Overcharging taxis

THE Land Transportation and Franchising and Regulatory Board of Northern Mindanao (LTFRB-10) has asked the commuters to report any irregularities committed by taxi drivers here.

The LTFRB-Reg. 10, in its Facebook post, said that details including plate number, operator’s name, trade name and the body number of the taxi must be taken should any passenger find any irregularity being committed by a taxi driver.

The agency issued the reminders amid allegations that numerous taxis, particularly in the Macabalan Port of Cagayan de Oro, were either over-charging their fare rates or resorting to a practice of ‘contracting’ the passengers instead of using meters.

THE Department of Tourism Region 10 (DOT-10) and the Department of Labor and Employment Region 10 (DOLE-10) are urging all job seekers in the region to get ready as they will launch the ‘Trabaho, Turismo, Asenso!’ Philippine Tourism Job Fair Northern Mindanao leg on March 30 and March 31 this year at the Limketkai Atrium in this city.

The DOT-10 said the activity is primarily intended to bridge employment opportunities for the tourism industry and revitalize its workforce to recover from the losses during the pandemic.

Marie Elaine Unchuan, DOT-10 director, said in a press conference on Thursday, Feb. 28 that the DOLE-10 will provide a link for the online registration prior to the activity, but she said they will still accept walk-in applicants.

Durian capacity

FARMERS said ahead of the July durian harvest that they do not know how the Philippines will service China export demand, based on their estimates for crop volume.

“We are wondering where the durian will come from,” Federation of Free Farmers Raul Q. Montemayor said.

He said his conversations with durian farmers in Davao indicate that while they are confident about meeting Chinese quality standards, volume is another matter.

The Davao Region accounts for 78% of national production of durian.

COTABATO City – The Bangsamoro Autonomous Region in Muslim Mindanao's (BARMM) investment body has approved nearly P130 million worth of investments in February, bringing this year's current regional investment to more than P604 million.

Conflict-affected farmers in Agusan get skills training

BUTUAN City – Forty farmers who are members of the Talcon Farmer’s Poverty Association (TFPA) and the Consorcia Philippine Coconut Association in Las Nieves town, Agusan del Norte province have undergone a three-day skills training for added business opportunities.

In a statement Thursday, the Army’s 23rd Infantry Battalion (IB) said the skills training, dubbed as Community-Based Training and Enterprise Development (CBTED), is for villages formerly affected by encounters between government forces and communist rebels.

The 23IB said the CBTED, which started Tuesday in Barangay Consorcia, aims to strengthen the livelihood activities of the members of the two farmers' associations

while providing them the means to start with coco peat and coco coir production.

“The 23IB is intensifying its efforts in assisting and monitoring the livelihood programs of people’s organizations to ensure their sustainability and progress,” the Army unit said.

The initiated was facilitated by the Las Nieves local government unit (LGU) with the support of the Technical Education and Skills Development Authority, the Department of Agriculture, and the Department of Trade and Industry.

Report: PH seen to weather possible global recession

THE Philippine government’s push to increase its infrastructure spending and the recovery of the manufacturing sector, among others, are expected to buoy the domestic economy from the impact of the possible recession in the United States.

According to February 2023 issue of The Market Call, the joint monthly publication of the First Metro Investment Corporation (FIMC) and the University of Asia and the Pacific (UA&P), “most recent economic data suggest that the Philippine

economy may weather the global recession relatively unscathed.”

It said while employment may grow slower in the near term, with the December 2022 level up by 4.3 percent from the previous month’s 4.2 percent, “total manhours (MH) of work slightly increased to 1.98 billion MH from 1.97-B MH in November.”

“This gain offset the 704,000 drop in total employment to 49 million, a close second to the alltime record level of 49.7 million achieved a month ago,” it added.

The report cited the

decline in unemployment rate last December to 12.6 percent from the previous month’s 14.4 percent.

The manufacturing sector grew faster last January, with the Purchasing Managers Index (PMI) up at 53.5 from 53.1 in the previous month.

The report cited the drop in the level of the government’s total liabilities by the end of 2022 to P13.4 trillion, lower by around P2 billion compared to the November 2022 level.

Bank seeks to boost Islamic finance in PHL

A TURKISH LENDER is in talks with the Bangko Sentral ng Pilipinas (BSP) to help set up Islamic banks and Islamic banking units (IBUs) in the country, an official said on Friday.

BSP Deputy Governor Chuchi G. Fonacier told reporters during the central bank’s annual reception for the banking community that officials from a Turkish bank visited the BSP recently, which was already the third lender that approached the regulator to help push Islamic banking in the Philippines.

“Their objective is to help put up (Islamic banks and IBUs in the country),

although they’re an Islamic bank themselves,” Ms. Fonacier said in a mix of English and Filipino.

“I was engaging them and asked them ‘maybe you want to consider also putting up, have a presence here,’ but they said they’re still scanning the market,” she said.

“But they’re very much open to helping prospective players outside that would like to come in. They said they can assist,” she added.

Ms. Fonacier said the BSP had exploratory talks with two banks to set up IBUs in the country before the pandemic hit in 2020.

However, the two banks “did not reconnect” with

the regulator because of the global crisis.

She added that a European bank was interested in setting up shop in the Philippines, but “changed their mind” due to changes in their strategic direction amid economic developments in their home country.

Asked if the BSP has eased the minimum capital requirement for Islamic banking units, Ms. Fonacier said they are still getting feedback from prospective players.

“The capitalization is still the same. It’s difficult to set it right away because we want to encourage

Robinsons Bank launches e-savings feature for online banking app

ROBINSONS BANK Corp. on Wednesday announced that they are launching an automated savings feature for their online banking app RBank Digital.

The savings feature called Rkansya is available to anyone with a Robinsons Bank savings or checking account, the lender said.

“Rkansya, the newest digital piggy bank in town, is revolutionizing the way customers save and achieve their financial goals — whether it’s for a new travel destination, a gadget or gaming console upgrade, or maybe even to build a rainy-day fund,” Robinsons Bank said in a statement.

The Gokongwei-led bank said the auto-debit

feature will automatically fund the Rkansya using a linked savings or checking account, depending on the duration of time selected by the user.

“Unlike your traditional piggy bank, it’s easier to track your progress with Rkansya as you’ll always see how far you’ve come,” the lender said.

Robinsons Bank’s website showed the minimum balance to earn rewards for Rkansya is at P2,000, while the maximum is at P500,000. There is no required maintaining balance.

The bank said clients can earn 3 Go Rewards points per month for every P2,000 maintained in their

Rkansya. If no withdrawals are made within three months, an extra 2 Go Rewards points will be awarded quarterly, it added.

Users can save for a minimum of three and a maximum of 12 months, with the promo period lasting a year after launch. Rkansya also provides real-time updates on the amount saved, the timeline, and remaining balance. Users can also make multiple Rkansya accounts to save for different goals, it added.

Robinsons Bank will soon merge with listed Bank of the Philippine Islands under a deal announced last year.

Think a minute… The statesman and financer Cecil Rhodes who started his world-famous Rhodes Scholarships was also known for being a fine dresser. He once invited a young man to his home for dinner. This guest traveled far by train, so he arrived just in time to go directly to Rhodes’ home in his wrinkled, travel-stained clothes. When he got there, he was embarrassed to see all the other guests wearing their finest evening clothes. But the host, Rhodes, was nowhere to be seen.

A few moments later Rhodes returned wearing a shabby old blue suit. The young man later learned that his host, the distinguished Mr. Rhodes, had been dressed in a formal evening tuxedo. But when he heard of his guest’s embarrassment, he slipped away to change into an old suit. Grace is doing whatever it takes to make a person feel accepted.

On January 30, 2023, President Ferdinand Marcos, Jr. signed Executive Order (EO) No. 14, approving and adopting the Philippine Development Plan (PDP) 2023-2028. The EO formalizes the PDP’s goal of “reinvigorating job creation and accelerating poverty reduction toward a prosperous, inclusive, and resilient society.” The PDP’s approval is set against the backdrop of socio-economic gains and challenges.

As the government sets out to implement its plans for the next five years, two things must be considered. First, we must make sure that we sustain the country’s economic growth. Second, we must work together to address the binding constraints to the country’s development.

A key strategy identified in the PDP is promoting an inclusive, innovative, and healthy financial sector. This involves financial literacy, improving access to digital financial services, and intensifying consumer protection among others. These plans have corresponding policy instruments that were outlined in the PDP’s legislative priorities, namely the Financial Accounts Regulation Act, Digital Payments Act, Internet Transaction Act, and Banks Deposits Secrecy Bill.

For consumer protection, the Financial Accounts Regulation Act aims to tackle cybercrimes by prohibiting social engineering schemes

and money mules while the Internet Transaction Act aims to regulate businessto-business and businessto-consumer online transactions, including digital financial services. For government modernization, the Digital Payments Act authorizes relevant government institutions to adopt digital payment systems for efficient financial transactions and improve transparency in collections and disbursements.

Lastly, the Bank Deposits Secrecy Bill aims to strengthen the banking system’s capacity to address money laundering, tax evasion, and similar crimes. It allows the Bangko Sentral ng Pilipinas (BSP), in the exercise of its supervisory powers, to examine bank accounts in cases of fraud and unlawful activity. The Philippines is the sole country where the central bank has no authority to look at bank deposits, and our Bank Secrecy Law is the only remaining bank secrecy law in the world. Relaxing some of its restrictions can help the Philippines catch up with international transparency standards.

These policies can help realize the administration's plans for a strong financial sector and can create an enabling environment for financial institutions to introduce digital payments innovation, consumer protection mechanisms, and financial inclusion initiatives.

Private sector participation

With the potential benefits of these proposed policies, stakeholder support is crucial. Support can be done through participation in public hearings, consultations, drafting of implementing rules and regulations (IRRs), and policy implementation. The private sector can take the opportunity to contribute to policy discussions, especially for policies that are in line with their goals and values.

A good illustration of this is the support shown by the Bank of the Philippine Islands (BPI), through the Bankers Association of the Philippines (BAP) for the Financial Accounts Regulation Act. BAP has participated in hearings in the House of Representatives and worked with key legislators and industry members to promote the bill’s goal of strengthening mechanisms that will deter cybercriminals from victimizing banking customers through scams and other social engineering schemes. This participation is all the more needed as we await the bill’s approval in both chambers of Congress.

Sustained collaboration for the country’s development

It is encouraging to see that the government has been involving the private sector in key initiatives.

For instance, the PDP highlights the importance of partnerships with the

private sector, especially in reconfiguring public-private partnerships (PPPs) and the creation of the Private Sector Advisory Council (PSAC). PSAC members are industry leaders who provide expert views on sectoral issues, such as digitalization, agriculture, health, jobs, and infrastructure.

PCC offers incentives to onion cartel whistleblowers

THE Philippine Competition Commission (PCC) is offering incentives to individuals with knowledge related to possible anti-competitive behavior amid the unusual surge in onion prices.

In a press conference Monday, PCC chairman Michael Aguinaldo said the commission has leniency program that protects whistleblowers and offers cartel participants immunity from suit or reducing fines in exchange for “spilling the beans” about the conduct of anti-competitive behavior that put consumers at disadvantage.

Aguinaldo admitted

that the agency is facing some challenges in its investigation of possible cartel or abuse of dominance conduct that could be the reason for the skyrocketing onion prices in the past months.

“This is what the Congress also has been trying to look for as well -- people who can spill the beans,” he said.

Aguinaldo said the leniency program is not limited to whistleblowers, but companies can also voluntarily avail of the program as they want to correct their anticompetitive behavior.

PCC’s leniency program aims to help the

commission to deter the creation of cartels and to aid in the detection or prosecution of the existing ones.

Under the program, the government is incentivizing those currently or formerly cooperated with cartels who have vital information and/or evidence that are needed for a successful investigation of the case.

“Immunity from suit or reduction of fine will be granted to qualified entities for committing to stop anticompetitive conduct and the voluntary disclosure of information necessary for the prosecution of the remaining cartel members,” the PCC said. (PNA)

High airfares here to stay: AirAsia’s exec

HIGH AIRFARES are here to stay as airlines take advantage of the postpandemic travel boom to lock in higher charges, Capital A Chief Executive Officer Tony Fernandes said.

“The fare environment is very good,” Mr. Fernandes said in an interview with Bloomberg Television on Tuesday from the sidelines of the Aviation Festival Asia in Singapore. “I think airlines have always underpriced their product. People are getting a little bit of a shock because they see prices a bit higher, but

really we’ve been behind the curve on that as an industry.”

Airlines around the world have pushed up fares as demand outstrips supply following rapid rebound in travel after years of pandemic-era restrictions and as carriers struggle to get planes back in the sky.

“It’s not high prices, it’s real prices,” Mr. Fernandes said. “I think the fares you’re seeing now are really what you should have seen in 2019 as well.”

“After not having traveled for three years, peoples’ value of travel has

also gone up,” he added. “If you don’t have it for three years, you see how important it was.”

AirAsia will have its entire fleet of more than 200 planes back in service a year earlier than initially planned, Mr. Fernandes said.

“The main obstacle for us has been getting our planes back into service, and bringing 204 planes back is no mean feat,” he said.

“And what was initially predicted to be finished by May of next year we’ll do by May of this year.”

MITSUBISHI Motors Philippines Corp. (MMPC) is eyeing a higher market share this year as the car manufacturer is banking on increased demand for its vehicles.

Jack S. Ramirez, Jr., MMPC first vice-president for sales and marketing, said the company is aiming for a 16% market share by the end of its fiscal year in March, and an 18% share by 2025.

“Our fiscal year is from April to March [of the following year]. We’re pushing hard in the remaining month to attain this. By 2025, we are eyeing 18% market share for MMPC,” he said in a chance interview on the sidelines of the company’s 60th anniversary at its Sta. Rosa, Laguna plant on Friday last week.

According to Mr. Ramirez, MMPC is aiming to sell 59,800 units in 2023, relying on its Xpander multipurpose vehicle

and Mirage G4 subcompact sedan to boost sales and reach its target market share.

The Xpander accounts for 36% of overall sales while the G4 contributes 31%, he said.

“We’re looking at a total of 58,700 units sold but we are pushing it to 59,800 units sold because we see an increase in the demand. The market conditions are good. In terms of growth, I think it is 22% growth,” Mr. Ramirez said.

He said that there is still pent-up demand from consumers who opted not to purchase vehicles at the height of the coronavirus disease 2019 (COVID-19) pandemic.

“There are also other business sectors. We have seen a lot of increase in demand for business use. So, we’re also pushing the pickups and L300. These can be for cargo or passenger use,” Mr. Ramirez said.

Based on data from the

Chamber of Automotive Manufacturers of the Philippines, Inc., MMPC had the second-highest sales among car manufacturers last year with a 15.09% market share equivalent to 53,211 units sold.

Meanwhile, Mr. Ramirez said that MMPC is urging the government to delay the proposed lifting of the excise tax exemption on pickup trucks if it pushes through.

He disclosed that MMPC’s Strada pickup model contributes roughly 15% to the company’s total sales.

“If the government can consider postponing the implementation of the excise tax on pickups until next year, that would be best for the automotive industry. We want to continue the good sales of the pickups in our market,” Mr. Ramirez said.

CDO lechon maker expands business with consultancy, setup program of DOST

With the recently availed consultancy services from the Department of Science and Technology (DOST), Cagayan de Oro’s famous Josephus Boneless Lechon acquires License to Operate (LTO) and expands business opportunities in the city.

The firm has recently been assisted by the agency in its application to the mandatory license from the Food and Drug Administration. This is a continuous assistance under the Manufacturing Productivity Extension Program (MPEX). This program provides assistance to the drafting of the firm’s Sanitation Standard Operating Procedures (SSOP) and Good Manufacturing Practices Manuals. These manuals are among the major requirements for the FDALTO application. The firm’s production facility has also been enhanced in compliance to the FDA’s standards and to boost efficiency in the working area. DOST also provided free food safety trainings to the

firm’s workforce.

Another achievement unlocked by the firm is the acquisition of trademark registration to their company’s logo, achieved through the SciTech SuperHighway program of the agency.

Josephus Lechon Belly first availed the Small Enterprise Technology Upgrading Program (SETUP) through DOST Misamis Oriental in 2021. The SETUP intervention mechanized the process of the firm through the acquisition of various equipment that streamlined the production of their lechon powder premixes, grilled lechon belly, and crispy pork rind or what they fondly call as hinilisan.

In addition to the streamlined process, they have improved product quality, consistency, and competitiveness. The firm also availed of the moisture analysis of 9 samples and DOST ITDI packaging to improve their packaging for the lechon belly. With the S&T intervention, the firm is expected to improve their

productivity by at least 4% and increase their production volume by at least 30%.

It was President Rodrigo Duterte who appointed Atty. Basari Dimakuta Mapupuno as the new president of the Mindanao State University (MSU) System for a term of six years.

Duterte signed the appointment letter of Mapupuno, who replaced Dr. Habib Macaayong, on March 8, 2022.

He was the longest serving dean of the MSU College of Law before his appointment as MSU System President and was sworn to office before Executive Secretary Salvador Medialdea.

Mapupuno was the provincial prosecutor of Lanao del Sur and served as president of the Integrated Bar of the Philippines from 2011

to 2013. His excellent accomplishments and services as Dean of the MSU College of Law catapulted him to the present highest position the university.

The Bangsamoro Parliament has filed A RESOLUTION CONGRATULATING AND COMMENDING ATTY. BASARI DIMAKUTA MAPUPUNO ON HIS APPOINTMENT AS THE 8TH PRESIDENT OF THE MINDANAO STATE UNIVERSITY SYSTEM.

Atty. Mapupuno finished his BSBA Accounting/ Finance at the Philippine School of Business Administration.
