UTUAN CITY --The National Statistics Office-Caraga (NSO-13) will conduct the July 2013 Labor Force Survey (LFS) and the 2013 Annual Poverty Indicators Survey from July 9 to July 31.

LFS is a nationwide quarterly survey of households to gather data on the demographic and socio-economic characteristics of the population aimed to provide a quantitative framework for the preparations of plans and formulation of policies affecting the labor market.

Specifically, the LFS is designed to collect information on the distribution of household population 15 years old and over, by employment status, by sex, and age group; Distribution of employed persons by major occupation group, major industry group, class of worker, number of hours worked,

highest grade completed, nature of employment, and by sex; Distribution of underemployed persons by total hours worked, major occupation group, class of worker, and by sex; and distribution of unemployed persons by age group, highest grade completed, by number of weeks looking for work, job search method, and by sex.

The 2013 Annual Poverty Indicators Survey (APIS) will also be undertaken as a rider to the LFS. APIS is also a nationwide sample survey designed to provide access and impact indicators LABOR | page 11

CAMP RODRIGUEZ, Butuan City - Two persons were seriously injured in a collision between motorcycle and a pick-up vehicle in the evening of July 09 on Victoria Bridge, P- Mangga, Barangay Victoria, Tago, Surigao del Sur. Police investigators said the accident happened when the pick-up vehicle occupied the left side of the road due to the DPWH barricade, hitting the motorcycle from the opposite direction.

As a result, the motorcycle driver and his backrider were thrown out causing them physical injuries.

The y were t hen brought to the Adela Serra Ty Memorial Medical Center for medical treatment.

The backrider, Diana Salamo, was later referred to Butuan City Hospital for further medical treatment.

Agusan del Sur major peace and order issues identified

GUSAN DEL SUR – Local government officials have identified four issues that should be addressed to promote peace and order in the province.

These issues are insurgency, criminality and illegal drugs, land related conflicts and indigenous peoples, and environmental conflicts.

Earlier, a Provincial

Situational Analysis and Organizational Assessment (PSAOA) of Agusan del Sur identified ten identified major conflicts/ issues.

These were validated in a workshop attended by members of the Provincial Peace and Order Council, the Department of the Interior and Local Government from the provincial and regional offices and the Conflict Sensitive Resources and Asset Management (COSERAM).

Related issues mentioned were , unjust share from mining companies, conflict of interest, lack of coordination and harmonization of NGAs in implementing the land laws, adoption of Kyoto protocol by the Philippine Government, identification of mining and non-mining areas.

DSWD invites students to logo-making contest BUTUAN CITY -- Students are in for a challenge as the Department of Social Welfare and Development (DSWD) invites the academe in a logo-making contest for its new program, the National CommunityDriven Development Program (NCDDP).

The contest that started on July 12 will run until July 26, this year, and is open to students of colleges

and universities all over the country.

DSWD Caraga Director Minda B. Brigoli said that the logo should reflect the essence of NCDDP and should have the name of the program in the design.

It should also be designed to match the image of DSWD. The logo can be designed in the medium of choice of the contestant but the final copy has to be submitted in

digital format. Each contestant can submit a maximum of three designs.

The winning design will be used as the official logo of the national program and the winning designer will receive P10,000 prize.

The NCDDP is the scale-up of the operations of the community-driven development approach used and proven effective by the Kapit-Bisig Laban sa Kahi-

rapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

CDD empowers ordinary citizens to actively and directly participate in local governance by identifying their own community needs, planning, implementing, and monitoring projects to address local poverty issues collectively.

Rescued sailfin lizard turned over to DENR

CAGAYAN DE ORO CITY - A tired-looking Philippine sailfin lizard is now recuperating at the rescue center of the Department of Environment and Natural Resources in Region 10 after a concerned citizen brought it to a local television station.

Fiji calls for urgent intl action on climate change

UVA––Fijian Prime Minister Voreqe Bainimarama Wednesday called for urgent international action to address climate change, saying global warming was having a “dire effect” on Pacific nations through rising sea levels and extreme weather events.

While opening a meeting of pacific island developing states in the Fijian resort town of Nadi, Bainimarama said the Pacific nations expected the industrialized world to finally face up to its responsibilities.

“Let me say this to the big polluters -- the big carbon emitters: Whatever the science of climate change, it is you who must respond to global warming, which threatens the very existence of some of our small island developing states,” he said. “You need -- for our sakes -- to set targets to curb your carbon emissions. Because the majority scientific opinion has it that you are causing global warming.”

Bainimarama said it is unacceptable that the industrialized nations were still unwilling to set binding targets on their emissions of carbon dioxide, which most climate scientists are blaming for rising temperatures.

“It is not good enough to say ‘it is all too hard’ to put the protection of your own carbon-emitting industries first. Democracy comes from the Greek “demos”, which means “the people”, and “kratein”, which means “to rule”.

Democracy is a government’s form for the people and by the will of people’s majority based on conception of the equality of man. That’s how I learned it in school. Sounds terrible dry... .

Now, let’s ask ourselves: Is the Philippines a democratic country?

The international surroundings also have to be amicable, peaceable, compatible and beneficial.

Foreign spheres of (bad?) influence and intervention are mostly not useful and advisable. They become a

democratic development hindrance.

After World War II, the former Soviet Union’s influence blocked democracies in countries such as Czechoslovakia, Hungary, and Poland or even the former German Eastern part, the so-called “German DEMOCRATIC Republic”. Most people would say yes, they probably can.

But would you really do it? “Yes I might, but...” And the buts and all self-limiting notions start kicking in.

When you start going our of your comfort zone, you start treading unfamiliar territory and the butterflies in your stomach do start flying high.

“Yes I would struggle

to become financially free, because I want to live life with the power to make my own choices.

Yes, I would because...”

And the more reasons you can provide after the “because” part, the more you will be compelled to do what needs to be done.

The more reasons you have in life for doing what you have to, the more courage you can muster and the more motivated you will be in pursuing them to completion.

Go for a quest and find the biggest reasons for your success. Find enough reasons to be financially free!

Then let your financial freedom fuel your dreams of living life to the fullest.

HIV/AIDS: Some footnotes

THE human immunodeficiency virus (HIV), the virus that causes acquired immune deficiency syndrome (AIDS), is one illness that has a greater impact in terms of healthcare and economics, than the other sexually transmitted infections. This being a chronic illness, the patient may live for a long time , and more importantly, he/she can infect another person in more ways than the usual.

The disease itself may not kill the affected person, but, the complications that can arise from the immune deficiency can make life not so good for them.

The virus belongs to the retrovirus family and it kills the cells responsible for defending one’s body

Which in turn makes the person more susceptible to certain opportunistic infections. In developing countries like the Philippines, TB, being endemic, is the most common to affect Filipinos with HIV/ AIDS, and is also the most

common leading cause of death. What makes it worse is the fact that the TB in these cases are Multi-Drug Resistant, making treatment more difficult. Patients with HIV/AIDS are also prone to developing certain types of Cancer. I have seen one case during my Residency Training wherein the patient came in for skin lesions. It is quite notable that these patients during interview and history tak-

ing, tend not to divulge information related to their sexual behaviour. It was only upon doing the tissue biopsy that we were able to diagnose Kaposi’s sarcoma, which is a type of cancer involving the walls of the blood vessels. Another malignancy seen among HIV/AIDS patients is Lymphoma, which is actually a Big C involving the white blood cells of the patient.

Patients with HIV/AIDS may not manifest anything and, this asymptomatic phase may even last up to 10 years! But, the virus still continues to multiply, infect and kill cells of the immune system and can infect others. For those that are symptomatic, the signs See footnotes, page 7

AGAYA N de Oro City––With the coming National Corn Quality Awards competition, the Department of Agriculture in Region 10 (DA-10) invited the regional winners to a Scrapbook Preparation Workshop, on Monday, July 8 at the DA-10 Compound.

The activity primarily intended to coach the regional winners in the preparation of their documentary requirements (scrapbook) as entailed to qualif y as official contenders for the

above said awards.

With assistance from the Agricultural Training Inst it ute (ATI) a nd t he Regional Agriculture and Fisheries Information Division (RAFID), the regional winners were briefed on how to competitively package their scrapbook that will capture and hold the contest evaluators’ interest in their claim as outstanding local government unit provinces, cities/municipalities, provincial and municipal corn coordinators and agricultural extension workers,

who are actively involved in the implementation of the Program.

Among the topics discussed include the elements of visual design; guidelines in using colors, borders, and spaces; tips on using words, illustrations or graphics, among others.

The farm equipment which includes one unit of combine harvester, six units of shallow tube well, seven

units of power tiller, 12 units of rice cutter and one unit of drilling rig is expected to benefit local farmers in the province.

Making those affected with the illness live as near normal lives, with quality living, and making them responsible citizens, by ensuring that the virus is not shared to another individual is one huge leap towards containment of the disease.

Power body proposes uprating of Agus plant

According to National Power Corp (Napocor) Mindanao, the proposed uprating of Agus 6 Unit 4 is expected to improve the plant’s generating capacity by 15 megawatts, from its available capacity of 35 to 50 megawatts. The uprating

project is estimated to cost P495 million.

The Agus 6 Units 1 and 2 uprating project seeks to extend the generating plant’s economic life for a not her 3 0 ye a r s a nd increase its output from 50 megawatts to 69 megawatts.

The project will take 30 months and is expected to be completed by 2016.

“Among the measures being pushed under MPMC, enhancing the dependable capacity of Agus 6 provides the most viable option for opt i m i z i ng M i nd a nao g e n e r a t i o n’s h y d r o capacities,” Antonino said.

“We were upset with the failure of the contractor to honor the committee invitation,” Abaday said.

The LFS covers about 50,000 sample households nationwide. This sample size will allow the generation of reliable estimates of indicators of employment and some other important indicators from LFS for each region. APIS will include about 13,000 sample housing unit.

In Caraga, the statistical researcher or interviewer will visit 1,715 LFS households and 582 LFS/APIS sample households.

The sample is deemed sufficient to provide reliable estimates of non-income indicators for each region, with the first semester of 2013 as the reference period.

NSO field staff and selected trained statistical researchers will do a comprehensive door-to-door interview to the sample households during enumeration period.

For several months, the Butuan City Water District has been working on a scheme that protects the Taguibo watershed, but short of getting the full commitment of the indigenous people on environmental protection.

The IRR also respect the rights over ancestral domain of the IPs in the area as enshrined in the IPRA of 1997 or RA 8371.

“The IRR strongly support the protection of the rights of the IPs to their ancestral domain to ensure their economic, social and cultural well-being and recognition of customary laws governing property rights in determining the ownership and extent of ancestral domain,” Tamayo said.

The IRR likewise emphasize that a consultation must be made with the Taguibo Watershed Management Council of any lease granted to any juridical person by the Indigenous Tribal Council over any part of their ancestral domain.

The IRR, however, deny the grant of such lease in areas considered as Strict Protection Zone except to juridical and natural persons engaging in reforestation projects and other activities on the protection and conservation of the watershed areas.

Tennis star Sharapova splits from coach MOSCOW – Russian tennis star Maria Sharapova said Friday she has parted ways with her coach, seen by many as the architect of her resurgence in recent years.

Thomas Hogstedt joined Sharapova’s staff in 2010 with the Russian ranked 18th following surgery, and became her head coach a year later. Since then, she has won last year’s French Open and reached two more Grand Slam finals, as well as an Olympic final.

“After almost three years of working together, Thomas Hogstedt and I decided to part ways,” Sharapova said

on her website.

“Due to personal issues, he was not able to travel in the near future and we both agreed it was the right time to move our separate ways. I am very thankful for all his work, and wish him much success in the future.”

Sharapova will announce Hogstedt’s replacement “in a few days” she said, adding she was “very excited.”

‘Hapsay’ fun run kicks off August 2013 festivities

THE Kagayhaan Canine Club and Circle Productions Inc., sets the first ever Mayor Oca Moreno Fun Run to kick-off the August festivities.

T he f u n r u n , apt ly dubbed as “Dagan sa Kahapsay Kagay-an,” is all set for August 4, at the Kiosko Kagawasan, Divisoria, this city.

The 1st Mayor Oca Moreno Fun Run is initiated by the officers and members of the Kagayhaan Canine Club (KCC) in their desire to help the new city administration’s thrust for change.

Edgardo Palad, president of KCC, said that in one of their meetings, they asked themselves the question: “What can we do to help Mayor Oca Moreno and the new city administration bring about the much needed, desired, long-overdue and prayed for ‘kahapsay’ to our beloved city?” This question springs out the answer that led them into action.

Hence, the conceptualization of the “Dagan sa Ka-

hapsay Kagay-an” fun run.

KCC Project Chairman Kenneth Tan said the club’s mission as a group of doglovers is to promote the proper care and well-being of canine friends.

Furthermore, proceeds will be used for “the establishment and maintenance of the city’s dog pound service and canine vaccination,” said Tan. Tan disclosed that the original plan was a fun run together with their pet dogs, but after a series of consultations, Circle Productions ruled out the possibility as this may agitate dogs during the actual run and might cause trouble and discourage other runners.

Tan also said that if time and weather would permit, a short ceremonial walk or run within the Divisoria area before the actual run will be done.

City Veterinarian Dr. Perla D. Asis said that the state and condition of the city dog pound ser vice is currently at its worst, even as she said that there

is actually no physical dog pound. “In the past two years, there was no operation in impounding of stray dogs,” Dr. Asis further said.

Dr. Asis has welcomed the initiative of the Kagayhaan Canine Club with this fun run to raise awareness

in animal rights, protection, and well-being of dogs.

Dr. Asis also said that they welcome all types of dogs, not only purebreds in their office and that owners should not hesitate to bring their dogs for check-ups or vaccinations, or call them

for any inquiries.

Circle Productions, Inc. President Jeffrey Ang introduced the race categories run in a press conference last July 8, at the Agua Seafood Restaurant, Limketkai Center.

are 10k, 5k, and 3k runs with gun starts at 5:30am, 5:45am, and 6:00am, respectively.

Circle Pro duc tions, Inc. race director Francis Velasquez said the Start and Finish lines will be at the Kiosko Kagawasan, Divisoria, this city.

The 10k category will have its turning point at the Bulua Junction Road while the 5k will have its point near Pan de Pugon, Kauswagan Highway. The 3k category will have its turning point in the middle of the Maharlika (Marcos) Bridge.

Ang said the registration fees are as follows: PHP 500 for the 10k, PHP 400 for the 5k and PHP 300 for the 3k runs – all inclusive of race bibs and t-shirts.
