THE National Economic Development Authority (NEDA) has urged the government to tap the full potentials of other regions, particularly in Mindanao, in a bid to sustain its strong economic performance and achieve inclusive growth.

EU solons to visit Mindanao, check on investment opportunities in PH MEMBERS of the European parliament are visiting the country this week to explore new European investment opportunities in the fast growing Philippine economy.

European parliamentarians led by Mr. Werner Langen, chairman of the Delegation of the European Parliament for Relations with the countries of Southeast Asia and ASEAN, will accompany his colleagues who head powerful economic committees to look into business and investment opportunities in the Philippines.

The visiting Members of the European Parliament (MEPs) will meet with Bangko Sentral ng Pilipinas Governor Amando Tetangco, Trade and Industry Secretary Gregory Domingo as well as chief executive officers and leaders of the European Chamber of Commerce and Industry.

Ambassador Guy Ledoux, head of the EU Delegation to the Philippines, said the visit “underscores EU support for President Aquino’s good governance and anti-corruption efforts that are making the country more attractive to European investment.”

“The Members of the European Parliament are in the Philippines also to lend their politica l support to the peace process in Mindanao,” Ledoux said in a statement.

THE city ordinance approved the supplemental budget for the productivity incentives of city officials and workers here, an official of the Department of Budget and Management (DBM) said.

DBM regiona l director Annabelle M. Atillo informed the city’s committee on finance that the appropriation contained in

Ordinance No. 12489-2012 complied with the provisions of the Local Government Code of 1991’s audit implementing rules.

The approved city ordinance allocated supplemental budget no. 2 of the general fund in the amount of P7,191,000 and special account under economic enterprise in the amount of P

1,428,000 on Dec. 18, 2012 for payment of the productivity incentive bonus of the city government workers.

According to the DBM, the appropriation for Productivity Enhancement Incentive to officials and Employees of the city is subject to the provision of executive order as implemented by Budget Circular (BC) No. 2012-3.

ZAMBOANGA City -- The Bangko Sentral ng Pilipinas (BSP) is calling on the public to exchange their old, torn or overused peso bills for new ones as part of the bank’s “Clean Note Policy” this year.

BSP Regional Manager Melodino Patinio said the public can exchange their old notes in any of the 57

banks in the city or at their regional office at Pettit Barracks near Fort Pilar and Paseo del Mar. The Clean Note Policy aims to remove old notes from circulation.

He said the BSP is collecting all these old notes from the local banks, exchanging them for new and crisp ones for public use.

Old and torn peso notes will not leave a “good impression” on tourists visiting the city, he added.

He said the public should not wait for establishments to refuse torn, old, and disfigured notes but should exchange these for new notes.

“Besides, the replacement of these old notes is free of charge,” the bank official said.

DAVAO City -- The Japan International Cooperation Agency (JICA) has found out tuna seems to be more abundant these days in the southernmost city of General Santos in southern Mindanao.

Basic Energy in joint venture with Malaysian firm for oil exploration BASIC Energy Corp. has partnered with a Malaysian-based oil firm to identify and explore oil wells.

In a disclosure to Philippine Stock Exchange, Basic Energy said it formed a joint venture with Petrosolve Sdn BHd for the identification, exploration, development, management and operation of oil wells.

The joint venture will allow both parties to contribute their respective network, expertise and experience in the field of oil and gas exploration, development and production.

Basic Energy and Petrosolve will form a joint venture company which will operate as the corporate vehicle for both firms to enter into business relationships and transactions with respect to the management and opera-

tion of oil wells.

However, Basic Energy did not specify the location of oil wells targeted for exploration and development.

Petrosolve is engaged in the business of oil field services including application of chemicals for increased oil production and the development of oil and gas fields and wells. It also holds the patent rights to a recent technology for enhanced oil recovery.

Basic Energy is a holding company with equity investments in an investment holding company, a real estate and information technology company, an oil exploration and investment holding company, a biofuels developer, an agricultural company, and an exploration and development company of geothermal energy resources.

Coal Asia moves Davao site production to earlier date COAL Asia Holdings Inc., which claims to hold the license to mine the country’s second-largest coal reserves, announced that the company is accelerating commercial production in its Davao Oriental mine site to October this year to fully utilize the proceeds from its previous capital buildup exercise.

The company earlier said its subsidiary Titan Mining and Energy Corp. (TMEC), will start commercial production in its Davao Oriental facility by 2014 and in the Zamboanga Sibugay mine by 2015.

Company chairman Harald Tomintz said the acceleration of production is due to the early completion of drilling and exploration activities in Davao Oriental, as well as the favorable exploration results.

“A re-evaluation of Coal Asia’s reserves and resources is underway, and a better and improved reserve figure can be expected once the report is finalized before the end of the first quarter,” Tomintz

said in a statement.

The official is referring to the company’s evaluation and testing in two new large coal-deposit areas within its operating contract area in Davao Oriental, which was

The target start for commercial production was hastened after Coal Asia raised some P800 million in its initial public offering in October last year.

“The developments in both exploration and production have only skimmed the surface of Coal Asia’s true value, which is why the majority shareholders have agreed to a longer lock-up period,” Tomintz said.

The majority shareholders have also agreed to a one year lock-up instead of the PSEmandated six-month period, the company said.

PNB, Allied Bank finally merge AFTER years of talks and several regulatory hurdles, the Philippine National Bank (PNB) and Allied Banking Corp finally merged on Monday.

In a disclosure to the Philippine Stock Exchange, PNB, the surviving entity in the merger, said an interim set of officers and board of directors was installed to serve until successors would be elected and qualified. BPI likely to expand e-bank transactions as gadget use grows AYALA-led Bank of the Philippine Islands expects to expand its electronic bank transactions by 25 percent this year amid the growing use of electronic gadgets in the country.

“Electronic banking has lesser cost because there is more operational efficiency as costumers can do it anytime and anywhere and any device that they have,” Manuel Tagaza, BPI senior vice president and chief of Electronic Channels Group, told reporters at the sidelines of an event in Makati.

“Whether they choose to bank via online, mobile or phone channel, they can do their transactions with ease,” he added.

Of its 5.5 million clients, BPI currently has one million customers who conduct their transactions online.

Carlo Gatuslao, BPI assistant vice president for Channels Marketing and Sales Division, said e-channel transactions last year surpassed the bank’s target of 25 percent.

“We were able to hit more than 25 percent. I think we closed the year around 30 percent,” Gatuslao said.

“The market is very ripe for online acceptability and the devices are a lot more like the tablets and we are very excited,” he added.

Gatuslao said the BPI wants to have majority of its 5.5 million clients doing online transactions.

“We will improve the services and facilities that we have to have more clients from over the counter and bank transactions through the channels,” he noted.

Gatuslao said BPI is planning more promos to encourage clients to go into more banking transactions.

“It [promos] helped us grow and the nice thing is those not previously transacting with BPI have started transacting with us,” he said, referring to the bank’s previous promos.

Last year, BPI launched its “GetOutMore” promo in partnership with ZestAir and Department of Tourism helped a lot to attract more clients to do more online banking transactions.

On Wednesday, BPI awarded seven raff le draw winners who joined the promo with an all-expense paid trip and P24,700 pocket money to seven tourist spots in the country.

Lucio Tan holding firm buys stake in PNB THE holding firm of Lucio Tan announced on Tuesday that it will acquire the minority shareholders of Philippine National Bank (PNB), which he also controls.

In a disclosure to the Philippine Stock Exchange, LT Group Inc (LTG) said it will buy 7.77 percent of PNB, which yesterday merged with Allied Banking Corp, which Tan likewise owns. The minority stake is held by Merit Holdings & Equities Corp, Ivory Holdings Corp, Leadway Holdings Corp and Dunmore Development Corp.

To accommodate this purchase, these companies filed before the Securities and Exchange Commission (SEC) an application to

increase their capital.

In addition to the aforementioned stake, LTG also bought another 22.72 percent stake held by the following companies: - Donfar Management Ltd - Fast Return Enterprises Ltd - Fragile Touch Investments Ltd - Mavelstone International Ltd - Uttermost Success Profits Ltd - True Success Profits Ltd, and - Key Landmark Investments Ltd LTG said the series of acquisitions “effectively set in motion the consolidation of the banks” under the holding company.

Lent is coming F E BRUA RY 13 i s A s h Wednesday for this year, and with it we start another liturgical season of Lent. It’s good that we once again relish the true essence and purpose of the period. We actually need to do this in any part of the year to capture the spiritual and supernatural dimensions of our life that we often take for granted.

Pope Benedict XVI has already given out his Lenten message for this year that zeroes in on the indissoluble relation between faith and charity. It’s a wonderful message, so characteristic of his very theological mind, which should not be confined only to intellectuals and considered in strictly intellectual circuits.

It should be spread far and wide, and be made to penetrate deep and lasting in the minds and hearts of believers. That’s why we need to learn how to reflect and meditate, then assimilate what is seen and understood into attitudes, deeds, skills and virtues, and then learn how to transmit the things imbibed to others.

In his message, the Pope precisely talks about evangelization as the greatest work of charity toward others.

“There is no action more beneficial – and therefore more charitable – towards one’s neighbor than to break the bread of the word of God, to share with him the Good News of the Gospel, to introduce him to a relationship with God: evangelization is the highest and the most

integral promotion of the human person.”

There’s a crying need for us to sit down and ref lect on these words. Let’s hope that we can give time to this concern and exert the appropriate effort to translate these words into life, both personal and social.

At this time, we cannot afford to be casual and cavalier in this duty. The world is getting increasingly secularized and paganized, with God relegated into the sidelines, if not totally banished.

If not that, then God is not considered anymore as the transcendent God, the Supreme Being who revealed and continues to reveal himself to us. He is just a human invention. God has become a formalism, a detail of political correctness.

We are seeing this disturbing phenomenon taking place not only in individuals but also in institutions and societies, and even governments, with powerful resources to promote their own idea of cimagala/PAGE 10

Bram Stoker was a successful theatre manager in England during Queen Victoria’s time. Everybody who knew him said he was the most easy-going, kindest man they knew.

Bram’s wife, Florence, was a beautiful woman who had been courted by wealthy men of high social status, including the famous Oscar Wilde.

But she chose to marry this exceptionally kind gentleman, Bram Stoker.

The Stokers were seen at all the high-society parties and important events. Later, when their child was born people said their marriage and family was perfect.

Bram Stoker continued to be known as Mr. Nice Guy. He often gave money to his friends without even asking

for anything in return.

Bram and his wife had many famous friends like Mark Twain, Walt Whitman, and the President of the United States, Teddy Roosevelt.

No one ever suspected that this nice, kind man actually lived a double life.

They didn’t know that at night after work and all his proper, social appearances, Bram Stoker became someone else. In fact, he was also a writer.

You see, he wrote the famous story, Dracula, based on his own real life at night, and all the evil things he did with prostitutes. Bram Stoker, this nice man by day and immoral monster by night, eventually died from the sexually transmitted disease of syphilis.

You know, Jesus Christ said that there are many nice, religious people who live double lives. They do all the good, right things on the outside for people to see, but inside they’re proud and live their own way for their own immoral pleasures.

But even if we fool people, we can never fool God. Jesus said every human being needs His gift of forgiveness, because we’ve all done many things wrong. Jesus also said that we all, including nice, religious people, need His power to change our proud, wrong hearts and character.

That’s why God the Son had to become a human being: being: to die and pay the penalty for all our wrongs. It was the only way we could be forgiven by our perfect Maker and start a new

A report by Dr. Alexander Collantes, animal doctor of Davao Crocodile Park, showed the small pieces of Nylon fishing line were found with the abnormal color of Lolong feces during his waste discharges since December last year which could have disturbed the normal flow of his digestive system.

Collantes however explained these were just his initial findings and further examination will be conducted by experts from Protected Areas Wildlife Bureau (PAWB) in Palawan to determine through necropsy the real cause of his sudden death.

Mayor Edwin Elorde of Bunawan, Agusan del Sur said Lolong’s death caught them with a big surprise since PAWB veterinarians regularly visiting Lolong’s artificial habitat at the eco-park in Consuelo village found there was no irregularity of his health and physical appearance except from the change in the color of feces.

Teary-eyed in his opening press statement before journalists yesterday at the media briefing, Elorde said they have done everything to save Lolong yet they could not blame anybody for his untimely death.

Expert studies showed that Lolong is already about 60-year-old and could live 20 more years longer based on a regular lifespan of such

Collantes however admitted that when Lolong’s right belly started to bulge late last month could be the start of his abnormal condition on his digestive system and vital signs were observed to have deteriorated a few days before his death.

Elorde said local officials have agreed to continue Lolong’s legacy that made their town a popular global tourist destination by preserving his remains in a museum for other enthusiasts and researchers still witness the magnificent size of the reptile, measured at 20.4-foot (6.12 meter), already declared as the largest in Guinness book of world records.

The local government has earmarked funds to develop the eco-tourism park in the upland village of Consuelo into replica of mini-Agusan Marshland especially that the Department of Tourism has already released P46 million concreting of the two-kilometer road from the national highway.

Dwarf mango trees now bearing better fruits in Davao Sur

Hybrid-rice variety developed in PHL, popular in Bangladesh SL-8H, a hybrid-rice variety developed in the Philippines, is gaining popularity in Bangladesh, capturing an estimated 20 percent of the South Asian nation’s hybridrice market.

In a statement, SL Agritech Corp. (SLAC), the producer of SL-8H, said that since starting production in 2006, its hybrid-rice variety now occupies a significant share in Bangladesh’s hybridrice seed supply.

The country uses 60 varieties: 50 from China; three from India; four from the Bangladesh Rice Research Institute; and three from the private sector, with SL-8H being one of them.

The planting of hybridrice seeds in Bangladesh is expected to stop its im-

portation of rice this year, according to Anwar Faruque of the Bangladeshi Ministry of Agriculture, who recently visited the International Rice Research Institute in Los Baños town, Laguna province, with a team of Bangladeshi seed experts.

He said Bangladesh used to import half-a-million tons of rice annually.

As of 2012, the hybrid-rice area of Bangladesh is only about 600,000 hectares; the country has nearly 10 million hectares of rice lands.

With each hectare yielding an estimated 10 metric tons (MT) of rice, hybrid-rice production was estimated to have reached 600 million MT—more than enough for Dhaka to suspend importing the crop this year.

Bangladesh ’s imports of SL-8H have benefited an estimated 300,000 farmers after the Dhaka-owned Bangladesh Agricultural Development Corp. and SLAC signed a seed-production deal.

“This [SL-8H] is the only hybrid-rice seed produced 100 percent in Bangladesh.

Other companies import their seeds. We have a very good agreement with SLAC. They provide all the technical support through Dr. [Weijun] Xu and Philippine scientists,” Faruque said.

“The Philippines allowed us to grow the seed in Bangladesh under SL Agritech’s technical assistance. That is a mode suitable for the local growth of our hybrid rice,” he added.

DIGOS CITY, Davao del Sur -- Dwarf mango trees are now bearing bigger and better quality fruits in this province in southern Mindanao, it was revealed by the mango industry cluster team in a recent report to consultants of Japan International Cooperation Agency (JICA).

Department of Trade and Industry (DTI) Regional Director Marizon Loreto expressed elation about this “positive results” of the earlier dwarfing experiments made by the mango cluster on selected pilot farm sites in Davao del Sur under the Davao Industry Cluster Capacity Enhancement Project (DICCEP).

“We always wanted to see the outcome of your mango cluster projects. Every time you propose a project, we always ask ourselves, will this activity boost productivity and improve the quality of mango?” Loreto said.

Rodriguez said one of the requirements of MOA pertaining to ballots requires that it passes several tests such as the paper expansion test, the post-qualification tests and the test on actual printing and UV/PCOS mass testing.

“The NPO then issued an invitation to bid and its checklist for eligibility, but one of the requirements which states that the bidder must have been in existence since 2006 or earlier is allegedly an additional requirement of the NPO and is allegedly not in the MOA signed with the Comelec,” Rodriguez said.

He said of the prospective bidders—Advance Computer Forms, Inc. (Advance), Smartmatic-TIM Corporation (Smartmatic) and Holy Family-Canon (Holy Family) - that expressed interest, only Advance and Smartmatic were present during the PreBid Conference.

“After the submission of bids and during the opening of the bids, Holy Family was declared the winner despite its failure to meet some requirements for eligibility.

It failed to comply with the technical requirements and allegedly failed the testing of the NPO,” Rodriguez said.

“It was determined that Advance failed on two counts while Smartmatic failed on the ground that it had not been in existence since 2006,” Rodriguez added.

He said there are other alleged anomalies surrounding the bidding and these can only be threshed out by conducting a congressional probe.

We should see all this as part of the Good News God has given us. It should make us happy, and not too wary and afraid. We can consider it as some kind of sport and exercise that require some sacrifice but actually give us a lot more of benefits.

Truth is we need to learn the ways of spiritual combat, how to deal with our own weaknesses and do constant battle with the temptations around. We need to learn how to grow in the virtues, since we usually tend toward laziness, disorder, imprudence, vanity, pride, gluttony and lust.

Most of all, we need to learn how to know, love and serve God in a way that is directly felt and continuously done. All of this requires some kind of training, planning and a whole range of discipline. There are stages to go through, and so we need to articulate as clearly and as specifically the appropriate plans for each stage.

We obviously need to ask for grace always, since it is grace that should underlie all the efforts. Without it, we cannot go very far in our spiritual growth. And thus, aside from prayer, we need to avail of the sacraments, the usual channels for grace to come to us.

Let’s hope that this season of Lent will truly give a big boost in our spiritual life. If we try to be professional about it also, we should devise ways to see if indeed such growth has taken place at the end of Lent. *** Email: roycimagala@gmail. com

Foreign-funded risk reduction project extended to Comval, DavOr areas

PROJECT Climate Twin Phoenix (Enabling Regions 10 and 11 to Cope with Climate Change), now being implemented in Cagayan de Oro and neighboring Iligan City, is extended to include the Typhoon Pablo--devastated provinces of Davao Oriental and Compostela Valley.

The project, which is being implemented by the Climate Change Commission (CCC) of the Philippines in partnership with the United Nations Development Programme (UNDP) and Australian Agency for International Development (AusAID), will assist ComVal and DavOr in strengthening their capability in formulating their respective risk reduction and climate change adaptation plans.

Specifically, the project will extend technical assistance in enhancing the two provinces’ multi-hazard maps, in coordination with other agencies such as the Mines a nd Geosciences Bureau (MGB), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and Project NOAH (Nationwide Operational Assessment of Hazards), taking into consideration the climate change projections, said CCC Vice Chairman Mary Ann Lucille L. Sering.

“The enhanced multihazard maps will guide the local government units in identifying no build zones and build-up areas, updating of contingency plans, and instituting effective early warning systems and moving toward risk-based development and land use planning for the long-term,” Sering said.

The project also shows

the UNDP’s and AusAID’s commitment to assist the Philippines in mainstreaming DRR and CCA into the national and local planning and regulatory processes.

The Philippines ranks very high in various risk and vulnerability indices worldwide. The World Risk Index of the United Nations ranked the country 3rd, while Maplecroft’s Climate Change Vulnerability Index placed it at 6th place; the Global Climate Risk Index also ranked the Philippines at 4th, while the study Combined Vulnerability to Food Security Threats from Climate Change and Ocean Acidification Impacts on Seafood Availability ranked the country at 34th place in the combined ranking for vulnerability from climate change and ocean acidification.

These ranking only validate that the Philippines has a very high vulnerability overall ranking to climate change impacts and catastrophes such as cyclones, drought, f loods, extreme weather events, temperature rise, shifting rainfall patterns, and sea level rise, among others.

“We see the occurrence of extreme weather events in the future as a result of a rapidly changing climate.

A TOTAL of P18,523,000.00 seed capital from the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) has been released to 3,435 Pantawid Pamilyang Pilipino beneficiaries in Lanao del Norte province recently.

These beneficiaries come from 181 Self-Employment Assistance sa Kaunlaran Areas (SKAs) in the province organized by Project Development Officers of SLP, in coordination with Pantawid Pamilya field workers under the Convergence strategy of the three core social protection programs of the agency.

Under the SLP, beneficiaries are allowed to get a loan ranging from P5,000 to P10,00 for their livelihood projects, which they themselves choose, Atty. Araceli F. Solamillo, DSWD Field Office 10 Regional Director, said.

These loans, which are community-based that do not bear any interest and do not need any collateral are payable in one year so that others can also borrow under the same set of arrangements, Solamillo said.

In Kapatagan town, the 57 SKAs with 1,035 members received P5,772,000.00 while the 41 SKAs with 865 members in Lala has granted P4,442,000.00.

The Pantawid Pamilya beneficiaries of the interior municipalities Nunungan, Salvador and Sapad received P400,000.00; P1,330,000.00, and P875,000.00 respectively.

Capacity-Building, including a Business Development Service and three-five (3 to 5) day trainings for the beneficiaries follow, after which the funding for the Micro Finance Institutions (MFI) comes about.

For sustainability of the program, DSWD-10 extends technical assistance and equips the beneficiaries with a management tool which the beneficiaries themselves implement.

Petitioner, who is of legal age, Filipino, single and resident of San Roque, Mahinog, Camiguin, thru counsel, states that her sister Juliet Alexandra Alcantar Bequilla owns a parcel of land at Langcangan, Poblacion, Mahinog, Camiguin, identified as Lot No. 233, covered by Original Certificate of Title No. P-13154, in her name, duly registered in the Office of the Register of Deeds of Camiguin.

That the owner’s duplicate copy of the OCT of the aforesaid parcel of land was lost and despite earnest effort to locate it, the same prove futile. The fact of such loss was duly registered in the Office of the Registry of Deeds of Camiguin.

That the subject Original Certificate of Title has not been mortgaged, encumbered or sold to any individual or entity nor has been attached or otherwise confiscated by any lawful authority.

It is the main thrust of the petition that after hearing the Owner’s Duplicate copy of the Original Certificate of Title which was lost be declared null and void and a new Owner’s Duplicate copy of the Original Certificate of Title No. P-13154 over Lot 233 be issued in lieu thereof under the same terms and conditions as contained in the original on file.

The petition being sufficient in form and substance is hereby set for hearing in June 26, 2013 in this Court’s Session Hall, to start at 8:30 o’clock in the morning.

Let copy of the petition together with all its annexes and of this Order be furnished The Register of Deeds at Mambajao, Camiguin; The Administrator, Land Registration Authority at Quezon City; and Provincial Prosecutor of Camiguin.

The Process Server of this Court is directed to post copies of this Order in the 1.)

Bulletin Board – Public Market, Mahinog, Camiguin; 2.) Bulletin Board – Municipal Hall, Mahinog Camiguin; 3.) Bulletin Board – Provincial Capitol, Mambajao, Camiguin; and 4.)

Bulletin Board – this Court.

Let copy of this Order be published at petitioners’ expense once a week for three consecutive weeks prior to the date of hearing in any newspaper of general circulation in the Province of Camiguin.

Any person or entity whose interests might be adversely affected by this proceeding may file written opposition within a reasonable time prior to the date of hearing and appear personally during the hearing to substantiate the same.
