the planet while working for prosperity and peace. It has been inculcated in me that commercialism has never been XU’s priority.

In underscoring the importance and noble undertaking of Xavier University, may I share a poem of Thomas Gray entitled, “An Elegy Written in a County Churchyard.” I learned this poem from Fr. Francis Calputura, S.J., my High School teacher.

The poem’s 12th stanza says: “Perhaps in this neglected spot is laid, Some heart once pregnant with celestial fire; Hands, that the rod of empire might have sway’d, Or waked to ecstasy the living lyre.”

Thomas Gray has underscored that when a dead person is laid to rest, had the heart felt that “celestial fire” of love? Had he developed kingly qualities that could have served a community? Had he used his creativity to influence/entertain like a light illuminating darkness?

As emphasized by my priest-teacher, the number one asset in the universe is not wealth, fame or power, as no less than King Solomon in the Old Testament, pronounced that these are “meaningless, utterly meaningless.” The most important asset/capital is the human being and the development of the human potentials is of utmost importance.

All these years, Xavier University has propelled us to greater heights of love and service. I dream that it would continue to do so for years and

KIM’S DREAM

ORLAN R. RAVANERA years into the future in a world that is in constant change. It is tempting to meet the challenges of being an excellent university by amassing as much wealth as possible, through commercialization of XU’s assets.

COPTAC has pointed out that this is being done without regard for what Xavier stands for. This lack of respect is demonstrated by the unceremonious digging up of the burial ground in Manresa, where our Jesuit professors, mentors, and indeed, the pillars of Xavier University, including Fr. William Masterson and Fr. Francis Madigan, were laid to rest.

I urge Xavier University to re-examine or, if need be, to terminate, its plans with Cebu Landmasters, and listen to the concerns expressed by its alumni. We love Xavier, we have ideas, and we can help in drawing up alternative plans for its future.

from page 1 not just a robot, so that they don’t need to go to the app” Esparcia said in vernacular.

Chris Canizares, president of United Delivery Riders of the Philippines-CDO chapter, earlier said the Foodpanda hub, situated in Barangay Carmen here, has been closed since the start of the Covid-19 pandemic.

Among their concerns, he said, were related to their daily earnings, healthcare insurance for delivery riders and other internal problems from the company such as glitches in the system – which can affect their daily earnings – and inappropriate suspension and termination.

However, councilor Jose Pepe Abbu, Jr. said that majority of the delivery riders’ concerns are corporate prerogative which the local government unit cannot impose on Foodpanda.

The only thing that the LGU can do, Abbu said, is to help and assist the delivery riders to bring their concerns to the said company.

“Maybe the prayer of the reporter (Esparcia) is that probably we can assist them (delivery riders) in asking the company to perhaps give these benefits and privileges to the delivery riders,” he added.

City council presiding officer Vice Mayor Jocelyn Rodriguez echoed Abbu’s comment, citing the LGU’s function as an overseer. However, she said the city government must provide help if it’s necessary.

“Even if they are under a corporation, for me, because our function is to determine whether they are safe and they are paid fairly,” Rodriguez said.

“Walay kaugalingon nga (lugar). They will just sit somewhere sa daplin sa kadalanan. I hope we can look into this matter because it’s not fair,” she added.

Meanwhile, councilor John Michael Seno expressed his gladness that the said topic was brought up as he also wanted to tackle the concerns of some Kagay-anons regarding the ‘unpleasant behavior’ of some of the Foodpanda delivery riders.

“Naka-receive pud ta nga usahay kining mga Foodpandas nato, pag magdeliver sila, naa kay ibayad, muingon sila nga wala koy sukli ana. Na dili nalang lugar suklian?” Seno said.

Both Councilors Edgar Cabanlas and Joyleen Mercedes Balaba, on the other hand, commended all of the delivery riders for their dedication to service, especially during the height of the pandemic.

The issue has been now referred to the committees of public utilities; ways and means; trade and commerce; and labor and employment.

It can be recalled that the United Delivery Riders of the PhilippinesCDO chapter, during the union’s public launching at Brgy. Macasandig covered court on Jan. 30, had asked help from the city government regarding their concerns to the Foodpanda company.

The said company also has yet to issue a statement on the issue. (PNA) from page 1 million.

Data from the electrification agency further indicated that additional capital infusion of P4.902 billion could be catalyzed through the participation of private sector players — either as new power providers (NPPs) and as qualifying third party (QTP) investors; while some may carry out energization ventures as part of their corporate social responsibility (CSR) programs.

If the comprehensive energization of all sitios and off-grid domains will be consummated, at least 1.168 million Filipino households will benefit from the program.

When asked on the recurring dilemma of funding shortfall for nationwide electrification, Almeda noted “If we can present to Congress, or if we can present to the President or to DOE (Department of Energy) that we have streamlined the monitoring and implementation of sitio electrification — having set the target, then I think Congress would be mindful to support this national program of the government — that there has to be 100-percent electrification program.”

At the duration of his reign at NEA, Almeda sounded off that he is looking seriously into concretizing

the full sitio electrification mandate, “and I am bent on issuing stringent guidelines for its fair implementation, effective implementation.”

He, nevertheless, acknowledged that when it comes to project financing allocation, this was where tight spot has been coming off since 2017 – because budget release has just been limited at P1.6 billion on average annually; exhibiting then that it has always been below expectations.

Almeda likewise stated that energization cost per sitio had already gone haywire – rising to P2.5 million per sitio at present from previously at P1.5 million per sitio.

“That will need a budget. I think it has been adjusted already – from P1.5 million per sitio, it is now P2.5 million. So hopefully, we will be extended a budget of P20 billion up to 2028, that’s the entire budget,” he stressed.

The cost uptick, Almeda expounded, had been precipitated by various factors; including those on raw materials; steel; development costs and logistics. “These are all based on study conducted by NEA, so we have to adjust the cost, otherwise, we will not be able to achieve the targets,” he asserted.

Beyond funding concerns, he also conveyed that there are other factors hamstringing the provision of electricity services to the underserved and unserved areas of the country, primarily those that are in far-flung areas.

The NEA chief narrated that in the past implementations of the program, “there have been a lot of loopholes in terms of liquidation… so that’s something I’m addressing and getting to the bottom of it – if an electric cooperative won’t liquidate, then the whole franchise area will suffer. But if they are prompt on their liquidation, then there will be additional programs in line.” from page 1 cancelled power supply contracts, excessive systems losses, and failure to energize parts of its franchise area even up to this time,” Nograles said. She said NORDECO failed to address the problems and improve services within its franchise resulting in “frequent power outages, thereby impeding economic development.”

That in case of foreclosure proceeding, the Mortgagor shall pay the foreclosure expenses and other monetary obligations, the undersigned sheriff will sell at public auction on February 17, 2023, at 10:00 o'clock in the morning to 4:00 o'clock in the afternoon or soon thereafter at the Hall of Justice, Goldridge Building, Macapagal Drive, Upper Carmen, Cagayan de Oro City, to the highest bidder, for CASH and in Philippine Currency, the herein described property, with all the improvements included thereon, to wit: to be liberated from NORDECO’s long-standing poor and unreliable electric service,” she stressed.

Nograles believed that expanding DLPC’s franchise “will redound to the greater good of the residents” and ensure “stable and reliable supply, and, ultimately, economic progress.”

Jubahib added that expansion of the energy services provided by DLPC will address the power supply problem of the province.

Marcos, in his veto message, cited some constitutional and legal challenges that led him to reject the HB 10554.

The President said that the bill would run counter to the provisions of Section 27 of Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA), mandating that “all existing franchises shall be allowed to their full term.” from page 2 ensure no persons deprived of liberty (PDLs) are being taken out to trade illegal drugs. "We will look into the reports of cellphones (being used to communicate outside the jail)," he added. Between 2019 and 2022, the Misamis Oriental provincial jail based in this city reported incidents involving PDLs caught engaging in illegal drugs with the help of outsiders. Misamis Oriental Governor Pedro Unabia said he supports the DILG's anti-drug programs. During

He said that the resulting repeal of NORDECO’s franchise over expanded franchise area is violative of the non-impairment clause under Section 10 of Article III of the 1987 Constitution.

“As acknowledged by the bill, NORDECO Inc. has ‘existing power supply agreements with generation companies that are provisionally or finally approved by the Energy Regulatory Commission’ that will necessarily be terminated or impaired upon the resulting repeal of North Davao Electric Cooperative Inc.’s franchise over the expanded area,” he said.

Marcos added that the amendatory law also constitutes a “collateral attack” of the existing franchise of NORDECO.
