Hatchery project

BUTUAN City – The construction of a P25.6 million multi-species hatchery project is underway in Agusan del Norte province to benefit 3,827 fisherfolk across the Caraga Region, the regional Bureau of Fisheries and Aquatic Resources (BFAR-13) said Wednesday. In a statement, the agency said construction started Tuesday in Barangay Ata-atahon, Nasipit town, and is seen to produce 25 million fries of different fish species annually when completed. Agusan del Norte 2nd District Rep. Dale Corvera lauded the efforts of the BFAR-13 for the realization of the hatchery project.

Davao’s ecopark

DAVAO City – Despite the hiatus brought by the pandemic, the total ticket sales of Davao Oriental’s ecopark and museums reached P3.8 million last year, an official said Thursday. Karen Lou Deloso, the provincial information officer, said income from other sources such as room accommodations, venue rentals and shares from souvenir shops have also reached P4.4 million, bringing the total revenue to P8.3 million and exceeding its target of P1.5 million for the year. “The arrivals to the province’s premier tourist destinations continue to soar as more visitors are being beguiled by Davao Oriental’s exquisite beauty and charm,” Deloso said.

Airport rehabs

AROUND eight airports nationwide will receive funding under the 2023 national budget to undergo rehabilitation and improvement, the Department of Budget and Management (DBM) said on Thursday.

In a statement, the DBM said the appropriation of funds was in line with the implementation of at least eight airport projects provided under the 2023 General Appropriations Act (GAA).

Tacloban City Airport would get the highest budget amounting to P1.42 billion for its modernization, the DBM said.

The government, the DBM said, would also earmark P200 million for New Zamboanga International Airport, P80 million for the Bukidnon Airport, P50 million for Vigan Airport, P43 million for the Ninoy Aquino International Airport and P15 million for M’lang Airport.

BARMM eyed as next major eco hub: MinDA

DAVAO City – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is being eyed as the next key economic player in the Brunei DarussalamIndonesia- MalaysiaPhilippines East ASEAN Growth Area (BIMPEAGA) sub-region.

This came about after the Mindanao Development Authority (MinDA) noted on Wednesday BARMM Chief Minister Ahod Ebrahim's earlier statement declaring that the region is positioned as a growing investment hub in the country and the BIMP-EAGA. “As the first biggest business gathering of the private sector after the establishment of BARMM as a new political entity, we position the Bangsamoro region as a major economic player in BIMP-EAGA,” the MinDA quoted Ebrahim as saying during the opening of the 1st Bangsamoro Business Congress held in Cotabato City on Tuesday. JICA urged to withdraw support for Davao’s Waste-to-Energy project

‘City Hall should source funds for CDO projects’

RATHER than wait on the national government for funding and implementation, the Cagayan de Oro city government should source out the funds and implement projects for the city, an administration official said recently.

“Let’s not rely on the Department of Public Works and Highways (DPWH) to fund major infrastructure projects for the city. We’ve known that these projects take a lot of time in planning and funding (and more often than not), the DPWH fails to coordinate with City Hall in implementing their projects,” Councilor Edgar Cabanlas said during the recent joint meeting

of the City Development Council-City Peace, Security and Development Council in one of the city’s hotels.

Cabanlas said this in response to questions posed by civil society organizations (CSOs) concerning City Hall’s flood mitigation measures as included in the comprehensive development plan for Cagayan de Oro City for the 2023-2025 period.

In opening the joint councils meeting, Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy said all City Hall development programs will be ‘people-centered.’

During the joint councilsmeeting, City Engineer Jenito Asequia said they proposed

to Mayor Klarex at the onset of his administration to build a water impounding system that could absorb and store the floodwaters for discharging back to the nearest lake.

When asked by city officials whether the City Engineering Office has the capability to design said water impounding system, Asequia said they don’t.

Councilor Ian Mark Nacaya then asked the assembly whether they are open to supporting a City Hall move to contract a loan for funding a flood mitigation project and Vice Mayor Jocelyn Rodriguez voiced her support.

“Provided of course that we conduct a feasibility study

on this project to be done by experts (so we know how much it would cost the city),” she said.

Aside from a multi-billion peso mega dike project covering several city barangays

and funded by the Japan International Cooperation Agency (JAICA), City Planning and Development Office (CPDO) chief Ramil Balquin said City Hall will set aside P11 billion over

the next three years to fund projects addressing urban and rural concerns like traffic congestion, waste disposal and security among others./

CDO's Bell Church opens to public to reignite tourism, history

THE Cagayan de Oro city government here has partnered with the FilipinoChinese community to open the iconic Bell Church to the public to reignite local tourism and learning local history. In an interview Tuesday, John Asuncion, head of Trade and Investments Promotions Center (TIPC), said Bell Church is a universal church established by the Chinese in the city, symbolizing reverence to various religious denominations: Daoism, Buddhism, Confucianism, Christianity, and Islam. "We are given the opportunity to showcase the unique FilipinoChinese culture we have grown up with and share to the greater public the beautiful influences that have molded us into who we are now as an individual and as a community," Asuncion

said. The opening of the Bell Church to the public is part of the weeklong celebration of the Chinese New Year. Asuncion, who is also the chairperson of the Chinese New Year Festival Committee, said the tour will run from Jan. 17 to 19 to give Kagay-anons the opportunity to understand the culture and tradition of the Bell Church, as well as the significance. The Bell Church started its roots in the religious group founded by Ng Pee in 1954 in Baguio City. The Bell Church was constructed here in 1989. During the devastation of Tropical Storm Sendong (Washi) in 2011, Asuncion said the church was flooded but the statues of saints on the altar, as well as the holy water contained in the glass, were not destroyed. BSP to pilot test wholesale digital currency until 2024

THE BANGKO SENTRAL ng Pilipinas’ (BSP) pilot project that tests the use of wholesale central bank digital currency (CBDC) among selected financial institutions will run until 2024, an official said on Wednesday.

“This project was launched in 2022 and will run until 2024. The coverage of the pilot project is wholesale CBDC whereby the BSP will use the test and learn approach using a sandbox environment,” BSP

Currency Policy and Integrity Department Director Eloisa T. Glindro said during the central bank’s 4th Regional Macroeconomic Conference Series virtual event.

“So, this will involve transfers of large value transactions among a limited number of participating financial institutions,” Ms. Glindro said.

The BSP last year launched the CBDCPh project to better understand the opportunities

and risks of wholesale CBDC, as well as address gaps in the national payment system.

The project covers areas including policy and regulatory considerations, technological infrastructure, governance and organizational requirements, legal matters, payment and settlement models, reconciliation procedures, and risk management.

THE Philippine government on Monday announced its benchmark offering for a multi-year United States dollar-denominated Republic of the Philippine (ROP) bond, the second under the administration of President Ferdinand Marcos Jr.

Data released to journalists showed that proceeds of the 5.5-year, 10.5-year and 25year bonds, with the latter a part of the government’s sustainable financing

framework, will be used to help boost financing for the various government programs as well as refinance previously issued sustainability bond. Initial price guidance for the bond maturing in June 2028 is additional 155 basis points over the same tenor US Treasury, while pricing for the one maturing in 2033 is 195 percent higher than the same tenor Treasuries. Initial pricing for the 25-year bond is at around

5.950 percent, the document showed. Joint lead managers and joint bookrunners are BofA Securities, Deutsche Bank, Goldman Sachs, HSBC, Morgan Stanley, Standard Chartered Bank and UBS. BPI merger with Robinsons Bank seen to boost income, revenues

BANK of the Philippine Islands (BPI) expects its net income to climb by 5-6% and its revenues to rise by around 7% once its planned merger with Robinsons Bank Corp. takes effect, its top official said.

“Robinsons Bank is expected to expand BPI’s key balance sheet metrics by between 6.5%, maybe 7%. As mentioned over the past years, Robinsons Bank has been really steadily growing its deposit and loan books at a pace much faster than industry,” BPI President and Chief Executive Officer Jose Teodoro “TG” K. Limcaoco said in a special stockholders’ meeting on Tuesday.

Shareholders of the Ayalaled bank owning 79.69% of total outstanding stocks approved the planned merger on Tuesday.

Mr. Limcaoco said the main advantage Robinsons Bank has that was factored into the projected revenue growth is its customer base’s

strong digital adoption, with over 35% of their retail clients enrolled in its online app.

“So, we think that Robinsons Bank can potentially add about 7% to our revenues, and 5 to 6% to our net income,” he said.

Mr. Limcaoco added that the merger is expected to immediately improve BPI’s industry ranking in terms of deposits to second place from third currently.

He noted that Robinsons Bank’s current and savings (CASA) ratio of 83% is higher than BPI’s by 4% and it has “manageable asset quality,” which is not seen to have a negative impact on BPI’s.

The official said they see growth opportunities in Robinsons Bank’s lending book, including in the housing, salary, motorcycle and teachers loan segments and its “unique” credit card portfolio, and that he expects these to help in achieving BPI’s target to have consumer

credit comprise 30% of its loan portfolio.

“They have a significant portion of their loan book as consumer loans, but really, their loan book is about 6% of the combined loans of BPI and Robinsons Bank.

So, if the merger in and of itself will not really bring us to our aspirations of 30% consumer loans, what we will be doing is taking some of their products, some of their approaches, utilizing their ecosystem,” Mr. Limcaoco said.

He added that the merger is expected to take effect on Jan. 1, 2024 as they still need to secure some approvals from government agencies.

BPI booked a net income of P10.1 billion in the third quarter of 2022 amid higher revenues.

This brought the bank’s bottom line for the first nine months of 2022 to P30.5 billion, backed by higher revenues and lower provisions for loan losses.

Like Father, Like Son (Part 2)

Think a minute...A man was driving his car with his son when he was stopped by a policeman and given a ticket for speeding. The father was angry all the way home, talking about how he was going to get his friend at the police department to “fix” it so he would not have to pay. Then, he was going to get revenge by making trouble for the policeman who gave him the ticket!

Later, the father realized what a bad example he had been to his son, so he told his son he had said things in anger that he should not have. He then took his son with him to court, admitted he was guilty, and paid the penalty. Your kids will walk as you walk, not as you talk. They follow your ways of living much more than your words about living.

On a Saturday night, a car went off the road killing the young man driving and seriously injuring his 17-year-old girlfriend. When the girl’s parents got to the hospital, they learned that their daughter and her boyfriend had been

drinking. The father left the hospital extremely angry saying, “Wait till I find the person that sold my daughter that whiskey!” When he returned home he saw a note on his liquor cabinet from his daughter: “Dear Dad, I took your whiskey tonight. Hope you don’t mind?”

There’s nothing more important in your life than teaching your child by your right example. A young boy was asked on a questionnaire if he was a Christian and he answered: “I’m not a Christian because my father is not a Christian, and I’m the same thing as him.” Dad, you have the awesome honor and responsibility to show your son how to live the way

Vicarious celebration of Fil-Am victories

ROCKINGHAM, North Carolina—It would probably be more than a week by the time this column gets printed or comes out online whichever comes first but I’m sure a lot of Filipinos will still be basking in the afterglow of victory by Filipino-American R’Bonney Gabriel as the 2022 Miss Universe—she being considered a 2022 winner even if the pageant was held this year 2023 since there was no pageant due to the COVID-19 pandemic.

That being said, not a few Pinoys will also bat a cynical eyelash at those Pinoys who cheered on Miss Gabriel’s victory even if she did technically represent the US in the (arguably) longest running and most well known beauty pageant in the world. Among those who voiced their cynicism in social media is Nef Luczon, a Cagayan de Oro City-based bureau chief of the Philippine News Agency (PNA) and local filmmaker/professor who described the Filipinos fawning over Miss Gabriel’s Miss Universe win and her Fil-Am roots as ‘Penoize’, probably a play on ‘Pinoys’ and ‘noize (noise).

While I may agree with his points—he did guest in my program ‘Susan Live’a few episodes back discussing about the planned ban on Korean drama—there is very little he or anyone else can

do about the tendency of many Pinoys to look for anything remotely Pinoy in any celebrity who made it big abroad. Whether it be an actor, athlete, doctor and so on, the discovery of a celebrity’s Filipino roots fills any average Pinoy with a sense of pride and vicarious satisfaction from that FilAm’s achievements.

For starters we can all thank our media outlets for doing the research and looking for any signs of a celebrity’s roots to see if he or she has Filipino blood. And to be fair, these stories make for good viewing and reading. I mean, while we celebrate the boxing victories of now former senator Manny Pacquiao or the showbiz career of a Lea Salonga, it somehow gives a sense of awe and glee to discover that Mr. or Miss Celebrity is part-Filipino regardless of how small of a percentage the genes and familial roots were.

Even if that celebrity is allAmerican or European, Asian or what not, the discovery that Mister or Miss Celebrity has Filipino friends or coworkers—yes, a nanny or yaya will also qualify--=can still be a source of pride and bragging rights for our celebrity obsessed Pinoys. Ever notice how, during press junkets of tentpole film releases, the Filipino

reporter, usually TV, would squeeze in a question like, ‘have you ever been to the Philippines?’ or some such line?

I don’t blame these reporters for doing so because they’re trying to connect the celebrity with their intended audience. At any rate to their credit the foreign celebrities in question are game enough and even express genuine interest in the Philippines and as a Filipino transplated in the US for sometime now, I still appreciate the value of interconnecting with different cultures. Bisan asa ta mabutang sa kalibutan, mogawas gud ang atong pagka-Pinoy.

Speaking of which, it’s also instructive to know that audience attention had also been afforded to the Philippine bet to the Miss Universe, Celeste Cortesi. She’s probably to my recollection one of the more recent Philippine beauty pageant representatives with mixed blood, the other being Catriona Gray. But I’m not going to stray too far and talk about her or the other pageant candidates with foreign parentage.

Suffice it to say that whatever one’s sentiments on Miss Gabriel’s victory in the Miss Universe pageant is and the resulting ‘Penoizing’ afterward, it’s just that, a vicarious celebration of

one’s achievement even if that celebrity doesn’t know squat about Pinoy fans. At the time when we are still grappling with the COVID-19 pandemic, the war between Russia and Ukraine and the escalating prices of food stuff, a Miss Universe victory by a foreigner with mixed Pinoy blood is a balm on the senses.

And so FilipinoAmericans like myself cheer Miss Gabriel on while wishing that more full-blooded Pinoys make their mark in the global stage. As a former official and active member of the Filipino-American Community of the Carolinas Inc. (FACC) here, I also do my part In promoting and developing a sense of pride and kinship between the Fil-Am community here and their families back home. This effort is also critical for current and future generations of Fil-Ams who need to embrace both their ties to the Philippines and their US roots.

Beware of Pharisaical legalism

On his third day back in Manila from the state visit, President Ferdinand R. Marcos Jr. announced that “at the very least, close to 10,000 to 30,000 jobs” will be created with the awaited new investments and Chinese-assisted projects in the Philippines. He said “it’s certainly going to produce many jobs when the investments come into play, when they start their operations.”

As announced by the Presidential Communications Office (PCO), Chinese investors have pledged USD22.8 billion in investments , including USD1.72 billion for agribusiness, USD13.76 billion for renewable energy, USD7.32 billion for strategic projects like electric vehicles, mineral processing and nickel processing joint venture as a first step in the production chain to batteries and electric vehicles.

Eagerly awaited by the Philippines since the start of 2022 is news on the fertilizer supply arrangements in view of the food crisis besetting the country. The PCO announced that two Chinese fertilizer companies have signed cooperation agreements with the Philippine International Trading Corp. (PITC) to “ensure sustainable supply of much-needed fertilizers at reasonable prices.”

The visit saw the sunrise of durian exports as China opened up its huge market to the Philippines’ “queen fruit of the south”. The Department of Agriculture (DA) and China’s Ministry of Agriculture and

Rural Affairs also signed the 2023-2025 agricultural and fisheries cooperation plan and agreed on the handover certificate of the PhilippineSino Center for Agricultural Technology-Technological Cooperation Phase III (PHILSCAT-TCP III).

The Philippines and China signed a memorandum of understanding (MOU) to cooperate on the Belt and Road Initiative (BRI) even as the Chinese Ministry of Industry and Information Technology and the Philippines’ Department of Information and Communications Technology (DICT) signed another MOU for cooperation on digital and information and communications technology (ICT) cooperation.

Both countries agreed on a framework agreement for the Renminbi-portion of loan financing for three priority projects of the Department of Public Works and Highways (DPWH), as well as four loan agreements for the mixedcredit financing (US Dollar and Renminbi) of three priority bridge projects under the public works department

Guaranteed to boost the Philippine post-pandemic economic rebound is the MOU on tourism between the Philippines’ Department of Tourism (DOT) and the Ministry of Culture and Tourism of China. Before it was interrupted by the Covid-19 crisis, Chinese tourist volume to the Philippines had surged from 1.25 million in 2018 to 1.8 million.

Both countries sealed

MOUs between the Department of Trade and Industry (DTI) and the Ministry of Commerce of China on cooperation on electronic commerce; while the National Economic and Development Authority (NEDA) and China’s International Development Cooperation Agency signed another MOU on economic and technical cooperation in the Development Cooperation Plan 2023-2025 in.

The list also includes mutual recognition between the General Administration of Customs of China and the Bureau of Customs (BOC) of the Philippines on an authorized economic operator program, and the establishment of a communication mechanism on maritime issues between the Department of Foreign Affairs (DFA) of the Philippines and the Ministry of Foreign Affairs of China.

Since the Bilateral Consultation Mechanism (BCM) established in 2016 between the two governments needed enhancement, direct lines of communications on maritime issues were set up between the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs of China and the Maritime and Ocean Affairs Office of the Department of Foreign Affairs of the Philippines.

Practical cooperation between the coast guards of the two countries is particularly useful, hence the importance of convening the 4th Meeting of the Joint Coast Guard Committee at an early date. At the same time, both sides

agreed to convene the Annual Defense Security Talks at a mutually convenient time to greatly increase cooperation and harmony in the seas.

In education, incorporation of the Chinese Language Education Program into the Basic Education Program of the Philippines, a memorandum of understanding to Strengthen Agricultural Technical Education Cooperation, and a Mutual Cooperation Memorandum (MCM) on Higher Education to enhance communication and ensure mutual quality development of higher education system were agreed upon.

People-to-people exchanges in promoting understanding were not missed as evidence by the newly signed MOU on Tourism Cooperation as well as direct flights between China and the Philippines, particularly Beijing and Manila, and other cities to strengthen local cooperation and promote more exchanges among sister provinces and cities of the two countries.

A Brown to invest in agri company

A BROWN Co., Inc., said on Wednesday that its board of directors authorized the firm to invest in Surigao Greens Agri Corp. (SGAC), which is in the process of incorporation.

In a stock market disclosure, the company said that SGAC will be its subsidiary.

A Brown said it will

be subscribing to 12.50 million common shares representing 100% of SGAC’s outstanding capital stock upon its incorporation.

SGAC’s will be engaged in the business of processing, milling, and refining of palm oil to manufacture crude palm oil.

It will also be engaged

in “refined beached deodorized palm oil, palm olein, and other products.”

SGAC will handle the distribution of the products on a wholesale and retail market basis, “provided that [it] shall not solicit accept or take investments/ placements from the public and neither shall it issue investment contracts.”

A Brown is primarily engaged in the business of real estate development from high-end residential developments to economic and socialized housing segments.

Through its subsidiaries, it is also into power generation, manufacturing and trading of palm oil and other palm products.

PAL announces system 'slowdown' due to upgrade

FLAG carrier Philippine Airlines (PAL) on Wednesday announced a "system slowdown" that passengers may experience this weekend due to the airline's scheduled website upgrade.

In an advisory, PAL said that from 11 p.m. of Jan. 21 until 7 a.m. of Jan. 22,

its website may respond "very slowly" and may also be unavailable for one to two hours for those trying to gain access.

The website upgrade is part of PAL's efforts to improve the passengers' online experience, it said.

Passengers are urged to reach out to PAL

through various channels during the eight-hour website upgrade -- Viber, Messenger, WhatsApp (998951459) and myPAL web chat.

"We are seeking your patience and understanding. This system downtime is something we carry out

periodically to enable the portal to serve our customers better," said PAL spokesperson Cielo Villaluna when sought for a comment.

DTI chief presents PH as investment hub in Asia at WEF

DEPARTMENT of Trade and Industry (DTI) Secretary Alfredo Pascual has presented the Philippines as an investment destination in Asia at the World Economic Forum (WEF) Annual Meeting 2023 in Davos, Switzerland.

In a statement Tuesday, Pascual said he met with senior executives of companies with business interests in the Philippines including Coursera, Chevron, Astranis, and She Loves Tech.

"We met with several business executives and presented our country as an ideal investment destination in Asia. Similarly, we shared with them our improved business climate, which was fueled by the recent economic policy reforms that facilitate ease of doing business," Pascual said.

The DTI chief also met with WEF executive committee members and head of International Trade and Investment to discuss potential cooperation with the Philippines.

During the five-day WEF meeting, Pascual will be joining the sessions on MSMEs Going Global, Next Generation Industrial Strategies, and Trade and Investment Leadership Lunch.

Pascual, along with other

economic managers, will be joining President Ferdinand R. Marcos Jr. in the CEO Dialogue on the Philippines, which will highlight the government's programs on energy, food security, and digitalization.

"We see WEF as an opportunity to gather more FDIs (foreign direct investments) that will complement our country's economic recovery initiatives," he said.

During the Laging Handa public briefing, National Economic and Development Authority (NEDA) Undersecretary Rosemarie Edillon pointed out that the WEF is a good platform for the Philippine government to highlight its initiatives in working with the private sector to achieve economic growth momentum.

"What we can promote is the way we engaged with the private sector, which is also among the top priorities at the World Economic Forum. So, when we weathered this Covid-19 (coronavirus disease 2019) pandemic, we have seen that the private sector has engaged with the government, and the LGUs (local government units) also coordinated with their own private sector," she said. The cooperative-run coffee shop, which can accommodate 40 people, is located on the first floor of the four-story Davao City Library and Information Center along C. Bangoy Street in Poblacion District.

“Co-op Cups aims to showcase the communities and individuals that would greatly benefit from the cooperative-run coffeeshop – such as men and women cooperative members who will be trained and employed in the coffee shop, as well as the indigenous coffee growers/ farmers situated in Marilog District and near communities who will primarily supply the coffee beans,” Torres said.

He said the establishment initially serves coffee from the award-winning Arabica coffee producer, Balutakay Coffee Farmers’ Association (BACOFA), of Bansalan in Davao del Sur, but they are also sourcing beans from other regions of Mindanao.

Torres added that MAGSIGE-MPC has 46 member-farmers, most of them indigenous people from Marilog District, who have started planting coffee beans with a total area of 80 hectares at 1,000 meters above sea level.

He hopes that the cooperative will start producing beans from their own coffee farmers by the end of this year.

“We are planting coffee, and we would like to have a value chain for coffee. That’s why we opted to put up a coffee shop. It’s such a big thing to have opened a coffee shop because we can now give a good price for the farmers. It’s good that we can supply. The farmers’ produce will be processed by the Coffee Cups,” he said.

The local government plans to build a WTE project on a 10-hectare property in Biao Escuela, Tugbok District.

The project site of the proposed WTE facility is located 2.2 kilometers away from Biao Escuela Elementary School and the nearby Biao National High School and 550 meters from a relocation site of displaced families in Catalunan Grande, according to Peñalver.

On August 23, 2022, the City Council of Davao asked President Ferdinand Marcos Jr. to provide a counterpart fund worth P3.486 billion for the construction of the WTE facility in the city.

In a resolution authored by Davao City’s 1st District Councilor Tek Ocampo, the Sangguniang Panlungsod said the country should seize the opportunities offered by

Peñalver added that a WTE facility is a “dangerous way” of generating power as it is not a renewable energy source and produces more greenhouse gases than coal.

“So not only is incineration a bad choice for the environment, but it’s also not a wise choice from a climate perspective,” he added.

The BSP chose to focus on the wholesale aspect of CBDCs as it is mainly restricted to banks and other financial institutions. Retail CBDC is intended for the general public.
