Sabong back in Davao

DAVAO City – The local government of Davao has lifted the ban on cockfighting after almost three years but has imposed a higher amusement tax of 30%, a threefold increase from 10% previously imposed on cockpit operators, First District councilor Bernard Al-ag said.

Al-ag said that increasing the taxes on the operators was one of the conditions to allow derbies, blamed for the transmission of coronavirus disease (COVID-19) cases to some parts of Mindanao in 2020.

He said the local government has estimated to generate between P25 million and P30 million in annual revenues from P10 million under the old tax regime imposed on the cockpit operators.

Choco exports

THE EU-Generalized System of Preferences Plus (GSP+) has been instrumental in boosting the exports of AURO Chocolates, one of 24 Philippine companies that are able to export products to the 27-member states EU.

Kelly Go, co-founder and manager of AURO Chocolates, said AURO sales have increased by almost 200 percent since the pandemic.

AURO directly exports to more than 15 countries with over 40 European chocolate makers using the company’s fine cacao beans to make Philippine-origin chocolate.

Go said its exports have been boosted by the EUGSP+, which grants duty-free status to eligible products to the EU market, making its cacao exports competitive against other countries.

5 NorMin, Lanao Sur execs cited as 'top performers' in 2022

FIVE public officials in the Northern Mindanao region and Lanao del Sur province were named among the "Top Performers" in local governance during the second half of 2022 after the national and local elections.

A statement from the data analytics firm RPMission and Development Foundation Inc. (RPMD) on Sunday said they are Misamis Occidental 2nd District Rep. Sancho Fernando Oaminal, Lanao del Sur 1st District Rep. Ziaur-Rahman Alonto-Adiong, Ozamiz City, Misamis Occidental Mayor Henry Oaminal Jr., Misamis Oriental Gov. Peter Unabia and Misamis Occidental Gov. Henry Oaminal Sr.

Rep. Oaminal placed fifth

among top performers in the House of Representatives with a 90-percent rating, while Adiong placed 10th with a 78-percent rating.

"Para na sa inyoha, mga pinalangga namong Misamisnons! Padayon ang atong pagpaningkamot para sa #AsensoOzamiz development agenda," he said in his Facebook post, reacting to the results.

Oaminal Jr. placed in the 9th spot for top-performing city mayors with 80 percent, and both Unabia and Oaminal Sr. placed sixth in the governor's category with an 85-percent rating.

Dr. Paul Martinez, focal person of RPMD, said these public officials who excelled in "constituent service" and

service to the nation should be congratulated for their exceptional performance.

The independent and non-commissioned "Boses ng Bayan" national performance evaluation survey for the year 2022 was done from Nov. 27 to Dec. 2, 2022.

Among the 65.75 million registered voters between 18 and 70, a total of 10,000 respondents were selected. The sample employed a plusor-minus 1 percent margin of error and a degree of confidence of 95 percent.

Martinez said respondents were chosen randomly, and the number of respondents was distributed proportionally based on the number of registered voters in each area. (PNA)

CDO rolls out weeklong Chinese New Year, fetes Fil-Chi Kagayanons

THE Cagayan de Oro city government joined the Filipino-Chinese community Monday in launching a week-long celebration of the Chinese New Year, with a focus on the contributions of FilipinoChinese Kagayanons to the city's development over the decades. During the opening program, city administrator Roy Hilario Raagas said that without the hard work and diligence of Filipino-Chinese traders, the city's economic development would not have accelerated over the years. "This goes to show that our brothers and sisters in the FilipinoChinese community have indeed chosen the city as your home, to be with among us as one, as you consider the city a place worth investing in," said

Raagas, who represented Mayor Rolando Uy. Raagas said it was also important for local government officials to meet with Chinese ambassadors two weeks ago to discuss development partnership potentials. In a statement, Uy said the Chinese New Year festivity, which will culminate on Jan. 22, reminds the city's constituents of how Chinese culture and traditions have also enriched the Filipinos' customs. "Treating each other equally (is a virtue), especially in honoring the elderly," he said. Meanwhile, Rosa Go, president of the Misamis Oriental FilipinoChinese Chamber of Commerce and Industry, Inc., said she hopes 2023 would bring "fortune and prosperity, hope and calm. (PNA)

BSP chief sees over 6% economic growth in 2023

BANGKO Sentral ng Pilipinas (BSP) Governor Felipe Medalla is optimistic of an above 6 percent growth for the domestic economy this 2023 amidst projected slower global output. During the Tuesday Club event in Mandaluyong City, Medalla said pent up demand in the tourism sector and car sales, among others, remain high and continue to be served as the economy is reopened further. “The economy is strong and the pent-

up demand will continue driving the economy this year,” he said. The government’s growth assumption for this year has been slashed from 6.5 to 8 percent to between 6 to 7 percent primarily due to the expected slower growth in advanced economies. Economic growth, as measured by gross domestic product (GDP), in the first three quarters of 2022 averaged at 7.7 percent, exceeding the 6.5 to 7.5 assumption of economic

managers. Medalla said the 350 basis points uptick in the central bank’s key rates last year is not expected to immediately hit domestic demand since people continue to spend following the lockdowns when the pandemic hit in 2020. He said demographic dividend is a plus for the economy because of a large number of the population that can be part of the labor sector, which helps economic activities flourish. Continued gains of the business process

The BSP kept the offer volume at P390 billion

although changed the allocation to P220 billion for the seven-day facility and to P170 billion for the two-week TDF.

Last week, the offer volume for the seven-day TDF was P230 billion while

outsourcing (BPO) sector is also expected to bolster domestic growth, he added. The BPO sector, which benefits from the availability of young and English-proficient Filipinos, is among the factors that prop up the economy. Since it started around two decades ago, the sector placed the

country as among the top 2 leading contact center outsourcing destination in the world, employing over 1.3 million workers and contributing around 9 percent in the economy’s annual output. Medalla said the increased infrastructure spending of both the private and the public sectors are

expected to further lift the economy given the long-term effect of having adequate infrastructure. The Marcos administration intends to keep expenditures on infrastructure to account to around 5 percent of GDP, sustaining its rise from the previous administration. (PNA)

PH gets 1-year reprieve to get out of FATF’s gray list

THE Philippines has been given another year, or until January 2024, to meet the requirements that will help it exit the Financial Action Task Force’s (FATF) gray list. Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla on Tuesday told journalists that they missed the first deadline, which is this month. Medalla said the FATF committees or action groups have cited gains on legislations that aim to thwart money laundering and terrorist financing in the Philippines. He said the country got excellent ratings on the legislations, except on the Bank Secrecy Law. Medalla did not elaborate. However, he said the FATF also cited the low number of cases filed against anti-money

laundering and terrorist financing violator and their eventual conviction. He added this is the reason for the one-year extension for the government to review the implementation of its money laundering and terrorist financing law. Medalla, who chairs the Anti-Money Laundering Council (AMLC), said he already had meetings with Department of Justice (DOF) Secretary Crispin Remulla regarding the law’s implementation. “They said that if we’re only more diligent in having a system that truly brings out all the real prosecution and conviction, the numbers will be much higher,” he said. The BSP chief said among the solutions to this issue include getting proof that the source of funds

that rebels use came from terrorist financing. He cited as another example the bets submitted for electronic cock fighting or the electronic sabong (e-sabong), which is gambling. “The solution requires a whole-ofgovernment approach, not just AMLC, not just DOJ but the law enforcement as well,” he added. Medalla is optimistic on the results of the meetings with DOJ. “I’m quite confident, given in the early meetings, the focus will be there to try our best to typically increase the chances that by early next year, those problems have been met,” he said. Parisbased global money laundering and terrorist financing watchdog FAFT again placed the country under its gray list in 2021

Like Father, Like Son (Part 1)

Think a minute...Not long ago a famous movie star and his son were put in jail for doing illegal drugs together. Being busted for drugs together is quite a tragic father-son bonding activity! But proves yet once again: “Like father, like son.” Ask yourself: “Do I want my son to be like me?”

Our sons learn to follow our example both by our words and by our ways. The things that we tell our children are important will become the things that are important to them.

Walter Reuther, the labor leader of the United Auto Workers in the U.S., was deeply influenced by his father who was a union organizer. Reuther’s father taught his sons at home how to debate major issues. Their father said: “It was no accident that three of my sons became leaders of labor unions.”

However, we fathers teach our sons far more by our daily ways of living than by our words. Our son watches, listens and learns from the way we work, the

way we play, and the way we treat people every day.

“Actions speak louder than words,” so our sons learn mostly from our daily example. “More is caught than taught.” Someone said: “Till a boy is 15 he does what his father says; after that, he does what his father does.”

A young man told his father: “When I was young I usually did not listen when you were telling me about right and wrong. But what influenced me most was watching you every day. I imitated what you were, not what you said.”

Poor Farmers Living in Extreme Poverty for Lack of Road

Brgy. Park Area, Wao, Lanao del Sur In So Much Distress

He could have been living now but when the former Barangay Captain of Park Area in Wao met an accident named Mario Pagayon, he was brought immediately to the hospital some 17 kilometers away but because of the rough road which was almost impassable, he died along the way. This was also true to Mr. Nonito Bakling who was so sick that he had to be brought to the hospital 10 o’clock in the morning but had reached the hospital at about 7 pm, thus, he passedaway before reaching the hospital.

This is the horrible problem facing some 600 poor farming families in the mountain areas of Sitio Pulacan Site (Mt. Pulacan) of Brgy. Park Area in Wao, Lanao del Sur who all these years have become immobilized because of the absence of Farm to Market Road. Many of their children cannot go to school. What is even more troubling is the difficulty of transporting their farm produce such as sugar cane, corn, root crops, vegetables and livestock (i.e., goats, chicken) to the market.

If only the poor farming families can transport their agricultural

products, it will be the liberating path against poverty as their farms are so fertile which are very conducive to high productivity. Thus, the community leader by the name of Madam Perpetua Magdadaro who in early 2021 together with the honorable barangay captain himself, Hon. Mario Pagayon wrote then Secretary of Agriculture William Dar stating that, “We, the Barangay Council of Brgy. Park Area and members of the Park Area Farmers’ Association humbly request your good office to allocate funds for the concreting of the farm-to-market road to help us solve the lifelong sufferings of farmers and residents. . .”

As narrated by the Sangguniang Bayan, “The ease that the project will give to farmers will encourage them to increase their production especially that the said Sitio has the biggest plantation that can give huge supply of vegetables to the market. There are also other agricultural products such as sugarcane and other plants where they can supply abundantly to the nearest municipality and other places.”

The Sangguniang Bayan further reported

that, “the farmers have difficulties in transporting their products. In order to solve this problem, there is a need to concretize the road from farm to market.

The concreting/repair/ rehabilitate of Barangay Access Road of Barangay Park Area, Wao, Lanao Del Sur was already allocated a budget worth of Two Hundred Four Million Pesos (204,000,000,) for seventeen (17) kilometers farm to market road.”

Indeed, there is so much to celebrate, “In line with the National Thrusts through the Department of Agriculture and the LGU’s present administration, the said project was materialized.

BUT AS REPORTED BY THE SANGGUNIANG BAYAN “IT WAS SO SHOCKING AND SAD TO NOTE THAT ONLY ONE KILOMETER HAD BEEN CONCRETIZED INSTEAD OF 17

KILOMETERS

FARM TO MARKET ROAD PROJECT. ACCORDINGLY, THE SAID PROJECT WAS FULLY IMPLEMENTED BASED FROM THEIR REPORTS BUT IN ACTUAL SETTING IT WASN’T DONE.”

Let notice be served that as constitutionally declared, a public office is a public trust and all

CONCLUSION OF THE ORLAN R. RAVANERA

government officials and employees must exercise their functions to the highest degree of integrity, commitment and dedication! The more than 600 poor farming families must be liberated from the quagmire of poverty by simply constructing the much-needed farmto-market road which has already appropriate budgetary allocation coming from the taxes of the people themselves.

ASA MAN? PresBBM, as the amazing Secretary of Agriculture, we respectfully appeal to His Excellency to rectify such social wrong!

As further narrated by the Sangguniang Bayan, “The people of the said Barangay still continue pleading and asking help from the higher authority to give immediate action about the problem and the real situation of this project why it comes out like this unfinished

Beware of Pharisaical legalism

What is Pharisaical legalism? At bottom, it’s the understanding of law that is based only on our human ways, ignoring the ultimate basis of law who is God as revealed fully in Christ. As such, it tends to be rigid, to be quick to judge, and to claim it has the last word in any issue or question.

We are reminded of this danger in that episode where Christ was confronted by some Pharisees because his disciples were picking heads of grain while passing through a field on a Sabbath. (cfr. Mk 2,23-28) Christ had to correct them about how the Sabbath law should be taken.

We certainly should always be guided by laws. We should just see to it that our human laws are properly based and oriented. And given our limitations, not to mention our errors and sins, our human laws should also give due allowance for this unavoidable fact of life.

Truth is our laws should reflect the law and order

as designed by God the Creator for the whole world and for man, specifically. They should respect and in fact reinforce what God has given as the law of nature and the moral law that governs our human acts.

But, alas, we wonder whether these things about natural law and moral law are given due consideration these days. What we can notice is a steady drift toward what is called as legal positivism.

Legal positivism is when our legal and juridical systems are simply based on perceptual experiences and people’s consensus while systematically shutting out any input from faith and divine revelation that tells us that God is in fact the very foundation, inspiration, and perfection of our human laws.

In other words, without any reference to God’s law, our human law cannot help but be out on a limb. For all the brilliance, wisdom, and success a Godless human law can have and

accomplish, it can only go so far. It cannot go the distance required by our human dignity. Sooner or later, it will fail and fall into forms of injustice, many of them so subtle that injustice can be committed under cover of our human law.

A clear example of this latter case is the law on abortion. It is a lot worse than the so-called extrajudicial killing. Abortion is clear murder of the most defenseless members of our human society --the infant while inside the mother’s womb.

Of course, rationalizations can come aplenty. It’s not yet a baby, they say. It’s just a bundle of tissues. It does not have life on its own. But no one can contest the fact that that so-called clump of tissues has the DNA of the parents, and that it cannot but be a living baby if it is allowed to develop to its full course and no problems and complications come along the way.

The Bible has many

HINTS AND TRACES ROY CIMAGALA

passages that the unborn is already a child, a person, chosen by God, etc. The Book of Jeremiah, for example, says: “Before I formed you in the womb I knew you, and before you were born I consecrated you. I have appointed you a prophet to the nations.” (1,5)

And to be more blunt about it, precisely Christ before he was born was already the Son of God who became man to redeem us! Could Mary and Joseph have thought of aborting the unborn Christ because they thought he was just a bunch of tissues while still in the womb?

PH-US trade relations to gain from USTDA office opening

LARGE investment opportunities expected to increase trading between the Philippines and the United States have been cited as the reason for the opening of a United States Trade and Development Agency (USTDA) office here within this quarter.

“To meet the demands of the Philippine market and in recognition of the potential in the Philippine economy, USTDA is opening an office in Manila,” US Ambassador to the Philippines MaryKay Carlson said during the Indo-Pacific Business Forum (IPBF) event in Makati City on Thursday.

She said the agency will conduct feasibility studies that “will focus on supply chains, clean energy, infrastructure and telecommunications.”

In an interview with journalists, Carlson said results of the feasibility studies can be used both by the government and the private sector to help them determine where the interests of US investors are in the Philippines and where matches can be made.

She said not all US Embassies around the world have USTDA offices and the one to be opened in the Philippines “is really based on what we see as

great promise between the investment opportunities and trade opportunities between the United States and the Philippines.”

The US is one of the Philippines’ top three trading partners while the country is the US’ 31st largest goods trading partner.

Carlson is optimistic regarding the increase in investment opportunities between the US and the Philippines within the Indo-Pacific area due also to the people-to-people ties.

“People-to-people ties are really a strong foundation and a springboard for those types

of investments and trade opportunities not just to recover from the pandemic but as I’ve heard President (Ferdinand R.) Marcos said to really accelerate and go beyond simple recovery, to revitalize and accelerate in 2023 and beyond,” she said.

Carlson disclosed that USTDA has signed with Bell Labs, Nokia USA, and NOW Telecom a $1.5-million letter of intent for the Philippines on Thursday.

She said the letter of intent, signed during the ongoing 5th IPBF, aims “to support clean and trusted 5G communications networks.” (PNA)

More investments to sustain employment growth: ECOP

FOLLOWING the decline in unemployment rate in December 2022, a business group believes that the downtrend in joblessness can be sustained by attracting more investments into the country.

During the Laging Handa public briefing Friday, Employers Confederation of the Philippines (ECOP) president Sergio OrtizLuis Jr. welcomed the 4.2-percent unemployment rate in December 2022, which is the lowest in 17 years since April 2005.

Ortiz-Luis lauded the government’s efforts to attract investments in the country, especially foreign investors.

He said the decision to put up and expand their businesses in the Philippines will create more jobs for Filipinos.

Ortiz-Luis said the recent foreign trips of President Ferdinand R. Marcos Jr. are expected to create more business activities and generate employment.

“At ang gobyerno naman ay napakaganda ng ginagawa ng gobyerno ngayon na nag-iencourage ng investment (What the government is doing is good, the current government is encouraging investments),” the ECOP

Ortiz-Luis said these investments will help the country to avert impacts of external economic headwinds, such as a possible recession in major markets like the United States and Europe.

The PRDP-Mindanao noted that the Philippine Coffee Expo has strengthened private sector partnerships with Nestle, Equilibrium, and the regional and provincial coffee councils such as in Sultan Kudarat province. Meanwhile, PRDP-Mindanao said it managed to craft 36 approved value chain analysis (VCAs), which in turn resulted in 33 commodity investment plans used by local government units for the leveraging of their resources. These VCAs, it said, have resulted in P72 billion worth of investments generated throughout Mindanao in both PRDP and non-PRDP-funded projects. Additionally, P36.6 million worth of investments were made in support of implementing the Agriculture and Fisheries Modernization Plan (AFMP) of the Department of Agriculture (DA). On enterprise development, PRDP-Mindanao completed 99 subprojects with a total cost of P457.7 million. For 2023, PRDP-Mindanao said 49 additional subprojects are currently in different stages of implementation which when completed will be equivalent to P524.9 million in enterprise support throughout the island. “With the AF2EU grant, farmers and fisherfolk in Mindanao can look forward to more interventions to help increase their incomes and productivity,” it said. Currently, PRDPMindanao has 46 approved subprojects worth P2.5 billion and another nine subprojects worth P155.6 million – all in different stages of preparation and implementation. (PNA)

Indeed, as shown by the Barangay Park experience in Wao, Lanao del Sur, accessibility/ mobility means either life or death to the sick people, going to school or not to the children, imprisoned in the quagmire of poverty or living a life of abundance to the poor farming families in their rich agricultural land. There was great rejoice upon knowing that some 204 million pesos had been allocated for the 17 kilometer-concrete farm-to-market road but all these years, only a kilometer was concretized and unfinished at that! Yet, despite such painful truism, the DPWH has issued a certification of the completion of the project! It is so puzzling why the DPWH Region 10 as certified by no less than Dir. Zenaida Tan that the one kilometer road has been completed by the Contractor HANS BUILDER & DESIGN worth Php 11,583,790.22 when glaringly that onekilometer paved road is still unfinished. I can attest to the unfinished construction of the one kilometer road having visited Sitio Pagayan recently. I saw that only half of the lane has been paved, the other parts of the one-kilometer road unfinished. I hope that Dir. Tan can also find time to visit the area.
