MARAWI City – Residents and officials in this city have called anew for President Ferdinand Marcos Jr. to initiate the appointment of members to the Marawi Compensation Board (MCB). During Monday's annual commemoration of the city's liberation from the 2017 siege, Mayor Majul Gandamra said the President’s appointment of MCB members would help expedite the process of giving cash aid for the internally-displaced persons (IDPs). "I understand our President is a busy person, but we do hope the recovery and rehabilitation is still part of his priorities," he said.

Siargao surfers rule 26th int’l tourney

BUTUAN City – Local surfers from Siargao Island emerged victorious in the men’s and women’s qualifying series 1000 of the 26th Siargao International Surfing Competition at the Cloud 9 Surfing Site here on Monday afternoon. The tourney's final round went ahead of schedule on the same day as the quarterfinals and the semifinal rounds were completed earlier due to the good waves and favorable weather conditions. It was a back-to-back championship for John Mark Tokong as he won in the final round of the men’s qualifying series 1000 over Oney Anwar of Indonesia. Tokong won the 25th Siargao International Surfing Competition here in 2019 before the series was stalled for two years due to the pandemic. Another surfer from Siargao, Philmar Alipayo, ranked third, and Robert Magaluna settled in fourth place. Tokong won the USD2,500 cash prize while Anwar bagged the USD1,500 prize for second place. In the women’s qualifier series 1000, Nilbie Blancada,

a Siargao native, grabbed the championship crown with a cash prize of USD2,500. She bested Japanese surfer Anon Matsuoka who secured the second spot with a USD1,500 prize. Blancada was also the champion of the recently-concluded 1st Mayor Sol’s National Surfing Competition on Oct. 2. P1-M worth of smuggled cigarettes seized at Davao checkpoint

DAVAO City – Authorities have arrested four suspects and seized over P1 million worth of smuggled cigarettes at a checkpoint in Barangay Sirawan, Toril District here before dawn Tuesday. In a statement, Col. Darren Comia, Task Force Davao (TFD) commander, said at least 2,050 reams of smuggled tobacco products were intercepted by the Davao City Police Office from four cargo delivery crew onboard a white Isuzu forward truck around 12:40 a.m. Comia identified the suspects as Arturo Albania, 55, Glen Lumapas, 46, Alvin John Elorcha, 27, and Nolven Reponte, 31, all of Matanao town, Davao del Sur. The intercepted

smuggled cigarettes have an estimated street value of P1,025,000. Comia said the suspects and evidence were immediately turned over to Toril police station for filing of charges for violation of RA 4712,

House targets to pass amendments to country’s Bank Secrecy Law by next month

THE BILL seeking to ease the country’s deposit secrecy law to give the Bangko Sentral ng Pilipinas (BSP) the power to look into accounts of bank officials and employees for fraud is expected to hurdle the House of Representatives by next month.

“The expected date of passage will be in November. If there are no oppositions, the bill may be approved in the same month,” House Committee on Banks and Financial Intermediaries Chairperson and Manila Rep. Irwin C. Tiengco said.

House Bill 4313 filed by Mr. Tiengco, which proposes amendments to Republic Act No. 1405 or the Bank Secrecy Law, has been pending with the committee since Sept. 6.

It seeks to exempt from the Bank Secrecy Law the BSP’s inquiry or examination of deposits in relation to possible fraud, serious irregularity, or unlawful activity being committed by bank officials.

Building trusting relationships with pupils is one of the best ways teachers can control a classroom.

Students are considerably more inclined to follow rules and procedures when they feel appreciated and cared for by their teacher. For up to seven hours per day, five days per week, for about nine months, a classroom teacher has the enormous privilege and duty of being in the company of students. During this period, teachers must endeavor to establish excellent teacher-student connections with each student.

When children have positive interactions with their teachers, they develop personally, become more motivated, and succeed academically.

Positive interactions are crucial in a learning environment. A key component of any educational environment is the development of supportive connections. For

the instructors to collaborate effectively and achieve the school's aims and objectives, they must have good relations with one another. Each and every instructor has a responsibility to make sure that the kids learn as much as possible.

In this manner, each instructor would assist the other directly or indirectly in completing the admirable mission of assuring the success of the students. For this to occur, their relationship must be very friendly. Within the educational facility, the student must reside with their family as a unit. Every pupil would act as the other's guardian if this beneficial friendship were to continue. As a result, the classroom would become a calm place where everyone looks out for one another.

Competence, conscience, commitment. These three words encapsulate the core of my education as a product of a Jesuit school where I earned my bachelor's degree. These three words also symbolize the very essence of our role as classroom managers.

Being a classroom manager is one of the most critical roles that we teachers play. Effective teaching and learning cannot occur in a poorly managed classroom. Both the teacher and the students suffer when chaos becomes the norm. A well-managed classroom creates an environment in which teaching and learning can thrive. A well-managed classroom, on the other hand, does not appear out of anywhere. It takes a lot of work to create a welcoming classroom environment. We, as teachers, are the most responsible for its creation.

Twenty-first century teachers should value classroom management. Effective classroom management requires a plan that comprises the following: Philosophical Statements, Rules and Procedures, Classroom Arrangement, Behavior Intervention, Class Safety, and Student Celebration.

When creating my classroom management plan, I addressed what would equip my classroom and pupils for 21st-century difficulties and the underlying values.

Banks must enhance security controls for e-mail servers — BSP

FINANCIAL INSTITUTIONS should adopt robust and layered security controls for their e-mail servers to prevent cyberattacks, the Bangko Sentral ng Pilipinas (BSP) said.

Memorandum No. M-2022-043 signed by BSP Deputy Governor Chuchi G. Fonacier said BSPsupervised financial institutions (BSFIs) should enhance their e-mail security controls as it has become a primary mode of communication in business operations.

The couple’s life of service may just be a “drop in a bucket,” but can provide a glimmer of hope as the homo sapiens, based on the Oxfam Studies, are now undergoing transformation to become Spiritus Luminous (enlightened spirits) or homo pacem (men and women for

peace). It has been said that the most flawed species of all of God’s creation is the homo sapiens. In the 20th century alone, the number of people who died a violent death in the hands of their fellow humans would rise to more than one hundred fifty million. Such happened not only through two world wars but also through exterminations and genocides. The harm being done is not just limited to human beings but to the Mother Earth as well. Billions of life forms be flora or fauna have been sacrificed to the altar of greed and profit. Worse, the collective manifesta tion of insanity is now felt by the earth itself as it is now in the precipice of its 6th extinc tion which is anthropogenic (man-made).

The amazing life of service of the couple has trailblazed the much-awaited transforma tion which is now unfolding world-wide, although very rare, towards humanity’s quantum leap in its evolutionary growth. Such will be the amazing awak ening move to stop humanity’s falling down into the precipice as announced by thousands of concerned scientists and envi ronmentalists worldwide that the “earth is just one minute before midnight.” To have a clear grasp of the importance of the spiritual enlightenment process, let us have some reflections on the current socio-economicpolitical and ecological devel opmental realities.

There is no question on the impressive achievements of humanity as the human mind is highly intelligent but its very intelligence is tainted by madness that has created dysfunctions which are ac celerating and intensifying. As explained by Atty. Marilou

Ravanera Ares in her book, “Our Balancing Acts,” she said, “the global development problems that we are currently facing, and the state of development that we are currently experi encing are seemingly heading towards the opposite direction of development. Development is becoming incoherent, or mysterious even, that while there is advancement in technol ogy, progress in industry and increase in production, that would supposedly set the stage for humanity’s well-being and growth, there is however, the worsening of conditions of the majority of men and societies, and of the environment, and in our planet, it seems that we are advanced materially, we are also becoming extinct gradually. The current global development problems like the unstoppable Covid-19, the increasing natural disasters, unending hunger, and the ever-imminent threat of a nuclear war are leading us to a path heading towards our extinction, planetary destruc tion and annihilation.”

The imperative need of spiritual enlightenment has been categorically explained by Dr. Jesus Guiab in his book, “Lives in the Hands of God” which the amazing couple re lied upon based on the firm belief that surrendering one’s life to God’s will as stated in the prayer, “Thy will be done,” that life enters a transcendental dimension where the Universal Intelligence governs. Then, oneness and interconnectedness of all of God’s creation looms as all lives emanate from one Source. Then, there will be a new earth and a new heaven where people, planet, prosperity and peace will be the order of the times.

Remedios Galutera Guiab, hum ble as you are but your amazing life of service may just be a lit tle candle looming in Wao but when millions if not billions of people on earth will carry the same light of service, darkness will indeed fade away as dark ness cannot defeat the light.

Dr, Guiab writes well. As I have already mentioned he wrote a novel that is full of good lessons entitled, “Lives in the hands of God.” He has written hundreds of short stories about how life should be lived in the hands of God. As underscored by him, “when our time on earth is done, money or material things will not matter but the love, time and kindness that we have given to others will shine and will last forever.”

I remember once seeing in a grocery store a young man pay an old lady’s grocery needs. When the old lady asked, “How much do I owe you?” The young man said, “Pass on the good deed so it will never end.”

We hope that the love, time and kindness the amazing cou ple gave to others and thier caring for Mother Earth will shine and will last forever. As the people whose lives the couple has touched will keep on passing them to others and so on. This way, truly, the LOVE, TIME AND KINDNESS THAT THEY HAVE GIVEN TO OTH ERS WILL SHINE AND WILL LAST FOREVER.

Together with the hundreds of thousands recipients of the amazing couple’s LOVE, TIME AND KINDNESS, I thought of passing their love, time and kindness to others by writing this article. If all of us will extend to others our LOVE, TIME AND KINDNESS, like

Effective evangelization demands all from us

That should be clear to us, considering what Christ told his 72 dis ciples. “The harvest is abundant but the labor ers are few,” he said. “So, ask the master of the harvest to send out laborers for his harvest. Go on your way; behold, I am sending you like lambs among wolves. Carry no money bag, no sack, no sandals; and greet no one along the way.” (Lk 10,2-4)

We should not wor ry about the material aspects of our duty to evangelize. While we truly need some material means for evangelization, we know that as long as we do our part also, God will always provide for all our needs, especially in this duty of ours to evangelize.

We need to have trust ing attitude toward God’s powerful providence. “Look at the birds of the air, for they neither sow nor reap nor gather into barns; yet your heavenly Father feeds them. Are you not of more value than they? Which of you by worrying can add one

cubit to his stature?” (Mt 6,26)

With these words, Christ clearly tells us to be trusting of God’s ever wise and merci ful Providence. He will provide everything that we need, especially the one that matters most to us. We may experience some privations, some losses, etc., but if we stick with God, we know that everything will always work out for the good. (cfr. Rom 8,28)

We should just focus our attention to this task of evangelization, which is not only a matter of transmitting some doc trine but rather that of transmitting to people the very life and spirit of Christ.

We need to be most aware of our duty to evangelize, to do apos tolate, seeing to it that for it is always nourished, stoked, and fanned to its most intense degree.

Before ascending into heaven, Christ told his apostles: “All power is given to me in heaven and in earth. Go, there fore, teach all nations,

baptizing them in the name of the Father, and of the Son, and of the Holy Spirit…” (Mt 28,1819)

While addressed di rectly to his apostles, these words are meant for all those who want to follow Christ. To do apostolate is part of a Christian’s duty. It’s part of a Christian’s identity. A Christian is always an apostle. No one is excused from it.

We have to under stand that these parting words of Christ repre sent his culminating and ultimate desire for our redemption. We can say that all he did in his earthly life --his preach ing, doing miracles, his dying-- get somehow summarized in this one great desire of God.

That’s because the divine work of human redemption continues. It cannot stop. This time though, it is done with our cooperation, since if we are incorporated into him through bap tism and in the Spirit, we can’t avoid getting involved in God’s plans

and actions.

The realization of this crucial aspect of our Christian life gives meaning and perspective to our whole life and everything contained in it. It puts our life in the right orbit.

Our life can’t simply be a life in pursuit of personal sanctity with out doing apostolate. These two go together inseparably, mutually affecting each other to put us on the right track in our life.

We should give ev erything to this duty to evangelize, always trusting in God’s provi dence, assuming always a sporting and adventur ous outlook that would greatly facilitate the car rying out of this duty.

PEZA optimistic to hit 6-7% investment pledges growth

Authority (PEZA) officer-incharge and deputy director general Tereso Panga is optimistic that the investment promotion agency (IPA) will hit its 6 to 7 percent growth in investment approvals this year.

“We remain bullish that we will be able to achieve our 6 to 7 percent investments

target for the year taking into consideration the firm growth forecasts for 2022 of our winner ecozone sectors,” Panga said in a statement.

He cited that the semiconductor and electronics industry is eyeing a 10-percent growth and the information technology and business process management (IT-BPM) sector

is targeting up to 15 percent growth this year.

These two sectors are among the top investors in the economic zones.

“These bright outlooks are aligned with the calibrated year-end GDP (gross domestic product) growth for the Philippines at 6.5 percent to 7.5 percent, which makes the

The Importance of Local Government Units in Delivering and Raising the Quality of Education

Sen. Sherwin Gatchalian said that Local government units (LGUs) must be given an important role in delivering and raising the quality of education in the country(https:// www.philstar.com/ headlines/2022/10/16/2217004/ gatchalian-lgus-vital-deliveryquality-education).

Gatchalian is supporting for Senate Bill (SB) 155, a proposed measure meant to strengthen the involvement of LGUs in improving the delivery and quality of basic education. “We have done a lot to address issues in the education sector, but we have not yet given our communities the space to fully participate in the education of our youth,”he said. Through this bill, we will be able to give our LGUs an important role in delivering and raising the quality of education to include the formulation of policies focusing on the quality of education.

Gatchalian proposed 21st Century school Boards Act, which seeks to expand the local school board to involve other education stakeholders and relevant actors in the community. The bill is one of

priority measures of the chairman of the Senate committee on basic education for the 19th Congress. This also broadens the utilization of the Special Education Fund (SEF) to support the local school board’s expanded role. SEF is sourced from the additional one percent tax on real property, which is allotted by the Local Government Code (Republic Act No. 7160) to the local school boards for the operation and maintenance of public schools and construction and repair of school buildings, according to Gatchalian.

the success of reforms and programs introduced by the local school board will be measured using indicators such as the participation rate of students, number of dropouts and out-ofschool youth and achievement scores measured by national tests or assessment tools.

Gatchalian mentioned that the LGU could also lead in the establishment of child development centers, providing support for special needs education, the Alternative Learning System (ALS)

and the parent effectiveness service program.

Additional role to be assigned to the local school board include the introduction of timely, organized and localized interventions in the delivery of basic education in times of calamities, disasters and other emergencies that disrupt school activities.

The local school board will also help in the implementation of the ALS program with the Department of Education on the city or municipal level.

It proposes to allow the use of the SEF for salaries of SEFpaid teachers and non-teaching personnel assigned to public elementary and secondary schools, salaries of preschool teachers and capital outlay for pre-schools, operation and maintenance of ALS programs, teachers and nonteaching personnel’s honorarium and allowances for additional services rendered outside of regular school hours. This will help improve our learners’ academic performance by supporting our schools’ Learning Recovery and Continuity Plan.

The PEZA reported that for January to September 2022 period, investment pledges in the IPA reached P39.63 billion from 148 projects.

About 60 percent of the investment commitments from January to September this year came from 20 big-ticket projects worth P24.76 billion, which would add 9,649 jobs and $654.34 million in exports once they are operational.

“These investments will be into manufacturing of various products including SMS/EMS (semiconductor manufacturing services/ electronics manufacturing services), accommodation, real estate activities, office administrative, business support activities among others,” PEZA added.

Some of the big-ticket projects that the IPA approved this year include Cebu Mitsumi, Inc., Robinsons Land Corp., and TDK Philippines Corp.

However, investment pledges in January to September 2022 period declined by 15.2 percent from P46.74 billion worth of investment approvals in the same period in 2021, data from the Philippine Statistics Authority (PSA) showed.

In 2021, PEZA’s investment commitments amounted to P69.3 billion.

This means that for the agency to hit its 6 to 7-percent target this year, it has to register projects amounting to around

P34 billion in the fourth quarter.

The PEZA said it is committed to contribute to the administration’s socioeconomic agenda by “taking advantage of the new and amended laws to boost competitiveness in the market and facilitate the growth of investments in the country”.

“Guided by the new DTI strategic priorities, PEZA is eyeing to attract high-tech industries and emerging technologies in the fields of industrial manufacturing transport, technology media and telecommunications, health and life sciences including mineral processing of green metals,” Panga said.

Meanwhile, PEZA approved 58 projects worth P17.14 billion during the first three months of the Marcos administration.

These investment pledges are expected to boost exports by $877.81 million and will generate 13,904 new jobs.

“Among the approved new and expansion projects, 21 will be for export, 19 for IT, seven for facilities, and three for tourism,” PEZA said.

Eight ecozones were added from July to September this year, four of which are manufacturing ecozones in Cavite, Batangas, Bulacan, and Pampanga; two IT parks in Iloilo and Davao; and two agro-industrial zones in Iloilo.

Meanwhile, export revenues in PEZA zones from January to August 2022 increased by 6 percent to $43.17 billion, while jobs created in economic zones also went up by 6.52 percent to

1,798,152 direct jobs.

“We in PEZA assure the new administration under the President Bongbong Marcos Jr. and guided by the Department of Trade and Industry’s industrialization strategy that we can attract more investments for this last quarter of the year given the positive growth rate forecast of the ecozone semiconductor-electronics and IT sectors, the aggressive investment promotions by the President, and upcoming missions to Taiwan, South Korea, and Japan. Now is the best time to invest as incentives had been boosted along with top-level political support to ecozones,” Panga said. (PNA)
