SUVs for Oro cops

CAGAYAN de Oro City Mayor Rolando Uy led Wednesday the turnover of 10 sports utility vehicles (SUVs) worth PHP18 million to the Cagayan de Oro City Police Office (COCPO). Uy said he hopes that the new vehicles will further strengthen good relations with the public and the local government unit, especially in the timely enforcement of peace and order in the city. "We are open to listening (to what the police may need) so we can add more services to the public," he said during the turnover ceremony.

Job fair

DAVAO City — Job seekers in Davao region were encouraged to join the two-day Tourism Job Fair where 2,541 vacancies were up for grabs from September 22 to 23 at the Abreeza Mall, an official of the Department of Labor and Employment (DOLE)-Davao said on Wednesday.

Paul Cruz, chief of technical services and support division of DOLE-Davao, said over Davao City Disaster Radio (DCDR 87.5) that the job fair were participated by 35 companies, including hotels and other tourism-related establishments.

The two-day event dubbed “Trabaho, Turismo, Asenso” is a nationwide simultaneous event in Manila, Cebu, and Davao organized by the DOLE, Department of Tourism, and Public Employment Service Office to help workers find employment after being displaced by the coronavirus disease (COVID-19) pandemic, according to him.

BUTUAN City – To enhance the services for the indigenous people (IP), the Agusan del Norte provincial government has approved an amendment to its IP Code requiring the establishment of assistance desks for tribal residents in key government offices. “The amended IP Code now requires police stations, public hospitals, and rural health centers to provide assistance desks for the IPs in the province,” the Provincial Information Office (PIO) said in a statement Wednesday. Gov. Maria Angelica Rosedell Amante approved the amendment on Sept. 16, PIO said, adding that the amendment also mandates municipal halls and other government centers to afford assistance desks in ensuring efficient services to IP residents.

New fare hikes for Normin start Oct.

THE fare increase for various public utility vehicles (PUVs) in the Northern Mindanao Region will start on October 3, the regional Land Transportation Franchising and Regulatory Board (LTFRB-10) said Thursday. In an interview, LTFRB-10 chief Amenodin Guro said an increase of P1 on both traditional and modern jeepneys and an additional P5 on taxis' flag-down rates is set to be implemented. That means that at least in this city, the new fare rate for old public jeepneys will be P12; modern jeepneys, P14; modernized PUVs run by transport cooperatives, between P25 to P30, depending on the distances. Camiguin gives biz sector freehand to enforce booster policy

THE province of Camiguin on Thursday clarified that it is up to business owners on whether to enforce the "no booster, no entry" as part of the existing Covid-19 vaccination policy. In a statement on Facebook, the provincial government made it clear that Gov. Xavier Jesus Romualdo only required the presentation of proof of inoculation for Covid-19's primary doses and one booster shot to venues or activities that are closelyknit and crowded. "Among the examples that Governor Romualdo mentioned were barangay discos, live musical performances, tourism sites, and the upcoming Lanzones Festival (in the month of October)," it

said. Likewise, Romualdo did not include retail establishments such as grocery stores and supermarkets in the Covid-19 booster policy. The provincial government released the statement in response to a statement made by shopping mall Gaisano City Camiguin that it continues to do business under normal operations without the "no booster, no entry" policy. On Sept. 20, Romualdo and the Camiguin Tourism Association met with private businesses to review the existing Covid-19 protocols, and how these may be enhanced during the Lanzones Festival activities next month. DAVAO City – The National Commission on Muslim Filipinos (NCMF)-Davao Region has urged for the establishment of Halal areas in all public markets in Davao City.

2nd BTA-BARMM parliament tackles 16 bills

COTABATO City – Lawmakers in the 2nd Bangsamoro Transition Authority of the Bangsamoro Autonomous Region in Muslim Mindanao (BTABARMM) are rushing deliberations of 12 reintroduced bills and an addition of four new proposals. Among the pending legislative measures, the Bangsamoro Electoral Code (BEC) and the Bangsamoro Local Governance Code (BLGC) are the priority bills stated in the Bangsamoro Organic Law as urgent. BARMM

Chief Minister Ahod Ebrahim said he remains committed to enacting the BEC and BLGC by the end of the year or the first quarter of 2023. “These two bills are being acted upon now,” he said in a statement Friday. Through the BLGC, the local government units will gradually receive more powers, authority, responsibilities,

and resources to provide a more responsive and accountable local government structure. The electoral code, meanwhile, prescribes the structural, functional, and procedural principles in the elections of officers within the Bangsamoro region through democratic political participation. Also awaiting deliberation at the plenary is the Bangsamoro Revenue Code. Other bills refiled are the Bangsamoro Regional Institute for Higher Islamic Studies Act of 2022; Rights of Internally Displaced Persons of the Bangsamoro Autonomous Region Act; Charter of the Bangsamoro Energy Development Corporation; Charter of the Bangsamoro Development Corporation; and the Hashim and Mimbantas Memorial Site. Also refiled are the Bangsamoro Science

High School Act of 2022; Bangsamoro Agriculture and Fisheries Training Institute Act; Declaration of May 2 as Battle of Bayang Day; BARMM Buffer Fund Act of 2022; Bangsamoro Irrigation Act of 2022; and the Bangsamoro Veteran Mujahideen Act of 2022. Three of four bills introduced in the plenary are the Bangsamoro Memorial Marker Act; Offices for SGA Act; and the establishment of the administrative capital of the Bangsamoro government in Parang town, Maguindanao province. From 2019 until 2022, the 1st BTA parliament has passed 31 bills and adopted 263 resolutions. ADB sees robust 2022 GDP growth for PH

A STRONG rebound in domestic demand with the easing of coronavirus disease 2019 (Covid-19) mobility restrictions in the country will support robust growth for the Philippine economy this year despite higher inflation due to global and local price pressures, according to a report released Wednesday by the Asian Development Bank (ADB).

The Philippines’ gross domestic product (GDP) will grow 6.5 percent in 2022, the same as forecast in July but up from the bank’s April forecast of 6 percent, according to Asian Development Outlook (ADO) 2022 Update.

The growth projection for 2023 is kept at 6.3 percent as monetary policy tightening and accelerating inflation both crimp domestic demand.

Inflation is now expected to quicken to 5.3 percent in 2022, up from the July forecast of 4.9 percent and 4.2 percent in the April ADO 2022 report,

underpinned by sharp upward shocks to global energy and commodity prices.

The negative impact of natural disasters on domestic agricultural supply will likely lead to higher food prices until the end of the year.

The inflation forecast for 2023 is kept at 4.3 percent since the return to steady economic growth will keep inflation relatively stable, and with energy prices likely to decelerate.

“The normalization of socioeconomic activity will usher the Philippine economy to a steady, pre-pandemic pace of expansion,” ADB Philippines Country Director Kelly Bird said. “The recovery in tourism and private investments, coupled with sustained public spending on large infrastructure projects and remittances from overseas Filipinos, will bolster the country’s economic recovery this year.”

However, according to the report, downside risks to the

growth outlook could come from a sharper slowdown in major advanced economies, heightened geopolitical tensions, and a possible sustained elevated global commodity prices due to the Russian invasion of Ukraine.

Spending on recreation, travel, and restaurants bounced back in the first half of 2022, with household consumption rising 9.3 percent from 0.9 percent in the first semester of 2021. It was the most significant contributor to GDP growth in the period.

Services output grew 8.7 percent in the first half, with a broadbased expansion noted across the sector.

This contributed to a steady increase in overall employment, with an additional 5.7 million jobs generated from July 2021 to July 2022, two-thirds of which were in services, mainly in wholesale and retail trade.

Inflation hits biz, consumer confidence in Q3

THE faster pace of increase in prices of goods and services has been the major reason for the decline in confidence among businesses and consumers in the third quarter of the year.

The Bangko Sentral ng Pilipinas (BSP) reported Friday that overall confidence index (CI) among businesses in third quarter of 2022 declined to 26.1 percent from 35.3 percent in the second quarter.

"The respondents’ less optimistic sentiment in Q3 (third quarter) 2022 was attributed to: (a) higher inflation (i.e., faster rise in

prices of consumer goods, services, raw materials and production costs), (b) rising fuel prices, (c) decline in sales and demand, (d) peso depreciation and (e) the continuing public health threat of Covid-19," the central bank said.

Business sentiment is also less optimistic for the next quarter as confidence level went down to 43.9 percent from 46.4 percent, while overall CI for the next 12 months also slowed down to 57.7 percent from 59.9 percent.

Other reasons of consumers for their weaker confidence also include low income and fewer available jobs and working family members.

But consumers are more optimistic for the fourth quarter and the next 12 months.

Overall CI improved to 13.4 percent from 11.2 percent for the next quarter and to 33.4 percent from 32.4 percent for the next 12 months. (PNA)

Public spending on infrastructure this year and next is planned at up to 6 percent of GDP to help improve the country’s business environment and competitiveness.

Among the government’s flagship projects supported by ADB are the Malolos Clark Railway Project and South Commuter Railway Project, both part of the North–South Commuter Railway System, which will provide safe, fast, and efficient transportation to link Metro Manila to northern and southern Luzon provinces.

Construction of the Malolos Clark project started during the pandemic, while civil works contracts for the South Commuter project are expected to be awarded soon.

ADB is also financing the EDSA Greenways Project, which aims to improve the pedestrian experience along the main EDSA thoroughfare in the capital and the Metro Manila Bridges Project, which seeks to help solve traffic congestion in the metropolis. (PR)

Discipline Dominates

Think a minute… During a football game of Augsburg University in the U.S., Augsburg was losing. Then late in the game, defensive tackle David Stevens was put in to play and sparked a comeback in his Augsburg teammates. He made two important tackles and recovered a fumble to get the ball back for his team. The crowd cheered as he held the ball up high to inspire his team.

David Stevens was born to a woman who had taken an antinausea drug for pregnant women in the early 1960’s. Tragically the drug ended up causing terrible birth defects, so David was born with no legs. David’s mother consequently abandoned him, making his horrible young life seemingly hopeless! But then, David was adopted by Bill and Bee Stevens. David’s new father and mother loved him so much they never wanted to cripple their son’s confidence for success in life. They continually supported and encouraged David, as well as challenged him to reach his full potential in spite of having no legs. They wanted to teach him to do things for himself so they never put him in a wheelchair. Instead, when David was three-years-old they had prosthetic or artificial legs made for him.

In school David became a student leader, made good grades, and had many friends. In high school he not only played football, but also basketball, baseball,

It was 10 o’clock in the morning of December 12, 2020 while I was on my way to the office driv ing my car when my cell phone rang. It was an emergency call from Datu Winefredo Sumael and Datu Raffy Saway Alim calling from Don Carlos, Bukidnon and in desper ate tone, told me how their sugar cane that they plant ed in their farms within their ancestral domain were being harvested by a corporation with the support of armed men.

What causes loss of faith? Faith, like love, is an element that bonds together re lationships. And we lose faith like we lose love — for many rea sons. Loss comes from misunderstandings, personality conflicts, tragic circumstances, ill treatment and our own ignorance, to name a few.

In my sorties around the area days later, I got con fidential report that the killing was ordered by an influential powerful of ficcial who even paid one hundred thousand pesos to the killer. For what? For telling the truth?

Deepak Chopra, my favorite new age philoso pher said that life and death are not enemies but are entwined aspects of one’s life. Such was beautifully expressed by the great Bengali poet, Rabindranath Tagore when he wrote, “The night kissed the fading day with a whisper, “I am death, your mother, from me you will get new birth.”

Thus, as my tribute to the two killed chieftains, I composed a poem en titled, Veritas Liberabit Vos (the truth shall set us free). It goes something like this: “My name is Veritas, so simple is my language, mankind runs after me because I am a precious possession. But to the rule of the oppres sor, I am a threat, thus I have to be killed. But there will always be lovers who will search for me because they could not live without my presence. The killers do not know that in the silence of my grave, my noble cause is gaining strength. One day, I will burst out in the open to liberate the poor and the oppressed Indigenous Peoples.”

Faith is belief; be lieve in us, in our works, talents and our personalities. We should also believe in our parents - or much better, in our whole family including the black sheep, which can be found everywhere.

We should believe in our friends, even though it seems to become very difficult many times.

Please remember, my dear readers: without faith will we reach the rock bottom. Don't say, it's a likely story.

The German poet Johann Christoph Friedrich von Schiller (1759-1815) has men tioned in his drama "Maria Stuart": "Even the word might be dead, but faith keeps

it alive!" Chapter I of Second Thessalonians gives encouragement to all Christians, who were undergoing perse cution for or because of their faith. Yes, faith is really not everybody's thing, or "not everyone has faith".

Indeed, there is no greater grandeur sight in the world than these two datus and all the chieftains who have bravely fought to protect their rights, fired with a great purpose, dominated by one unwavering aim –to liberate the poor and oppressed IPs from so much poverty and op pression, even sacrificing their precious lives so that their tribes will live with dignity. To them, my firm salute and warm embrace. Until now, no killer has been arrested. We pray to MAGBABAYA that justice be done till heavens fall!

Last September 16, the local government inaugurated the Malagos Double A abattoir with cold storage and meat cutting facilities and the Halal Slaughterhouse. According to the City Information Office, the Department of Agriculture set aside P80 million for the completion of the nonhalal abattoir while the local government allotted P1 million for the Halal abattoir. In 2016, the City Council approved an ordinance requiring stores “selling raw fish, seafoods, meat, processed meat products to segregate halal food from non-halal/haram food items, from delivery to storage, display, weighing slicing, carrying through baskets/carts/trolleys, until its final packing in the payment counter.” Section 3 states that the law applies

to all grocery stores, meat shops, supermarkets and other establishments inside malls, marts, and centers and those outside malls whether registered or not. The ordinance was passed “to promote, protect and respect, the religious belief, customs and traditions of our Muslim community in Davao City in their sacred concept of halal and to ensure spiritual purity and cleanliness on their food.” Section 6 states: “Suppliers, owners of grocery stores or supermarkets through the managers, staff, and tenants shall provide separate storage, container, or freezer exclusively for halal food items and halalcertified meat products.”

It adds that they must put in place a structure and equipment, from storage, container or freezer, tools, and gears, to prevent mixture and ensure absolute separation of halal food items and halal-certified meat products from non-halal ones. “They shall also use separate equipment, tools, gears, and other apparatus which are exclusive for halal food items and halal-certified products only,” it says. Why is the Importance of Inclusive Education

There are many reasons why inclusive education is important. Firstly, it ensures that all students have an opportunity to learn and grow in a safe and supportive environment. Secondly, it prepares students for the real world by teaching them how to work with people of all abilities. Another policy that promotes inclusive education is the Alternative Learning System (ALS), which provides non-traditional learning opportunities for students who have dropped out of school or cannot attend regular classes due to health or other reasons. Globe logs record quarterly revenues at P40B driven by data services

Amid the challenging economic landscape, Globe has achieved a new record quarterly revenue of close to P40 billion, fueled by the solid contribution of data-related products and services across mobile and corporate data and supplemented by the performance of non-telco services.

The strong revenue performance went above the growth rates before the pandemic. It brought the year’s first-half consolidated service revenues to an alltime high of P78.9 billion, up 4% year on year. Total data revenues also rose to 81% of total service revenues from 79% last year.

As the new normal pushed more people to the digital world and accelerated digital adoption, mobile data revenues grew by 8% to reach P41.8 billion in the first half of the year from P38.6 billion in the same period of 2021.

“With digitalization, data use is growing rapidly and we already see it impacting our bottom line and shaping

the way we do business.

Data is bringing a lot of excitement within Globe. We will continue to improve our network and come up with new products and services to meet the changing needs of the market,” said Ernest Cu, Globe President and CEO.

Mobile data traffic jumped to 2,177 petabytes as of end-June, beating the 1,761 petabytes reported in a similar period last year. Mobile data now accounts for 77% of mobile revenues from 73% from the same time last year.

Globe's mobile data services allow subscribers to access the internet using various technologies. Customers can choose from

a variety of consumable and unlimited data plans or create their own promo. They can also enjoy a full range of downloadable content, participate in interactive TV, do video calls and chat, and play games, among others.

Its efforts to make data available to more people is part of its mission to support Filipinos’ digital enablement, in line with the United Nations Sustainable Development Goals, which highlights the roles of infrastructure and innovation as crucial drivers of economic growth and development.

Globe’s corporate data revenues, meanwhile, sustained double-digit growth of 21%, generating a historic high of P8.2 billion this period from P6.7 billion from the same time last year.
