Garbage woe over

THE continuous call of the residents of Cagayan de Oro has finally been addressed as the City Local Environment and Natural Resources Office (CLENRO) confirmed that the local government has a new garbage collector.

Engr. Armen Cuenca, CLENRO head, said the joint venture of Jomara Konstruckt Corporation/Tencil Construction Incorporated will now manage the garbage collection in the city in collaboration with CLENRO.

The Jomara Konstruckt Corporation is a Cebu-based company, while Tencil Construction Incorporated is based in this city.

Caraga’s inflation rate

BUTUAN City – The Philippine Statistics Authority in the Caraga Region (PSA-13) reported that inflation rate in the region slightly increased to 8.3% in February from 8.1% in January this year.

PSA-13 said the higher inflation rate last month was caused by the faster year-on-year growth rate in the index of housing, water, electricity, gas, and other fuels at 11.6%, from 10.2% in the previous month.

Increased inflation rate in furnishings, household equipment, and routine household was also recorded last month at 3.2% from 2.3% in the previous month.

El Niño ready

THE Department of Social Welfare and Development in Northern Mindanao Region (DSWD-10) prepositioned

Friday 34,518 family food packs (FFPs) amounting to P23.4 million amid the looming drought-induced El Niño season.

In a statement Friday, the DSWD-10 said the FFPs delivered to local government units (LGUs) in the region as reserved supply in case calamities will occur.

The agency said the FFPs form part of the disaster management protocols for LGUs to provide augmentation to communities and families in need.

Lanao del Norte town's team wins in Ironman triathlon

DAVAO City – The team from Sultan Naga Dimaporo (SND), a town in Lanao del Norte province, emerged victorious in the team event of the Alveo Ironman 70.3mile triathlon race held here on Sunday.

Satar Salem, a member of the Tri SND Barracuda Team, said that although he did not place in the top three, the team won the "Tribu Maisugon" for their overall achievement, earning a P550,000 cash prize.

"My time dropped by 12 minutes because after the bike race transition, I was ready to run (for the marathon phase), but I forgot my race belt, so I had to go back one kilometer to get it," Salem said in a Facebook post on Monday.

Salem placed 4th in the Men's (M) 25-29 category, but his teammates dominated with Jailani Lamama taking first place, Abdul Rahman Toroganan in second place and 18th place in the overall Top Age Men Category, and Mohammad Hanin Maruhom in third place.

In the M18-24 category, Tri SND Barracuda's Kenneth Bonda finished first place and 11th in the overall Top Age Men Category, while teammate Jacob Rodriguez placed third.

Meanwhile, two groups from the Tri SND Barracuda also claimed the top two spots in the XRelay category.

The first group, which placed first in the XRelay and third place in the overall Relay Teams category, was

led by SND's Vice Mayor and biker Ulwan Dimaporo, runner Marlon Pabillaran, and swimmer Kiara Ramielle Eloy.

The second Barracuda group placed second in XRelay and sixth overall, composed of swimmer Necie Grace Bullecer, biker Al Fritz Gascon and runner Ramil Neri.

Probe on Ironman participant's death

Meanwhile, the city government is currently investigating the circumstances that led to the death of a 49-yearold swimming coach who participated in the Ironman 70.3 swimming leg of the event on Sunday.

The deceased, a Muslim, will be buried according to

Islamic rites on Monday.

“Together with the Ironman 70.3 organizers, we made sure to help the family of the deceased first and foremost. The city also extended assistance for the burial scheduled today,” said City Sports Development Division head Mikey Aportadera in an interview.

Landbank-DBP merger to save gov't P5-B annually

Alternative Learning System (ALS) Enrolment: Still Open.

THE proposed merger of the stateowned Land Bank of the Philippines (Landbank) and the Development Bank of the Philippines (DBP) is expected to result in savings of about P5 billion annually for the government.

The Alternative Learning System (ALS), Division of Cagayan de Oro and nationwide still accepts enrollment for Basic Literacy, Elementary, and Junior High School drop-outs/out-ofschool youths and adults. The Learners’ Information System (LIS) was re-open to give chances to those learners who are late enrolled and are willing to continue their Basic Education and complete their Elementary and Junior High School education through the Accreditation and Equivalency Program of the Alternative Learning System.

A learner is given a chance to graduate if he/she is willing to undergo the modular type of program delivery along with a face-to-face interaction and can cope up all the challenges especially in answering past modules

and competencies despite of being late in the program. The learners are guided and provided with the necessary modules along with all the requirements to make sure that the learner can comply all the requirements and pass the series of assessments. For this school year 2022-2023, there is no advisory whether learners shall register for a national accreditation exam or so called the A&E Exam however, qualified learners shall submit their portfolio and pass the portfolio assessment and evaluation by June 2023. This is an opportunity for the learners, who are dreaming to graduate in elementary and Junior High School. In order for a learner to be registered, he/she has to bring a photo-copy of his/ her PSA Birth Certificate or other certification signifying his /her identify. He has to

“For the projected operating cost savings due to the merger, (it) could reach at least P5.3 billion per year. So, for the next four years, at least P20 billion,” Finance Secretary Benjamin Diokno said in a Palace press briefing on Tuesday.

The figures were presented during the sectoral meeting presided by President Ferdinand R. Marcos Jr. earlier in the day, he said.

Diokno said the projected savings “is even understated” because gains from the sale of DBP’s redundant assets, such

as its head office in Makati, a property in Bonifacio Global City in Taguig City, several branches, and equipment and licenses have not been incorporated in the computation.

“Now, the President expressed the desire to merge the two to make it the biggest bank in the country because of the recent financial developments abroad. And that’s really the best practice – the biggest bank usually is owned by the state globally,” he said.

Diokno said because both are universal banks, although Landbank is focused on the agriculture sector and DBP on industrial projects, “they do practically the same.”

“As a result of the merger, there will be savings and the merged banks will be stronger. And in

fact, one likely outcome of this is that maybe the interest rate that they will charge will be lower than (the existing rates) either of the two (banks) at the moment,” he added.

Diokno said Landbank is the bigger of the two with branches nationwide numbering about 752 compared to DBP’s 147.

He said they have mapped these branches “and maybe as a result of the merger, only 22 branches of DBP will be retained and that the plan is that Landbank will have a branch in all LGUs (local government units) in the Philippines.”

The merger of the two banks has been raised even in the past administration but did not push through for several reasons, such as their mandates. (PNA)

Serve Others -Even When You’re the Leader

Most leaders began as followers. Leadership results from mastery of a concept or idea as well as inspiring and motivating others to work toward a common goal. Good leaders have spent a significant amount of time in the trenches and will continue to do so even after they are promoted. Being a leader entails more than simply being the boss. It necessitates taking on more responsibilities than the team and working just as hard, if not harder. Unfortunately, leadership has a bad reputation. The image of someone sitting at a desk with their feet up, claiming work for themselves, leaves a bad taste in your mouth. The notion is that leaders don't need to work as hard anymore because they've already made their sacrifices. Sadly, this is how leadership earns a bad reputation. Additionally, some leaders fail to appreciate the effort put forth by the people they lead and lose sight of what it takes to work on the front lines. This may result in a rift between teammates and leaders in either scenario.

The most effective leaders never give up and have a heart for service. Great leaders serve others and work to understand

the needs of the people they are leading, regardless of how high up on the leadership ladder they are. I consider these simple strategies for serving even as the leader; Don’t be afraid to do the work too, seek to determine what others need, and ask more questions.

Delegate, but do the work yourself - The best leaders make time to get alongside the people they serve and do the work themselves. Delegating is an important leadership function. You cannot lead if you are doing all the work, but it is critical to maintain morale and keep your skills sharp. You can do both by working alongside the people you lead and demonstrating that there is nothing too important for you to do. Never delegate anything that you are not willing to do yourself.

Determine what people require to make life easierThe people you lead have a lot on their plates. They, too, have lives outside of work. Keeping your finger on the pulse of what they require allows you to serve them while also earning their trust and respect. Great leaders recognize when their teams require assistance to make their

jobs easier or to compensate for problems they face outside of work. Stay in touch and in tune with your teams, and your leadership skills will improve exponentially.

Always ask questionsLeaders must impose a slew of policies and procedures on their teams. Whether it's your family or the people you lead at work, asking questions and soliciting feedback can make everyone feel heard and valued. Someone you lead may have an idea or a process that is superior to the one you devised. Great leaders incorporate their vast resources into their leadership. This includes asking the people they lead questions. You don't have all the answers as a leader, and utilizing the resources around you, including the minds of those you lead, will produce better results. Make sure to give credit where credit is due. Taking someone else's idea and claiming it as your own will damage your credibility as a leader more than anything else. Serving others is essential, even if you are the leader. No title is too high to bar someone from serving. There are numerous ways to lead and serve, and the two always go hand in hand.

21st Century Teacher as a Facilitator of Learning

It is evident that our learners really differ from each other, with this, it is a call for a teacher to provide good and effective teaching. Good teaching encompasses a process of facilitating learning rather than being the sole source of information and knowledge. Gone are those days when teacher operates under the traditional concept of teaching, but rather is meant to guide and assist students in learning for themselves. Teachers should develop a learning environment that is relevant to and reflective of the students' social, cultural, and linguistic experience. We can effectively function as facilitative teacher if we are attentive, genuine, understanding, respectful and knowledgeable. In

exchanged of being a facilitative teacher, learners will become more engaged in learning. Being a facilitative teacher will give them the confidence to participate in the learning process since having a facilitative learning environment emphasizes the uniquely personal and subjective nature of learning in which difference is good and desirable.

Teaching-learning process will also be more effective if we consider the different ways our learners learn. And the different learning styles of our learners will require us to be flexible teachers. As 21st century teachers, we should vary our teaching strategies to engage our learners to the desired outcome or objective. We should teach them the way they want to be taught

and not the way we want them to learn. Learners themselves should be directly engaged and involved in the learning process. We, teachers, should provide an environment where in they can engaged in active learning. As defined by the SEAMEO INNOTECH (2010), active learning is dynamic teaching and learning in which it facilitates an engaging process of reflection for the purpose of developing or enhancing skills and competencies. With this, teachers must be equipped enough with the different teaching strategies to cater the students’ learning styles and to elicit higher order thinking skills (HOTS). Teachers hold the key in facilitating learning and sharpening the thinking skills of the students.

An environment that fosters learning

A positive learning environment is one of the most crucial components of a skills-based health education curriculum. You can create a productive learning environment by placing a high priority on participatory teaching and learning, as well as building trust and rapport with your students. To establish the foundation for developing trust that results in meaningful involvement and engagement in learning, you must first establish a learning environment in which all students feel respected, safeguarded, and supported.

The process of creating a positive learning environment starts with the teacher's own introspection, moves on to preparation, and then continues and changes as the curriculum is put into practice. The process of keeping a positive learning environment is ongoing, and you must constantly

This response to the strong opposition of COPTAC on the sale to Cebu Landmasters Inc. (CLI) of the University campus -- the 6.3 hectares of the downtown main campus plus the 14 hectares of the developed Manresa campus -- is based on the premise that much “discussion and deliberation has already been done”. COPTAC asserts that the discussion has been limited and biased towards those who favor the transaction, that serious objections have not been duly considered, and that those who stand against the deal have been relegated as nuisance objectors whose points of view are unworthy to be heard. The authoritative declaration that the Vatican has approved the deal and that the “decision is final” is in itself a proof that opposition is being muzzled and further objections silenced. Should the decision of the Vatican prevail over the objections of the communities that would be affected by the deal? Consider these two groups opposed to the deal:

First, the Barangay Balulang community. Five barangay kagawads attest that no session was called to discuss and deliberate on the deal between Xavier and CLI. Barangay Balulang is situated at the foot of Manresa ridge. Had a session been held, the kagawads would have expressed that the community is against

Second, the concerned alumni, parents, teachers and staff of Xavier. It is commendable that Fr. Sosa recognizes the “care for the University and the mission of education” of this group. But COPTAC disagrees that the points presented have been duly considered. COPTAC has raised several points, but here, we will focus on just two of them.

One, CLI unceremoniously dug up and removed from Manresa the graves of, among others, Fr. William Masterson, the founder of Manresa itself and the many institutions within it, Fr. Francis Madigan, the founder of the Research Institute for Mindanao Culture, and Fr. Francisco Demetrio, the founder of Museo de Oro. To CLI, the removal of the cemetery is a non-issue, it is just part of the process of clearing up the area to make room for the planned development. Those appalled by this action are sentimental people who harken with nostalgia to Xavier’s glorious past. To the concerned alumni, teachers, and staff, this action is symbolic of CLI’s disrespect for Xavier’s past, its foundation, values and mission. How could Xavier move forward when its founders, who we should be grateful for, are considered simply as hindrances to building of a gleaming commercial center for the future? What values underlie such action? Would the envisioned future still adhere to Xavier’s mission of nurturing the students to be “men and women for others”, the objective that the late Bishop James Hayes, S.J., D.D. had in mind when land was

Two, CLI has not taken serious and adequate considerations for the environmental impact of the development in Manresa. COPTAC asserts that the City Ordinance reclassifying the Manresa as mix use and high-density residential area is defective and did not follow proper procedure for its reclassification. While CLI’s submissions indicate that planned development would have minimal impact on the environment, COPTAC’s analysis found that CLI’s assertions are based on selective reading of environmental studies of the area. Serious warnings about the fragility of the soil and the dangers of constructions of highrise buildings in the plateau where Manresa is located have been minimized, if not totally ignored.

The agricultural spaces in Manresa contribute to ecological conservation needed by the city for open and wooded areas. With some 200,000 hectares denuded in the uplands of Cagayan de Oro and Bukidnon, one-inch of rainfall from there means one-meter high water upon reaching the 200 hectare-urban center. Ten-inch rainfall means 10 meter-high flood. Somehow the mini-forest in Manresa serves as a “shield.” Thousands will die particularly in Balulang when another Sendong hits the city. Thus, the imperative to protect the mini-forest in Manresa. Millions of species in our planet are becoming extinct, and the plans for Manresa would contribute to this extinction and to the destruction of the species’ habitat. Has the Vatican not been informed that such transaction will give way to the destruction of the mini-forest in Manresa? An earlier study indicated 40 species of birds identified in the Manresa area would become extinct when

mini-forest is demolished. While 40 species may seem a small number, Xavier would lose its moral authority in preaching the protection of earth’s environment if it allows the development that would contribute to their extinction. Xavier should position itself to lead in the mitigation of the effects of climate change that Pope Francis called for in his Encyclical Letter, to heed his appeal to hear the cry of the poor and of the earth!

To sum up, the clear inference from the response that COPTAC received from Fr. Sosa is: these two groups and their concerns do not matter. We get the message that in comparison to those who favor the deal, mainly the rich business and powerful people, these communities are powerless, and thus, not worthy of being heard. This leaves the concerned alumni to conclude that Xavier has succumbed to the trend of commercialization, an indication that Xavier sees the only path towards the university’s financial stability is to sell its land for commercial purposes. This is reinforced by Cebu Landmasters Inc. Facebook advertisement for the XU Masterson Campus and Manresa Town. Clearly, this constitutes pre-selling that is prohibited before obtaining the License to Sell from DHSUD. The University’s transformation into the image of commercialism runs counter to its very essence. When money becomes the overarching consideration, what happens to the mission

consider new ways to do so while keeping in mind how students perceive it.

Like curriculum design, a healthy learning environment requires thought and planning. It's crucial to monitor your methods and adjust them as necessary to meet the shifting needs of your students. Both students and classrooms differ from one another. You need to be aware of the variety in your classes (such as personalities, dynamics, interests, strengths, and learning styles) and adapt your teaching methods to meet the needs of your students.

Keep in mind that demands from students may change over the course of a semester, term, or year. Planning ahead is important but bear in mind that as you get to know your students, you might need to adjust your strategies to make sure that everyone feels safe, respected, and supported.

Changes or/and challenges

"I have nothing to offer but blood, tears and sweat!" The former British statesman Sir Winstin L. Churchill (1874-1965) said this in 1940 - certainly in a very sad interrelation during World War II.

Blood, tears and sweat also are there because of changes and challenges in our daily life. Yes, how many times does our life challenge us to a duel? I am not talking about the provocative or defiant people around us who just love to block or eventually want to change our lives into negativism. These people just make "much ado about nothing" (thank

you William Shakespeare for this quotation!). These people carry their curt and not-binding smile, but for a long time, these people didn't try even a single step in the direction of changes and challenges.

The rest is silence. And allow me to quote Shakespeare again: "There are more things in heaven and earth. Horatio, then are dreamt of in your philosophy!"

Every change means a challenge. Changes in life are always important and necessary. Let's alter or make a difference; let's put one thing for another; let's shift, let's quit one

state for another, let's take fresh clothing! Change is a transformation from the old to the new, from negative to positive, from ignorance to knowledge, from doubts and worries to understanding and awareness, from fear to faith, from death to growth, from sadness to happiness, from "I cannot" to " I can"!

Nothing is permanent except a change. A change cannot be avoided, even if we close our eyes. A change can be only delayed. Let's open our eyes and take the challenge to be successful in life. Those who fail to change are history. We

can't always achieve new results using the old ways.

Burn the "Lock Fat" away - and maybe one day we awake one morning and find ourselves happy after experiencing times of blood, tears and sweat.

UAE becomes Ayala Land’s growing int’l market

DUBAI, United Arab Emirates

– Ayala Land Inc. (ALI), the largest property developer in the Philippines, recently marked its 10th anniversary in the United Arab Emirates (UAE) with a growth of 157 percent, surpassing all other international sales and making it the company’s fastest-growing international market.

With a diversified real estate portfolio and growing demand for investments from overseas Filipinos and foreigners from the Middle East region, ALI has registered AED7 billion income in the UAE in 2022, compared to AED2.7 billion a year earlier.

ALI's overall reservation sales rose to PHP104.9 billion, a 14 percent year-on-year increase, with UAE-based Filipinos leading the pack as the most active buyers.

Globally, the surge in sales from overseas Filipinos and

foreigners rose by 59 percent and 39 percent, respectively.

This, along with the full reopening of the Philippine economy, enabled ALI to post a consolidated revenue of P126.2 billion, 19 percent higher than the previous year. Its net income stood at P18.6 billion, 52 percent higher.

ALI Executive Vice President Anna Maria Margarita Dy, who led the high delegation visit from the company to the UAE, said empowering overseas Filipinos through smart investments “is not just a commitment, it’s a responsibility.”

THE artificial intelligence (AI) sector in education is growing and is expected to reach $4 billion by 2024 but it will be interesting to see how this is going to affect students. Particularly with COVID-19 right now, the education sector is one of many which has been completely transformed. Remote learning is the new normal for students to learn new skills during lockdown. But this isn’t wholly convenient for us and it may not be the most efficient method to ensure education for all the children at school. This model isn’t as effective as being at school as it relies on both the student and teachers to be fully motivated over the

screen and there are risks that online teaching may severely impact a big group of children’s education in many ways than we can ever imagine.

AI can help teachers who have also been thrown into unknown territory who are inundated with online teaching and evaluation of children’s development in a way they have never done before. Life is basically related to Mathematics. Why? It is because a person needs certain qualities like reasoning, creativity, abstract and spatial thinking, critical thinking, problem-solving ability, and effective communication skills that are fostered in Math. And it is a fact that Mathematics is needed by people every day to count and measure. But Filipino children, not all, find it so challenging (Maria Hazelle Peclaro, et.al., 2019, ResearchGate).

Basic Math involves whole numbers, fractions, decimals, integers, ratio and proportion, percent, patterns, plain and solid figures, and algebraic expressions and equations. There are four operations that are done with the number sense– addition, subtraction, multiplication and division. These are fundamental operations to be able to

make use of numbers. For instance, whole numbers are used for counting, measuring and calculating especially by engineers to construct buildings and roads, and doctors for blood counts and medicines. Fractions tell the portions of a whole needed for a mixture by the bakers. For decimals, they are used while dealing with money, weight and height because they are always not whole numbers especially when conversions from peso to dollar, grams to kilograms, centimeters to meters are done.

Though difficult and complicated as it may be, mathematics can be learned and loved if you just think for it was once said that “education is not the learning of facts but the training of the mind to think” (Albert Einstein).

Creative subjects contribute to a well-rounded education

Water waste is one of the main problems around the world caused by humans.

Polluted water areas are one of the major problems to wildlife and humans which puts risk to our health and life. That is why further study on how to reduce water wastes is important. An Arduino-based garbage collector is a trash can-like wireless controlled floating prototype that helps in collecting wastes in water areas.

WORKING in the arts helps learners to develop creative problem solving skills. Teaching through the arts can present difficult concept visually, making them more easy to understand. Art instruction helps children with the development of motor skills, language skills, social skills, decision making, risk taking and inventiveness. Visual art teaches learners about color, layout, perspective and balance – all techniques that are necessary in presentations (visual, digital) of academic work.

Integrating art with other disciplines reaches students who may not otherwise be engaged in classwork. Arts

City Central School to Conduct Extra-Curricular Activities

City Central School will conduct in-person extra-curricular activities after an order was released to allow in-person activities as stipulated in DepEd Order 003, s.2023 from DepEd central office, Manila.

Teachers and pupils are excited to participate in various extra-curricular activities inside and outside the school. Recently, the school conducted several competitions and other extracurricular activities which includes scouting activities for both Boy Scouts and Girl Scouts. According to our teachers, our learners are thirsty for outdoor activities to shift and create balance in their physical, mental, and emotional development. They have been waiting for this opportunity as it was a culture to conduct both curricular and extracurricular activities in the schools. An example of an on-going activities conducted

in the school are the school and district level Festival of Talents competition in different categories. This competition aims to showcase skills and talents of our learners in culture and arts, and technology. Some of the component areas are on ICT, English and Filipino –Read-A-Thon, folk dancing, fruit and vegetable carving in Home Economics, Sign Language and Interpretation in Special Education, and Sining ng Tanghalan.

Extracurricular activities play a significant role in a pupil’s development. It provides opportunities for leaners to learn new skills and values, make friends, and have fun.

Learners can also develop an essential life skill such as teamwork, communication, and leadership. Another activity that pupils and learners are eager to participate with is the scouting program and activities. The Girl

Scouts and Boy Scouts Program of City Central School had begun which inspired learners’ spirit to prepare themselves for any upcoming scouting activities. Scouting is another form of program that allow our children to learn new sets of skills especially desirable values as emphasized in the scout oath and law.

It has been a culture in DepEd to conduct extracurricular activities in school with the school year, however, due to pandemic these activities were conducted late. City Central School is getting livelier everyday due to various practices and performances performed after class hours which inspired both teachers and learners to work hard and bring home the bacon during competitions. CCS learners always brought back the glory of the school and wave its pride as the “Home of the Champions”.

The company specified “the Philippine transmission grid shall be vulnerable to power interruptions resulting from an artificial lack of ancillary services. Without an existing ASPA, NGCP cannot nominate power plants to provide the critical services.”

The transmission firm indicated it had already formally corresponded with the Department of Energy (DOE) “asking it to intervene in the issue, and avert avoidable power interruptions.”

NGCP expounded that “the ERC’s refusal came after NGCP concluded the acceptance and opening of bids for ancillary services (AS) on March 14, 15 and 16, 2023 for Luzon, Visayas, and Mindanao, respectively.”

The company emphasized that it is still “evaluating the bids and expects to formally award contracts to winning bidders no later than April 18, 2023.”

It explained that the ASPAs resulting from the CSP “shall still be subjected to the approval of the ERC,” emphasizing that given the regulatory evaluations and approvals that its ASPA applications will have to go through, there is no certainly that these procured power reserves can save the power system from outages – especially with surges in demand during the summer months.

“With the regulatory processes that applications of this nature need to undergo, a provisional approval for the new ASPAs resulting from the AS-CSP may not be expected earlier than June 2023,” transmission firm said.

NGCP recounted that many of its AS agreements have actually expired already, hence, it has been resorting to “month on month extensions of our existing agreements to ensure the sufficiency of services while the procurement process is ongoing.”

It qualified that if these reliability needs in the power system are “not managed properly, fluctuations can cause damage to sensitive equipment, or even automatic load dropping (ALD) if the fluctuations are severe enough to pose a danger to the transmission system as a whole.”

NGCP stressed “with this disappointing development, our hands are tied. If we sign interim extensions, we expect the ERC to issue us yet another show cause order. If we do not, we will be unnecessarily subjecting consumers connected to the grid to avoidable and damaging fluctuations or worse, interruptions.”

The Tampakan project, touted as the largest untapped copper and gold minefield in Southeast Asia, is being developed by Sagittarius Mines, Inc., which revealed that the most viable method to extract the shallow minerals is through open-pit mining.

The Philippine government granted a Financial and Technical Assistance Agreement (FTAA) to SMI in 1995. The 25-year FTAA was set to expire on March 21, 2020, but was extended by the Mines and Geosciences Bureau for 12 years – or until March 21, 2032 – in an order issued June 8, 2016 but made known only in January 2020.

The FTAA is subject to renewal for another 25 years.

Based on the firm’s Mine Project Feasibility Study in 2010, the Tampakan Project could yield an average annual production of 370,000 metric tons of copper and 360,000 ounces of gold. The life of the mine was pegged at 17 years. The provincial ban on open-pit mining has been a stumbling block for the Tampakan Project, which is named after the town where the minerals are located.

Casicas said Tamayo committed to explore legal options toward appealing the CA decision limiting the scope of the open pit mining ban.

The governor also promised to lobby the Department of Environment and Natural Resources to honor the province’s open-pit mining ban not just on small-scale mining but large-scale mining operations like the Tampakan project.

According to the Diocese’s statement, the governor assured the Bishop that he was “anti-open pit mining, including large-scale mining.”

“The people of South Cotabato opposing the Tampakan mining project are hopeful that the governor will maintain his opposition to open-pit mining, which is an environmentally destructive mining method. We will hold him to his promises and assurances that he has made to us,” Casicas said.

About two weeks ago, the prelate prodded the governor’s office for clarification over reports that the CA had already rendered a decision on the appeal against the decision of Regional Trial Court Branch 24 Judge Vicente Peña rendered in October 2020, which upheld the open-pit mining ban as a valid exercise of the police power of the province.

“Section 22 (b), which bans openpit mining in the province of South Cotabato is not invalid, but rather legal and consistent with DAO (Department Administrative Order) 2017-10 (issued by the Department of Environment and Natural Resources), the Local Government Code (of the Philippines) and above all the Constitution,” the judge had ruled.

The governor also noted that a national law supersedes a local legislation, apparently referring to Republic Act 7942 or the Philippine Mining Act of 1995 that allows openpit mining method across the country.

Of the said P600 million budget for the SCP phase 4 nationwide, P60 million was allocated for this city and P17 million for Iligan City.

Only PUJ units that are installed with GPS features are eligible for the SCP for real-time monitoring of the volume of passengers, he added.

The clarification came after concerns from both commuters and drivers reached his office regarding the reduced fare, adding that there were some confusion and speculation on the implementation of the service contracting program’s fourth cycle.

“Most of the PUJs that have GPS are the modernized units, so they can avail of the SCP Phase 4. However, if a traditional jeepney has an installed GPS then it can also be eligible for the SCP,” Guro said.

Under the Omnibus Franchising Guidelines (OFG), transport cooperatives or corporations are only allowed to operate if their PUJ units are equipped with GPS, dashboard cameras, and an automatic fare collection system, among others.

ABECIA married to BEATRIZ C. ABECIA are the subject of EXTRAJUDICIAL SETTLEMENT OF ESTATE OF DECEASED PERSON. Made and entered into by and among: ORGETO C. ABECIA, 79 years old, married, Filipino citizen, and a resident of South Poblacion, Guinsiliban, Camiguin; ALBERTO C. ABECIA, 81 years old, married legal age, married, Filipino citizen, and a resident of South Poblacion, Guinsiliban, Camiguin; -AND - NIETO C. ABECIA, 64 years old, married, Filipino citizen, and a resident of Salcedo Compound, Kauswagan, Cagayan de Oro City. WITNESSETH : That the above-named parties, all of legal age, are the legitimate children and sole heirs of SPOUSES PATRICIO N. ABECIA AND BEATRIZ C.ABECIA. That no personal properties are involved in this extrajudicial settlement; That to the best knowledge and information of the parties hereto, the said deceased left no debts; That the parties hereto being all of legal age and with full civil capacity to contract, hereby by these: presents, agree to divide and adjudicate, as they hereby divide and adjudicate, among themselves, the above-described real estate in the manner following:
