Mamanwa tribesmen lift barricade vs mining firm

By Roel Catoto SURIGAO CITY (MindaNews—Members of the Mamanwa tribe have lifted their barricade against the Adnama Mining Resources Inc. (AMRI) after they were paid P10 million in royalty fees.

Datu Reynante Buklas, one of the Mamanwa chieftains, said they lifted the blockade at the mine site of AMRI in Barangay Urbiztondo, Claver town in Surigao del Norte after they got their initial royalty payment from the company.

AMRI is extracting nickel ore within the 48,679-hectare ancestral domain of the Mamanwas. The company ships the deposit to China.

Buklas said they set up last June 15 the barricade at the mining site, paralyzing the operations of the company, for non-payment of royalties due to them.

In a text message, he told MindaNews Tuesday night that they got the initial P10 million royalty payment from AMRI last June 19, paving the way for the company to resume operations.

AMRI owes the Mamanwas a royalty payment totaling P30 million for the year

2012, he added.

But Dulmar M. Raagas, president of the Chamber of Mines in Caraga Region, denied that AMRI failed to pay its royalty obligation to the Mamanwa tribe, the holder of the ancestral domain title.

“It’s not the AMRI who failed to meet the obligations.

On the contrary, AMRI has fully paid its royalty payments on time. The delay was on the part of the National Commission on Indigenous Peoples (NCIP),” Raagas said.

He said he had talked with Omar Abanid, AMRI vice president and mine site manager, about the matter.

Raagas said the Mamanwa tribesmen should demand the NCIP to release their royalty fees.

MindaNews tried but failed to reach AMRI and NCIP officials for comments.

Buklas said it was Abanid and another staff who gave them the check and have it deposited to their bank account last Wednesday.

This was not the first time that the Mamanwa tribesmen held a barricade against a mining company in the area.

In 2009, Buklas and other chieftains barricaded against Taganito Mining Corp., forc-

ing the company to pay its royalty obligations from 2006 to 2008 amounting to P72.5 million.

It was touted as the “largest royalty payment” ever made to a tribe in the country’s mining history.

T h re e ot he r m i n i ng companies are operating in Claver— Shen Zhou Mining Group Corp., Platinum Group Mining Corp. and the Taganito High Pressure Acid Leach Nickel Corporation.

The latter has just started the commissioning for its hydrometallurgical processing plant in preparation for their commercial production this September.

Buklas stressed that if mining companies in the area would not pay their royalty fees, they would not hesitate to hold a barricade against them to stop their operations.

“If they don’t want to pay, they should stop mining and get out of our lands,” Buklas said in Surigaonon.

Under the Mining Act of 1995 and the Ingenious Peoples Rights Act of 1997, Lumads are entitled to one percent of the gross earnings of mining operations in their ancestral areas.

Stiffer penalties vs. persons using children in the commission of crimes A proposed statute seeking to impose stiffer penalties against persons using and exploiting children in the commission of crimes is now awaiting the President’s signature.

T h e prop o s e d “Ac t Strengthening the Juvenile Justice System in the Philippines,” contained in a bicameral conference committee report on HB 6052 and SB 3324, was ratified by both chambers of Congress, beating its June 6th sine die adjournment.

Likewise, the measure, which amends Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006, provides that the victim and his/her family shall be provided the

appropriate assistance and psychological intervention by the local Social Welfare and Development Office, the DSWD and other concerned agencies.

It states that “any person who, in the commission of a crime, makes use, takes advantage of or, profited from the use of children, including any person who abuses his/her authority over the child or who, with abuse of confidence, takes advantage or instigates the commission of the crime, shall be imposed the penalty prescribed by law for the crime committed in its maximum period.”

Likewise, “the court may require the parents of a child in conflict with the

law or a youthful offender to undergo counseling or any other activity that, in the opinion of the court, would advance the welfare and best interest of the child.”

“Parents,” as used in the measure, shall mean the biological parents, adoptive parents, or individuals who have custody over the child.

The bill states, “A child 15 years of age or under at the time of the commission of the offense shall be exempt from criminal liability.” However, the child shall be subjected to an intervention program pursuant to the provisions of the proposed statute.

Furthermore, a child above 15 years but below 18

years of age shall likewise be exempt from criminal liability and be subjected to an intervention program unless he or she has acted with discernment, in which case, such child shall be subjected to the appropriate proceedings under the proposed act.

However, it added, “The exemption from criminal liability herein established does not include exemption from civil liability, which shall be enforced in accordance with existing laws.”

The bill also provides for the transfer of the supervision and control of the Juvenile Justice and Welfare Council from the Department of Justice to the Department of Social Welfare and Development.

An Undersecretary of the DSWD shall chair the JJWC. There shall also be a regional (RJJWC) under the supervision of the JJWC. The JJWC is mandated to submit an annual report to Congress on the implementation of the provisions of the proposed statute. The JJWC shall set up a mechanism to ensure that children are involved in research and policy development.

Basic health guidelines for Lumads DOT encourages for fiesta to roll in 5 Mindanao provinces home-stay visitors in Tacloban

MALAYBALAY CITY –The implementation of a new order that seeks to improve the delivery of basic health services to Lumads or indigenous peoples will be pilot tested in five areas in Mindanao this year, an official said.

On June 3, the Department of Health, Department of the Interior and Local Government and the National Commission on Indigenous Peoples (NCIP) signed Joint Memorandum Circular 2013-01, which was introduced to the provincial government here last Monday.

The circular seeks to address inequity in the delivery of health services, discrimination and insensitivity to culture and traditions.

Eiler Fernandez, Bukidnon coordinator of the Indigenous Peoples Maternal, Neonatal, Child Health and Nutrition Project (IP MNCHN Project- Mindanao), identified the chosen pilot areas for the new guidelines as Kitaotao in Bukidnon, Dumingag in Zamboanga del Sur, Montevista in Compostella Valley, Carmen in North Cotabato and San Luis in Agusan del Sur. The implementation will involve the Federation of Manobo Matigsalug Tribal Councils, Inc. in Bukidnon, Subanen tribe in Zamboanga del Sur, Dibabawon Mangguangan tribe in Compostella Valley, Arumanen-Manobo

tribe in North Cotabato and the Banwaon and Talaandig tribes in Agusan del Sur. The order noted that health care providers should not see traditional and cultural beliefs and practices as obstacle or barrier to health care service delivery.

Culture sensitivity in health is among the guiding principles pushed for the delivery of basic services to indigenous cultural communities and indigenous peoples in the country, according to the guidelines.

“It’s a breakthrough in governance for the country’s indigenous peoples,” said Ma. Shirlene Sario, NCIP-Bukidnon provincial officer.

Sario, from the Bukidnon tribe here, said the guidelines will improve the delivery of health services to Lumads, “who had been discriminated and neglected.”

The circular obliges the agencies to address problems encountered by Lumads in accessing health services.

It stressed that indigenous peoples “are considerably vulnerable to inequities in health.”

The IP MNCHN ProjectMindanao, which is helping in the implementation of the guidelines in the pilot areas, met with the Provincial Project Management Committee (PPMC) last Monday.

The PPMC will oversee the implementation of the guidelines

in the province.

Fernandez told MindaNews that they have crafted an action plan– mostly on the project’s information, education, and communication campaign–that will be carried out until December.

He added they are hoping to have the project’s implementation plan included in the local government planning for 2014.

The circular also placed emphasis on research to identify indigenous traditions and practices that are “safe, beneficial, and scientifically acceptable against those which are “dangerous, detrimental and harmful.”

It also provided that health workers, policymakers, and stakeholders should undergo training or orientation on culture sensitivity.

There should be preferential access to health care for the “financially and socially disadvantaged” indigenous peoples and cultural communities, the circular said.

“They shall be a priority beneficiary in the provision of logistics, technical and financial assistance on health,” it stressed.

The circular also stressed the need to respect human rights and gender and development equality towards indigenous peoples.

Eating raw vegetables: A ‘healing’ experience VIENTIANE, Laos--A plateful of raw mint, basil leaves, cabbage, sliced string beans and lime was served on my table ahead of the rice noodle (feu) soup that I ordered.

Then small bowls of raw bean sprouts and suki, a sauce made of ground peanuts and garlic cooked in oil with a dash of chili powder, arrived before I finally got my noodle soup.

It was my first day after arriving in Vientiane a month ago. My colleagues from the Vientiane Times, Pou and Samly, took me to a popular noodle restaurant here.

I needed a heavy meal at the time, but eating those raw vegetables piqued my appetite.

I already knew though that Lao people eat raw vegetables, either with noodle soup or any dish. Despite my strong desire to try everything they eat here, it was totally different when you’re about to actually do it.

Lao people eat raw vegetables and leaves that we don’t usually eat in the Philippines, or at least in Davao City.

They wrap dumplings with wild betel leaves aside from cabbage and lettuce. They eat raw morning glory, string beans, broccoli, cauliflower, asparagus, dragon-bone beans and young leaves from mango trees.

Some people also eat bergamot leaves, which are often cooked with fried meat or insects. Most Lao dishes contain raw garlic, along with other seasonings.

The first time that I ate them, I was worried that my stomach couldn’t digest all those raw vegetables. I grew up thinking that meat and vegetables have to be cooked for good digestion and to kill the bacteria with the heat.

Eating my first raw vegetables with a supposed “delicious” noodle meal was nostalgic—I felt like my mother was staring at me when I was a kid, chiding, “Eat your vegetables!”

As they say, “There’s always a first time.” But, after a month, I have been craving for raw vegetables every meal everyday. They really taste so good, especially if dipped in a variety of sauces or mixed as salads.

I learned from reading online and health tips from friends in the medical field that eating raw vegetables allows one to consume more nutrients. They said cooking the vegetables destroys vital nutrients and kills enzymes that aid digestion.

Most vegetables that Lao people eat without cooking contain folic acid (vitamin B9), which is an important nutrient to prevent many types of cancer, fetal deformities, Alzheimer’s disease, and depression, among other mental conditions.

Dr. Somchine Singharaj, head of Food and Drug Division of Vientiane Health Department, said folate, the form of folic acid in food, is essential for the brain and nervous system

to function properly as it is needed for cellular growth and regeneration.

The health expert said uncooked vegetables contain higher amounts of folic acid and antioxidants, including lycopene, beta-carotene, and vitamins C and E. Many varieties of tropical fruits that are also rich in antioxidants and folic acid are sold in the streets here at reasonable prices.

As a city girl, I badly need detoxification from the processed and junk foods I eat almost every single day for lack of time and creativity. Surely, I will need much folic acid!

But, Singharaj said, you cannot get all the folic acid you need from food alone. If you badly lack folic acid and other nutrients, it is important to seek your doctor’s advice. But you may still want to experience Lao food while you can.

You will not only regain your sense of wellbeing while enjoying a calm and stress-free life in the countryside, but will also restore or reinforce your good health and youthfulness.

With the way people here eat their vegetables, Laos is indeed “a place for healing.”

According to the circular, the “physical segregation and socio-cultural exclusion” of IPs contribute to the barriers in their access to health services.

“This contributes to IPs relying mainly on their indigenous health systems and practices, some in accordance and some contrary to safe health practices,” it added.

The three agencies in the circular also recognized that delivery of basic health services to IPs is complex, as their communities are geographically defined by ancestral domains that straddle several local government units (LGUs).

The DILG, according to the guidelines, is mandated to establish a system of cooperation among LGUs to ensure delivery of services to all.

In a press release from IP MNCHN, Health Secretary Enrique Ona said that the guidelines “bring meaning to the department’s intentions for the marginalized and underserved people.”

TACLOBAN CITY -- The Department of Tourism (DOT) here is recommending home-stay for visitors who could not be accommodated in hotels here as 95 percent of the establishments are fully-booked in time for the three big festivals slated this weekend.

DOT regional director Karina Rosa S. Tiopes said that additional visitors may give them a headache but on a positive note, it simply shows that more people are interested to be part of the fiesta event.

Tiopes said that there are already residences that offer home-stay although officially it is not registered with their office.

“One thing that our visitors really require is a home away from home. If hotels are not available, then home-stay would be the best option,” she stated.

The DOT regional director shared that even with new establishments already operating, still the demand for accommodation facilities is increasing even if it’s not a fiesta season.

Tacloban City has 51

establishments with 1, 502 available rooms, data from the DOT revealed.

This weekend, the city of Tacloban and the province of Leyte will treat visitors to a “Day of Festivals” starting with the parade and street performances of contingents joining the Pintados-Kasadyaan Festival of Festivals and will culminate in the evening with Sangyaw’s Festival of Lights.

Confirmed participants for the Kasadyaan include Hindang, Dulag, La Paz, Tolosa,Tanauan, Alangalang, Abuyog towns while Pintados has Sta. Rita, Palo, Tolosa and three entries from Tacloban City. These festivals are being supported by the province of Leyte and the Pintados Foundation.

On the other hand, the Sangyaw will have 15 floats adorned with lights parading at the city’s main thoroughfares depicting the culture of every participating barangays.

AirAsia pulls out from Japanese joint venture KUALA LUMPUR -- Asia’s leading budget airlines, AirAsia, announced the termination of its participation in the Japanese joint venture with All Nippon Airways (ANA) on Tuesday due to “fundamental difference” in management.

“The joint venture, created two years ago under the name AirAsia Japan faced many challenges since its launch,” the company said in a statement.

“Issues stemmed from a

fundamental difference of opinion between its shareholders on how the business should be managed from cost management to where the domestic business operations should be based,” the statement said.

Accoring to AirAsia, the termination comprises an acquisition of the company’s entire shareholding, 49 percent of the paid-up share capital in AirAsia Japan, by ANA Holdings Inc. for 2.45 billion yen (25.1 million U.S.

dollars) . The termination also involves the return of all AirAsia aircraft leased to AirAsia Japan by Nov. 1, 2013 and the payment accrued from the leasing of the aircraft. The joint venture will also unwind the use of the AirAsia brand in its operations, including the name of AirAsia Japan.

AirAsia ventured into Japan in the hope of bringing in its successful experience in the Southeast Asian market, but the group CEO

Mobile registration up for unregistered vessels in Eastern Visayas TACLOBAN City--Mobile registration has been made available by the Maritime Industry Authority (MARINA) to fishing and passenger vessels that operate without permits, especially those that are situated in far-flung areas.

This July, a five-day mobile registration will be conducted in Kawayan, Biliran that is expected to serve some 300 fishing vessel operators, according to MARINA’s ship building specialist, Engr. Danilo M. Morano.

The activity will be undertaken together with the Bureau of Fisheries and Aquatic Resources (BFAR), Philippine Coast Guard (PCG), National Telecom-

munications Commission (NTC) and the host local government unit (LGU) from July 22-26.

It is a chance for them to avail of the registration that requires a payment of only P250 for vessels with gross tonnage of below three tons under MARINA’s pro-poor program, he added.

Registration will be done onsite with streamlined requirements to include only the barangay certification and the payment.

The agency is looking at the province of Northern Samar as the next site, based on the initial meeting with BFAR, he further disclosed.

MARINA has already covered towns of Abuyog and Albuera in Leyte Culaba

in Biliran and San Vicente in Northern Samar since it started with its mobile registration and legalization program last year.

The mobile registration was initiated by the MARINA to reach out to those that are situated in remote areas amid the devolution of the registration to local government units (LGUs) for vessels that are below three tons as mandated under Executive Order 35.

Currently, including the regular registration, MARINA has already registered 6,000 vessels in the region, to already include passenger, fishing boats.

The bureau said the number will keep rising during summer.

Tibet is expecting 12.6 million tourists and 15.8 billion yuan in tourism revenues this year.

India’s Manipur state eyes travelers from Southeast Asia NEW DELHI -- Manipur, a state in northeastern India, is eyeing flights from Southeast Asia, including Malaysia, as it gets set for its first international airport.

“The aim is for flights from our international airport to at least cover Myanmar, Thailand, Singapore and Malaysia to begin with,” Manipur’s Chief Minister, Okram Ibobi Singh was quoting as saying by The Indian Express.

The report said land was being acquired in Imphal, the capital of Manipur, for the purpose of building the airport.

Hero or villain?

Even during the height of the Cold War in the 60’s, the American government never pleaded to friendly or not so friendly governments for the voluntary extradition of one of its citizens hailed by many all over the world as a hero but considered by that government as a criminal and fugitive from their laws.

Former National Security Agency (NSA) contractor, a euphemism for agent, Edward Snowden, hogged the international limelight with his expose’ how their agency electronically monitors American and non-American citizens alike in and outside of their country for suspicion they might be engaged in activities inimical to the interest of that nation, a euphemism for terrorism.

S n o w d e n’s e x p o s e’ opened the doors to the secrets of the NSA for everyone in and outside of America to see. The American government, expectedly, cried that what their own

Speculations have it that from Russia he is proceeding

either to Cuba or Ecuador, the two countries that have so far shown willingness to give him asylum even if it means straining their relationship with America even more. Cuba and Ecuador have not been in the best of terms with America.

But as of this writing, no one really knows the exact whereabouts of Snowden.

He must have mastered the espionage training he received from the NSA hence his elusiveness from his pursuers.

America since becoming the most powerful nation on earth prides in its supposed adherence to the democratic tenets that they proudly claim are enshrined in its Constitution. With Snowden’s expose’ the revered status of America as a democratic and free nation has been shattered to pieces. -oooMERALCO IMPOSES NEW CHARGES: Literally and figuratively, consumers of Meralco, or the Manila Electric Company, got the shock of their lives during the week ending on June 24, 2013 when they received from it an additional billing statement, requiring them to pay an “additional bill deposit” in thousands of pesos, on top of the already hefty electric bill for the June 24, 2013 bill date. The Energy Regulatory Commission (ERC) seems to have already approved this additional fee.

Batas Mauricio The additional billing statement sent to Meralco’s customers reads: “In our effort to keep you updated… we would like to inform you of the recently implemented Bill Deposit Update Program. The bill deposit is an amount required from customers of distribution utilities as a guarantee for payment of electric bills. It is equivalent to your average monthly electricity bill and earns interest at a rate prescribed by the ERC.” How did Meralco arrive at the amount that

each customer will pay as additional bill deposit? It reviewed the customer’s billing history and got the customer’s average monthly bill for the last 12 months.

Then, it subtracted from that average monthly bill the deposit already made by the customer. The resulting difference is the amount that Meralco is requiring its consumers to pay as additional bill deposit. In my case, I am being told to pay P7,891.90.

-oooERC APPROVES NEW

MERALCO CHARGES WITHOUT HEARING? The question here is, as a utility company under the jurisdiction of the ERC, Meralco cannot just simply collect anything from its customers without a prior hearing participated in by the sectors affected by any new charges, and without a prior order from the ERC itself. This prior hearing does not appear to have occurred here, and, it also appears, neither was there a prior order from ERC approving the additional bill deposit.

I could be wrong here, but then there is nothing in the media about this additional bill deposit, indicating that everything appeared to have been carried out

I expect a torrent of dissent to arise from this new Meralco rule, especially now that the water concessionaires of the Metropolitan Waterworks and Sewerage System (MWSS)---Maynilad and Manila Water---are also asking for rate increases among their customers. Indeed, if all these new electric bills and increased water rates are combined in any given month, the already-deprived lives of millions

This is the downside when one country or an individual becomes very wealthy and prosperous while others who comprise the bulk of the populace are consigned to penury and hopelessness.

The mighty and the powerful becomes dependent on their ability to overcome their paranoia that someone out there is lurking waiting for the most opportune time to pounce on them by buying their own security. But this is weakness in reality.

This is what Snowden succeeded in telling the people about America that its leadership, especially its military, resented so much for being a slap on their faces.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for over eight (8) years already, since early part of 2004 they decide to live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation; Since their separation they had never been communicating or supporting either financially or emotionally to each other, neither minding each other’s affairs; Petitioner and respondent seek judicial decree of divorce thereby severing their marriage bond on July 26, 2004 so that they will have free hand to do what a single man or woman could do without marital burden: Reconciliation between them had already been diligently employed but all proved futile;

Caraga RDC endorses Geotagging tool

he told MindaNews Tuesday night that they got the initial P10 million royalty payment from AMRI last June 19, paving the way for the company to resume operations.

AMRI owes the Mamanwas a royalty payment totaling P30 million for the year 2012, he added.

But Dulmar M. Raagas, president of the Chamber of Mines in Caraga Region, denied that AMRI failed to pay its royalty obligation to the Mamanwa tribe, the holder of the ancestral domain title.

“It’s not the AMRI who failed to meet the obligations. On the contrary, AMRI has fully paid its royalty payments on time.

The delay was on the part of the National Commission on Indigenous Peoples (NCIP),” Raagas said.

It seeks to further promote transparency and total public disclosure; identification; verifica-

tion; approval; progress supervision and operations and maintenance of project activities.”

He also explained that the technology combines basic engineering review tools, supervision experiences with location based digital technologies (GIS and GPS), “resulting a subproject to be viewed not only on its actual location site and its physical progress but also to the total

developmental impact of the sub-project as a whole, viewing its access, links, and influence areas.”

Gaballo added that the Geotagging Technology also serves as resource and transparency tool.

“In fact, in 2012, NEDA awarded the 2012 Good Practice Award to MRDP’ Applied Geotagging Technolog y as an Efficient Transparency Tool.” (JSN/ PIA-Caraga/asf )

He said he had talked with Omar Abanid, AMRI vice president and mine site manager, about the matter.

Raagas said the Mamanwa tribesmen should demand the NCIP to release their royalty fees.

MindaNews tried but failed to reach AMRI and NCIP officials for comments.

Buklas said it was Abanid and another staff who gave them the check and have it deposited to their bank account last Wednesday.

This was not the first time that the Mamanwa tribesmen held a barricade against a mining company in the area.

In 2009, Buklas and other chieftains barricaded against Taganito Mining Corp., forcing the company to pay its royalty obligations from 2006 to 2008 amounting to P72.5 million.

It was touted as the “largest royalty payment” ever made to a tribe in the country’s mining history.

Three other mining companies are operating in Claver— Shen Zhou Mining Group Corp., Platinum Group Mining Corp. and the Taganito High Pressure Acid Leach Nickel Corporation.

Buklas stressed that if mining companies in the area would not pay their royalty fees, they would not hesitate to hold a barricade against them to stop their operations.

“If they don’t want to pay, they should stop min-

ing and get out of our lands,” Buklas said in Surigaonon.

Under the Mining Act of 1995 and the Ingenious Peoples Rights Act of 1997, Lumads are entitled to one percent of the gross earnings of mining operations in their ancestral areas.

After the flag raising rites, Assistant Provincial Administrator Niceto Ranario encouraged the employees to take a walk on their way back to their offices as a form of exercise for a healthy lifestyle because the cultural center is about 900 meters away from the Capitol.

It can be recalled that on March 12, Governor Plaza spearheaded the blessing and inauguration ceremony of the cultural center located at the then called Naligayan Plaza.

Painted white, the P55 million landmark project will serve as a venue for major cultural activities of the province such as the annual Naliyagan Festival and Pasko sa Kapitolyo celebration.

During weekends, the center can serve as venue for families and groups to stroll and have their bonding moments.

Owing to the botched dredging project in the Laguna Lake, Villar said “in the meantime, we have to do whatever little ways to solve the problem on flooding.”

President Benigno Aquino III scrapped the dredging project following reports that the multi-billion consortium by the foreign firm has put government spending to waste.

Reports have it that the excavated and dredged earth and silt that are dumped along the Laguna Lake coastlines are deposited back to the lake bed by run-off waters and erosion.

Pending the results of the flood control study on the Laguna Lake, Senator-elect Villar proposed for a cheaper alternative yet the gradual “extrication by backhoes” and excavation process to lessen the impact of flooding in the areas.

Although mulling for Senate’s legislative measures related to the Laguna Lake concerns, Villar opted to take a “slowly-but-surely approach” to the problem.

She shared her experience on the Las Piñas River rehabilitation project undertaking where they used the backhoe and other equipment to unclog and clean the waterway with the water lilies and revive the river.

Villar also told media here their optimism that the Supreme Court will grant their petition to save the Las Piñas bird sanctuary from damage in the wake of the proposed Manila Bay reclamation project. (PNA)

Philippine-Korea pilot project on rural development inaugurated

trengthening the relationship of two countries, the Philippines and Korea held its turn-over ceremony of a corn processing complex (CPC) in Malagana, Claveria, Misamis Oriental, which is expected to serve 1,900 hectares of corn area in the municipality and its neighboring towns.

This joint undertaking between the Government of Korea and the Philippines is a pilot project under the Rural Development Project in the Philippines (RDPIP) through the Department of Agriculture (DA) that seeks to bring about economic growth by establishing agro-based industries which will further enhance the efforts in attaining food security and jobs creation in the countryside to alleviate poverty.

The establishment of the CPC, which amounted to P 63.86M is part of the government’s goal in producing quality corn and minimizing postharvest losses; thereby providing better income for the farmers. Moreso, the CPC also brings the market closer to the farm which will be of great help to the local farmers who have been spending so much on hauling and transportation expenses in taking their corn produce to its buyers.

The CPC can dry as much as 50 to 60 metric tons of shelled corn or 100 metric tons of corn-on-cob per day at 14% moisture content. It also consists of corn sheller, 15 metric ton-capacity

bagging bin, a warehouse, a community center and production equipment such as tractor.

DA-Assistant Secretary and National Coordinator for Corn Program Edilberto M. De Luna is grateful for the support of the Korean government to the country’s efforts in attaining rural development, especially for the agriculture sector. He also challenged the farmers in making the project successful for its sustainability.

Meanwhile, Roh Sang-Wook, Deputy Director of the Development and Cooperation Division of the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea expressed his gratitude to all the people who were responsible in the fulfillment of the CPC and hoped for a stronger partnership with the government of the Philippines.

CANVAS AND TARPAULIN COVER RECYCLING PROJECT: Members of the VK Multi Purpose Cooperative (VK) undergo a five-day training on canvas tents and tarpaulin covers production utilizing used industrial plastics sacks. The activity is part of the on-going livelihood diversification project sponsored by energy-firm STEAG State Power Inc (SPI).

Aside from recycling activities, VK is also engaged in other economic enterprises such as food and catering, and ancillary services for the maintenance and ground upkeep of SPI’s 210 MW (net) Mindanao CoalFired Power Plant in Villanueva, Misamis Oriental. VK, which is one of the component of SPI’s Livelihood and Enterprise Development (LEED) Program , is currently providing about 33 long-term job opportunities for local residents Villanueva.

(RAFI).

towards a community that is cultural and historic, innovative, creative and competitive, inclusive, equitable and livable, interconnected and compact, integrated, coordinated, and participative.

This is reflected in its tagline “Mega Cebu making WAVES (Wholesome, Advanced, Vibrant, Equitable, and Sustainable)”.

Its different areas of focus aim to address challenges and issues in waste management, public safety, neighborhood participation, and historic and heritage preservation, among others.

For Mary Ann Alcordo-Solomon of Cebu Chamber of Commerce and Industry, the first step to making solutions is finding out the problems in one's locality.

“Let’s all be aware of what is happening in our society. For instance, having observed that motor vehicles contribute to pollution, we promote biking instead,” Alcordo said.

Ballesteros echoed Alcordo's point, saying, “Sugbo, pagpakabana. Kon dili karon kanus-a pa?

Kung dili kita, sulti-i ko’g kinsa

(Cebu, be vigilant. If not now, when? If not us, tell me who).”

Mega Cebu, through the Metro Cebu Development Coordinating Board, is working with various local government units, government agencies, private companies, and civic organizations to come up with a 30-year integrated plan for Metro Cebu.
