DOST-Caraga now accepts scholarship applications

URIGAO CITY – The City Health Office (CHO) is aiming at minimizing, if not totally eliminating the schistosomiasis in three barangays where the disease is prevalent.

Jessica I. Nepumoceno, communicable disease cluster coordinator at the CHO told MindaNews that to start the campaign, stool examinations will be conducted next month in said areas.

Based on baseline study and stool examination results in past years, some residents of Barangays Luna, Capalayan and Nabago turned out positive of the parasitic disease.

Last year, 25 of 125

persons found positive of schistosomiasis in Barangay Luna were given free medication.

Four persons out of 147 persons in Barangay Capalayan were also given free medications, Nepumoceno said.

The figure for Nabago was not available, as of press time.

DOH-Caraga up for ISO certification BUTUAN CITY -- The Department of Health – Center for Health Development (DOH-CHD) Caraga has adopted ISO 9001:2008, a model for setting up standards related to Quality Management Systems (QMS) to ensure stakeholder satisfaction.

Standardization, in compliance with international standards has become the goal of most government institutions, one them the DOH, which has been certified in 2012.

BUTUAN CITY - The Department of Science and Technology (DOSTCaraga) is now accepting applicants to the 2014 DOST-SEI (Science Education Institute) Undergraduate Scholarships.

The DOST undergraduate scholarship Program A, known as Republic Act 7687, is designed for poor but deserving students whose family’s combined gross annual income does not exceed P156,600.

Those who have higher family income can apply under Merit Scholarship.

The selection of DOST scholars is through a written examination which will be held on September 22, 2013 in the seven test centers in Caraga Region.

Updating of nat’l biodiversity strategy, action plan taken up in Baguio forum consolidated by the technical working group during the national consultation in Manila on November 20-21.

Before the NBSAP national consultation, the PAWB set similar interregional consultations in the other parts of the country such as Southern Luzon Consultation for Regions 4A,4B, 5 and NCR on July 24–26; Bohol in Visayas on August 21–23; Cagayan De Oro in Mindanao for Regions 9, 10 and ARMM on September 18-30; and

Davao City in Mindanao for Regions 11, 12 and CARAGA on October 23–25.

The NBSAP, which was formulated in 1997, is a refinement of the 1994 Philippine Strategy for Biodiversity Conservation.

NBSAP is one of the identified strategies to achieve the objective of the Philippine Development Plan of President Benigno Aquino III concerning environmental protection.

However, Protected Areas, Wildlife and Coastal

Zone Management Services Cordillera Regional Technical Director Reynald Yawan stressed that despite the NBSAP reaching “maturity”, the efforts and initiatives done for the biodiversity conservation were inadequate.

“This developed due to the problems on funds, the need for enabling policies, the lack of attention or priority, and lack of advocacy and awareness among the people,” Yawan noted.

LAOAG City--The launching of the series of consultations in line with the move to update the National Biodiversity Strategy and Action Plan (NBSAP) culminated at Hotel Supreme in Baguio City last Saturday.

Armida Andres, head of the planning division of the Protected Areas and Wildlife Bureau (PAWB) of the Department of Environment and Natural Resources (DENR), said stakeholders from North Luzon composed of Regions 1, 2, 3 and

Cordillera Administrative Region (CAR) participated in the seminar-workshop from June 27 to 29, 2013 to take part in the discussion of NBSAP. “After the series of interregional consultations for updating the NBSAP, we will make a comprehensive and participatory action plans to neutralize the identified drivers of the biodiversity loss in the country to further protect our biodiversity for the sake of our future generatons,” Andres explained.

“Our biodiversity, which is referred to as the range of organisms in our environment, has three levels such as the genetic, the species of all plants, fish and animals, and the ecosystems to include marine resources, inland resources and wetlands,” she added.

She disclosed that the NBSAP was formulated to primarily protect the country’s biodiversity.

She said that all inputs during the three–day NBSAP consultation will be

Such difficulty includes informal settlers’ resistance to being relocated from danger areas they are occupying at present, authorities noted.

Among the danger areas are banks of polluted waterways where water flow is constricted and water-carrying capacity is already reduced, making these more susceptible to overflows which flood surrounding informal and formal settlements.

Latest available global warming data also highlight need for public cooperation on DRR and climate change as experts warned against a possible 4°C rise in Earth’s temperature by 2060, up from the 2°C they projected earlier.

They expect higher global warming to worsen repercussions of climate change.

“The warnings will be useless if people refuse to listen and to prepare for disasters,” said Dr. Alfredo Mahar Lagmay, executive director of Project Nationwide Operational Assessment of Hazards (NOAH) under the Department of Science and Technology.

To help address informal settlers’ resistance to being relocated, National Housing Authority (NHA) continues improving its resettlement sites by providing schools and other community facilities there aside from their dwelling units.

Informal settlers can also opt for NHA’s in-city housing units, the agency’s Gen.

Manager Chito Cruz said.

“We’re likewise continuing our social preparation activities to help get them ready for relocation,” he continued.

Launched in 2012, Project NOAH’s mission is to conduct disaster science research and development to help boost government’s disaster prevention and mitigation efforts.

Project NOAH also promotes using cutting-edge technologies and recommends innovative information services for the same purpose.

“We aim providing realtime information particularly to LGUs,” Dr. Lagmay said.

The mark of good leaders A GROUP of student editors and staff writers of the school organ of one of the universities in Manila asked me during a group discussion with them what the mark of a good leader is.

Since they were students and very much involved into campus journalism work, I walked them through concepts of leadership and how these apply to their work as campus journalists.

But I impressed upon them from the very start of my answer that leadership under whatever paradigm has one common denominator. That common denominator is the uplift of the people’s condition and, in their case, the uplift of the cognitive ability of the studentry to have a deeper grasp of the issues confronting them as students and as citizens of this country.

In the real world, however, the uplift of the people’s condition, I told them, means the transformation of their miserable economic

The task of effecting this transformation falls on the lap of elective officials who, first and foremost, are politicians.

We all know that politicians in this country are viewed by the citizenry with so much contempt.

This attitude toward politicians is the result of years of abuse, years of corrupt and bankrupt leadership, and years of neglect by the politicians themselves of their avowed profession to serve the people when they

were seeking their mandate.

The irony of it all is the notion harbored by most elective officials that once in office they become masters instead of servants mandated to work for the betterment of the sorry situation of a good number of their constituencies. I don’t know what is in our country’s electoral process that makes every elective politician metamorphose into an ogre when they are in office.

I am as puzzled as you are with this phenomenon.

Like you, I have also witnessed several good men who sought the people’s

But our kids are starving for more time with us!

They need more than just a small bite of our time and a few leftovers after we’ve made time for our own fun and friends first.

Or maybe we stay at work late, night after night, for more money.

Yet we still don’t un-

derstand why our kids are rebelling against us, or why they’re having problems at school. It’s simply because we, their parents, are not giving them enough of our time, attention, and real love.

You and I usually make time for things that are important to us. Your kids would much rather have you than a bigger house and more toys.

Dad and Mom, your kids need both of you now while they’re growing up.

It’s now that they need you to talk with them, to listen and really understand what they’re feeling and going through, and just to be their friend and enjoy fun times together.

That’s why several citizens, represented by columnist-lawyer Melanio `Batas’ Mauricio, are questioning the proclamation of their mayor.

Globe Telecom files charges vs 13 wimax fraudsters Globe Telecom has filed charges against 13 individuals involved in the illegal sale and installation of hacked Globe WIMAX modems and Tattoo sticks since the start of the year.

Twelve of these individuals have already been charged with cases for violation of Republic Act 8484 or the Access Devices Regulations Act while one of the suspects was charged with theft.

In most of the cases, the modus operandi has been to pull-out the WIMAX modem from legitimate subscribers on pretext of an upgrade. The modems are then reconfigured and sold at a one-time cost payment.

“We want to warn the public that Globe, in close coordination with the police, will continue to be relentless in pursuing its campaign against illegal sale and hacking of our WIMAX modems. This is a clear violation of Republic Act 8484, also known as Access Device Act and PD 1612 Anti Fencing Law,” said lawyer Froilan Castelo, Head of Globe Corporate

According to Castelo, such unscrupulous activities not only undermine the company’s broadband business but also adversely affect legitimate subscribers from whom the WIMAX modems are taken.

He added those who are found guilty of violating said law will have to pay a fine of PHP24,000 and faces imprisonment of up to 6 years.

The first arrest for the year involved an entrapment operation conducted

in February in SM North Reclamation area in Cebu City that resulted in the apprehension of Ian Niel Abenir and Dominic Zabala, who had offered a Globe employee a lifetime internet connection for only PHP3,500 sing a hacked

WIMAX modem.

A follow-up operation led to the arrest of two more individuals identified as Paul Lacaron and Danilo Manataf.

Another entrapment operation conducted in April in Novaliches, Quezon City led to the arrest of John Paul Capili for trying to sell a cloned WIMAX modem, also for PHP3,500.

Two units of WIMAX modems were confiscated from Capili.

In the same month, an entrapment operation conducted in Dasmarinas, Cavite led to the arrest and filing of charges against Jose Narcida, who was also involved in the illegal hacking and sale of Globe modems. An associate of Narcida, Reynald Denapo, was also arrested but was categorized as a witness against Narcida.

Also in April, an entrapment operation conducted by police and Globe security personnel led to the arrest of two Visatech employees, identified as Mark Villanueva and Francisco Espino and Christopher Viado, a sales agent of JV Marketing

for illegal sale and installation of WIMAX modems.

Three units of WIMAX modems were seized from the suspects.

In early May, another joint operation by police and Globe security personnel led to the arrest of Pedro Quias in Quezon City. The suspect is reportedly engaged in the activation of Globe WIMAX modems after pulling out the units from unsuspecting subscribers. A flash drive containing various applications, operating systems used in reconfiguring/ activating MAC addresses was seized from him.

A follow-up operation by the police in Quezon City led to the arrest of Rodel Ancheta, a cellphone technician. Police seized from him 17 units of WIMAX modems, and other internet paraphernalia.

The latest arrest took place in late May during an entrapment operation in Meycauayan, Bulacan which led to the arrest of Carlo De Ocampo, a cellphone technician, for trying to sell a Globe WIMAX modem for PHP5,000.

SURIGAO City––The Bureau of Fisheries and Aquatic Resources (BFAR) is urging fisherfolk to enlist to the National Fisherfolk Registration Program, which has a funding of P200 million that includes provision for medical insurance to registered fishermen, BFAR director Asis Perez said.

Perez and BFAR officials in the Caraga region held a consultative meeting here Tuesday with the local government units (LGUs) and other stakeholders to iron out some issues involving the fishing industry in the region’s five provinces.

The intent of the program is to help alleviate the plight of small fishermen, he said, adding that a fisherman who will register is entitled to receive health insurance.

“The municipal fisheries sector provides 27 percent of the country’s close to five million metric tons total [annual] fish production volume. This is higher than the contribution of the commercial fishing sector at 21 percent. It is, however, lamentable that this sector composed of at least one million fishermen remains to be the poorest of the poor,” Perez said.

Perez noted they have simplified the registration form to become “fisherfolkfriendly,” with the LGUs allowed to customize the registration certificate and identification card they would issue to reflect their official seals.

“For our part, we want to recognize BFAR’s real beneficiaries. We will use the data to generate programs for coastal municipalities, their fisherfolk and organizations,” he said.

To ensure “full compliance” by the fisheries sector,

BFAR has earmarked P30 million for distribution to 899 coastal cities and municipalities in the form of incentives.

“Through this, fisheries technicians from the local government units in coastal cities and municipalities who will facilitate the registration of fisherfolk will receive an incentive of P15 per registered fisherman,” Perez said.

Perez said that coastal localities that can complete the registration of their fisherfolk will qualify to avail at least P2 million worth of fishery projects in 2014.

Acenas referred the petition-opposition of the residents of Aluba Village and nearby compounds at Mandumol, Macasandig relative to the construction of another gasoline station in the area to the City Council committee on energy chaired by Councilor Teodulfo E. Lao Jr. for appropriate action.

In their petition, the residents cited that the proposed site for the gas station is a predominantly residential area.

According to them, gas fumes emitted each time a vehicle refuels at the station is repugnant to the senses and causes air pollution which is toxic and detrimental to the health especially of children and elderly residents.

In addition to this, the residents claimed that during school days there is already daily traffic congestion with vehicles queuing in the area and the operation of another gasoline station will create heavier traffic.

How to Involve the External and Internal Stakeholders in the School-Based Management Program

For more than thirty years of real teaching-learning experiences, I have observed that the schools’ external and internal stakeholders are factors of successful school-based management program. In some areas of concerns and school endeavors, the GPTA, barangay and municipal officials play an important role in improving the needs of the learners and school.

In would say that the collaborative efforts of internal and external in Maramag Central Elem. School have created an impact of educational changes and gradual transformations.

Both internal and external stakeholders are interconnected with each other.

They are also the limbs and

brains in decision-making process as well as in the extension of moral and financial support. They must work hand in hand to achieve the desired goals and targets of action . They are nerves of the educational system for without them, the school remains ineffective and the vision of quality education is nowhere to achieve.

They are always work with full force and camaraderie and extend their sense of volunteerism side by side to extend services in all DepEd thrusts and programs such as National Brigada Eskwela, ChildFriendly School Program, School First Initiative, and Every Child a Reader. They can be tapped in Tree Plant-

ing Activities, Search for Kiddie King and Queen, Education Week Program, Family Day, Buwan ng Wika Celebration, Nutrition Month Celebration and the like. The barangay and municipal officials can also extend their financial support in providing the needs of the school’s athletes, journalists, MTAP, YES-O, STEP contestants.

They can also help raise funds to augment the income generating program of the school. More or less, they can help ease the burden of financial problems which currently face by most public schools in the present situation.

In most common situations, the participation and involvement of both internal and external stakeholders are called for reassess the

current needs of the schools which are reflected in the School Improvement Plan and Annual Improvement Plan , as a springboard for better improvements and higher academic performances as expected DepEd. In order to achieve the longlasting and meaningful involvement, the internal and external stakeholders have a high degree of commitment, professionalism, and service in the school where they serve.

No matter what school the stakeholders involves, the most effective strategy is infusing effective management and services . Are you ready to be an effective stakeholder? Then, try to employ these practices in your school and you will be amazed these colossal differences.

series of Seminar-Workshop on Action Research Making in different schedules for Northern and Southern schools. The said educational activity kicked off last Dec. 21, 2011.

Aquino signed into law Republic Act 10515 or the “Anti-Cable Television and Cable Internet Tapping Act of 2013.” The law penalizes a person with imprisonment of 2 years to 5 years and/or a fine ranging from P50,000.00 to P100,000.00 for: (a) intercepting or receiving or assisting in intercepting or receiving, any signal offered over a cable television system or a cable internet system; (b) recording, reproducing, distributing, importing or selling any intercepted or received CATV System/Network signals for commercial purposes without the authority of the concerned CATV Service Provider or Cable Internet Service Provider; (c) using

What the President must aspire for is a “transformation of the spirit” of each and every PNP officer and employee, by compelling them to undergo a change of their

For even if the PNP is made awash with cash, and its guns and equipment modernized, nothing is going to change if the bag eggs and the scalawags and the abusers and extortionists in its rooster are not transformed, too.

To effect this change of mind, I suggest that the PNP must be made to immediately undertake Bible or Koran studies, depending on the religious affiliation of its officers and civilian employees, and make this a regular, if daily, part of official routine. There is really a need to change the mind of men and women in the PNP, as Romans 12:2 of the Holy Bible is saying.

Surigao dads decry ‘denial’ of oath-taking venue

SURIGAO CITY — The manager of the City Cultural Center is in hot water for allegedly denying the use of the facility for the oathtaking ceremony of five city councilors belonging to the opposition bloc.

On Thursday, the city council passed a resolution for the relief of Susette Penaranda pending investigation of the matter by the legislative body and her transfer to the Maharlika Center Annex.

The oath-taking program of the five city councilors last June 15 was held in another venue because the center

was padlocked on that date.

“We felt the padlocking of the City Cultural Center as deliberate denial of our right to take our oath separately as a group of five councilors,” said lawyer Jose Begil Jr. Aside from Begil, Lawyers Lunceniano Lancin and Fernando Almeda III, Leonilo Aldonza and Baltazar Abian took their oath instead on the stairs leading to the city council office before Executive Judge Victor Canoy.

Penaranda, a former city councilor, told reporters earlier that the booking on June 15, 2013 was not for an oath-taking ceremony, but for a solidarity program and

get-together activity.

Begil said it was his staffer, Gene Sawan-on, who booked and reserved that day and paid a rent of P3,000 pesos.

The councilor said that part of the solidarity program and get-together was their oath-taking ceremony as elected officials.

He added that earlier another staffer of his made a booking for the same date under his name, but was denied saying that that date had already been booked.

Begil said Penaranda’s explanations appeared to be flimsy and could not overcome the positive rules of the city ordinance regarding the use of the center, rules

of public service and basic courtesy.

“This involves the integrity of the public office and public service that is governed by law and not by the whims of any persons, no matter what her power may be,” he said.

MindaNews tried to contact Peneranda but to no avail. Her staff said she was out of office to buy something.

Nepumuceno attributed the increasing number of cases to the villagers’ contact with fresh water infested with the larval forms (cercariae) of parasitic blood flukes, known as schistosomes.

The World Health Organization said schistosomiasis is a chronic illness that can damage internal organs and, in children, impair growth and cognitive development.

The urinary form of schistosomiasis is associated with increased risks for bladder cancer in adults.

The national winners will be declared on August 2013 during the TESDA’s 19th Anniversary Celebration at TESDA Central Office, Taguig, Metro Manila.

The National Statistics Office will be conducting the 2013 Annual Poverty Indicator Survey (APIS).

This is a nationwide sample survey designed to provide information on the different indicators related to poverty.

This sur vey aims to provide inputs to the development of an integrated poverty indicator and monitoring system which would enhance timely, accurate and consistent production of povertyrelated data that can be used at the national level.

It also aims to supplement the identification of the poor families through the use of non-income indicators.

Hence, this survey provides information on the socio-economic profile of families and other information relating to their living conditions.

More specifically, this

survey gathers information on the demographic and economic characteristics, health status and education of the family members; awareness and use of family planning methods; housing, water and sanitation condition of the families; availment of credit to finance the family business or enterprise; and income and expenditures of the family.

In addition, it gathers information on the effect of the economic crisis in families and the steps they had taken in response to these problems.

In Cagayan de Oro City and Misamis Oriental, a total of 200 sample households will be interviewed for this survey.

There will b e Field interviewers that will be hired to do the actual interview in the sample households.

The enumeration will

start on July 8, 2013 and will end on July 31, 2013.

According to Officer In Charge, Janith Cabalang – Aves of NSO Misamis Oriental, this undertaking is vital since the results of this survey will be used as inputs to the development of an integrated poverty indicator and monitoring system for the assessment of the government programs on poverty alleviation and for use in policy-making and planning.

OIC Aves encouraged all sample households to cooperate with the field interviewers and provide them the correct data.

Rest assured that all information that will be gathered from the respondents will be held strictly confidential as embodied in Commonwealth Act 591.All field interviewers are equipped with proper identification.
