Crackdown vs cigar smugglers

ZAMBOANGA CITY – Mayor John Dalipe directed Tuesday the Zamboanga City Police Office (ZCPO) to confiscate smuggled cigarettes sold in stores and street vendors here. The crackdown, according to Dalipe, aims to show that the local government is "serious" about its anti-smuggling operation. He said the order covers cigarettes being sold without the government health warning signs and Bureau of Internal Revenue stamps.

Dr. Emma Imperio, DOH-10 National Immunization Program medical coordinator, in an interview said the region has already tallied 122 suspected measles and rubella cases from January 1 to October 16, 2022. This is 55 cases higher compared to the reported cases in the same period last year.

families face eviction

MARAWI City – More than 1,300 families of internally displaced persons, or “bakwits,” are facing eviction once the lease agreement between the government and landowners cease by November, while many more will suffer the same fate in the following months, unless the government and landowners agree on extending their stay.

Marawi City Mayor Majul Gandamra, however, told reporters here that the National Housing Authority and other agencies are presently negotiating with the landowners.

IMF slashes 2022 growth forecast for PH

MANILA – The International Monetary Fund (IMF) slashed its 2022 growth forecast for the Philippines from 6.7 percent to 6.5 percent after noting the impact of global economic slowdown.

In a briefing on Monday after the debt lender’s annual Article IV Consultation, Mission chief Cheng Hoon Lim said the 2023 growth forecast is at 5 percent, which is the same as the figure last July under the World Economic Outlook (WEO) update.

“The Philippines is not isolated from the rest of the world. Its leading trading partners are the US and China and if these countries slow down, (the) Philippines will also slow down. And that’s the main reason why we revised our growth projections to 6.5 percent for this year and 5 percent next year,” she said.

Lim said the IMF has revised down its global growth projection for the world economy by 2 percentage points since October last year from 4.9 percent to 3.2 percent for 2022.

She said the revision in the Philippines’ growth forecast is not as drastic as that of the outlook for the

global economy “because domestic demand has been very strong.”

Lim said IMF’s growth outlook for the domestic economy “is subject to significant downside risks, where policy tradeoffs between output and inflation would become more acute.”

Among the downside risks to growth are the rise in coronavirus disease 2019 (Covid-19) infections, larger-than-expected changes in monetary policy around the world, deepening global slowdown, elevated inflation rate, and natural disasters.

These are, however, expected to be countered by the impact of the ongoing conflict between Russia and Ukraine, and bids to address the elevated inflation rate elsewhere.

“Looking ahead, sustaining the economic recovery will require a focus on policies to address inflationary risks, increase fiscal and financial resilience to adverse shocks, and successful implementation of reforms to mitigate pandemic scarring and raise productivity growth,” she added.

Lim said depreciation of the Philippine peso is in line with those of other currencies as the Federal Reserve continues to hike

its key rates to tame the US’ four-decade high inflation rate.

She added no one knows how much interest rates will really increase “but clearly, the peso will be affected by further monetary tightening in the US.”

To date, the peso is trading at the 58-level against the US dollar after starting the year at 51-level.

At the end of the Article IV Consultation, held from Sept. 12 to 26, among the policy recommendations include that the Bangko Sentral ng Pilipinas (BSP) will provide “clear communication about inflation.”

This, as it noted “BSP’s forward looking policy intentions can help reduce uncertainty and improve policy transmission.”

Lim declined to forecast how many more hikes the BSP’s policy-making Monetary Board (MB) will decide for the year.

She said whenever there are disorderly market conditions, there is really a need for a foreign exchange intervention (FSI).

“Now, how much and when that should take place? We leave it to the capable judgment of BSP. They can decide on the timing and by how much they could intervene,” she

added.

The BSP’s key rates have been increased by a total of 225 basis points since last May due to the rise in domestic inflation rate and to address interest rate differential with the US.

Markets forecast the BSP to continue hiking rates as the Fed remains in tightening mode.

Philippine monetary authorities, in turn, vowed to do “followthrough action to anchor inflation expectations and prevent price pressures

Make Someone Happy

Think a minute… There were two sick men who shared a room in a hospital. The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man had to spend all of his time lying flat on his back.

These two sick men talked for hours every day. They talked about their wives and families, their jobs, and their many life experiences. Each day when the man by the window sat up in his bed for an hour, he told his roommate all the things he could see outside the window, especially the park with its lovely pond and gardens. This made the other man so happy that he eagerly looked forward to that one hour every day as he listened to his roommate talk about the people and beauty of the world outside their hospital window.

One night the man by the window died in his sleep. The other man who shared his room was deeply saddened. He greatly missed his roommate who had shared with him about the beautiful world outside their window. The other man asked if his bed could be moved to the window where his friend had been, so he himself could see the beauty outside. But when he turned his head to look out the window, he was shocked to see nothing but a dirty blank

wall!

When he told the nurse all the things outside their window that his roommate had described to him, the nurse said to him: “Your friend who sat by the window was blind. He could not see anything. I think he wanted to make your life happier.”

Jesus teaches that we are much more blessed and satisfied when we give to others rather than receive for ourselves. The only way to be truly and fully happy is to make others happy.

The only way to find a real life of meaning and purpose is to give your life away by loving and helping others. This is how our Creator Himself lives. He loves us so much that He became a human being to die for all of our wrong living and sins, so He can give us His forgiveness

KLAUS DORING

We are in conflict with ourselves many times during life. Our future gives cause for concern; the past is captured, therefore we miss the future.

The grief and sorrow asked the hope, "How are you?" The hope an swered, " I am a little bit low and sad today!" The sorrow replied sarcasti cally, "I hope so!"

When conflict is mismanaged, it can cause great harm to a relationship, but when handled in a respectful, positive way, conflict provides an opportunity to strengthen the bond between two people. Whether you’re experi encing conflict at home, work, or school, learning these skills can help you resolve differences in a healthy way and build

When people get an gry with each other, they often say or do things without realizing the cause of their feelings. Understanding the dy namics behind a con flict can make it easier to resolve issues. This insight also can help you mediate a conflict between friends and relatives. Many experts break personal and pro fessional conflicts down into basic types, based on the underlying causes of disagreements and the dynamics.

Nobody really knows what might happen after reaching the retirement age. Sure, if we can ob serve our neighbors and all other people in our surroundings, we re ally don't like to know it. If we treat ourselves with care, our real age will not be shown. I won't make any secret about celebrating my 70th birthday sometime next year. I enjoy it. I am proud to reach this age with God's help.

It seems that the respectable treatment

of our beloved seniors around us are disappear ing into the past and are forgotten by the younger generation. Praising the elderly nowadays means to attest to their im pudent and imperish able youthfulness. I am sure, with His help many seniors are still strong, still indefatiga ble, still a phenomenon, still intellectual and still spiritual on top!

Let's not forget our re spect, when sometimes just being artificial or affected stammering, that "our old lady" or "our old gentleman" hasn't become senile yet.

On our way to an honorable and respect ful age we should try to fulfill some of our greatest longings in life.

During the last dec ades, I met many people around the whole globe. Unbelievable, I found out, no matter where in this world, the conflict ing attitude is every where. "It's an absolute certainty, those doubts are the main certainty!" stressed already the Ger man author, philosopher and dramatist Bertolt

Brecht (1898-1956).

Please allow me, once in a while, to be able to say NO. Please allow me to delete inferior and defeatist feelings. Please allow me to admit that I can't do everything dur ing a single day. Please allow me to no longer be afraid about other people and their spiteful comments about me.

Please allow me to accept my silence. Please accept me being terribly tired from time to time. Please allow me to be excused even without having an intelligent reply. Please allow me to be carried by salvation and bliss.

Hopefully, we may have enough under standing people with us to accompany us during the voyage of our some times very conflicting life.

We have to be on fire

“I HAVE come to set the earth on fire, and how I wish it were already blazing! There is a bap tism with which I must be baptized, and how great is my anguish un til it is accomplished!”

(Lk 12,49-50)

Words of Christ that clearly show how driven he was in carrying out his mission, which is the salvation of all men.

If we have to be like Christ as we should, since we are actually patterned after him, then we should also develop the same zeal in pursuing the real and ultimate purpose of our life—the salvation of our soul and those of the others.

This obviously will take a long process, let alone, a truly arduous one. But we should set our mind and heart to achieve that ideal. This is the ideal condi tion for us. Even if we are endowed only with the most phlegmatic and melancholic tem peraments, something

must be burning inside our heart that cannot help but burst into a flame, a flame of love, of self-giving, of serv ing without expecting any return. If it is not yet there, then let’s en kindle it.

The secret again is always that vital identi fication with Christ. If we are truly in love, with the love of God who is the source, pattern and end of love, we cannot help but, like Christ, be always energized, driven and zealous, no matter what the cost. Of course, this condi tion, this requirement is quite tough to meet, but if we would just try, and try again as often as necessary, certainly the ideal effect would just come about.

What can always help is that we avoid getting imprisoned in our own world and allow our selves to simply be at the mercy of the state of our physical, emotional and mental condition. With our spiritual fac

ulties of intelligence and will, plus of course God’s grace that will always be made abun dantly available, we can transcend beyond these constraining elements.

So, we just have to use everything within our power to attain that ideal state of be ing always on the go, dynamic, eager to serve and to do things for everyone. We may have our limitations, and we can commit mistakes, yet we cannot deny that everything is already given for us to be how we should be in our earthly life. And that is to be like Christ, whose only desire is to love all of us all the way to even offering his life for us.

For this, we have to continually fight against our tendency to be trapped by the many conditionings in our life. Yes, they exist, we cannot avoid them, and we are affected by them. But we need not be forever limited by them. With our effort,

plus God’s grace, we know that we can go beyond them.

We should be ready to detach ourselves from things and persons who can stand in the way of pursuing that goal. Thus, Christ said: “Do you think that I have come to establish peace on the earth? No, I tell you, but rather divi sion. From now on a household of five will be divided, three against two and two against three; a father will be divided against his son and a son against his father…(Lk 12, 51-53)

Let’s be convinced that that is the formula to follow, and to identify ourselves with Christ.

Airlines to cut fuel surcharge

THE country’s major airlines on Wednesday said they will lower their fuel surcharges in November.

The airlines issued statements following the Civil Aeronautics Board’s (CAB) announcement that it is altering the applicable passenger and cargo fuel surcharge for domestic and international flights to Level 8 from Level 9 next month.

The CAB cited the lower average price of jet fuel (P42.87 per liter) between Sept. 10 and Oct. 9.

“Airlines wishing to impose or collect fuel surcharge for the same period must file their application with this office on or before the effectivity period, with fuel surcharge

rates not exceeding [level 8],” CAB Officer-in-Charge and Deputy Executive Director Maria Elben SL. Moro said in an advisory.

Level 8 on the CAB matrix permits a fuel surcharge per passenger of between P253 and P787 for domestic flights and between P835.05 and P6,208.98 for international flights.

Currently, the fuel surcharge per passenger ranges from P287 to P839 for domestic flights and from P947.39 to P7,044.27 for international flights.

“We are pleased to comply. We shall implement the adjustments to our fuel surcharges in line with the latest CAB directive. The

adjusted fuel surcharges apply to tickets that will be purchased in November,” PAL Spokesperson Cielo C. Villaluna said in a statement.

“This piece of good news comes at a time when we are increasing flight capacity across our domestic and international route networks,” she added.

For his part, Xander Lao, Cebu Pacific chief commercial officer, said: “This is a welcome development. We look forward to the lower fuel surcharge which should help make fares more affordable and stimulate air travel as we get nearer the Christmas season.”

“Cebu Pacific will adjust its fuel charges accordingly

which should provide passengers great value.”

Low-cost carrier AirAsia Philippines said the Level 8 for November will lower the fuel surcharge cost to the metro cities of Cebu and Davao to P503 and P708 from October’s P571 and P782, respectively.

The airline said it is expecting the new rate “to drive the demand further.”

“At AirAsia, we’re expecting to meet a high average of 90 to 95% in domestic load factor this fourth quarter. With the goal of making travel more affordable as demand peaks, our guests can expect regular promos from AirAsia Philippines as we near the end of the year,” it added

Hospital network eyes accessible healthcare for Pinoys

THE Metro Pacific Health (MPH), formerly Metro Pacific Hospital Holdings, Inc. (MPHHI), is aiming to bring accessible and affordable healthcare services for Filipinos by expanding its network of healthcare care facilities in the country.

During the brand equity launch in Makati City Thursday, MPH president Augusto Palisoc Jr. told reporters that the group increased its previous target of 30 hospital networks by 2030 to 40 hospitals in the next seven to eight years.

MPH is currently a network of 19 hospitals, 20 outpatient care centers, and six cancer treatment centers with a total 3,800 bed capacity, a pool of 10,000 doctors, and 15,000 employees servicing nearly 3.8 million patients annually.

MPHHI, the country's first and largest network of hospitals, has rebranded to MPH as "the heart of Filipino healthcare".

Palisoc said MPH is currently in talks with at least 20 healthcare facilities, which the company aims to invest in.

He said the healthcare facility network remains keen on expanding through acquisitions.

Palisoc said MPH targets facilities in major islands in the Visayas, particularly Cebu and Iloilo.

Its networks of hospitals are in Metro Manila, Bulacan, Tarlac, Rizal, Laguna, Bohol, Negros Occidental, Zamboanga del Sur, and General Santos.

Palisoc said that by building its network of healthcare facilities, the company will be able to provide affordable

Mindanao Food Congress & Oro Best Expo 2022

healthcare services to its patients.

“If you run your hospitals more efficiently, then in effect you’ll be able to deliver your service at a lower cost. PLDT okays DITO’s move to settle P430-M debt

PLDT, Inc. welcomed the recent statement of DITO Telecommunity, Inc. regarding its “openness” to amicably settle its unpaid contractual obligation to PLDT amounting to P430 million.

In a statement on Tuesday, PLDT said the amount is meant to pay for services that the company “continues to deliver.”

“PLDT welcomes the amicable settlement of accounts by its debtors even if those debtors are competitors,” it said.

It asked DITO to demonstrate “good faith” by ceasing claims of interconnection issues that merit “unspecified legal process” instead of paying its contractual obligation to PLDT.

“DITO must demonstrate its good faith by ceasing its attempts to confuse the issue and to mislead the public by claiming that PLDT’s efforts to collect on DITO’s debt is somehow an anticompetitive activity,” it said.

To date, it has yet to receive a settlement proposal from DITO.

“PLDT reserves all of its legal options, including suspension or termination of services, in case DITO does not remedy its material

breach by November 4,” it said.

On Monday, DITO chief administrative officer Adel Tamano said the company is looking for an amicable settlement with PLDT about its alleged unpaid services amounting to P430 million.

“We are going through a legal process… Interconnection is important to us,” Tamano said.

PLDT earlier filed a notice of material breach against DITO for its alleged refusal to settle its debt for the construction and provisioning of transmission facilities that DITO needs to deliver services to its customers.

If left unsettled, PLDT threatened to terminate its interconnection agreement with DITO.

Globe Telecom, Inc. also alleged that DITO owes them P622 million for violating interconnection rules.

Previously, DITO filed cases against PLDT’s wireless subsidiary Smart Communications, Inc. and Globe before the Philippine Competition Commission for alleged abuse of dominance following interconnection issues with the two leading telecommunications companies. (PNA)

Pag-IBIG home loan releases grow 27% to record-high P83.31B in Q3 2022

Home loan releases of Pag-IBIG Fund in the last three quarters posted double-digit growth and reached P83.31 billion – the highest ever amount released by the agency for any January to September period, its top officials announced on Wednesday (October 12).

From January to September, the amount of home loans released by the agency increased by 27%, or P17.83 billion compared to the P65.48 billion in home loans released for the same period last year. The number of financed homes also grew 17% year-on-year to 74,708.

"Pag-IBIG Fund’s performance in the first nine months of 2022 now stands as the

The Importance of Reading Abilities of Young Students

Establishing a love of reading early on is the key to opening the door to a lifetime of learning because reading is a must for learning. Children are introduced to literature as delightful, entertaining, and exhilarating formative experiences when books are read aloud. Reading independently as an adult is more likely for children who value books, and they probably always will.

Early instillation of a love of reading gives a child an advantage in growing their vocabulary as well as their independence and selfconfidence. It supports children in learning to make sense of both the physical world and other people, in addition to helping them develop social-emotional skills and creativity, of course.

We are able to visit other worlds through reading. Inside the pages of a book, we can immerse ourselves in the lives of fictional characters and learn

about a culture that is totally dissimilar from our own. We can also go through a range of emotions, learn new words and phrases, and make discoveries.

Because of its learning potential, reading has a significant impact on a child's development, and various studies have highlighted its benefits. Because of this, parents and educators can ensure that reading is an important part of children's daily routines.

Additionally, reading to children is a challenging procedure. When they go into a classroom, students bring a variety of talents and learning styles with them. Many factors, including a child's experiences, family ties, health, and nutrition, have an impact on early learning.

Teachers of reading at all levels must also work with students with a variety of learning styles and aptitudes to help them develop the skills necessary to comprehend literature in all subject areas.

best in our history. Higher loan releases and an increasing number of borrowers mean that more and more Filipino workers are being helped by Pag-IBIG Fund to have their own homes. All these are part of our efforts to achieve the goal of

President Ferdinand R. Marcos, Jr. under the Pambansang Pabahay Para sa Pilipino program, as we continue our pursuit of providing each Filipino family an opportunity to own a home,” said Secretary Jose Rizalino L. Acuzar, who heads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees.

Acuzar added that out of the total amount of home loans, P5.72 billion were released as socialized home loans benefitting 13,131 Pag-IBIG Fund members belonging to the minimum-wage and lowincome sectors.

Meanwhile, Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta noted that the record-high amount

THE FLOW OF THE EDUCATIONAL REFORMS IN THE PHILIPPINES

The Philippine education system has evolved over hundreds of years of colonial occupation that brought democracy to the sprawling archipelago. The education sector’s development has mirrored the changes in the country’s administration. Today the focus is on expanding access and ensuring more Filipinos receive a decent basic education, as a means of reducing poverty and improving national competitiveness. The World Bank notes that in other countries such initiatives have brought “large economic benefits”. The K-12 reform was introduced in 2016 and funding was increased, easing concerns that its implementation would

Sustaining Student’s Interest in a Math Class

A teacher plays the most crucial part in facilitating learning in the classroom.

She is considered as the best instructional material in the teaching-learning process.

That is why enough time in careful planning of the lesson is being given much considerations before a teacher faces her students.

Motivation is one of the parts in the delivery of the lessons to the class in order to capture the interest of the learners.

Every teacher could think of a well-planned motivation before the lesson proper is given. There is no question for that. What we, teachers, sometimes took for granted, is how to sustain the interest of the students in our class. How could we keep them engaged

still in our discussion?

Traditionally, what we experience from our teachers before are that we are asked to sing a song or a little exercise before he/she continues with the discussion and to keep us active.

With our new breed of learners, we could do more. We can connect our teaching to real life. That which our learners could relate to their own life. They would feel interested if we will be talking about them especially if it will be of their interests and fascinations.

We may also encourage questioning. One that could give them time to enliven their curiosity. Another is not be too procedural. Encourage them to try on their own

solutions of how they understand the concept but check if they follow the laws in mathematics. Provide also our learners with authentic problems or nevertheless those localized one. This could increase their drive in solving these problems. Along your discussion you may inject mental calculations or guessing game. I have tried this in my math class where I asked my students to think of a number then do some calculations using the four fundamental operations. Then I would guess the number or the result. This amazes them. Lastly, sharing positive attitudes about math will also help sustain students’s interest in your class.

be hindered by limited resources and winning over new President Ferdinand Marcos Jr., who was initially skeptical about the plan. The Philippines has a vibrant and diverse education system, with the government, assisted by the private sector, providing a wide range of education from early years up to college and university across the archipelago. The Department of Education (DepEd) oversees the provision of basic education. The private sector includes kindergartens, international schools and religious schools. In 2015/16 there were 14.9m children enrolled at primary school and 6.01m at secondary level and it continues to grow its number over the years. Despite these successes and President Marcos commitment to socioeconomic issues as his policy priorities, the education system continues to struggle with deep inequalities. Quality also remains a concern. Addressing these problems will require a continued commitment to increased funding for education, and an efficient mechanism to ensure the money is spent in the most effective manner.

Code of Ethics and Principles for Teaching

A code of practice is adopted in all learning institutions either in the public or private schools. This is necessary to assist members in understanding the difference between right and wrong and in applying that understanding in making difficult life and work decisions that are often to be made. The guide of practices or the code of Ethics provide a clear account of what behavior is considered ethical, correct, and right in all circumstances.

In accepting his or her position of public trust, measures success not only about the progress of the students in the realization of his or her potentials. It is not only making each student to be prepared to land a better job after all the academic requisites. Although, it is important but the utmost moral responsibility of a teacher is to prepare these students to live life as a citizens of the greater society. With these, a teacher is said to be properly guided with the code of practices that a teacher should live for.

The teachers, guided with the basic principles of teaching are the catalyst for a change which we long dream before in achieving the so called national development. Teachers’ constructive efforts together with the parents to protect the students and their children from any conditions detrimental to learning, health, and safety are the main factors towards economic, social, and political stability that will help us build a strong nation.

It can be recalled that Cong. Arroyo has established a close relationship with the Mindanaons because aside from staying at Iligan City at a young age, Arroyo is a Bai Lawanen of the Province of Lanao del Norte.

However, like most ethical standards, these codes only provide general guidelines for ethical teaching. In fact, it appears in the Philippines educational arena that most of the teachers are poorly prepared to handle ethical problems they might encounter in the field of teaching. Consequently, on the positive side, Department of Education and other educational institutions are working hard in making strategies and other interventions to prevent these ethical pitfalls.

Payroll Management

One of the trickiest accounting operations, payroll management involves compensating employees for the services they do. Payroll calculations in a school setting center on both teaching and supporting employees. Any advanced payroll management system for schools is designed to assist the administrative department in keeping track of time and attendance in order to carry out the payment process confidently and efficiently. The primary responsibility of the payroll department is to ensure that all employees are paid accurately, timely, and with the appropriate bonuses and deductions.

Payroll management is a crucial function for every organization, regardless of sector. Complex accounting transactions are used throughout the process to compensate employees for their labor. It is essential to pay employees correctly and on time if you want to increase employee morale, performance, and the

efficiency of your business as a whole.

It is a hard procedure since, before processing payroll, you must collect a variety of data about your employees, including attendance, mileage reimbursements claimed, compensation revisions, overtime, and so forth. The disbursement of salaries and the creation of pay stubs must be completed each month in the end.

Payroll's ability to give an employee a sense of his net worth within a firm or business is a crucial feature. The payroll includes the total compensation for each employee. His pay, perks, and incentives are included in this. Employees generally receive wage increases, bonuses, or both in response to their bosses' yearly performance assessments. Benefits also demonstrate how valuable a worker is to a firm or organization.

Employees who have access to a pension, life, and health insurance benefits believe they are worth more.

Important Roles Dressmakers Play in the Clothing Industry

These professionals can create a completely new item or an identical replica of a dress or gown that a customer wants to wear for any important occasion.

They are talented trendsetters and superb designers. Many sorts of modern clothing are created by seamstresses using the imaginative designs they can create from fabric.

They might acquire the exact look they want or something much more lavish than they had anticipated with the help of professional dressmakers.

Similar to makeup, clothes are a person's basics that can assist them draw attention to their best qualities and conceal any flaws they wish to keep hidden. Attitude of students upon returning to classes

ALMOST all students struggle with improving their academic performance at some point in life. You do not need a motivational speaker or therapist to get you back on track.

Develop a positive attitude to learning. Set your priorities and have high expectations. Pay detailed attention in your classes and ask questions. Put the work in. Admit your mistakes and learn from them.

Improve your note taking ability. Make good use of technology and connect with your classmates.

You must have been hearing this a lot of times but it is true. Having a positive attitude to learning is key to

academic excellence. It can be extremely disappointing and frustrating when your grades fall below expectations.

There is also a possibility of getting depressed. You can only beat this by developing a postiive attitude toward your studies. This mindset makes you think of ways to improve your academic performance. There is also a need to motivate yourself and find a good reason to be active in your studies because your academic performance won’t improve if you aren’t motivated to learn. You can push yourself to success by setting your priorities and by having clear and high expectations.

WHEREFORE, premises considered, it is respectfully prayed unto this Honorable Court that judgment be rendered in favor of the plaintiff of the following, to wit:

1. 2. In either case, to order defendants to pay jointly and severally, Plaintiff the following:

a) The sum of not less than P50,000.00 as initial litigation expenses, and P50,000.00 as attorney’s fees, plus appearance fee of P3,000.00 every hearing.

b) To pay the cost of suit.

3. In the alternative, to judicially foreclosure the real property.

4. Furthermore, to issue an Order that Summons be served on Defendant, Allan V. Jimenez by Publication in accordance with Rule 14, Sec 18 of the Amended Rules of Civil Procedure.

ARGUMENT/S AND DISCUSSION/S REMEDY OF UNPAID CREDITOR

15. In the Case of Bank of America vs. American Realty Corporation vs. Court of Appeals, G.R. No. 133876, December 29, 1999, the Supreme Court provides to, wit: “xx In the absence of express statutory provisions, a mortgage creditor may institute against the mortgage debtor either a personal action for debt or real action to foreclose the mortgage. In other words, he may pursue either of the two remedies, but not both. Xx”

An unpaid Creditor has the remedy of collecting the unpaid debt or foreclosing the mortgage. The herein Plaintiff chooses the remedy of foreclosing the Real Estate Mortgage to satisfy the debts of the herein defendant spouses; THE ACTION OF JUDICIAL FORECLOSURE IS VALID

17. Judicial Foreclosure under Rule 68 of the Rules of Court is proper in the absence of an expressed stipulation authorizing the Mortgagee to sell the property at public auction if the Principal obligation is not fulfilled within the stipulated period;

18. In the Case of Spouses Benito Baysa and Victoria Baysa vs. Spouses Fidel Plantilla and Susan Plantilla, Register of Deeds of Quezon City, and the Sheriff of Quezon City, G.R. No. 159271, July 13, 2015, xxx… Hence, the respondent spouses as the foreclosing mortgagees could not initiate the extrajudicial foreclosure, but must resort to judicial foreclosure pursuant to the procedure set forth in Rule 68 of the Rules of Court. The omission of the special power to sell the property subject of the mortgage was fatal to the validity

MisOr Guv bridges Social Divide, Poverty Alleviation in first 100 Days

MISAMIS ORIENTAL (PIA)--In his first 100 days report, Misamis Oriental Governor Peter M. Unabia underscored the importance of bridging the gap of social divide through his “PAGLAUM” strategic direction by strengthening peoplecentered governance, social services, and security down to the grassroots level.

PAGLAUM, which stands for Participatory Governance (P), Agriculture Development for Poverty Eradication (A), Goal Oriented Tourism Development (G), Livelihood and Employment through Industry Development (L), Aggressive Programs for Youth Welfare and Development (A), Unified effort for Health and Social Services Delivery (U), and Mobilization of Resources thru Equitable Sharing (M), serves to be a way point for various provincial offices to work in complementary towards a shared goal and streamline coordination among stakeholders.

Unabia disclosed that the province has strengthened ties with the Regional Development Council (RDC)-10, national government agencies, and created a framework for the provincial government to have a

holistic Disaster Risk Reduction Management (DRRM) response plan to ensure that participatory governance is enacted in navigating economic and disaster-related concerns.

An increase in the agricultural budget from P129 million to P250 million, a purchase of vehicles worth P9.5 million intended for agricultural workers, strengthened support for goat production and Wagyu beef production, and intensified security against livestock contagions such as African Swin Fever (ASF) and Bird Flu, is also expected to

Why Sewing is a Good Skill to Have

Consider teaching your child to sew if you want them to have a pastime that will benefit their mental and character development. In addition to enabling kids to sew on a button, fix their toys, or create a lovely and unique gift for someone, sewing can assist children in an engaging and enjoyable way in terms of education, physical health, and mental health. Additionally, it has the potential to develop into an important life skill that will serve them well into adulthood and beyond.

One activity that is good for your health is sewing. Similar to the adult coloring craze, sewing has calming, therapeutic, and stressrelieving benefits. Reduced anxiety and unpleasant emotions can be obtained

by learning to manage stress.

Additionally, engaging in a hobby like sewing might help you feel joyful and relaxed because it gives you something to do with your downtime.

Because you are continuously learning while working on a new project, sewing also keeps your mind engaged. Your brain stays healthy as long as you keep it engaged.

Gaining proficiency in a new skill can significantly boost one's self-confidence. This is particularly true for children since they value recognition and praise, which stitching may provide. The same feeling of satisfaction they will have once they discover they have produced something independently will aid in the development of their selfconfidence.

bolster the province’s agriculture industry and its utilization of expansive agricultural assets.

As part of its thrust toward “Goal Oriented Tourism for development” in the province under its strategic direction, Unabia shared that the provincial government has strengthened the Provincial Tourism Council to take the lead in the improvement of tourism-related businesses and management of tourist spots.

The provincial government also celebrated this year’s National Tourism Week by highlighting the province’s cultural dances and gastronomic experiences.

A boost in security and the continued commitment of former

Why Science Education Matters

In terms of nation-building and development, science education is of utmost importance due to its connection to the growth of industries and technology. In the Philippines, science education stresses how vital science and technology are to everyday life. It supports scientific innquiry and encourages people to be objective, curious, honest, and think critically (Department of Science and Technology, 2011).

The nation's efforts to promote science education have been recognized internationally. In recent years, Filipino students have participated in international science competitions like the International Science and Engineering Fair, Robotics Competitions, and the Physics Olympiad, to name a few.

But the fact that most Filipino students do poorly on international and national tests overshadows the achievements of a few. The sixth-grade NAT pass rate in 2014 was 69.21%. The high school passing rate in 2010 was 46.38 percent. On December 3, 2019, the Philippines scored 353 in math and 357 in science on the 2018 Program for International Student Assessment (PISA), making it one of the countries with the lowest scores (Business Mirror, 2019). The Department of Education said, "Since the PISA results also show how learners did on the National Achievement Test, DepEd emphasizes the need

to remove barriers and gaps to getting a better basic education in the Philippines" (Department of Education, 2019).

to cater to Grade 10 students, and will serve as a facility for various learnings to enhance provision of quality education and improve the quality of the study environment in the school for the students, as well as the teaching environment of the teachers, thus elevating and improving the quality of education in MSU-ILS. In attendance were the following guests:

Science education in the Philippines encounters a vast number of obstacles. Lack of teachers, classrooms, and science labs, as well as poor learning materials and resources, are the main reasons the country fails international assessments. With these limitations on science education, one has to wonder how our fellow citizens perceive science. The average Filipino who does not work in a sciencerelated field has probably never connected the concept to their daily lives. The term "science" is only applied to those who spend most of their time in a laboratory or classroom, making it seem remote and elusive.

Improving scientific education would allow our country to have citizens who are first and foremost thinkers. Also, it would increase the number of STEM graduates to meet our country's huge industrial and agricultural needs, which would be good for the economy.

We should be aware that science is required to achieve this objective. Not only is science discussed in textbooks and observed in laboratories, but also everyday life; science is visible in how we carry out our work and make each choice. Solid science education is not optional; it is required.

Looking forward to face to face classes

PNP has started security preparations for the resumption of face to face classes in public elementary and high schools this November 2. The PNP assured the public that they are ready to secure students and teachers when in-person classes resume.

Securing educational institutions is not new to them as they have done it in schools where limited face to face classes have resumed. They will be using the same template in implementing security procedures to maintain an orderly environment in schools.

They would identify schools in areas that posted higher

Covid-19 cases and crime incidents. More police personnel will be deployed in these areas.

In her first order as Education secretary, Vice President Sara Duterte mandated all elementary and high schools, whether public or private, to resume full face to face classes by November 2.

The PNP expects that more people will be going out not only in schools but also in other public places when physical classes are fully implemented.

Health protocols must still be observed such as the wearing of face masks to avoid the spread of the coronavirus and other infectious diseases.

Administering a public school in the Philippines

THE administration of public schools in the Philippines is in the hands of DepEd.

The system of administration and supervision which has been developed after years of experience is more highly organized than is commonly supposed by those who are not familiar with school work in the Philippines.

The public school system is divided into provincial and city divisions. The head in a division is the division superintendent. These division heads supervise all division supervisors, district

supervisors and public school principals.

DepEd has certain powers and duties, the most significant are to establish schools, fix salaries of teachers, set up the K-12 curriculum, approve plans for buildings, assign teachers and establish more public schools both at the elementary and secondary level.

In the administrative level, the Secretary of Education is assisted by the following divisions: Academic Division, Industrial Division, Accounting Division, Property Division,

Significance of education

The evolution of a nation is most heavily influenced by education. Some people believe that money is a significant factor, but this is false because education and money go hand in hand. The most crucial element of education is learning; as you acquire new knowledge, you will continue to educate others. Without education, you won't be able to explore new ideas, which means you won't be able to develop the world. This is because development requires creativity, which cannot exist without ideas.

We can observe that some nations are more developing than others. The growing nation has a higher percentage of educated people when compared to a less developed nation. People can learn the knowledge, skills, techniques, and information they need to understand their rights and obligations to their families, societies, and, of course, their country by obtaining an education. One's perspective and outlook on the world are broadened by education.

The capacity to combat injustice, violence, corruption, and other issues is fostered by education. Like a face reflects the heart, a country's status is determined by its educational level. Rich students continue to receive more education under our system's design, while poor students do not. Poor parents of the most gifted students are no longer able to even consider enrolling their children in such institutions due to the rising cost of education.

To enable both wealthy and underprivileged students to contribute to the development of the nation, we need a system that provides them with equal opportunities. By ensuring that everyone in the nation has access to education, we can end poverty and help everyone succeed and advance their nation. We can therefore easily draw the conclusion that education is necessary for a country to evolve; in order for a country to develop, we must change people's minds.

Records Division and Buildings Division.

DepEd also formulates a policy framework for the operationalization of the administrative services in the agency, develops and implements administrative policies and guidelines on material resource management and provides DepEd with economical, efficient and effective services relating to personnel, information, records, delivery and receipt of correspondence, buildings, school furniture, supplies, equipment, collections, disbursements, security and custodial work.

boldly. In pursuing the right balance of profit and purpose, we will continue to create innovative solutions that will empower communities and scale our businesses for affordable, relevant and socially meaningful products and services.

Achieved to-date: New way of fund-raising and doing business.

The IFC has invested USD 100million in the Philippines’ first social bond in healthcare. This will allow AC Health to expand access to affordable healthcare and build the country’s first cancer care hospital.

ACEN and BPI have adopted the ADB’s Energy Transition Mechanism principles in facilitating funding for energy transition. This loan facility will allow ACEN to decommission its coal plant in Calaca, Batangas by 2040 – ahead of its 15-year life cycle. It will reallocate funds into renewable energy investments.

Creating and measuring social impact in our businesses require a mindset shift across our stakeholders.

Long term goal: Build a culture of steward leadership and shared value

“In the face of complex challenges such as those that the last two years have shown us, we are called to become steward leaders, with a responsibility to care for future generations, the environment, and society at large. It is this mindset of stewardship and guiding principle of creating shared value that will pave the way towards long-term resilience, sustainability, and equality. The profound challenges that businesses face today demand a culture of transformation, guided by a tenacity and desire for lasting change. “

services more accessible and affordable.

“Our intention is to expand efficiencies to make our services affordable. That’s an important concern for this group —to make the health services, not only quality health services, but to make services affordable. We will not only provide quality hospital care, but make that accessible to (a) greater number of people,” Pangilinan said.

Meanwhile, MPH chief executive officer Dr. Harish Pillai said the company also aims to provide complex healthcare services in the next three to four years so Filipinos do not have to go overseas for these kinds of services. (PNA)

Gandamra said the land lease agreements entered by the government with the landowners included 20 hectares in Barangay Sagonsongan, 20 hectares in Barangay Boganga, five hectares in Barangay Dulay, and three hectares in Barangay Patani.

He said all the agreements have five-year tenures, which could end between November 2022 and February 2023.

the said two communities, DENR-10 and the City Local Environment and Natural Resources Office (Clenro)," he said. Ogsimer believes the trash trap installation will reduce the floating garbage on creeks and waterways in the city and lead to lesser incidents of urban flooding. Clenro chief Armen Cuenca said the trash trap project complements with the local government's "trash to cash" program. "The trash to cash program of the city government started in 2019 during the full operation of the (new) sanitary landfill of the city, and was adopted in the administration of Mayor Rolando Uy," he said. On Oct. 25, all community leaders in Barangay Lapasan will converge for orientation regarding the project. Funds amounting to P100,000 will be subsidized first by DENR-10, which will cover six months to augment the honorarium of two caretakers until it will be turned over to the barangay government unit. Meanwhile, DENR-10 Director Henry Adornado said his agency, together with Clenro, and the 12 coastal villages of the city, recently entered into a partnership with the signing of a memorandum of understanding institutionalizing the coastal cleanup activity. Together with other public and private stakeholders, Adornado said the agreement will also adopt a digital monitoring platform

The mayor said the government signed the lease agreements with the landowners during the “emergency situation” right after the Marawi siege in 2017 where thousands of residents lost their homes and properties during the five-month fighting.

“Kailangan natin ng malaking lupa. Hindi ganoon kabilis magbili ng tens of hectares ng land (We needed vast tracts of land quickly. It was not easy to buy land in tens of hectares),” Gandamra said.

The mayor said when the government agencies entered into an agreement with the landowners in 2017, they did not expect there would be problem in the construction of the

“Those in Barangay Sagonsongan would be the first to be affected. Around 1,300 families in all,” Gandamra said.

The mayor said some 1,800 families living in temporary shelters would be affected in Barangay Boganga and another 500 families in Barangay Dulay.

He said a total of 4,000 families living in temporary shelters in these barangays would face eviction unless the government and landowners come into a new agreement.

“When we entered into agreement with the landowners, the problem of housing for the IDPs was expected to be solved within five years. We did not expect it to last long

Mindanao. These four hospitals include the Davao Doctors Hospital in Davao City, West Metro Medical Center in Zamboanga City, St. Elizabeth Hospital in General Santos City and Manuel J. Santos Hospital in Butuan City.

Celso Bernard G. Lopez, chief executive officer and president of the four hospitals, said he is aiming that Mindanao will soon match the number of hospital network in the National Capital Region, which has currently nine hospitals.

of the network, such as the immediate transfer of knowledge, training and facilities across the hospitals, which are pivotal in delivering better quality health care services.

According to an MPH press release, another priority of the company is to bring down the cost of health care in the country so that more Filipinos can afford it.

“As a group of hospitals, we can now be able to get better pricing on supplies, medicines and equipment that will ultimately end up making health care affordable to the communities [that we serve],” he added.

Bridging the gap of the learning lost due to the pandemic, the school started the face-to-face learning recovery intervention through the conduct of the Summer Reading Camp and End-of-the-School Year Enhancement Program. To pursue this program, the school identified learners that have a low grade in English and other subjects in the fourth and final quarter of the school year 20212022 through the help of the advisers. They encouraged learners to participate in the said program. The school prepared a training matrix and chose topics that are

attractive to elementary learners. Volunteered teachers facilitated the summer reading camp and end-ofthe-school-year enhancement program. The number of pupils who participated in the said camp that lasted for three weeks brings joy to the teachers and parents as well. Pupils enjoyed the activities through games, exercises, and well-prepared activities. Indeed, summer reading camp revitalized the interest of the pupils to go back to school and continue the reading enhancement through remedial reading programs.

“If I were to be asked, it would really be better to have more MPH hospitals in Mindanao. This island deserves a very good network of hospitals that provide affordable healthcare because when we have a very healthy community, they become a productive community, and ultimately that benefit will redound to the whole of Mindanao,” Lopez said.

He also underscored the benefit of being part
