China investments

THE state visit of President Ferdinand R. Marcos Jr. in Beijing, China has resulted in investment pledges of $22.8 billion from Chinese companies.

Malacañan Palace said Thursday President Marcos had a roundtable discussion with Chinese chief executive officers (CEOs) from various sectors, where they expressed their intentions to invest and expand in the Philippines.

Majority of these investment commitments bagged during the meeting will be in renewable energy with pledges amounting to $13.76 billion.

FOLLOWING the domestic economy’s contraction due to the pandemic, the Philippine economy started this year’s first quarter with a bang after sustaining its expansion following the glitch in the third quarter of the previous year.

Growth, as measured by gross domestic product (GDP), rose by 8.2 percent year-on-year from January to March this year after 7.8 percent in the previous three months.

This is also a turn-around from the -3.8 percent same period in 2021, which is the last negative economic print for the economy since dipping to -16.9 percent in the second quarter of 2022.

SIM registration

THE National Telecommunications Commission in Northern Mindanao (NTC-10) urged telecommunication companies to invest more to prevent any system issues in the upcoming days in the Subscriber Identity Module (SIM) card registration.

Apart from investing on the security aspect to avoid any leakage in subscribers’ information, Teodoro Buenavista Jr., NTC-10 director, said telco companies must also focus on providing a better way of registration as it would definitely help their companies.

“I’m pretty sure that they are doing a lot of adjustments and readjustments because there are other telco companies that will welcome you if you cannot provide a better way of registration,” Buenavista said during his recent guest appearance in an online talk show here broadcast on Facebook.

Bangsa investments down by 54% in ‘2022

GENERAL Santos City – Investments in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) plunged by at least half to P1.3 billion in 2022 from P2.8 billion the previous year, data from the Bangsamoro Board of Investments (BBOI) showed.

Mohammad Pasigan, BBOI chair, pointed out the investments registered last year also fell short by 36 percent from the P2 billion target for 2022.

Year-on-year, investments in the Bangsamoro region were down by almost 54 percent, with Pasigan attributing the decline “to different restrictions that were beyond our control.”

These restrictions included the requirements set by various BARMM ministries, time constraints and lack of manpower in the BBOI, he said.

“We need more personnel for investments and a more efficient structure conducive to facilitating investments in the BARMM,” Pasigan said in a statement.

For 2022, the investments registered with the BBOI included the Pagana Kutawato Corporation (P100 million), Hanabana

Construction and Equipment Corporation (P96 million), Usman Banana Farm (P278 million), Nama Concrete Philippines Corp. (P341 million), Mt. Kalatungan Agri-Ventures, Inc. (P223 million), Austrian Trade and Investments Group, Inc. (P170 million) and Kaltimex Rural Energy Corporation (P76 million).

These investments generated at least 1,052 jobs, the BBOI said.

Over the past years, agriculture has become the major investment haven in the Bangsamoro region due to its ideal agro-climactic conditions and fertile lands, Pasigan said.

However, for 2022, other investments in infrastructure, manufacturing and energy pushed through as investors realized their viability in the Bangsamoro region, he added.

Caraga leaves 2022 with 94 Covid -19 cases, 62K total infections

BUTUAN City – Caraga Region reeled off from 2022 with 62,750 a cumulative coronavirus disease 2019 (Covid-19) since the pandemic broke out over two years ago, entering the New Year with 94 remaining active cases. In a statement Wednesday, the regional Department of Health (DOH-13) office said the region recorded some 60,301 recoveries, with 2,355 Covid-19related deaths since March 2020. Of the total infections, DOH-13 said Agusan del Sur had 14,628 Covid-19 cases; Surigao del Sur, 9,474; Agusan del Norte, 5,236; Surigao del

Norte, 4,187; and Dinagat Islands, 1,751. Among cities in the region, Butuan topped with 15,265 cases; Surigao, 2,899; Bislig, 2,813; Bayugan, 2,496; Tandag, 2,295; and Cabadbaran, 1,706. From Dec. 25 to 31 last year, DOH-13 said only 37 new infections were recorded in the region. The new cases were recorded in Surigao del Sur with 12, Agusan del Sur (5), Surigao del Norte (2), Agusan del Norte (1) and none in Dinagat Islands. In the cities, Butuan had seven new cases; Bislig, Surigao, and Tandag with three cases each; and Bayugan

with one. “During the last week of 2022, only one recovery was recorded in the region and two Covid-19related deaths,” DOH13 said. The agency said it will continue to intensify its vaccination campaign in 2023, with the support of the local government units and other stakeholders. As of Dec. 29 last year, the region attained a 91.5 percent vaccination rate with 1,765,591 residents fully vaccinated. More than 3.9 million Covid-19 vaccines were also administered in the region in 2022, DOH13 said. (PNA)

BOC-Davao to release abandoned 'balikbayan' boxes

DAVAO City – The Bureau of Custom – Port of Davao (BOC-Davao) is releasing some 404 “balikbayan” boxes to their respective claimants through the city port here and the sub-port of Dadiangas, an official said Thursday. As a Bachelor of Elementary Education (BEED) graduate, I never imagined myself teaching Kindergarten students. But it was fate that brought me in front of the young kids. The rewards of instructing young minds are immeasurable. I need a bucket full of motivational strategies. I sometimes perform amusing tricks and play a variety of games to keep their attention and interest throughout the session. I also prepared myself with a variety of teaching and learning strategies. I introduce songs, dances, chants, and raps. These and other factors are critical for stimulating their minds to think, engaging them in the learning process, and ensuring that they learn.

I prepared the classroom environment in addition to

teaching and motivational strategies. I designed my room to be clean and conducive to learning. I even used informal set-ups to keep them engaged throughout the lesson and avoid boredom.

I also did a lot of selfpreparation. I had a lot of patience for them. I instilled in myself the importance of these young learning fellows being understood and loved. Their innocence appears mesmerizing, and their questioning abilities are at times unimaginable.

As I reflect on the events of the day, I find myself unintentionally smiling. If given the opportunity to become a grader teacher, I will undoubtedly decline. Nothing compares to the joy of teaching Kindergarten learners. It's easier to fill an empty cup than it is to empty it and then refill it.

THE acceleration of the domestic rate of price increases to 8.1 percent in December 2022 is in line with the forecast that inflation could peak last month as risks remain on the upside, the Bangko Sentral ng Pilipinas (BSP) said Thursday.

The Philippine Statistics Authority (PSA) said the latest rate of increase of inflation figure is the fastest since November 2008 due mainly to the annual jumps in the food and energy prices.

Last December’s inflation rate was within the central bank’s 7.8 to 8.6 percent forecast for the month and brought the average inflation last year to 5.8 percent, way beyond the government’s 2 to 4 percent target band.

“This is consistent with the assessment of elevated inflation could peak in December 2022 before decelerating in the succeeding months due to easing global oil and nonoil prices, negative base effects, and as the impact of BSP’s cumulative policy rate adjustments work its way to the economy,” the BSP said in a statement.

The BSP said although

risks to inflation are on the upside this year, these “are seen to be broadly balanced in 2024.”

It attributed the risks to the elevated global food prices due to higher fertilizer prices and supply chain constraints as well as trade restrictions in the domestic front.

The BSP also cited higher prices of fruit and vegetable due to the impact of weather disturbances, higher sugar prices, pending transport fare hike petitions, as well as potential wage hikes.

However, these factors are expected to be countered by the weaker-than-expected recovery of the global economy.

BSP said it “remains prepared to take all monetary policy action necessary to bring inflation back to a target-consistent path over the medium term.”

“The BSP also continues to support the timely implementation of nonmonetary government measures to mitigate the impact of persistent supplyside pressures on inflation,” it added.

The Poor Farmers: The Unsung Heroes

Out of Their Labor, They Feed the Nation But Now Hungry

The Philippines is an agricultural country, any short or long-term development can be won or lost through agriculture as 75% of the people are living in the rural areas who are directly or indirectly subsisting on farming as their livelihood. But it is so painful to note that based on the Study of the United Nations-Food & Agricultural Organization (UN-FAO), Philippine Agriculture has only contributed .02% to the Gross Domestic Product (GDP) in the last decade. In fact, of the 4 young farmers, 3 have already left farming and have gone to the urban areas to work as janitors, drivers, waiters or what have you.

In fact, everyone is profiting from farming, i.e., the fertilizer and seed dealers, the compradors, the usurers, but not those who are doing the backbreaking job of farming –the poor farmers. This is so because everything sold in this country passes at least 5 marketing layers, that a bag of fertilizer bought in Ukraine at only P100 per bag is sold in Mindanao at about P2,000. While their crops such as rice and corn are bought cheaply by compradors (middlemen) but sold much higher when such reaches the consumers. That’s how flawed our marketing system is to the detriment of our poor farmers. Farming in our country is so much tied-up to Conventional Agriculture, the reason why

the peasantry is wallowing in poverty. Who controls? Who profits? Who decides? Not the farmers but the oligarchs who control everything, i.e., seeds, fertilizers, pesticides, herbicides, marketing, etc. It is only in our country where before the farmers were in control of seeds such as the indigenous native rice varieties like Azucena, Denorado which can be grown organically and were very healthy but these were replaced by so-called High Yielding Varieties (HIVs) that cannot be grown without the use of chemicals. Such began during the time of then Sec. Arturo Tanco who was then the Secretary of Agriculture who came from Planters’ Product as Manager prior to his being DA Secretary – thus, MASAGANA Programs began and the control of farming shifted from the peasantry to Trans-National Corporations. I know this very well because I was then the Chief Information Officer of the DA in Region 10, thus, I resigned.

That’s how oppressed our farmers are. But the farmers’ oppression is even much worse in Sitio Kibaritan, Malinao, Kalilangan, Bukidnon as they are now living in extreme poverty and oppressed by men in uniform. Their farms planted with different crops, i.e., corn, root-crops, sugar cane, vegetables, etc. are being buck-hoed, tructored and griddered. As documented by their Cooperative, the Kibaritan

Farmers Higaonon Tribe Agriculture Cooperative, some 160 farming families are the victims and the total damage to them amounted to some two million pesos already in just the past two years. Their crops which were about to be harvested which is the source of their livelihood and food were totally damaged. Such horrible oppression is a great violation of their LABOR RIGHT as well as their human right. Such horrendous act runs counter to the Constitutional provision that “No person shall be deprived of life, liberty and property without due process of law.” Such is also a great social injustice which is contrary to another Constitutional provision that “The state shall promote social justice in all phases of national development.”

Their cooperative is now shouting for social justice and seeking assistance with sense of urgency from agencies of government which are mandated to help the peasantry, i.e., DENR, DA, DAR, CHR, etc. But until now, no assistance came. In fact, these agencies, instead of helping them, sided in favor of the oppressors.

In the case of DENR, it signed a Memorandum of Agreement with DND paying three geodetic firms as narrated by Atty. Ban Micheal Pacuribot Chief Legal Officer DENR Region X some 20 million pesos for the conduct of a Relocation Survey that surrendered the farmers’ land as part of the

military reservation which became the basis of the destruction of their farms. In the case of the DAR, while documents have shown that their farms belong to what has been described as Alienable and Disposable (A&D) which is under the jurisdiction of the DAR, yet, no comment or protest that has been raised on the conduct of the Relocation Survey. In the case of the DA, it has released P299,650 fund to the Mindanao Army Training Group (MATG) in Kibaritan adhering to ELCAC initiative based on the false allegation that there are some 100 FR (former rebels) in Kibaritan. Our fears, failures and sense of abandonment

THAT rather amusing gospel story of the apostles frozen with fear when they were in the middle of a raging sea and saw a figure that later turned out to be Christ walking on the water (cfr. Mk 6, 45-52) tells us what to do with our unavoidable fears and failures. We need to develop a healthy sense of abandonment in the ever solicitous providence of God over our life.

To be sure, Christ never fails us, though, again, his ways may not be what we expect or even want. What we have to do is to develop the habit of always referring everything to God, especially when we find ourselves in situations of fear and helplessness. He is always there for us.

We need to know how to handle and deal with our fears that are unavoidable in our life. Fear is an emotion that we need to educate also. It just cannot be on its own, guided only by our spontaneous judgments and reactions, and appearing

when it’s not supposed to, and not appearing when it’s supposed to. It has to be grounded and oriented properly, expressing the sublimity of our dignity as persons and children of God.

Let’s remember that among the gifts of the Holy Spirit is the fear of the Lord. It’s the good and healthy fear of a child who is afraid to offend his father. It’s a filial fear, not a servile one. It’s one that, instead of being tempted to run away from God, would rather motivate one to get closer to him. It’s the fear of losing God, even if we may have offended him and have to do something to atone and repair.

With all the things that we have to contend with in this life, we certainly need to have a healthy sense of trust in God’s loving and wise providence, abandoning ourselves in his will and ways that often are mysterious to us and can appear to be contrary to what we would like to

have.

A healthy spirit of abandonment in God’s hands is necessary even as we exhaust all possible human means to achieve our goals or simply to tackle all the challenges, trials and predicaments of our life. We should never forget this truth of our faith.

In this life, we need to acquire a good, healthy sporting spirit, because life is actually like a game. Yes, life is like a game. We set out to pursue a goal, we have to follow certain rules, we are given some means, tools and instruments, we are primed to win and we do our best, but losses can come, and yet, we just have to move on.

Woe to us when we get stuck with our defeats and failures, developing a loser’s mentality. That would be the epic fail that puts a period and a finis in a hanging narrative, when a comma, a colon or semicolon would have sufficed.

We need a sporting spirit because life’s true

failure can come only when we choose not to have hope. That happens when our vision and understanding of things is narrow and limited, confined only to the here and now and ignorant of the transcendent reality of the spiritual and supernatural world.

An indispensable ingredient of this healthy sporting spirit is the sense of acceptance and abandonment that we need to deliberately cultivate. This does not come automatically, as if it’s part of our genes. We have to develop them./PN

PH, China sign MOU on e-commerce

THE Department of Trade and Industry (DTI) said Thursday the Philippines and China signed a memorandum of understanding (MOU) on electronic commerce to strengthen cooperation in this sector.

During the state visit of President Ferdinand R. Marcos Jr. to China this week, DTI Secretary Alfredo Pascual and Chinese Minister of Commerce Wang Wentao signed the MOU on E-Commerce on Wednesday.

Under the MOU, the two countries vowed to promote trade of high-quality featured products and services; pursue business exchange between micro, small and medium enterprises (MSMEs) and e-commerce platforms, startups and logistics service providers; and to share best practices and innovative experiences in utilizing e-commerce.

"This agreement will facilitate the sharing of experiences, best practices, critical information and policies related to trade and e-commerce. We look

forward to interventions that will promote consumer and merchant protection, intellectual property, data security and privacy laws. This MOU will be beneficial in building the capacity of our local businesses to cope with the modernizing business sector," Pascual said.

He added the MOU is also aligned with the agenda of the E-Commerce Philippine 2022 Roadmap, which aims to strengthen cross-border cooperation and market access through trade agreements and cooperation programs with major e-commerce trading partners.

The MOU will also push for capacity building programs to improve MSMEs’ knowledge and skills to maximize their potential in e-commerce.

Through the MOU, the Working Group on Electronic Commerce between Manila and Beijing will be established as a focal point of coordination for the two parties. (PNA)

Teaching after the Pandemic

The COVID-19 pandemic has caused significant changes in all sectors of society. Its impact on education is also felt, and it has impacted the learners who are at the center of the educational process.

Teachers, as facilitators of the teaching-learning process, have not been immune to the pandemic. As classes resume, a slew of new challenges await. Teachers are bombarded with a plethora of issues to address, ranging from literacy and numeracy skills that are not grade-level appropriate to poor students' social skills as a result of distance learning, where they are deprived of the opportunity to mingle with other people.

Teachers, on the other hand, have proven to be resilient in the face of the pandemic. The learners' poor reading skills were addressed by implementing a reading program in which they created reading materials

The introduction of group games aided in the development of the students' social skills. It's a way for them to de-stress as they experience being a winner. When luck does not favor them, the students must also endure the agony of losing.

Smart is the first telco to set up assisted SIM registration booths and touchpoints in several areas in Luzon, Iloilo, Cebu, and the Davao Region, in collaboration with local government units, partner stores, and regional and provincial distributors.

On Jan. 5, PLDT and Smart FVP and Group Corporate Communications Head Cathy Yang joined Philippine Information Agency Region XI's twin fora on Jan. 5 for Davao de Oro and Davao Oriental to encourage subscribers to register.

New and existing Smart Prepaid and TNT subscribers may also access Smart’s SIM registration portal through smart.com.ph/simreg, while Postpaid subscribers can simply text YES to 5858 to confirm their registration.
